The British Columbia Safety Authority (BCSA) has made a series of recommendations aimed at preventing another mill dust explosion, such as the ones that killed four workers in two separate incidents last winter. The changes are intended to cover pellet plants and other wood processing facilities, as well as sawmills. Researchers compared the explosion hazard of different kinds of dust, finding wood “flour” can be a more powerful C

explosive than coal dust when it is dry and exposed to an ignition source. Two workers died and 20 others were injured when an explosion and fire tore through the Babine Forest Products sawmill in Burns Lake on Jan. 20, 2012. Three months later (April 23), a similar explosion killed two workers and injured 22 more at Lakeland Mills in Prince George. Investigators ruled out natural gas, oil and other fuel sources, leaving fine, dry dust produced from milling wood. WorksafeBC concluded the likely ignition source was hot electric motor and gear reducer equipment running

wood waste conveyors in low, confined areas of the mills. Nechako Lakes MLA John Rustad said the BCSA team has worked with the industry and employees to develop new rules, some of which use techniques developed in underground coal mining. B.C. introduces new course for private investigators licensing

British Columbia will be the first province to introduce licensing requirements for Private Investigators Under Supervision (PIUS) licence applicants. Under the new regulations, applicants to become private investigators under supervision will participate in required

training, but will have hours under supervision reduced from 2,400 hours to 2,000. The course will cover areas such as criminal and civil laws, human rights, privacy and civil liberty. The Private Investigators’ Association of B.C. (PIABC) has developed the course and

partnered with the Canadian Police Knowledge Network (CPKN) to deliver it across Canada. This course, or equivalent training, became a mandatory requirement for new applicants for a PIUS licence on Jan. 31, 2013. A PIUS is licensed to work

With a flood of nominations in for the South Cariboo Chamber of Commerce Business Excellence Awards, it’s anybody’s guess as to who the winners in the 10 categories are going to be. Voting is open to chamber members only in all but the People’s Choice for Best Business category where the general public is invited to cast votes. That category received 22 different nominations, making it the busiest among the group. The voting deadline is today (March 1), and paper ballots can be found in the on this page. Completed ballots can be dropped off at the chamber office or faxed to 250-395-8974. Voting can also be done online at the chamber website at w w w. s o u t h c a r i b o o chamber.org or on its Facebook page. Chamber executive director Angela Cole says she’s happy with the response to the call for nominations. “The field of nominees is very broad-based. It’s a great group of nomi-

nees and includes a lot of new businesses.” Award winners will be announced March 9 at the Black and White, themed event at 100 Mile Community Hall. Tickets are $35 and going fast, says Cole. They can be purchased at the chamber office in person or by phoning Cole at 250-395-6124. Doors open at the event at 5:30 p.m., followed by cocktails at

6 p.m. and dinner at 7 p.m. Singer Candace Copely will provide entertainment, and during the evening, draw tickets for a diamond pendant valued at $1,000 will be sold. Tickets are $20 each and available only at the event. Just 50 will be sold. Sean Watson and Tom Bachynski will share duties as emcee for the evening.

NEW PROGRAM

Home Maintenance Worker (entry to Trades) Applications are being accepted for the 8-week Home Maintenance Worker training program (entry to Trades) funded by the Ministry of Advanced Education as aligned with the BC Jobs Plan. The program will focus on Home Maintenance, including building maintenance work, safe work practices, using/ maintaining tools, building structure/design, prevent/remediate mould, hardwood & laminate floors, basic carpentry/repairs, ceramic tile, working with electrical systems, shop safety and cleanliness, drywall, painting techniques, furniture refinishing and plumbing for the home as well as workplace essential skills. Health and Safety courses will include Level 1 First Aid, WHMIS, Fall Restraint/Protection, Confined Space, Scaffolding Safety and Fire Extinguisher Training. Trades will be introduced through discussion and guest speakers, including construction, welding and electrical. Applications will be accepted until 4:00 pm Friday, March 1, 2013 with interviews scheduled for the week of March 4, 2013. The program will begin March 18, 2013. PST return looms for B.C. business

Undoing t he Harmonized Sales Tax (HST) and establishing a modernized version of the 60-year-old Provincial Sales Tax (PST) is the biggest task facing Premier Christy Clark’s government in the brief legislative sitting that

precedes the May 14 provincial election. Finance Minister Mike de Jong introduced the transition legislation on Feb. 13. It includes provisions for transactions that straddle the transition date, such as new home purchases. The bill to replace the HST runs nearly 200 pages, and it will

add accounting costs for business, as well as taking away business input tax credits that match those available under the federal Goods and Services Tax (GST). The B.C. Liberal government has given itself a deadline of April 1 to make the switch for the 2013/14 fiscal year.

