One dead in Hell Roaring avalanche

One subject, whose name has not been released, was found dead after an extensive search on Sunday. Kimberley Search and Rescue and RCMP members were on the scene up the Hell Roaring Road in the St. Mary Valley, searching for a missing snowmobiler. President of Kimberley Search and Rescue, Peter Reid, said that the call came in at about 3 p.m Saturday, reporting an avalanche in the popular backcountry ski area. “There was one snowmobiler missing,” he said at noon Sunday. “Everyone else was accounted for.” Reid says KSAR responded immediately when the call came in but their avalanche techs deemed the area too unstable to begin a ground search.
“They blasted it and the team withdrew,” Reid said. “The search began this morning (Sunday).” Reid says that this is the same area as an avalanche last year and one a couple of years ago that took the life of a local snowmobiler. “It may not be the same exact slope, but it is the same area. It’s a popular backcountry skiing, snowmobiling area.” He said that search dogs were on the scene as well as SAR teams from Sparwood, Elkford, Cranbrook, Creston, Fernie, Golden and Invermere. one I lobbied for because upkeep of recreation facilities is so important for communities.” There is also the Build Canada fund, which is earmarked for major projects.

Local Restorative Justice gets $45,000 Townsman Staff
The Cranbrook and District Restorative Justice Society has received a $45,000 Community Gaming Grant from the B.C. government. Cranbrook and District Restorative Justice Society has more than 24 volunteers who provide service to its clientele and the community. The society provides opportunity for offenders to admit guilt and repair harm done. The offender and the victim agree to meet, where the offender admits guilt and seeks to make restitution. The community justice forum is a neutral, safe, supervised opportunity to seek compensa-
tion, restitution and compromise. The process heals harm, reinforces community values and inclusiveness and empowers victims. It puts a personal face on crime and contributes to a lower recidivism rate, court and legal costs. “I am a strong believer in the approach taken by restorative justice groups, particularly as it relates to young offenders,” said Kootenay East MLA Bill Bennett. “Allowing a young person the opportunity to face up to their mistake and allowing an opportunity for restoration and understanding is a far superior approach compared to
simply taking that young person to court and possibly exposing first time offenders to negative influences. With restorative justice, first time offenders get a second chance and the victim is also given opportunity to feel that justice has been done.” Debbie McPhee, co-chair of the Cranbrook and District Restorative Justice Society, expressed gratitude for the grant. “We are very appreciative of MLA Bill Bennett’s ongoing support. The budget also renewed the commitment to the gas tax refunds, with the addition of a 2 per cent index. Started in 2014-2015, the gas tax fund will be increased two per cent per year. “The increase will be
applied in $100 million increments,” Wilkes said. “But two per cent of $2 billion won’t take long to get to $100 million. It is important for municipalities to recognize that gas tax payments will increase each year. “As a former mayor and RDEK director, I know municipalities, especially rural municipalities are always looking for funds. Local taxation can only go so high.” Another highlight for Wilks, and one he sees may have some potential for the Salvation Army initiative for a shelter in Cranbrook, is funding of $119 million a year for five years to assist in moving people from shelters to housing.

“The initiative in Cranbrook by the Salvation Army is a good one for this,” he said. “That group could take advantage of this money.” Wilks says that affordable housing is badly needed in Cranbrook and throughout the Kootenay Columbia riding, especially for those people who work the seasonal tourism jobs. “There are pockets in this riding where housing has become unattainable. I’m hoping this program will deal with that in some way.” A further highlight for Wilks is an increase to Last Post funding. “The Legion has been asking for an increase in funeral assistance for those veterans who have come across hard times. The funeral expense assistance was $3600 and has now been increased to $7,336, in essence doubling it.”

