City begins planning on Wellcox purchase

I

TRANSIT HUB one component identified for land use. BY TOBY GORMAN THE NEWS BULLETIN

The planning process for a key piece of downtown property recently purchased by the city will soon begin with the assistance of several key community groups. Last November, the city entered into a purchase agreement with Canadian Pacific to purchase 10.8 hectares of the Wellcox Yard at 7 Port Dr. for $3.4 million. The property, long considered a key piece of Nanaimo’s downtown development puzzle, is scheduled to transfer into the city’s hands Sunday (March 31). On Monday, council directed staff to initiate the concept planning process for what is being called the South Downtown Waterfront Plan Project, and to approve the plan’s terms of reference. “This will be the 30,000-foot view of potential land uses in the area,” said Andrew Tucker, the city’s director of planning. “I wouldn’t describe it as a detailed master plan as it’s too early in the planning process to achieve that level of detail.” Groups invited to be part of the steering committee include Snuneymuxw First Nation, Nanaimo Port Authority, Island Corridor Foundation, Downtown Nanaimo Business Improvement Association, Nanaimo Economic Development Corporation, South

End Community Association, Plan Nanaimo Advisory Committee, Vancouver Island University, and at-large community representatives. The Regional District of Nanaimo will also be at the table with a $2-million investment in the property that will include a long-awaited transit hub. The primary goal at this point is to build a transit node at the site that will include regional transit, passenger rail, regional bus lines and possibly even a downtown Nanaimo to downtown Vancouver foot passenger ferry. “We’ve got an opportunity here with the addition of this 25 acres that we’ll own and the other lands adjacent to it to make them really exciting people places,” said Coun. Bill McKay. “I’d really like to see us include a conversation with ... our other stakeholders to really make this the jewel in our crown.” Al Kenning, city manager, said it would be appropriate to also include assembly wharf lands as part of the discussion to ensure a “far-sighted approach.” City staff recommended a preliminary planning stage due to several challenges, the first being the complexity of the property and its encumbrances and right of ways, as well as its multiple jurisdictions that includes city, Nanaimo Port Authority, provincial and First Nations. Tucker said once a concept plan is developed, the public will be invited to provide input through a design charrette before the process moves into the master plan phase. reporter2@nanaimobulletin.com

Douglas White III, Snuneymuxw First Nation chief, left, looks on as Ida Chong, B.C. aboriginal relations and reconciliation minister, addresses a gathering at the Vancouver Island Conference Centre Wednesday when the First Nation was given 877 hectares of land as part of a reconciliation agreement.

Land transferred to Snuneymuxw BY CHRIS BUSH THE NEWS BULLETIN

Snuneymuxw First Nation received 877 hectares of land on Mount Benson as part of a reconciliation agreement announced Wednesday at the Vancouver Island Conference Centre. The agreement, announced by Ida Chong, aboriginal relations and reconciliation minister, between the province and the Snuneymuxw is designed

to bring economic benefits to the First Nation and increase certainty for business in the Nanaimo area. Chong called the agreement a milestone in the B.C. government’s relationship with Snuneymuxw First Nation. “It is based on a foundation of respect and trust, which our two governments can build on for the future for this region and in particular for young people and generations to come,” Chong said.

Three parcels of land, totalling 877 hectares in the Mount Benson area, are intended to provide forestry-related economic opportunities to generate revenue and employment. Chong said the properties would also offer potential economic opportunities for private sector partnerships. A site where First Nations remains were found in Departure Bay was also transferred to Snuneymuxw. ◆ See ‘AGREEMENT’ /4

float ferry tax credit Inbrief Conservatives Leader John Cummins tours Island city scene

Scavenger hunt gets cancelled The Easter Bunny won’t hop along the trails of the Morrell Nature Sanctuary this year. The Morrell Society decided to cancel its annual scavenger hunt, which attracted more than 400 children and their family members last year, due to concerns about safety. Nanaimo Lakes Road is still in the midst of ongoing construction and board members were worried about the availability of parking and the safety of children who would be walking along the roadway. The board felt that not enough volunteers were available to place along the roadway to ensure a safe route for people accessing the scavenger hunt. The society said on its website that it hopes to continue the event next year with the help of more volunteers. For more information please go to www. morrell.bc.ca.

District seeks disaster stories

BY CHRIS HAMLYN THE NEWS BULLETIN

Residents of British Columbia should not be penalized simply because of where they choose to live and work. That’s the rationale behind the B.C. Conservatives’ plans for a tax credit for bridge tolls and ferry costs should the party form government following the May election. John Cummins, party leader, and Bryce Crigger, candidate for the Nanaimo riding, met with the News Bulletin’s editorial board Tuesday, discussing a number of issues including the challenges facing B.C. Ferries. “Every time we come over to the Island we hear about the high ferry fares,” said Cummins. “Get on with a car and passenger and it’s pricey, no question about it. It’s something we wanted to address.” Cummins said a glance at the Liberal government’s budget and the money available in B.C. shows simply increasing the subsidy to the ferry corporation isn’t possible at this point. “Something needs to be done in the long term to fix the operation – making it more affordable – but at this

point, any major fix isn’t really in the cards until we take a better look and try to determine a better way of operating the corporation,” he said. “In the interim, the feeling was something had to be done to offer relief for frequent passengers on the ferries.” The Conservatives propose to give a tax credit to people who spend more than $780 and less than $1,800 a year on ferry fares (and bridge tolls), excluding passengers. The tax credit would be equal to 40 per cent, which could amount to as much as $408 a year per individual for a frequent traveller on the ferries. “What goes hand-in-hand with that is we’re proposing eliminating the carbon tax that costs B.C. Ferries about $10 million a year,” said Cummins. “The elimination means $10 million in their pocket that they don’t have to spend.” Cummins said the carbon tax is a disincentive to doing business in the province’s north and Vancouver Island. “Goods brought in are more expensive because of the tax on fuel, and products of a community are more expensive to get to market,” he said.

CHRIS BUSH/THE NEWS BULLETIN

Bryce Crigger, left, B.C. Conservative Party candidate for Nanaimo, listens as leader John Cummins details party policy during an interview at the News Bulletin Tuesday.

