How to build a ferry: putting the pieces together Claire paradis Arrow Lakes News
Walking into the office, Kate Tupper-England looked very little like the welder-dancer from Flashdance. Aside from the difference in hairstyles (no 80s curls on Tupper-England), there was also not a smudge of dirt to be seen. Tupper-England had just finished a tenday welding stint and was now looking forward to four days of freedom that would start with a visit to a spa. The local welder has been busy working on the ferry being built down past the sewage treatment plant on the north side of Nakusp. Waterbridge Steel now has around 50 people working to get the ferry ready for its summer launch date this year and for actual service in May 2014. Workers have been hired out of Selkirk College programs as well as farther abroad, with some coming from the Okanagan. For Tupper-England, the experience has been an opportunity to learn as well as be part of building something cool. Not only has she been picking up boat lingo (“It helps with Star Trek,” she told me) but she’s also been getting a ton of inspiration for her art. “All the shapes that come with building a boat, they’re in my mind,” she said. “I’m
finding this boat so inspiring.” Tupper-England compares being inside the ferry as it’s being built as like being inside a giant whale skeleton. Even the colour of the red oxide rust has sparked something in the artist. “It’s the colour of birth and death,” said Tupper-England, telling me that when they died, ancient people were painted this colour and then put in the ground. And, one of the best things about building the ferry is building something that will be used by people for a long time. “You’ll get to ride it forever,” she said, noting that although lots of people don’t like the ferry, she loves it. The ferry is like a giant 3D puzzle; each piece is delivered from Vancouver cut to shape and numbered. From there, the workers assemble the vessel from the plans. For her part, the Nakusp welder is really loving working with the fitters, who take each piece and fit it where it’s supposed to go; she then tacks them on with her torch. The site is a busy, convivial place, says Tupper-England who says the whole crew feels like a bunch of brothers. “Every single one of my bosses is so great,” she said. “It’s a good feeling. As a girl you wonder how’s this going to be. It wasn’t a problem.”

Photo courtesy Waterbridge Steel The work is physically demanding, which has meant the welder keeps building muscle, but she also knows when not to push it. If she knows she can’t lift something, she calls for a hand. “There’s a lot going on but I feel very safe and trust every single person,” she commented. Waterbridge owner John Harding is happy to have her as one of the three women on site.
“I’ve heard big things about her,” he said, referring to her reputation as an award-winning artist. “We enjoy having her.” Everything is going swimmingly as far as being on schedule for construction, said Harding, with launch and service times right on track. When the puzzle is fully assembled, there will be in excess of two million pounds of steel floating in the water.

Tim will work alongside a Community Support Worker, who will be providing one-on-one support for individuals in Nakusp as well as running a group program once a week. A traffic complaint on Hwy 31A just east of New Denver leads to an arrest for drugs by Slocan Lake RCMP on Feb. 27. Police located the suspect vehicle parked at a pull out on Sandon Road. Upon approach-
ing the vehicle, the officer observed a lone male in the driver’s seat and drug paraphernalia on the passenger seat. He was arrested for possession of a controlled substance and searched. The man was found to be in possession of approximately 26 grams of crystal meth, over $3,000 in cash, and parapher-
nalia consistent with drug trafficking. The 40-year-old male who resides in Kaslo and Nakusp was held in custody and appeared in Nakusp Provincial Court on Feb. 28, 2013. He will remain in custody until his next appearance at the Nelson Provincial Courthouse on March 5. Police are recom-
mending charges of possession of a controlled substance for the purpose of trafficking. Slocan Lake and Nakusp RCMP are requesting that anyone with information on the distribution of drugs in the area to report it to the local RCMP or to Crimestoppers at 1-800222-TIPS.
Pension plan to serve small business tom fletcher Black Press
The B.C. government is moving ahead with a new pension option for the two thirds of B.C. workers who don’t have access to a group pension plan through their employer. Finance Minister Mike de Jong introduced legislation this week to create Pooled Registered Pension Plans (PRPP), making B.C. the first province to sign on to a new federal program. The system would allow businesses or self-employed people to set up defined contribution pension plans administered by financial institutions. De Jong announced the program along with Ted Men-
zies, federal minister of state for finance, who hopes to have harmonized systems across the country so people can continue to build retirement income if they move. Menzies said the PRPP system offers greater simplicity for small businesses that don’t have employee pension plans. The new approach is designed to close a gap in taxdeductible Registered Retirement Savings Plan room that Canadian workers are choosing not to use despite the tax advantages. Once an employer signs up, employees would be automatically enrolled. They have 60 days to opt out, after which time pension contributions would be deducted. Employers don’t need any finan-
cial expertise, and employees would have to “overcome the inertia of being involved in the plan” to get out of it, Menzies said. De Jong said B.C. decided to make employer contributions optional, after consulting with business organizations. Mike Klassen, B.C. director of the Canadian Federation of Independent Business, said small business accounts for almost half of the private sector employment in B.C., the largest share of any province. “Working forever is not an option,” Klassen said. Menzies said expanding the Canada Pension Plan would require two thirds support from all provinces, and
that support was not offered at a recent meeting of provincial finance ministers. But there was unanimous support for the PRPP option. Wilf Scheuer, president of Courtney-based Pro Star Mechanical Technologies Ltd., said he plans to use the new pension option and match employee contributions in order to retain skilled workers. Pro Star retrofits buildings with geothermal heat pumps, tankless hot water systems and other specialized equipment. Scheuer said he recently lost an engineer, hired away by a large Los Angeles-based company, a sign that his and other small firms are in a global competition for top talent.

