Cranbrook, Kimberley hold joint council meeting C AROLYN GR ANT AND SALLY MACDONALD
City Councils from both Kimberley and Cranbrook met at the Kimberley Conference and Athlete Training Centre last Tuesday evening to discuss matters of common interest. This is the first time the two councils have met together in several years. Kimberley Mayor Ron McRae and Cranbrook Mayor Wayne Stetski said it was a productive meeting; an opportunity to discuss matters of common interest. “Because our communities are so closely linked in many different ways, we plan to meet twice a year. We put together an agenda around some of the
common opportunities and common linkages,” said Stetski. The agenda included discussion around economic development, tourism, green energy opportunities and more. “I think it went well,” McRae said. “We were able to talk openly about matters both Councils feel are important. “There were no resolutions because it was the first meeting in quite some time. It was more in the context of things our staffs could explore more fully.”

Wednesday’s historic events in Rome resonated around the world and in the Kootenays. With the election of Argentine cardinal Jorge Bergoglio as the 266th Pontiff, the conclave of cardinals from around the world chose the first pope from the Western Hemisphere, the first Jesuit to be pope, and the first to choose the name Francis. Bishop John Corriveau of the Roman Catholic Diocese of Nelson, which encompasses the East and West Kootenays and the

Kiva pays big dividends in Third World Retired Cranbrook mining engineer sings the praises of micro-credit concept Submit ted
It’s the latest way of helping poverty-stricken Third World people to help themselves, and one of its most enthusiastic supporters is a retired Cranbrook mining engineer who is hooked on Kiva as a way of raising hope in the developing world. Antoine Beurskens came to Cranbrook five years ago after retiring from Teck in Fernie. He had worked in underground mining for 26 years, and also worked in mining in Africa for 12 years. This latter exposure to the Third World was what sparked his interest in development work. Beurskens first came across Kiva in 2011 when he attended a micro-credit conference in Calgary. One of the speakers at the conference was Kiva co-found-
er Matt Flannery who, on a trip to Africa in 2003, found out that lack of access to start-up capital was a major stumbling block for would-be Third World entrepreneurs. This was a “call to action” for Flannery and Jessica Jackley, who made the first Kiva loans totalling $3,500 in April 2005 and were paid back by September of the same year. At this point, the co-founders realized they had developed a viable micro-credit concept and Kiva, which means “unity” in Swahali, was born. Beurskens says he loves the concept too. “I favour projects where there is added value,” he said. “You can simply sell a bottle of pop or sell anything. But if you gather the ingredients together and bake a loaf of bread, then you

The key to Kiva’s success is that the loans are small, usually in the $20 range, and because Kiva’s staff strictly monitor the program, the loans are usu-
ally paid back in full in a matter of months or even weeks, encouraging the lender to make more loans. “More and more we’re learning that aid programs that only give without the participants playing a major role are not effective,” Beurskens said. In fact, many Third World loan schemes fail completely or the money ends up in the wrong hands, which undermines Third World lending, period, he says. “But Kiva helps its clients by guiding them in selecting a project that will earn them a living,” Beurskens explained. As a result, Kiva and its “field partners” grant micro-loans for a wide variety of projects, ranging from business startups like selling charcoal, used clothing, food or animal feed, to higher-end projects like cell-
phones, computer software and agricultural tools. As of March 2013, Kiva had distributed $408,326,900 in loans from 896,353 lenders. The current repayment rate from all the partners is 98.98 per cent, according to Alexa, a Web information company. Kiva covers its own costs through small donations from thousands of people (separate from actual loans) and large donations from big organizations like Visa, Chevron, and the Skoll Foundation. Some 80 per cent of Kiva’s loans go to female entrepreneurs because women, particularly mothers, have the most to gain from micro-credit. Women often suffer the most from poverty as traditional loaning and financing practices often favour the male of the family unit. Interest rates charged by field partners are often high, but they are still lower than most local lenders, whose rates are out of reach for many of the recipients. Beurskens says Kiva isn’t perfect, but is usually much better than the alternative. “Kiva is just the pipeline. When you dig deeper in the way MFI’s (micro-finance institutions) do their work, you’ll find that dealing with small loans is very expensive and most MFI’s, including Kiva, are providing quite a few services beyond just supplying loans.” Anyone interested in finding out more about Kiva should check its website. And if you do, what is the reward? “I suggest you’ll have an idea if you look at the hopeful faces of the people looking for sponsors,” said Beurskens. “Hundreds of thousands of them have received loans and paid them off.” If ever the developing world is going to achieve the status of the West, Kiva is one of the best ways to help them do it, he says. “Kiva enables everybody to help people all over the world to improve their lives without really spending much money. This puts us in a position where we really cannot remain sitting on the sidelines.”

Councils hold joint meeting in Kimberley Rails to Trails, economic development, wildlife management discussed at Tuesday, March 12 event
Continued from page 1 McRae says one area where a lot of conversation took place was the Rails to Trails. “It’s such an important asset and we have to make sure the appropriate infrastructure to manage it is in place.” Other issues touched upon were opportunities to host the BC Seniors Games in 2015-16, and the Federation of Canadian Mu-
nicipalities Directors Meeting in 2015. Wildlife management was a valuable topic to discuss, according to Stetski. “There are things like urban wildlife management which are common challenges for all of our communities here in the East Kootenay and certainly challenging for both Kimberley and Cranbrook.
So we talked about those kinds of things as well,” said Stetski. Staff from both cities will also look into joint purchase agreements and local carbon offset projects. Kimberley Council decided this year not to purchase offsets to achieve carbon neutrality because the nearest offset purchases were in the West Kootenay. Instead Council banked the
money until an East Kootenay project that was of some benefit to Kimberley was found or created. Developing a more collaborative approach to economic development was also discussed, including bio-energy initiatives and joint marketing strategies such as investment attraction (ie: Lower Columbia Initiatives, Invest Kootenay) and tourism marketing.
“We identified a number of initiatives we are going to collaborate on going forward, things like marketing, investment opportunities, we are both very interested in alternative energy sources as a way of the future. We talked a bit about bio energy and a bit about solar energy,” said Stetski. Going forward, the two councils hope to put their heads togeth-
er on a more frequent basis. “We agreed that the two councils should meet more often, probably on a biannual basis,” McRae said. “The next meeting will likely be next fall – after the UBCM (Union of British Columbia Municipalities) meeting might be a good time.” In the meantime, Stetski and McRae are both invited to attend the B.C. Mayor’s Cau-
cus in Prince George on April 29 and 30. Mayors from every B.C. municipality will be able to come together and discuss common issues and draft resolutions around possible solutions. “I represent the East and West Kootenay mayors on that steering committee and we have been planning for quite a while,” said Stetski, who is one of the organizers of the caucus.