Teck and the Elk River

A recent study out of the U.S. has generated much discussion about the health of the Elk River. As the operator of five steelmaking coal mines in the Elk Valley, which employ over 4,000 people who live in the region, we take environmental issues very seriously. Our people raise their families in the Valley, fish in the river and recreate in the outdoors, and care deeply about ensuring the environment is protected. We agree that the continued health of the Elk River is essential. That is why we have developed a Valley-wide Selenium Management Action Plan, which is one of the largest water quality management programs of its kind in the world. The plan outlines significant measures to protect aquatic health while supporting sustainable mining activities in the Elk Valley. This includes investments by Teck over the next five years of up to $600 million on the installation of water diversion and treatment facilities, investments in research and development to improve selenium management, and ongoing aquatic monitoring. We have completed construction of several water diversions to prevent water from contacting selenium at our operations, and construction is currently underway on our first water treatment plant at Line Creek Operations. It’s important to clarify that a moratorium on permitting coal mining in the Valley is not a sustainable solution. Our Line Creek application is not about expanding production — it is about continued operation of an existing mine. These mines in the Elk Valley employ over 4,000 people directly and support thousands of families and communities that rely on the industry across our province. At Teck, we are committed to responsible resource development. Our sustainability practices have been ranked in the top two per cent of mining companies world-wide, and we were recently named the most sustainable company in Canada in the Global 100 most sustainable corporations ranking. We take the challenge of maintaining the health of the Elk River watershed very seriously and are focused on working with all stakeholders to implement solutions that protect both the ecological and economic health of the region. Regarding Tom Dupley’s letter March 15th. 201(Faith, etc.), I feel obliged to dispel his doubts. I abandoned belief in the Christian god 75 years ago; too many questions, no valid answers! There was really no choice. I could not reconcile that belief with the world around me. They were simply incompatible and, of course, one cannot deny the facts of life — or can one? That gulf between the two has only widened over the ensuing years. However, I would be interested if any of your readers has the answer to my questions. We generally consider ourselves rational, intelligent and educated. My aim is to encourage people to apply those faculties to their beliefs; are they really beliefs or just inherited dogma accepted without question? Ready acceptance of dogma, religious or otherwise, can result in real problems; in some parts of the world it produces zealots, terrorists, even suicide bombers bound for Paradise. Although it appears that Mr. Dupley did not quite catch the intent of my earlier letter and his calculation of 316 was rather high, I was glad that he responded: it shows that the newspaper is not unread. No comparison Tom Fletcher is wrong to say the Liberals and the NDP are equally guilty of mishandling funds (“Both parties have betrayed us,” March 19, 2013). In fact the NDP caucus got the green light from the Legislative Comptroller before it began pooling money from constituency funds. Later, when the Auditor General disagreed with that decision, the NDP discontinued the practice. Obviously, two government officials had two different opinions on this matter. In the case of the Liberals, no prior approval was sought, and their own investigation “confirmed allegations that public officials committed serious breaches of their duties, mixed party and government business, misused government funds and used private emails to try to cover their tracks.” (Craig McInness, Vancouver Sun, March 17, 2013). Cassidy Olivier, in The Province (March 16, 2013), described the Liberals’ actions as “a clear violation of the standards of conduct as outlined in the
B.C. Public Service Act.” As a result the party wrote a cheque for $70,000 to cover the estimated cost of the improper use of taxpayer funds. Guilty as charged. Budgets, etc The provincial election letter writing campaign is on and unfortunately the public will not always know when a letter provides accurate information. With that in mind, please note the following correction to Mr Werk’s March 15 letter. A budget is an estimate of expenses and revenue for the upcoming year. A comparison of legal budget documents over the past 20 years will show that the BC Liberal government met or exceeded nine of 10 budget targets while the NDP failed to meet even one budget target in 10 years. The documents also show that the NDP experienced seven consecutive credit downgrades while the BC Liberal government earned seven consecutive credit upgrades and currently has one of only two AAA credit ratings in Canada. Two weeks left for Museum Trains School programs To w n s m a n Sta f f
The Canadian Museum of Rail Travel has only two weeks left starting Tuesday, March 26, until Friday, April 5, for schools to book free morning class visits for the historic trains program. Thursday, March 28 and Friday, April 5 are already booked. After that, the remaining spaces rare eserved to test two new programs, including the Cranbrook History Program and the Museum Restoration Program. These special educational programs are offered in the mornings from 10 to
