PRINCE RUPERT - Work on the Ridley Island Road, Rail and Utility Corridor kicked off with a groundbreaking ceremony on March 8. Phase 1 of the $90-million project includes the construction of an eight kilometre loop of five rail tracks, a two-lane road and port-owned hydro lines. The result will be opening up 400 hectares of industrial land on the island for projects like the Canpotex potash terminal and
BG Group LNG export terminal. “This isn’t just something for the people of Prince Rupert or the region, projects like this are critical for us as a province and as a nation. As trade with Asia grows, B.C. needs to lead the way,” said Minister of Infrastructure Mary Polak, noting competition is fierce among west coast ports. “This brings us into the realm of competition... This is one more way we see Prince Rupert as becoming the top of the chain.” Funding for the project came in the form of $30 million apiece
XX 20
from the Prince Rupert Port Authority and CN Rail and $15 million apiece from the provincial and federal governments. The 90 workers needed for the project, however, will be mostly comprised of First Nations from Lax Kw’alaams and Metlakatla. “This is huge for my people... We now have 16 members of our nation hired for this project and we will be looking for more,” said Lax Kw’alaams Mayor Garry Reece. “This is a huge day for all of the North Coast.”
Prince Rupert Port Authority president and CEO Don Krusel said the start of construction has been five years in the making, and work is expected to wrap-up next December on the vitally important project. “We often lose sight of the fact that we are building much more than rail and road, much more than terminals. We are building tools of trade... And it is through these tools of trade that our economy can advance,” he said. “We really are building trade and growing prosperity.”

Kitimat workers’ camp proponents hold an open house KITIMAT - PTI Group executives were in Kitimat for a second community open house to talk about their proposed work lodge just off from Kitimat’s downtown core. The event provided people the chance to catch up on the details of their proposal while also allowing PTI representatives to field questions from the public. Earlier questions included inquiries into the availability of health services for such a large facility. Sean Crockett, the company’s vice president of business development, noted that health services is a government responsibility, however their facilities do enable health services, and by that they mean their facility can be designed to reduce burdens in the emergency room. “We can create space for medical service contractors for physiotherapists, for doctors, for dentists, said Crockett. That said, he also pointed out that the workers aren’t coming
to Kitimat because of their lodge, but because of the other, major industrial projects being proposed. PTI Group director of business development Bob Greaves said that
they have been working with Northern Health in Kitimat to develop ways to provide health services on their site, such as allowing nurses to check blood pressure and provide diabetes support on
site. The company also answered questions relating opening their lodge to more public events. Crockett said it’s not necessarily the busi-
ness they’re in but “with the permission of the community, they could open up for special events such as hockey tournaments. But, “If that’s competing with a local ho-
telier’s business, we wouldn’t do that. Project legacies are still to be worked out but he mentioned possible future uses of their land to be converted to recreational uses such
as trails. Their core site though would likely be sold, as a fully serviced lot at the time they’re finished. But they wouldn’t leave behind an abandoned property, he said.