“And at the end of the day, the tax hasn’t done what it was supposed to do and that was reduce B.C.’s carbon footprint.” He said the transformation of B.C. Ferries into a standalone corporation with the government as the sole shareholder hasn’t worked. “That’s not to say we’re prepared to get rid of it at this point, but it certainly needs a close and careful look,” he said. “B.C. Ferries for decades has operated as a fairly reasonable and

dependable operation. “But in the last number of years, for some reason or another, it can’t seem to operate in a way that meets the expectation of frequent users. That has to change.” Cummins also questions some of the business decisions by the corporation and its board, citing former CEO David Hahn’s pension package and the offices B.C. Ferries uses. “Why do we have to have these palatial offices?” he asked. “Some of it might seem small, but it tells you

about the mentality of the people that are operating it. “We have to get back to recognizing these are public assets to be operated for the benefit of the public who is the owner.” news@nanaimobulletin.com

City staff developing plan for municipal food strategy Nanaimo residents have an appetite for a municipal food strategy. Earlier this month, more than 65 people attended a workshop to begin the discussion on a local food strategy that includes food security, developing local food systems, encouraging partnerships in food distribution and ensuring access to nutritious food for all of Nanaimo’s citizens. Deborah Jensen, community

development planner for Nanaimo, said the intent of the workshop was to begin a discussion on the direction to take for a local food strategy. “We discussed what is food and how does it relate specifically to Nanaimo and what makes Nanaimo unique when it comes to food,” said Jensen. “There was a lot of talk about community gardens, there was a lot of talk about how we market ourselves, how local farmers can get food to local markets, how to

make food more affordable. Some of it was very specific and some of it was more of an overview.” In 2011, the City of Nanaimo was given $9,500 in grant money from Vancouver Island Health Authority to initiate the development of a food charter after the city included it as a priority in its 2008 official community plan. The March 9 workshop, which included a presentation called Energizing a Unique Food Culture and Economy in Nanaimo by guest speaker Mark Holland, was the first

step in developing the strategy. “I attended and it was exciting to spend some time there,” said Coun. Fred Pattje. “At some point somebody asked me why is the city in the business of food security. Well, it is part of the community plan and I think it’s a very appropriate thing for us to be involved in.” City staff are now in the process of absorbing the input provided at the workshop and will put an outline before council before further public consultation takes place. reporter2@nanaimobulletin.com

Snuneymuxw First Nation’s operating permit for Newcastle Island Marine Provincial Park will be extended for two years and there will also be discussion of possible longerterm management arrangements. Snuneymuxw will be allowed to maintain their presence on the island and create economic opportunities for their people. Doug White III,

Snuneymuxw First Nation chief, discussed the difficulties his people have faced living on a 16-hectare reserve. “It’s our responsibility and duty to our people – to the young ones the minister (Chong) referred to – to the next generations, to do what we can to make sure what we leave to the next generation is a better situation than the one that we were born into,” White said. District of Nanaimo chairman Joe Stanhope and Sheila Malcolmson, Islands Trust chairwoman and Gabriola Island trustee, met March 12 with Mary Polak, minister of transportation and infrastructure, and NDP MLAs to discuss the recently released Ferry Consultation Report and concerns the regional districts have with the ferry system and its impact on the lives of coastal B.C. residents. Po l a k s a i d t h a t although she recognized the challenges and regarded affordability as a key component of the sustainability of B.C. Ferries, there would be no more funding available this year and probably none in 2014. She also noted there would be service cuts. Prices for vehicle and passenger fares will rise by 4.1 per cent on average on all B.C. Ferries routes across the fleet on Monday (April 1). Fares will also rise in 2014 (four per cent) and 2015 (3.9 per cent).

Malcolmson said the Islands Trust recognizes the province has competing demands on its budget, but they are going to ask what they think the trust’s communities need. “We’ve asked for a rollback on the fare increases of 25 per cent,” she said. “That is probably more than the province will be able to find in its budget, but doing that would bring the fare increases over the last 10 years back closer to the rate of inflation and have the traffic start to return.” As for service cuts, Malcolmson said it depends on what routes and what types of cuts. “Islands Trust recognizes there are probably efficiencies out there to find, and we need a much better process to consult with communities on what that would look like,” she said. “But in the big picture, talking about service cuts while fares are continuing to go up more than the rate of inflation feels mean spirited.

“If islanders see that maybe taking some service reductions is going to reduce their fares, that’s a totally different conversation that the way it has been pitched.” At the meeting with o p p o s i t i o n M L A s, which included Maurine Karagianis, opposition ferry critic, (Esquimalt-Metchosin), the district representatives expressed their views on the ferry system’s effects on their regions. The MLAs advised the group that, if the NDP were to form the next government, they would like to make significant changes in the operations of the coastal ferry service. Karagianis also said there would have to be a thorough review of the province’s finances before any actions could be put in place. “They were certainly echoing back the things the coastal chairs around the table were saying as to impacts on communities,” said Malcolmson.

Public questions city budget spending in e-town hall SOCIAL MEDIA, website used to create discussion prior to council meeting at Shaw Auditorium.

I

BY TOBY GORMAN THE NEWS BULLETIN

Cycling infrastructure, why council spent $100,000 on a toilet, tax rates and how much the city spends on its assets were just a few of the budget issues Nanaimo residents had on their minds during the city’s first e-town hall budget meeting Monday. Nanaimo residents had an opportunity to address city council with questions or comment through Facebook, Twitter, webform, phone, and in person with real time responses from politicians and city staff broadcast live on television from the Shaw Auditorium. Council and staff responded to 24 ques-

tions in the 90-minute period. Another 16 questions and comments were in the queue when time ran out before council got down to regular business. Those questions will be addressed by council through an information report. Philip Cooper, the city’s communications manager, said the technology developed by the city’s IT staff worked well and the format of the question-answer period was efficient and productive. “I think if we broke it down there was an even balance of questions from the web, Twitter and Facebook,” said Cooper, who acted as the town hall’s orator. “But for our first time doing