11:30 a.m. between Tuesday and Friday and the train program was specially designed for younger students using audio units with young voices telling a story about their “historic trip” on two of the trains many years ago in 1907 and in 1929. This approach has been very successful with classes which have already visited After the two test programs end in early May, school visits will not be available again until mid-October after summer hours end. starting in the morning in the summer, rather than at noon in the winter, making it impossible to prepare for the special tours offered to schools, which are very different from the normal public tours. Polls refusing to tighten up T he New Democrats and the B.C. Liberals are both sticking to the prediction that as voting day approaches, the race between their two parties will tighten up, as per the usual practice in B.C. elections. That expectation figured prominently in a recent missive from Liberal headquarters. “Recent elections in Canada see dramatic change during the writ period — Alberta, Ontario, Quebec and at the federal level.” The writ period for B.C. being the four weeks starting with the issuance of the election writ on April 16 and continuing to election day, May 14. Opposition leader Adrian Dix voiced a similar expectation last time I asked him. B.C. elections tend to be close, he says, and he figures this one will be no exception. But with election day seven weeks from next Tuesday, it is hard to point to any measurable sign of actual tightening. The most recent online survey of public opinion from the Angus Reid organization, reported Thursday, had the New Democrats leading the B.C. Liberals by 20 points, 48 per cent to 28 per cent. A week earlier, the Ipsos Reid organization was out with an online poll that put the gap at 19 points, 51 per cent to 32 per cent. Both gaps were greater than the last time the respective firms had surveyed public opinion. Ipsos had the Liberals trailing by 16 points in late December, Angus had them 16 points behind in February. In short, you had two of the leading polling firms in the province suggesting that far from any momentum building in favour of the Liberals, things may be getting worse for the governing party. Liberal supporters have lately been quick to point out that polls sometimes get it wrong. But
that was not what was in their message box in the last three provincial elections, when the pollsters had the Liberals winning, the correct call in each instance. Yes, B.C. elections tend to be close. Four points separated the two parties in the popular vote in the 2005 and 2009 elections won by the Liberals. The gap was less than three points in the 1996 election, where the New Democrats finished behind in the popular vote but ahead in the seat count. Vaughn Except when they are not close: in 2001, the LibPalmer erals won 58 per cent of the popular vote and all but two seats in the house. Or consider the 1991 electoral blowout. Social Credit, long the preferred vehicle of choice for voters on the centre right, went into the campaign dispirited, discredited, and hoping for a momentum that never materialized. Instead, some Social Credit supporters, not wanting an NDP government, went looking for other alternatives and found one in the upstart B.C. Liberal party, which had not been in government in 40 years. From a cold start at the beginning of the campaign, the Liberals went on to pick up 17 seats that had been in the Socred column in the previous election, enough to form the official Opposition against the province’s second NDP government. Social Credit won a mere seven seats and disappeared from the political arena soon afterward. I thought of the 1991 scenario when looking at one result in particular from the Angus Reid survey, where the pollster measured the inclinations of folks who voted for the governing party in 2009. Only 58 per cent of those who said they voted Liberal last time said they were leaning that way this time. The remainder said they preferred the NDP (21 per cent), the B.C. Conservatives (15), the Greens (4) or
an independent (2). All of which suggests that a sizable number of Liberal supporters are already looking to other options. Presuming they remain adrift, that could create opportunities for Green, Conservative and independent candidates in the election. The Conservatives had a bad second half of the year in 2012, but appear to have bottomed out. The Greens appeared to be writing themselves off when they didn’t bother to field candidates in two byelections last spring, but they, too, have stabilized. Greens were at 11 per cent in the Angus poll, seven in Ipsos. The Conservatives also made it to 11 in the former, nine in the latter. If their votes are concentrated, parties can expect to win seats in that range. The independents are already at play in this election as well, with four poised — Vicki Huntington in Delta South, Bob Simpson in Cariboo North, John van Dongen in Abbotsford South and Arthur Hadland in Peace River North — to attract enough attention to have a plausible shot at winning. Based on past election returns, the best bets for the Liberals to win, say 20 seats, are the three in Richmond, two in Abbotsford, two around Kelowna, two on the North Shore, two in Langley, two in the Peace and one in each of Quilchena and Langara in Vancouver, White Rock and Cloverdale in Surrey, Parksville, Nechako Lakes, and one in the Tri-Cities. Yet even some of those seats could fall to other parties in a worst-case scenario. Pure speculation at this point. But unless the polls start showing some of that much sought-after momentum for the B.C. Liberals, a blowout scenario has to be considered as one possible outcome for the troubled governing party. In two wildly different playoff games, the series between the Kootenay Ice and the Edmonton Oil Kings remains even as the two teams entered the WHL post-season this past weekend. The Ice suffered their worst playoff loss in franchise history in a 9-0 blowout on Friday night at Rexall Place, but responded with a gritty 2-1 overtime win on Sunday to draw the series to a tie. Luke Philp was the overtime hero, as his sharp-angle shot while on the forecheck somehow slipped through Oil Kings netminder Laurent Brossoit to give Kootenay the win. “After Friday night’s game, I thought we responded very well and played more like our identity in the game here this afternoon,” said Ice assistant coach Chad Kletzel on Sunday. “…During the year we showed that, after losses we didn’t play our best, but the guys did a good job of getting focused and understanding how we needed to play.” The two teams were locked in a scoreless battle throughout the first two periods, and both sides dominated
the play at different times in those two frames. Brock Montgomery finally broke the deadlock halfway through the third period when he got a stick on an errant shot from Jordyn Boyd that went by Brossoit.
