Langley’s Tanya Tait has hit her stride as director of marketing and communications for the Rick Hansen Society MONIQUE TAMMINGA Times Reporter
After 20 years as a public servant working for Langley’s Member of Parliament, championing victims’ rights and being the heart of the constituency office, Tanya Tait’s wheels are in motion. The mother of two, who gave her kidney to save Langley’s Todd Hauptman three years ago, is now working for a Canadian icon — Rick Hansen. “I work for a true Canadian hero, it’s pretty exciting,” said Tait. More than a month into the
job as director of marketing and communications for the Rick Hansen Foundation, Tait said she is completely inspired working with a “visionary.” Along with her team, she is responsible for creating a new branding strategy after the Foundation celebrated 25 years last year. There were numerous Canada-wide events and Hansen returned to many of the places in the world he toured, including the Great Wall of China. One of Tait’s roles will be to help build global relationships and continue to engage youth.

“As we transition from our 25th anniversary activities into the next phase of the Foundation targeting global outreach, as well as youth engagement, we clearly recognized the need for exceptional talent in communications and marketing and are thrilled that Tanya has joined our team as director,” said Hansen. “She is already helping us reach our next level of impacting the lives of those with spinal cord injury in Canada and around the world, researching for the cures, and realizing our ultimate goal of a healthy, inclusive world.”
Although the Rick Hansen Foundation office is in Richmond, Tait loves Langley too much to move and has opted to commute. Tait is still involved in the community. She was involved in Langley’s Relay for Life organizing committee and is still actively involved with the Fraser Valley Organ Transplant Network and volunteers doing PR for the Special Olympics, which is coming to Langley this summer. She is also with the Langley Conservative Electoral District continued, PAGE 3

Fire victims followed correct procedures Unattended candle causes $40,000 in damage Monique TaMMinga Times Reporter
Tisha Carloss submitted photo
A family of six is grateful to Langley fire crews for quickly putting out a blaze at their City home on March 1. An unattended candle burned one bedroom but there is smoke damage throughout.
A family of six have been displaced from their Langley City home after a candle fire broke out in one of the bedrooms of the 50 Avenue residence on Friday. Around 1:45 p.m., Tisha Carloss saw smoke coming from behind the door of her daughter’s bedroom. Her daughter wasn’t inside the bedroom but she had left a candle burning. All three of her kids were home sick for the day and in various areas of the home. “The kids did exactly what they are supposed to do in case of a fire,” said Carloss. The family kept the bedroom door closed, to contain the fire, and left the home. Carloss grabbed her cat and everyone went inside their van parked outside on the street. She then called 911. “The firefighters were amazing. They got there very fast and were so good with the kids,” said Carloss. City firefighters gave her youngest two stuffed animals and ducked into the van to congratulate them on following proper fire safety.
Deputy fire chief Bob Scott said 20 firefighters and seven firefighting apparatus were used to knock the fire down quickly. “Within minutes of arriving, the fire was out,” he said. He commends the family for doing everything they are supposed to do, including keeping the door closed. The home also had working smoke alarms which do save lives, Scott points out. “The fire was contained to the one bedroom but there is smoke damage throughout the house,” said Scott. There is at least $40,000 damage, he said. They won’t be able to move back for a while. The Provincial Emergency Program put the family up in a hotel and provided a clothing voucher. They have house insurance but some family mementos were lost in the fire. Scott advises that if anyone wants to use candles, to burn them in a shallow dish of water so that fires will extinguish. Carloss said her neighbours and friends have already been a huge support and is grateful to such an “amazing” fire department.
Chance to be part of legacy too much to resist from PAGE 1
Association. She said it was her 14-year-old daughter’s comments that solidified her decision to apply for the job with Hansen. “My daughter told me ‘I’d be crazy not to apply.’ If a 14-yearold has that much respect for Rick Hansen, it shows how his legacy has carried on into the younger generations. I wanted to be part of that,” she said. “I told Rick in my interview that I wanted to work with people who value integrity and make a difference.” It was as a radio reporter that she met retired AbbotsfordLangley MP Randy White.
“He was bringing (then Reform Party leader) Preston Manning to town,” said Tait. “I wasn’t that keen on politics and I didn’t have a clue what to ask him.” So Tait called her grandfather who helped lead Canada’s 13th Prime Minister John Diefenbaker’s election campaign. “He gave me a list of questions and I asked them all of Preston,” Tait said. “After, Preston turned to Randy and said ‘who is this woman?’ He was impressed. “When Randy became Abbotsford-Langley’s MP, he asked me to be on his team.” Tait said White, who had
been secretary-treasurer of the Abbotsford school district, was actually interested in finance, but fell into becoming a tenacious and outspoken advocate for victims’ rights. With seven federal prisons in his riding, White wanted to open his doors and let his constituents tell him what their concerns were. “And boy did they come through those doors. There was a team of four of us and Randy and I would accompany people to parole hearings and trials. I developed a huge sense of empathy.” Tait helped co-write Canada’s National Victim’s Bill of Rights with White.
“I’m really proud of that,” she said. In 2004, Mark Warawa was elected as MP for Langley, and she began working with him. She calls Warawa “Mr. Integrity.” When she told him she was leaving to work with Rick Hansen, Warawa got teary and said he was very proud of her, said Tait. “That’s the kind of guy Mark is,” she said. On a personal level, March 31 marks three years since she gave her kidney to save the life of Langley’s Todd Hauptman. To some, it may have seemed extra courageous for Tait, a mother of two school-aged kids, to give her kidney to a friend. But she

explains it was a life-saving no-brainer. Tait first met Hauptman as an eager 14-year-old, who walked into White’s campaign office. Tait was White’s campaign manager and was tasked with giving Hauptman jobs to do. The two began a friendship. But when Hauptman’s kidneys were failing and his life was on the line, Tait knew what was needed to do. “Todd is doing great,” she said of Hauptman, who is working for Langley MLA Mary Polak while finishing his political science degree. While her recovery took a bit longer than expected, she is feeling great.

