Students, faculty and staff at six regional public post-secondary campus locations in B.C. will enjoy faster, higher quality, more reliable online services thanks to network connectivity upgrades to increase bandwidth to their institutions. The upgrades will increase bandwidth from 2.5 to 10 times current levels and will benefit campuses in Golden and Invermere operated by College of the Rockies, and campuses in Hudson’s Hope, Tumbler Ridge,
Chetwynd and Dease Lake operated by Northern Lights College. “Working under the BC Jobs Plan with our partners in education, we’re taking action to ensure our public post-secondary institutions have the infrastructure, latest technology and equipment they need to prepare learners for jobs in the knowledge economy,” says Minister of Advanced Education, Innovation and Technology John Yap. Between April 2011 and October 2012 network connectivity upgrades were also completed for regional campuses including Selkirk College in Nelson, Cranbrook, Kelowna and Grand Forks. “With these network upgrades, smaller, regional campus locations gain the bandwidth they need to expand and enrich educational opportunities for their students and communities,” says Yap. The increased bandwidth supports educational tech-
nologies required by today’s learners, allowing institutions to expand their programming and instruction options to better serve the needs of students. For example, some campuses will gain a greater capacity to provide remote learning opportunities, allowing students to stay closer to home while they get the education, skills and training they need to succeed. The infrastructure work required to increase bandwidth at these six campus locations is expected to be completed over the next few months.

In both those camps, the few chosen players from Gorman’s Trail Tier 2 bantam team will have the opportunity to showcase themselves for future interest from any junior teams as associated players for next season. “They’re fast paced. They’re a little hard to adjust to but once you adjust to it, it’s pretty fun,” explains Gorman of the Smoke Eaters’ practice. “It’s nothing more advanced than what we do in normal practices but it’s just a lot faster.” Gorman says the players at the practice are a good four years older than him. “I’m an offensive defenceman. I’m kind of a two-way player. I can
play the penalty kill and the power play. I get a lot of points as a d-man and I’m a fast skater,” he says of his strengths. Due to his age, Gorman would only be able to play a maximum of five games for either Junior A or Junior B teams but the experience is aiding in his development. As for his plans for next hockey season, Gorman says he wants to make the Kootenay Ice major midget hockey team in Trail and long-term, he is looking to satisfy both athletics and academics. “I want to play college hockey and get a scholarship in the United States,” Gorman says.

Community Grant awarded to create Charles Bailey Theatre business plan Submitted Trail & District Arts Council
The Trail and District Arts Council in partnership with Trail’s VISAC gallery is pleased to announce the receipt of an Enterprising Non Profits (ENP) grant. The $6500 ENP grant with cumulative matching funds from the City of Trail, The Regional District of Kootenay Boundary and the Trail and District Arts Council will be used to create a business plan for expansion of the management and operation of the Charles Bailey Theatre. Enterprising Non Profits (like the Trail Arts Council) approaches projects by measuring not only financial results but also the social and cultural benefits; the aim is not only to make money but also to meet the arts and programming needs of the community. Hired consultant Nadine Tremblay explains, “I have been managing the front of house operations of the Charles Bailey Theatre for three years now. I could not help but notice that similar sized communities use their theatre spaces way more than Trail and so we set out to find out if we too can be a flourishing arts community beginning with a theatre business plan.” With a strong focus on market research and a comprehensive marketing plan that will result from research findings, the Greater Trail community can expect to be consulted by survey (online and in person) and invited to attend forums and information gathering sessions in the spring. Tremblay, who has just recently returned from Melbourne, Austra-
lia observes, “there is art in abundance there. Population aside, I ask myself why we can’t have more arts going on in this region. I want

‘Idle No More’ themes explored at recent Robson event JIM SINCLAIR WKA Editor
The Idle No More movement, so much in the news in past months, has not wound up even though its profile may have lowered of late. Such is the assurance from Jessica MacLeod and Shemmaho Goodenough.