Breach of probation charge dropped against Panebianco K ristia n R asmuss en Invermere Valley Echo
A Windermere man charged with criminal negligence causing death, assault and manslaughter in the case of slain Invermere man, Cory Jarock, had one count of breach of parole dropped in Invermere Provincial Court on Monday, March 11. Brian Panebianco, 24, was charged in the April 3, 2012 death of Mr. Jarock and was released on February 8 on $2,000 bail and a series of strict conditions, including abstinence from drugs and alcohol. At around midnight on Saturday, March 9, Columbia Valley detachment member Const. Andrew Michaud and supporting officers performed a curfew check at Mr. Panebianco’s place of residence, Const. Michaud explained to the court. When Mr. Panebianco opened the door, the constable detected a strong odour of what he believed to be burnt marijuana and immediately placed the accused under arrest. Const. Michaud noted that Mr. Panebianco’s eyes were glassy and his demeanor was consistent with someone under the influence of marijuana, he explained to presiding Judge Ron Webb. Mr. Panebianco’s mother, Carmen Denise Salazar of Invermere, was tragically killed on February 20 when she was struck by a train in Athalmer. Greg Sawchuk, the defendant’s counsel, explained to the court that the odour of marijuana was in fact a mixture of burnt juniper and sage used by the grieving family as part of a cleansing ceremony to smudge the home in preparation for the acceptance of Ms. Salazar’s ashes. “It is my submission that the of-
ficer was simply doing his duty, but was mistaken because he is not familiar with the smell,” Mr. Sawchuk told the court. The glassy eyes and demeanor of Mr. Panebianco at the time of his arrest were likely a direct result of the emotional nature of bringing home the ashes of his mother, Mr. Sawchuk explained. Crown counsel Basil McCormick did not agree with the defense’s argument. “In my view it appears that this is a little too convenient,” he told the court. “It strikes me that the officer is pretty clear as to what he smelled.” Const. Michaud, who has nearly five years of experience as an RCMP officer and has worked on numerous files involving marijuana and the dismantling of grow operations, admitted under cross-examination from Mr. Sawchuck that he is not familiar with the smell of sweet grass. “The evidence is irrefutable,” Judge Ron Webb explained to the court. “I believe them (Mr. Panebianco and his family).” Judge Webb dismissed the charge, but added another condition to Mr. Panebianco’s probation requirements. In the future, RCMP members will be allowed to search his place of residence without a warrant if they are under suspicion that parameters of parole are being broken. Although the charges of breaching his parole have been dropped, Mr. Panebianco still faces counts of manslaughter, criminal negligence causing death, robbery and assault causing bodily harm. His next appearance is scheduled for April 2 in Cranbrook Provincial Court.

A 23-year-old man has been charged with arson and mischief after allegedly setting fire to a garden shed and slashing vehicle tires in Cranbrook on Thursday morning. Around 6 a.m. on March 14, residents of the 1800 block of 6th Street South called police to report a prowler who was slashing vehicle tires in the neighbourhood.
When Cranbrook RCMP arrived on scene and entered a back yard, officers heard a “whoomp” sound and immediately saw a garden shed catch on fire, according to an RCMP statement. Police evacuated the home and a neighbouring home, then used a garden hose to stem the blaze until firefighters arrived. Cranbrook Fire and Emergency Services said in a city statement that they attended the blaze and used around 800 gallons of
foam-based water to extinguish the fire. It had spread from the storage shed to the eaves of the home and its south-facing exterior wall, but it did not affect the neighbouring house. A 23-year-old man called police to turn himself in an hour later. He was arrested and charged with arson and mischief. The man had a bail hearing in Cranbrook criminal court later the same day.

Bishop sees great significance in pope’s election Continued from page 1 “It’s significant that he’s from Argentina, it’s significant that he’s a Jesuit, and it’s significant that he chose the name Francis.” The Bishop said that in essence, the Catholic church has chosen a “pastoral” pope, with a special emphasis on evangelizing, on a commitment to the poor, and on a vision of Church unity. “In Latin America we have what we call a mature church,” Bishop Corriveau said. “It’s been there for 500 years and developed its own character. It’s fully Cath-
olic but it’s got a very particular South American character. “There are many aspects you could talk about here, but one aspect I think is of exceptional importance for the Latin American church is that it makes a special effort to be a populist church inserted among the people and particularly among the poor.” The Bishop said that Pope Francis was strong on simplicity of life and contact with the ordinary people. “That flows into the second point, that he’s a Jesuit,” he
said. “It’s important to see what the Jesuits stand for. They were particularly attached to the universal vision of the church, and putting themselves at the disposition of that universal vision. In a very particular way, they were strong evangelizers.” Corriveau added that the name Francis could refer to both St. Francis of Assisi and Francis Xavier, one of the great visionaries of the early visionary movement. “I think that’s very strong in (Francis’s) Jesuit tradition — strong obedience to the Church, obedience to
that wider vision of Church, and a certain backbone. The Jesuits were regarded as being tough.

