Petition falls short of legal requirements By Treena Mielke

The ink had barely dried on a petition urging Rimbey residents to speak out against the town selling its offices for $1 to the library when the town’s lawyer found the document did not meet legal requirements. CAO Tony Goode said a copy of the petition was sent to Brownlee LLP to ascertain it was a legal document. “The lawyer said the petition didn’t ask the voters a clear question and the document lacked clarity and certainty on the subject matter,” he said. “It was considered insufficient,” said Goode. Of the 437 names on the petition, 394 were valid; 238 names (10 per cent of the population) was required. Reuben Giebelhaus, who started the petition is not surprised at the results. “I knew they were going to tear it apart.” However, Giebelhaus stands by his conviction that moving the town offices to the Provincial Building is a waste of taxpayers’ money. “It does not make economic sense,” he said. “We will still be paying for upkeep on the building and rent on the other building.” He said the number of people who signed the petition sends a message that many people are not happy with council’s proposal to sell the town office for $1. “We did not even cover half the town and look at all the names we got.” Giebelhaus said council should consider adding another floor to the present building or expanding to the north so they can remain where they are. Mayor Sheldon Ibbotson seemed somewhat frustrated with the delays caused by the controversy about the proposal. He noted seeking legal advice about the petition cost the town around $2,000 as well as taking up valuable staff time. Ibbotson sees the town leasing or selling the town offices to the library board so it can move ahead with its much-needed expansion and moving to the Provincial Building in a positive light. He said costs for the town would be comparable if the offices were moved to the Provincial Building. He noted the town would pay $30,000 a year as part of a 10-year lease that would include utilities, janitorial costs, grounds maintenance and snow removal. Continued on page 19

Encana looks at purchasing wastewater from the Town of Rimbey By Treena Mielke The Town of Rimbey could be close to half a million dollars richer if a deal now in the works with Encana gets the nod from council at their March 25 meeting. Mayor Sheldon Ibbotson said Encana is proposing to purchase 180,000 cubic metres of wastewater at $2.25 per a cubic metre to be extracted from the town’s lagoon in the northeast edge of town. “There is a potential for more (wastewater) to be used in the future,” he said. “Right now it is a oneyear pilot project.”

Ibbotson said the company has verbally agreed to re-route their trucks hauling the water to the north. “Right now we have a verbal commitment.” The mayor is confident council will approve the agreement, which he sees as a huge financial gain for the town, noting $400,000 could be realized from the sale of the wastewater. “The opportunity to sell our wastewater allows us to chip away at our seven million dollar infrastructure deficit,” he said. Ibbotson said Encana plans to spend $75,000 on infrastructure costs to ensure the wastewater is hauled away as efficiently as possible.

Spokesman Doug McIntyre said Encana isn’t in a position to comment on the nature of the contents of the agreement until it is in place. He did, however, say that Encana has identified the wastewater as a potential alternative source for its Duvernay operations. “As part of our water management strategy in the Duvernay, (an emerging natural gas liquids resource play in west-central Alberta), we evaluated alternative options to sourcing water for

our operations. We regularly look for opportunities to use unutilized sources of water where we can. This water could be located far deeper than typical water wells and drinking aquifers or water which is of too poor a quality for household or other industrial use. In this case, we identified wastewater effluent as a potential alternative source for our Duvernay operations.” Ibbotson said Encana could begin to extract the wastewater by this summer.

Drugstore owners brace customers for longer wait times By Treena Mielke Despite opposition, the provincial government is not budging on its decision to slash the cost of generic drugs, causing drugstore owners to wonder how they will survive when the new prices go into effect. “I am not optimistic,” said Patrick Rurka, owner of Rimbey Value Drug Mart. “Right now there seems to be no potential for change.” Rurka is appealing to the customers to be patient when the changes go into effect as the wait time to speak to a pharmacist will be longer,” he said. He said staff is discouraged about the increased workload they will be facing. “The volume of paperwork will be double or triple what it was before as the government requires a signature with each interaction in order to prove we are doing our job.” Rurka also encourages customers to sign a petition that will be sent to the Legislative Assembly of Alberta urging the government to implement policy that will ensure that the access to and quality of the

services currently provided by community pharmacies and pharmacists in Alberta is preserved. He and Carl Ziegler from Pharmasave have met with physicians in town to discuss the situation. “They are sympathetic to our problems, but, of course, have their own issues as well,” he said. An implementation advisory committee has been struck to conduct further review on the impact of the generic drug pricing reductions on pharmacies. The pricing of six generic drugs will be reduced April 1 from 35 per cent of the cost of the brand name drugs to 18 per cent and the remainder will be slashed May 1.

