Committee appointed to recommend pay rates for councillors, mayor by Steve Dills Sylvan Lake News
How they get paid became a topic of debate for town councillors again when they were asked to name members to a citizen committee on the subject at Monday night’s meeting. Among those was whether the town’s mayor should be paid based on a full-time position instead of parttime. Currently the mayor is paid an honorarium of $2,494 per month while councillors receive $1,157 per month. As well they receive $240 for full-day meetings, $120 for half-day meetings and $50 for council sanctioned meetings. They are also entitled to a benefits package which includes life insurance, health and dental coverage and accident and serious illness coverage similar to what’s provided to town staff. Councillor Laverne Asselstine questioned what’s covered in the
monthly honorarium, and suggested a straight-forward formula, similar to what was recently adopted by the City of Lacombe, where there’s one fee that includes all council work and it doesn’t vary from month-to-month based on the number and type of meetings a person attends. He asked that the committee consider compensation for fuel costs for in-town travel and providing internet access to councillors. The question of a penalty for those not attending council meetings was also raised. Mayor Susan Samson spoke against a penalty. “I don’t feel in my two terms it was misused. I have not seen anyone not show up because of lack of interest or it didn’t fit their schedule. People around the table have different lives going on behind the scenes,” she said, adding she doesn’t expect people gainfully employed to take on daytime meetings. “We have to be respectful if we
want people to sit around this table, that they can go to work.” Certain boards and committees that councillors sit on are not included in the list, stated Councillor Dale Plante, noting it should be revised. “I hope the committee will look at what point we need a more full-time or in-depth commitment from the mayor,” he added. “It’s legitimate to look and see the workload.” Mayor Susan Samson countered that they shouldn’t look at the workload she’s undertaken because that has been a personal choice. “It’s not a fulltime job,” she said. “I think statistics will show communities our size don’t have a full-time mayor.” However, Councillor Sean McIntyre argued, “I think our size as a town and the regional aspect, the mayor should be expected to serve full-time. As a policy the mayor should be accessible and the wage paid for the mayor’s position shouldn’t be limiting. The time has come for
Sylvan Lake to make that consideration … Without a full-time mayor we limit the capacity of those who could serve the community because of the pay.” Yet Samson took the opposite opinion. By requiring a full-time mayor, she felt the town could lose some qualified candidates who are working. “For me it’s not about pay, it’s about capacity,” countered McIntyre. “I don’t think the mayor’s position should be limited to people who are wealthy or retired. There are many people out there who don’t fit into those categories but would be good people.” Betty Osmond, the town’s chief administrative officer, suggested councillors submit lists of things that need to be considered and they would be passed on to the citizen committee. “I sometimes wonder if the complexities we’re talking about are beyond the expertise of a committee,”
stated Asselstine. “Maybe we should seek professional help … I sometimes wonder if a citizen committee is the right avenue.” Current town policy states a committee should be formed to make recommendations in every election year based on criteria outlined. Following discussion, councillors named Lani Rouillard, Karen Herbst, Neil Evans, Lynda Fiedler and Teresa Borrowman to the committee. According to the town’s latest audited financial Mayor Susan Samson received salary of $25,941 and benefits and allowances of $12,970 for a total of $38,911 in 2011. Councillor Graham Parsons was the lowest paid councillor in 2011 with salary of $10,553 and benefits and allowances of $5,276 for a total of $15,829 while Asselstine was at the top of the list with salary of $13,340 and benefits and allowances of $6,670 for a total of $20,010. Members and friends of Memorial Presbyterian Church came together to celebrate their multi-cultural heritage on Sunday. As many as 19 different countries were represented among approximately 100 attendees at the sixth annual worship service, called International Sunday. Many wore traditional costumes and had created a special box to represent their country for our “Wall of Nations”. A large display of articles from around the world was assembled throughout the church to add to the festivities. Highlights of the service included special music by Sylvia Morison (piper) who led processionals at the
beginning and the end of the service. Michael McLetchie read a Psalm (O God of Bethel) and Marion McLetchie played the Bodhran during our praise music. In addition, a touching duet was sung by June Pearson and Rev. Jin Woo Kim. During the children’s time, many of the congregation helped to build our “Wall of Nations” as we sang: “For I’m building a people of Power”. Although chaotic at times, this was a joyful service and involved fun for everyone in the congregation. Following our energetic worship, we all enjoyed a potluck dinner with a wonderful array of traditional foods from the various countries. Our thanks to the many people who helped organize this event and to all who participated with such enthusiasm!