Pro-pot forum planned Dan Ferguson Times Reporter
The Sensible BC campaign to legalize marijuana possession in the province is coming to the Langley Township municipal hall. The group will hold a public forum on Wednesday, March 20 at 7 p.m. in the fourthfloor Fraser River Presentation Theatre at 20338 65 Ave. on its plans for a province-wide referendum. When it first applied to use the theatre, which is normally used for council meetings, the group was turned down. Sensible BC Director Dana Larsen said he was told via email on Friday, March 1, that the Township was concerned Sensible BC was advocating “for what at this time is an illegal activity.” Larsen appealed the decision and issued a strongly-worded statement on Monday, March 4, condemning the refusal by Township staff as “ideological censorship.” “We are advocating to change the law, not to break it,” Larsen said. On Tuesday, March 5, following an inquiry by The Times, the refusal was rescinded by the Township. An email issued on behalf of Mayor Jack Froese said the decision to allow the
forum does not amount to an endorsement of the Sensible BC campaign. “The Township and mayor and council have taken no official position on this issue,” the statement said “However, this is not a requirement for permitting user groups to use our facilities.” Larsen was pleased. “It’s unfortunate that we get these kinds of problems,” he said. He said the group is still putting together a speakers’ list for the Langley forum, but expects it will have the same mix as previous meetings which have featured current and retired politicians, former police officers and university experts. The group has already held panels in Victoria, UBC and SFU. Others are scheduled for March 6 in West Vancouver, and North Vancouver on March 9. Sensible BC hopes to collect enough signatures to force a province-wide referendum on decriminalizing marijuana in September of 2014. Under BC law, 10 per cent of the registered voters in every one of BC’s 85 electoral districts must sign the petition within a 90-day-period. The first time the law was successfully used was in August
of 2011, when HST opponents forced a vote that got rid of the much-hated new tax. Sensible BC plans to begin gathering signatures in September of this year. In advance of the petition drive, the pro-pot organization has been holding public forums to encourage people to register and volunteer. “Our goal is to build support,” Larsen said. The B.C. campaign was launched in September of 2012, shortly before the November 2012 U.S. referendum that saw voters in nearby Washington State and Colorado legalize marijuana for personal use. “That’s given us a big boost,” Larsen said. He noted the Union of BC Municipalities recently passed a motion in support of legalizing marijuana and polls suggest that only 14 per cent of B.C. residents support the current marijuana laws. The lobby group is proposing an amendment to the Police Act that would instruct officers not to spend “any time, money or resources on cases of simple possession of cannabis.” It would be called the Sensible Policing Act, and would, according to the campaign website, “effectively decriminalize the possession of cannabis in B.C., while leaving the rest of the laws in place.”

No ban of propane cannons possible Provincial authority says no to forbidding use of controversial noisemakers in Langley Dan Ferguson Times Reporter
The final report by the Township of Langley Propane Cannon Task Force will not call for banning the controversial devices. Instead, the committee is proposing tighter regulations, including larger setbacks and less frequent firing near horses. That comes after receipt of a letter from the BCFIRB (BC Farm Industry Review Board) the provincial authority that would have

In the letter, BCFIRB made it clear the agency will not permit a ban, task force chair Megan Dykeman told The Times Tuesday (March 5). “They were willing to look at other options, but not a full ban,” Dykeman said. “It would be irresponsible for us as a committee to recommend a ban knowing it will be overturned.” The task force report will go to

the Township Agricultural Advisory Committee on March 21. It proposes a farm bylaw that would require blueberry farms to keep cannons a greater distance from horse farms, who have complained the noise, designed to scare away birds, is also frightening their animals. It would also reduce how often the cannons can be fired. The bylaw would set escalating fines, $150 for a first offence, $350 for a second and $500 for a third offence. The amount would not rise any higher after a third offence because that would increase the likelihood of legal action against the Township, Dykeman said.
“We would essentially be litigating each one.” Farmers would be required to get a licence to use cannons and provide a bird management plan before one is granted. Though the regulations are not the ban most Langley critics of the cannons have called for, Dykeman said they are “practical and implementable” options. “We think we’ve found the best possible solution [given the BCFIRB rejection of any ban],” Dykeman said. The Propane Cannon Task Force was created in September after council postponed a decision on proposed changes to Township noise bylaws and the cre-
ation of a farming bylaw to forbid the cannons. Council sent the matter to the municipal Agricultural Advisory Committee to investigate and report back. The committee established the task force during its Sept. 19 meeting and assigned it to meet with the berry farmers who use the propane cannons and the people who complain about them, as well as government agencies and experts. During a public hearing in January, the task force heard from 25 speakers, all critical of blueberry cannons. continued, PAGE 6