Even hatred. I was stretched out on my couch, all tucked in under my soft yellow quilt, tuned out of the real world and into the fantasy world of movies when all of these very human traits swept into my living room via my television screen. Treena Mielke “Holy cow,” I thought. On The Other Side “This is just like real life. Did they film this movie here in Alberta, rural downtown wherever? I almost sat up, a sure sign I was really tuned in and not actually in REM (the first stages of sleep). It turned out the guy, the star of the movie, was a child protégé, pushed and prodded by a father who exploited his talents shamelessly, forcing the little guy to live a rather unnatural life of all work and no play. But, for all intents and purposes, the strategy was successful. The dad got what he wanted, even though some skeptics referred to the little guy as a “trained monkey” and not a child at all. But, whatever the perception, the little guy, who never did grow to be more than 5’4”, began performing before the masses, his incredible gift of music paving a road that seemingly stretched into a future of fame and fortune. The road, however, turned out to have a few potholes in it. Other musicians were jealous. Greedy. And malicious. His father was annoyed with him because he partied too much. His wife had a few issues with him running off to concerts, coming home late, often drunk, and, their financial status did not seem to mesh with his talent. The fact he was so gifted, but still they had no money didn’t make much sense to her practical, wife like side. The movie took place in the 1700s. I wonder what the cost of living was back then. I noticed they seemed to burn lots of candles and, if they were lucky enough not to burn their house down, they constantly needed wood to keep the fireplaces going. Their wigs alone must have taken an entire paycheck to pay for, I’m thinking. And then there would be the cost of some kind of painkiller to alleviate the headache, which would have to be the result of wearing such a headpiece. As the movie progressed it portrayed a short, little guy who loved to party. A little man who attired himself in fashionable clothes (no blue jeans and hoodies for him), and took the liberty of allowing his finely attired self to dine on the finest of foods. It s no wonder, I thought to myself. That s what happens when your dad treats you like a child protégé, even if you actually are one. At some time in your life, even if it is the wrong time, you would just want to play! Anyway, I decided I liked this guy. He had class. And he was funny, and charming in an offbeat, crude kind of way. Alas, lots of people didn’t like him. They thought he was a crude, pompous, arrogant kind of guy, who didn’t respect rules and/or bosses. They spread rumors about him. They told lies. And, in so doing, even though they didn’t know it at the time, they tried to change history. It didn’t happen. As it turned out, even though the odds were seemingly stacked against him, from 1783 to 1791, Wolfgang Amadeus Mozart became one of the more popular musicians in Vienna. And by 1791, his new works were being published, and he was actually making money. And then, when it seemed the elegance and grace he brought to music was finally being recognized, he died. He was buried in a pauper’s grave in the St. Marx Cemetery, outside the city of Vienna. His music, of course, never died. It never will. And for that, I will be forever and eternally grateful.

Could bank-runs collapse euro? Could a failed bank robbery in Cyprus cause the collapse of the euro? It’s hard to imagine how anything that happens in Cyprus, with less than one million people, could bring down the common currency shared by 300 million Europeans, but there are few human behaviours as infectious as a run on the banks. Strictly speaking, the Greek-Cypriots are not having a bank run, because their banks have all been closed since last Saturday. But there would certainly be a nationwide bank run if they reopened the banks without strict limits on cash withdrawals and transfers overseas. A financial disaster in remote Cyprus cannot directly affect the fate of the rest of the “eurozone” but any suspicion that the bailout of a European Union country might involve the actual confiscation of money in people’s bank accounts is financial and political dynamite. The terms of the Cyprus bailout have just confirmed that suspicion. The banks in Cyprus had certainly got too big for their boots. They had grown fat on the deposits of Russians, many of whom were laundering illegal funds. And they had lent out far too much money, especially to Greek banks and companies: their loans amounted to eight times the entire country’s national income. Everything seemed all right until Greece’s economy crashed and needed a bailout. Last year, foreign investors holding Greek bonds were forced to take a “haircut”: they had to agree to a 70-per-cent cut in the value of their holdings. That plunged the Greek-Cypriot banks into a nearly terminal crisis. So now it was Cyprus’s turn for a 17 billion euro bailout — but this time it was not the bondholders who got a “haircut” — it was the depositors. Cyprus was ordered to raise 5.8 billion euros of the bailout money itself. It was to do it by con-

Gwynne Dyer Guest Columnist

fiscating 6.75 per cent of the money in the savings accounts of everyone with less than 100,000 euros in their account, and 9.9 per cent of the money in all larger accounts. In most people’s eyes, that is just straight theft. Worse yet, people in other EU countries realized the awful truth: EU bailouts can cause bank runs. How did the geniuses who designed this bailout get it so wrong? The real culprit appears to be Wolfgang Schaeuble, the German finance minister, who insisted on raiding bank accounts in Cyprus. And the rest of the geniuses went along with it. So Greek-Cypriots took to the streets in protest. Newly elected President Nicos Anastasiades urged parliament to back the bailout, but in the vote on Tuesday not a single MP supported it. The whole deal is dead and Schaeuble is now warning that the banks in Cyprus may never reopen if it is not resurrected in some form. But the real crisis may be happening in other EU countries that are vulnerable to a bailout, including Italy and Spain. The geniuses swore that the Cyprus bank heist was a one-off, and that no such measure would ever be imposed on another EU country. Nobody in Spain or Italy believes them, of course, and the wealthy will already be moving their euros to accounts in other countries. The less rich will just be taking their money out of the bank and hiding it under the mattress. Could all this end up with bank runs that bring down the euro itself? It’s still unlikely, but it’s certainly not impossible. Gwynne Dyer is an independent journalist whose articles are published in 45 countries.