Caterers licensed to serve liquor

Catering companies can now obtain a liquor licence, as regulations accompanying prior legislative changes have been brought into effect. These changes make it easier for clients to have liquor service at catered events, which will help support the catering industry and strengthen British Columbia’s tourism appeal. Now, existing licensed establishments, such as restaurants, hotels,

and conference centres, also have the ability to supply liquor at catered events held at offsite locations. Previously, people hosting an event serving liquor in B.C. needed to get a special occasion licence, take the Serving It Right course, purchase and transport the liquor and accept liability for liquor service at the event. Catering companies can now handle these responsibilities on behalf of their clients.

The administrative burden of the switch starts with businesses reprogramming cash registers and other systems to go back to collecting two separate sales taxes. One of the few modern touches to the new PST is the ability of more than 100,000 businesses to register online at www. gov.bc.ca/etaxbc/register, and view online instructions to help make the transition. About 30,000 British Columbia businesses have started up since 2010, and operators may have no experience with the old sales tax system. Provincial sales taxes

on restaurant meals, haircuts and other services will be removed as of April 1, but one companion tax is being kept in place. Private sales of vehicles, boats and aircraft are exempt from GST, but the province levied a 12 per cent provincial tax on the transactions to equalize treatment of used vehicle sales between dealerships and individuals. The government vowed to reinstate the old PST at seven per cent after the HST was rejected in a provincewide initiative petition. The HST was imposed in 2010, extending the PST to a range of services.

Nordics youth program wraps it up The 100 Mile Nordic Ski Society skill development program wrapped up its season on Feb. 24 with an action-packed day of games and skill events at its 99 Mile Ski Trails facility.

Members began the day by making team banners inside the ski lodge, and then headed outside into the snow for a 100-metre time trial race, ski-cross event and several fun relays. The cross-country ski

program had 28 youths, from the very young to teens, registered this year in its Bunnies, Jack Rabbits and Track Attack divisions. Skills development co-ordinator Colleen Ellens says it has been

a fantastic year for the program, aided by superior snow conditions and strong support from member families. “The growth and development among the kids in technique has been exceptional.”

The Lone Butte Fish & Wildlife Association (LBFWA) annual Open House and Banquet fundraiser on Feb. 16 was a rewarding event for the club. The event began with an open house at the 100 Mile Community Hall where eight exhibitors, including trappers, archers and a cowboy action shooting club

provided demos and information about their respective organizations. Eight sets of antlers were brought in by the public for complimentary scoring, which event co-ordinator Jude Dion says was down from the usual 30. Many door prizes were given away throughout the day

and even more at the evening banquet where 130 people enjoyed a dinner and dance and a sampling of wild meat dishes.

The wild meat was provided by guests and the fare included mountain sheep, wild boar, deer, moose, smoked salmon and a sweetand-sour lynx dish, which Dion compared to pork. A couple of guns were given away as door prizes at the banquet, with

Nelson Oler going home with a .308 calibre rifle and Cindy Monical winning a .22 calibre rifle. More than $3,000 in additional prizes was given away during the evening. “This was one of the biggest events of the year for the club,” says Dion.

Legislation establishes more parks, conservancies

Nearly 276,000 hectares was added to the BC Parks system through legislation introduced Feb. 14. Bill 5 – the Protected Areas of British Columbia Amendment Act 2013, which adds new parks and conservancies and park expansions. It entrenches in law protected area recommendations reached through multistakeholder and public land-use planning processes, as well as government-to-government agreements with First Nations, while at the same time supporting economic development. Central to the legislation is the Cariboo-Chilcotin Land-Use Plan Goal 2 process related to special natural, cultural and recreational features that result in the establishment of 17 new Class

