No tax cuts from Ottawa

Infrastructure funding, skills training in 2013 budget by M on ish a M a r ti ns staff reporter

Earth Hour Maple Ridge municipal employees Michael Millward and Alexandra Tudose will be turning off the lights at district hall for Earth Hour on Saturday. If using candles during the event, they advise to not leave the room where one is lit and to keep them away from children and pets. See story, p4.

Canadians will see little new spending from Ottawa this year as the government stays on target to get rid of the deficit by 2015, although resources are being reshuffled to boost skills training, infrastructure projects and manufacturing. “It’s staying the course of creating jobs, long-term growth and economic prosperity,” Randy Kamp, member of parliament for Pitt Meadows-Maple Ridge-Mission, said following Thursday’s budget speech. Finance Minister Jim Flaherty’s 2013 federal budget commits $900 million in new spending, with no new taxes or tax cuts. It also introduced a new Canada Job Grant that will hand out up to $5,000 per person for job training. See Budget, p11

The Community Safety Act will allow people to submit confidential complaints to a new provincial unit charged with investigating, mediating and working with property owners to curb various unlawful and dangerous activities. On substantiating a complaint, the unit will take

steps to force the property owner to address identified issues. Where problems persist, the provincial unit may apply in civil court for a community safety order, which may bar certain individuals from the property or close it for up to 90 days. Similar legislation in force in Alberta, Saskatchewan, Manitoba, New Brunswick, Nova Scotia and Yukon has seen most identified problems cease without court involvement; less than one per cent of complaints have led to an application for a community safety order. Gaming revenue set for special projects District to speed up a few with a million dollars stashed away by Phil M elnyc h u k staff reporter

Maple Ridge’s bet on gambling revenues is turning up aces as the dollars from the Maple Ridge Community Gaming Centre keep rolling in. After three years of earning a 10-percent share of slot machine revenues, Maple Ridge has piled up just under a million dollars that it can spend on special projects, yet to be determined. The money comes from a 2011 decision to stash away any money in excess of $500,000 made from slots during the year. Great Canadian Gaming Corp. expanded the Haney Bingo Plex on 224th Street and installed 100 slot machines in the fall of 2010. Last year alone, the slot machines brought in $819,341 for the district, with totals expected to climb again next year, when the new gaming centre on 227th Street opens with 150 slot machines. The numbers were part of a financial update of 2012 given to council on Tuesday. The statement says the District of Maple Ridge finished $340,443 in the black after revenues of $125,490,917 were balanced off against expenses of about $125,150,474. Of the total expenses, general government cost $12 million, while police and fire services soaked up $29 million, while transportation cost $9 million. Just under $18 million was spent on recreation services for residents. The district is also looking at pushing other projects ahead of schedule, such as im-

Maple Ridge has put aside $700,000 for the design work and to fix up the highway

between 227th and 226th streets. About $300,000 will come from TransLink and about $200,000 from gaming dollars. The district is also proposing to chip in another $85,000 in gaming revenues as part of a $400,000 project that will extend the improvements of 122nd Avenue in front of Maple Ridge secondary, east to 224th Street.

Staff are also suggesting $1.25 million be set aside to continue the downtown incentive plan, which gives cash incentives to builders to spark development in the core area. The district could also replicate the program to attract commercial or industrial enterprises.

Metro mayors nix TransLink property tax hike plan Had approved an increase in 2011 as backup measure by Phil M elnyc h u k staff reporter

Lower Mainland mayors have said they’re mad as heck and they won’t take it anymore. And the Metro Vancouver board agreed with them, and on Friday endorsed a Mayor’s Council plan that nixes the two-year TransLink property tax hike of about $23 for each home. It told TransLink to find the money elsewhere. Maple Ridge Mayor Ernie Daykin initially voted for the proposal as a stopgap way of keeping transit improvements going forward and because the provincial government said all funding options were up for discussion. “That turned out not to be the case,” Daykin said. “The trigger for me was, they said they were not prepared to talk about this, or this, or this – for me, it’s off the table.” Daykin said the Mayor’s Council’s job is to

review TransLink’s budget, not look for funding solutions. Area mayors had OK’d the hike in 2011 as a backup measure, to raise about $60 million for TransLink, in case new funding sources from the province didn’t materialize, although they fully expected Victoria would deliver. Daykin said during this spring’s provincial election Metro Vancouver will be copying what Calgary did and set up a website, inviting provincial candidates to offer their solutions for transit. “We want to know what these guys will do, too.” He expects transit and transportation to become an election issue. “I think it’s frustrating, that’s the way I would characterize it.” Roll awayMayor your Deb kinksWalters and muscle Pitt Meadows says she’s been on the mayor’s for more than tightness whilecouncil improving balance, a yearalignment and the discussion about TransLink and stability with our funding never ceases. new foam rollers. Visit our “Everybody wants something, but nobody ever wants to pay for it. ” university-trained experts today! Walters pointed out that the Mayor’s Council was set to release its own suggestions for paying for TransLink on Friday as the provin-