life.” Corriveau believes the conclave made a deliberate choice of a pope with this particular vision. “Pope Benedict was a teacher. He was chosen at that time because the church felt they needed that strong leadership of teaching. But this time they obviously chose a very intelligent man, a very well-prepared man, but his strong preparation is pastoral. “This wasn’t a compromise candidate, this was a choice. He was elected with a twothirds majority on the third ballot by a world-
wide community. He represents a strong consensus within the church.” As to the Catholic people of the Diocese, which includes Cranbrook and Kimberley, Corriveau thinks they’ll feel the same as him. “As I know Catholics and the people of the Kootenays and the Okanagan, I think they’ll be delighted with the choice of the new pope. “I was absolutely delighted; when those curtains parted it was a pleasant surprise. He defied all of the experts and the pundits, and they chose this simple pastoral man as a pope.”

The Kimberley and District Chamber of Commerce has announced that they have filled the position of General Manager. Mike Guarnery has been selected by the Chamber Board to assist as they move in a ‘focus on business’ direction. Guarnery has lived in the Kimberley area since 1994. Over the past 13 years, he has worked primarily in employment-dr iven programs to assist individuals and businesses with employment assistance and strategies for current and future markets. O
f all those who repose in the Cranbrook Old General Cemetery undoubtedly the most famous is mountaineer Conrad Kain, known worldwide for his climbing exploits and guiding abilities. It is ironic that he rests in our local cemetery as he rarely, if ever, spent any time in Cranbrook other that the few weeks before his death. On the other hand, we will take our celebrities as we find them and he is buried where he wished to be buried ... almost. Conrad Kain was born in the small village of Nasswald, Austria, on Aug. 10, 1883. His family was very poor. His father, a miner by trade, died when Conrad was young, leaving his mother to raise her four children of which Conrad was the eldest. He spent a few years in a local Protestant school with more than 100 children taught by a single teacher. By his own admission he was practically illiterate when he left the institution, not least due to his general disinterest. He much preferred time spent alone and outdoors, convincing more than one observer that he would never amount to anything. At age 14 he took up goat herding and the following year began work in a stone quarry, an occupation upon which he would fall back from time to time. It was only when he discovered he could neither read nor calculate his pay cheques that he undertook to school himself in mathematics and language. He soon began travelling widely until, in 1904, he found his true calling, that of mountaineer. Within two years he became an officially recognized professional moun-
time on the rugged Matterhorn. He also began studying English in preparation for his immigration to Canada in 1909. 1910 found him surveying the B.C. Purcell Range and exploring the rugged Banff area. He travelled to the Altai Mountains in Siberia in 1912, then to New Zealand in 1913. For the next three years he spent summers guiding in both New Zealand and Canada. While at home he resided in the small settlement of Wilmer, B.C., near Invermere. Surrounded by mountains, the community maintains its rustic if not downright esoteric charm to the present day. Conrad was not a large man; at only five feet, five inches tall he might, at first glance, appear to be other than what he was: a tough, tenacious mountain man in formidable shape, capable of survival in the most challenging of conditions. He kept a diary for many years which eventually formed the basis of a biography by J. Thorington. Titled “Where The Clouds Can Go”, it remains required reading for all who are captivated by the mountains, not least for the many vivid descriptions of his climbs (he is credited with 60 first ascents in B.C. alone), but also for his humorous, down-to-earth and endearing prose. While he was comfortable in the company of his fellow mountaineers his independent spirit allowed him to spend great lengths of time alone. Such was the case during the winter of 1917, which found him cosily nestled in a cabin he built himself on the Simpson River in the Rockies. Completely isolated and snowbound for the winter, he happily contented himself with his dog, 16 mice that he tamed and taught tricks, a big snake named “Satan” who often lay near the fireplace and was fond of music, a very ugly but good-natured toad and a large porcupine who visited daily to shake hands. “It seems they all love

Still, he was at a point in his life that he was obviously in search of more than small woodland companions and, so saying, married Henriqueta “Hattie” Ferrara a few months later. Formerly in the employ of well known mountaineer A.H. McCarthy, Hattie was a quiet, intelligent widow with whom Conrad was very happy. Born in Georgetown, British Guyana, on June 8, 1884, Hattie attend-
ed convent school as a youth. She immigrated to Canada two years before her marriage to Conrad. The newlyweds lived in a small cabin in Wilmer, eking out an existence as farmers and fur-traders in combination with Conrad’s guiding, an occupation in which Hattie had little interest, preferring to tend the farmstead. The couple maintained their home at Wilmer throughout their marriage while Conrad continued to trek the hills
he loved. In February, 1933, Hetta was brought to the St. Eugene Hospital in Cranbrook for a major operation from which she never recovered. She died on February 9 and was buried in the Old Roman Catholic Cemetery. Conrad missed her terribly but did not have overly long to grieve. In early January, 1934, he too, entered the St. Eugene Hospital suffering from what was diagnosed as “encephalitis lethargica”, a disease that had reached