Drivers do all the talking While many motorists are under the impression that distracted driving is a thing of the past, over the month of February, Langley RCMP issued 594 violation tickets for this offence alone. February was designated as distracted drivers month and Langley Traffic Section focused their efforts on this offence through various enforcement initiatives. Officers have been in unmarked cars and employed innovative ways to catch drivers, said Cpl. Holly Marks. The legislation has now been in force for three years. “Driver distraction is the third leading cause of car crash fatalities in B.C.,” said Leanne Cassap, ICBC’s road safety coordinator for Langley. “These are preventable. the wheel and stay focused on the task of driving so that our roads are safer for everyone.” Pulling over distracted drivers has led to other tickets being issued, said Marks. In one instance, a motorist was flagged by officers for using his cellphone. He was prohibited from driving. His new Jeep Cherokee was impounded. He is now responsible for the charge of driving while prohibited, the towing and storage fees for his vehicle and the violation ticket for distracted driving. The sad thing is his passenger was a licensed driver. Distracted driving is the third leading cause of car crash fatalities in B.C., with 94 deaths due to driver distractions, such as using a personal electronic device behind the wheel.

growing season is driving down property values, Reid added.” Alicia Harper, vicepresident of membership and marketing for the Horse Council of BC, said the cannons are especially damaging in Langley, often called the “horse capital of B.C.” Carol Hauta, a Langley resident who lives near three blueberry farms that use propane
cannons, said friends and family won’t come out for summer barbecues at her place during the summer because of the noise. “In the middle of the growing season when we have our door and windows open to enjoy the summer weather, all we can hear is the boom of propane cannons and the screech of noise scare devices,” Hauta said.

LangLey chamber
Provincial party leaders take part in luncheons The leaders of three major provincial parties will all speak in Langley this month, as part of a Leadership Luncheon series presented by the Greater Langley Chamber of Commerce. The luncheons are open to the public, and are being organized as part of a larger campaign by the chamber to boost voter knowledge and participation, and fight the growing trend of voter apathy. The “Your Vote — Your Voice” campaign will also include two all-candidates meetings for candidates in the provincial ridings of Langley and Fort Langley-Aldergrove, which will be held during the provincial election campaign. The meeting for the Langley riding is
scheduled for April 25, while the Fort LangleyAldergrove meeting is scheduled for April 24. Chamber president Angie Quaale and executive director Lynn Whitehouse emphasize the need to Christy Clark have more people participate in voting, as it is a crucial part of a democratic system. Voter turnout in federal and provincial elections has been falling over the past 30 years. In the last provicial election, turnout was just under 51 per cent. In 1983, the turnout was 70 per cent. A topical discussion
Job security lacking
W
hile some people in Langley Township hall may wish it wasn’t so, there is an active discussion going on about whether marijuana should be legalized or not. The discussion has moved to another level since November, when Washington state voters decided to legalize possession of small amounts of marijuana, and make it available at commercial outlets. The same thing happened in Colorado. This is taking place despite the fact that, at the federal level, marijuana possession remains illegal in the United States. Here in Canada, marijuana is legal when grown for medicinal purposes. People have been able to grow their own if they hold medicinal marijuana licences. The federal government is changing that, due to problems at homes and businesses where marijuana is being grown. Soon, those with medicinal licences will have to purchase marijuana from outlets such as drug stores. As a result of all these changes, and a strong desire by many B.C. residents to see legal pot sales and allow possession of at least some quantity of marijuana, a public discussion of this issue is most appropriate. Sensible B.C., a pro-marijuana advocacy group, is holding a series of panel discussions on the topic. It wanted to use Langley Township’s council chambers, but was initially told by the Township that it could not allow the organization ‘to advocate for what at this time is an illegal activity.” Among those taking part in the panel discussions are current MLA and former police chief Kash Heed, Vancouver councillor and former Green Party leader Adriane Carr, and others. The panel discussions are being held in many communities. Dana Larsen, a longtime and at times controversial drug activist who is working with Sensible B.C., said that the Township has no business denying use of its facilities — and he’s right. While it is possible that most members of Langley Township council oppose any change to marijuana laws (and The Times does not know what their opinions are on the issue), the personal opinions of council or Township staff should not be an issue when a group asks to rent a Township facility. The Township has belatedly made the right decision to allow this discussion to go ahead in its facility.

t seems job security is not one of the benefits that comes from working for Premier Christy Clark. On Monday, British Columbia’s multicultural minister John Yap stepped aside after a document proposing a series of initiatives to win the favour of ethnic voters in the run-up to May’s provincial election was leaked late last week. Over the weekend the premier’s deputy chief of staff, Kim Haakstad, was the first to take the fall for the memo. Haakstad, whose name had the misfortune of appearing atop the controversial memo as its author, has been a part of premier’s inner circle of advisors and confidants since June, 2001, when she served as Clark’s executive assistant. It’s hard to believe Haakstad would issue any memo without the full knowledge and consultation of her boss. Of course wooing specific interests isn’t a new election strategy. Heck, it’s pretty much what every election campaign is about. But for a government that can’t seem to get out of its own way as it stumbles toward a spring campaign as the underdog, the 17-page document that outlines ways to win favour with ethnic communities offends on two fronts—by using nonpolitical government resources and information for political purposes, and by patronizing ethnic groups. It’s true these strategies are no doubt discussed in caucus and campaign strategy meetings of parties of every political stripe. But the memo suggests the BC Liberals clearly crossed a line. Opening the drawer to expose the BC Liberals’ dirty laundry is embarrassing. For that someone had to take the fall. Just as members of the premier’s communications team have paid the price for her previous gaffes. The way things are going, they’re just beating her to the unemployment line. —Burnaby News Leader (Black Press) The Langley Times is a member of the British Columbia Press Council, a self-regulatory body governing the province’s newspaper industry. Propane cannons hurt other farms Editor: I operate a registered farm in the Agricultural Land Reserve in Langley Township. I have bred and sold horses for over 25 years. Like many others, my farm and income have been gravely affected by relentless propane cannon blasts from nearby farms, from June through September each year. Propane cannons cannot, in any respect, be considered or described as “normal farming practices” by anyone who lives near them. At the recent public meeting, Langley residents and farmers clearly described the destructive impact these devices have on their lives, farms and businesses. I urge Langley Township council to take a stance on this critical matter. I ask them to please insist that the minister of agriculture and the ministry revoke the ill-conceived guidelines that have created this untenable situation for Langley Township residents. John Lozanski, Langley

