‘Road pricing a tax on ‘burbs’ TransLink funding shortfall a regional problem: premier by Phil M elnyc h u k staff reporter
Maple Ridge residents will keep paying the tolls while those on the other side of the Fraser River will still get a free ride, according to the premier, who made a campaign stop in Maple Ridge on Monday. Liberal leader Christy Clark said universal road tolls applied to ex-
isting roads and bridges would be unfair to residents in the suburbs. “If you’re living in Maple Ridge and you’re commuting into Burnaby every day,” you don’t need to pay charges on every major road or bridge used, particularly those that were built two or three decades ago. “Just the concept of it, I don’t think B.C. can afford right now,” she added. “Universal road pricing is basically a tax on the suburbs.” But such a system could make it more fair for local residents,

said NDP candidate for Maple RidgeMission, Mike Bocking. It does seem like Maple Ridge and Surrey residents have been singled out for more Bocking user-pay for projects. Clark was in Langley, Abbotsford and Maple Ridge, and accompanied by local candidates
Doug Bing and MLA Marc Dalton, met with business people, stopped at The Create Shop pottery and glass studio, and the Delizie Italian Cafe and the Remax real estate office on Dewdney Trunk Road. While TransLink’s Mayor’s Council grows increasingly frustrated about finding ways to pay its bills, Clark reiterated that it’s a regional problem. Any funding source must be affordable, supported by the public and regionally based, she said. See Premier, p15

hen Bill Evanow flexes his thigh muscle, the flesh dimples, displaying a divot the size of his fist. “You can see my thigh bone,” he says, slowly turning his leg to show where a police dog bit off a chunk of his hamstring two years ago. On a rainy spring night in March 2011, Evanow was only trying to help RCMP catch a car thief, who had led police on a chase from Mission into downtown Maple Ridge. Even with its tires deflated by a spike belt, the truck made its way from Wilson Road to downtown Maple Ridge. Police finally boxed the truck in a few blocks away from Evanow’s house, but the man managed to slam his way out of the blockade, eventually ditching the truck in Evanow’s driveway. As a police helicopter shone a light into his back yard, Evanow saw the thief running past his window. He grabbed a snow shovel and decided to pursue the man. “I thought the cops were right there.” Evanow tripped the thief as he ran through his yard and chased him as he leaped over a wire fence towards a parking lot off 223rd Street. local teen is taking on bullying, organizing a community forum on the subject next month. “It’s something I’ve been wanting to do,” said Jessica Jacob, a Grade 10 student from Meadowridge School. “This is an issue that’s affecting everyone. “It can be emotional for some people, and I wanted to create a safe environment.” The forum will be held on Friday, April 12 from 5-8 p.m. at her school, at 12224– 240 St. Jessica said students now have access to social media at increasingly earlier ages, and young people go online with little or no guidance or advice.
Education is sorely lacking. Some kids who are new to sites such as Facebook are unaware of how privacy settings work, and open their page to anyone and everyone, to view their personal photos and posts. Online bullying is prevalent. “My friends have all said it’s something they’ve seen,” said Jessica. “Our generation is the first to have to deal with cyber bullying, and it’s one of the harder types to avoid.” Being bullied in cyberspace, a student deals with people who use fake names or false identities – “you never know who is bullying you.” What’s more, the target can’t tell whether seemingly rude comments are meant as jest or to antagonize. “When you’re talking face to face you can tell whether they’re joking.” These are some of the issues Jessica wants to address. “My goal for this forum is to