MacLeod – daughter of a Northern Alberta Cree Chief and Goodenough – a concerned citizen and designated elder in the Castlegar area, teamed up to present an event labelled an Idle No More TeachIn on March 2 at Robson Community
School. The effort was designed as a vehicle for enhancing public awareness of aboriginal issues. “A teach-in,” explained Goodenough as attendees arrived, “is an educational opportunity. “We’ve gathered information and also bring our own experience to talk about Idle No More, which is basically an educational movement.” Environmental issues are of great concern to the teachin hosts, specifically fresh water issues. Goodenough brought up the topic of decreasing federal safeguards over water resources. “We feel like its really dangerous for all Canadians,” she said. Other points related to mining, pipeline construction, and natural gas “fracking.” MacLeod pointed to federal legislation which she feels is being hurried along

with too little public input being sought. She supplied a sample item from the table full of printed handouts to back up her claim that growing environmental trouble likely lies ahead. “Bill C45 which has passed, and is law, allows companies and pipelines to come without having to be environmental-
ly accountable,” said MacLeod. “They want to exploit the whole North all the way across,” added Goodenough. The dozen or so who had accepted the invitation to the teach-in formed a circle with the hosts and heard presentations from each of them, starting with MacLeod who shared her personal history.
Born in an area about four hours north of Edmonton, MacLeod remembers a peaceful, enjoyable early childhood in spite of the lack of many modern amenities. Major upheaval occurred following her parents’ separation and the arrival on the scene of the second father-figure in her life, a man
from Grand Forks. Moving to the Boundary Country was a big adjustment and caused much difficulty in her life. Introduction to smoking and drinking at an early age added to her troubles. “I was questioning everything,” she recalled. MacLeod said that even though at one point she had denied her culture, the annual high points of her life were the summer trips back to Alberta. She has made it to where she is today, enjoying “a cultural resurgence… I am a proud Cree woman,” she concluded. The theme of Goodenough’s presentation was “Colonization of the Mind.” Also having provided a brief bit of personal background, Goodenough came equipped with an assortment of relevant reading material from the Selkirk College Library, a source
of information she recommended to the group. Ending Denial: Understanding Aboriginal Issues, by Wayne Warry was the first. She spoke on various points made in the selected volumes as they were passed around the circle. Goodenough touched upon the history of European colonization, too much of which was based on the idea of aboriginal inferiority. She promotes the concept of Aboriginal and non-Aboriginals working on their common problems as partners, and declared, “People need to talk, establish a dialogue in order to understand each other.” The other books focused on were: With Good Intentions, by Celia Haig-Brown and David A. Nock, and Peace, Power and Righteousness, by Taiaiake Alfred.

First in a series How do places get their names? In many different ways. In West Kootenay Boundary, names were bestowed when a townsite was staked, a railway was pushed through, steamboat service commenced, or a post office opened. Often the names were after early settlers, CPR officials, mines, or geographic features. Some were named after other places, some to inspire settlement, and others to honour prominent people who may never have actually visited. Of course, many of these same places already had First Nations names. Not many are still in use, but the ones that are — Kootenay, Kokanee, Slocan, Nakusp, and possibly Kaslo — are among the most intriguing on the local map. One subset

tainly true for place names, or toponyms, as they are otherwise known. Some names have no wholly satisfying explanation — Howser and Wynndel chief among them. However, that doesn’t mean we will never find the answers. For more than a century the true origin of Castlegar eluded local historians
until the mystery was finally solved in 2002: it’s the Irish ancestral home of the townsite’s founder. Many places had multiple names, often the result of competing railways. Sometimes the same place had one name for the post office and another for the railway siding. The settlements along Highway 31A between New Denver and Kaslo — known
as the Valley of the Ghosts — were especially prone to this: Retallack, Nashton, and Sproule’s each had five other names. Each week this column will examine one or more local place names, providing its first known use, previous names, post office history, and some commentary on its derivation. Not all will be included, but neither will

Locals show up with valuables at weekend antique show SHERI REGNIER WEst Kootenay Advertiser
A cornucopia of collectibles was dusted and polished for appraisal at the “Antiques from the Attic-What’s it Worth?” show at the Warfield Hall on the weekend. Over 40 avid antiquers not only received an estimated value for their family heirlooms, but in some cases, a funny anecdote and ad-
vice on use, by Peter Blundell, an advisory expert for the CBC Antiques Roadshow.