Many Langley blueberry farms use cannons to scare birds away.
Outright ban on cannons is needed Editor: At the final meeting of the six-month long Task Force on Propane Cannons on Friday, March 1, the voting members chose to ignore the wishes of the residents and others who spoke so passionately and eloquently at the Jan. 17 town hall meeting about the effect cannons and other noise scare devices have on their lives, their family and their livestock, particularly horses. The task force reviewed a staff report replete with comforting words and five options. Option one was an outright ban on the use of propane cannons. The majority of people who participated in the town hall meeting advocated an outright ban on the use of propane cannons. The task force was told this is not a viable option. In 2011, B.C. Farm Industry Review Board (BCFIRB) released a report on options for ensuring effective and appropriate regulation of propane cannon use. The BCFIRB report goes on to talk about “exhausting all other available means for managing cannon conflicts.” Not surprisingly, the members chose Option 4B — “Consider a farm bylaw (modified).” This is simply the existing
(ineffective) guidelines, with a twist. An example of this may be a 300 metre setback from the residence of a neighbour with horses, rather than the current 200 metres, and possibly increased setbacks on horse trails. Let’s now look at the science of this strategy. A Purivox Carousel Triplex V cannon (the red cannon you see around Langley) fires a blast of 146 decibels directly at a horse working with its owner in an adjacent field. Before the proposed change, the cannon would have to be 200 meters away from the house, not the horse. Assuming the horse was right next to the house, the cannon blast would arrive at the horse and its handler at approximately 125 decibels. With the distance increased to 300 metres, the noise is only reduced by one or two decibels, an imperceptible difference. Given that 120 db can cause permanent hearing damage in young children and that horses have very sensitive hearing, one can only imagine what a possible outcome could be. The horse bolts, the handler and/or the horse may be injured and a few seconds later, the cannon blasts again.
In a typical 20-acre blueberry field with up to four cannons (the current allowed maximum), the number of blasts could be as high as 132 per hour or one every 27 seconds. This assumes of course there is only one field nearby. How has this task force effort, initiated by council last September, served the public interest? Like so many past acts of this council, they go through the motions, solicit public input, and then take the path of least resistance. In this case, they direct the task force recommendation for a watered down bylaw to their legal counsel, Bull Housser & Tupper. The appointed lawyer crafts an unenforceable and easily digestible submission to the applicable provincial ministry, they receive the obligatory sign off and another bylaw joins the long list filed on the Township website. On March 21 at 7 p.m., the Agricultural Advisory Committee will receive the task force’s recommendation. This will be the last opportunity to reinforce comments made at the town hall meeting. Circle this date on your calendar and be there to support a ban on cannons. Kevin Mitchell, Langley
Important to check prices Editor: When I first crossed the border south to Minneapolis in the early 1950s, it was because the clothing styles were not available in Winnipeg. Cross-border shopping has continued in my moves across Canada. I’ve bought motorcycle clothing and parts for my son’s racing efforts in the 1970s and 1980s and automotive racing parts. A move to Aldergrove opened up many new opportunities for quick trips to the U.S. for a full range of food stuffs, clothing and appliances. For the most part in the early years, shopping usually was on vacations or long weekends. Prices impacted purchases. Recently I note that there are quite a few prices that do not justify even a day trip for shopping, yet bargains are to be found. One has to be price aware. I have found most U.S. retailers are prone to have real clear out sales, something that Canadian retailers seem unwilling to do. A 10 per cent discount on winter clothing at this time of the year is no inducement to purchase. Sales in the U.S. are often 40 to 70 per cent off. This discount can justify a purchase. I can cite two recent purchases that point out knowing the price and value of the product. Exhaust components for my truck were $135 in the U.S. and in exceess of $400 in Canada — and they turned out to be Canadian-made. A 55-inch Smart 3D TV, was purchased in July 2011 in Calgary for $2,400. Less than six months later, it was $1,300 (in Canada). The U.S. price for this model is still around $1,700, so it appears purchase in the U.S. is not practical nor cost-saving. I recently had my truck painted in Lynden. I was quoted $5,500 in Calgary, $3,500 in Abbotsford, and had it done for $2,400. I feel the prices for goods in Canada are due to the high costs of doing business, taxes, wages, utilities, and all the regulations — federal, provincial and municipal. All of these impact the price required for a business to be successful. In other words, too much government hurts the ability of businesses to be competitive. Terry Brenan, Aldergrove
Councillor’s surprising response on RV parking Editor: In a recent exchange of letters and emails with Township council, Tracy Vleeming of Aldergrove expressed her frustrations and proposed viable options with respect to the current RV parking bylaw. I have done the same, and spoke to council as a delegation in February, 2012. In a response to Vleeming, Councillor Bob Long stated “I agree with you, but the majority of council supported the bylaw change. Regarding spring break, I’m sure that there is an allowance for a day or so prep time if you are taking the RV out at that time.” Vleeming, of her own free will, forwarded that message to me. I responded to Councillor Long with the following questions: 1. Please explain the contradiction between your documented agreement with Vleeming and your vote against my
proposals to council on Feb. 13, 2012. 2. Please provide a clear reference to the “allowance for a day or so” statement. On receipt of that message, Long responded to Vleeming, stating that “Due to complaints. I’ll not be responding any further. Sorry. Please do not send my emails to others. Bob.” I again challenged Councillor Long. I wrote: “As a council member, certainly you must be aware that any correspondence you have with constituents on municipal matters forms part of the public record. As such, it is subject to public scrutiny. The recipient is entitled to share said correspondence with whomever they please. You have elected not to respond to Vleeming, not because she shared your message, but instead it was due to the fact that I cornered you on the issue. Feeling trapped, you took the fifth.”
His response was “You can phone me any time, instead of snooping around other people’s emails.” I am not aware that being the recipient of a forwarded email constitutes snooping. So far, Long has refused to answer these simple and straightforward questions. It has also been noted that, although Vleeming and I have sent emails to the official TOL email addresses, Long has been responding from a private gmail account (clrbob@ gmail.com). This is a very similar situation to that which has developed in the past couple of days within the BC Liberal Party. Is Long also attempting to circumnavigate the Freedom of Information requirements? I encourage anyone who has had email correspondence with the Township of Langley on this or any other issue to
check and make sure it came from the official TOL email addresses. In my opinion, Long’s behaviour is unacceptable. On his website he states “The best tools a politician can use are his ears.” Councillor Long’s tools are in need of recalibration. It also seems to me that the Township is now bullying secondary suite owners. Like RV owners, these folks exercised all due diligence, were in full compliance with the laws of the land, and acted upon information provided by council at the time, in good faith. Now, like RV owners, they are facing penalties for acting in accordance with information and advice provided by council. As always, I encourage others to contact me at albalogh@gmail.com. JO: Firstly, I don’t think they’re going to be self-sufficient in oil. North America will be self-sufficient in gas and oil. What it means is, for gas we’re going to have to find new markets, and for oil we’re going to have to find markets to sustain the growth in supply. The United States will still be a big buyer of Canadian oil. We’re shipping about two and a half million barrels a day, of which a million comes from the oil sands. Right now we’re losing about $50 million a day because of the crude oil bottleneck in the U.S. midwest, compared to international prices. We absolutely must find new markets, which is why our government in principle is supporting the transport of oil and gas to the west, to the east, continuing to the south and possibly even the north. Potential added costs in RCMP buyout plan
Jeff Nagel Black Press
RCMP-policed cities may be stung again by the federal government for another surprise increase in policing costs, this time as part of a change in officer retirement severance provisions. And municipal leaders are demanding Ottawa pay the higher bill instead of downloading it to them. The federal budget passed in December includes an offer to current RCMP officers of early buyouts to replace their eventual severance payouts when they retire, a move Ottawa expects will save money over the long term but which cities say could trigger a sudden jump in costs for them. It’s not yet clear what the cost increase would be to cities with RCMP forces and it would depend in part on how many
officers opt to take lump sum payouts, said Langley City Mayor Peter Fassbender. “It was a unilateral decision made by the feds,” said Fassbender, who co-chairs a local government RCMP contract management committee. “To me, the issue is ‘You made this decision. You didn’t consult with us. You didn’t give us the opportunity to have some ability to plan for it.’ So the liability should rest with the federal government.” B.C. cities signed on last spring to a new 20-year RCMP contract that promised them more consultation, openness and transparency, particularly on any federal or RCMP decisions that might drive up their costs. But it’s not clear those guarantees apply in the severance decision because federal budget deliberations were underway on that issue prior to the contract signing — a situation of timing Fassbender calls a