make teens more aware of the actions and effects of bullying, and how they can prevent it.” She plans to have discussion groups talking specifically about the three issues of the effects of bullying, how to stop it, and cyber bullying. Jessica has arranged several guest speakers, including local politicians. “I want to see what government can do.” Also speaking will be Marcia Harrison, the Kids Help Phone regional director for B.C. and the Yukon. “I wanted an expert – someone who has seen a lot of cases.” Harrison, who is based in the Okanagan, is happy to be involved in the project. “It’s absolutely fantastic when a young student comes forward to shed a light on any issue, bullying or otherwise, that kids face in school,” she said. Harrison said at least 10 per cent
of the Kids Help Phone’s contacts relate to bullying, both in live chat, questions posted online, or calls to the phone line. Some are victims of bullying, some witness bullying and are concerned about what their part in such incidents should be, and there are even calls from those who worry that they show harassing behaviour, or are party to group bullying. She said 87 per cent of kids have witnessed bullying Harrison will speak about specific incidents in which her service has helped kids; all calls are anonymous. “And, I want to make sure they know our service is out there for them,” she said. To access the help phone dial 1-800-668-6868 or access their services online at kidshelphone.ca. Jessica hopes to have 80 local teens attend, and has been canvassing Maple Ridge-Pitt Meadows schools. “It’s a lot of work, but I like challenging myself.”
The Wheelhouse is will be the latest choice in education in the local school district. Julie Hearn, a teacher at Alouette elementary, pitched her idea for a new year-long program for Grade 6 and 7 students that will frequently take them out of the traditional classroom setting. Field study days, called Traveling Tuesdays, will provide students regular opportunities to explore and connect with their community. “Students in this program take action in their community, develop greater self-confidence and have a strong sense of care for their classmates and school,” Hearn wrote in the course synopsis. She chose the name and said it applies to both the area where a batsman can hit their favourite pitch, or the part of a sailboat “where you stand, take the helm and steer the ship.” Hearn said the course is not “teacher-centric,” where the educator’s primary purpose is to deliver content. Instead, students will do field research, group projects, independent activities and inquiry learning – the goal being to create lifelong learning attributes. Grading will be designed to create self-assessment skills in students, and there will be an emphasis on learning showcases – open galley-style evenings when students share projects and portfolios. Presenting their showcases forces students to think: “I have to actually learn something to be able to stand at this table,” said Hearn. Tech-supported education and learning through play are other central concepts to The Wheelhouse. Another unique aspect of the Wheelhouse will be an annual Big Idea, which will guide student learning. For the first year, 20132014, the Big Idea will be “What makes a good global citizen?” Trustees noted that with waiting lists for the environmental school and French immersion, The Wheelhouse is sure to be popular with parents. Based on Hearn’s presentation and a recommendation from senior staff, trustees approved of the Wheelhouse for the next school year.

Maple Ridge and Pitt Meadows were both slightly ahead of the curve in energy cutbacks during Earth Hour. Many British Columbians powered down on Saturday from 8:30 to 9:30 p.m., and reduced the provincial electricity load by 1.95 per cent. According to a B.C. Hydro, the savings were equivalent to turning off more than 10 million 12.5-watt LED light bulbs. Island communities were the most earth friendly, with Comox and Courtenay leading the way with reductions of almost 10 per cent. All of the top 10 conserving municipalities were based on Vancouver Island. Of the 68 communities with reductions, Pitt Meadows ranked 37th, and Maple Ridge 39th.

They were in good company, as the Empire State Building, The Eiffel Tower and The Kremlin were among the iconic buildings in the dark during this year’s Earth Hour. The environmen-

The World Wildlife Fund chose Vancouver as the first-ever Global Earth Hour capital, picked ahead of 66 other cities around the world. The city was recognized for its unique environmental efforts, and chosen unanimously by a panel of experts. Vancouver’s electricity load dropped by 2.4 per cent.

TransLink 3.0? A mad scientist couldn’t have come up with an odder creation than TransLink. And a new consultant’s report, paid for by the Mayor’s Council on Regional Transportation, seems to agree. Recognizing the fact that TransLink is essentially a provincial creation responsible for overseeing regional priorities, yet beset with funding woes and lack of accountability, the report suggests numerous reform options. None appear to be ideal. Critics say it’s time for a change, but what changes are necessary? Former transportation minister Kevin Falcon thought he solved the problem when he took priority-setting responsibilities away from the mayors and gave them to a professional board. But that hasn’t worked the way it was hoped. There’s never enough money for transportation priorities, so the mayors always seem to be going cap-in-hand to the province, only to be told to look under the couch for spare change or pare down the priorities. TransLink’s mayors’ council has only enough power to be a ready scapegoat for the province. Thus, when big decisions are made – building the new Port Mann Bridge or choosing the transit technology for the Evergreen Line – they’re made by the province, leaving the mayors and the TransLink board responsible for unpopular actions, such as cutting bus routes or hiking property taxes. According to the consultants, TransLink’s structure – an appointed board of directors in control of all decisions except major revenue increases – is an anomaly worldwide; most other cities have democratically elected representatives who answer directly to their constituents. But does the public want another emasculated but elected board, like those for education, which have a little responsibility and no authority or revenue-raising power? Not likely. More radical surgery might be necessary. One idea would be to create a democratically elected Metro Vancouver land-planning board with responsibility for setting transportation priorities as well as budgets – replacing both the Metro board and the TransLink mayors’ council. Voters might yawn at the idea, but something has to be done about TransLink and the string-pulling provincial government – whether B.C. Liberal or NDP – has to do it. – Black Press