Councillors defends position Dear Editor: I respect Dave Karroll’s right to express his disappointment in the town council. His letter in the March 19 issue of the Review, however, does contain some misinformation and halftruths and some downright attempts to be misleading, negative and mean. To refer to us on council as being the mayor’s “...three yes men (woman)” does not take into account the many times that we have had split votes on council as we have struggled to do what we have felt is best for this town. As a town councillor, it is a struggle to make tough decisions that I know will impact our town and it’s people. The library issue has been a big surprise for me. Late last summer and through the fall the idea was talked about in public with very little concern brought forth and many people liking the idea of library expansion and use of empty space in the Provincial Building. I have really felt, and still do feel, that this is a win — win-win deci-

sion for the library, town and province. Mr. Karroll also stated in his letter, in reference to the sale of ambulance service, that I “...entertained selling it to Guardian out of Sylvan Lake for $1.” How does Mr. Karroll know what I entertained? Does he read my diary or my mind? I have never had any conversation with Mr. Karroll other than a casual hello in public; how can he write in the Review claiming to know what I was entertaining? In fact, if he had researched the facts for his letter, he would have found that I voted against the sale of the ambulance. I would like to encourage town residents, like Mr. Karroll, to attend the town budget meeting on April 3 at 7 p.m. and have a proper face-to-face dialogue about their concerns, rather than writing letters that further spread misinformation and half-truths. We need to work on being positive to each other and building this town together, rather than seeing who can write the most dramatic letters in the paper. Coun. Paul Payson

Dialysis figures misleading Dear Editor: I was excited to see the Rimbey renal dialysis group’s plight had made front-page news (Review, March 12) but was once again disappointed with the misleading facts and figures presented by officials representing the usage capacity at the different dialysis units in the area. The numbers as facts misrepresent the situation. It was reported by the Northern Alberta Renal Program (NARP) that the Red Deer unit is using only 113 spots and has 120 units, supposedly indicating they are not full and have room. Why then was my husband, Paul, again asked to go to the Wetaskiwin unit by a pleading Red Deer unit manager who phoned and said they had a Wetaskiwin person who needed to come to the Red Deer for a procedure? We agreed to go to help out someone from Wetaskiwin. It was extra travel and expense but we did it knowing we may need help with appointments some time. When we got to Wetaskiwin the attending nurse asked why we were there and we explained the phone call we had got. The young guy in the next chair said, “Oh, that was supposed to be me but they got me done early (in Red Deer) and they decided I felt

good enough to come back home to Wetaskiwin for my treatment and so I got bumped for someone that needed it worse than me.” The paper reports that Wetaskiwin uses only 47 out of 72 places available. When I asked, they said they are basically full but only run two shifts, not three on that day, so maybe they are only using 65 per cent of the spaces available, but because of shortages of staffing due to lack of funding that is all they can do. It was reported that Rocky Mountain House is using only 18 out of 36 stations (50 per cent). Why then did a lady from Rocky Mountain House have to travel all the way to Red Deer three times a week for months because they had no room for her there until recently? Why was one of our Rimbey people who normally dialyses in Red Deer asked to go to Rocky Mtountain House for a while because Red Deer needed the space? Figures presented by NARP misrepresent and mislead the public. We need to let people know what is really happening. Actual physical spots (on paper) are available but there is not enough staffing or funding to open all the supposedly available spaces. Room is at a premium. NARP’s own figures indicate in 2010 there In the March 19 issue of the Rimbey Review the page 1 story County undecided about funding were more than 1,370 Rimbey library and racetrack stated the library more Albertans living receives $150,000 from Ponoka County annually. with end stage renal disIn fact, the county donates approximately ease than in 2001. School board to look at ways to cope with less government funding By Treena Mielke

MATURE WORKERS FORUM

Wolf Creek Public Schools board of trustees will have to put on its thinking cap to come up with creative ways to deal with a three-per-cent shortfall in government funding for the upcoming school year. At its regular board meeting March 19, secretary treasurer Joe Henderson walked the board through next year’s budget priorities, pinpointing areas in which funding has been chopped. Overall, he said Wolf Creek will receive $70.5 million from the federal and provincial government for next year’s budget compared to $72.5 million received this year. The elimination of the AISI grant as of April 1 will leave Wolf Creek scrambling to come up with ways to cover the $220,000 budgeted in the current school year. The board had budgeted $497,000 for the Alberta Initiatives for School Improvement grant, but will only receive partial funding as the grant is to be cut as of April 1. “We are going to have to find a way to pay out of reserves,” said Henderson. Larry Jacobs, superintendent of schools, said the board used the $500,000 grant plus $500,000 of its own funding to pay the cost of 20 teacher coaches in the schools. The size of school determines the amount of time allocated to coaching. Jacobs believes the spinoffs from the program have been beneficial to students and teachers and

needs to remain a priority for the division. “Priorities need to drive the budget,” he said. However, Jacobs said finding the dollars for the program will be difficult. “We only get so much money and we have to decrease one area to increase another.” A $400,000 grant that covers the cost of diesel fuel will also disappear as of April 1. The loss of the grant will have an impact but the division is already somewhat prepared, said Henderson. “It will have an impact but we should be able to work with it. We made some major changes to the routes over the past years

when we did not have the grant. We will have to make some changes but not drastic ones. We were actually up in our transportation grants for this year beyond what we projected last spring.” Cuts to high school funding rates will also result in a reduction of about $580,000 and the equity of opportunity grant has been reduced by about $100,000 to $1.1 million. The plant operations and maintenance grant used to operate and maintain the schools has been cut by approximately $450,000. The Infrastructure Renewal Program (IMR) that pays for building enhancements such as roof replacements will also be cut by about 22 per cent, reducing revenues

by about $300,000. Board chairman Trudy Bratland said Henderson’s overview of government budget cuts has given the board much food for thought. “It was a lot of information all at once,” she said. “We will need to come up with some decisions on April 3, as the schools are waiting to hear (our decisions).” Bratland said the loss of the AISI grant could have a major impact. “This grant sets the direction in our jurisdiction and (its loss) impacts our teachers.” The board of trustees will meet April 3 to discuss the implications of budget cuts and decide on a course of action.