Gitga’at say they face all the risk as LNG is pushed through By Shaun Thomas THE NORTHERN CONNECTOR
HARTLEY BAY - LNG export projects are being moved forward without adequate consultation, according to the Gitga’at Nation of Hartley Bay. “For us to make an informed decision, we feel we need to have all of the information in front of us. Right now they are trying to rush the permits without important information like greenhouse gas emissions and emergency response... When we started to work on the first permit, another one popped up and then another. Then while we were working on those three in Kitimat, we got two more for projects in Prince Rupert. Magic to the outer limits with Outerbridge Submitted For The Northern connector
KITIMAT - Come and join the Kitimat Concert Association at the Mount Elizabeth Theatre for a magical adventure for all ages. Recognized as one of the most creative and dynamic shows of its kind, critics have hailed Ted and Marion Outerbridge as “the most successful magicians in Canada” (Montreal Gazette) and “champions of magic” (Bergedorfer Zeitung, Hamburg, Germany). As the largest and most successful touring illusion show in the country, it has received both the 2011 Award of Excellence from Ontario Contact and the 2010 Touring Artist of the Year award from the B.C. Touring Council. The upcoming Kitimat show, called Outerbridge – Clockwork Mysteries, takes its audience on a bizarre and fascinating journey through time. Within seconds of taking the stage, the Outerbridges fuse their revolutionary illusions with split-second artistry to hold viewers spellbound. With the help of an elaborate Victorian time machine, the performers and specta-
tors travel back in time together. The audience is invited into a mysterious clock tower equipped with a variety of timekeeping devices. They become part of a race against time, experience time accelerating and slowing down, and participate in predicting the contents of a time capsule. Keeping their audience enthralled from the first astonishing illusion to the spectacular finale, the Outerbridges create an experience that far exceeds the expectations of every spectator. Performing professionally since 1982, Ted Outerbridge has been featured in theatres from coast to coast and on both sides of the Atlantic. He has set box office records with his tours Illusions, Magician Extraordinaire, Magical Moments in Time, and The Time Capsule Tour. Ted has done everything from consulting for the Cirque du Soleil, to creating the magic for the movie Switching Channels. He has made over 100 television appearances, from Much Music to The Discovery Channel’s Mystery Hunters, and on his own TV special Magic with Ted Outerbridge. Acclaimed for his innovative style,
Ted Outerbridge has been recognized by his peers, being named Stage Magician of the Year and winning the Tom Auburn Award for Magical Excellence. Marion studied dance at the State School for Dance in Arnhem, Holland and also received a scholarship to study in Moscow at the State School Lunatcharsky G.I.T.I.S. Marion has performed all over the world and is fluent in five languages. In 1993 she joined the “Ensemble National de Folklore les Sortileges” in Montreal, in 1998 she returned to Europe to work for the Salzburg State Theatre production of “Tango de Armor” as an assistant choreographer. She returned to Canada in 1999 and joined the “Ted Outerbridge Magician Extrodinaire” show. Marion has performed in numerous Canadian productions including “Nostalgie” and “Country 2000” and has been in films such as “The Whole Nine Yards” with Bruce Willis and “2001, A Space Travesty” with Leslie Nielson. The performance is on Friday, March 22 at the Mount Elizabeth Theatre. Doors open at 7:30, show starts at 8:00. Tickets are available at the door or at Hollywood Video.

Envision Financial has launched The Full Cupboard, a community program designed to raise food, funds and awareness for food banks throughout the Lower Mainland, Fraser Valley and Kitimat, including the Kitimat Food Bank. Tackle those scammers before they end up tackling you By Ursula Menke
THE NORTHERN CONNECTOR
OTTAWA - “This investment will give you high returns with little or no risk—guaranteed!” “Act now, tomorrow will be too late!” “Don’t tell anyone else—then everyone will know about this loophole!” If you have heard any of these sales pitches, you should beware. These are a few common signs of scams or other forms of fraud. In 2012, the Canadian Anti-Fraud Centre received nearly 39,000 complaints about mass marketing fraud, which cost Canadians over $53 million. In addition, 17,000 cases of identity fraud or identity theft cost victims more than $16 million. In many cases, victims are too embarrassed to report fraud or even tell their family and friends they’ve been scammed. This only makes it easier for fraudsters to operate. March is Fraud Prevention Month, and on March 12, “2 Good 2 B True” day, the Financial Consumer Agency of Canada (FCAC) will be
just one of several organizations to encourage Canadians to talk about their experiences with scams and fraud, and to share tips on recognizing, reporting and stopping it through social media, using #2Good2Btrue. Recognizing and reporting fraud and scams helps everyone, and learning how to spot a possible fraud is one of the most effective ways to keep us all safe. Tips to protect yourself To avoid becoming a victim of fraud: Don’t share personal information freely. Destroy documents with personal information. Keep your wallet or purse safe. Don’t carry ID you don’t need (such as your Social Insurance Number ). Lock your household mailbox if possible. Check your credit report once a year (you can order it for free). Make sure websites are secure before transmitting personal information. Delete emails that ask for personal information. Keep computer firewalls and spyware filters up to date. Keep your
computer passwords safe. Be skeptical—if an offer sounds too good to be true, it probably is! Save paper bank records for at least a year. If you find you have been scammed, report it—keeping it a secret only makes it easier for scammers to defraud more victims. File a report with your local police and advise all financial institutions and other companies where you have accounts, such as your phone or cable provider. Contact Canada’s two credit reporting agencies, and ask them to put a fraud alert on your file. Contact the Canadian Anti-Fraud Centre’s national call centre at 1-888-495-8501 or by email at info@antifraudcentre.ca. Write down the steps you take as you report the fraud. The best way to protect yourself against fraud is knowing how to prevent it. FCAC has developed a wide range of materials, including videos, tip clips, case studies, tip sheets and quizzes to help consumers learn to spot the red flags of identity
fraud, debit card fraud, credit card fraud, email and phone fraud and real estate fraud. The Online Fraud page includes tips on how to prevent identity theft and fraud when using public wireless
Internet access and social networking sites. There are also tips on spotting housing frauds and scams, employment fraud, investment fraud, payment scams and other kinds of financial fraud.