Ottawa takes lead on skills training VICTORIA – The B.C. election campaign that’s about to get underway will feature lots of talk about skills training. It will be everyone’s top priority, along with a dozen other top priorities. But since elections are no time to deal B.C. Views with serious issues, Tom Fletcher don’t expect much frank discussion about ways to redirect our increasingly soft, urban society toward useful work. Somebody might be offended. The B.C. Liberals see lots of skilled, technical jobs on the horizon, but they cut their skills training budget and many of their MLAs are also looking at a career change. The B.C. school system, like that of other provinces, still pushes kids to university programs that lead to coffeeserving jobs and the need for another round of training. This has been going on since the 1970s, and it’s not confined to B.C. The B.C. NDP apparently expects to coast to victory with the same empty rhetoric about “income inequality” and student debt that they’ve been using for years. Their only discernible intent is to return control over how many apprentices can be on a job site to industrial unions, which severely restrict it, squeezing out small business. This team’s ideas are mostly left over from the last industrial revolution.
Fortunately there is a mid-term federal government that has acted. Last week’s federal budget launches new programs that the next B.C. government will have to go along with. Prime Minister Stephen Harper’s government didn’t claw back post-secondary funds from B.C. and other inept provinces, as some had feared. What we got from Ottawa was social engineering, Conservative style. The centrepiece is the “Canada Job Grant,” a $5,000 grant to employers willing to match it and train an unemployed person. To qualify, the province has to match as well, for a total $15,000 commitment to one worker who will have a job to go to. Delta-Richmond East MP Kerry-Lynne Findlay was one of the Conservatives out to promote the budget. She said when the Canada Job Grant is fully rolled out, it will fund training for 130,000 people a year. Some will be young people, but there will also be older workers whose skills need upgrading. “If they’re willing to look at the jobs that are available and understand that that’s their best shot at making a living and being able to support their own families some day, we want to be sure that the opportunities are there,” Findlay said. The difference is that it has to be what an employer needs, not what the student might prefer. It’s a public-private partnership, as we have seen with modern public works. Findlay acknowledged that even with a big push on training, Canada will still need to import foreign workers. In B.C. we are bracing for an unprec-
edented resource boom, much of it in the B.C. Interior and north. That’s one reason for a $241 million increase over five years to the federal Income Assistance Program for aboriginal reserves. The new money is available only if the community leadership commits to a mandatory training component. They didn’t call it Idle No More, but that’s the gist of it.
But the NDP should note that the Canada Job Grant applies to union-run apprenticeship schools as well as those in community colleges and technical institutes. Saying no isn’t much of a choice. Of course, no worker or province or band council is required to participate. They have the option to leave the federal money on the table. But the NDP should note that the Canada Job Grant applies to union-run apprenticeship schools as well as those in community colleges and technical institutes. Saying no isn’t much of a choice. Whatever grand promises the B.C. Liberals and NDP have written into their yetto-be-released election platforms, they will need to find the money to participate. The News/letters Ask us if we want garbage pickup?
Editor, The News: We could have garbage pickup and save money (Letters, March 13). The upcoming home show is again scheduled for May, with an estimated 20,000 to 25,000 visitors. In my presentation before to council in January, I suggested that, if the district is going to have a booth at the home show this year, this would be a perfect opportunity to conduct a free survey of taxpayers and collect factual information that could help gauge how the local citizens really feel about having an independent, district-wide garbage collection service. I am confident there are at least a couple of councillors who would be willing to donate their time to conduct this survey and allow the people to decide if they want or do not want a cost-effective, environmentally friendly, independent garbage collection service. Mayor Ernie Daykin has been quoted that a garbage collection service would cost taxpayers $275-$350 annually. But it doesn’t add up. As a taxpayer, I would not vote in favor of a tax hike if the numbers are what Mr. Daykin is telling us. Nobody would. Why is everything so inflated and cost more to do business in Maple Ridge than any other community around us? In my presentation, I cross-referenced what the cost would approximately be to the taxpayers for an independent garbage collection service and the price point was considerably less than what Mayor Daykin is telling the citizens of Maple Ridge. Not everyone is as diligent as the next person when it comes to recycling or garbage disposal. If council and staff feel there is no public interest in a district garbage collection service, then this proposed survey would give them a clear indication if what the taxpayers want. Todd Oliver Maple Ridge
Biggest strategic error ever Editor, The News: We are witnessing the biggest strategic error B.C. has ever made. The fast ferries and the B.C. Place roof each cost about $500 million, but the people of B.C. will end up spending $3.5 billion for the Port Mann Bridge and associated roadworks. There are always deniers, but most people realize that the world is at or near peak oil and we will be struggling with supplying, not to mention the environmental issues over the extracting and burning of the finite resource. The solutions to alleviate traffic congestion are simple: buy efficient rapid transit and rail enhancements; or add lanes to facilitate the use of inefficient private vehicles to go everywhere all the time for everything. These issues will not directly affect my generation, but future generations will not have the quick and effective rapid transit system that regions that have bought into long-term solutions will enjoy. ‘The insatiable beast within’ Editor, The News: Re: Sad situation in Port Haney (Letters, March 22). Allowing the law to be used in this manner to eliminate this simple street ministry is plainly unjust and harms us all. I don’t know what’s wrong with the people who instigate such harm on those in need and onto those who want to help them, all of whom are no less than the rest of us. The very same was done to the women’s centre in Pitt Meadows after it had done tremendous good in our community for more than 13 years. The egos that belong to the instigators of this destruction must be absolutely voracious. What a burden they must carry, dealing with the insatiable beast within. They seem to turn good and nice things upside down, just because they can. Notice these same seem to encourage the concentration of charities and any goodwill voluntary organization into one location. Especially if the location can be controlled in some way by the municipality. This seems to make the process of destroying them much easier and only aids those callous individuals in their game. Remember that once they have their target, it’s child’s play for them to drum up some kind of perceived infraction, whether it be justified or not. Gail Neufeld Maple Ridge
Steely resolve Editor, The News: Re: Sad situation in Port Haney (Letters, March 22). Having lived in this area for over a decade and experienced the difficulties of dealing with these loser drug elements, I understand the frustrations of a home owner who sits on council. I was co-manager at a building in the area and had to deal with drug dealers repeatedly. I took a very different approach in dealing with these individuals, though. In a period of five years, I had three drug dealers booted out, one of whom was used, abused and later murdered by these despicable drug gangs. It was not easy and some of these losers try and intimidate you, but you have to stand firm with steely resolve. I understand what Coun. Al Hogarth has gone through, and know it is not easy to deal with these types of people, when you use the