the impacts. There needs to be a clear mechanism for determining costs.” It’s not the only beef cities have with Ottawa over policing costs. Fassbender noted cities are still awaiting details of their share of costs for the new RCMP E Division headquarters that Mounties are moving into in Surrey. It’s price tag is nearly $1 billion when financing and other costs are included, such as the profit margin of the builder under the P3 contract. “We are not prepared to take any responsibility for any of the capital costs over the life of the P3 partnership,” Fassbender said. Several cities, including Burnaby, Richmond and others on the North Shore, are still considering leaving the RCMP over objections to the new contract. Their concerns include the new headquarters building.

“comedy of errors.” In addition, he said, federal negotiators who signed off on the contract apparently had no idea the change was coming either, due to budget secrecy. “All it showed to me was the right hand didn’t know what the left hand was doing.” Fassbender and Union of B.C. Municipalities president Mary Sjostrom have jointly written to federal Justice Minister Vic Toews raising their objections. It calls on Toews to uphold the “new partnership” commitments in the 2012 contract. B.C. Justice Minister Shirley Bond said she has raised the cities’ concerns with Toews and the RCMP commissioner. “We are being very clear that we are going to take this issue back to the federal government to have a discussion,” she said. “There needs to be clarity about

Auxiliaries give back Monique TaMMinga Times Reporter
Many years ago Ron Wilson wanted to become a police officer — “But then I met this lovely lady 30 years ago, and life changed course.” But his interest in policing continued and when the timing was right, the director of technical support at Cummins Western Canada decided to volunteer as an auxiliary officer for the Langley RCMP. “It doesn’t feel like work when you love what you do,” said Wilson of his five years at the Langley detachment. In that time he has logged an average 500 volunteer hours per year, well above the required 160. He often takes a Friday night shift that begins at 6 p.m. and ends around 3 a.m. He’s helped in the arrest of the bad guys but he stresses that isn’t the role of auxiliary officers. “If you are looking to be a police officer — this isn’t for you,” he said. Yes, they carry a baton, handcuffs and pepper spray, and are trained on how to use them, but it would be a rare situation, these weapons would ever be used. The uniform is nearly identical to a general duty officer and that can make things interesting. “Lots of eyes are on me when I walk into a room or walk down the street. I
remember there was this one time, a fight was about to break about between two groups of sports fans at a restaurant,” he said. “I walked into

