Financial hardship for families and hourly workers, and the need for more time for educators to collaborate, were some of the comments trustees heard about proposed school calendar changes. The school board is considering three possible changes to next year’s school calendar – starting school one hour later on Wednesdays to allow time for educators to meet to discuss learning strategies; extending spring break to two weeks to save about $400,000 in staffing and utilities costs; and adding two in-service days for all employees, during which students would not attend class, to discuss district-wide learning initiatives. At Wednesday’s special board meeting to receive feedback on proposed changes, trustees heard from four presenters. People can also share their thoughts in an online survey at www.sd68.bc.ca until Friday (March 22). Parent Nicole Hewitt told trustees many families at Park Avenue Elementary School are concerned about the financial implications of the changes. The Wednesday late start would mean taking an unpaid hour or hour and a half off work every week and the extra week off at spring break means an additional

$575 in daycare costs, she said. “That’s a huge chunk of change that I don’t have,” she said. “It’s going to negatively impact my life.” Justin Green, Nanaimo District Teachers’ Association president, said the optimal teaching time for many educators is the morning and research shows students do better when teachers are at their best, so a Wednesday late start may not be the best option. He said the “one-week school closure” would ne g atively impact teachers-on-call because it reduces the number of days they could be called in to work. Green also shared results of a survey the union conducted after the first employee in-service day held in February, which the district proposes to continue next year. About 240 teachers responded and the majority felt that improvements were needed, although they appreciated the time to network with colleagues. “It was felt that it was far too rushed,” said Green. “What became clear from this though is that teachers found value in those days if it’s improved.” Kelly Dunaway, vice-president of CUPE Local 606, said the savings from an extended spring break come at the expense of the district’s support workers – the lowest yearly wage earners in the district – because they are paid hourly, not salaried like teachers, administrators and senior management. ◆ See ‘EXTRA’ /2

Marine search triggered by missed head count BY CHRIS BUSH

A missing fishing boat crewman triggered a massive pre-dawn search by Canadian Coast Guard and Royal Canadian Marine search and rescue units Tuesday morning. The fishing boat, Savage Fisher, departed Nanaimo at about 3:30 a.m. and was underway toward Yellow Point when its captain discovered one of his crew was missing.

Unsure whether the man had boarded the vessel, and faced with the possibility the crewman had fallen overboard, the captain called emergency services to begin a search of the waters south of Nanaimo shortly before 7 a.m. The crewman’s cellphone was pinged, but searchers were unable to find its location. When Nanaimo RCMP were called in to help with the search it wasn’t long before they had a fix

on the search subject’s whereabouts. It turned out the 25-year-old man from Prince Rupert had been arrested for assault at about 2 a.m. and had been transferred to an RCMP holding cell in Ladysmith. Because Nanaimo RCMP detachment’s cells are under renovation, police are transferring prisoners to cells in Ladysmith and Parksville. “He got into a dust up with a taxi driver,” said Const. Gary O’Brien,

Nanaimo RCMP spokesman. “He wanted to barter instead of pay cash and that wasn’t an accepted monetary means.” The man was reportedly intoxicated at the time of the altercation, which happened at the corner of Wallace and Fitzwilliam streets after a taxi had picked him up from a bar. “An A.C. Taxi driver had requested police assistance for a male who had just assaulted him by throwing several punches from

the back seat of the cab,” O’Brien said. “He had tried to pay with cigarettes. He was obviously thrown out of the cab and members saw him walking down the street and arrested him for assault.” The suspect has been released on a promise to appear in Nanaimo provincial court May 14. One Canadian Coast Guard hovercraft and several other vessels were involved in the search. O’Brien said a lot of tax-

payer expense could have been avoided with a simple head count. “I’m sure vessels have safety protocols in place, but in this particular case a head count prior to departing from shore would have been the more prudent way to deal with the situation of a missing crew member,” he said. “It would be more economical and less costly to just do a quick head count from here on in.” photos@nanaimobulletin.com