The District of Maple Ridge, which owns the land on which the CEED Centre building sits, has asked that they be held elsewhere. legal process. These people know how to manipulate the legal system big-time, and many of them have been doing it for all their lives. We need to realize the potential of this area, and to do this we need a zero tolerance for these drug dealers and their clientele. It’s time to quit being a magnet for all of these losers, drawing them to our area with the promise of free food. And don’t give me this bleeding heart crap about caring for the needy. I grew up in incredible poverty with gangs and drug dealers hounding me daily in my neighbourhood to join them. I choose to not to associate with them, but instead have worked hard since the age of 12 to make a better life for myself. People make choices in their lives: some choose to work hard and be law-abiding citizens; others choose to be losers and expect everyone else to pay their way. That’s the reality of the world in which we live, and it’s time for our city to choose what type of community we want to have. John E. McKenzie Maple Ridge
Time to step up Editor, The News: Re: Sad situation in Port Haney (Letters, March 22). I have read with interest the articles on the Port Haney problems around the CEED Centre and St. Anne’s Avenue. I applaud both Christian Cowley and Tyler Ducharme and his wife for their
efforts, even though they may be at logger heads with each other. A sad situation there. I wish it could be improved. In 2007, I underwent surgery for a ruptured abdominal aorta. Four months in hospital and nine months on recovery with the nurses from home support, then I was feeling better. What next, I thought. I had always loved growing veggies and flowers, so I found out about the CEED Centre and visited with Mr. Cowley. I needed something to give me a purpose now that I was able. I wanted to get my hands and soul into the dirt and see the results. I hit it at the right time, got my gardening boxes at the CEED Centre and was off and running. During that time, I was fortunate to meet Mr. Ducharme and his wife, Marilyn They were a nice young couple who did backyard gardening. We had many chats. Yes, the homeless and the addicts and prostitutes were a problem on various days. The prostitutes I handled, told them I was gay, which is not true. They left me alone. The homeless raided the garden on occasions, but that is okay – we all have to eat. The ones that were spaced out wandered through the corn stalks and tramped them down, I could handle that and felt sorry for them. Corn is cheap at a roadside stand. All in all, I was doing what I loved. Mr. Cowley and Mr. Ducharme accommodated
me in every way and for that I will be forever thankful. I am now located in another area, which I am very happy with, thanks to Mr. Cowley for the opportunity. This year I am sharing with a young person in his 20s who wants to grow his veggies. It does not get any better than that. Coun. Al Hogarth and Mr. Cowley have been throwing out barbs about the drug house and many articles have been written. Having gardened down there for years, I must say to Mr. Hogarth: step up to the plate, do what you were hired to do and shut this damn drug house down. You need a wake up call. This is not all about you. Bob Kerfoot Maple Ridge
Hypocritical Editor, The News: Re: A good meal (News Views, March 22). I find it hypocritical for Maple Ridge to blame those volunteers who are donating their time and effort towards helping those less fortunate by providing meals to the homeless through a nonprofit group. As pointed out in the opinion section, Coun. Al Hogarth could be more responsible by getting rid of his trouble tenants who occupy his rental property and are no doubt causing the problems that both he, and if I understand correctly, the mayor of Maple Ridge, Ernie Daykin, are blaming on the Ceed Centre’s clients. Eastern country lots to public hearing staff reporter
A proposal to put 91 more homes in east Maple Ridge has moved forward a step, with council deciding to allow online input only into the creation of a conservation area that would protect two fish-bearing streams. With that decision, it will be late April before the application returns to council to resume the rezoning process for property at 12420 – 269th St. Creus Engineering, on behalf of a numbered company (640724 B.C. Ltd.), wants to rezone the site to allow the new acreages, which will have septic fields for sewage treatment, along with Metro Vancouver water.
The proposal has been revised since it was first before council last year, when 162 lots were proposed for development. That will allow a conservation area of 42 acres to protect the main stems of Cooper and McFadden creeks, both of which contain fish. Five other tributaries to McFadden Creek are also on the property. Maple Ridge Mayor Ernie Daykin said the setbacks around the streams will be 30 metres on each side of the banks. Stormwater management will minimize runoff into streams and enhance ground infiltration, where it can naturally recharge streams. “There’s an expectation in the community that one of the
things that people value about Maple Ridge is its rural flavour and its respect for the environment,” Daykin said. While some call the development suburban sprawl, Daykin said people are looking for a range of housing, from condos to acreage lots, adding that fiveacre lot developments could be too pricey. “There’s a demand for all of that.” The development will be located next to existing acreages and will be accessed by extending 269th and 271st streets northward. According to staff, an information meeting last week drew about 40 people, with some concerned about too much traf-