The Ice lead didn’t last for long, as Michael St. Croix soon answered back for the Oil Kings a few minutes later, poking in the puck when Stephane Legault threw it into the crease. It remained tied after the final buzzer went, which sent the contest into overtime. Despite some heavy pressure from the Edmonton squad, Kootenay held firm, with goaltender Mackenzie Skapski making a huge glove save on Henrik Samuelsson to keep the game alive. Philp went in on the forecheck six minutes into the extra period and managed to collect
the puck. He put a sharp angle shot on net that got by Brossoit for the win that drew the series back to a 1-1 tie heading back into Cranbrook. Skapski and Brossoit spent the game in a goaltending duel; the Ice netminder stopped 47 shots, while Edmonton’s goaltender made 24 saves. It was the first time the Ice have won in Rexall Place all year. In six regular-season meetings, the home team skated away with the victory. It was a much tighter game than Friday’s playoff opener, which saw the Oil Kings with a 5-0 lead after the first period, and a 9-0 final score. Legault had a monster night with a hat trick and four assists for seven points, while Trevor Cheek, Martin Gernat and St. Croix each had three-point affairs. It was an ugly way to open the playoffs for the Ice, but despite the rout, everyone needed to shrug it off and look ahead, said Kletzel. “You got to have a short memory,” Kletzel said, regarding the lopsided loss. “The game’s over, you address the different areas where you felt you weren’t your best, and you move on.”

Annie’s Mailbox by Kathy Mitchell and Marcy Sugar Dear Annie: One of my best friends is a lesbian and has feelings for me. I found this out a few years ago and communicated to her several times in a nice way that I am not gay, but she says she cannot change the way she feels. It was an awkward conversation because she doesn’t like speaking openly about her feelings. I was devastated by her response and even tried not speaking to her for close to a year -- a painful time for me -- hoping she would find a suitable partner and get over her crush. A few months ago, due to a work project, we started communicating again. On the surface, it’s great. I have my old friend back, and we go out for drinks and discuss our work issues. However, deep down, I dread that it’s all coming back. I try chatting about my dating stories as a casual way to hint that nothing has changed for me. I fear that if I confront her again on this sensitive issue, I will lose our dear friendship a second time, and yet I don’t want to mislead her. What should I say or do? -- Tormented Dear Tormented: We understand your discomfort, but you are too focused on the crush and not enough on the friendship. There is no reason to bring up her feelings when she obviously doesn’t want to discuss them and hasn’t made any overtures to indicate that she is still interested. People have crushes on friends all the time, but they don’t necessarily act on them or let them interfere with the relationship. If your friend does anything untoward, feel free to say again that you aren’t interested, that it makes you feel uncomfortable and pressured, and that if she cannot control her feelings, you will have to limit contact. Dear Annie: I will soon celebrate my 82nd birthday. I have a hearing problem and bought hearing aids, but they don’t work. I feel like I flushed $5,000 down the toilet. The people who sold them to me are intelligent. How can they legally sell something they know doesn’t work? When I realized that I will never hear again, I cried all night. -- Scammed Dear Scammed: Please don’t give up so quickly. Hearing aid providers vary in degree of expertise, and hearing aids work differently for each person. It is always best to be evaluated, fitted and tested by an audiologist, who will discuss available styles and features and also ask about your lifestyle (e.g., how much of your day you spend on the telephone, in restaurants, watching TV, etc.) and explain that it can take time for your brain to process the new audio information. If you are a veteran, you can get assistance through the VA. Others should look for an otolaryngologist (ear, nose and throat specialist) who has an audiologist on staff. Please see whether your current contract allows you to return the hearing aids for a total or partial refund. Also contact the Hearing Loss Association of America (www. hearingloss.org) for additional information and help. Dear Annie: I was amused to read the letter from “Concerned,” whose visitors leave framed photographs of their family in their guest house. We have a house on Cape Cod and have had this happen. We actually loved seeing our friends and family enjoying themselves at “our spot.” As long as they’re not taking the liberty of hanging them, I consider the photos a gift or a thank-you. If “Concerned” doesn’t want them displayed, she can put them in a guest album.