St. Patrick’s Day falls on Sunday (March 17), which could curtail partying for people who have to go to work the following day, but Const. Gary O’Brien, Nanaimo RCMP spokesman, said police will be out in force and on the lookout for partiers who overdo it on the weekend. “Often there is overimbibing, private parties and parties going on in liquor establishments,” he said. “We want to remind people to be responsible and have fun, but we’ll be out in full force and we’ll be having a firm, but fair presence.” While Mounties have kee ping the peace under control, finding a place to put prisoners is no problem either, O’Brien promises, in spite of the Nanaimo RCMP detachment cells currently undergoing

an $800,000 renovation to upgrade them to new safety standards. “We are an extremely active detachment, so we’ve been utilizing Ladysmith and other detachment areas within central Vancouver Island,” he said. O’Brien said transporting prisoners to other communities is taxing and time consuming, but holiday schedules for regular members have been altered and reserve constables pressed into transportation duty to help maintain a full police presence in Nanaimo. Components of Nanaimo’s cells are being removed that could allow prisoners to fashion crude weapons or provide ways to harm themselves. Bunks, doors, door grating, plumbing and anything with sharp edges is being removed and changed. The cells are also being redesigned for improved prisoner observation by detachment staff. A slight increase in Islands Trust property taxes this year will improve bylaw enforcement services and support several projects. Last week, the Islands Trust council approved a 2013-14 budget of $6.9 million with an increase of just over $100,000 in expenditures, resulting in a 1.3 per cent property tax increase. A typical property assessed at $450,000 is expected to see a tax increase of about $4.

Red Cross trainers teach youth in high school how to educate younger students in Grades 6 and 7 about bullying prevention. The unique peer-facilitation model is effective because younger students look up to the older students as role models and are positively influenced to change or prevent bullying behaviour. “Beyond the Hurt is an incredible program,” said Jenna Mirau, a high school student and a Red Cross youth facilitator in Nanaimo. “I really enjoy working

with both younger and older kids, showing them that being different is okay and how we should accept one another.” Tom Piros, district coordinator of Safe Schools in Nanaimo, said with the Red Cross’s support, the initiative has grown from two secondary schools to district-wide expansion in all secondary schools one year later. The Canadian Red Cross has been involved with violence and abuse prevention programming for more than 25 years. The B.C. gover nment has withdrawn legislation to overhaul its system of Crown forest licences after protests that it would give too much control to forest companies. The amendments would have given the forests minister authority to convert licences to cut a certain volume of timber into areabased licences and to give companies greater incentive to invest in forest management. “Clearly there are very significant benefits to area-based management,” Forests Minister Steve Thomson said Tuesday.

The result would be a series of regional monopolies over Crown forest resources that would push out independent mill owners who don’t have large forest licences, Simpson predicted. He compared it to a similar change in coastal forest licences to Tree Farm Licences (TFLs), which was opposed by H.R MacMillan, B.C.’s first chief forester, in the 1950s. Extending TFLs into the Interior would lead to the same result that has been seen on the B.C. coast, with most mills shut down and the forest degraded to second growth with low commercial value, Simpson said. editor@nanaimobulletin.com

The B.C. NDP collected more than $500,000 from constituency office budgets starting in 2005, using the money for purposes that Auditor General John Doyle described as inappropriate and inadequately documented. Documents from a draft internal audit of B.C. legislature finances surfaced this week. They describe a practice of NDP constituency offices paying $202 per month each into a “centralized fund” that was used to hire three-time NDP candidate Gabriel Yiu on contracts to work for the NDP caucus. B.C. Liberal cabinet minister Bill Bennett said Premier Christy Clark has apologized for a plan that sug-

gested using government resources to help the party, and the NDP should do the same for this. “This is a kickback scheme,” Bennett said. “This is a scheme that uses money that’s intended for constituency offices around this province ... your NDP MLA thought that it was OK to send back $200 a month to the caucus for politically partisan reasons, rather than using that money to look after your constituents.” NDP caucus chair Shane Simpson rejected suggestions that the centralized fund was a violation of the rules, noting that it was approved by the legislature’s in-house accountant at the time. The legislature’s former comptroller general was fired last year after a broader audit by Doyle revealed