fic on Rothsay Street. However, a traffic study said the road network had enough capacity. The proposed development also sits atop the Blue Mountain aquifer and is adjacent to properties that rely on well water. However, an impact assessment says the development will have minimal impact on the groundwater, because of the type of aquifer and because Metro Vancouver water will be used, sparing any use of well water. The site also lies within what could become Maple Ridge’s wildfire development permit area, requiring use of fire-retarding and construction practices. However, that permit area has yet to come into effect, although there are some fire-proofing steps that have to be followed.

You’ve got 400-plus cases in two years.” His lawsuit, along with seven others involving police dog injuries, was launched by the Pivot Legal Society in an effort to push the province to regulate the use of B.C. police dogs. “Bill’s story is really the perfect example of an innocent bystander in the wrong place at the wrong time,” said Evanow’s lawyer, Doug King, of the Pivot Legal Society. “It really illustrates that it can happen to anybody, if they are deploying the dogs blindly and the dogs are trained to bite everybody.” A review by Pivot and CTV News highlighted the statistic of a police dog biting a person once every two days in B.C., and that RCMP dogs bite five times more often, and Vancouver Police dogs bite 10 times more often than forces that train their dogs to be less aggressive. That method – known as “bark and hold,” or minimum force handler
Dog bite from front
As Evanow gained on the thief, he saw the man scale a second fence a fair distance away. When he turned around to head back home, he felt a sharp pain as a police dog latched on to his thigh. “He just wouldn’t let go,” said Evanow, a caterer who is always on his feet for work. “I was on the ground for more than a minute. It’s a miracle he missed my artery.” Evanow spent eight days in hospital. It took six months for his wounds to heal. He had no intentions of suing Canada’s national police force until he discovered that someone is bitten by a police dog, on average, once every two days in B.C. Ridge Meadows RCMP have not yet filed a statement of defence. But a police report filed by the dog handler, Const. Bruce Ternan, claims the officer saw both Evanow and the car thief running and yelled at them to stop. Evanow did, but the police dog “mistook him as the bad guy.” The car thief fled and was never apprehended by police, although a helicopter and officers from both Maple Ridge and
control – is practiced by police in Saanich, New Westminster, and Delta. Dogs are currently classified as an intermediate weapon – the same as Tasers were before the Robert Dziekanski review. King also learned that RCMP often don’t file police reports if a police dog bites a person “by accident.” In Evanow’s case, the police report was filed 11 months after the incident. He is hoping witnesses from Maple Ridge come forward to support Evanow’s suit. “We hope in the long run we might start looking at these injuries as more serious harm,” said King. “We want there to be a recognition that the consequences can be so high that dogs should not be used as a default weapon. They should really be a specialized tool.” The lawsuits filed by Pivot are prompting change, with the province announcing Friday a working group was established in January with the goal of establishing provincial standards for police dogs. King believes Evanow’s case was an impetus for pushing the province towards more regulation. “If there was any debate, up to this point, whether the government
should intervene, Bill’s case is the straw that broke the camel’s back.” The province confirmed that the working group has already met once and consists of representatives of all police forces in B.C. and their canine units. “I am confident that police know the importance of using dogs appropriately and take seriously any incident that results in a police dog bite,” said Justice Minister Shirley Bond in a statement. “Police dogs provide a valuable service in keeping our communities safe and they are an important policing tool, as well as a useful less-lethal force option for police. However, a police dog bite can cause significant injury, and therefore we need to ensure that we have the best possible policy and practices in place regarding the use of police dogs in B.C.”