Port traffic up 53 per cent through two months By Shaun Thomas The Northern connector
PRINCE RUPERT Traffic through the Port of Prince Rupert continues to climb, jumping 53 per cent through the first two months of 2013 compared to 2012. There were 54 per cent more containers moving through Fairview Terminal this February than last, sitting at 47,627 TEUs. So far this year there have been 99,551 TEUs handled in Prince Rupert compared to 75,502 TEUs in the first two months of 2012. Imports through Prince Rupert were up 71 per cent this February and up 38 per cent year-to-date, while exports were up 36 per cent in February and are up 24 per cent so far this year. Tonnage through Ridley Terminals has skyrocketed 111 per cent in early 2013 compared to 2012, surpassing 1.69 million tonnes compared to just 800,227 tonnes in the first two months of 2012. In February RTI handled 878,782 tonnes of coal compared to 492,588 tonnes last year, an increase of 78 per cent. By far the largest jump in tonnage came from the export of raw logs. So far this year there have been 33,062 tonnes of logs sent from Prince Rupert compared to 11,568 tonnes last year,
an increase of 186 per cent. While Prince Rupert Grain tonnage fell by 15 per cent this February compared to last, so far this year the terminal has handled 930,293 tonnes compared to 822,244 tonnes last year – a difference of 13 per cent. All told, the Prince Rupert Port Authority handled 36 per cent more tonnage this February than last, and this year
Prince Rupert terminals have handled 3.65 million tonnes compared to 2.39 million tonnes last year. Another note of interest from the monthly stats shows that 25 per cent more passengers have disembarked from the Alaska Marine Highway in Prince Rupert than last year. Passenger traffic on BC Ferries, meanwhile remained equal to the first two months of 2012.

Slow poke trains bother MP By Staff Reporter
THE NORTHERN CONNECTOR
PET OF THE WEEK
TERRACE - NDP MP Nathan Cullen wants the federal government to start fining CN for blocking level crossings. “It’s not only a nuisance for folks who are trying to get to work or make an appointment on time,” said Cullen of trains blocking level crossings. “It’s becoming a safety hazard, because we’ve heard reports of people who get fed up after waiting thirty minutes or an hour, and they get out of their cars and
walk between rail cars to get across. And it’s an even more serious hazard if there’s an emergency situation, and a freight train is blocking the only road in or out.” Cullen said legislation sets out fines that could run as high as $100,000 should trains block crossings for more than five minutes. “But we’ve seen a failure to act by CN, and a lack of enforcement from the government. The [transportation] minister has to realize that the safety and mobility of our communities is at stake, and it’s
time they start enforcing the rules, and looking at new infrastructure options like new overpasses to increase access and safety.” Rail traffic along the CN main line has been increasing steadily with the opening of a new container port in Prince Rupert and the growth
of commodity exports. CN has been spending heavily to build sidings along its rail line to handle more and longer trains but that work has yet to be matched by constructing overpasses. Cullen did say that the issue is not entirely new but that CN is ignoring public frustrations.