cial election moves into high gear. Mayors in Langley, Surrey and White Rock had previously opposed eliminating the property tax hike, fearing that might torpedo the new Highway 1 express bus over the Port Mann Bridge and King George Boulevard B-Line. Daykin Those projects are proceeding, but it will take more money than TransLink now has to fully implement them as originally proposed – higher frequency on the Highway 1 express bus and extending the King George B-line to White Rock. There’s no money in the budget for other improvements proposed in 2012, including a broader bus service expansion and extending SeaBus service on Sundays and holidays. The regional Mayors’ Council is expected to pass a TransLink-prepared supplemental plan to formally rescind the temporary property tax hike by May 1. Mayors continue to demand new cash

sources for TransLink, including a regional sales tax of up to 0.5 per cent, an annual vehicle levy or a share of B.C.’s carbon tax, plus longer-term implementation of comprehensive road tolls. Despite the latest decision, TransLink’s regular annual property tax increase is still proceeding. Walters Provincial law allows the transportation authority to raise its total property taxes, which have gradually climbed to almost $300 million, by three per cent each year without the mayors’ approval. An owner of a home assessed at the regional average of $712,000 paid more than $230 to TransLink in 2012, while a business assessed at $2 million paid more than $3,000. The bills for each property tend to go up by one to two per cent a year, not the full three per cent, because some growth in TransLink property tax comes from new construction. – with Jeff Nagel files

BRAKE SERVICING Most vehicle owners are not aware that a simple yearly service on their brake system can extend the life of those components substantially. Further you can catch small problems inexpensively before they turn into big problems with big bills. You also get the “piece of mind” knowing that your brakes will give you extra stopping power when you need it. Finally your going to save more than you spend allowing you to buy something you want. Recently, we had a new customer arrive at our shop with a newer pickup with four wheel disc brakes that were 110% worn on one side only on the rear. The term 110% means that the brake pads were worn past the brake material and into the metal, which in turn destroyed one brake rotor. Being a newer truck and a four-wheel disc brake truck (rare) the cost of the new brake rotor was very expensive and it was not an easy part to find, taking some three days to obtain. Our new customer was not a happy camper when we informed him that not only did he face an expensive repair, with a three-day wait for parts, but also his truck was no longer safe to drive until it was repaired. Once the owner of this truck accepted reality, after we showed him the damaged parts, his next question was simple and straight forward. Why did it happen? After all he had taken it in every 5,000 km. for an oil change and inspection and had watched the technician remove the tires and inspect the brakes every time. He even had an itemized check sheet showing the percentage of wear on each inspection. When people ask us why something wore out prematurely and we are working on their vehicle for the first time, we start asking them questions. This is the only way we can gather some information as we have no maintenance history on file to refer to. We will inquire about such things as vehicle usage, driving conditions, driver(s) habits, loading or towing frequency and service and maintenance history. Quite often, when providing us with this information the customer will inform us that we are the first shop to ask these type of questions. We explain that armed with this information we can recommend what needs to be serviced and when, thus saving brakes or anything else wearing out prematurely. Our new customer is now aware that a simple brake service every 20,000 km. would have prevented his expensive repair. In fact, he would still be on the original set of brake pads. One more reason to have your oil changed by a Certified Auto Tech. Someone who cares and is trained to know your entire vehicle and can save you lots of money. Give us a call. There is more to an oil change than a simple drive thru. That is, if you’re interested in saving money while driving and knowing the entire vehicle is safe.

ights will wink out and will be candles lit around the globe on Saturday night as Earth Hour takes place from 8:30 to 9:30 p.m. In 2012, some 7,000 cities in 152 countries took part in the campaign, which has become the largest voluntary action for the environment. An estimated 10 million Canadians turned out their lights in an hour of energy conservation last year. People should notice a difference around Maple Ridge. Alexandra Tudose, a district research technician, has been contacting businesses and organizations to ask that they reduce energy

consumption wherever possible. She and district facilities manager Michael Millward are have been looking at where the district can cut power. “I want to make sure that we walk the talk,” she said. Laura Benson, the district’s manager of sustainability and corporate planning, said everything that can be shut down will be. “There will be a difference at Memorial Peace Park. People will definitely see that it looks different than in normally does,” she said, adding that the sign at the Leisure Centre will be shut off, and Christmas lights in the park will be out. She said the district has been working with B.C. Hydro for the past three years on energy savings. It has done an

energy retrofit of the Leisure Centre, adding high efficiency condensing boilers, solar panels on the roof and a heat recovery system in the building. Greenhouse gas emissions were cut in half. Fire hall No. 1 has a geo-exchange ground source heating and cooling system. In general, the district looks at its own facilities and how they can run more efficiently. “Our approach is to demonstrate through action, not tell people what they should do,” said Benson. “Every facility is being contacted for Earth Hour, to make sure they’re doing what they can.” In Maple Ridge last year, the energy saving was enough to power 39 homes for a day. While that is significant, the most important aspect of Earth Hour is the message it sends. “That’s what I like about Earth Hour – it’s