He often attends briefings, with regu-
finding impaired drivers and contribute to a safer Langley. For me, it’s about being able to give back to a community that has given so much to my family.” It’s also in the many thanks he get from residents. He has been thanked for doing things like traffic control at 264 Street and 0 Avenue, where things can get heated when drivers jump the border queue. “We get a lot of thank you’s,” he said. It’s also a good

stepping stone for young people thinking of a career in policing, he said. Several of his partners have gone on to become officers both in the municipal force and RCMP. Becoming an auxiliary officer is a commitment, he stresses. There is 200 hours of training, including every Saturday for eight hours per day, for six months. There are study sessions, self defense classes and two exams that must be passed in order to get in. They are required to keep their boots shiny and uniform crisp, and learn to march. “Everyone at the Langley detachment is really grateful for what we do and that makes it nice as well,” said Wilson. If you are interested in becoming an auxiliary officer, call the detachment at 604532-3200.

Carole James is promising a clean fight, at least from the NDP side of things. That was just one of the messages she delivered at a party fundraiser dinner last week (Feb. 28) at the Newlands Golf and Country Club. The dinner was organized by Andrew Mercier, the party’s candidate for the Langley riding. Mercier challenges incumbent MLA Mary Polak while the Conservative Party candidate is party leader John Cummins. While the Liberal Party may be running personal attack ads in advance of this May’s provincial election, the NDP will not resort to those tactics, said James, the Victoria-Beacon Hill MLA and former NDP party leader. “We are not going to put the same kind of effort forward,” she told the crowd of roughly
50 people. “Not being personal doesn’t mean not being tough, we are going to be tough on the issues, we are going to have good strong debates, but you are not going to see personal attacks coming from the NDP in this campaign.” Voters go to the polls May 14. James said it is important to change the perception that politics has to be a blood sport. “It is long past time to prove we can change the way we do politics in B.C.” she said. “Because what is happening with that kind of cutthroat politics is we are driving people away. “We are driving people away from voting, we are driving away good people from getting involved. If they figure (personal attacks) is all that it is about, they won’t get involved.” With Adrian Dix as the party’s leader and polls showing a strong lead for the NDP, James said it is important for the party

to portray the proper image, as it hopes to reclaim the legislature for the first time since losing the 2001 election. “Because that kind of modelling is going to take us out into what we hope we will be offering to the public as a government: a government that they can trust, a government that respects them, a government that listens and reaches out,” James said. “We have been knocking on a lot of doors these past few months, and I am happy to report that a lot of people want a change in the government,” Mercier said. But he also heard one message which he found frustrating. “People are not planning to vote,” he said. “I am hearing that almost as often as people saying they want change. “It is so frustrating to hear that, but you can only hear that

so often before you ask why. People aren’t voting because they understand what the problems are and they don’t trust the government to fix them. And the reason they don’t trust them is because this government has lost credibility with the public completely.” He cited 2009 specifically. In the first instance, there was no talk whatsoever of the Harmonized Sales Tax during the election, and then a short time later, the controversial tax was instituted. The other example was the government claiming the budget deficit was a half billion dollars, only to later reveal it was actually four times that size. “It has caused a profound loss of faith with government and the only way we can restore that faith is to actually follow through on our actions,” Mercier said. “This current government is completely

They don’t care if it fair or just, they just care what the polls say.” “What we need to do is say what we are going to say and then do exactly what we say,” he added.
James also touched on other issues. She called the budget “empty on approaches to the challenges we are facing as British Columbians and the issues that matter to this province.” James also called it a bogus budget which is
using tricks by selling off assets that belong to the people of the province. “You don’t sell off the family silver to try and balance the budget one time,” she said, also pointing out that with the challenges the real estate market is currently facing would not return the maximum value. James also said the budget is underestimating costs, especially in health care, and cutting programs and services for the people who can least afford it. She also touched on making education more affordable, saying that the best way to build a strong economy and job market is to invest in the people and provide them training through post-secondary schooling. James also discussed making better use of the province’s existing resources, expanding the Buy BC program, reducing poverty and opposing the Enbridge Pipeline project.

People’s Choice Award to be voted on by Metro Vancouver residents
GVHBA introduces new Ovation Award For the first time, the Greater Vancouver Home Builders’ Association is asking people in Metro Vancouver to vote for their favourite new or renovated project with their People’s Choice Award. The new award will be handed out at the gala ceremony with the other categories on April 20. To vote for the People’s Choice Award, visit your local Black Press newspaper site and click on the Contests link, or visit http://bit. ly/2013GVHBA. You are able to vote for your favourite project up to five times per day. Voting will end on March 24. Voters will be entered to win a LUX 550 Cart Model barbecue valued at