Being good enough is good enough
A
ll around us, we are urged to “be our best”, to “be the best you can be”. The spirit of our age tells us that in everything, we ought to pursue excellence. Let me push back against this impulse. I want to argue in this column that we shouldn’t try to be the best. I’d like to suggest that it’s okay to settle for being good enough rather than always striving to be excellent. Why would I make that argument? Because I think the pursuit of excellence is fueled by a fear–driven lie. The root of this lie lies in our assumption that we can excel in everything we try. From there, it’s a short step to thinking that we are not finite creatures with finite resources of time and energy. Now a lot depends upon how we define excellence. So let me be clear that when I use the term, I am pointing to the impulse in our culture where being satisfied with being “average” or “normal” or “good enough” is somehow an admission of defeat or failure. I am pointing to the neurotic driven–ness that demands constant improvement, that this year has to be better than last year. But it seems clear to me that this is impossible. You can’t get better and better and better. We are not gods with infinite resources. We are finite, limited creatures. We have a top, a limit. Past a certain point, you can’t get better. A good example of this impulse is how it drives athletes to use performance–en-
hancing drugs in order to be faster, stronger, better. This kind of drive says it’s okay to bend the rules to get ahead. The other argument I would make is that when we are pushed to always be better, we are being asked to make sacrifices that just aren’t worth it. When we pursue excellence at work, we are robbing time and energy from our family. We spend longer hours at work — which means we have fewer hours to spend in taking care of ourselves and being with friends. We don’t have Rev. Yme an infinitely deep reservoir of time and energy. Woensdregt This is why I think the notion of “excellence” is a great lie and a powerful idolatry. I’ve often said that there is one acceptable way to be addicted to something in our society: it’s okay to be a workaholic. I disagree. We simply can’t do it all. We are not infinite beings. We are human beings, limited and finite. As a result, we will have to accept that we are “good enough.” And that’s okay. Now, I’m not saying we shouldn’t try to do the best we can do. What I am saying is that there is a limit to our abilities, our energy, our time. We cannot participate in a system in which we are called to be better and better all the time. The costs of that kind of system are just too high. Of course, I could always do “better” in various areas of my life. But what will I sacrifice in that quest? And is the sacrifice worth it?
It’s impossible to excel at everything. The only way I can be the best at work is by taking time away from family, friends or personal time for renewal. I could be a better worker, but I’d have to give up being a good friend, a good spouse, a good father. And frankly, that sacrifice is just not worth making. Too many people in our world seem to be willing to make that kind of sacrifice. We buy into the illusion and the lie of excellence. We don’t want others to think that we are giving up. We don’t want to “settle” for being good enough, so we continue to run on the neurotic treadmill of excellence. We experience being “good enough” as a sort of failure. But that’s not true. It’s not about failure. It’s about recognizing that we are finite human beings. We have limits. Our resources, our energy, our time — none of this is inexhaustible. We can’t be gods. That’s a delusion. So let me say again, “good enough” is good enough. And part of becoming mature as a human being is to accept, even embrace, the limitations that mark us as human beings. Again, I don’t mean that we shouldn’t try. All I’m saying is, when we do try, we ought to accept those limits, and be satisfied that at the end of the day, we have done what we can. It’s good enough. Good Samaritans Many thanks to Jim and Cheryl Penson. My husband and I would like to thank this lovely couple for helping me on March 6, 2013 after I rolled my truck on Hwy. 93. Due to circumstances my dog lost her life. Jim and Cheryl rescued me from a terrible situation, chauffeured me around, assisted me in getting a room and eased my troubled mind. I cannot thank them enough for their kind, caring and unselfish acts which helped me through a very difficult time. Lillith Affair Wow! The Steppin’ Out Dancers once again put on an outstanding show of local talent to raise money for Centre 64 and other groups. The whole evening from beginning to end was full of fun, laughter, great performances, and positive spirit. Diane Manson as MC did an outstanding job of setting the happy, positive tone for the entire evening. The acts were all interesting and entertaining. Then the icing on the cake was having bubbly Debbie back singing the last number. Kudos to all! Aggressive Emotion As I was out for my regular afternoon walk, I was somewhat surprised to encounter a herd of 23 deer on Trail Street in the Townsite area of Kimberley. I can only surmise that these are the deer that have escaped from Cranbrook. According to those that did the Kimberley deer count the numbers are down 50 per cent. The general consensus of those that I have spoken with is that ‘it must have been three blind mice with a seeing eye dog that did the count’. Recent letters to the editor have caused quite a reaction in the community. Can you
believe the AGGRESSIVE rhetoric over the word aggressive? Obviously that person has not been standing on their own patio while the deer are in rut in their back yard. Here is the dictionary definition which clearly describes my own experience with local deer. Noun 1. Hostile or violent behaviour or attitudes toward another; readiness to attack or confront. 2. The action of attacking without provocation. My heart was warmed to read the comments presented to Council by a woman from the City of Toronto. I’m pretty sure that her town deer are under excellent control since she clearly felt that we should listen to her advice on how to handle our ‘deer situation’. I find it interesting that not one highly trained Conservation Officer agrees with her opinion. They all are of the same opinion. A cull is inevitable. It is just being put off by a small, loud, and yes, aggressive minority. It seems that in Kimberley, rationality is powerless against emotion. Bill Roberts Kimberley
being incurred in order to pay the dividends demanded by the Liberal Government. Because of this as Hydro consumers, we’ve seen our rates rise sharply compared to the rate of inflation over the past 13 years. The only beneficiaries of the Liberals’ regime are the banks, the corporations and the wealthy. In my view, if the banks can afford to pay their CEOs several million dollars in annual salary plus several more millions in bonuses, they can certainly afford to pay the tax rates that were levied by the NDP during the ‘90s. And for all the tax breaks given to the corporations, why are we not seeing the re-investment of this money to create jobs in BC? Instead, they have either pocketed the extra money or invested it in other economies. Just think if our BC Government would have had all those extra taxes the past 13 years. Perhaps we could have reduced BC Medical premiums or the sales tax [or even eliminate them like in Alberta]. Hydro rates could have remained frozen and ICBC rates could have remained the lowest in Canada. In summary, I think it is much better to support the NDP who provided a proven budget surplus after 2 terms [10 years] rather than the Liberals who have given us 11 deficit budgets in their 3 terms [13 years].
Finances, etc The two letters in your March 11, 2013, edition [Kurt Swanson plugging the Liberals and M.A. Melor plugging the NDP] lay out opposite views of which political party might best manage this Province after the next election on May 14. From my perspective, the current Liberal Government has lost all credibility and the prospect of them delivering on their promise of a balanced budget is highly unlikely. I have never been in favour of our Provincial Government selling off public assets such as BC Rail to balance their books. If re-elected this year, the Liberals budget plan intends to sell off the land upon which the Liquor Distribution [LDB] warehouse sits. While the Treasury would get the money from the sale of the land, the LDB would bear the cost of the relocation and the added costs to the delivery system. These additional costs would then either be passed on to the consumers or result in less revenue to the Treasury in future years. In other words, another shell game such as they have been playing with BC Hydro where a huge debit is

