potential and added that a refinery would help supply the “fair share” of benefits for B.C. that is her most controversial condition. David Black, owner of the Black Press newspaper group in B.C., Alberta and the U.S., set up a separate company called Kitimat Clean Ltd. last year to develop the refinery plan and seek permits from the B.C. Environmental Assessment Office. Black announced this week

that he is finalizing details for $25 billion in financing and purchase agreements for the gasoline, diesel and jet fuel that the plant would produce. “Our government takes the view that we should work together to address legitimate environmental and safety concerns and find a way to get to yes on projects that will grow our economy,” Clark said, adding that the B.C. government has been working with

Energy Minister Rich Coleman said there is Crown land in the Kitimat area held in an industrial reserve that could be leased or sold to the company for use of the land. Black’s proposal specifies a 3,000-hectare site 25 km north of Kitimat that is on the proposed route of the Enbridge Northern Gateway pipeline. With capacity to process all the pipeline

carries, it would be one of the largest refineries in the world. Black said this week he is pessimistic about the prospects for Enbridge, but the refinery could bring in Alberta oil sands crude by rail, or another pipeline acceptable to aboriginal groups along the route. Rail transport would require six trains a day, but he said no permits are required and CN Rail is willing to do it. The $16 billion refinery would require another $9 billion in construction, including six product pipelines to Douglas Channel to load ships with refined fuel, and a natural gas pipeline to produce power, fire refining equipment and supply hydrogen for a new process to refine heavy oil. NDP energy critic John Horgan said he plans to meet with Black next week, but he was dismissive of Clark’s endorsement. “I think it’s important that the public understands that this is a long, long way into the future,” Horgan said. “And for a government that’s down to 68 days left in its mandate before people vote again, it seems odd to me that we would have taken time in the legislature today to read a press release about a proposal that may not happen until after the next election.” Black estimates that environmental assessment will take up to two years, and the refinery could be up and running by 2020.

I am reporting out to my constituents on the status of our East Kootenay Regional Hospital, a hospital where you and your loved ones can go to in confidence, unlike in the past. When I was first elected in 2001, I told the Premier of BC the top priority of my constituents was healthcare and specifically, we deserved a fully funded, fully equipped, fully staffed regional hospital so that patients and their families could be spared the cost and inconvenience of having to travel so often to Alberta or Kelowna. In 2000, Maclean’s magazine described the terrible state of rural healthcare in Canada. Our regional hospital was featured with photos as the poster child for dysfunctional rural Canadian hospitals. I took the time to be educated about our regional needs by Doctors Ross Dawson, Alex Chan, Abe Zacharias and RN Chris Ondrik. I told the Premier what was needed and over the next 8 years, most of what we needed we received. Of course, it didn’t happen easily. There is never enough money to meet all the needs in such a large, diverse province. I had to get my elbows up on numerous occasions over the years to come up with over $50 million for our hospital. Today, we have a new ER, a new Ambulatory Care ward, new Diagnostics centre and many other new, improved features. It is gratifying to speak with most medical professionals,

Kootenay East MLA, Bill Bennett. patients and families today about how wonderful the regional hospital is. We have so many specialists, so much expensive equipment, and so many competent people who provide high quality care to us. However, there is one component of the hospital that still needs replacement, the Intensive Care Unit. The ICU is where a patient is placed when the patient is in need of the highest level of care. Our current ICU is small, cramped and underequipped and although EKRH staff and doctors perform marvelously in our ICU, a new ICU would mean fewer patients transferred out of our region; fewer patients kept in the ER; better recruitment and retention of health professionals; and more appropriate clinical care. This project also includes a major upgrade of the hospital’s electri-

cal system plus a new back-up electrical supply system of two 750 km generators for when the power goes off. The East Kootenay Hospital District has generously agreed to pay 40% of the project cost, which is currently estimated at $22 million. There are many more healthcare amenities that we need in Kootenay East. The OR at the Fernie hospital should be strengthened. We need more support to keep healthy seniors in their homes. We need more affordable housing for seniors. We need to provide all four years of a registered nursing program at College of the Rockies. We need more family doctors in our communities. And there are still services that we can add to our regional hospital. I look forward to working hard to meet all of these needs.

The 2013 Ram 1500 is lighter than its predecessors with power to burn. Overall: A major series of upgrades for the Ram pickup includes a lighter, stronger frame, more aerodynamic body and a more efﬁcient base engine. Drivetrain: Creaky old 215-horsepower 3.7-litre V6 is replaced with a 305-horsepower Chrysler 3.6-litre V6; eight-speed automatic transmission and other countermeasures help Ram reduce fuel consumption to respectable levels; “Hemi” V8 will get the eight-speed automatic also. The Ram 1500 often runs third in the three-horse truck race against Ford and Chevrolet/GMC, but it sells in respectable quantities. Its one big weak spot, fuel consumption, has been rectiﬁed for 2013 with Chrysler’s ever-popular 3.6-litre V6 that bumps the ancient 3.7-litre V6 out of the lineup. Horse-