this I think we got some great results and feedback from the community. This format lends itself well to providing yet another way for residents to engage local government and be a part of the process.” Another e-town hall meeting down the road is likely – probably ffor next year’s budget – and Cooper said if he would change anything it would be to establish a way to have responses posted through social media as well as verbally. “In this case we were using, for example, Twitter, but we weren’t using social

media to reply,” said Cooper. “If we were to improve [the e-town hall] we’d have that interaction occurring through the Twitter channel itself in addition to being addressed in a televised forum.” Nanaimo is the first municipality on Vancouver Island and the second in B.C. – White Rock is the other – to host an e-town hall budget meeting for its residents. Coun. George Anderson introduced the idea in an effort to follow the city’s corporate strategic plan priority of ‘taking responsibility to be an excellent municipal

government.’ “As the mayor told me, if it went well all of council would take credit and if it didn’t it was my fault,” joked Anderson. “But this gives us a clear mandate that this is one of the forums that the public wants to get involved in and engaged with so we should continue to look for opportunities to make sure it can

happen again in the future, and perhaps just not on the budget but on other topics as well.” Other questions from the public included how much green initiatives save the city annually, why commercial tax rates are higher in Nanaimo than comparable cities in B.C., and how much money senior levels of gov-

ernment contributed toward the $65-milion water treatment plant. The entire e-town hall can be viewed at www.nanaimo.ca by clicking on ‘council agendas’. Council is currently deliberating the 2013 budget, which includes property tax rate increases, before it passes into legislation May 15. reporter2@nanaimobulletin.com

Credit a start, but won’t float There’s an old belief that goes along the lines of “not bad, but it could be better.” That sums up the B.C. Conservatives’ proposed tax credit for bridge tolls and ferry costs. If the Conservatives form the government following the May election, they propose a 40 per cent tax credit to frequent travellers who spend more than $780 and less than $1,800 a year on B.C. Ferries’ fares. It applies strictly to a driver and vehicle – excluding vehicle passengers – and could amount to a credit of $408 a year. While the tax credit hinges on the Conservatives getting elected to power May 14, it’s at the very least a bone the increasingly frustrated travelling public can latch onto. It’s more than any other political party in B.C. has come up with. And it’s better than cutting sailings with one hand while increasing fares with the other. It’s painfully clear no one has any idea how to fix the money-sucking hole in the water that is B.C Ferries. So, the tax credit is a start, but it doesn’t go far enough. The credit floor of $780 should be the first thing to go. All ferry users should have a shot at getting some of their money back. At $120 per driver and vehicle return from Vancouver Island to the Lower Mainland – more come the fare increase Monday (April 1) – travellers need to complete seven trips a year to collect a rebate. That’s tough considering many passengers walk on and catch transit on the other side to avoid the high vehicle costs. Are those efforts worth any less than taking a vehicle onboard? After all, all taxpayers cover the more than $150-million subsidy the government provides B.C. Ferries, and this tax credit, however positive, would be more of the same. We all deserve a break. The difference is that it has to be what an employer needs, not what the student might prefer. It’s a public-private partnership, as we have seen with modern public works. Findlay acknowledged that even with a big push on training, Canada will still need to import foreign workers. In B.C. we are bracing for an unprecedented resource boom, much of it in the B.C. The new money is available only if the community leadership commits to a mandatory training component. They didn’t call it Idle No More, but that’s the gist of it. Of course, no worker or province or band council is required to participate. They have the option to leave the federal money on the table. But the NDP should note that the Canada Job Grant applies to union-run apprenticeship schools as well as those in community colleges and technical institutes. Saying no isn’t much of a choice. Whatever grand promises the B.C. Liberals and NDP have wrien into their yet-to-be-released election platforms, they will need to find the money to participate. ◆ Tom Fletcher is legislative reporter and columnist for Black Press and BCLocalnews.com. tfletcher@blackpress.ca

TTribunal makes a difference ISLAND EXPRESS BUS BY SHIRLEY BOND

Human rights movements around the globe have been pivotal in supporting open, democratic societies where individuals can lead safe, happy and fulfilled lives. The movements have been critical in building societies, including B.C.’s, that aspire to eliminate discrimination against individuals because of their race, colour, ancestry, place of origin, religion, marital status, family status, physical or mental disabilities, sex, sexual orientation or political belief. Human rights movements have opened employment doors, helped people put roofs over their heads, and curbed exposure to hateful comments and ideas. Ten years ago, the British Columbia Human Rights Tribunal, as we now know it, was created and the new direct access model – the first of its kind in Canada – strengthened our dispute resolution mechanisms for ensuring that the rights of individuals are

protected. Under the direct access model, human rights complaints go directly to the tribunal, which handles the complaint from start to finish. This process is efficient and accountable. When reflecting on the services offered by the tribunal, it’s important to understand how it works and what it represents. The tribunal is an independent, quasi-judicial body responsible for screening, mediating and adjudicating human rights complaints in a manner consistent with the purposes as stated in the Human Rights Code. Its commitment and innovation in providing services to British Columbians is reflected in the number of cases the tribunal addresses annually. In 2011-12, it received almost 1,100 new cases and responded to more than 10,000 telephone and e-mail enquiries. The most common types of human rights complaints concerned discrimination on the basis of disability (35 per

COMMENT

cent), ethnicity (26 per cent), sex and sexual harassment (14 per cent), family and marital status (nine per cent) and age (six per cent). The tribunal’s commitment to continuous improvement helps to make services to British Columbian’s even better. In recent years, the tribunal has streamlined the way complaints are resolved and results of this reform have been remarkable. As we celebrate the 10th anniversary of the direct access model implemented through changes to the Human Rights Code that were brought into force in March 2003, I ask all British Columbians to reflect on how fortunate we are to live in an open and tolerant society, and how important it remains for citizens around the globe to keep challenging the status quo in jurisdictions that don’t have effective human rights protection. ◆ Shirley Bond is B.C. Minister of Justice and Attorney General.

