Rapid transit options tabled Surrey SkyTrain system to Langley would deliver best results: TransLink

TransLink have handed more ammunition to backers of SkyTrain technology through Surrey to Langley as well as on Vancouver’s Broadway corridor toward UBC. A SkyTrain line running above Fraser Highway from Surrey City Centre to Langley,

coupled with Bus Rapid Transit (BRT) lines running south to White Rock on King George Boulevard and east to Guildford on 104 Avenue, is the most expensive of four short-listed options at $2.22 billion, but TransLink found it delivers the most transportation benefits and by far the highest ridership. It would also be the fastest, carrying passengers from Langley to Surrey Central station in

just 22 minutes, compared to 29 or 30 minutes for the other three options. Surrey council has lobbied for a network of ground-level light rail (LRT) lines, rather than BRT or elevated SkyTrain, arguing LRT would be a better fit for the city’s neighbourhoods. TransLink previously studied a dozen different technology permutations in Surrey before winnowing them to the four frontrunners.

The option closest to the city’s preference would run light rail trains on all three corridors radiating from downtown Surrey, with BRT rapid buses running on the southern section of King George from Newton to White Rock, as light rail isn’t considered justifiable there. Court delays scuttle cop charges

Police officers accused of assaulting and tasering a Surrey senior in 2010 by Sheila Reynolds A SURREY RCMP officer and a Transit Police officer accused of assaulting a hospitalized senior three years ago have had their charges stayed because the case took too long to get to trial.

RCMP Const. Mitchell Spears was facing one count of assault and one of assault with a weapon for allegedly using a Taser on a 73-year-old man in April 2010. Const. Ken Jansen, with the South Coast of B.C. Transportation Authority Police Service, was charged with one count of assault in con-

Funeral on Friday for woman who died after being beaten

for the public’s help in finding a 27-year-old woman from Surrey. Navjot Kaur Kahlon was reported missing Saturday (March 2) by her family. She was last seen at Vancouver International Airport on Feb. 26 by family members who were waiting to board a flight to India. Kahlon’s family believed she would be joining them in India, but she never did. Kahlon is described as East Indian, 5’5”, 110 lbs. with long black hair and dark brown eyes. Kahlon, who is described as a quiet person who likes to keep to herself, was last seen wearing a navjot Kahlon white- or ivorycoloured jacket, long blue scarf, grey tights, a black skirt, and black heels. She was carrying a large crocodile-hide-textured brown purse. Anyone who knows of her whereabouts is asked to call the Richmond RCMP General Investigation Section at 604-278-1212, or if you wish to remain anonymous, Crime Stoppers at 1-800-222-8477.

The funeral for a woman beaten and left in a vacant lot in Whalley will be held Friday morning. Janice Carol Shore (nee Brown), 45, was found clinging to life on Dec. 2 after being viciously attacked. She succumbed to her injuries in hospital on Feb. 19. MaryAnne Connor, a pastor and head of NightShift Street Ministries, will be conducting a service for Shore on March 8. Shore’s family members will be at the service. It’s also expected there may be a large contingent of friends coming from the Whalley area, where Shore spent a great deal of her time. “Sunshine,” as she was known, is being remembered as a quiet and caring individual who panhandled to make ends meet, but would give away her last dollar if she saw someone who needed it more. “If she knew somebody needed help, she would insist,” said her brother Ed Peterson, who may be better known to Ed Peterson old friends as Ed Michael Collins. A book of well wishes for Shore’s recovery has been turned into a memorial book. “Dearest Janice,” wrote Kelly and Alaina. “U are, and always will be, the sweetest person we know.” Another wrote, “I’m so sorry you lost the strong fight to stay alive.” Shore is survived by her brothers Ed and Ron, sister Sandra, daughter Kristina, and sons Samuel and Michael. The service is being held at the Avalon Surrey Funeral Home, 13288 108 Ave. Friday, March 8 at 11 a.m. The public is welcome.

Not long after the company formed as Mainroad Construction in the late ‘80s, it began “quietly supporting” the students at Bridgeview Elementary. Since 1992, Mainroad has been covering the cost of transporting students to various community pools so they can take swimming lessons. The company has also assisted families that couldn’t afford the cost of lessons. It’s estimated donations over the years amount to about $40,000. “But the benefit to students far exceeds any monetary measure,” said Surrey Board of Education Chair Shawn Wilson.

In January, in order to speed up construction of new schools in growing Surrey, school trustees agreed to allocate $5 million of school district funds to begin planning for new high schools in Clayton and Grandview and expansions at Grandview and Cloverdale Elementary schools. The Ministry of Education assured it will pay the

The Surrey Board of Education voted last week to maintain the current annual fees, which stand at $12,900 ($12,100 for tuition, plus $800 medical fee). The fee is the lowest of Lower Mainland school districts, with Surrey costing $1,100 per year less than Delta, Vancouver, Burnaby and Coquitlam, and $50 less than Langley and New Westminster. There are currently about 1,200 international students in Surrey schools, about half of which are funded by the province (as refugees or on study permits). The rest pay fees to the district totalling approximately $6.4 million per year. More than half of Surrey’s international students are from Korea.