Bentley Ag Centre to be upgraded Upgrades to the Blindman Valley Ag Centre in Bentley will be supported with a grant from the federal Community Infrastructure Improvement Fund (CIIF) Wetaskiwin MP Blaine Calkins announced recently. “Our government is committed to creating jobs, growth and long-term prosperity in communities across Canada,” said Calkins. “By investing in improvements to the Blindman Valley Ag Centre, we are helping to benefit the many residents and community groups who organize and attend events at the Centre.” The $18,000 grant will support interior upgrades to the kitchen, including the installation of a new cooking range, dishwasher and food preparation table. “The Bentley and District Agricultural Society is appreciative of the funding received from the Community Infrastructure Improvement Fund,” said her Mayor Joan Dickau, president of the Bentley and District Agricultural Society. “This funding will allow us to complete the kitchen in the Blindman Valley Ag Centre. Many volunteers have worked to provide the area with an exceptional facility and these improvements will enhance this building.” Girls having fun: Sage Romanuik and Mackenzie Dubyna, both six-years-old, performed at the Bentley talent show held last week.

ATA Continued from page 7 Trudy Bratland, chairperson of Wolf Creek Public Schools (WCPS), says it’s up to individual boards to tell the ASBA if they’re for of against the offer. “We honestly don’t know what will happen.” Bratland says the unofficial consensus of WCPS board is to reluctantly go along with the agreement “because if we don’t we don’t know what will happen.” There was a meeting March 18 involving members of the school boards and the government. Bratland says several parts of the agreement were still unclear, such as unknown committees and their power and duration. Bratland says the government is finally beginning to answer their questions, but the process is slow. “The process was a disappointment to our board.”

AGRICULTURE

Bison industry climbing trade market hills By Amelia Naismith Since the Canadian BSE (Mad Cow Disease) scare the bison industry has strengthened, but it still has many hurdles to overcome, and many more accomplishments to achieve. Canadian Bison Association (CBA) executive director Terry Kremeniuk says trade negotiations are ongoing between Canada and Europe for international economic partnerships. If a deal is signed and the CBA gets what they want it will positively affect the Canadian bison industry. “The things that we’re looking for in the bison industry is we wanted a zero per cent tariff and no quota.” Kremeniuk doesn’t believe the industry will receive their wish of no quota, but he says that’s something they can live with. The bison industry is also working to develop new markets with China and Mexico. Why would the bison industry want to go to Mexico, Kremeniuk rhetorically asked the crowd at the recent 2013 Wildrose Bison Convention, Show and Sale in Ponoka. He said Mexico has 105 million people, 25 per cent of the population is wealthy and eight per cent is “very wealthy.” “So, if we can push a certain product in that area and contribute to the profitability of the costs that’s what we want to do. We don’t want to be hung out to dry if the US markets close their board-

ers.” Dealing with the United States presents its own challenges, said Kremeniuk. “There are always trade irritants we have to keep on top of.” Interprovincial trade agreements present another set of challenges. “There are a lot of issues that have to be dealt with before that issue is resolved,” said Kremeniuk. One of the biggest perceived problems is the provinces have to rely on the standards of the interprovincial meat trade. “It would be great for Alberta if all the other provinces would agree to Alberta standards. Of course the other provinces aren’t prepared to do that so I expect it’ll be a while before there’s a trade agreement with respect to meat processes at provincial plants,” he added. Other trade challenges don’t relate to actual countries. Six to seven years ago a committee on the status of endangered animals recognized plains bison being classified as threatened. “And if the bison was classified as threatened that could have implications on trade,” said Kremeniuk. In 2004 and 2005 CBA was able to work with the federal government and the plains bison was not specified as a threatened endangered species. In that process only public herds were assessed and Kremeniuk feels private herds shouldn’t be forgotten. ‘They play an important role in terms of ensuring that the genetics of stock bison is large and diversified.”

RCMP on lookout for owner of toolbox full of valuable tools The Rimbey RCMP responded to incidents of domestic violence, thefts, breach of court orders and other serious matters over the last week. Jobsite fatality RCMP, EMS and fire department personnel attended a 911 call at a remote location near Medicine Lake for a report of an injured oilfield worker. A 51-year old man, a resident of the Winfield area, was transported from the scene of the work place accident by STARS air ambulance to Edmonton. The victim later succumbed to his injuries and died the next day. Alcohol was not a factor and no foul play was suspected. This unfortunate workplace accident is also being investigated by Occupational Health and Safety Officers. If you have any questions about work place safety, please call 1-866-415-8690 (toll free) for more information. Toolbox found Late March 15, someone lost a toolbox full of valuable tools on the Medicine Lake Road near Range Road 30. An honest citizen called police to report his find. Attempts to locate an owner have been fruitless. If you are missing said items, please contact the detachment to identify them. Surprise! Chronic offender re-arrested Officers attended a residence in Rimbey to serve a legal document on a well known chronic offender. The 44-year-old man was found to be in breach of his court order to not consume any alcohol and was arrested and charged once again. Rimbey Mounties will continue to monitor individuals who are released from custody on court-imposed conditions to ensure they are abiding by the orders as required. Diesel fuel stolen Sometime during the night of March 17, a large volume of diesel fuel was stolen from heavy equipment working near Secondary Highway 611. Outboard motor stolen Sometime last week, a thief stole a 15hp Honda outboard motor from a boat stored at a residence in Sunnyside at the north end of Gull Lake. The fourstroke motor is described as grey in color with a short