Government hamstrings seniors’ advocate To the Editor, Legislation to create a seniors’ advocate was passed on March 14. Unfortunately, the advocate will be limited to serving at the discretion of government and will therefore be unable to play the watchdog role that seniors need it to. While I am pleased that the position is being created, without a truly independent advocate, and in the absence of other comprehensive action on the part of government to improve seniors’ care, we cannot address the systemic challenges seniors face. This legislation comes one year after the release of the B.C. Ombudsperson’s

report on the state of seniors’ care in B.C. The Ministry of Health has fully implemented only four of the 141 recommendations made directly to the ministry since the report’s release, and partially implemented only approximately 25 per cent of the recommendations. The ombudsperson’s findings indicate that the Ministry of Health

has, in many cases, failed to fulfill its leadership role for seniors’ care in our province. Given there is little evidence in the 2013 budget to suggest our government intends to take serious action on seniors’ care, one advocate that is tied to government cannot fill that gap. Citizens pay for China ties To the Editor, Re: Canada cuts direct foreign aid to China, News Bulletin Daily, March 21. What was our Canadian government thinking when it was giving China $30 million in bilateral aid? The same major economic manufacturer of consumer products that has cost thousands of Canadian workers their jobs. Yet another ripoff of the Canadian taxpayer and another nail in this country’s coffin. Canada is a little fish swimming in a large global pond and it is the taxpayer who ends up having to pay for it. Foundation support aids health program The Nanaimo Addiction Foundation provides funding for development, implementation and co-ordination of alcohol and drug education/prevention, harm reduction and treatment services offered by non-profit ch a r i t abl e o r g a n i zations within the Nanaimo region. In late 2012, the foundation seized a unique opportunity to support and maintain a 20-bed addiction facility previously managed by the Nanaimo and District Surfside Society which was in jeopardy of closing. The foundation responded to a proposal from the Nanaimo Region John Howard Society requesting funds to support the newly founded partnership with Vancouver Island Therapeutic

Community. VITC in par tnership with Surfside and John Howard have undertaken to provide continuing support in our community, for an affordable treatment facility, for men with drug and alcohol addictions. The foundation supported the request for funds by the partnership and provided $125,000. These funds are directed equally at improving the premises and to hire additional professional staff, to meet licensing requirements. This in turn will qualify VITC to seek additional funding from other agencies to support its program. This investment is expected to pay dividends for years to come and make a difference in the lives of a number of men and families.

Master of the bow Performer’s music career has spanned three decades and garnered her multiple Juno awards and nominations BY RACHEL STERN THE NEWS BULLETIN

N

atalie MacMaster’s passion for fiddle music grows stronger as she tutors her children in the art form that has been part of her family for generations. “Fiddle music is plain and simple and it’s in my ancestry and part of my family tree,” she said. “Musicianship is in my blood.” Her four-year-old daughter started learning a month ago and her two older children already play the fiddle. “I am made more passionate about it through them,” she said. “I want them to learn it. They are naturally gifted so it’s a joy.” As a mother of five, she said balancing life and work has its challenges, but it’s not something the family sits down and tries to calculate. MacMaster, who is married to fellow fiddler Donnell Leahy, said the kids always come first. “We have the attitude of let’s just let life pull us along,” she said. For more than three decades MacMaster’s grace with the fiddle bow and invigorating performances have entertained audiences around the world. The musician collects traditional jigs, reels and strathspeys and makes them her own. When MacMaster takes the stage she turns into the performer. Sharing music with others is something that brings her joy. “Music is such a freeing thing. It is so true and right,” she said. When she performs she takes note of the responses of the audience. “When someone likes to hear something it takes my attention. I listen with them and it makes me tap my foot. It produces an emotional and physical response,” she said. MacMaster is performing in Nanaimo at the Port Theatre Wednesday (April 3). She’ll play songs from her latest album Cape Breton Girl as well as some new pieces she’s been working on. MacMaster said her music has the ability to appeal to a wide range of people. Tickets are $47.50 and are available by calling 250754-8550, at the Port Theatre box office, located at 125 Front St., or online at www.porttheatre.com.

Birds grace canvas for exhibit Birds of every kind of flock or gaggle are the subject of a painting exhibit by Grant Leier. His exhibit, called Bird, is on display at Gabriola’s Keep Calm and Carry On Gallery Friday (March 29) from 7-9 p.m. and Saturday (March 30) 11 a.m. to 4 p.m. with a special artist talk at 1 p.m. In his exhibit, Leier shows off his love for patterns and colours. His work consists of paintings of herons, geese, eagles and other smaller avian specimens. Leier’s artistic career has spanned more than three decades, but he continues to learn, explore different techniques and push boundaries. “I am completely over the moon about what I have learned about painting in the past few months,” he said in a press release. “I am most excited about the multiple glazing and dragging of the canvas with transparent acrylic … the colours are enhanced and the mood of the piece is altered dramatically.”

Arts and culture organizations looking for a little financial help to host an event downtown can apply for a boost to support their endeavours. The Downtown Nanaimo Business Improvement Association is accepting applications for 2013-14 grants. Events must have the potential to attract both residents and visitors,

TimeMachine is cranking up good old rock ’n’ roll hits during a music trivia night at the Fairwinds Golf Club on April 26. People are invited to listen to the tunes from the ’60s and ’70s and test

promoting downtown Nanaimo. They should demonstrate a good potential for economic impact on the area and the grant is designed to assist events and festivals that use services and facilities within the business improvement area. The amount of the grant can’t exceed more than 25 per cent of the

budget. The application deadline is May 31. The financial or in-kind support is aimed at helping create new events or support existing programs. For a form, complete application guidelines or more information please go to www.dnbia.ca or call 250-754-8141.

WATER MAIN FLUSHING Water main flushing is used to clean the distribution system water mains of sediments that have accumulated inside the pipe. The flushing program in the City of Nanaimo is conducted annually. This is one of the methods that the City of Nanaimo Public Works Water Operations Department uses to help keep the drinking water in the City of Nanaimo safe and clean.

Annual Water Main Flushing Annual water main flushing program starts in February with our water supply mains from South Forks dam. Between March and May crews flush the in-town water distribution mains starting in the Harewood-Old City Area then through town to finish flushing in the north end of Nanaimo and in Cinnabar Valley. While this program is underway, short periods of low pressure and discoloured water can be expected. Any discolouration is temporary and not a health hazard. Users are asked to minimize their water consumption if a change in water appearance is noticed. To clear your water lines, turn on your cold water tap until the water runs clear.