CAO Linda Tynan told council that it’s a busy time of year for all departments. “Much of the focus continues to be on year end and the budget,” the CAO’s report explained.

In staffing news, Warren Leigh now has “Operator” status in Public Works, and applications for the Summer Student program are being worked on. Tynan attended a meeting with Basia Rutta, the new Auditor General for Local Governments in Richmond on Feb. 20. The creation of the new position was met with resistance from many municipalities in B.C. when it was initially announced. “The intent is that they provide positive support for municipalities, that they identify best practises,” Tynan remarked. There was a lot of fear from councils expressed at UBCM, said the CAO. Mayor Karen Hamling agreed, saying that people weren’t happy when the position was initially created, with communities feeling there was already a lot of reporting and bureaucracy. The CAO, who was seated next to the Auditor General, said Rutta does understand the best practises side of the job, and that there’s a very good chance that the AG will be looking at long term sustainability in terms of both budgeting and the environment. That is, if the position will continue to exist under the newly elected government.
Sewer treatment plant has water issues Issues with insulation and ventilation at the Sewer Treatment Plant (STP) will mean renovations will need to be done. “Some of these issues have arisen from meetings with Ministry of Environment representatives who indicate that they were not aware of the change from sand filtration to DAF technology,” the CAO’s report stated. “The issue is related to the management of sludge.”
The building was not designed for an STP, said Tynan, but the mechanical engineers from Rocky Point are looking to a redesign at no cost. The redesign will include a plan to adapt the building in case of flooding as there is no contingence for that possibility at the moment.
Theft at Nakusp Hot Springs? A patron of the hot springs on the hill came back from their soak to find their clothes had vanished and had to borrow clothing from the staff who were on shift. Because there were no valuables left in the locker, the theft is being seen as likely more a prank than anything.
Dust in the wind
“Public Works will be sweeping the streets as winter comes to close; once equipment is serviced for spring,” stated the CAO’s report. “Dust which is caused by the construction at the boat ramp will be dealt with immediately by the contractor; they have taken steps to mitigate it by watering and sweeping the area.” Earthworm Yard Care will once again be operating the Municipal Campground. The contractor does minor repairs and recommends larger improvements and repairs to the Village. Coun. Ulli Mueller commented that she was impressed by the list of recommendations the contractor had compiled. Suggestions included trimming trees, changing signage, possibly opening showers to the public, more power sites, and possible wifi service. “Depending on the issue, some of it will be part of the budget discussion, some of it will be part of operations,” CAO Tynan said.
Carbon credits debated “I really have a big problem with this,” stated Mayor Karen Hamling when discussion about whether or not to purchase carbon credits this year came up. This year buying carbon credits was optional and that buying credits would take money out of the community. “I would much prefer to see council take the same amount of
money and put it toward a project in the community that will make us carbon neutral for next year,” said the mayor. Coun. Guy Duchaine pointed out that once many of the projects that are being worked on this year, the Village could end up with negative carbon credits. The CAO pointed out that one of the rationales for not jumping into it this year is that the carbon credit process will be refined, with an eye to finding more local alternatives for buy carbon credits. Councillor Tom Zeleznik made the point that programs such as reforestation could be taken on here as it’s already being done. “Why give money to Darkwoods to plant trees when we could be doing it here?” he said. Council voted to not voluntarily purchase carbon credits this year.
Water goals already reached The Village of Nakusp has already achieved its goal of a 15 per cent overall water usage reduction, according to data submitted to the Columbia Basin Trust Water Smart program. A water meter assessment will be done for the whole of Nakusp that will determine whether or not metering will be useful or not, as well as private and commercial usage. Public Works manager Mike Pedersen will be making a subsequent presentation to council about metering in the future. “Right now for new construction water meters are required,” said Tynan. What the cost would be for a retrofit will be part of the information that will come with the report, said the CAO.
Budget meeting dates The budget meetings are scheduled for Thursday, March 7, Tuesday, March 12 and Monday, March 18 from 6:30-8:30 p.m. to develop the 2013-2017 Financial Plan. No funding for reservoir liner The grant for a new liner for the reservoir has been denied, but stopping the leaks remains a priority, so water funds will be channeled into getting one.