the airport. When airport manager Glenn Ralph took charge of operations a few years ago, he noticed the discrepancy in leasing rates and gave Pacific Skydivers two years to deal with the increase. Ralph is also glad to see the skydivers back in operation. “We weren’t trying to get rid of the skydivers,” said Ralph. “I can’t have one business on the property that was using the land for nothing, while everyone else is paying. That wouldn’t work for any business.”

McKechnie is relieved to see Pacific Skydivers in operation again. “The business was successful, but I want to pump it up even more,” he said. The airport notes the rate Flanagan was previously charged was a throwback to previous deals struck with Transport Canada, when it ran the airport. However, those fees did not reflect the true value of the land the skydiving business is leasing from

The mayors sit on the board as non-voting directors, but rejected Pacific Skydivers requests to intervene in the dispute because they considered it a “tenant-landlord” issue. McKechnie stepped in after the dispute came to a head in the new year and says he’s now negotiated a license fee for a smaller landing zone for skydivers. A skydiving business in limbo since January over a lease dispute with Pitt Meadows airport has reached a settlement and is back in operation. Pacific Skydivers Ltd. kicked off its season on the weekend with 15 tandem jumps. “It’s great that we are open again,” said operations manager Shane McKechnie, who’ll be at the helm of the drop zone while owner Ian Flanagan takes a back seat. “I’m hoping to give the place a new lease on life.” Faced with a 2,500 per cent increase in its license fee, Pacific Skydivers was ready to pack up in January and leave the airport, where it has operated from for more than 25 years. Flanagan had been fighting the increase in the fee, from $2,800 annually to more than $60,000, for the past year and was unable to reach an agreement with airport management. The airport is operated

Ridge Meadows RCMP kept people out of Hoffman Park around 8:30 a.m. while officers investigated. They soon discovered the “body part” was a Halloween decoration – a plastic hand covered in red dye. ‘Education priority’ Premier from front
“I think TransLink can find a way to come with some solutions and still meet those criteria. It’s up to them to come up with solutions. They’re a regionally governed transit group for a reason.” That contrasts, though, with a frustrated Mayor’s Council, which recently rejected a temporary two-year property tax hike of about $23 per house as a way of bailing out TransLink. The mayors also ordered a report, which called for TransLink reform and pointed out that its structure – with an appointed board of directors in control of all decisions except major revenue increases – is an anomaly. Clark said if the provincial government is able to generate budget surpluses, the priority will be education spending. “We are in a global hunt for talent and everybody wants talent if you want your economy to grow. You have to grow your talent base. We have to give our kids the opportunity to fulfill their potential.” Maple Ridge-Pitt Meadows NDP candidate Elizabeth Rosenau said classrooms are already facing a shortage of special needs teachers, which is affecting the quality of classroom teaching. She wants to work to improve services in the Fraser Valley, citing a 2012 report titled Getting It Right for Seniors. “To be old and to get lots of great services, you’re going to want to live in Vancouver or the North Shore.” Clark’s government has been in constant campaign mode, which creates cynicism among voters who Rosenau encounters while she’s campaigning. “I go to the door step and I get a serious grilling. The amount of skepticism that I get at the door is enormous and discouraging,” Rosenau said. Dalton said the NDP wouldn’t give the economy the same attention. “This is a very important election, and it will impact every single voter.” Motorists also have a free alternative to the tolled bridges, over the Pitt River Bridge, he added. Clark said she doesn’t regret canceling the Harmonized Sales Tax and reverting to the old provincial sales tax of seven per cent and the fiveper-cent goods and services tax. The change back takes place April 1. “If people say they wanted to get rid of the HST, I promised that, so that’s what we’re doing.” Dalton won the Maple Ridge-Pitt Meadows riding by only 68 votes in the 2009 election. Maple Ridge-Mission NDP candidate Mike Bocking wondered why Clark was visiting when the formal campaign doesn’t start until after April 16, when the writ is issued. “Was Michael Sather there, because he is the current MLA for Maple Ridge-Pitt Meadows.” Bocking said it’s disappointing that the Evergreen SkyTrain line, supposedly just starting construction, took so long to get started, adding that a site office was opened in 2009. “It does seem like we get the short end of the stick here in Maple Ridge and Mission when it comes to transportation.” The Port Mann and Golden Ears bridge tolls affects people in Maple Ridge, Pitt Meadows and Surrey Langley people far more than the rest of the Lower Mainland, he added. The B.C. Conservative Party recently proposed a bridge and road toll tax credit that could give commuters about $400 on every income tax return.