Port Haney drug house to be renovated ‘Problems not going to go away’ by Phil M elnyc h u k staff reporter

The house at the corner of St. Anne Avenue and 223rd Street has been a headache for its owners and the area of Port Haney, following its third drug raid and arrests in less than a year. Two Maple Ridge councillors, though, share the mayor’s appreciation of the challenges facing council colleague Al Hogarth, who manages the property. Mayor Ernie Daykin said earlier this week that it’s not easy managing property and bad tenants

can get into buildings. Hogarth is an awkward spot, says Coun. Mike Morden, pointing out that people are used to doing their drug deals out of the house and will keep returning. “We can just continue to have police deal with it on an ongoing basis. It’s an ongoing problem and until that building is redone, it’s probably not going to go away.” Council could discuss the issue if there were enough complaints about it. The building could be vacated and boarded up, but even that requires special insurance and runs the risk of people entering illegally. “It’s a tough position he’s in, a tough spot.” However, because the

old home will be renovated under a heritage agreement with the District of Maple Ridge and restored as part of a new condo complex on the three corner lots, the house can’t be just torn out. Morden said gentrification of the area is also underway and there are many such houses in Maple Ridge. “We have made homeless all those dealers that were sitting at Northumberland [Court].” That complex was razed in the fall of 2011. Coun. Bob Masse wonders if the Crime Free Multi-Housing program, which sets certain building maintenance standards, could be applied to single family homes, which are often used as

holding properties awaiting redevelopment. Masse said he raised the house as an issue when the state of downtown was discussed last summer. But he agreed with Hogarth that the Residential Tenancy Act makes it difficult to get rid of problem tenants. “It’s ridiculously hard to force them to comply, because the Residential Tenancy Act puts a whole bunch of roadblocks in front of just kicking them out.” Even with eviction orders, tenants just refuse to leave, he added. Masse, though, said there’s no sentiment on council for blaming Hogarth. “I’m sure it’s something that he’s aware of and it doesn’t sit well with him.”

New legislation puts onus on property owners Law from front

“The legislation is more than a longtime coming, if anything, it is ridiculously overdue,” said Ducharme. “What communities need is another tool in the box that can be used when situations are clearly getting out of control. When situations like crack shacks become obvious or full functioning operations and average citizens see nothing being done by the various levels of government, that feeds into the overall apathy and makes people less likely to get involved in solutions, both short- and long-term.” Ducharme and a nowdefunct community group pushed for years for similar legislation after realizing that authorities can do little when a landlord won’t tackle drug-dealing tenants. B.C. Liberal MLA Marc Dalton, who represents Maple Ridge and Mission, took their concerns to Victoria. “I’m really excited this is in place,” said Dalton.

“There is a real frustration amongst citizens about what’s going on. These properties often create a cycle of problems that are never-ending. I can tell the neighbourhoods where there are problems like this because you can sense the fear.” Unlike criminal laws, the civil legislation will target properties where the occupants may change frequently, but the problem activities persist, and the property owners fail to take effective action to stop them. B.C.’s act will target properties used for drug production and trafficking, prostitution, afterhour parties and those linked to gangs and organized crime. Dalton says the new act does not target individuals, but the properties. “The property owners or people involved do not get a criminal record, but there will be a squeeze on the property,” he added. “It’s not that everyone jumps on the property after one complaint. There

have to be multiple complaints.” For safety reasons, the unit tasked with enforcing the Community Safety Act will treat all complaints as confidential. Court actions initiated by the unit will disclose evidence secured by the unit’s investigators; complainants will not be identified, quoted or called to testify. The legislation won’t stall or trump criminal investigations and still respects the rights of tenants and landlords enshrined in the Residential Tenancy Act. This legislation would complement criminal investigations that focus on individuals who cause fear and direct harm to families going about their daily lives, said Insp. Brad Haugli, president, B.C. Association of Chiefs of Police. “Problem properties often occupy a disproportionate amount of police resources. Having new tools that compel property owners to be part of the

solution will benefit public safety and police alike.” Although the legislation has passed, staff have yet to be hired for the unit. That won’t happen until after the provincial election. Al Hogarth, who manages the property on St. Anne’s that’s been busted three times in the past year, believes not much will change until the Residential Tenancy Act is updated. Hogarth, a councillor for the District of Maple Ridge, noted the new law once again targets property owners who are often unable to take action against tenants who disobey repeated warnings and eviction notices. “The Residential Tenancy Act is silent on these types of criminal activities,” said Hogarth. “[The new legislation] will just put more onus on the owners. It’s not going to where the real activity is – the individual who is perpetrating the crime, not the individual that gets caught up in it.”