MLAs’ personal expenses were being paid without receipts. Those and other inadequacies in recordkeeping prevented Doyle from assessing whether constituency funds were being properly spent. The 2010 draft audit described the response of NDP “management” as admitting that the payments were inappropriate. “Management erroneously relied on the honour system prevalent at the [Legislative] Assembly to accept the request for transfers which are now shown to have been inappropriate,” the draft audit stated. A review of the B.C. Liberal government’s ethnic outreach strategy has found two “serious breaches” of public service standard of conduct, and evidence that former cabinet minister John Yap was aware of attempts to conceal improper use of government resources. The report identifies former ministry communications director Brian Bonney as spending about half of his work time on partisan activities. Bonney was paid $124,000 over 18 months, when a group of premier’s office staff and other government employees developed a plan to hire three ethnic outreach contractors. A September 2012 strategy memo, leaked to the NDP, detailed a plan to organize ethnic-themed events, apologies for historic wrongs such as the head tax on Chinese immigrants, and efforts to compile lists of ethnic community members for use by the B.C. Liberal Party in the coming election campaign. Only one contractor began work, and was paid $6,800 before the program was terminated. Both Bonney’s conduct and the hiring of the contractor with a political role are what the report identifies as “serious breaches” of the oath taken by all govern-

Premier Christy Clark tabled the report by three deputy ministers in the legislature Thursday, vowing to take action on all its recommendations. Clark told reporters the B.C. Liberal Party has paid $70,000 to the government, roughly half of Bonney’s salary plus the amount paid to the contractor. Clark’s deputy chief of staff Kim Haakstad, who organized meetings and distributed the strategy memo in September 2012, has already resigned. No guarantees of more moneyy With the return to a combination of a seven-per-cent provincial sales tax and five-per-cent federal goods and services tax April 1, the harmonized sales tax experiment will come to an end in B.C. Taxpayers shouldn’t count on having more money left over at the end of the month, however, as the changes made by the province in the wake of the initial HST – tax credits for lower-income families and seniors among them – will also come to an end. There will nonetheless be good news for consumers in certain sectors. Bob Parrotta, with the B.C. Restaurant and Foodservices Association, insists patrons will see a reduction on their bills after the PST is reinstated. If that materializes, and there’s no guarantee it will, it could create jobs and benefit other related businesses. Other consumers, such as those planning to purchase a brand new home, may see large savings in one transaction. The HST was supposed to provide a less complicated tax regime for the sale of goods and services and eliminate exemptions and hidden taxes created under the PST/GST system. There were still loopholes. A person buying a doughnut at Tim Horton’s would pay tax on their purchase, while the same doughnut at a grocery store would not be taxed, since it was a grocery item. Let’s hope the work the province has done on reforming the PST, since the public voted the HST out with a 55-percent majority, makes B.C.’s tax system more streamlined. Regardless, the public can’t expect things to be perfect under a system previously found to be inefficient and unfair, not to mention unwieldy for business. At the very least, we fully expect businesses that complained loudest about the HST to put their money where their mouth is and prove to customers they are saving money under PST/GST. By Alistair Taylor Took some time to contemplate the life and times of Stompin’ Tom Connors after he passed away last week. He was one of those performers who when I first became aware of him, I thought I was the only one who liked him. Then over the years I began noticing that others did too. Connors was a true folk hero that way. No record machine promoting him over the top. I once heard an American on the CBC’s Bill Richardson show talking about how he loves things Canadian, particularly the CBC, but confessed he didn’t get the Stompin’ Tom Connors thing. “And therein lies the difference,” Richardson drolled. Connors was as hick as they come when you first looked at him. But if you dug deeper you found there was a double edge. His musical simplicity was actually deep in that it was a channel right into the soul of this country. And that soulfulness was sincere and strong and it was wrapped up in a pride for this country that we are only beginning to emulate in recent years. The Vancouver Olympics was Canada’s coming out party for expressive nationalism. Stompin’ Tom had been doing it for decades. Heck, he even returned his Juno

awards in the 1970s to protest Junos being given to Canadian artists who left the country to live in the U.S. to develop their careers – which, of course, at that time would be just about all of them. Hey, I fully understand the need to do that, even today, but you had to admire Connors’ gesture. It took guts. It was also seemingly career suicide. It was a good thing he was as true to his nationalism as he was because it endeared him to thousands of fans and created a following that was almost completely outside the music industry machine. Thank goodness for the CBC because they had the brilliant idea to commission Connors to write a theme song for their then-new consumer watchdog program Marketplace. In that inimitable way, Connors pointed out the hypocrisy of consumer economics. “There’s another sale on somethin’; we’ll buy it while it’s hot. And save a lotta money spendin’ money we don’t got.” Simplistic. Barely literate. But so insightful. And here I want to branch out to the CBC. Thank goodness for the public broadcaster. They commission Connors to write an iconic song. Probably paid him some much needed coin for it too. It immediately put me in