Faith, etc After reading Bud Abbott’s 316th letter to the editor disputing faith, religion and/or Christ, I’m starting to think that Bud Abbott just MAY be an atheist! After reading so many of these letters, I’m wondering that if faith, etc, is such a useless waste of time, why does Bud feel the need to discredit it every single week, therefore basically wasting HIS time? Bud, let it go. Who are you trying to convince? Yourself? Will it kill you if some of us feel the need to go to Church? Do your taxes go up? It sure sounds like it. Try writing about how slowly teenagers cross the street, or something that will help actually help mankind … Or pick on those who think that Sasquatches live, or those with FAITH who PRAY the Canucks win a CUP! Yap, staff concealed ethnic outreach plan Tom Fletcher Black Press
VICTORIA — A review of the B.C. Liberal government’s ethnic outreach strategy has found two “serious breaches” of public service standard of conduct, and evidence that former cabinet minister John Yap was aware of attempts to conceal improper use of government resources. The report identifies former ministry communications director Brian Bonney as spending about half of his work time on partisan activities. Bonney was paid $124,000 over 18 months, when a group of premier’s office staff and other government employees developed a plan to hire three ethnic outreach contractors.
A September 2012 strategy memo leaked to the NDP detailed a plan to organize ethnic-themed events, apologies for historic wrongs such as the head tax on Chinese immigrants, and efforts to compile lists of ethnic community members for use by the B.C. Liberal Party in the coming election campaign. Only one contractor began work, and was paid $6,800 before the program was terminated. Both Bonney’s conduct and the hiring of the contractor with a political role are what the report identifies as “serious breaches” of the oath taken by all government employees. Premier Christy Clark tabled the report by three deputy min-
isters in the legislature Thursday, vowing to take action on all its recommendations. Clark told reporters the B.C. Liberal Party has paid $70,000 to the government, roughly half of Bonney’s salary plus the amount paid to the contractor. Clark’s deputy chief of staff Kim Haakstad, who organized meetings and distributed the strategy memo in September 2012, has already resigned. The investigation reviewed 10,000 emails from personal and government accounts, and interviewed 27 people over two weeks. One of the emails is to Yap and Bonney from Yap’s executive assistant, Mike Lee, referring to the hiring of three con-
tractors. “It is absolutely critical that we do not leave any evidence in us helping them through this application,” Lee wrote on his personal email account, to the personal accounts of the others. Yap replied: “I appreciate each of your efforts with the three [requests for qualifications]. Great job. Let’s now hope for the best.” Clark said Yap will not be reappointed to cabinet “at this time” and another staff member, later identified as Lee, has resigned. Bonney left the public service in February, days before the strategy document and minutes of a meeting called by Haakstad were leaked to the NDP opposition.

SPORTS BRIEFS UFC president Dana White says UFC will hold another show in Calgary MONTREAL - Dana White says the UFC will be back in Calgary. The UFC’s first visit to the Alberta city was last July with an ill-fated UFC 149 card that was decimated by injury. White said the UFC would be back, but Winnipeg got the latest nod - with UFC 161 planned for June. On Thursday, the UFC boss said Calgary will get another show. “When we go back to Calgary, I’ve said it a million times, we’re going to deliver when we go back there,” White told reporters. “Last year was the worst year in this company’s history as far as injuries and things that happened. And that was the worst card, not only as far a fights went but as far as fighters falling out of the card. Everybody on the card fell out.” Toronto, Vancouver and Montreal have also hosted UFC shows although Vancouver gave way to Calgary in the Canadian rotation last year. “I will be back in Calgary and I will make it up,” White promised. Tom Wright, the UFC’s director of Canadian operations, has said he expects to be back in Vancouver next year. Canadian Press
NHL governors approve league realignment NEW YORK - The Winnipeg Jets are officially moving west. The NHL announced Thursday that its board of governors approved a realignment plan that will be put into effect next season. The new format will feature two eight-team divisions in the Eastern Conference, and two seven-team divisions in the West. That means the Jets will move into the Western Conference, giving them a far friendlier travel schedule. The Jets currently play in the Southeast Division. Detroit and Columbus will move to the East. Realignment will also create changes in determining the 16-team playoff field. The top three teams in each division will qualify for the post-season. The next two teams with the best records in each conference will then earn wild-card berths. That will make it more difficult for teams to qualify in the East, because it will have two more clubs than the West competing for eight berths. Associated Press

Cranbrook climber Gord McArthur wrapped up the competitive season on a high note in Russia, reaching the semifinals and placing 15th overall. It’s the first time a Canadian has reach the semifinals for a UIAA World Cup event in more than 10 years, according to McArthur. “It’s really hard,” said McArthur, “to be a North American to have any success against athletes like the Russians and the biggest shock for me about it was that it was in Russia.” Russia is generally considered world leader when it comes to producing top climbing athletes. “When you are the hosting country, you can have as many competitors as you want, so the field was—in the top 20—16 of them were Russians,” said McArthur. He earned semifinal berth after qualifying by climbing two routes that were good enough to make the cutoff. A third route for the semifinal ended with a final placing for 15th overall. The competition was a different format that what he was used to, as Russia made a few tweaks. Normally, there is only one climb to determine a spot for semifinals, but this time