Not passing the budget every fourth year means government and government-dependent agencies do not get spending authorization or know what their real budgets are until late summer. This type of financial uncertainty does not meet the public’s need for us to provide stable government.

We’ve proposed the first Tuesday of October as the new date for the 2017 election. Historically, governments were elected to a mandate of no more than five years. In order to facilitate four-year fixed-terms with fall elections, a fourand-a-half-year mandate for the next government is both reasonable and fair. We owe it to British Columbians to address this issue. Let’s put partisanship aside and make the change now, in advance of the May election. This is the fairest time to change future election dates, because it negates any criticism that the date is being moved by the governing party for selfish reasons.

We respectfully ask you to lobby your leadership to change the fixed election date law in this session by bringing the issue up in your caucus and asserting your right as MLAs to shape the agenda of the legislature. Let’s do the right thing so we can assure British Columbians that after the May 14th election their government will always operate on a budget that has met the test of Opposition scrutiny and a vote in the Legislature. Councillor should do only one job

iT wAs announced last week

that Surrey Coun. Marvin Hunt will be running in the provincial election for the Liberals in SurreyPanorama. With a relatively good chance of him winning the riding, he was posed the question: Will there be a byelection called for his seat? His immediate reaction? Not necessarily. Hunt stated that he’s open to sitting as both a councillor and MLA at the same time. The decision to call a byelection, he said, rested with council. In other words, his colleagues should choose whether he can hold two jobs at once. Why hasn’t this caused any outrage? Hunt has essentially suggested that he will double dip, with two jobs at two levels of government simultaneously. Despite his commitment to give his council salary to charity, there’s a much bigger concern: conflict of interest. There are huge opportunities for conflict of interest on both sides of the table. The only way to reduce these conflicts would be to sit out on a large amount of decision making and discussions in both Surrey and Victoria. By choosing to stay in both jobs, he will end up comprising his duty to serve either properly. Leaving his seat empty in January 2014, as per his suggestion,

causes additional problems. It would leave council’s decisionmaking process crippled. With Hunt, there are nine votes on council. Without him, council could face any number of tie votes, which would defeat any number of motions. Leaving his seat empty does a disservice to Surrey citizens who elected him. If Hunt wins in Surrey-Panorma, holding a byelection this summer would be a sound decision. The next municipal election is not until November 2014, over 20 months away. It has been stated that a by-election would be costly, but that’s the price of democracy. It would certainly be cheaper and more convenient if we had a dictator or king make the decisions, but we live in a society where we choose our future and our leaders. That process takes time and costs money but it represents the principle of self-government. We should not abdicate that principle to save a few dollars. Marvin Hunt needs to commit to leaving council if elected to the legislature and support a municipal byelection to choose his replacement.

A warning to check Human rights issue those toll charges This is another reminder to all drivers that use the Port Mann Bridge to

check all toll charges. After reviewing my current statement, I noticed that my last two crossings (one on Feb. 4 and one on Feb. 7, both eastbound) were charged as a “medium vehicle” (cube van or car with trailer). As I have never crossed with either, these charges are incorrect and I know have to waste time to get this matter addressed. Also, to my dismay, I am unable to sign up for a Treo account as I am not willing to give them pre-authorized credit or debit information. I don’t understand why they require this when the Golden Ears Bridge doesn’t require this. I have no problems paying on time once I am able to review a statement first before paying, however the above mentioned is exactly why I refused to allow them to automatically charge my credit card. This is in response to a letter from Ullrich Fischer on Feb. 7. The writer says that abortion is “a matter for a woman and a doctor.’’ It has always been my understanding that a doctor studies and is trained for saving lives – not taking lives. It is a human right to be born. When a pet owner mistreats his or her pet, even though they own it, they can be charged for cruelty and in extreme cases receive a jail sentence. This applies to all of us in regard to cruelty and with any animal. Animals have rights and should be protected. But this also applies to humans – born or unborn. A fetus belongs to the mother

but that doesn’t mean she can take this young life away. Protecting the unborn is not just a religious issue, it is a human rights issue. And the Bible teaches us that we are to love each other as we love ourselves. This includes the unborn, our neighbours, etc., and also those who had at one time an abortion. Furthermore, there are various groups who are willing to assist pregnant teens or women who need help in perhaps what is a difficult time. What about North Surrey schools?