Advance Notification Specific area and dates of water distribution main flushing are published annually on the City Page in the local newspaper at the end of February. Businesses will receive advance warning of flushing in their area if a request to be notified is received. Call Public Works Water Operations to arrange for an advance warning or for additional information about water main flushing. Tel: 250 758-5222. CITY OF NANAIMO ACCEPTS NO LIABILITY FOR LOW WATER PRESSURE, INCONVENIENCE OR DAMAGES CAUSED DURING ITS FLUSHING PROGRAM.

VIBI hones game to try for first win I COLLEGE BALL team hosting Calgary Dinos.

BY GREG SAKAKI THE NEWS BULLETIN

Some things went well on opening weekend for the VIBI Mariners, except, unfortunately, in the win column. After getting swept to start the Canadian College Baseball Conference season, Nanaimo’s Vancouver Island Baseball Institute (0-4) will be looking for a turnaround in the standings. The M’s have kept busy, playing an exhibition doubleheader Monday and scheduling another for today (March 28). There are some specifics that VIBI wants to work on after last weekend’s losses to the defending-champion Prairie Baseball Academy Dawgs. Manager Jordan Blundell said he wants his pitchers to try to make sure they throw first-pitch strikes when there are men on base. “If we give up a bag … we want to jump ahead on the next guy … forcing them to put the ball in play,” he said. “Forcing them to beat us with the bats and not get into counts where they can sit on a pitch and take a big rip.” His staff didn’t get a lot of opportunities to pitch with a lead last weekend, but when they do, he said, they can take advantage

knowing that the other team might be a bit more free-swinging. At the plate, Blundell said guys need to learn that every at-bat is precious and they can’t throw any away. Specifically, he said hitters could shorten up on some of their swings. “Instead of fouling that pitch off, maybe by being a little bit shorter we’re going to be able to square it up and hit it somewhere productive,” he said. ◆ See ‘M’s’ /B4

Pirates use exhibitions to get ready The Nanaimo Pirates are deciding on a starting lineup. So exhibition games against an Island rival should help determine guys’ compete level, at least. The Hub City Paving Pirates take on the Victoria Mariners on Friday (March 29) in B.C. Premier Baseball League pre-season action. The premier Pirates have already gotten in six spring training games, winning four of them. “We’re taking a good look at a lot of new guys at different spots so we need these games to evaluate,” said Doug Rogers, Pirates manager. It’s a different experience for the skipper, as he’s mostly worked with the same group of youths over the last decade, but now some others are starting to age up to the premier level. “Now I’ve got a bunch of new kids coming in that I’ve never coached before, which is quite a bit of fun,” he said. “We get to see a new perspective, learn different personalities and teach Pirate baseball.” One attribute of Pirate baseball is strong games against the Victoria Mariners, contenders every year in the BCPBL. “We want to send a message right away that we’re here to play and we’re not going to be knocked off in our own ballpark,” Rogers said. GAME ON … Friday’s games are at noon and 2:30 p.m. at Serauxmen Stadium. Admission is free.

Two local youths enjoyed home-alley advantage and won provincial championships. JoJo Anglin, 18, and Gregory Sorensen, 15, won Youth Bowling Canada’s B.C. titles earlier this month at Nanaimo’s Splitsville Entertainment 10-pin alley. Anglin said she went into the competition just happy to be there, not feeling like she had to win. But after a strong first game, she “had it locked,” she said, and kept in contention. She went into her fifth and final game trailing by 20 pins, and made up exactly what she needed, 21 pins, in the last game. “There was some drama,” she said. Even though the lanes were familiar, Anglin said bowling for a championship is

a little different than usual league play. “It’s more serious – if you want to win you need to push yourself,” she said. “You’re just more interested in the game. It’s not about fooling around, you’re just focused on bowling and winning.” Sorensen said it didn’t seem like too much added pressure at provincials, as he’s competed at that level many times.

“After bowling for years and going to lots of provincials, you know everyone, so it’s sort of more fun bowling in provincials,” he said. Still, he avoided looking at the scoreboard until he had rolled his last ball, and saw he had an insurmountable lead. “I was pretty excited,” he said. The youths now get to compete at YBC

nationals in Vancouver in early May. In the meantime, Sorensen will try to heal a collarbone injury suffered at the hockey rink and Anglin will break in a new ball and practise sparing corner pins. She looks forward to going at nationals with one of her good bowling buddies. “We get to experience this and go together,” she said. sports@nanaimobulletin.com

M’S BRING in recruits at forward.

Mariners best in classes, too

BY GREG SAKAKI THE NEWS BULLETIN

At some point, a championship season ends, and the process begins anew. A day after Vancouver Island University’s men’s basketball team returned to Nanaimo with a national championship, coach Matt Kuzminski said he found himself reflecting while doing housework. “I’ve still got to clean up the yard and do the dishes and all that kind of stuff. Life goes on, right?” he asked. “We’re still going to enjoy the success and the championship and celebrate it … but you’ve got to continue to move forward.” The Mariners announced two new recr uits for next season, both big forwards. Seth Goodman, 6-foot-7, comes to VIU from South Carolina’s Southern Wesleyan University where he averaged 17 points and 17 rebounds per game. Jerod Dorby, from Duncan’s Cowichan Thunderbirds, is a 6-foot-8 provincial team player. Goodman ran out of semesters of eligibility in the U.S., said Kuzminski, which is

one of the reasons he’s coming to Canada. “It seems like a great place to better myself in the sense of not only basketball but education,” Goodman said in a press release. He said he can add scoring, rebounding, defence, toughness and energy. Ku z m i n s k i s a i d Goodman can play any of the forward positions because he has size, quickness and ball-handling ability. “He’ll give us a lot of versatility … He looks like he’s going to be a big contributor for us right away,” said the

Mariners’ coach. Dorby seems like he’ll be a hard worker, said Kuzminski. “He’s a very live, active, high-energy type player,” said the coach. “He’ll be big for us in helping fill the void of Tyler Olsen [graduating].” Olsen is the only member of the Mariners men who is moving on for sure, so there isn’t necessarily much more to do as far as recruiting for 2013-14. “You’ve got to always have your eyes open but I think we’re in a pretty good spot right now the way we are,” Kuzminski said.