Everyone was also drawn from one large group, rather than being split into two. “That’s what made it even cooler, is the fact that I was able to beat a lot of people still, despite it being harder,” McArthur said. So what made him climb so well in the qualifier and semifinals? “I guess I just went into it believing that I could do it—that I could climb this,” McArthur said. “The way that their routes were set, I recognized right away that I
trained that style—fast and efficient. “I just really focused on taking everything and being okay with my surroundings and just knowing I could do it.” It’s a nice way for the Cranbrook climber to finish, as this past season has been one of growth and improvement. “You’re always learning and I guess, to finish the season off by making the top-15 really got me fired up because it just showed that things are starting to work,” said McArthur. “I’m on the right track now, so
that was a big success for myself, for Canada, for my sport and so it just motivates me even more now.” It may be the off-season from the competitive world cup circuit, however, McArthur will still be busy as he trains over the summer and prepares to represent Canada at the 2014 Sochi Winter Games for ice climbing, which will be a demonstration sport. “I’m not taking a break, I’m going to jump back into strength training for the next month and then climb-
ing ice-axe specific training for six months so there’s no letting up,” McArthur said. “Next year is going to be a big year—if you want to win, you have to keep pushing through.” McArthur has been able to pursue his climbing passion thanks to support from local Cranbrook businesses: High Country Sportswear, East Kootenay Credit Union, Hot Shots Cafe, New Dawn Developments, The Bedroom Furniture, Living Stones Developments, and Sun Life Financial.
Ice wrap up remarkable season with series against Hitmen TRE VOR CR AWLEY Sports Editor
It’s been a remarkable season for the Kootenay Ice. The club, which had all of ten wins in the first half of the season, turned a lurching ship around and collected 24 victories after the Christmas break, which was shot them up to eighth place in the Eastern Conference standings for the final playoff berth. Youth was a theme for the team at the beginning of the season— the roster featured seven rookies, including Jakub Prochazka, who
came in on the CHL Import Draft. Eight players came in a sophomores playing in their second season in the WHL, one of which, was goaltender Mackenzie Skapski, who had big shoes to fill following the graduation of Nathan Lieuwen. It was a rough start to the season, with only seven wins in 20 games—a statistic that included a losing streak of eight games that nearly broke a franchise record. However, something changed over Christmas. “It was just perfect timing for us to all go
our separate ways, go home, take a little rest, get our minds off of something other than hockey for a change and come back with a mentality to really make a push and come back and not throw the year away,” said Sam Reinhart. Whether it was the luxury of a mental and physical break or some of that youth maturing into their roles—everyone came back with a renewed sense of purpose, starting with Skapski and his job inside the crease. “We had guys come back from the Christ-
mas break that were energized,” said Ice head coach Ryan McGill. “Our goalie probably came back and was a little more focused and had some more confidence and was being very detailed in his practice habits with our goaltending coach.” “He was stopping pucks that we needed him to stop. He was making the saves when we needed the saves at timely times, so that’s where our confidence grew.” The 18-year-old Abbotsford product backstopped the Ice to 12 wins in their first 14
games in the second half of the season, and it seemed as though his confidence rubbed off on the team in front of him. Jaedon Descheneuau, who had all of 14 points last season, has currently tallied 74 points with 28 goals and 46 assists. Before the Christmas break, the young 17-year-old sniper had six goals. Playing alongside Descheneau is Reinhart, who also at 17 years of age, is the team leader in points with 33 goals and 81 points. Luke Philp, another member of the 1995-draft class, is
fourth in the team point race, with 19 goals and 23 assists. “Our young guys have developed into players we’ve said before—they’re fearless— and we needed to show some people the door and that’s where I think our dressing room blossomed,” continued McGill. In the leadership department, Brock Montgomery is wearing an alternate captain mantle in his final season while having a career year with 31 goals and 48 points. Joey Leach, who picked up the captaincy
halfway through the campaign, has quarterbacked the defence and helped his rookie partner Tanner Faith to grow confident in his game. However, the season isn’t quite done yet, with one last home and home set remaining with the Calgary Hitmen. The Hitmen are hot right now, riding a five game win streak. In six meetings so far this year, the two teams have split right down the middle, with three wins apiece. Kootenay will hand out team awards in their final home game of the regular season on Friday.

FLQ terrorist Paul Rose dies C anadian Press
MONTREAL — A convicted terrorist who played a pivotal role in Quebec’s 1970 October Crisis, and later remained active in political causes, has died at age 69. After suffering a stroke, Paul Rose passed away this morning in a Montreal hospital, surrounded by his family. He was a member of the FLQ cell that kidnapped Quebec cabinet min-
ister Pierre Laporte in 1970. Rose was convicted of Laporte’s murder and sentenced to life in prison, but he was paroled in 1982. Rose’s death was confirmed in a statement from a newspaper he contributed to, L’Aut’ Journal. It said he died while his children read poems such as the classic 19th century song, “A Wandering Canadian.’’ That song was written in the wake
of the 1837 rebellions, and the forced exile of those who fought against the Crown. Upon leaving prison, Rose became involved in union causes and politics. He became leader of the Party of Socialist Democracy in Quebec, which had been an offshoot of the now-defunct Quebec provincial NDP. Last year, he spoke at a rally of the CLASSE, the more militant faction of Quebec’s student protest movement.