power climbs 42 percent to 305 from 215 and fuel performance similarly improves to 11.4 l/100 km city and 7.8 highway, compared to 15.0/10.0. Along with a more efﬁcient V6, the Ram gets a new eight-speed automatic transmission that will also be attached to the 395-horsepower 5.7-litre “Hemi” V8. It can shut down four of its eight cylinders when not needed, such as at under light-load conditions or when headed downhill. A dash-mounted rotary shifter replaces the traditional column and console shifter. Returning in limited use is the 4.7-litre V8 rated at 310 horsepower. It’s linked to a six-speed automatic. For 2013, Rams get further fuelreduction assistance including stop-start technology that turns off the engine at rest, then instantly ﬁres it up again once the brake pedal

is released. Electric power steering cuts parasitic power losses. A new thermal management system is designed to quickly get the Ram’s crankcase oil and other ﬂuids up to operational temperatures, which assists in conserving gas. Rams now ride on a lighter (by 14 kilograms) and stronger frame and the use of aluminum suspension components save another 12 kilograms. Regular cab models are available, while Quad Cabs are attached to the shorter box only. The Ram Crew gets you a 5’7” (170-centimetres) bed, or a new-for-2013 6’4” (193-centimetre) bed option. When it comes to four-wheel-drive, buyers can choose between a part-time system and an on-demand setup that automatically engages when road conditions warrant.

Styling, zip and fuel economy are why the 2013 Elantra is such a popular vehicle. Overall: Hot-selling Elantra sedan now joined by twodoor Coupe and hatchback GT body styles. Drivetrain: how does 4.9 l/100 km on the highway sound? Hyundai has been readying itself to better take on competitors such as Honda by expanding the successful Elantra line to include a twodoor coupe and four-door hatchback. The newcomers share the swoops-and-swirls theme that’s visible along the Elantra sedan’s ﬂanks while mimicking the more aggressive front-end style of the Veloster Turbo. Blackedout grilles and unique wheel designs are another area of differentiation, but from the back, the Coupe is aw-

fully similar to the sedan and identical in both interior and exterior dimensions. The GT is slightly shorter, but its expanded cargo area allows for 23 cubic-feet (650 litres) of room with the rear seats up (compared with 15 — 425 litres — for the sedan/Coupe) and more than 50 (1,400 litres) with them folded ﬂat. The Elantra’s 1.8-litre fourcylinder engine puts out 148 horsepower (145 horsepower for states that require partialzero-emissions tuning), and is at 6.8 l/100 km in the city and a seriously impressive 4.9 l/100 km on the highway with the standard six-speed manual transmission (6.9/4.9 with optional six-speed automatic). All three Elantras use the same ultra-modern dash-

board and cabin design and it’s a genuine work of art. Base Elantra L sedan models include the usual power-operated assortment of features plus a six-speaker audio system, but no air conditioning. The GT hatchback joins in at the GL trim level (which gets air conditioning) while the Coupe joins in one more notch up at the GLS level, which means the Coupe has the highest starting price of the three. After GLS, the sedan tops out at the Limited, while the GT and the Coupe end at SE, which are just as loaded up as sedan Limited is.

Mike and Kelly went to Edmonton on the 23rd of February for a 6 week stay for the physiotherapy to prepare Kelly for the operation. Red Gray June 25 1947 - Feb. 12 2013 A life well lived is an everlasting inspiration ..... Red was born to Maureen and Ray Gray on June 25th 1947 in Cranbrook, BC; he was named Raymond David after his Dad. His sister Marilyn was born 15 months later. The family lived in Cranbrook for 11 years then moved to Kamloops, BC. Red was indeed an extraordinary man and had a way of doing things "his way"! His passing was of no exception; he wanted to pass at home and did with complete peace and dignity in the loving arms of his wife. This was on Feb. 12th at 5:50 in the am. Red's love and dedication to his family was his greatest passion. He was a wonderful son, brother, Dad and Grandpa; 7 kids and 9 grandkids can attest to this; they all loved their Grandpa smarties! No matter the situation or distance Red was there for his family. As a friend he was totally loyal, honest and true to his word. His belief was there is no greater gift than being a friend and having friends. We all know riding his Harley was another true passion one that separated Red from alot of people who ride; those who really knew Red know this to be true. Red was born a biker just as he was born a redhead ... and when on his bike he was one with his machine, highways and elements. True freedom ... "It's not the destination, it's the journey"... and Red's journey has taken him from us... he is now healthy free of illness, with no worries. Right now he is riding his Harley on highways we can only imagine; his long red hair and beard flowing in the wind and the sun on his back. Red touched so many peoples lives and forever left an impression that we all hold dear. For all Red's friends and family members, there will be a Gathering to celebrate his life on August 3rd, 4th and 5th on the shore of the Kootenay Lake in Boswell. This is your time to celebrate your friend and share memories of times together with Red. We all want to hear your stories, hear your laughter and share your tears... Above all, Red wants you all to come together and just have a great time! I too wish to offer my sincere condolances to Red's many friends; his love and loyality was true and forever.