Shipment of oilfield equipment successfully beat deteriorating conditions by Steve Dills Sylvan Lake News
A closing “window of opportunity” meant a scramble for workers at E & M Oilfield Services just north of Sylvan Lake in late February. Then as a blizzard blew through the area Mar. 3, and blowing snow limited visibility at times, they were busy loading huge pieces of equipment on specialized trucks for transportation to the Fox Creek area. Owner Ernie Jacobson explained that his crews worked 24 hours a day leading up to the move. “The weather affects us so much, if we’d missed the window of opportunity we couldn’t move until July.” They managed to successfully move two of three loads last week and get the equipment situated on the site so work can continue on tying it into other infrastructure during break-up. Shipped were a 150 ton high pressure horizontal separator on a 17x32 foot skid and a 60 ton low pressure inlet separator on a 22x42 foot skid. The two separators were supposed to have buildings on them but they ran out of time to do it at the Sylvan Lake shop. That work will be done on site. “We can’t turn a wheel unless Fortis is here for power line lifts,” said Jacobson while supervising the loading. “Going through towns along the route some of the signal lights have to be swung out of the way.” The initial move, which got going Mar. 4, involved 11 pilot trucks. The loads were moved by Premay on two 64 wheel trucks which measured 139
feet long. To load the trailers, LPS Crane Services from Red Deer was utilized with three cranes. Before loading, the equipment was shrink wrapped by Cratex, out of Edmonton, to protect it from the weather. With the trucks, trailers, cranes and equipment needed to get the equipment moved, Jacobson suggested there was $5 million worth of iron involved. Besides weather, the possibility of road bans was pressing. Bans went on in some areas last Friday. “To make a move like this takes a tremendous amount of planning … we just made it. “Last week we moved so much equipment because of the mud, we had to get it in. “Once on-site we can work on it right through break-up.” Jacobson explained, “We work hard to get the equipment on-site then people can keep on working. “It eliminates the shut down period. If we’d missed the window all those people would be unemployed until after spring break-up. That’s why I was

Budget includes increased taxes for everyone - but politicians don’t admit that Across Alberta people from every sector of the economy are re-evaluating their futures as the provincial government’s budget cuts a wide swatch increasing costs for many — yet these Conservative politicians brag they didn’t increase taxes. “It does not introduce any new taxes or tax increases,” specifically states a government news release. That’s so much hooey. They did increase taxes — and for virtually everybody — although not in fair or equitable ways. At the same time, the document released last Thursday crushes the dreams of many residents who have contributed so much to the growth and prosperity of our province. And they’ve shifted the blame to municipal governments, to bare the brunt of some of their slashing. Seniors will be hard hit when they get their property tax bills late this spring. The Seniors School Property Tax Assistance program is one that shielded seniors from annual increases in the education portion of their municipal property tax bill. This year the program will only be available for certain seniors whose income is below a threshold. So almost immediately those who have saved judiciously over the years and are making too much from their investments, will be hit with a tax increase. The program is ending alto-
gether in 2014 so every single senior who owns residential property in Alberta and has taken advantage of the program will be hit with a tax increase next year. There’s hope though for seniors in dire straights. “A new Seniors Property Tax Deferral Program will be implemented for all eligible seniors who own homes, including those most in need, so they can keep money in their pockets by deferring taxes until they sell their homes.” This is their solution to eliminating the assistance program. To loan seniors money on the security of their homes. According to information provided to Sylvan Lake councillors Monday night, property tax bills could increase for everyone. “A new policy for determining the property tax requisition has been implemented. The amount of revenue to be collected (or the requisition amount) will now be based on 32 per cent of total operating expense of the education system,” wrote Betty Osmond, the town’s chief administrative officer, in her report. “The province stated that this will provide a clear link between the revenue collected and the education service provided …” “The concern for municipalities is that education costs have traditionally grown at a relatively fast past. As a result, this policy leads to an even more rapid escalation of the