shaft and propeller. The investigation into this theft is continuing as officers are following up on all leads pertaining to this case. Sinners fight outside church As the clock struck midnight on March 19, officers were called to attend a fight in progress in front of a church in Rimbey. No

one was on their best behavior or quick to repent so officers swiftly intervened. Charges of assault are pending in this case. Not surprisingly, alcohol was a factor. It is not clear if someone turned the water into wine as the investigation into this matter continues. If you have any information on these

or any other crimes, please call the Rimbey RCMP at (403) 843-2224 or Crime Stoppers at 1-800-222-8477, #8477 on Telus Mobility or *8477 on Rogers AT&T. Crime Stoppers is a community program that does work. Do your part and call now.

Sheldon Ibbotson, elected as Rimbey’s mayor in the 2010 municipal election, plans to let his name stand again. Ibbotson sees Rimbey as a growing, vibrant community and he wants to continue to be part of the political group that helps the town continue to thrive. “I enjoy working towards seeing the town improve, attracting people here and making Rimbey a great place to live for those residents who reside here Mayor Sheldon Ibbotson now. I enjoy being part of the planning process and being sure effective policies are in place.” If re-elected, Ibbotson plans to continue Share with your community to push for the library expansion, the continuation of the trail system and updating the land use bylaw. He is in support of the infrastructure replacement program and is pleased to note that many of the roads and streets in Rimbey have received much needed replacement and repair since he has been in office. office, the town’s reserves have increased from less than half a million dollars to $1.6 million. He noted municipal tax increases have been minimal and infrastructure replacement has been ongoing. The lagoon has been repaired and the water reservoir completed. As promised in his 2010 campaign, Ibbotson continually strives for openness and transparency. “Our (council’s) expenses are online and our council packages are online. And I am willing to talk to anyone about their concerns. I try to be very clear about what where I stand on issues. I won’t claim I’m always right, but I will say I always do my best.” The aquatic centre, completed last summer, has been a boon for the town and Ibbotson sees recreation events and activities in Rimbey continuing to expand. “We have more programming going on in recreation all the time,” he said. He is also pleased to see increased interest in industrial development in Rimbey and is confident the town will see economic growth in the future. Ibbotson is satisfied with council’s relationship with the provincial government, noting negotiations about the possibility of the town leasing the Provincial Building went well, as did the purchase of the airport. “I feel we work well with that level of government and I’m sure we will continue to do so,” he said. Ibbotson won the 2010 municipal election with 631 votes, well ahead of Rick Pankiw who garnered 348 and incumbent Dale Barr who captured 223.

Bison producer Pilon conserves at-risk species By Amelia Naismith A Ponoka County woodland bison producer has teamed up with the University of Calgary and the University of Saskatchewan in the name of conservation. John Pilon breeds purebred woodland bison, the larger framed sub-species of the North American Bison. Woodland bison are indigenous to northern areas and Pilon says raising the animal in central Alberta is rare. “Most of our market is in Manitoba.” The other sub-species of the North American Bison is the plains bison, which have more muscle and mature faster. Many producers are hybridizing the two species to create a larger, more muscled and faster maturing animal for the market. “The market is all about meat,”said Pilon. Pilon is passionate about the woodland bison, an endangered species. “Our biggest interest is conservation.” A University of Alberta advanced reproduction team working with Environment Canada National Wood Bison Recovery Team recently visited Pilon’s farm as part of the conservation efforts. “The whole goal is to (save) the

genetics of the diseased population to re-introduce a disease-free population,” said Pilon. His operation was sourced through the University of Saskatchewan website. The University has an off-campus location to research and test conservation strategies with the bison. Pilon shipped 14 wood bison heifers to help accommodate their research. The University of Calgary has no off-campus farm and needed a location for their own research. Pilon is allowing their research to commence at his own operation, for their use as a handling location.

John Pilon stands with his two children, Moriah and Josiah, and their three woodland bison calves. Photo by Amelia Naismith Once the universities have refined their conservation techniques in controlled environments, the techniques will be taken to wood bison’s natural habitat to employ conservation techniques on wild

populations. Pilon also had three calves compete in the 2013 Wildrose Bison Convention, show and sale. One of the calves took bronze.