the origin of treasures ranging from: a Georgian silver teapot from 1825; an 1880’s rose-hued pottery wash set (with only one tiny chip); a child’s chair from 1890s Austria; and, a remarkable find to the appraiser himself, a Gasparo violin dating back to 16th century Europe. Blundell couldn’t even speculate on the value of the rare Italian instrument,
with only 80 known to exist today. Instead, he passed along contact information to the flabbergasted violin heir, so the research could continue with the help of musical instrument experts, located in Vancouver. The owner, who wished to remain anonymous, said a grandfather passed down the instrument. “Not much else is known about how he
got it yet, other than a little history from a great-uncle.” Blundell’s appraisal of the rare find drew a reaction of a different sort from a curious spectator. “Oh my gosh, that’s the instrument the whole neighbourhood had to listen to being practiced, when I was a kid,” the voice quipped. More abundant at the show, but less valuable, were the
numerous silver pieces and tea sets that glittered under the appraiser’s light. “Use it, enjoy it and have fun with it,” he said. “And you can impress your neighbours by having one heck of a tea party with it,” advised Blundell. “Seeing Peter encouraging everyone to use their silver tea sets and make the most of them was fun,” said Sarah Ben-
son, event organizer from the Trail Historical Society. ‘I can just imagine how many “grown up” tea parties will be taking place soon.” Benson said that if there is enough interest shown in this kind of thing, the historical society would again be willing to partner with the Rossland Historical Museum to make the show a recurring event in the community.

Beans and Rice dinner for a benevolent cause ROSSLAND STAFF West Kootenay Advertiser
Selkirk nursing students are putting on the Beans and Rice Dinner to fundraise for a trip to Guatemala. The students are asking Rossland to join them for a traditional Guatemalan dinner next Friday at Rossland Secondary School. The dinner will support third year Selkirk College nursing students who will participate in a practice experience to Guatemala this spring. Ten nursing students will travel to Guatemala in April for three weeks as part of the international experience. The students will share their knowledge and learn from four different grassroots organizations whose work within their communities promoting health as a basic human right, has brought about significant positive social change. Previous Selkirk groups visited urban free-trade zones,
highland villages where community health and well-being is being affected by Canadian mining operations, and the remote north-eastern jungle region of the country where government health services are almost non-existent.
Ten nursing students will travel to Guatemala in April for three weeks as part of an international practice experiment. For the nursing students, the practical experience brings to life the incredible resilience, capacity, and creativity of the Guatemalan people. This helps to actively confront the formidable challenges to health that they face, and in doing so, poignantly illustrates the benefits of collaboration around health between the northern and the southern countries. The dinner is the
final major fundraising effort to send the group south in the spring. Abundant community support has been the foundation in making this international practice experience possible, and we are grateful to our local citizens, businesses and organizations. Briefs The school district may have recently passed a bylaw that closes MacLean Elementary School and forces Rossland families to send their Grade 10-12 students to Trail, but that doesn’t mean the battle is over. On Thursday, the Neighbourhood of Learning committee held a public forum on the recent ruling by the board. There is a strong push for K-12 in Rossland and where the issue could go from here. Aerin Guy, NOL’s co-ordinator, made it clear there are many avenues to pursue.

Prolonging landfill’s useful life Trail briefs A new pilot program could reduce the amount of waste going into the Trail dump and give something back to the environment. The food scraps program in Grand Forks has reportedly kept up to 70 per cent of waste out of its landfill over the last year. Now the project could be implemented across the regional district, including Greater Trail’s McElvey Creek Landfill. The project was popular in Grand Forks and composted meat, fruit and vegetables into soil. When the East End Services (EES) committee—that includes the communities of Trail, Warfield, Montrose, Rossland, Fruitvale and Areas A and B— looked at the amount of waste saved from
the landfill the idea was adopted for consideration. “If we can reduce the waste going to the dump by 50 per cent … you have now extended the life of the dump by 60 years,” said Robert Cacchioni, Trail’s representative on the EES committee. And with the current dump expected to be full in 30 years— and a new dump cost in the range of $300 million—the new project could be worth tens of millions of dollars to extend the life of the landfill, said Cacchioni. The funding was included as a high priority in the 2013 capital budget, he said. Warren Proulx, engineering technician for the City of Trail and administrator of the Care Pest contract, explained in a memo that the steel bird spikes that were installed along the entire length of the bridge arches by the Ministry of Transport, only solved the unsanitary feces problem on the bridge sidewalk. “The pigeon population continues to grow,” he said. Care Pest and Wildlife Control Ltd., submitted a proposal to the city and recommends trapping the birds, by enticing them with corn feed.

It seems like we can never keep up. We visit two new wineries and another three open before our return.