Two new high schools to address

overcrowding have been proposed in Clayton Heights and Grandview Heights, Surrey’s newest greenfield development areas. These new schools, after all land acquisition and construction costs, will cost the city and the province more than $100 million. Putting $100 million into Clayton Heights and Grandview Heights and $0 into North Surrey is unacceptable. Schools in North Surrey face overcrowding problems too; in particular, students at North Surrey Secondary School (NSSS) face a very irregular five-block schedule. Grade 11 and 12 students attend for all five blocks, are forced to wake up as early as 6:30 a.m. just to arrive by 7:30 a.m., and are not out of school until 3:30 p.m. This bell schedule manipulates natural young adult tendencies that discourage waking up early. For others, it manipulates regular meal schedules. Grade 8 and 9 students who attend for the latter four blocks have just one class between their breakfast and their lunch break. This is happening because NSSS faces no other choice, and because addressing existing problems is apparently less of a priority for Mayor Dianne Watts and council. I recently heard that the Newton Town Centre revitalization plan may remain delayed for at least another decade. Meanwhile, greenfield growth will be adding to problems being faced by Newton residents, especially students. Surrey can’t keep prioritizing greenfield over infill and building greenfield before infrastructure; it is simply unsustainable for everyone. Infrastructure spending needs to increase; there should be no pride in having the lowest tax rates in Metro Vancouver if the resulting spending limits and infrastructure shortages are turning into problems for everyone in the city. Inquest set in shooting by Tracy Holmes

AN iNqueSt into the death of a 23-year-old who was shot two years ago by police responding to a domestic disturbance in Crescent Beach will be held in July, B.C. Coroners Service has announced. Brendon Samuel Beddow, a Surrey resident, died March 23, 2011 after police were dispatched to the 3000-block of McBride Avenue. A witness said at the time that he heard police say, “Drop it!” and saw a young man with a gun in his hand. The man was swearing at police and then fired his gun, the witness said. Police fired back. A Vancouver Police Department investigation into the fatal shooting cleared the officers involved of criminal wrongdoing. In the July 15-19 inquest, coroner Margaret Janzen and a jury will hear evidence to determine the facts surrounding Beddow’s death. They cannot, by law, make any findings of legal responsibility, but may make recommendations aimed at preventing deaths under similar circumstances in the future.

The college calls that a drain on limited health care dollars and says drugs that are never used by the intended patient may be abused by others or diverted to the illegal drug trade.

The initial cuts at Customs and Border Protection (CBP) are already resulting in reports of longer processing lines at some U.S. airports. CBP officials predict waits up to 50 per cent longer at major airports – four hours or longer at peak times – and a doubling of peak waits to five hours or more at the busiest land crossings. “Travellers should adjust their trip itineraries to account for unexpected delays,” the department warned in a statement. The longest southbound lines at Lower Mainland crossings are weekend mornings and they could get much longer because the use of overtime is now banned. “They hold shifts over longer or call shifts in earlier to keep as many lines open as possible – that won’t be happening,” said Ken Oplinger, president of the Bellingham/ Whatcom Chamber of Commerce. “We’re thinking it could add an extra 15 to 30 minutes onto the regular lines.” Nexus card holders should continue to get speedy clearance but new applicants face longer approval times due to an expected surge in demand. Truckers are also being warned they face significant delays at the borders in the weeks ahead if the U.S. budget impasse continues. B.C. Trucking Association vice-president Trace Acres said major impacts aren’t expected for the first 30 days, as affected U.S. border staff are getting one month notice. “It is definitely a concern,” Acres said, estimating 300 of the association’s 450 members haul cargo across the border.

Recovering addicts evicted from the North Delta Inn VisionQuest rents two more houses in Surrey

ering addicts being forced out of the North Delta Inn last Friday. “I’m sorry they couldn’t stay there,” says O’Rourke, the executive director of VisionQuest Recovery Society, which has operated in the Lower Mainland and Fraser Valley since 1995. On March 1, they were evicted by Delta bylaw officers from the third floor of the hotel, where they had resided since the beginning of February.

Officials made the move citing an infraction of a city zoning bylaw. “We have to deal with the laws that we have,” Mayor Lois Jackson told The Leader last Wednesday. The clients, all under court order to remain sober and keep out of trouble, have since been relocated to two rented homes in Surrey, which O’Rourke hopes will be a temporary measure. He is currently seeking a larger recovery centre to augment or replace some of the 12 houses

that VisionQuest currently rents in Surrey, Langley and Abbotsford. VisionQuest has 128 clients in its recovery program, and claims a clean-and-sober record of 35.1 per cent after one year. O’Rourke says his no-nonsense recovery program is endorsed by the courts and RCMP as a way of keeping criminals off drugs and alcohol, and had received its share of support from the community in Delta over the past month. bjoseph@surreyleader.com