Goodman and Dorby had committed to VIU before the team’s p l ayo f f r u n , bu t Bruce Hunter, VIU’s athletic director, said the national championship is sure to help with recruiting in future seasons. “Good players want to play for good teams,” Hunter said. “And it also helps with getting the VIU name out and known across the country. When you win the national championship there’s a lot of press, there’s a lot of publicity around that and it really helps to build the VIU brand.” sports@nanaimobulletin.com

Almost all of Vancouver Island University’s sports teams were championship contenders this past season. What’s more, the players achieved their victories without sacrificing their studies. For just the second time in school history, VIU led the Canadian Colleges’ Athletic Association in number of CCAA Academic AllCanadians. “To me, that’s one of the crowning achievements of this year…” said Bruce Hunter, athletic director. “To have that many good athletes also be outstanding academic students is a remarkable feat.” Academic all-Canadians include soccer players Stephen Ewashko, Matt Mehrassa and Samantha Rodgers; badminton players Melissa Liew and Pat Thompson; basketball player Shayna Worthington and volleyball players Leanna Gildersleeve and Tory Zaytsoff.

Curling centre aiming to share love for game

M’s require productive at-bats

QQuickfacts

The Nanaimo Curling Centre has been holding club championships this month, and is beginning the search for a future club champion, perhaps. The centre, located on Wall Street, is holding open houses Tuesday (April 2) through Thursday from noon to 8 p.m. each day. Any newcomers are welcome to sign up for a free lesson, but are asked to call and book a time in advance. For more information, please call club manager Denise Wood at 250-753-3474.

◆ From /B1 Darren Kolk, VIBI outfielder, said the M’s need to generate runs with small ball but at the same time take advantage when they have opportunities to score two or three runs in an inning. “We did have really good at-bats [last weekend] but then we had bat at-bats there

Touareg

Since its 2012 facial procedure, the Tiguan now appears even more like its larger Touareg sibling. Its horizontal grille splits bi-xenon (high and low beam) headlights and U-shaped LED (light emitting diode) on top-end models, while the rear taillights received some more subtle tweaks. Physically, the Tiguan (the splicing of the words tiger and iguana) competes in the same class as the Honda CR-V, Nissan Rogue, Ford Escape and Kia Sportage, to name just a few. Equally sharp looking is the interior that carries over for 2013 with the high-end-style dash, cleanly tailored seats and premium carpeting. Rear passengers will appreciate the six inches of fore/aft travel as well as the reclining 60/40 split seat back. For more cargo space, the rear seat back, as well as the front passenger bucket, can fold flat. The space is made even more generous due to the extra-low load floor. Tiguan is powered by a 200-horse 2.0-litre turbocharged four-cylinder connected to a six-speed manual transmission or optional six-speed six speed

The Touareg (pronounced “Twah-regg) resides in that rarified strata occupied by the Buick Enclave, Acura MDX and other premium tall wagons. It shares plenty with the pricier (and related) Porsche Cayenne, including the carryover 280-horsepower 3.6-litre V6. The optional 3.0-litre turbo-diesel now spools out 240 horsepower (previously 225). In case you’re wondering, VW will not bring the hybrid model (available in the United States) to Canada. Both powerplants provide the Touareg with a 3,500-kilogram towing capacity. A six-speed automatic transmission is used to direct engine torque to all four wheels. The turbo-diesel is good for 11.2 l/100 km in the city and 6.8 on the highway, compared with 12.3/8.8 for the base 3.6. At this point your assumption that the Touareg is not a jacked-up car wearing oversized tires is correct as it has been specifically designed for off-road duty and is classified as a light truck. The permanent four-wheel-drive system works to pull you out of rough situations by sending power equally to the front and rear wheels. Torque can also be redirected if wheel slip is detected. The Touareg

automatic. Tiguan runs the spectrum with three trim levels – with the usual Trendline, Comfortline and Highline pals hanging around – and plenty of base equipment of the air/cruise/power variety.

Golf

Beetle

Volkswagen gets the credit for creating the first modernday hatchback in the mid-’70s, followed by the hot hatch variant a few years later. Whether it has been called the Golf or the Rabbit, as it has on a couple of occasions, VW has developed a fan base that has remained loyal to German and not Asia-based products. For 2013, Volkswagen is simply leaving the Golf and its offshoots as they are pending a new 2014 model. The regular Golf remains available in two- and four-door hatchback and four-door wagon variants with a base 170-horsepower 2.5-litre five-cylinder engine. There’s also a 140-horsepower 2.0-litre turbo-diesel that’s quite torquey and good for 4.6 l/100 km on the highway and 6.7 in the city, which is about 35 per cent better than the base 2.5. As before, the sporty GTI is available in two- and four-door models and comes with a carryover 200-horsepower turbocharged 2.0-litre gasoline four-cylinder. Both two- and four-door models come with power windows, power locks, air conditioning, cruise control, power

Following a one-year absence, the new (not “New) Beetle returned for the 2012 model year with crisper styling, a roomier and up-to-date interior and more power. The Beetle is wider and longer than the old New Beetle, which means more interior room for all. The contemporary cabin features easyto-read dials and massive air vents that flank a carbon-fibre-look dashboard. On up-level models a trio of gauges (oil temp, turbo boost pressure and clock/stopwatch) seem inspired by the Porsche 911 cockpit. Base models arrive with a 170-horsepower 2.5-litre five-cylinder. Added for 2013 is a 140-horsepower 2.0-litre turbo-diesel (TDI). The TDI offers a very real alternative to most gas-electric hybrids when overall fuel economy and initial purchase cost are factored in. The top-rung and most performance-focused Beetle gets it done with a 200-horsepower 2.0-litre turbocharged four-cylinder. It’s also the only model to include a standard rear spoiler. Entrylevel Beetles showcase power-operated accessories plus air conditioning, clothcovered seats and an eight-speaker stereo. Opting for the automatic transmission adds leatherette upholstery, heated front seats and Bluetooth. Among the variety of options is a panoramic sunroof, keyless