province’s municipal requisition and therefore a greater invasion of the municipal tax base,” her report continued, noting information she supplied has primarily come from a document put together by the Alberta Urban Municipalities Association. Local councillors are ever cognizant of how they set property tax rates because they’re closest to the grassroots and feel the wrath of residents and businesses quicker and more forcefully than politicians at other levels. It’s not just seniors who will be affected. Everyone paying property tax will be touched by our province’s changes — particularly if we call for a better education system. That’s likely to happen as Education Minister Jeff Johnson said, in a news release, “The fiscal reality is that many school boards will see fewer operating dollars this year compared to last year, and we will all need to work together to make sure kids aren’t impacted in a negative way.” At the post-secondary level shock waves are emanating from those institutions of higher learning due to a three per cent cut to base funding. Thomas Lukaszuk is quoted
that while serious he is confident large savings are to be found in closer co-operation among the 26 colleges and universities. Education is a cornerstone to a vibrant economy but not, it appears, where this government is concerned. The Student Temporary Employment Program (STEP) will be suspended indefinitely, noted Osmond. The impact to the town’s budget is $8,800 which will have to be found elsewhere if the town proceeds with hiring students for summer work. That’s not much but then how many other local organizations are affected. It’s those organizations who are also affected in other ways. “Grants to other community entities (non-municipal) will fall by almost 20 per cent,” Osmond noted. The Community Spirit Program has been eliminated. We know of at least one local group which has benefited from this unique program started during Premier Ed Stelmach’s reign. It provided grants to non-profit and charitable organizations based on how much they collected from individual donors. The idea was to encourage more charitable giving by residents and to support the projects those residents supported. Another hit for many in the recreation and culture sector is reductions to the Community Facility Enhancement Program (CFEP) which allowed local
groups to apply for money generated from provincial lotteries to create or enhance facilities. The latest Sylvan recipient of this was Lakeview Optimists who contributed their $125,000 grant for construction of the town’s skate park. Getting back to the old adage “there’s nothing certain in life but death and taxes” we see in an Alberta Liberals release that a ‘death tax’ has been introduced. The only good thing to come out of the budget, in our mind, is that the government will stop robbing the Alberta Heritage Savings Trust Fund to pay for its operations. “Income from the Heritage Savings Trust Fund will be retained in increasing portions, ultimately retaining 100 per cent of income by 201617,” according to a government news release. How often have we called for a stop to the process of taking income from this fund to the extent it hasn’t grown in decades? Too many times. What this budget does however, in our mind, is widen the gap between the ideological leanings of the Conservatives and the Wildrose on the right and the Liberals and New Democrats on the left. We suspect we’ll see more people shifting support to the left than right as the true impact of the government’s slashing is felt.