The new process makes synthetic fuels from the heavy tar left over from conventional oil refining, instead of extracting the carbon as petroleum coke as is done in Alberta and elsewhere. Black said in an interview there are currently four other heavy oil refineries under

construction around the world, two in Africa and two in Saudi Arabia. All are about the same scale as his proposed Kitimat Clean plant, processing about 400,000 barrels per day of heavy oil using “cokers” that extract the coal-like byproduct. A refinery of that size would fill 100 rail cars per day with petroleum coke, which is typically burned for metal production and contains sulphur as well as simi-

Valley West Hawks to face Okanagan Rockets in Kelowna

Two one-sided wins to close out

the regular season couldn’t lift the Valley West Hawks out of sixth place in the BC Hockey Major Midget League. The Hawks stopped the South Island Royals 5-2 and 8-3 in a pair of games last weekend at the Langley Events Centre, but the fifth-place Vancouver Canadians also won twice and remained three points up on Valley West after 40 games. The Hawks will now advance to face the Okanagan Rockets in the quarterfinal round of the provincial playoffs, after posting a 19-15-6 Rhett wilcox (won-lost-tied) record. The Rockets finished in third place at 26-8-6. All games in the best-of-three series will be played in Kelowna, where the Okanagan team has a record of 14-2-4. The first game is tomorrow (Friday), with the second set for Saturday. A deciding game, if necessary, will be played Sunday morning. Okanagan won three of four head-to-head meetings with the Hawks this season. The two rivals split a two-game series in Langley Oct. 13-14, with the Rockets winning the first game 7-6 before losing the second 3-1. The Rockets swept the games in Kelowna Dec. 15-16 by scores of 7-0 and 7-3. The Hawks had little with South Island in the two games last week. On Saturday, they led 2-0 and 3-1 at the period breaks. Surrey forwards Jake Fletcher and Rhett Wilcox tallied in the first period, and Matt Bradley of Surrey made it 3-0 with a power play goal in the second period.

Wilcox also had a pair of assists in the game to finish with three points. Eric Callegari of Langley also had a pair of helpers. In the rematch Sunday morning, South Island scored the game’s first

goal but were down 3-1 after 20 minutes with Surrey skaters Wilcox, Mitch Newsome and Darien Craighead netting the goals for the Hawks. Jakob Stukel of Cloverdale scored twice Pollock added one to up the difference to 6-1 after two periods. After the Royals started the session off with a pair of goals in a two-minute span, White Rock’s Matthew Cox and Addison Bazian

of Kamloops added goals for the Hawks in the third period to complete the scoring. Craighead and Cox collected four assists each. Luke Stripp of Surrey was in goal for both games. BLUE LINES: Wilcox finished as the team’s top scorer with 21 goals and 31 assists for 52 points in 40 regular season games. His goal total was second on the team behind Jakob Stukel’s 30.

A 64-48 win over the Quest Kermodes Thursday evening pushed the women’s team into the semifinal round Saturday, one win away from a medal. “Our goal was to win our first game and get a chance to play for a medal,” said Eagles head coach Dan Nayebzadeh. “We accomplished that goal. I’m really proud of the journey that our team took all year. We had trouble all year stringing wins together and in the end, our inexperience got the best of us.” Following their win over the Kermodes, Kwantlen lost 75-57 on Friday night to the first-place Capilano Blues, then fell 68-41 to the Douglas Royals in Saturday’s bronze medal match. Jessica Villadiego followed up her selection as a PACWEST second-team all-star with 14 points, five rebounds and four assists in the win over Quest, earning Player of the Game honours. Jeanneine Yngresso added 13 points and six rebounds while Samantha McPhail netted 12 points and snared 13 rebounds. Sara Karuth was the Player of the Game against Capilano, coming off the bench to net 15 points and collect 11 rebounds. Against the Royals in the bronze medal game, AmberLee Kavanagh landed the Player of the Game award with 13 points, four rebounds and one assist.

Twenty ‘human books’ told their stories in one-on-one conversations with participants. Innes, an acting captain, joined the Surrey Fire Department in 1992 when there were no female firefighters in the Lower Mainland.

VANCITY CREDIT UNION has dedicated a $10,000 community project grant to maintenance and construction of boardwalks in the Delta Nature Reserve. The grant was awarded to the Burns Bog Conservation Society, which maintains the facilities in the reserve. The boardwalks host more than 50,000 visitors annually. Praveen Sidhu, Senior Branch Manager of Vancity Branch #19 North Delta, met with the Society’s president Eliza Olson to award the funds and spoke to affirm Vancity’s commitment to Burns Bog, a relationship that goes back more than a decade. The credit union has made signifi-

cant contributions over the years to help the Society keep the Delta Nature Reserve open to the public. Vancity has also sponsored education programs and resources related to Burns Bog.