A good meal The District of Maple Ridge has asked a non-profit group not to host free dinners for the homeless on municipal property anymore. The CEED Centre Society owns a historic building on land it leases from the district in a beleaguered part of Port Haney. The society has been hosting the dinners, along with volunteers from St. George’s Anglican Church, on Saturday nights since 2010, after the founder of the street ministry passed away. Robert Mitchell started handing out sandwiches on the street to those in need in 2004. That eventually turned into barbecues in front of his business on 223rd Street. Tyler Ducharme, a Port Haney resident and former council candidate, has publicly complained about the dinners at the CEED Centre, that those who attend are responsible for crime and nuisance behaviour in the area – noise and needles. CEED Centre manager Christian Cowley, also a former council candidate, has denied that, pointing instead to a drug house that police have raided three times in the past year. That rental property is managed by Al Hogarth, a realtor and member of Maple Ridge council. You’d think if anybody could help resolve the situation in Port Haney, it would be him – for starters, by doing a better job vetting his tenants. The district has a heritage agreement to renovate the house, as part of a planned condo complex. But is it really worth saving? It is worth the headaches and expenses until that day comes? If it is, spend some money and shut it down, buy the insurance and board it up. Get rid of the trouble makers. Instead, the district decides to displace the community dinners – to get in the way of people doing good, serving hot food and drink while providing a warm, dry place and some companionship to those in need. The district needs to rethink and reverse this decision, and get to work resolving the issues plaguing Port Haney. They existed before the community dinners, which is why Robert Mitchell started them. They are part of the solution, not the problem. – The News

I could fill many pages of how difficult it is for many to remain positive in an environment of stifling bureaucracy. I will take just one example where two different regulatory bodies have made decisions affecting many of the frontline personnel in a negative way. I am sure that the people in charge did not mean to make life difficult for those who are essential for the efficient running of the hospital, but they certainly did. And what is worse, is that once the negative impact became clear, very little was done to correct the situation. The issue is parking for employees, visitors, daycare patients, physicians and visi-

tors, each with their own set of expectations, conditions and problems. There has been some grumbling in the media, both nationally and locally, mainly advocating that parking should be free for all as part of our medicare benefits. If my information is correct, there are currently 460 hospital parking spots. Half of these are allocated to staff and the others specifically to physicians, emergency parking and visitors. Under ideal circumstances, the staff would need 75 spots more to accommodate their needs and these cannot be easily found. Currently an employee can apply for parking privileges, but more often than not has to wait weeks, if not months before there is one available from an employee who is moving, retiring or found other employment. Even then parking is not guaranteed, since there are 30 more parking passes in circulation than available parking spaces. The full-time employee has $11.53 deducted from their paycheck bi-weekly for the pass. That is around $280 per year, just to come too work without a guarantee they can park their car. If an employee parks elsewhere for the full fee, they still will get a $48 ticket. That is on top of the $280 per annum for the parking pass. All too many times an employee will arrive and find absolutely no parking spot. In the recent past, they would then turn around and park on the neighbouring streets. The local residents did not like that, and apart from verbal and written

abuse, some irate home owners even resorted to defacing the vehicles. This shortage of parking spots was mainly a problem in the early morning, with change of shifts. The neighbourhood residents pressured council in instituting a two-hour parking limit in the streets surrounding RMH to deal with their unhappiness. Council accommodated the complainers, but created a new problem for the RMH personnel. That forced employees to park a considerable distance away and showing up for work late, inconveniencing the nurse or other employee anxious to get home after a rough night shift, looking after patients with a skeleton staff. No matter who arrives early to secure a spot, there will still be 30 people out of luck. On a slightly happier note, since last week, another 12 stalls have become available for the employees, as union organizers had placed two trailers in precious parking space in case of a strike. That threat has been removed and I find it ironic that the very organization claiming to protect the interests of the hospital employees made life more difficult for them. Back in October, there was a vague promise of more space, but so far nothing has come of that. So far I have only written about the quandary of the employees, but there are different problems for the physicians, and if they dare to park in a different area, they get a $84 ticket. That will be reversed after a lengthy process – one that should

Sad situation in Port Haney

online comments • Kristin Krimmel: Re: Street ministry moving on (mapleridgenews.com). The problem of homeless and destitution will continue as long as we, as a society, do not provide low-cost housing that they can afford. It should be mandated and funded through the three levels of government. That a regular, free community meal brings them together makes these unfortunates visible. Mainstream society doesn’t want to see this real manifestation of how much our society has become imbalanced. The solution cannot come from the disenfranchised. It must come from the people of means and the people in power. The new supportive housing on Brown Street has been a great help, but more is needed. If you want to do something to help, lobby to get more of this kind of housing. Vote for a party that will be apt to work for people as well as business. It would help also to increase the pensions of those who cannot fend for themselves. The poor and homeless are not all drug addicts and alcoholics. There are those on disability, the elderly on GAIN-assistance pensions, those who subsist on minimum wage salaries while bringing up families, the mentally challenged who are no longer cared for by the state. Think about it. We have the power to change things. There is an election coming up. Vote for a party who truly cares. Or join an organization that actually does something for those in need. Or invite a group of unfortunates to dinner (if you can find an acceptable location, but not in my back yard).