PRINCE RUPERT - The North Coast Transition Society celebrated International Women’s Day by holding a grand opening ceremony for its new facility. “There are many isTreena Decker sues facing women in Prince Rupert area. Isolation, lack of access to services, especially for those living on reserves, poverty, violence, historical violence, the effects of residential schools, alcohol, drugs, disabilities and racism,” Treena Decker from the society said during a speech on March 8. The North Coast Transition Society is managing and operating the facility, which houses the 23-units in Eagles Landing, as well as spaces for the Blue Heron counselling and outreach programs the society offers. The society says they hope to close the gap of services to women and children with the opening of Eagles Landing, providing Prince Rupert and area women and children a residence to live in for up to two years when trying to flee domestic abuse. The housing gives tenants the time and support they need to stabilize their lives before moving on to more independent living. “Our goal is to provide a wide range of supports that assist people in achieving stability in their lives,” Decker said. “On one hand it’s unfortunate we need a facility like this, but we have to acknowledge the societal problem of violence against women and children,” North Coast MLA Gary Coons told the Prince Rupert Northern View. The society’s staff were applauded for their work with women and children in need, but admit they would be pleased to see an end of their positions. “We’re the only agency in town that wants to work ourselves out of a job,” Christine White, executive director of the North Coast Transition Society, said The facility meets the Leadership in Energy and Environmental Design (LEED), ensuring it’s environmentally safe, and will save on energy costs over time. The grand opening fit in with Canada’s International Women’s Day theme of engaging men to end violence against women, with plenty of men and women in attendance.

Tahltan, gov’t and Shell share in environmental award By Staff Reporter The Northern connector
TERRACE - The Tahltan Nation has shared an award with Shell Canada, two environmental groups and the provincial government for work done to preserve the Klappan area of northwestern B.C. The award from the Tides Canada environmental organization follows on a deal announced late last year for Shell to surrender its coalbed methane drilling and exploration tenure in the area called the Sacred Headwaters in return for $20 million in provincial royalty credits to develop a water recycling plant at a gas project in northeastern B.C. Forest Ethics and the Skeena Watershed Conservation Coalition of northwestern B.C. are the two environmental groups sharing the award. Annita McPhee, president of the Tahltan Central Council, accepted the award at an event held in Toronto March 6. The Klappan is the headwaters of three major northwestern B.C.
tides canada / the NORTHERN CONNECTOR
Tahltan Central Council president Annita McPhee with Tides Canada award. rivers, the Skeena, the Nass and the Stikine. The award was one of 10 presented by Tides Canada in its recognition of projects it says address environmental and social challenges. In accepting the award, McPhee said resource-based projects remain a worry on traditional Tahltan territory. “Shell Oil may be gone from our traditional lands, but new coal mining proposals are a major concern too,” said
McPhee. Fortune Minerals of London, Ontario has been trying for years to develop an anthracite coal mining project in the Klappan. And a company with Australian roots called Atrum recently bought out another company giving it metallurgical coal deposits in an area called the Groundhog, south of Fortune’s deposits in the Klappan. McPhee said Fortune’s plans call for an
open pit operation right in the middle of a Tahltan hunting camp area. “The Tahltan use that area year-round. There are cabins up there,” she said. A Fortune official has since said its mine plan doesn’t not include a tailings pond. McPhee said protection of water sources given that the Klappan is the headwaters for three rivers, is more than an aboriginal issue. “Really, it’s a humanity issue,” she said. Although McPhee said the Klappan model of governments working with resource companies for a mutuallyagreeable solution is a model that can be used world-wide, the Tahltan have yet to suggest it be followed with Fortune. “But we have been meeting with them. We met with them a couple months ago and we suggested they re-think their strategy.” And while the Tahltan have signed economic and social development agreements with AltaGas of Calgary for nearly $1 billion worth of run-of-river hydroelectric projects on its
traditional territory they have doubts about the planned Red Chris copper mine that’s also located on their traditional territory. The Red Chris mine, owned by Imperial Met-
als, has received federal and provincial environmental clearance but the Tahltan say they are worried about potential pollution of ground and surface water sources. “We’re going to