Members of Sylvan Lake Special Needs Support Group, unhappy with the lack of support being given to them by the provincial government’s Persons with Developmental Disabilities program (PDD), met Sunday evening to address the situation. “Many parents and caregivers there expressed their concerns that they are not being recognized as caregivers for their family members by PDD,” said spokesperson Sandra McLeod. “Many of them are being turned down for services and hours for their sons and daughters, and families are not being told what services are available to them.” Innisfail-Sylvan Lake MLA Kerry Towle attended the meeting, which also hosted caregivers and parents from Blackfalds, Lacombe, Edmonton, Red Deer, Rimbey and Eckville. Towle will present the views expressed to Frank Oberle, associate minister of services for persons with disabilities, when the two meet next week.
“Nobody from the Human Services could or would attend, which was unfortunate after numerous tries,” said McLeod, who praised Towle for her insistence on attending the meeting. “She went above and beyond to get there.” Other items discussed at the meeting included the issues of low wages, staffing shortfalls and frequent high-volume turnover, inconsistent information given to families, the lack of qualified staff and training for staff, and inconsistent services that vary from one family to another. One Sylvan Lake mother expressed her frustration with staffing shortages. “One day you have staff, the next day you don’t and you may not get another aide for weeks or months,” she said. “This isn’t a project you can put on a shelf and forget about for weeks at a time. The group recently became an independent organization, and offers support, advocacy and information to families of those with special needs. “Originally, we were a wing of a provider, but we have pulled ourselves away and we are a standalone, independent entity,” said McLeod. “That way, we speak for all families from Central Alberta towns, we speak as one voice, and we don’t represent a provider. “We do not have a board and a chair and a structure like that. Public hearing set for licensing bylaw; escorts, agencies to be addressed later by Steve Dills Sylvan Lake News
References to escorts and escort agencies were removed from the town’s draft business licensing bylaw before it was given first reading at Monday night’s council meeting. Councillors were unanimous in their support for Councillor Sean McIntyre’s motion to ‘sever’ or remove the references and deal with those types of businesses as a separate issue at a later date. “Clearly the issue of licensing escorts and escort agencies is a complicated and touchy issue,” he said. “My idea is we still need more information that can be brought to council. This is overshadowing other issues within the bylaw.” “I agree with Councillor McIntyre,”
said Councillor Dale Plante. “I don’t personally support or endorse licensing of escort agencies but there are certain parameters of our jurisdiction … There’s no reason this can’t be separated from the business licensing bylaw.” Councillors supported McIntyre after retiring to a separate meeting room for an ‘in camera’ session which included RCMP S/ Sgt. Gary Rhodes and other town staff. A public hearing on the amended bylaw will take place at the Apr. 8 council meeting after notice has been advertising in the Sylvan Lake News and on the town’s website. At that time residents will have a chance to address council on provisions of the bylaw which still remain.
Mayor Susan Samson proposed the public hearing, which isn’t normal for this type of bylaw. “I suggest there’s quite a bit of public concern and public interest. There’s still concern about mobile vending and ‘not in my backyard’.” Other unique businesses highlighted in the bylaw with additional regulations include tourist homes, mobile vending, pawn shops, secondhand stores and buskers. The bylaw also prohibits the operation of rickshaws and pedicabs. Prior to making their decisions Monday, councillors were provided with an overview of the bylaw and the response to questions asked by McIntyre at a previous meeting. that “in terms of calls for service, an escort would be considered in the same category as any other citizen. The escort services are legal in Canada and so we would only have an interaction with one of their employees should they have a legitimate complaint and we would conduct an investigation as necessary.” He didn’t anticipate the RCMP needing additional resources or the cost to the town increasing. Selling as many boats as it does ensures the company is kept busy year-round. “We have a dealer in Grande Prairie, and we have a dealer in the Northwest Territories, so we build the dealers’ boats all throughout the winter, and then try to get some of our own on the ground,” he said. “For a shop of seven or eight guys, it’s steadily busy here all year round.” Currently being built at the company’s Erickson Crescent shop is a turbine-powered race boat, which Kipling said would be capable of reaching speeds of up to 150 miles per hour. The turbine engine in the $200,000 1,850-horsepower boat weighs only 350 pounds.

“The turbine thing is starting to really take storm,” he said. “It’s a lot more efficient costwise to build these things, and they last a lot longer than a lot of these high-dollar race engines we used to put in them. “These are 1955 turbines that we’re putting in these things, but they’re super efficient, powerful and really light.” Kipling said he frequently encourages potential clients to drop by the company’s shop to find out what makes Bratt boats different from those of
their competitors, and to test boats they may be interested in purchasing. Boats built by Bratt, he assured, are made with utmost attention to detail, and are crafted in a way that prioritizes safety. “We build the aluminum jet boats from start to finish right here,” he said. “Boats are getting faster and faster, and we’re trying to get them safer at those fast speeds as far as predictability and handling. “We just came out with a whole new tunnel design and it seems

Important changes to garbage collection are coming!
What changes? The town will be switching to automated garbage collection. What this means is that the new garbage truck will reach and lift the container into the truck with little physical effort from the operator. Existing residents will be supplied a new, large garbage receptacle at no charge which is capable of holding at least 3 regular garbage bags. Why? The new automated method of collecting is efficient, reduces litter, and greatly reduces the risk of injury to our staff. When? The program is expected to be launched in late summer or early winter of 2013. Will my collection day change? Due to the growth of the town, some residents will see their garbage collection day change. Does this change affect green box or yard/kitchen waste collection? No, your recyclables and yard/kitchen waste will continue to be collected as is. Green box containers are supplied by the town while yard/kitchen waste containers, or biodegradable bags, are supplied by the residents. How do I find out more information? Preparations to host about 6,500 Scouts and support staff at Camp Woods this summer received a boost Tuesday when Wetaskiwin MP Blaine Calkins announced an investment of $53,350.
The money, provided under the federal government’s Community Infrastructure Improvement Fund, will support upgrades to the water system and internal roads at the Scouts Canada facility west of Sylvan Lake. Calkins, in making the announcement at the