A parks and additions to five existing Class A parks in the region. Class A parks provide the highest level of protection of recreation and conservation values of all parks. Conservancies explicitly recognize the importance of the area to First Nations for social, ceremonial and cultural uses. Support for economic development projects, including a key BC Hydro upgrade that is expected to generate two thousand person years of employment over five years on Vancouver Island and a proposed corrections facility in the Interior is also facilitated by Bill 5. Following are the descriptions of the new and expanded Class A Parks, conservancies and ecological reserves in the South Cariboo and nearby areas, as a result of the Cariboo-

Chilcotin Land-Use Plan (CCLUP) Goal 2 (Special Feature) process: • Bridge Lake Park addition (380 hectares): The park is located 43 kilometres southeast of 100 Mile House. The addition is a large, undeveloped shoreline area of Crown land on Bridge Lake, which had a small sawmill working in the early part of the century, but significant stands of large Douglas-fir and spruce still exist in the area. The presence of numerous bird species and several eagle nests, along with bears, fox, coyote, deer, mink, otter, and several very active beaver colonies have been reported. The area is very important for local recreation. The total area of the park will be 405 hectares. • Moose Valley Park addition (161 hectares):

The area being added to the existing Moose Valley Park incorporates an area of medicinal plants into the park. The park is located approximately 18 kilometres west of 100 Mile House, and the total area of the park will be 2,500 hectares • Flat Lake Park addition (26 hectares): The addition to the park provides a valuable staging area to Flat Lakes Park through the development of a parking lot and boat launch. The park is located approximately 18 kilometres southwest of 100 Mile House. The total area of the park will be 4,275 hectares. • Schoolhouse Lake Park addition (544 hectares): This addition to Schoolhouse Lake Park protects high value old Douglas-fir, spruce, and pine in a riparian area, Continued on 16

The net difference being $57 per megawatt-hour for power we do not need, power that BC Hydro was forced to purchase because of aggressive B.C. Liberal energy policy.”

Auditor returning to Australia British Columbia Auditor General John Doyle has accepted a job as Auditor General of the Australian state of Victoria. The appointment puts to an end a bitter debate between B.C. MLAs about whether Doyle should have been offered a second term of six years. Doyle has insisted his term of office extends until next October, while an all-party MLA committee concluded his term was to end in May. The appointment of a replacement for B.C. may be delayed until after the spring election. After one or more B.C. Liberal members on the committee refused to support a unanimous vote to reappoint Doyle, Premier Christy Clark stepped in and suggested he be offered a two-year extension. She also said legislation should be changed to give B.C.

auditors a non-renewable eight-year term, to avoid the problem of politicians voting in secret to reappoint their own financial watchdog. Doyle has shaken up the government’s handling of BC Hydro finances, forest inventory and other issues. He also forced a remake of the B.C. legislature’s own finances, revealing that MLA expenses were being paid without receipts. After Doyle highlighted the rapid growth of BC Hydro deferral accounts, where debt ballooned as the utility continued to pay dividends to the government, the B.C. Utilities Commission ordered BC Hydro to increase customer rates to pay the deferred debt down more quickly. Doyle came to B.C. from Australia, where he served as deputy auditor general for the state of Western Australia.

Energy Minister Rich Coleman said Horgan is using a “snapshot” of today’s low spot market and extending the same demand and prices far into the future. The province has numerous mine projects underway or seeking approval, and liquefied natural gas export proposals are proliferating in Northern B.C., which are also likely to increase demand for electricity, he said. Coleman added the North American electricity market has likely reached bottom, with the United States using its own cheap natural gas to generate electricity and still suffering a slow economy with low power demand. BC Hydro’s Powerex division continues to buy and sell power, using dam capacity to effectively store power and sell it when prices are higher. Coleman said Powerex stands to make $200 million this fiscal year on electricity trading. One of B.C.’s moneymakers is wind power produced with U.S. government subsidies. Wind power can’t be stored, so Powerex buys excess power at a nominal cost and uses it while storing water in BC Hydro dams.