CLGA receives grant to expand international marketing By Amelia Naismith

The new program, which is now accepting applications, will help producers gain and maintain access to national and international markets. Calkins said Growing Forward 2 represents more than $3 billion in federal provincial and territorial initiatives for market development innovation and competition. “That includes a 50-per-cent increase in cost-shared investments,” he added. The Government of Canada’s first Growing Forward program comes to an close at the end of this year’s budgetary cycle. Part of Growing Forward 2 is to double the investment in market access, research and market diversification. Calkins feels, with the investment the CLGA will continue to open markets and provide not only live animals but Canadian genetics embryos and semen a solid international market base, bringing more revenue back to Canadian producers. Canada has a good standing on the international market and a lot of work has gone into improving Canada in international eyes since the BSE (Mad Cow Disease) situation of 2003, but there’s still more work to be done. “We’re in the middle of negotiations with countries like India. That’s what this new investment is working to craft. More funding is being given to directly impact Canadian livestock producers. The Canadian Livestock Genetics Association (CLGA) recently received a grant of more than $ 1million from the provincial government to expanding international marketing. The announcement was made by Wetaskiwin MP Blaine Calkins at Morsan Farms southeast of Ponoka. “We’re proud to support this forward thinking sector. We’re working hard to ensure science-based trade with our customers around the world, regaining access for our world class livestock genetics in the Middle East, Russia, Ukraine and other key markets,” said Calkins. Activities to accomplish Canadian growth worldwide include attending trade meetings, trade missions, holding training and educational seminars, working to develop new markets and undertaking market assessments for emerging markets. “Our government knows that trade creates jobs, economic growth and keeps our economy strong. In April we will be launching Canada’s new agricultural policy framework, Growing Forward 2,” said Calkins

Petition falls short Continued from page 1 Operational costs for the town offices runs about the same, said Goode. The library board would be responsible for the maintenance of the town offices if they bought or leased the building, the mayor added. He said the library’s municipal grant is $86,000 this year. The cost of moving the town offices and renovating the Provincial Building to include council chambers and offices would be $62,000. Constructing a sidewalk from the hospital to 55th Street would cost about $87,000, which is below the $103,000 budgeted for the project. Goode noted sidewalk construction would take place regardless of whether the town offices were moved to the Provincial Building. The mayor noted the Provincial Building is wheelchair accessible. It also has 60 parking stalls. Goode will report the lawyer’s findings to council at its March 25 meeting. “This leaves the door open,” he said. “Council can lease or sell the building to the library, or go ahead and hold a non binding referendum on the expansion issue.”

Campbell believes strong Métis communities contribute to the success of the province and benefits all Albertans. This government provides a direction and financial resources for the settlements to reach their potential and become self-sustainable.” He wants a fiscal relationship to develop between the settlements and the Government of Alberta similar to the government’s relationships with other local governments. Ponoka County Coun. Gawney Hinkley, who spoke during the question and answer portion of the minister’s presentation, offered his own ideas on how the province could deal with its Aboriginal issues. “I can solve your problem in five minutes,” he stated. He said the Indian Head treaty of shelterbelt centre in Indian Head, Sask. could be replicated in Hobbema. Hinkley believes this would solve many of Hobbema’s problems are caused by a small handful of people. “You could solve the problems by putting

It’s critical the lines of communication between First Nations people and the Alberta Government stay open ensure the people are able to take advantage of social and economic opportunities. This is one of many messages Robin Campbell, minister of aboriginal affairs presented during the spring Alberta Association of Municipal Districts and Counties Conference, March 18 to 20. Those opportunities will help them reach their full potential, said Campbell. “Because at the end of the day Alberta can’t be successful as a province unless we address aboriginal issues.” Communication will foster the importance of stronger relationships and education for First Nations people. “As a minister, building relationships is my focus from day 1,” said Campbell. However, the minister responded saying he’s found, working with First Nations people, he needs their ideas coming to the table. “In the past we’ve been very good at saying we’ve got the solution for you and we’re going to put something in place and it’s going to happen. Pictured are some of the Bentley Skating Club members who presented the club’s 2013 skating carnival on March 17.

June Norvila Photo

Bentley skate carnival highlight of year By June Norvila The scaled-down, simpler version of the Bentley Skating Club’s skating carnival this year was still impressive, entertaining, and fun to watch. The hour-long show on March 17 at the Bentley arena showcased about 30 youngsters from ages three and up in the Pre-Canskate and Can-

skate categories. There were bunnies and tigers, and skaters in raincoats with umbrellas, fancy skirts, bandanas, and more dressy and more casual costumes. The emcee job and playing the variety of music was handled by Melissa Zarantonello as choreographed by club coach Fiona Lauzon from

Lacombe. Following a short intermission, guest skater 11-year-old Maggie Traverse from the Sylvan Lake club, also coached by Lauzon, performed an outstanding free skate to Rhapsody in Blue. The final number was a colorfully decked out group of seven girls who skated to Fireworks. Medal presentations by Lauzon to all participants wound up the show. Coach Lauzon also teaches skating in Lacombe and Sylvan Lake. She has been teaching for about 15 years she says and plans on being back in Bentley again next year.

Executive of the Bentley Skating Club this year were: president Michelle Zarantonello, vicepresident Melissa Zarantonello, secretary Tara Nevers, treasurer Jennifer Goddu and director Laura McKain. Watch for the registration date and the club’s annual general meeting in the fall. The club could use more parent involvement and help to keep the club going. A family fun skate at the local arena on March 20 was the Bentley Skating Club’s last day of skating for this season.