camp, said “facilities such as Camp Woods are the foundation of our communities”. The government’s investment in the camp will enhance the visitor experience and allow the camp to grow. “These kinds of facilities create life long memories and friendships,” he added.
John Witham, Deputy Council Commissioner for Northern Lights Council, said the funding “is critical to development of the site to get ready for the jamboree”. Camp Woods is hosting the 12th Canadian Scout Jamboree July 6-13. Funds will be used for
two projects. The first is to improve the water system by burying some of the current aboveground lines, as well as installing new lines in the western portion where most of the jamboree participants will camp this summer, and installing new pumps to double the pumping capacity of the wells. The second portion of the money is devoted to upgrading about 2.5 kilometres of internal roads, mainly at the west end of the camp where the main entrance for the jamboree will be, looping down along the waterfront and back up to the midway entrance to the camp. “The funding is very important to the organization,” said Witham. “We expect it will help us deliver year-round use of the camp.” He’d earlier said one of their plans to to “offer a four season program”. Camp Woods has been owned by Scouts Canada since about 1934 and provides a range of services, said Witham. There are three ‘villages’ with lodges and a number of cabins as well as a general purpose building. The camp includes a challenge course, orienteering, pioneering, nature study possibilities and a beachfront with access to canoeing and kayaking.

Man airlifted following early morning snowmobile crash

Alcohol is believed to be a factor in a snowmobile crash south of Bentley early Saturday morning. RCMP Cpl. Kevin Halwa reported a 23 year old Thorsby man was transported to
the Royal Alexander Hospital in Edmonton by STARS air ambulance with serious spinal cord injuries after he hit a snow ridge along a service road in a farm field. Emergency crews were called, at approximately 1 a.m., by two family members who were operating their own snowmobiles with the man at the time of the

collision in a field east of Range Road 1-1 and north of Township Road 40-0. Both family members who were with the victim at the time of the collision have been charged with refusing to provide a breath sample, according to Halwa. Names of those involved are not being released by RCMP at this time.

Zombies
- The darkened halls of École Mother Teresa School reverberated with the excitement of over 160 young people last Friday evening as they explored to find Jesus during a game of Zombie Apocalypse. The youth groups of Sylvan Lake Alliance Community Church and Our Lady of the Assumption Catholic Church get together about twice a year, said Anton Locke, a teacher at Mother Teresa. Besides the game, the young people enjoyed a talk about Biblical messages by John Haazen, youth pastor at the Alliance Church, followed by music and pizza. “The goal of the game is similar to the goal you have in life — to find Jesus and stay with him,” said Locke while explaining the rules. But they have to avoid the Anti-Christ. The job of the Anti-Christ is “to deceive people and lead people astray and imitate Jesus.” His touch turns people into Zombies then their touch creates more Zombies. “Zombies are the key to the game. When you are a Zombie your role is to make the game as creepy as possible for the other people by doing your best Zombie impression.” Zombies weren’t able to talk either, just moan the word ‘brain’. - Sylvan Lake Mayor Susan Samson became the latest recipient of the Queen Elizabeth II Diamond Jubilee Medal when Red Deer MP Earl Dreeshen presented it to her at Monday night’s council meeting. He noted it was fitting the presentation was made on Commonwealth Day since the medal recognizes “the incredible milestone” of Queen Elizabeth’s 60 year reign. Samson’s nomination for the medal was made through the Federation of Canadian Municipalities, said Dreeshen, noting the presentation is an opportunity to recognize Canadians from coast to coast to coast for their contributions to country and communities. Samson is “a very worthy and well deserving individual” who is being recognized “for tireless efforts to making her community a great place to live,” he said. Samson replied that she it was “a tremendous honour, I’m extremely humbled and grateful”. She added that it wouldn’t be possible without the support of council, administration and her family. “It’s a team medal I will wear in on your behalf.” STEVE DILLS
Recognizing Sylvan Lakers who are leaders in being green is the purpose behind a new town initiative. The Green Certification initiative offers residents, businesses, non-profit organizations and schools and opportunity to celebrate and get some acknowledgement for all they do to promote environmentally friendly practises, according to a town news release from Joanne Gaudet. “As a lakeside community it is not enough to be stewards of the lake, we must respect
and protect all aspects of our environment,” said Mayor Susan Samson who helped create the initiative. “The G re e n Certification Program will recognize our citizens who are leaders in being green and setting a high standard.” The idea is to keep it simple. “While becoming Green Certified is easy, the impact we can make is big!” the release stated. “A certificate will be presented to all those who successfully meet Green Certificate standards.” The town hopes to see these certificates proudly displayed in homes and businesses