BC Hydro stands to lose $1 billion over the next four years by selling surplus power at a loss, NDP energy critic John Horgan said Feb. 4. Horgan renewed the NDP’s long-standing criticism of the B.C. Liberal government’s push for electricity self-sufficiency, and its requirement that all new clean energy sources be privately developed. Long-term purchase

contracts signed under that policy mean BC Hydro can expect to lose more than $1 billion by 2015, Horgan said at a news conference at the legislature. He based his calculations on documents BC Hydro released when it filed its application last week for an environmental assessment for the proposed Site C Dam on the Peace River. The environmental impact statement for the dam shows an expected surplus of 5,200 giga-

Tories working to make streets and communities safer K a m l o o p s Thompson-Cariboo MP Cathy McLeod says she is pleased with the proposed next steps in her government’s plan for safe streets and communities. “In seven short years, we have enacted into law over 30 measures to tackle crime, put victims first, and make our streets and communities safer. Our plan for 2013, will build on our record by making progress in three significant areas.” First, the Tories will tackle crime by holding violent criminals accountable for their crimes: • The government intends to bring forward legislation to further toughen penalties for child sexual offences, as well as to better address the risks posed by known child sex offenders. • It will soon introduce legislation to better protect the public from accused persons who have been found Not Criminally Responsible on account of mental disorder. Such legislation would ensure that public safety is the paramount consideration in these cases. Second, McLeod’s colleagues will enhance the rights of victims: • The government will bring forward legislation to implement a Victims Bill of Rights. This will further enhance the Conservatives’ commitment to victims of crime by entrenching

their rights into a single law at the federal level. • Prime Minister Stephen Harper’s government will also address the important issue of restitution by facilitating victims’ ability to obtain restitution where they incur losses. Lastly, increase the efficiency of our justice system: • The federal government will continue to look at measures to make its justice system more efficient, including making the bail regime more effective and efficient; using new technologies in the justice system; and making the extradition regime more effective and efficient.

“Our plan to hold criminals accountable, put victims first, protect our children, and make Canada’s justice system more efficient, will go

a long way to restore the public’s faith in our criminal justice system and directly benefit all Canadians,” McLeod concludes.

Families can stay active during frosty winter months

When the weather turns cold, keeping children active can take some creativity. Here are some ideas for keeping your family moving all winter long.

Discover indoor facilities Visit an indoor pool, ice skating rink, or consider taking up archery or horseback riding at old Stan Halcro Arena. Dance your heart out Encourage your child to pick the music, crank it up and then dance away. March, box step, bounce, spin, shake it – it is a great way to burn calories. Take it outside If there is snow where you live, get the whole family outside to do some sledding, build snow forts and throw snowballs, or build a snow sculpture – anything that keeps the children moving and having fun. Walk the mall When it’s too cold to venture outdoors, take the family for a brisk walk around the nearest mall. Walk up the stairs versus taking the

escalators. Keep it clean Recruit your children to help with the house cleaning. South Cariboo gets new parks, additions complex, glacial features (eskers), pothole and alkali lakes and grasslands. A number of bird species abound in the wetland areas, along with moose, beavers, and deer. Forest cover is consistently fir and pine, with spruce located in wetland and low areas. The eskers provide excellent viewing opportunities into the wetland areas, which are rich in bird and mammal life. The park is located approximately 43 kilometres southwest of 100 Mile House. • R a i n b o w / Qiwentem Park (385 hectares): This new park protects important water quality in the Bridge Creek watershed, pockets of old growth Douglas-fir, locally important recreation trails, possible archaeological values, and wildlife and lakeshore habitat. The park is located approximately 44 kilometres east of 100 Mile House.

The total area of the park will be 5,106 hectares. • Crater Lake Park (95 hectares): This new park protects a unique lake feature. The lake is steep sided and deep, surrounded by basalt formations and fed by a canyon/gorge and a series of small, visually attractive waterfalls. The lake has a resident population of rainbow trout and is reported to have freshwater clams. Recreation use is presently focused on wildlife viewing and scenic appreciation, fishing, picnicking, and hiking. The park is located approximately 35 kilometres southeast of 100 Mile House. • Copper Johnny Park (656 hectares): This new park encompasses a diverse wetland

• Donnely Lake Park (814 hectares): This new park protects a regionally significant wilderness walk-in fishery and camping in a wilderness setting. It also protects an entire small watershed, which is unique in the Cariboo and rainbow trout are found in the lake. The slopes surrounding the lake are mature and old spruce, Douglasfir and pine forests. The park is located approximately 45 hectares northeast from 100 Mile House. • Marble Range Park addition (2,215 hectares): Mount Bowman is considered a central feature of the Marble Range because of high scenic values and the area also has value due to its naturalness and significant wildlife habitat.