Editor, The News: Re: Street ministry moving on (The News, March 20 ). The CEED Centre is a long-time non-governmental organization, which is well known in Maple Ridge for helping the less fortunate among us, along with its various educational programs. That Maple Ridge council would close down a once-a-week gathering where persons can have a meal and a warm place to socialize based on a few complaints is sad. What is also disturbing is that one of our councilors who manages a well known problem property in this area and which is the source of many of complaints, would use condescending language directed at Christian Cowley, the CEED Centre manager, to defend his own inability to clean up his property. Something is wrong with this picture. THE NEWS/files Doug Stanger Maple Ridge Christian Cowley is manager of the CEED Centre, which hosted the dinners.

District poised to repeat mistakes in Albion

Far from satisfactory Terwiel from p6

And then there are the visitors. There are times there is no space available . Solutions: • Public transport – not easy or convenient. No prospect to accommodate the peak hours of shift change, but in principle is doable. • Make a private deal with some of the residents around RMH to park your car on their premises for a fee, similar to what some of the Royal Columbian’s employees do. • The vacant lot on the corner of Laity Street and Lougheed Highway could accommodate quite a few vehicles until such time that the space would be developed. • Free parking for an hour, and if you need longer, then you pay a small fee . All in all, the current situation is far from satisfactory and sooner or later most of us will have to use the hospital and want to be looked after by cheerful and valued personnel. Dr. Marco Terwiel is a retired family physician who lives in Maple Ridge.

Editor, The News: I will never forget the time that I travelled to Guyana with my high school friends on a work/relief trip, where we spent most of our time in a remote village called La Luni to help build a modest cinder-block building that could be used for whatever the village had in mind for it, including a school. Our time in La Luni was punctuated by sweltering labour in the humid midday heat, identifiable chicken parts in the soup, and soccer with the local kids in knee-high grasses. And the odd tarantula roaming about the kitchen. For a two-day break, we went to Georgetown – the big city. The first thing that we did when we arrived was to head straight for the beach. When we arrived much to our chagrin, we were met with an imposing and abrupt drop off and vast retaining

“No bleached white sand – the kind that’s hard to hold very long in your cupped hands.” We later learned that decades earlier, the government had sold Georgetown’s sands to places like Hawaii, so it gives you an idea of the sort quality of sand they once had. And it took a heavy toll on local tourism, which likely followed the sands. To me, it stands as a powerful testa-

ment to the perils of short-term thinking, which I cannot help but relate closer to home. After having put so much thought into what lot sizes would be suitable for the north Albion area, and yet still make the lot sizes more saleable in the current market, the district is poised to repeat the same mistakes made in other parts of Albion – squeezing the lush and open life right out of it, all in a transparently desperate bid to raise funds for amenities. Those amenities had better be pretty spectacular to rival the beaches of Georgetown, or the natural paradise that we all live in. How can it possibly be worth it? How can we sell off what not one of us could ever reproduce? J. Craig Ruthven Maple Ridge

Maple Ridge harmonizing with Metro Lots of room to build more houses

enough commercial or industrial land in the district for future employment areas remains an outstanding issue, however. A draft Maple Ridge study on that topic recommends council expand the urban boundary to include more industrial lands and the official community plan says that it reserves the right to change the urban boundary if more industrial land is needed. Coun. Cheryl Ashlie wanted to ensure a reference to the study was included with the regional context statement. The statement also harmonizes Maple Ridge’s own population forecasts with Metro Vancouver’s. Given infill and densification policies, the district’s population should hit 130,000 by 2041, a target that’s only 2,000 below Metro’s projections for the area. Metro Vancouver’s Regional Growth Strategy has five goals: creating a compact, urban area, sustainable economy, environmental and climate change protection, sustainable transit and developing complete communities.

by Phil Mel nyc hu k staff reporter

According to the grand plan, Maple Ridge’s population will hit 130,000 by 2041. But there’s no worry about where all those people will go. There’s plenty of room to build new homes and welcome the newcomers. Residential development is not a problem in Maple Ridge, public works general manager Frank Quinn told Maple Ridge council Monday. Instead, the issue is narrowing the gap between commercial and residential development. In that way, the municipality won’t be as dependent on residential taxes to pay its bills. Quinn pointed out that there is room for growth in both Albion and Silver Valley as council pored over the report that explained how Maple Ridge’s long-term plan meshes with Metro Vancouver’s new Regional Growth Strategy, passed in 2011.

THE NEWS/files

Silver Valley is one of the areas with room to grow. The RGS replaced the Livable Region Strategic Plan. According to Quinn, Maple Ridge’s intensive involvement when the new strategy was written ensured that its issues were reflected in Metro Vancouver’s plan. “We pretty much got everything we wanted, going forward,” Quinn said. Metro Vancouver’s plan almost aligns more with Maple Ridge’s plan, than vice versa, he added. During the rewrite of Metro Vancouver’s plan, Maple Ridge council had 19 separate discussions about the regional plan and forwarded 36 resolutions. Coun. Judy Dueck said