mind of the value of a public broadcaster not just airing and promoting Canadian cultural content but even stimulating its production. I’m a big Gordon Lightfoot fan too and Connors is like the poor man’s Lightfoot. Where Connors was a down-to-earth, nitty gritty, east-coast accented, cowboyhatted country boy, Lightfoot was a golden boy artiste whose songs were just as brilliant, just as Canadian but on the opposite end of the style scale. But Lightfoot benefitted from the CBC’s largesse as well. The corporation wanted a song from Lightfoot to commemorate Canada’s centennary in 1967 and he produced the Canadian Railroad Trilogy. As brilliant a song, as Canadian a song as you’ll ever get. Private broadcasters would never do anything like this. Whenever they were forced to produce Canadian content, they’ll make American-like shows or buy into the old branch plant industrial strategy of the ’60s and ’70s and give you Canadian versions of American shows. Rabbits rarely a wise Easter present To the Editor, I have made it my mission to do my part in helping all those abandoned rabbits that were once loved and wanted but are now thrown away like they are just one of today’s disposable commodities. The city needs to ‘hop’ up to the plate and be part of the solution to the rabbit problem in Nanaimo and other communities. The solution is not to cull these poor creatures that have had no say in their current predicament, but to literally ‘fix’ it at the source. Like other cities in the province, Nanaimo needs to adopt a bylaw of banning the sale of rabbits in pet stores and tightening the laws of breeders, requiring spaying or neutering before adoption. when you’re tired of them. As Easter approaches, dozens of parents will give into the pleading children who want that soft cuddly bunny. After a few weeks

or months, the novelty wears off and poor little bunny is left caged up sitting in a corner forgotten about, until mom or dad take it for a car ride. They are usually dumped in a park

or wooded area so some of the guilt felt can be alleviated by thinking that they will be fine because there is lots of grass and leaves for them to eat. However, by dumping your rabbit, there is also a lot more for the dogs, cats and owls to eat. I’m begging people to please rethink their decision before getting a rabbit as they are a lot of work and can be quite messy. This advice is from someone who has saved nearly 200 rabbits and has depleted her finances on spaying/ neutering and other veterinarian bills. If after Easter you still think that a rabbit is meant for you, please do the right thing and give a rescue rabbit a new chance at a long and ‘hoppy’ life. Kris Pilon Nanaimo

We have all been living with gender-neutral washrooms for a long time in our homes, workplaces, activity centres and places we do business. We refer to them as handicapped or family rooms. They are single-use rooms with space to change

yourself or a baby, or do what most of us do in there. I have to question the origin of a person’s thoughts and ideas when they jump to sexually perverse or sexually repressed interpretations of what a safe place for a child to pee in has to be. The most common causes of cloudy water are poor filtration, incorrect water balance, lack of sanitizer, and fine solids or particulate suspended in the water that are too small and are passing through the filter. First, check your filtration system. If the filter is dirty, rinse or clean it with a filter cleaning solution. If necessary, increase the filtration time that is set on your control pad. The second step is to test your sanitizer (Chlorine or Bromine), pH, Alkalinity, and Calcium Hardness levels. If the water is out of balance on the scaling side, suspension of calcium carbonate particles is possible. By balancing the water, the calcium carbonate particles will go back into solution and the turbidity will clear up. Also, low sanitizer levels will allow for a build-up of organic wastes that can cause cloudy water. An effective preventative measure is regular shock treatments and use of water clarifier. The shock treatment will oxidize organic wastes in the water and water clarifier will bind any fine particulate together to allow it to be trapped by the filter.

Another culprit looks like spices sourced from long distances. Our reckless use of plastics that have only been available in the

last couple of generations is endangering wildlife species and now our foods. My mother was not a bossy women, but her instinctive recoil from the over-processed foods in cans – in fact, her shame at the thought of using such stuff – had its effect on me, even though I was raised in a large city with a wide range of shopping choices. This may be why I have always had an aversion to food prepared anonymously, unless at a reliable restaurant. The Second World War, as well as pro-

moting national food sustainability, introduced many ersatz foodstuffs to our diet, and the technology was turned to commercial uses in peacetime. Leather is porous and will take dye in its own way. This is the beauty of leather, it has beautiful distinguishing characters. I always let someone know that if they are looking for a solid color with no markings then it would probably be best to look at a different type of material other than leather.

