During its Feb. 26 committee of the whole meeting, District of 100 Mile House councillors endorsed the Idle Free 100 Mile action plan. The Idle Free 100 Mile Campaign is a partnership between the District and the South Cariboo Sustainability Society. The purpose of the campaign is to encourage the public to shut off their automobile engines rather than sitting with the vehicle idling. The goal is to reduce greenhouse gas emissions. Idle Free 100 Mile will be officially launched at the beginning of May. The campaign will focus on newspaper and radio ads, featuring the dispelling common idling myths. Until then, the following activities are planned for March, April and May: • A utility bill insert will introduce the Idle Free 100 Mile campaign. • The District will post Idle Free Zone signs in key municipal-owned locations, including sani-station, the South Cariboo Visitor Centre, staff parking areas, Centennial Park parking lot, Martin Exeter Hall and The Lodge parking areas. • Businesses will be invited to voluntarily post Idle Free Zone signage. While there is no charge for the signs, there will be a limited number available. • The District will provide a staff awareness program. • An Idle Reduction Policy will be drafted and presented to council. • Public awareness will be provided through a press release and on the District’s website at www.100milehouse.com. • Launch the Idle Free 100 Mile campaign. • Have an advertising campaign from May through September.

Students challenge themselves

It’s science fair season and 100 Mile House Elementary School held its in-school competition for grades 4-7 recently. Students produced imaginative and well-done projects, which were displayed in the school gymnasium for guest judges to evaluate. The top 3 in each grade were awarded medals and several were chosen to compete at the 2013 District 27 Science Fair. In Grade 4 competition, the gold medal went to the team of Darlyssa Chrétien and Emilie Paterson for their project, “The Witness.” They were chosen to compete at the district fair. Silver medallists were Camille Barton and Maya Geerts for “Memory or Not?” The bronze went to Lucas Barton and Conner Giroux for “The War of Bacteria.” The gold medal for Grade 5 competition went to Ryan Balbirnie for “Washed Away,” and he also was given the opportunity to show at the district competition. Mia Weir won silver for “Rolling Balls,” and she moved

Workshops to boost investment-readiness

An economic development and investment readiness workshop for local government and First Nations officials was held in Chilliwack on Feb. 14. Sponsored by the Ministry of Jobs, Tourism and Skills Training, the full-day event was
part of a series of workshops that have been tailor-made to provide participants with training and tips specific to their community needs. The workshops have been designed for elected local government and First Nation officials and their staff. They will provide training related to a full range of economic development activities, includ-
ing attracting investment and supporting new and existing ventures. The workshops will be facilitated by the Economic Development Association of British Columbia. A first workshop for Cariboo regional leaders will be held in the Valley Room in 100 Mile House on March 18. It is a byinvitation-only event.
The workshops are part of an Enhanced Community Economic Support Initiative, which also includes an online suite of resources and tools that will be available this spring to assist communities in attracting business and investment. Council endorses Corporate Carbon Neutral Plan
On Feb. 5, District of 100 Mile House councillors received the Draft Corporate Carbon Neutral Plan and directed staff to bring back a list of achievable, costeffective opportunities to reduce corporate greenhouse gas (GHG) emissions. At the Feb. 26 committee of the whole meeting, staff provided council’s two options for consideration. Council could adopt the Corporate Carbon Neutral Plan, or implement the early opportunities identified in the “Recommendations” section of the plan. The recommendations includ-
ed: • Set energy consumption and GHG emission reduction targets. • Establish a municipal Green Team to launch in-house sustainability initiative and to develop annual implementation plans. • Conduct a policy review – idling policy and sustainability purchasing policy. • Undertake a staff awareness initiative, including staff engagement program, education, and suggestions. • Implement a departmental operational reporting structure to track successes. • Identify demonstration scale projects – solar hot water in

the society and suggested the directors submit a request letter to Appleby so she could apply for an infrastructure grant through the Western Community Foundation. “They read about what we were doing in the Free Press and then contacted us,” Reid says, adding they applied last year but didn’t get a grant, so the society was very pleased to get it this year. “They realized we’re trying to do some upgrades to the entrance door, which we estimat-
ed would cost between $3,500 and $5,000.” The society will replace the side door because people keep breaking in through it, he explains. “They busted it up so bad we can’t repair it anymore, so we had to nail it shut.” Meanwhile, Reid says the arena is getting more use all the time. “We’re getting lots of dogs, lots of archery and the horse people were a little slow coming back but they’re starting to come back now. Obviously, the