Modern society can learn from ancient tradition
Craig Savage A Matter of Faith Until recently, I gave little or no attention to Lent. The church I grew up in completely ignored much of the Christian calendar. I had only the vaguest notion that Lent was “some Catholic thing” where they couldn’t eat meat … or something. I would see people walking around with black smudges on their heads on a particular Wednesday 40 days before Easter and politely let them know they had a smudge there. It turns out that the black smudges were ashes rubbed on worshippers’ foreheads as part of the Ash Wednesday service that marks the start of Lent. During Lent there is a renewed emphasis on spiritual disciplines— prayer, fasting, and giving to the needy. Many people choose to give up a favourite pleasure or vice for the Lenten season such as candy, soda, alcohol, or even digital addictions like Facebook. These traditions fly in the face of today’s Western culture of consumption to excess. Everywhere we turn, there are messages that urge us to experience more pleasure, obtain everything we long for, and stimulate our senses to the max Not only are we bombarded by advertising from corporate giants of the food and retail industries to con-
sume more and more, but even our politicians wring their hands over our economic demise should raging consumer demand slow even a little bit. We must stop to contemplate what kind of people and society we are— and what kind we want to be. Furthermore, we must not be afraid to go against what is “normal,” and do what is best for us as human beings. True, the drive to please our senses is natural, but don’t we want to be more than just natural? Any common animal can do as their instinct tells them; humankind has the unique ability to rise above that. Isn’t there something broken in a life spent feeding desire for pleasure that is never satisfied? Consumer culture would say, “Not satisfied by your computer, house, car, or spouse? Get a new one!” And then the cycle just begins again. We are being manipulated into unhealthy lifestyles (and even an unhealthy planet) by those whose only interest is greed. A tradition like Lent gives us an annual reminder of our need for some old-fashioned concepts: discipline and balance. We set aside some of the things that threaten to consume our lives to make time for connecting with God. Our faith gives us firm footing for life; it prevents us from being swept away by our passions. Faith reinforces values of family, community, friendship, and care for the environment—values that are not served by pursuing our selfish desires. I am reminded that the world does not revolve around me by denying myself and giving to others and to God. It turns out that ancient traditions have something to teach us after all.

Although there was the usual hilarity at the Nakusp Rod and Gun Club awards night on March 2, there was also a more serious subject at hand. Club President and MC for the night Hank Scown had brought a presentation about dwindling mule deer numbers and eight different management options for the club members to vote on. The numbers are troubling, signalling a seriously declining population. When asked the reason for the current scarcity of mule deer, Scown couldn’t pin it to a single cause and listed human settlement, development, industry, predation, and more. The fact is, the numbers are falling in a troubling way, he said, and something needs to be done. The eight management options presented more constrained hunting regulations as they increased: Option one was to shorten the season for any buck hunting, while number eight was making mule deer hunting a limited entry hunting category, the most restricted category. When the voting was done, Option six had 11 votes, option seven nine and option eight had 10. Scown will be taking the results to an upcoming meeting with Ministry of Environment in Nelson. “While this doesn’t show a ‘standout winner’ it does clearly demonstrate a very strong desire by the membership to see a very conservative option implemented,” Scown told the Arrow Lakes News. The Nakusp Rod and Gun Club president also said that changes to this year’s mule deer hunting season openings will not be known until more information is gathered and assessed by the Ministry Of Environment. But mule deer weren’t the only reason for the night’s get together. Nope, there were big prizes to hand
out. Julian Sapietis wasn’t around to receive the first award in the Senior Firearms category for his black bear, but Jesse Cann was to receive his prize for Grizzly. Rainer Krissler and his wife told the story of a day that started out with an empty gas tank but ended in a huge elk, the rack from which was the stage’s centrepiece. Ernie Knecht took home the award for White Tailed Deer, and told his fishing story of the one that got away – the rod that got away over the side of the boat, and was never seen again. In that spirit, Tammy O’Brien was awarded the “Lost Fish Award” which was given to her for catching a 13-plus pound trout in 2011 but missing out on an award. The Archer awards went to Paul Seaton for Whitetail Deer, and David Olson for Mule Deer. Both received handsome knives for their troubles. Whitney Shkuratoff, down at the coast at a trade show as part of an NSS project, received the Junior Award for Whitetail Deer and Cameron Olson took one too for his moose. A 15-pound rainbow trout earned David Olson another award in the Fish category, and Art Romano picked up one for his eight-pound 12-ounce bull trout. The Junior award went to knee-high-to-a-grasshopper Savannah Olson who caught a nine-pound eight-ounce bull trout. Whitney Shkuratoff will be coming home to a beautiful keeper trophy for the Fred Pigott Memorial Award which she won this year. A slew of door prizes were raffled off as well, including a Stihl chainsaw which went to Brian Hewat and was collected by his lovely wife Anastasia. The big prize was a Sako 85 rifle, and Benny Bruneau was the lucky guy who took the black beauty home this year.