Honda delivers more athletic Accord model

I

POPULAR SEDAN has slick styling, lots of tech upgrades. BY NEIL MOORE

The Honda Accord was overdue for a makeover. I loved the last-generation coupe, but the sedan, with that sharp crease that scored both door panels and bisected the fuel cover and trunk, created a twopiece look that, quite frankly, I found awkward. Enter the 2013 model and all has changed – for the better. I won’t say the new exterior is exceptionally bold or racy, but with its more aggressive grille, contoured sides and wide shoulders, it looks purposeful and athletic, in particular with the optional 18-inch alloys that came with the V6 Touring model, as tested. Some of what’s new in the ninth-generation Accord is that Honda engineers have carved out more interior space from a smaller car. Length and wheelbase have been cut, yet there’s more rear legroom in back along with more shoulder room and a larger trunk that is up 50 litres to 439. The result is a rear passenger area that has limo-like spaciousness – I could really stretch out my legs – and the optional seat heaters (available mid-trim and

up) are a nice touch. Front seats, however, are heated on all models. Throughout, the new model gets more soft-touch materials and less hard plastic. I found the interior, at least in top trim, a little closer to Acura standards with a nice mix of tones and textures, faux woodgrain in the dash and door inserts, accented by tasteful metallic trim. The per-

forated leather seating with dual stitching was both eye-catching and comfortable. The main instruments are an attractive three-gauge layout, with the three-dimensional speedo in the centre (housing a multi-info display), tach on the left and fuel/temperature gauges on the right. But that’s all pretty basic stuff. What really impressed me was

Cadillac CTS turns on turbo Cadillac has announced details of a new twin-turbo V6 engine and eight-speed transmission – firsts for the brand and signature features of the all-new 2014 Cadillac CTS midsize luxury sedan. The Cadillac twin-turbo V6 is the most powerdense six-cylinder engine in the mid-size luxury segment – a 3.6-litre with 118 horsepower per litre – and the eight-speed automatic enhances fuel economy and acceleration over a six-speed automatic. Rated at a SAEcertified 420hp, it is the most powerful V6 ever from General Motors. A pair of smaller turbochargers and an efficient charge air cooler help provide more immediate power delivery. Additionally, approximately 90 per cent of the 3.6-litre twinturbo’s peak torque is available from 2,500 rpm to 5,500 rpm, giving the engine a broad torque curve.

The HND-9 represents an evolution of Hyundai’s fluidic sculpture design philosophy. The ninth concept m o d e l d e ve l o p e d by Hyundai Motor Group’s research and development centre in Namyang, Korea, the HND-9 features sophisticated details in every design element, reinforcing a

premium look. In particular, the HND-9, with its dramatic long hood and wheelbase, is a modern reinterpretation of the elegant image of a classic premium sports coupe. Fluidic yet sleek character lines that stretch from headlamp to trunk, voluminous, powerful car body and a striking, wide hexagonalshaped radiator grille underscore the high performance image of the concept. Furthermore, but-

terfly doors, spiralshaped lines connected to the headlamp, softly glistening silver coating, dual twin exhaust and uniquely designed head and rear lamps give the car a sleek futuristic look. As a rear-wheel drive, high-performance sports coupe concept, HND-9 is equipped with 3.3litre turbo GDi petrol engine and eightspeed auto transmission, delivering maximum output of 370 horsepower.

This bright, full-colour “intelligent” multi-info unit allows the driver not only to make phone calls – as you’d expect – using hands-free Bluetooth, but also receive e-mails and SMS text messaging. You can reply with

preset messages, but this kind of distraction should be used sparingly, if at all. The same eight-inch monitor provides such info as fuel-efficiency, distance to empty and – if you opt for higher trim – it shows navigation, rearview camera and blind-spot display. The latter feature employs a small camera below the passenger side mirror to give you an 80-degree view up to 50 metres back. This is great for spotting those cyclists that like to sneak up alongside you in otherwise stop-and-go downtown traffic. Honda’s 24-valve i-VTEC V6 delivers punch. Its potent 278 horsepower finds its way to the front wheels through a six-speed automatic transmission. Stomp on the pedal – particularly in sport mode – and the Accord takes off like a shot. Your efforts are even rewarded by a nice, throaty exhaust note, which thankfully gets by the standard-equipped active noise cancellation. Will the Accord ever regain its lofty perch when it was one of the rulers of the segment? Probably not, with the competition building such outstanding products. But with the 2013’s slick styling, abundance of tech, and roomy, comfortable interior, this Accord delivers a value proposition that can easily go head-to-head with the best in its class.

A BOUQUET of thanks to the two guys at Black Apple Cellular on Bowen Road for repairing my cellphone. They were polite, efficient, and extremely helpful. It was so great to have the phone repaired quickly and avoid having to buy a new one when a small repair took care of the problem. A BOUQUET to the teachers’ pets. Those who show good behaviour, are quite good academically and fairly good at sports. A BOUQUET OF PULL TABS to all who collect the tabs for the medical office assistants. The money earned goes to the Zajac Ranch Camper Allowance Fund to help send kids with chronic diseases to camp. Your help is much appreciated. PAWS UP to the City of Nanaimo for the wonderful off-leash dog parks it has provided for me and my furry family members. As a single, older woman, I used to feel vulnerable and sometimes unsafe when I had to walk out of town in isolated places in order for my large dogs to

MANY THANKS to all the volunteers at the community lunch program at St. Andrew's Presbyterian Church. FAIR WEATHER always to Lenny of Arrowsmith Roofing for letting me "glean" the old cedar shingles from a roofing job. It was very kind of you and will come in very handy for me. A BIG GRATEFUL FREE KICK K to the Quality Foods, University Village, for its support of the U9 HCFC United soccer team's recent hotdog sale. Your contribution was greatly appreciated and your customers' generosity unsurpassed. Soccer tournament here we come. A BOUQUET to the manager and Nilmin at the Wal-Mart eyecare centre. They helped me out a great deal. BIG BOUQUETS OF ROSES to John Cooper of Re/Max, the ladies at C.D. Wilson and Lynn Krynowsky of CIBC for making our purchase of our final home so pleasant, informed and professional. Who says customer service is dead? Not I. Michael Green. A BOUQUET to Sandy at Visions Woodgrove Centre for tracking down a replacement for the broken part of my glasses frame and repairing it with a smile. Very much appreciated. Great service, what a concept. A BIG BOUQUET of zucchini and beets to Ron, manager of Home