Maple Ridge had strong representation during the writing of the regional plan and noted Thornhill, east of 248th Street, is now considered within the urban boundary. “We weren’t going to accept just anything.” Even getting Metro Vancouver to change the boundaries between urban and rural areas, to allow more subdivisions to be built, is now more easily done thanks to an easier amending formula pushed by Maple Ridge. Member municipalities of Metro Vancouver have to show how their local official community plans agree with the regional strategy. Ensuring there’s

‘Real plan needed, not smoke, mirrors’ Budget from front

That amount must be matched by provinces or territories and employers for a total of $15,000. The budget projects the grant program will help provide 130,000 people a year with skills and training once the agreements are signed with all provinces and territories. “We’ve done fairly well in uncertain times and are up to about 950,000 jobs since the end of the recession,” Kamp added. “We are encouraged by that and want it to continue by not raising taxes.” Kamp added the new Canada Jobs Grant is to help more Canadians connect with jobs and get the training they need . “It’s quite an interesting problem that we have. We have both unemployment as well as jobs that are going unfilled because of a lack of [trained] people.” To offset new spending, the government intends to find $100 million by spending less and an additional $400 million by closing tax loopholes and catching tax cheats.

There will be more cash for infrastructure projects – over $47 billion in new funding over 10 years starting in 2014. It includes $32.2 billion through a Community Improvement Fund, partly funded by an in-

The suspect in a brazen theft at Ryan Jewellers on Thursday morning was caught by the store security cameras, casually walking out with a spinning jewelry display case full of crystal items in his arms. The young-looking man, wearing light brown coveralls, a hoodie sweatshirt and ball cap with a green logo on the front, can be seen walking casually into the store at about 11:40 a.m. Thursday. A second camera angle shows him examining a spinning display case on the countertop, looking around to see if he is being observed, and then lifting the case and walking away. The entryway camera captured him walking out of the store with the stolen case. It was full of jewelry valued at between $3,000 and $4,000. A complete inventory has yet to be completed. Ryan Jewellers is in the Valley Fair Mall, at 22709 Lougheed Hwy. Owner Thanh Cao said in his 15 years of owning the business, he has had one gunpoint robbery, but such brazen thefts are rare. • Anyone with information about this incident is asked to call Ridge Meadows RCMP at 604-463-6251.

Report calls Kitimat oil refinery viable If built as planned, the Kitimat refinery would be the biggest private investment in B.C. history by To m Fletch e r Black Press

T

he B.C. government has released its own independent report on a proposed heavy oil refinery near Kitimat, which concludes that the project has “economic merit.” The report, by Californiabased Navigant Consulting Inc., examined the proposed refinery design and also assessed markets for refined fuels in Asia. “Such a refinery would provide incremental long-term benefits to the region, compared to export of unfinished feedstock,” the report states. The consultants recommend that B.C. approve a design for the plant that pro-

duces a variety of fuels, including gasoline, diesel and jet fuel. The report endorses a conventional design for the refinery, proposed by Victoria newspaper publisher David Black last summer. Black, owner of Black Press Ltd. – which publishes the Maple Ridge-Pitt Meadows News – established a separate company called Kitimat Clean Ltd last year. In early March, he announced that he is finalizing details for $25 billion in financing and purchase agreements for the gasoline, diesel and jet fuel that the plant would produce. According to Black’s plans, the $16 billion refinery would require another $9 billion in construction, including six

product pipelines to Douglas Channel to load ships with refined fuel, and a natural gas pipeline to run a power plant, fire refining equipment and supply hydrogen for a new heavy oil refining process. Energy Minister Rich Coleman said the Navigant report cost $40,000, and would be done by the province for any proposal of this scale, through the province’s major projects office. If built as planned, the Kitimat refinery would be the biggest private investment in B.C. history. The Navigant report describes a conventional coking process that extracts a coallike byproduct from heavy oil. Black announced March 6 that his team is revising its environmental permit application to use a new process that would convert the coke and increase liquid fuel output.

Black Press/files

David Black shows a sample of bitumen from Alberta’s oil sands while announcing his plan to build a refinery last summer. A conventional refinery of that size would fill 100 rail cars per day with petroleum coke, which is typically sold

as fuel for high-temperature metal processing. A process patented last year by Calgary-based Expander

Energy adapts a technique developed a century ago in Germany to convert coal to synthetic fuels.