Among the finalists this year are My House Design/ Build Team, ParkLane Homes and Portrait Homes. “High-quality home building and renovation are hugely important to the homeowners of Metro Vancouver,” says GVHBA CEO Bob de Wit. “The Ovation Awards recognize the industry’s leaders in innovation and excellence.” For a full list of categories and finalists, visit www.ovationawards.ca.
areas, with large porcelain tiles in the den and carpeting in the bedrooms. The modern bathrooms have their own porcelain tiles and polished quartz countertops, as well as a fantastic soaker tub and an enclosed glass shower in select ensuites. Bosa is known for putting homeowners first, and this is readily apparent at Pacific Point. Little touches like full-size stacking washer and dryers and soft-close doors and drawers in the kitchen are simple things that make
everyone’s life easier (and quieter!) On the property, homeowners will have access to a swimming pool, hot tub and steam room, as well as a huge fitness studio and yoga room and a lounge with a pool table. Outside, everything you can possibly imagine is within walking distance, from dining at the amazing restaurants to shopping at a local boutique. Homes start at $374,900. Vibrant neighbourhood
Sophisticated living with Bosa’s Pacific Point By Kerry Vital
Bosa Developments is bringing high sophistication to Yaletown with its newest offering, Pacific Point. Not only will buyers be able to experience all the benefits of living in such a vibrant neighbourhood, but they can also sleep soundly with the peace of mind that comes from purchasing a property from real estate icon Nat Bosa. “It’s rare that Nat Bosa puts his name to something,” says George Wong of Magnum Projects. “This is one of those rare opportunities.” Pacific Point started life as a rental property, but Bosa saw the opportunity to purchase the development and turn the homes into condominiums. Everything in the suites is brand-new, including the appliances, decor and plumbing. “This is the first thing that has caught his eye in a long time,” Wong says, adding “he fell in love with the location.” Yaletown is the perfect place for couples and professionals of all ages who are looking to take advantage of the night life and entertainment that is located in the neighbourhood. Wong says that many of the people who have pre-registered to see the homes are current Yaletown residents, young couples and empty nesters. “This is not only sophisticated Yaletown, but it’s grown-up Yaletown,” says Wong. “You cannot find something better.”
“
This is not only sophisticated Yaletown, but it’s grown-up Yaletown,” says George Wong of Magnum Projects.
Pacific Point features 214 studio, one-, two- and three-bedroom homes in a variety of floorplans ranging from 450 to 1,680 square feet. One of the highlights of the homes is the simply gorgeous views from every suite of False Creek, George Wainborn Park, David Lam Park, English Bay and downtown Vancouver. Inside, each condo is made for luxury, with high-end kitchens, elegant living areas and beautiful bathrooms. The kitchens feature a quartzslab backsplash, polished quartz countertops and stainless-steel appliances, complemented by undercabinet task lighting and imported Italian Armony Cucine cabinetry, which also appears in the bathrooms. Laminate flooring is included throughout most of the main living

From one-man show to one of B.C. best employers Gary ahuja Times Reporter
While it is not uncommon for 10-year-olds to have parttime jobs like mowing lawns or delivering papers, Chris Davies’ after-school job was a little more unique than those. Davies would frequently ride along to work or go on outof-town jobs with his father, Keith and his grandfather, Ken. Ken Davies had founded Dogwood Fluorescent, a sign maintenance company in Vancouver back in 1966. And the family patriarch influenced his own three sons — Keith, Phil and Wayne — to pursue a career in the industry as well, with Keith forming Malahat Signs on Vancouver Island in 1978. Davies continued working for his father, but like most teenagers and their fathers, they clashed. “I was a teenager and working for my father, and I just couldn’t work for my dad,” Davies said. “So he gave me this old beater truck and he said see what you can do with it.” This was 1991 and Davies — who had dropped out of D.W. Poppy his senior year— was 18 years old. “It was a real tough go
when I started,” he said. “It was a lot of hard work but I never regret getting into this line of work.” More than 20 years later, Davies is still going strong as he has grown his company — Chris’s Sign Service and Lighting Inc. — from a single 35-foot 1975 ladder truck to having seven bucket trucks, a staff of about 20 and a 4,500 square-foot shop on 1.2 acres out of their Langley office. They service the entire province, working with both large businesses — McDonald’s Canada, Shell Canada, Future Shop, Best Buy, Starbucks, CIBC to name a few — as well as some smaller companies. There is also a separate division covering Alberta and altogether, employs about 42 people. There is talk about possibly expanding to Saskatchewan and Manitoba. Despite whatever differences they may have had, Davies said his father always supported him, and still does even now in retirement, stopping by the office to give his two cents. And last week (Feb. 28), the company was named the winner in the best employer category at the Small Business BC’s Successful You Awards.
The awards ceremony was held at the Pan Pacific Hotel in Vancouver. The award recognizes the business which best demonstrated outstanding leadership in the workplace and promotes employee health and safety and values preventing workplace injuries in the same way they value productivity and customer service. “This is just a fabulous place to work and all the staff feel the same way,” said Kevin Balzer, who has been with the company for about nine years. “To put it in a nutshell, we are a family.” For the 39-year-old Davies, he is just doing what he has always loved to do. “I wake up excited every day,” he said. “I never dread going to work.” Most days, he is up at 4 a.m. and in the office within the hour. He hopes that perhaps one day his two sons: Nick, 15, and Riley, 10, may follow him into this line of work. “I am hoping they want to get in the same line of work because it has been a really good living for us and I have really enjoyed it,” said Davies, who also recently completed his GED.