It felt like another happy visit to the area north of Penticton on a visit to Calgary last week, where
we attended a couple of fundraising events as guests of the Naramata Bench Wineries Association, the invitation coming from the association’s tireless coordinator, Tina Baird. I got a particular kick while standing in line as we waited for a VIP tasting. Sal D’Angelo, one of my favourite winemakers and owner of one of my favourite wineries, wandered by and stopped to chat. He’s excited about the pending release of two port-like dessert wines, both made with ice wine and fortified with brandy made from his own grapes. La Dolce Rosso (red) and La Dolce Bianco (white) are ready for bottling and will be available in small quantities this spring. We barrel tasted
La Dolce Vita these port-like wines last fall and they were wonderful. We took our seats along with about 50 other guests (the events, fundraisers for Alberta Theatre Projects, were hosted by Willow Park Wines and Spirits), carrying glasses of bubbly rose-coloured wines. Another nine glasses were ready at each place setting. As we sat I noticed another Naramata friend, Judy Kingston, owner of the amazing gem, Serendipity Winery. Two of her wines were featured in front of us. Surprises are always the best part of any tasting and they
started early in this one. The bubbly we were handed as we entered the mezzanine turned out to be from Elephant Island Orchard Wines, whose makers prove each year that great wines can be made without grapes. It turns out the bubbly, called Unconventional Wisdom, was made from apples, with a dosage of cassis added to the fermented juice later. I doubt there were many in the room who would have guessed this was a fruit wine. Elephant Island was also the maker of the last sample we tasted, a dessert wine they call Stellaport, made from
Stella cherries. It was very nice, and paired spectacularly with a cheese from Nova Scotia selected by Calgary restaurant and cheese shop owner Janice Beaton. Dragon’s Breath is a luscious white, creamy cheese, blue in every way except in colour. Apparently it isn’t exposed to air, which keeps the mold from colouring. Kingston introduced her two offerings, 2009 Merlot and 2009 Cabernet Franc, the latter of which was the best wine of the bunch, in my opinion. Therapy Vineyards brought along a rare treat, barrel samples of 2012 Artist
Series Riesling and 2012 Pinot Noir. It’s nice when wineries trust their audience to share barrel samples, because they are definitely not the finished product. But they do give an indication of how the wines will eventually turn out. The Riesling paired very well with a delicious ceviche. One of Naramata’s best kept secrets is Van Westen Vineyards, which is quietly making a name for itself with exceptionally good and very highly rated wines. Owner Robert Van Westen was on hand to talk about his 2011 Viognier, a creamy and aromatic gem and 2009 Vulture, a very nice Cab Franc. Hillside Estate Winery winemaker Kathy Malone also had a turn at the microphone, talking
about her 2012 Rose and a 2009 Reserve Merlot, a peppery and rich effort that is an indication, she said, of what an exceptional year 2009 was for red wines in Narmata. As we made our way through each wine, half of them paired with food, it felt very satisfying to see these Naramata wineries demonstrating to a Calgary audience just how good a terroir the Naramata Bench is, and the quality of winemaking that has put the region on the map in such a big way. Next week: From the VIP tasting we made our way downstairs, where the large reception room featured more wineries, more food, a silent auction and live music.