Three swimmers from Sylvan Lake Nauticals travelled to Calgary with Coach Trevor Burns to participate in the 2013 Speedo Age Group Provincial Championship swim meet, Mar. 1-3. It was an exceptional meet and many milestones were achieved. Elizabeth Moore (11) competed in the 11-12 year old age group and had a amazing weekend. She competed in seven races earning herself two silver medals and a bronze medal. Elizabeth qualified for six ‘A’ finals (which were the top eight finishers) and one ‘B’ final (which were the top 9-16 swimmers in prelims). She achieved her silver medals in the 50m and 200m breaststroke and the bronze medal in 100m breaststroke race. Elizabeth earned a 13 year old national time standard in 50m breaststroke, swimming a 36.13 race and a top 10 youth recognition award for her 100m breaststroke swim. She continued on with a strong finish placing fifth in 200m Individual Medley, seventh in 200m backstroke, eighth in 100m butterfly (getting a 13 year old ‘A’ time), and tenth in 100m backstroke (getting a 14 year old ‘A’ time). In all seven of her races she got
personal best times and broke all seven of the club records. Elizabeth also qualified for the North vs. South dual swim camp and swim meet on the weekend of May 11-12. Way to go! Amber Carson (14) had a fantastic weekend competing in the 13-14 year old age group. She swam her way to a bronze medal in 200m butterfly, taking off over two seconds to also achieve a new personal best and club record. In 100m butterfly, Amber achieved a Western time standard smashing her previous time and getting another personal best time and a club record. Amber also swam the 50m butterfly placing ninth (getting a Senior ‘A’ time), and breaking the five minute mark in 400m freestyle finishing 16 lengths of the pool in 4:57.63. Amber got personal best times and set club records in 50m, 100m, and lastly she swam the 50m backstroke and got a personal best time. Great Job! Michael Carson (11) qualified the previous weekend at trials and joined the girls for his first provincial swim meet. He competed in the 11 and under age group in seven races. Michael swam the 50 and 100m backstroke, 50 and 100m butterfly, 50 and 100m freestyle and the 100m breaststroke and achieved a personal best time in his 50m backstroke. Good job!

New athletic society nearing establishment by Stuart Fullarton Sylvan Lake News
Work is nearing completion to form a new athletic society for the Sylvan Lake area. Five directors are needed to register as a society, and four of the positions have already been filled, according to Duane McBain, who’s spearheading the process. He hopes the process can be wrapped up soon, so area residents of all ages can have easier access to athletic development. “I’ve got most of the stuff written, it’s just finding volunteers and people to help with the workload,� he said. “I would really like to get our application in this spring, and get it done this summer.� The society, which has yet to be officially named, is described by McBain as a multisport program that will focus on enhancing athletes’ speed, conditioning and agility. Its existence, he said, would also help to establish a track and field organization in the area. “There are not as many kids that are participating in track and field, and it’s a shame. It’s the foundation of all sport,� said McBain, adding that having the society would it to be recognized by Athletics Alberta. “The whole focus of the athletic society is to drive the importance of fit for life, and this is a lifelong activity you want to engage in.� McBain previously competed at a high level of track and field, and now coaches lacrosse. By talking to parents of his players as well as other people in the community, he was given an insight into the need for an athletic society in town. “People have seen the need for it and commented that it would be nice to have something that kind of filled the gaps between one sport to another, and something that was a little more continuous throughout the year. “Down the road, I could foresee more tournaments taking place here, and I can see a track and field event taking place here. Good summer programs for athletic development are another thing to offer.� According to McBain, an athletic society at H. J. Cody School in Sylvan Lake is currently the only one in the area, and he would like to see one that is open to people of all ages. The new society, he assured, would not conflict with the one at H. J. Cody School. “The vision that I have is really to put more focus on athletics in Sylvan Lake. It’s definitely an initiative that I feel is necessary.� Although not confirmed, McBain said the society could encompass the area surrounding Sylvan Lake, including Eckville, Benalto and Bentley.