Construction crews have begun building a new commercial building on the site of the former Accent on Pastries bakery in Langley City that was destroyed when a brick wall collapsed in November of 2010. An online ad said the 1,925 square foot one-storey building at 20450 Douglas Cres. will be available for lease Jan. 1, 2014. In a letter to Langley City in 2011, owners Jack and Dianna Kuyer said much of the delay in constructing a replacement was due to drawn-out negotiations with
their insurance company. The Kuyers’ building housed the bakery for more than 20 years before it was crushed when the cinderblock firewall of the new four-storey condominium next door collapsed during construction. The replacement building, as approved by Langley City council, will feature a generous use of wood, skylight and a setback facade which could be used as a patio if the building is rented out as a café. WorkSafe B.C. fined Pro-Built Masonry Ltd. of Langley $8,276.55 over the collapse. “This employer failed to support

When Jeffrey HansenCarlson came up with the idea to organize a GranFondo cycling event in the Fraser Valley, he could not have anticipated the overwhelming success of the inaugural Prospera Valley GranFondo, which took place last summer. Last week (Feb. 28), Tourism Langley recognized the success of the ride and its contribution to local tourism by awarding the GranFondo the Tourism Excellence Award for event of the year. The 14 months from Hansen-Carlson’s idea conception to the inaugural ride was a time when multiple stakeholders came together to do something extraordinary. The ride was organized by a team of high caliber volunteers invested in
the idea of bringing a GranFondo experience to the Fraser Valley. “As we moved through the planning stages, we all underestimated the amount of work required,” said Bruce Dayton, the event director. “The more we realized how much work it was going to be, the more invested we became. “But our motivation was always grounded by our simple and pure love of riding bikes,” Dayton said. “We had a simple vision about having people smile when they ride their bikes.” “Putting together an event of this caliber is all about having the right people at the table. “We were lucky enough to have the support of the local cycling community, corporate sponsors were
eager to come on board, hundreds of volunteers dedicated countless hours on event day, and a broad range of cyclists of all ages and skills were able to enjoy the beautiful cycling terrain the Fraser Valley offers in a mass participation cycling event.” Deborah Kulchiski, executive director of Tourism Langley presented the award to the Prospera Valley GranFondo team. Plans are well underway for the second annual Prospera Valley GranFondo, which will take place on July 21. “This event is certainly sure to be one of the most talked about and mustbe-part-of GranFondos for both riders and spectators,” Kulchiski said. Dancing the night away Miranda GATHERCOLE/Langley Times photos
The Langley Figure Skating Club held their bi-annual ice show at the George Preston Recreation Centre on Saturday with a pair of shows. This year’s theme was Dancing the Night Away and featured more than 175 skaters performing 23 dance-themed numbers. Clockwise from top: Mikaela George and Claudia Enriquez; Jessica Simpson (left) and Marika Martini performed a special African dance; several skaters joined together to perform a disco-inspired dance; several poised figure skaters competed in a mock So You Think You Can Dance routine; and Larissa Horobec wowed the crowds with a solo performance. Horobec, a 15-year-old guest skater from the Coquitlam Skating Club, is the 2013 B.C. Coast regional senior women’s champion and the BC/YT provincial senior women’s silver medalist.

In just their second season, the Langley Rivermen have qualified for the BCHL’s Fred Page Cup playoffs. But the junior A hockey club is not content with just a post-season appearance. “That is one goal,” said head coach and general manager Bobby Henderson. “I don’t think we are done by any means; this is just the start of it. “When we put a team together, we put it together with the idea that we could compete in the playoffs,” he added. “They are built for a series and to grind it out.” Langley qualified for the
playoffs thanks to some strong play down the stretch with four wins in their past five games, including two of three over the weekend: a 4-3 win over the Chilliwack Chiefs on Friday at the Langley Events Centre, and then a split during a twogame visit to Prince George: 4-1 for the Spruce Kings on Saturday and 8-4 Langley the following afternoon. The last victory put the Rivermen out of the reach of the Coquitlam Express who are seven points back with just two games to play. Last season, Langley struggled to a 19-35-1-5 record. They also scored a Coastal Conference-low 174 goals (2.90 per game) while allowing 237 (3.95). This season, the Rivermen
are tied for the conference lead with 191 goals (3.54) while allowing 194 goals against (3.59). They also sport a 24-24-1-5 record. And while Henderson said they would have liked more victories, he is fairly happy with how the season has played out. “The losses that we had, there weren’t too many of them that weren’t one-goal games or extremely close,” he said. “It has been night and day (compared to last season).” Langley draws the firstplace Surrey Eagles in the best-of-five Mainland Division semifinal series. Games one and two are at the South Surrey Arena on March 15 and 16 while game three is at the LEC on
March 18. If necessary, game four would be in Langley on March 19 while a fifth and deciding game would be in Surrey on March 20. The Rivermen are in tough, having lost eight of nine to Surrey. “We set out to make it to the Royal Bank Cup. That was our goal in August and we are going to continue working on it,” he said. “We have stressed working hard on getting better every game and every day and I think that we have.” ••••• Langley has their regular season home finale tonight (Thursday) against the Chiefs at 7:15 p.m. The two rivals then square off in Chilliwack on Saturday to close the regular season.
Medals, qualification in the pool for Metcalfe’s Up against some of the top swimmers in western Canada, four members of the Langley Olympians acquitted themselves quite nicely. The quartet were competing in Saskatoon at the 2013 Speedo Western Canadian championships recently. The meet was attended by 500 of the top swimmers, who all had to achieve a certain qualifying time in their respective events to earn the invitation. And at the meet, 16-year-

Metcalfe’s time of 17:24.31 placed her sixth overall in the open women’s final, but more importantly, she achieved her senior national qualifying time. In the women’s 15 and under division, 14-year-old Hillary Metcalfe won silver in the 50m breast stroke and 200 breast, as well as bronze in the 100 breast and 200 individual medley events.
She also net new Olympians club records in the 50 breast (32.83) and 100 breast (1:11.99). Justin Schramm, 14, finished fourth in the 16 and under 200 fly event, as well as setting a new club mark in the event at 2:07.85. He also set a new Olympians mark in the 50 fly. And 13-year-old Chelsea Borrowdale came away with personal bests in all of her events.