arena is needed because it’s covered and out of the snow. The British Columbia Conservation Foundation (BCCF), under contract to the Ministry of Forests, Lands and Natural Resource Operations, advises that commencing in December lake aerators will be in operation on: • Irish Lake • Skulow Lake • Higgins Lake • Simon Lake The purpose of the lake aeration program is to minimize fish mortality associated with reduced oxygen levels during the winter months on lakes at high risk. During periods of operation, the aerator units will create areas of open water and weak ice. The BCCF would like to remind residents to stay away from safety fencing placed around the aerators. Executives for global natural gas companies say British Columbia is well positioned to compete for Asia’s rising demand for new and cleaner energy supplies, although liquefied natural gas (LNG) export projects are still at least five years from loading the first ships. Industry and government representatives gathered in Vancouver’s new convention centre on Feb. 25 for a twoday conference on LNG development, and heard about efforts to keep ahead of numerous competing countries. Federal Natural Resources Minister Joe Oliver announced Canada’s largest LNG export permit so far to a joint venture of Shell Canada, Korea Gas, Mitsubishi and PetroChina International. The licence goes to LNG Canada Ltd., a consortium with an agreement to build export facilities on Haisla Nation terri-

tory near Kitimat. The B.C. Liberal government now expects at least five such export facilities to be built in the coming years. Oliver said attendance by global LNG producers and potential buyers is “a sign that B.C. is emerging as a major player in the global natural gas market,” with reserves equivalent to meeting Japan’s expected demand for the next 275 years. The conference heard from industry leaders about the threats as well as opportunities. Betsy Spomer, vicepresident of global business development for BG Group (formerly British Gas), said bringing pipelines across two mountain ranges from B.C.’s shale gas deposits in the northeast to the coast is a significant challenge. New gas supplies from East Africa and the United States are also on the horizon, but BG Group still expects that B.C. is positioned as “the new Australia”
in global LNG exports, Spomer said. She added colder weather in the Prince Rupert area gives B.C. an advantage over places like the Gulf of Mexico because gas needs to be compressed and chilled to low temperature for shipment. Luo Weizhong, vicepresident of China National Overseas Oil Company, said China needs LNG for environmental reasons, as well as to meet rising energy demand. Transport trucks in China are being converted from diesel to LNG, and the country is trying to replace coal power with cleaner alternatives to deal with huge air pollution problems. Anders Ekvall, an executive with Shell Canada, told the conference that natural gas represents the best chance to cut global greenhouse gas emissions in the short term. Shell is planning investments in B.C. as one of the few producers likely to survive in the global LNG competition, he noted.

BC Coroners Service urges proper preparation for backcountry outings Avalanche season is reaching its peak in British Columbia. The BC Coroners Service (BCCS) is encouraging all those going out into the backcountry – be it on skis, snowboards or snowmobiles – to take special care to ensure their own safety and that of others. The BCCS, working with the Canadian Avalanche Centre (CAC) and Emergency Management BC (EMBC), has found that over the past several winters, avalanche awareness has been improving. A higher proportion of backcountry users are carrying essential avalanche safety equipmenttransceivers, shovels and probes. Avalanche airbag packs are highly effective when worn/deployed properly (including the leg-strap). However, many people still have not taken enough training to use that equipment with maximum effectiveness. A person buried in an avalanche can suffocate in minutes – long before help can arrive – so the ability to perform quick and effective selfrescue and companion rescue is vital. Information about training courses is provided through the CAC. On the CAC website at www. avalanche.ca, you will find a basic online course, as well as information on introductory and advanced Avalanche Skills Training courses. This training is essential for anyone planning to venture into the backcountry in winter.

The 100 Mile & District Minor Hockey Association did a phenomenal job hosting the first ever Hockey for Anti-Bullying event at the South Cariboo Rec. Centre on March 6. It was a fun-filled evening with a positive message, says Denise Balbirnie who, along with Cara Bowen, coorganized the event. “The kids and parents had a great time supporting the event with three-on-three, crossice games under the pond hockey rules.” After the 30-minute hockey games, the team members got a free hotdog and drink sponsored by Canlan Ice Sports. The players also got an opportunity to test their skills with a radar gun set up for hardest shot and shot accuracy challenges. Balbirnie says she and Bowen were pleased with how the event came together. “There were lots of positive comments from coaches, players