How polar bears got their white coat remains a scientific mystery, but newly published research suggests a way they could turn brown again. One of the study’s authors says that’s what might eventually happen to some groups of modern bears as climate change alters their habitat. “It’s not something that happened in the past and might happen in the future — it’s happening today,’’ said Beth Shapiro, one of the authors of the study published in the journal PLOS Genetics. Shapiro and her colleagues were looking for insight into the evolutionary past of bears. The researchers were trying to understand when black, brown and polar bears diverged from each other and developed their modern appearance. Scientists still don’t know when polar bears acquired their distinctive coat. The oldest remains only date from about 110,000 years ago, by which time the species was already well-developed. But there is one group of brown bears that has shown signs of mixed heritage — the so-called ABC bears on the Admiralty, Baranof and Chichagof Islands off the coast of Alaska. Previous studies have shown the ABC bears are more closely related to polar bears than they are to other browns. Shapiro and her
team found that ABC bears are genetically close to polar bears because that’s what they used to be. Shapiro’s paper suggests that the ABC bears are a remnant of an ancient population of polar bears that lived in the area during the last Ice Age. As that period ended and the ice slowly retreated, the ABC population got cut off from other polar bears. “As the weather started to get warmer and warmer, brown bears — males, as it turns out — could swim across the channel that separated the ABC islands from the Alaskan mainland and colonize these islands. There they ran into this isolated, trapped population of polar bears and they started hybridizing with them,” said Shapiro. “In that particular location, they were converted into brown bears.’’ Shapiro said something similar is happening today as climate change reduces sea ice and changes the habitat of some polar bears. “We’ve seen that polar bears are hybridizing with brown bears now, at the edge of their range in Canada. “I guess it means if we destroy all their habitat, and the only habitat that’s left for polar bears looks like brown bear habitat, then they’re just going to hybridize with brown bears and turn into brown bears.’’ If that were to happen, it would take thousands of years, Shapiro hastened to add.

Annie’s Mailbox by Kathy Mitchell and Marcy Sugar Dear Annie: My family is very conservative, and they are rather religious Christians. For the past seven years, I have known that I am gay. I tried dating boys to please my parents, but it just didn’t feel right. During my senior year of high school, I went out with a few girls, but I was still very much in the closet. Now that I’m in college, however, I’m out and proud. I have a girlfriend, and things are going well for us. We are talking about moving in together. I came out to my mother and sisters because I knew they would accept it eventually, although they were disappointed. But the rest of the family is a different story. I want to bring my girlfriend home to meet my folks. I want to be honest about our relationship, but I am crossing a generational, religious and moral line. My grandmother believes lesbians are going to hell. I don’t intend to rub it in their faces. But it feels like a burden to lie about it. I know they love me and would continue to love me. I have not changed who I am. But I’m afraid they will treat me differently, and I’m worried about how they will treat my girlfriend. How do I come out to the rest of my family? -- The L Word Dear L Word: You already know that your family will love you regardless, and that is the most important thing. They may treat you differently at the beginning, but that is not unusual, and over time, their behavior will normalize. (They may already suspect you are gay.) But we don’t recommend you introduce a girlfriend on the same trip where you come out to the relatives. That may be more than any of you can handle, and it is unfair to your girlfriend to put her in the middle of the drama. We suggest you contact PFLAG (pflag.org) for suggestions on the best way to approach this. Dear Annie: Nearly 40 years ago, my daughter had an abortion. She was 17, and there was no possibility of carrying the baby to term and having it be adopted. My daughter and I never talk about this, but I have never forgotten it. This child would now be an adult, and I would have a grandchild. I will regret this experience until the day I die. I believe everyone should be able to do what they need to do, but be sure you can live with the consequences. -- A Regretful Grandma Dear Regretful: No woman is eager to have an abortion. It is a difficult and wrenching decision, often the option of last resort. You never had the opportunity to properly grieve for this unborn child and the potential the child represented. Please take the time to do so now. You have held on to this pain for 40 years. A grief counselor can help you let go so you can forgive your daughter -- and yourself. Dear Annie: “New Hampshire” said her brother-in-law, “Bob,” came to their home for the holidays every year and never treated them to anything, including groceries, and somehow managed to forget his credit card when they went out for dinner. I had a similar experience with my sister, and like “New Hampshire,” I was frustrated. I began limiting what we did together and opting for less expensive things, knowing I’d be stuck with the bill. Three years ago, my sister passed away from cancer at the age of 51. Since then, I have often thought how happy I would be to take her out to eat every week if only she were still here to go with me. It’s only money. Please tell your readers to enjoy the time they have with loved ones. Deborah Gail Whitaker â&#x20AC;&#x153;Debâ&#x20AC;? (nee Armstrong) February 23, 1950 - March 8, 2013 It is with a feeling of deep sadness that we announce the passing of our wife, mother and nana after a courageous twenty-five year battle with multiple sclerosis that bit by bit took her ability to do things from her until it left her completely bed-ridden and unable to do anything for herself for the past four years. Deb was also susceptible to infections over the years and because she carried the â&#x20AC;&#x2DC;super-bugâ&#x20AC;&#x2122; fighting them proved to be more difficult each time. The time proved too hard and after a monthlong illness she has gone on to a better life. Deb never complained although she was saddened when the disease took away her ability to do the things she loved to do. She loved to draw, to dance, picnics, to go for walks with her family - in fact she just loved being Deb. Through it all she never once lost her dry sense of humour nor did she waver in her Christian faith. Deb often said that while she was alone, she was never lonely. She continued to provide inspiration to all who visited her until close to the end. Deb was predeceased by her mother and father Douglas and Olive Armstrong (nee Evans). Left to carry on her legacy are her husband and best friend David of fortythree years, her children Melissa (Kevin), Travis and Steven (Tamra), and her four grandchildren Preston, Connor, Mark and Kayla, whom she loved dearly although she was saddened somewhat that the disease had taken away her ability to do things with them that a nana would do. We would like to give special thanks to all of the ladies from Home Support who went above and beyond in looking after Debâ&#x20AC;&#x2122;s needs without robbing her of her dignity over these many years. A special thanks also goes to her friend Chris whose faithful visits were always so uplifting to Deb and to a very special friend Peter who has agreed to lead a tribute to Deb that will be announced later in the spring.