Like his skill across many artistic mediums, Jackson sees traditional Aboriginal culture as also evolving and capable with proper care and thoughtfulness of incorporating elements of contemporary society. Jackson has been visiting classrooms mostly in the Grand Forks area for years now, and is an easy speaker in a room full of students. And an encouraging one. Over the break, he encouraged one student to go ahead and fail, because that’s how learning happens. If you don’t make mistakes, you don’t learn, he told the novice carver.

As the colder winter weather gives way to warmer spring temperatures, it’s time to put on your trusty road running shoes. However, the trail shoes remain in the shoe rack for a while longer! Some ardent runners will have trained the winter through, others taken the time off completely to pursue other activities. Already, runners are spotted daily on the streets of Nakusp and New Denver, eager to get some early training in for the upcoming race season or simply to get into shape. Running is a very accessible sport and you only need a good pair of running shoes. Who cares what you look like?! Running has seen a popularity boost in the local area over this last year or so, with running clinics being hosted in both Nakusp and New Denver and of course the wonderful Mothers Day 10 km race in Nakusp. The Kaslo Sufferfest is slowly spreading its wings across from Kootenay Lake to Slocan Lake. Last year saw the 100km Galena Ghost Ride start and

This 45 km foot race will start immediately after the 100 km Galena Ghost Ride which finishes in Kaslo, to include once again a 30 km loop around Idaho Peak and New Denver. The running race will utilise these magnificent local mountain bike trails, maintained by countless hours of volunteer work over the years, allowing runners to access the north peak and finally the jewel – Idaho Peak itself. The height gain is a staggering one mile! For this race to happen, we need three things to happen: competitors, volunteers (on the day and set up beforehand) and spectators. Please do put September 28 in your
diaries, and get in touch with the organizers if you think you are interested in entering, volunteering or require further information. Remember, Sufferfest is now an established event in the sporting world. Be part of its success! Birds of Nakusp Life in south Texas continues to be very warm and very comfortable, although the 40 km/h winds we are getting today makes it a little difficult to go golfing, or birding. Last week I was invited to participate in the annual Frontera Audubon Birdathon. This is a fundraising event in the form of a friendly birding competition. Teams of birders go out from 7 a.m. to 7 p.m. to find as many species as possible, and the team seeing the most species wins. Just a few days earlier I had met John Brush, a young (22-year-old) birder, who was planning to do the birdathon; he asked me to join him. We started in Bentsen Rio-Grande State Park and ended 12 hours later at South Padre Island. In between we visited Anzalduas County Park, Hidalgo Pumphouse, Quinta Mazatlan, Santa Ana NWR, Estero Llano Grande State Park, and Sabal Palm Grove. All of these are very well-known birding locations in the Lower Rio Grande Valley. In the 12 hours allowed, we had 150 species which at the end of the day was the winning total. My prize consisted of a water bottle and a key chain! We didn’t really have any unexpected species, we just managed to get a lot of the local stuff. We did manage to see four owls, very difficult to do here in winter. Eastern Screech-Owl is probably the easiest to find. We also watched a sitting Great Horned Owl in Santa Ana and found a Burrowing Owl in a ditch beside the road – it was using a culvert under a driveway as a burrow. We also managed a peek at part of the Flamulated Owl that has been inhabiting the same patch of dense bush at the South Padre Island Convention Centre since early in the winter. This is a very rare bird for this part of North America, but its location is consistent and well-known so

Despite the fact it roosts all day in almost exactly the same spot, it is very difficult to spot in the dense bushes and it is impossible to see all of it. We got the right side of its face and part of the upper breast. Other ‘good’ birds for this region in winter were Gray Catbird, Gray Hawk, Zone-tailed Hawk, Cedar Waxwing, and Black-throated Gray Warbler. But from my “northern perspective,” see-
ing 16 raptor species, 10 heron species and 21 shorebirds was indeed a treat. And although quite common, who could tire of looking at birds like the bright green, yellow and blue Green Jay, the bright red Northern Cardinal, Vermilion Flycatcher (also red), the black and orange Altamira Oriole pictured here and Great Kiskadee (bright yellow and chestnut brown)?