TIME I WINES Another Maple Ridge landmark gone GREAT GRAND OPENING TO PAIR WITH TURKEY D $300 $200 Maple Ridge Museum
The Webster’s Corners Co-op Exchange buildings, as they appeared in 1949. The building on the right – recently demolished – was built last. During the early post-war years, the technology for keeping food frozen was available, but individual household freezers were not. The building on the right was built to house frozen food lockers that could be rented by co-op members. Our municipality has some good programs to offer owners who want to participate and retain their older structures. We have seen several recent agreements involving private homes that will see those homes retained as community heritage assets for the foreseeable future. However, there is no way to force or coerce an owner to have that level of enthusiasm. Another way for the community to acquire beloved assets is to buy them. That is the only real form of protection, but it comes at a high
cost. As an owner, the municipality has to meet high standards before a building can be rented or leased for use. How does the municipality know when buying a property is the best option? We have to tell them. At the moment, the municipality is engaged in the creation of a Heritage Strategic Plan. The plan is meant to identify the wants and needs of the citizens of Maple Ridge for all their different neighbourhoods, then to prioritize them, given scarce resources. This is your opportunity
to make your feelings known to the municipality and your fellow citizens. Working at the museum, I often hear the complaint from people that all heritage preservation happens in Haney. Where are the preservation efforts for neighbourhoods like Webster’s Corners, Whonnock or Port Hammond? What is left to preserve there? What can we do to put back what has already been removed? The more voices the better in matters like these. It is too easy for heritage concerns to be slid off the plate in the name of other projects. You can make your feelings known by responding to an online survey (http://fluidsurveys.com/surveys/dmr/ maple-ridge-heritageplan-questionnaire/). Or stop by the museum and pick up a paper copy. If community history is important to you, get engaged in the process before all we’re left with is fading memories.
Val Patenaude is director of Maple Ridge Museum and Community Archives.

riving east on the Dewdney Trunk Road, you always knew you were passing through Webster’s Corners when you saw the Sampo Hall on the right and the old co-op buildings on the left. These buildings have been part of the local landscape for so long that we’ve almost stopped seeing them as individual buildings. More than that, they form a part of our communal perception of the neighbourhood called Webster’s Corners. But no more – last week, with no fanfare, one of the old co-op buildings came down. Loss of familiar landmarks and historic buildings is a problem that plagues all communities. Our landmarks map our familiar world and populate our memories of place. They don’t need to be grand or flashy – they just need to be there. A lot of buildings that were once, if not community-owned, at least communally owned are now in private hands. That is true of both the old co-ops and the Sampo Hall.

Mama let him play Guitarist Jerry Doucette performs at the ACT on Saturday during a concert to raise money for Easter Seals. The concert was organized by Bernie Aubin (of Loverboy and Headpins fame) to celebrate his son Tyson’s birthday. A Tsawwassen resident, Doucette is best known for his single Mama Let Him Play, which earned platinum status in Canada when it was released in the fall of 1977.
Flamenco dancers tell a tale of sisterhood Catch a performance of Mis Hermanas at the ACt
Flamenco Rosario performs Mis Hermanas at the ACT April 5.