He scores: Zachary Froehlick scores one of his four goals of the March 16 game. The Rimbey peewees won 6 – 3 against Stettler, clinching the Tier 2 championship. Rimbey had 34 shots on goal and Stettler 17. APN Photo

Christine Leeder was happy to dye her chestnut hair a lovely shade of pink recently. The reason the learning support teacher was wearing pink hair and smiling was because students and staff of Alder Flats Elementary School had risen to the challenge of submitting 175 pictures for the school’s photo contest, a number that far exceeded the 156 received last year. This year, the fifth year the contest has been held, there were 182 photos submitted from students and staff. HARRIS In Loving Memory Of Cole Zachary Baerg March 14, 2013 Our precious baby, Cole Zachary Baerg, was lovingly carried away in the arms of an angel on Thursday, March 14, 2013. Baby Cole will forever be held in the hearts of his parents, Becky and Clint Baerg of Rimbey; his maternal grandparents, Steve and Connie Peters of Georgia, U.S.A.; his paternal grandparents, Clayton and Verda Baerg of Pincher Creek, Alberta; as well as his many other treasured loved ones, relatives, and family friends. A Special Graveside Gathering in Baby Cole’s Cherished Memory was held at the Iola Fairview Cemetery, Bluffton on Monday, March 18, 2013 at 4:00 p.m. with the Reverend Lorne Schellenberg officiating. If friends desire, memorial tributes in Baby Cole’s Memory may be made directly to the charity of one’s choice. Card Of Thanks

William ‘Brent’ Harris passed away on March 9th, 2013 at the Rimbey Hospital and Care Centre, at the age of 44 years, after a 14 year battle with M.S. Brent attended schools in Bluffton and Rimbey, then worked in the oil field for many years in the Ponoka Rimbey area, as well as in Fort St. John, B.C. Wherever Brent lived, he enjoyed the outdoors, and loved to fish, hunt and ski. It was when he was up north, that the symptoms of M.S. first developed and eventually he had to enter residency in the North Peace Care Centre. In January, 2011, Brent came back to his home in Bluffton with the hope of realizing a more independent lifestyle closer to his family. Ten months later, illness sent him into the Rimbey Hospital. Throughout his care, Brent gained many new and wonderful friends among the staff working with him. They marvelled at his humility and compassion for others, while minimizing his own discomforts. Brent is survived by his son Brad (Natasha) Harris and grandson Kason of Lloydminster, SK; his daughter Jessie (Tanner) Sayer and grandson Clay of Marwayne, AB; his step-daughter Jordan (Trent) Rempel and step-grandchildren Aiden and Alexis of Ft. St. John, B.C. He will also be sadly missed by his sister Ellen (Donivan) McCoy and niece Skylar of Marwayne, AB; his mother, Janice Harris of Bluffton; his father, Grant Harris, of the Bluffton area; as well as numerous aunts and uncles, cousins, and many wonderful friends and neighbors. In respect for Brent’s wishes, there will be no public funeral service. A private graveside service will be held at a later date. If friends desire, memorial tributes in Brent’s memory may be made directly to the MS Society of Canada or to the charity of one’s choice.

BLAND We wish to express our deep appreciation to those who offered such kindness, support, cards of sympathy and comfort as we said our goodbyes to our beloved Tena & Bob. An extra special thank you to Dr. Weller and nurses at Rimbey Hospital. To the girls at the Post Office who generously went above and beyond. To our community who sent food, flowers and words of encouragement through our families most difficult times. Thank You so much.

Keith, Tony & Stacey and families.

Getting Married? Let your friends & family know in the Announcements

ELLIOTT, Gwen Celia 1928 - 2013 Mum passed away the evening of Friday March 15, 2013 to join my father Peter Elliott who left us in 2001. Mum’s family, although small was the most important part of her life, this also included our many pets over the years. She taught me Celia Vanessa Hendricks life & family values, practical abilities such as knitting and sewing for which I am so grateful. Her common sense approach to life, her patience in teaching me as a child made me the woman I’ve become. I am so very proud to be her daughter and will always miss her smile and support, but I also know she’ll always be with me. I cannot express enough, the heartfelt appreciation I have for my loving husband Chuck Hendricks, who is and has been my rock at this time. For the wonderful ladies of Area 3, too many to name individually, who took such loving care of mum. To Dr. DeBruyn for his understanding and help he’s given myself and mum. Last but not least to our friends in our new home of Rimbey who’ve been so supportive, especially this last year. I thank you all from the bottom of my heart. I know now that mum is free of pain and is again dancing with dad, the love of her life. At her request there will be no funeral services.

Welcome Home! Celebrating the birth of you child? Share your happy news with family & friends with a special announcement in the classifieds.

Genius of Dogs is that they domesticated us The Genius of Dogs: How Dogs are Smarter than You Think by Brian Hare and Vanessa Woods c.2013, Dutton $27.95/$29.50 Canada 370 pages, includes index Some days your dog has a species identity crisis. He’s a copycat and it’s like monkey see, monkey do around your house. Other days, he’s stubborn as a mule, eats like a little piggy, is fearless as a lion, and he runs through the house like a herd of elephants. You’re beginning to wonder what other souls lay inside the body of your canine. Is he part horse, part goat, part cheetah? Or, as you’ll learn in The Genius of Dogs by Brian Hare and Vanessa Woods, is he really part Einstein? Your dog is the smartest pooch on the planet. He can sit, beg, roll over, and shake. He also has a rudimentary grasp of physics, math, and language. That’s because dogs are “arguably the most successful mammal on the planet, besides us.” They evolved from wolves to canine lupus familiaris and quickly, firmly glommed onto humans but researchers have only recently determined how that bedrock-to-bedroom voyage happened.