Whonnock, what’s in a name? T

he name Whonnock is an Anglicized version of what the early settlers recorded as “Honnok,” or “Ho’nak.” This was the name of the people and, by extension, the village where they lived on what is now Whonnock Indian Reserve No. 1. The Whonnocks reportedly told Father LeJeune of the Order of Mary Immaculate in Mission that the name meant the place of the humpback salmon. A more recent phonetic version of the name, Xwô:leqw, comes from linguist Brent Douglas Galloway, an authority in the Halkomelem languages. His interpretation of the meaning of the word is “the place where there are (always) humpback salmon” – close to what the Whonnocks had told Father LeJeune. Today’s community of Whonnock owes its early start to the coming of the transcontinental railway. The contract for the building of the railway called for stations to be built every 10 miles, and Whonnock happened to be 10 miles from Port Hammond. Rather than adopting the Indian place name with its uncertain spelling, the railroad builders opted to call this stop “Wharnock,” a familiar surname, but without any affiliation to Whonnock. Wharnock was the name that went up on the station building when it was ready in 1884, and that was also the name for the stop on CPR’s timetables. However, the residents of the fledgling community were not happy with the name Wharnock. “The place is more correctly known as ‘Whonnock’ from the Indian village in the vicinity,” says the application for the establishment of the post office in 1884. To the familiar “Honnok” the residents had added the ‘W,’ and they had changed the ‘k’ to ‘ck.’ The postmaster general in Ottawa agreed that the new post office should be named Whonnock. The CPR did not follow suit and continued using the name Wharnock for more than 20 years. The newspapers also used Warnock or Wharnock as the place name, and at that time many of the newcomers to the community favoured this British version over its Indian equivalent. Both names, Whonnock and Wharnock, continued to exist side by side until after 1905, when all parties

In 1914, the name of the station would have been “Whonnock” instead of “Wharnock.” started using the name Whonnock. Years passed, but then, in 1939, the residents of Whonnock were surprised and mystified to see the name on the station changed from Whonnock to Whonock with only one ‘N.’ What had happened was that the Canadian Permanent Committee on geographical names in Ottawa had adopted the writing “Whonock” to put the name in line with the spelling of the name of

Contributed

the Indian Reserve. The CPR and later the post office adopted this new official spelling. The mutilation of the community’s name angered many residents who “... had a distaste for the name of ‘Whonock’.” They felt that a second ‘N’ was needed for a proper pronunciation of the name. Many never stopped writing Whonnock and the mail went through anyway. During the war years, there were other battles

to fight, but in the 1960s a handful of volunteers took action preparing and presenting a petition for the return to the old spelling to the governments in Victoria and Ottawa. Mostly by house-tohouse visits the few volunteers collected 603 signatures from an estimated population of 644. Of those 603 not less than 588 supported a return to the original spelling. In the process of collecting signatures the community’s borders were also confirmed. The petition was successful, and in 1969, with agreement of the Kwantlens, who had inherited the Whonnock reserves, the Committee on Geographical Names reinstated the spelling of Whonnock, to the great satisfaction of the residents. Fred Braches is a local historian who lives in Whonnock.

Langley living

Coming home to Polygon’s Red Maple Park By Kerry Vital

Langley is widely considered to be the “countryside” of the Lower Mainland, with a number of equestrian and agricultural areas. Polygon’s Red Maple Park makes living the idyllic country lifestyle easy. “The location is ideal,” says sales manager Judy Rohatyn. “The neighbourhood is nice and quiet. We’ve had so many young families and couples moving in.” Red Maple Park’s convenient location means that there are plenty of shopping and dining opportunities nearby. Willowbrook Mall and the Langley Events Centre are also close, and a new elementary school within walking distance of Red Maple Park will open in the fall. For commuters, this location offers quick access to Highway 1 and the Langley bypass. Red Maple Park offers some of the best value in Langley in a convenient, yet exclusive, setting. The two- and three-bedroom townhomes are spacious and open, with several floorplans to choose from. Homes impress with charming Arts and Crafts architectural details and custom interior design elements. Every home has a large deck or patio, and a yard surrounded by picket fencing, with most homes featuring a tandem double-car garage. “This is an established community,” Rohatyn says, adding that the homes are move-in ready. Master ensuites are spa-inspired with dual sinks, an elegant light bar that illuminates the full-length vanity mirror, countertops with integral backsplash and custom-designed flatpanel cabinetry. And, most homes also include a bathtub with ceramic tile surround in the main bathroom. Reduce, re-use and recycle this spring cal metal depots? They’ll pay you cash for your scrap metal, so if you have enough, it’s a good way to get rid of the stuff. If you think about where the item came from, that’s your clue as to where you can go to recycle many products, says Koehn. For instance, you can turn pharmaceuticals into your pharmacy, and tires can go to tire shops. If all else fails, the Ridge Meadows Recycling Depot is your one-stop disposal zone. You can drop all kinds of stuff off there for recycling – from cardboard and plastics, to oil and paint. • For a full list of what the recycling depot will take, visit www.ridgemeadowsrecycling. com. Koehn also suggests calling the Recycling Hotline at 604-732-9253, which is run by the Recycling Council of B.C. Its website is www. rcbc.bc.ca. If an item can be recycled, RCBC will know where that takes place, anywhere in the province.