In Monterrey, Mexico seven sisters get together every Tuesday for coffee – only one left home to pursue her dreams of becoming a dancer. Mis Hermanas tells the personal tale and recalls the memories of Flamenco Rosario’s artistic director, Rosario Ancer, growing up in Mexico, her dreams of becoming a dancer, her journey to Spain, and her arrival to Vancouver. Recreating a profile of each sister through the magic of a child’s memory, through narrative, dance, sound effects, stills and video projections, the audience explores the journey to other countries, cultures and times. It is a story of an enduring love,
family traditions and values, intercultural relationships and influences, the power of love and the joy of life even at times most difficult. While personal, it is also an account that in Canada, a land of immigrants, could be anybody‘s story. Vancouver’s Flamenco Rosario’s mandate is to develop dance, music works and dance artists, in both the authentically traditional and contemporary innovative styles of Flamenco. The company’s mission is to share its passion for flamenco’s raw, emotional power and disciplined musicality through performances, workshops and professional training throughout Vancouver. Nurturing the diverse cultural roots of Flamenco and giving voice to the histories of traditionally silenced and displaced ethnicities by exploring their unity within fla-

menco; our work is inclusive of all people. A hybrid art form, originating in Andalusia in southern Spain and with roots in East Indian, Persian, Roma, and Sephardic Jewish and Middle Eastern cultures, Flamenco carries a universal message of inclusion that can touch many regardless of origin. The very roots of this form continue to keep flamenco a living art, its traditions of feeding from diverse cultures and media make the form itself a way of interpreting change.

I ordered myself some sexy new glasses. yay me. I’ve eaten sushi twice this week! I just love wild salmon sashimi, gomae and spicy tuna! I’m still eating spinach daily, which is just so healthy and deelish. Yesterday I put raisins on raw spinach, and topped it with some sautéed beef. I’m using my new ‘coconut cooking sauce’ (coconut amino) which is just an AWESOME soy sauce substitute for those of us with soy allergies. Mango protein smoothies, pineapple chunks, and cabbage are becoming other regulars in my diet too. I went to Zumba again Monday, which makes me smile so big the entire time. And then I thought I’d head to a spinning class. Well! was I surprised to see how popular it is. People sign up a week in advance. So I did the treadmill and recumbent bike for 45 minutes instead.

The pool sharks of the Pitt Meadows Seniors Centre have won their second straight snooker championship. The team put together a sterling regular-season record of 21-1-1 during their weekly games. That makes it three years in a row the team has won the league. Then they beat the tough Kennedy Seniors Recreation Centre team out of Delta in the playoffs to repeat as champions. They play a season that runs from September through the end of February, and the league involves 11 seniors centres that have 17 teams. There are A and B divisions. The best players in the league are those capable of producing 100 points at a turn – which generally involves sinking between 16 and 22 shots in a row. In Pitt Meadows, everyone on the team can shoot. “Every team has some top-flight players, but the key for us is that our weaker
players don’t okay that weak,” said Gary Spence, one of the organizers of the team and the president of the league. “Even our weakest players are still fairly good.” Their only reward is prestige, a trophy and the friendships they get. And there will be a May banquet. Spence knows a lot of pool players, and that the Pitt team will have a challenge racking up another winning season. “There are some really good players about to be old enough (55 years old), who will be playing for the other centres.” League play has wrapped up for the season, but there are open drop-in sessions Monday to Friday, from 9:30 a.m. to 3 p.m. now through the summer at the Pitt Meadows Senior Centre. All levels of players are welcome to join in, and basic through advanced instruction can be arranged with club members.

Spring training Fallon Weber, pitcher for the Ridge Meadows Nemesis, that won the provincials in the senior division last year, practises with the team at Telosky Park Saturday afternoon. Minor ball starts its season on April 16th.
Leblanc and Sinclair join Thorns The Portland Thorns Football Club started its pre-season camp last Thursday, and the big story was the arrival of Canadian Women’s National Team members Christine Sinclair and Karina LeBlanc. Sinclair is the sublime striker from Burnaby, and LeBlanc the fiery keeper from Maple Ridge. The pair won bronze together at the London Olympics in 2012. LeBlanc has been on the national team for 15 years, and has earned 104 caps, making her the longestserving athlete in Canadian Soccer history. She has played in two Olympics, three Pan American Games and four FIFA Women’s World Cups. The Thorns will play in the National Women’s Soccer League, a new eight-team circuit that will begin play this spring. The team is getting ready for its first regular-season game against Kansas City on April 13. Sinclair and Leblanc have been called up to play in national team exhibition games in France on April 4 and
England on April 7. UNICEF Canada an-
nounced on Tuesday that LeBlanc is the re-
lief agency’s ambassador.