Terri Schlichenmeyer The Bookworm For canine cognition expert Hare, learning how was a worldwide journey. As a grad student trying to determine what makes us human, Hare began with chimps and bonobos but soon noticed that his dog was better at many tasks than were our closest evolutionary relatives. His research took him to Russia (with foxes) and to a German lab where he tested dogs to see what happens inside their furry little heads. Dogs have lousy GPS, he learned. There are exceptions, but most lost pups who find their way home are “lucky.” Pooches have problemsolving skills but most have a hard

time figuring out new methods for old habits. Conversely, as any astute puppy parent knows, dogs are masters of body language and have the basic skills of a human infant, socially and cognitively. They make decisions based on inference and grasp language in the same way as do babies. Their owner-attachment is similar to that of babies to their mothers. Dogs know how to recruit help, communicate needs and offer comfort. What we got out of the deal, Hare says, is love and a domesticated animal that may have domesticated us. I’m a really big science fan and I completely geeked-out on The Genius of Dogs but there was one curious thing I noticed: authors Brian Hare and Vanessa Woods present some highly fascinating research results but they don’t acknowledge dog owners have probably already seen it all. Overall, I loved what I learned and I loved knowing that even the most mixed-up mutt can be a master at something. This book also contains several enjoyable tests that you can do with your pup, so grab a handful of treats and get going. For you, The Genius of Dogs is something to get your paws on.

Mission trip goes to heart of Cambodia own cities to the starving in Africa we who are rich beyond belief are called to be salt and light to the earth’s inhabitants. Mission trips may not be what you are called to do but caring for the widows and orphans is. (Pure and lasting religion in the sight of God our Father means that we must care for orphans and widows in their troubles, and refuse to let the world corrupt us [turn us away from God’s command to care for others first). James 1:27). Followers of Jesus must allow their hearts to be broken by what breaks His and not only allow it but celebrate and rejoice in that breaking because it is what allows us to sympathize, empathize and un-

By Dianne Kushniryk This is part one of a series. Cambodia is a country rich in history, culture and beauty; drenched in mystique, charisma and atmosphere. Cambodia is also a country ravaged, decimated and terrorized by two decades of war, genocide and civil war. Once the home of one of Southeast Asia’s most powerful empires, this predominately Buddhist country is striving to pull itself from the darkness it encountered during the years of the Cambodian Khmer Rouge genocide dress. (1975-79) when onequarter of the country’s population was murdered. As our feet trod the dry, dusty, blood soaked paths of Choeung Ek, the most well known of over 300 killing fields in Cambodia, the atmosphere of evil prevailed — and without prayer, was overwhelming. The guide on the audio tour asks you politely to pick up any bone fragments you may dislodge and carry them to one of the glass boxes along the tour and leave it for proper interment. Along the chain link fence that enfolds the site, Khmer children gather, hands pressed together in the traditional Sompiah greeting, calling out “Please, please” begging for 500 Reil notes (12 cents) that we’ve been

cautioned not to give. The reality of what was and is and is to come takes hold. Almost 70 years ago the world gasped in horror at the Jewish Holocaust and promised it would never happen again. But it has — over and over — and will continue to do so until Jesus finally comes to heal a fallen world. Meanwhile, as His representatives, as His ambassadors, we are called to go and show His grace and mercy to the survivors of what sin has brought into the world. From the cold, snowy streets of Rimbey to the sweltering paths of Cambodia, from the homeless in our

As our plane lifted off from the rich red earth of this amazing country, I knew that I had been changed and I had left behind a very big part of my heart. Technology and societal trend projections are calculated according to Moore’s Law and International Technology Roadmap for Semiconductors. Internet and social media sites are aspects of technology readily available and common to students. “One of the things that is becoming very, very apparent . . . is social media is becoming very important in how students learn and interact with each other,” said Wolf Creek Public Schools (WCPS) superintendant Larry Jacobs. WCPS works at teaching students about the conveniences and pitfalls of the digital world. Jacobs says schools are looking at how to create powerful learning environments and “how to move forward with dealing with new problems and new events.” The Internet creates a vast vat of knowledge for students to access and schools divisions want to focus students’ use of the newly gained knowledge to become critical thinkers. WCPS uses a 12-component model that outlines specifics teachers need to take into consideration when building a learning environment. “That’s a very powerful tool,” said Jacobs. “When I became a teacher in the 1970s my primary teaching strategy was the lecture.” Students would take notes and sometimes there would be a follow up activity such as a worksheet. Jacobs says teachers would take these worksheets as a sign the students understood the lesson. Schools now realize students need to be engaged on different levels and teachers are gravitating toward using real world problems and examples as teaching methods. However, one challenge the Internet leaves schools is making students realize not everything there is well prepared or factual. “It’s a mile wide and an inch deep,” explained Jacobs, who wants WCPS students to approach the Internet with a philosophy to be discriminatory on commentary. But, the easy access to the Internet renders it a powerful learning opportunity for students. Some teachers have taken to putting their lessons online and students can even watch virtual dissections with added commentary. With the Internet students don’t have to depend solely on classroom time for learning. Jacobs says students are reaching out and becoming their own society on the Internet. This allows them to interact with each other in an even more transparent way, through blogs or forums, on an ongoing educational basis.