Obituaries Shirley Delaine Lukan 1945 - 2013 Shirley Delaine Lukan passed away peacefully surrounded by family in Cranbrook, British Columbia on Monday, March 11, 2013 at 67 years of age.
Shirley was born on March 28, 1945 in Cranbrook. She had a magnificent spirit and was a very outgoing woman. Shirley enjoyed camping and the outdoors. She also loved to laugh and be gathered around her family and friends as often as possible. Shirley is survived by her loving husband Ed; her son Tom, daughter Debbie, son Darren and son Warren; her eight grandchildren and six great grandchildren; and her nieces and nephews. She was predeceased by her grandma Mae Erickson, Ivor Erickson and her brother Arnold Erickson. A memorial service for Shirley will be held at McPherson Funeral Home in Cranbrook on Monday, March 18, 2013 at 1:00 pm with a reception to follow. Richard led a long and happy life. He was a kind and gentle man with great zest for life. He had a wonderful dry sense of humour that made everyone laugh. He was extremely fond of children and dogs. Richard spent over 50 years working underground, 35 1/2 years for Teck Cominco. He loved mining, gold panning, carpentry, camping, music and spending his time with his wife, family, friends and his special companion Max. He is survived by his beloved wife Carolyn â&#x20AC;&#x153;Carlyâ&#x20AC;?, brother Jim (Jean), sister-in-law Anne, all his children, grandchildren and great grandchildren, all of whom he loved dearly. He is also survived by a large loving extended family and many wonderful long-time friends. At Richardâ&#x20AC;&#x2122;s request, there will be no funeral service. A lifelong resident of Kimberley who left an impression on everyone she met. Seen walking the local sidewalks and trails on a daily basis, truly an energizer bunny. Most Canadians unaware water infrastructure is crumbling C ANADIAN PRESS
TORONTO — Canadians are largely unaware of the strain placed on municipal water infrastructures across the country and reluctant to pitch in to ease the burden, a poll released Thursday suggests. An annual survey of Canadian water attitudes, commissioned by the Royal Bank of Canada, found the majority of respondents believe the cities they call home are well able to withstand the demands placed on urban drinking and storm water systems. But the poll said the view held by 78 per cent of those surveyed is divorced from the reality faced by the majority of Canadian cities. According to the Federation of Canadian Municipalities, the total price tag to bring Canada’s water infrastructures up to scratch hovers around $80 billion. Bob Sandford, chairman of the Canadian Partnership Initiative of the United Nations Water for Life Decade, said the public knowledge gap is not too surprising given the subtle nature of most infrastructure challenges. “In many communities infrastructure is underfunded and the systems are 80 years old in some cases,’’ Sandford said in a telephone interview. “They’re causing a multitude of issues not immediately associated in the minds of Canadians with water quality and supply.’’ Sandford said much of the strain on water infrastructure comes from urban development and weather conditions that didn’t exist when the systems were first put in place. The increased frequency of rainy or stormy weather, he said, taxes drainage and sewage systems that are ill-equipped to deal with such high volumes of water. The survey also highlighted a declining interest in water as a national commodity. About 47 per cent of those who responded ranked water as the country’s most important natural resource,
down eight per cent from the 2012 poll. Sandford attributes the decline to ongoing economic pressures that raise the profile of more commercially lucrative commodities such as oil. But that attitude underlies a more disturbing trend, Sandford said, adding Canadians have
a global reputation for wasteful water use. Such profligate use of the resource perpetuates a vicious cycle that only adds to the strain on urban infrastructures, he said. “We waste enormous amounts of energy treating an moving water to where it can be wasted,’’ he said. “In addition we
realize the energy we’re using by wasting water is accelerating climate change, which is starting to cause enormous damage to the infrastructure we can’t afford to maintain or replace.’’ The RBC online poll, administered by GlobeScan, surveyed 2,282 adults between Jan. 23 and Feb. 11.

nita McPhee said her administration is now dealing with 250 exploration applications per year, across a mineral-rich territory half the size of Washington state. “We knew that transmission line was going to be built to access our resources in our territory, and our people said it’s not enough to sign on with BC Hydro,” McPhee said. “We need to work with government, we need to set up standards to control the amount of development that’s coming through our territory.” Last December, a $20 million deal was reached between Shell Canada, the B.C. government and the Tahltan to buy back Shell’s
coalbed gas leases in the Klappan region, headwaters of the Nass, Skeena and Stikine Rivers. McPhee said the new agreement will allow local control as well as revenue sharing for coal mining and other projects. A second agreement signed Thursday confirms revenue sharing on a run-ofriver power project on the Iskut River that will be connected to the provincial grid. Aboriginal Relations Minister Ida Chong said the province is providing $1.2 million over three years to implement the agreement, and develop other hydro and wind energy in the region.

VANCOUVER — Tearful families and immigration activists are demanding an end to what they call American-style tactics by officers with the Canada Border Services Agency. Gathering outside the doors of Vancouver’s federal immigration offices, protesters deplored a series of raids at construction job sites, where border services officers rounded up immigrant workers who lacked proper work permits. The handful of protesters allege border services agents brought
in film crews to document at least three surprise blitzes against the workers for a reality TV show. Harsha Walia, with the group No One Is Illegal, says the raids are alarming and reminiscent of similar mass raids south of the border. Walia says detainees she spoke to today are currently undergoing interviews and a few are expected to have hearings by Friday. The Canadian Border Services Agency hasn’t returned repeated requests for comment.