Liberal MLAs held an extended caucus meeting Monday to deal with the fallout from a leaked memo describing use government resources to boost the party’s popularity with ethnic communities. One disputed point is a plan to apologize in the legislature for the “head tax” on Chinese immigrants, imposed by Ottawa from 1885 to 1935. Community Living and General Services deal includes pay increase, labour market adjustment
VA N C O U V E R , March 4, 2013 /CNW/ - After a marathon bargaining session of 13 days, the multiunion Community Social Services Bargaining Association (CSSBA) has reached a tentative collective agreement with the employer. The two-year proposed agreement is fair and reasonable and achieves our members’ key priorities, including an across the board wage increase while protecting health and welfare benefits. Highlights include: A wage increase for all employees: 1.5 per cent on April 1, 2013; 1.5 per cent on January 1, 2014; An extra 1 per cent wage increase for all step 1 employees on April 1, 2013; A labour market
adjustment review for all General Service and Community Living classifications. Further details will be announced shortly. The proposed agreement covers community-based social services workers in community living and general services only. Aboriginal Service workers remain at the bargaining table. “Despite the government’s restrictive mandate, your bargaining committee fought to get the best agreement possible for the caring professionals that support vulnerable BC families in our sector,” says CSSBA Chair Patsy Harmston. The bargaining committee is recommending that members vote in favour of the proposed settlement. “We continue to
believe that the government must provide proper funding for the programs that support vulnerable families in BC, and the workers that provide them,” says Harmston. “Our three months of rotating strike action sent a clear message to government. We want to express our gratitude and thanks to all the workers who took to the picket lines in support of our sector and our bargaining objectives.” The multi-union bargaining association will now seek ratification by members in the month ahead. Members will receive detailed information about the tentative agreement and the ratification vote process in due course. The full ratification bulletin will also be
posted to your union’s website and at www. cssfairdeal.ca. Information about the ratification process will be posted and sent to members at the same time. Workers in community social services were without a contract since March 31, 2012 and are the lowest paid in the broad public service. Tip of the Week: In astrology planets are not simply perceived as objects out there in space. When symbolically drawn out on a Mandala Map, which is what an astrology chart is, planets can be seen and measured to be archetypes. In turn, archetypes are even more profound and multi-layered than symbols. They are what the symbols point to. Taken as a whole, archetypes constitute the blueprints of existence. They can basically be understood as shapes. A circle, for example, is symbolic of cycles and of spheres and refers to themes of infinity and spirituality, without beginning or end. By examining and defining shapes, the language moves beyond mere objects and enters into psychological and even spiritual principles. This is difficult to comprehend from the stand point of purely linear, logical thinking, which requires start and end points. Such thinking can best be illustrated as a two dimensional line, as in the so-called arrow of time. Neptune is the planet that archetypally refers to mysticism, which refers to states of consciousness and to realities than transcend linear perceptions and conclusions. Lights Out Grand Forks! We can all make a difference on Saturday March 23, 2013 from 8:30 to 9:30 PM wherever you live by simply turning off all power source switches – residential and commercial. The Earth Hour Challenge - Uniting the World to Protect the Planet is a global movement to unite in reducing our power consumption for one brief hour in our lives. The first Earth Hour took place in Sydney, Australia, on 31 March 2007 and it was an idea developed by the World Wildlife Fund (WWF) where 2.2 million Sydney area homes and businesses switched off their lights for one hour. Plan a night to remember; a candle lit dinner, star gazing! Register your email address at www.earthhour.org and watch the countdown. The Grand Forks Environmental Committee is a select committee of Council established under Section 142 of the Community Charter. It was formed to examine pertinent and pressing environmental issues within the municipality and to advise Council on these matters. The prime focus is air quality, water sustainability and carbon neutrality where these sub-committees bring forward recommendations for Council’s consideration. This year, the committee has recommended to the City to engage in a community education program on Water Conservation to support the Regional District of Kootenay Boundary’s Kettle River Watershed Management Plan

Open House Invitation The City of Grand Forks is inviting the public to an open house at city hall on March 12 between 3 and 6 p.m. People can view projects for the year, which include minor improvements to the downtown core. The city is looking for input from the public around downtown improvements. At this point, it has identified the low hanging fruit, sidewalk repairs, painting and planters etc. The intention of the open house is to provide a bit of a visual of the planned improvements, as well as receive input from downtown businesses on what they feel the priorities for improving the downtown core are in the future and most importantly, to make sure the city and downtown businesses are on the same page. Downed Power Lines Power lines can be dislodged for a number of reasons such as age, weather conditions or human interference. You cannot tell if a power line is still energized by just looking at it. If you see a downed power line:
• Stay at least 10 meters away • Contact 9-1-1 or The City of Grand Forks Electrical Department’s 24 hour emergency number 250-442-2033 immediately. • If you can, secure the site until emergency personnel arrive
The protective coating on most overhead lines is not an insulator. Never try to move downed power lines. Once a power line contacts the ground or an object such as a tree or vehicle they can become energized. The electricity then travels through the ground over a wide area. The maximum voltage is at the contact point and slowly dissipates the further out it gets, similar to the ripple effect caused when a rock is dropped in a pond of water. If your motor vehicle has been involved in an accident with an electrical pole or transformer (green box), treat the vehicle and anything it is in contact with it as energized. If an energized line has come down on the vehicle, stay inside if it is safe to do so. If the vehicle is on fire and you must jump free, do so with both feet together. Shuffle away from the vehicle - keeping both feet close together minimizes the voltage potential between the feet. Never contact the ground and your vehicle at the same time.