BC Lions spread a message of positivity By Naomi Kowal The Northern connector
PRINCE RUPERT - BC Lions’ players Angus Reid, Rolly Lambala, and J.R. LaRose visited Prince Rupert schools last week as part of their “Lion’s Pride” program, that aims to inspire children to follow their dreams and make positive choices. The Lion’s visited Pacific Coast School on March 5, where they talked about the challenges they faced in their life, and how they were able to overcome them. The first speaker, Lambala, who originated from the Congo, explained how he learned to have the ability to embrace change in order to achieve his goal of playing professional football. “I just want to encourage you guys to wherever you go in life, keep a positive attitude, be openminded, because change is not always bad,” he said. LaRose, who was born into a life of poverty with a drug-addicted mother, talked about how he had used the negativity from others to fuel the fire within through hard work and strong will. “If you want to create change, you have to create change with yourself. You have to believe in yourself before other people are going to believe in you,” he said. LaRose explained how, through making bad choices, he was only sabotaging himself, and learned not to blame others for the unfavourable experiences he had. After being cut from the team several times, he kept pushing on to pursue his dream of playing professional football. “Everybody wants to shine bright like a diamond, but nobody wants to get cut. A diamond comes from humble beginnings,” said LaRose. Finally, Reid told his story. It was the story of an underdog, who learned that hard work and dedication are the formula in achieving your goals. “How much you care about what you want to become is going to shape your future,” he said. “If you take care of all the things that are in your control, you’d be shocked at how much more is in control than you think.” Students were captivated by the three players, the messages they were able to get across were both motivational and inspiring. The students watching were enthralled with what the Lion’s had to say and listened respectfully, while some even shared their personal goals with the players afterward. Reid left the audience with an inspiring statement; “Don’t quit. Find out what it takes, and then do it…Getting what you want in life is not complicated. Life goes out to those who go out and get it,” he said.

Terrace industrial site placed on the market By Staff Reporter The Northern connector
TERRACE - One of the largest fullyserviced industrial locations in the area is back on the market. NSD Development Corp. has listed 40 acres of what was the former Skeena Cellulose/Terrace Lumber Company site which stretches along the 4900 Block of Keith from the old Shell bulk plant location west to Kenney. The ReMax listing places the cost of the property at $5.5 million. Garry Roth of NSD said it is prepared to sell the property as a whole or in whatever size may be wanted by a customer. There is one tenant on the property – concrete and aggregate company Lafarge is leasing approximately two acres. “If we were going to sell portions we would have to subdivide and we would be prepared to do that,” said Roth. He said the company will also entertain lease offers and that should it sell all or portions of the 40 acres, those tenants would go with the sale. NSD has hired local contractor Billabong to continue taking out footings and other foundation remnants from the main sawmill building and outbuildings. The property had been for sale be-
fore and was taken off the market but the area’s improving economic situation has NSD banking on renewed interest. The property does not have an environmental clean bill of health relating to its past industrial use but Roth said NSD has hired Golder and Associates to continue assessment work. Whether purchasers would want the site to have a clean bill of health depends on what they would want to do at the location, he said. “Some people may not want the [environmental] work to be completed,” said Roth. “They might want it in the state it is now for tax reasons. Other people may want the environmental work to continue.” A provincial grant from a program aimed at dealing with former industrial sites paid for initial assessment work. NSD Development Corp. purchased the site from the City of Terrace after it acquired the acreage from the former Terrace Lumber Company, the last owner of the sawmill before it was dismantled, when it failed to pay taxes. The city also ended up with approximately 20 acres which served as a log storage yard for the sawmill operation. It was on the market for $2.1 million but the city has since leased it to a Chinese log export firm.

Rainmakers back from provincials By Shaun Thomas THE NORTHERN CONNECTOR
PRINCE RUPERT - Three teams from Charles Hays Secondary competed at provincials last weekend, with the Junior Boys and Junior Girls competing in the Lower Mainland and the Senior Boys hitting the courts in Kamloops. Junior Boys The Rainmakers started off the tournament, held at Vancouver College, against St. Thomas Moore Collegiate of Burnaby on March 6 edging out a 45-44 victory in a game that required overtime to settle. The next day Charles Hays played two games, losing to Sir Winston Churchill Secondary of Vancouver in the afternoon by a final of 55-32 and then against the Walnut Grove Gators of Langley, who defeated the Rainmakers 62-29. In the final game of the tournament, the Rainmakers lost to McMath High of Richmond 39-33 to finish in 19th. Junior Girls The Rainmakers took to the gymnasium at the Langley Events Centre on March 6 to open the tournament against the Riverside Rapids of Port Coquitlam and, with a short bench and after a long road trip, were only able to score nine points in a 71-9 loss. The next day the girls faced the Little Flower Academy Angels of Vancouver and fell again by a final score of 43-9. The girls finished off the tournament against the Nechako Valley Vikings, losing 66-24. The Rainmakers were named the Most Sportsmanlike Team of the tournament. Senior Boys The Senior Rainmakers traveled to Thompson Rivers University in Kamloops to face the best in the province, opening the tournament on Wednesday with an 81-43 loss to Holy Cross of Surrey. On Thursday the boys played King George High of Vancouver, falling 66-37. In the final game of the tournament, Charles Hays defeated Delview High of Delta 70-65 to finish 15th in the tournament.