ow that spring is here, you’re probably thinking of that pile of stuff in your garage that you need to get rid as part of the annual cleaning ritual. Question is, what to do with it all? The answer depends on what’s in the pile, but Leanne Koehn from the Ridge Meadows Recycling Society has some tips on what to do with the stuff you no longer want. “At the recycling society we always start with the basic concept of reduce, re-use and recycle,” says the communications coordinator. “We believe it’s important to reduce the amount of stuff you accumulate, but once you have it – and no longer need it – we think the starting point should be re-using the items.” She urges readers to put on their thinking caps to come up with ways to keep the items in circulation so they doesn’t have to be recycled or dumped. “Give it to someone else if they can use it,” Koehn advises. “Think about who might have a need for the object. Re-gift it, or donate it to a thrift shop, or drop it off at a consignment store or a used-books shop, as appropriate.” There are several shops locally that specialize in used books, plenty of thrift stores, a few consignment clothing boutiques, and even a higher-end furniture and home décor consignment store. And don’t forget about places like pre-schools and daycares, she says, which can always use craft items like paper, pencils, crayons – even clean cardboard. If you’re trying to keep items in circulation, events like a garage sale or a swap meet are

Three or four hours in your driveway on a sunny day can be a surprising source of pocket money, and a great way to meet the neighbours. Another good way to get rid of stuff and make a few bucks is by placing your items on sites like Craigslist or Kijiji, where just about anything and everything can be bought or sold. “We believe it’s better for the environment to

re-use an item before recycling it,” says Koehn. If you can’t find a new home for an item, then the next best step is to recycle it, Koehn offers. Wildcat has leg up on the competition by Nei l Corbe tt staff reporter

Erin Cebula, Spokesperson

ody Osborn is heading to nationals, and putting Westview wrestling on the map. Osborn has won bronze medals provincially in each of the past two years, and now will be taking his talents to the nationals. His coach Greg Brock, who oversees the small contingent from Westview Secondary, said what Osborn is lacking in experience, he more than makes up for in toughness. He has a style that is abrasive even in this sport of sanctioned roughhousing. “He’s an extremely fit and extremely aggressive wrestler,” assessed the coach. Brock said even wrestlers who beat Osborn walked away knowing they have been in a fight, and asking aloud “Who is that guy.” Osborn battles in the 60 kg (132-pound) class, which is arguably the most talentladen weight class in the province. And he can hang in there with the best. At the provincial championships last month he won four of five matches and took the bronze medal. In the semi-final he came up against a former national champ. His game plan was to wear him down and then take over the match late. A bit of bad luck, and one bad decision, went against him. “I could notice that he was getting tired, but then my lip started bleeding,” he said. Osborn was ahead by a point, and the game plan was working, but while Osborn tried to stop the bleeding, his opponent got a much-needed breather. That nullified the advantage of Osborn’s superior fitness. Pressing the attack, the Wildcat tried to pounce on his opponent, but the former champion turned the

move against him with a counter worth five points. While it cost his fighter, Brock said the aggressive move showed Osborn has the kind of heart that can’t be coached. “Are you fighting to not lose, or are you fighting to win?” In the bronze medal match Osborn fought what he felt was a lackluster first round. He was down on the score clock. He gave himself a talking to, determined to end the match quickly, and 20 seconds into the second round he got the pin. “I was happy to get the bronze again, but I had higher expectations.” With B.C. wrestlers generally faring well at the nationals, and with his tough battles against the best in the province, Osborn is optimistic that he can fight for a medal in Saskatoon next month. He’s practicing regularly, and also has a blue belt in Brazilian Jiu Jitsu. He said it helps with grappling, but the two disciplines differ considerably in that Jiu Jitsu teaches ground fighting techniques that can be done from one’s back, while wrestlers whose shoulders are square to the floor are considered pinned. Brock said the only thing lacking for Osborn is competition experience. “He has the hard work and physicality, now he just needs more mat time,” said Brock. “He’s still a relatively raw wrestler, but the technical aspect of his wrestling gets better every time he steps on the mat.” His teammate Saber Scott also had a good year for the small Westview Wildcats wrestlers, and won her share of tournament medals. But at the provincials had the misfortune of a tough draw – she faced the eventual gold medallist in her first match, and the bronze medallist in her second.

Men’s night tees off at golf club There were numerous winners from Men’s Night golf at the Maple Ridge Golf Club on March 14. The top low gross player was Roger Beaudoin with a 36, and second and third were Bob Schnider and Chris Harvey tied at 37. The low putts was Monty Martin at 11. Closest to the pin on hole three was Chris Harvey, on hole five it was Ken Gossen, and on hole six it was Steve Jorgenson. The first long drive went to Bob Jackson, and second John Neely. The Deuce Pot on hole 6 was won by Steve Jorgenson. That was the first men’s night of the year a the course, which will run for 25 weeks. Those who play at least 10 of the Thursdays on the executive nine hole course will be eligible for a season-ending tournament featuring a generous prize table. Tee times begin at 3 p.m. To book, or for more information, call 604-465-9221.

Cody Osborn, seen in blue at the provincial championships, where he won a bronze medal, is putting the fledgeling Westview Wildcats wrestling program on the map. His coach said he uses a tremendous work rate and aggressive style to win, and is taking Osborn to the national championships in Saskatchewan next month.

The Aldergrove Kodiaks, who eliminated the Ridge Meadows Flames in the first round of the Pacific International Junior Hockey League playoffs, have advanced to the championship series against the Richmond Sockeyes. The Sockeyes won the first game 8-2 on Wednesday.