Depot. I bought packets of seeds and three four-litre cans of paint but forgot the packets. Ron called me and dropped forgotten the packets off at my home. Wow, for a big box store that was old-time service. Thanks a bunch from a now hard core Home Depot customer. A LARGE BOUQUET of pension cheques to the gentleman who just turned 65 years old and had a large '65' shaved in the back of his head

TRAVELLING BOUQUETS to the young dancers bagging groceries at Real Canadian Superstore. They were polite, cheerful, enthusiastic and hard working. They will love New York and New York will love them. A HUGE BOUQUET of red roses for Gaetan, owner of Westwood Lake Bistro, my favourite restaurant in Nanaimo. We had a wonderful dinner with exceptional food, wine, service and view. Gaetan is always a gracious and knowledgeable host. A LIFESAVING BOUQUET to all blood donors who freely give so that others may live. A BIG DOGGY BOUQUET to Cheryl and the team at the Nanaimo Coastal Animal Control Services. They do a great job at the shelter looking after abandoned dogs and cats as well as enforcing the pet bylaws. Always welcoming to visitors

A BIG, FAT SMELLY BEEF F to the cyclist who, on March 15, was yelling obscenities at the driving school truck for doing what was right and safe, when the cyclist was illegally on the road and obstructing the traffic forcing the poor student to commit a dangerous action to avoid the cyclist. Come on people, when you ride your bike you have to abide by all the rules of the road the same as a car or truck does. A DESTRUCTIVE BEEF to the city and developers who allow and choose to do the clear cutting of trees for the never-ending ugly developments in spring/summer. You destroy multitudes of baby songbirds that can't fly yet. You are not the only living creatures on this Earth. Please show some consideration and cut back on the greed. If you must cut, then do so in the fall/winter.

and very friendly when I worked there. You guys rock. A BEAUTIFUL BOUQUET of pink Easter roses to Sabrina and Selby at the Payless shoe store in Woodgrove Centre for their exceptional kindness to a customer. They are a good example to those who do not have that quality. SMILES ALL AROUND to the workers and volunteers in the cancer department at Nanaimo Regional General Hospital. You are God's chosen people. A COFFEE LOVER’S THANK YOU to the lady in the blue Honda Fit at the Terminal Park Starbucks drivethru on Friday afternoon. What a wonderful surprise to get the window and be told that you’d paid for my drink. I’ll be sure to pay it forward for someone else. A BOUQUET of carnations to the two fellows in the two trucks who helped to push my car out of the intersection of Norwell Drive and Ross Road. It was above and beyond. A BEEF F to a nearby tanning salon. Does the music have to be so loud? Not everyone listens to what the teenagers do. I prefer a relaxing, quiet tan over one that sounds like a rave party.

A BEEF F to those who lie and steal and show no shame doing it. A WATERY BEEF F to the Nanaimo Port Authority. Our boat basin is unique and all those with small boats were promised space years ago. A BEEF. Will city councillors not keep their hot hands off Colliery Dam Park? The property is part of Harewood's heritage. THANKS A LOT to the person who sideswiped my nice blue car, leaving their white paint all over my front fender. Not even a note or something. I am a widow on a pension. A BEEF F to home furnishing people who ignore a person in their store. A greeting, even if you're busy, goes a long way. I might have a roll of cash to spend with you or your competitor might want it more.

Margaret “Raye McAllister

Born in London, England, Ellen was an active child taking part in all sports opportunities that came her way. As a young woman she became a champion ballroom dancer along with her husband Albert Francis Olding (deceased). She worked for the British Civil Service in London before, during and after the war. She moved to Ontario, Canada in the sixties, and later to Nanaimo, British Columbia. During her life she traveled extensively, was an avid reader, a volunteer with the Bowen Park Seniors and was a good darts player. She loved to walk briskly along the waterfront in Nanaimo and endlessly explore, on foot, the areas in which she lived. Mostly she loved a good laugh and joke. Thank you to all those who have contributed towards Ellen’s wellbeing over the years, in particular the caring and respectful staff at Acacia Ty Mawr Lodge, Shawnigan Lake. Ellen will be sadly missed by her family and friends: Enise and John, Julia, Karen and Ed, Mary, and in Europe brothers, nieces and nephews. It was Ellen’s wish that there be no formalities to mark her passing. Her favored charity is the Salvation Army. FIRST MEMORIAL FUNERAL SERVICES

Our beloved Raye passed away quietly on March 21 at Nanaimo Regional General Hospital with her family at her side. She is survived by her sister, Norah Fraser, her niece Beth Webber (Chuck), nephews Don Fraser (Sylvia), Neil Fraser, Scott Fraser (Debbie), four grand-nephews and one grand-niece. Raye believed passionately in education and taught school in Nanaimo for many years. Her other great passion was service to others, and she was an active volunteer at the 7-10 club for a number of years, and generously supported many other causes as well. Raye travelled the world with her friends, and closer to home she enjoyed walking, hiking and her regular trips to the Vancouver Opera. Raye was an avid Bridge player and Wednesday morning Bridge was the highlight of her week. Sadly, the last four months were very difďŹ cult for Raye, but her attitude remained unfailingly optimistic and she kept up her sense of humour and her keen interest in the world around her. Raye received wonderful care at the Nanaimo hospital. The family would particularly like to acknowledge the kindness and compassion shown to Raye by the Dufferin Activation Unit, the Emergency department and the 4th Floor nurses and doctors, all of whom took such good care of Raye and her family right until the end. Raye didn’t wish for a formal service so none will be planned. Friends may wish to remember Raye by supporting N.A.L.T. and The Haven Society.