Full weekend of events set for Shames By Anna Killen

TERRACE - It’s a packed weekend at Shames, with two events set to take over the slopes. On Saturday, March 16 from 12-4 pm it’s the Ruins Cup part of the Ski and Snowboard Shred the North Series. And on Sunday, it’s the second annual Kermode Tuck speed ski race giving skiers of all levels a chance to test how fast they can go. Last year’s event was the first race of it’s kind since the mid-1990s, with skiers going as fast as 126 km an hour, said racer and organizer Gary Maltin. “It’s kind of cool,” he said. “You can actually ski faster than the speed limit.” He’s hoping the turnout will be higher this year – last year the younger racers had a conflicting event, which was too bad, said Maltin, because it’s hard for them to get speed training. “So this is a good opportunity for them to go really fast in a controlled environment,” he said. There will be varying starting locations on the run, gradually increasing skiers’ distance – and speed – as they become more comfortable on the slopes. A jury will be on hand at the bottom to judge when skiers are safely able to go up a level. Off-duty members of the RCMP will measure skiers’ speed with speed guns, and paramedics will be on hand just in case. While there is special racing gear, Maltin says it’s not necessary to compete in this race. It’s really open to everyone, he said.
Undefeated Terrace Peewee reps off to provincials By Anna Killen
THE NORTHERN CONNECTOR
TERRACE - At the beginning of the season, I went to take a team photo of the Peewee Reps. When I asked one of the parents how they thought the team would do this year, they answered, “It’s hard to say, they’re a pretty young team...” Well, that pretty young team turned out to be one of the strongest minor hockey teams in the northwest – going undefeated in the Skeena Valley League, winning one tournament and finishing well at all of the others, and outscoring their zone playoff competitors 35-8 before winning the northwest playoff championships late last month. They’re now headed to Peewee Tier 3 Provincials in Creston this weekend, March 17. “We came to play and we won, simple as that,” said one
CONTRIBUTED PHOTO / THE NORTHERN CONNECTOR
Here are the Terrace Peewee Reps fresh off their playoff championship win. of the team’s five coaches, Kevin Kennedy. “We’ve got a really good group this year, pretty proud of them – I don’t want to say that we didn’t expect big things from them, but we’re a very young team with a lot of first-time play-
ers and first-time rep players, and they’ve responded really well. They’re a very coachable group and I think they’ve learned a lot and come a long way and we’ve had really terrific success.” Undefeated at the zone
championship tournament, held here in Terrace, they beat Smithers twice, once in a round robin game 5-4, and again in the finals 7-1. They stunned Kitimat 14-1 and the game against Rupert was 9-2. So there’s no question of-
fence is their specialty. But they’re also very disciplined, says Kennedy. “We’ve had kind of bad experiences – we’re a big team, playing a physical game – so we shut that off, and we had the fewest number of penalty minutes in the zones,” he said. It also helps that they have two solid goalies, he said, although they struggle with sometimes not seeing a lot of shots. “Against Rupert and Kitimat they’re seeing maybe 10, 12 shots in a game, so they do a good job of staying focused – they have to,” he said. And Kennedy says good leadership – both by players like Brandon Onstein, Mason Richey, and Greg Kennedy, and his fellow coaches – has been key to the team’s success as well. “The guys that I coach with are real devoted and dedicated, and they go out of
their way to put the kids first and I think because of that, the kids have learned a lot,” he said. “I think [the players have] all come a long, long way and as a team we’ve managed to come together as a team too, so we’re peaking at the right time going into provincials.” As for the team’s chances at provincials, they’re watching Dawson Creek, who will be tough competitors. “They’ve won a number of tournaments at a much higher tier than the provincials are,” he said. “But you never know. Who would’ve thought the LA Kings were going to win the Cup last year?” And the Terrace Peewee Reps aren’t the only team travelling to provincials – the Bantam Female Reps will be in Vernon for their shot at the top spot in the province. They play their first game Sunday against Cranbrook.