It’s adult acne, called Acne Rosacea, and it affects DR. KAREN L. FRASER about 10 to 20 per cent of the population. With this form of acne you won’t suffer from whiteheads or blackheads. What happens instead is that the capillaries near the surface of the skin open up and create bumps and red blotchy areas. It certainly isn’t an attractive condition and for that reason it’s not surprising that people want quick relief. Acne Rosacea affects women aged 30 to 50 three times more often than men but when it does affect men it’s usually more severe. We’re not absolutely sure what causes it although we have some theories. Menopausal changes can make it worse, as can local infections, B vitamin deficiencies, alcoholism, and gastro-intestinal disorders. Many Acne Rosacea patients have low stomach acid and if that’s the cause it can be treated quickly and effectively with digestive enzymes. Large doses of B vitamins with an emphasis on riboflavin can help. Avoiding extreme temperatures can help, especially heat. If you have Acne Rosacea you should also watch your diet. Avoid hot, spicy foods that may dilate the blood vessels. Avoid coffee, alcohol, and hot beverages. As with all kinds of acne, reduce your sugar and fat consumption, especially saturated fats. Helpful hints when choosing a college High school seniors may be preparing for prom or getting ready to receive their diplomas, but high school juniors may be spending their time investigating various colleges.

Choosing the right college can help a person start off on the right foot. Here are some helpful hints for students when researching colleges.

* Seek out personal referrals. Students can reach out to alumna of certain schools and get their perspective on a given school. They can then schedule tours at some of the schools that seem the best fits and judge for themselves if the school are right for them.

* Brand-name schools aren’t the be-all, endall. While the well-known schools, particularly the Ivy League universities, may garner a lot of attention, there are many other lesser-known schools that will provide a quality education. * Think about school size. Students who thrive regardless of class size may not have to worry as much about the size of a school. Those who like an intimate setting and more one-onone interaction may want to gear their searches to schools that have a smaller population. * Factor in costs. Part of the decision-making process will involve the costs of going to school. A private university will likely be more expensive than a public institution. Although some students deter paying for college by taking out loans, keeping the bigger picture in mind -- especially the loan payments that will await students upon graduation -- can help steer school choices. * Be honest with yourself. Students should be honest when assessing their academic history and abilities. Some schools have very stringent acceptance policies and will only accept students who fit a certain academic profile. If

Nanaimo Boxing Club athletes threw a flurry of punches, gained some in-ring experience, and returned home as champs. The club had a contingent of pugilists at Boxing B.C.’s Bronze Gloves tournament in Vernon last weekend. Alex Wisniewski, Alec Irvine and Ricky Orr all punched their way through their respective divisions to earn their distinctions as Bronze Gloves champions. Wisniewski dominated all three rounds of his bout against a Salmon Arm opponent, said Barry Creswell, Nanaimo Boxing Club coach. He said the Nanaimo veteran really started taking over in the second and third rounds, using his reach advantage to great effect. “He was finding his mark all the time,” said Creswell. “And [his opponent] didn’t

Buccaneers try to avoid elimination The Nanaimo Buccaneers are now facing must-win hockey. Runners set pace in race series Having put the clocks ahead last weekend, let’s spring ahead now to catch up with Bastion Running Club members who have been involved in several competitions in recent weeks. Each year, dedicated runners from the Nanaimo club take part in the Frontrunners Island Race Series. The series consists of a group of eight road races of varying lengths held in different locations on the Island between January and April. This week we check out top Bastion results from the first four races… The first event in this year’s Island Series was the Harriers Pioneer 8K held in Saanichton in mid-January. A total of 655 runners took part, including two dozen Bastion club members. Of those, first to the finish line was Bryon Trajan, whose time of 27:48 gave him fifth in the M30-34 category. Then came Erin Burrett, fourth in the F30-34 division with her time of 28:46. Damian Allen was 54th overall in 30:02, while Arjan Gelling finished first in the M65-69 category with a time of 31:42. Also worthy of special mention is Bill Hollingshead, who posted a time of 37:03 to finish first in the M70-74 division.
