Tembec sells Skookumchuck mill Vancouver-based Paper Excellence group buys East Kootenay pulp mill for $89 million

The Skookumchuck pulp mill will change ownership within the next three months. Tembec reached an agreement on Tuesday,
March 26 with Vancouver-based Paper Excellence Canada to sell the Northern bleached softwood kraft (NBSK) pulp mill and its related assets and liabilities for $89 million, including
working capital. There are 290 people working at the pulp mill. Skookumchuck was the last mill Tembec operated in the East Kootenay, after it closed its Cranbrook planer mill in
2010, and sold the Canal Flats and Elko mills to Canfor in 2011. Tembec’s president of the Forest Products Group, Dennis Rounsville, resides in Cranbrook, and he said
the sale of Skookumchuck is the end of an era for Tembec’s operations. “It’s good to know our employees will go with the sale. That’s a positive too. In terms of

While there is a lot of public attention focused on the presence of mule deer in the streets of East Kootenay towns, resident hunters are expressing concerns over diminishing populations of mule deer in the wild. In particular, a petition has been launched locally to put an end to the “any-buck season,”

CP Rail will reinstate rules

Canadian Pacific Railway will reinstate local rules for running trade employees after a Canada Industrial Relations Board (CIRB) decision last week. On Tuesday, March 26, CP Rail issued a notice to the Teamsters Canada Rail Conference that local agreements will be phased back in, with most being in place by Monday, April 1. “The Company recognizes the decision from the CIRB respecting the cancellation of local rules issued in March 22, 2013,” wrote Dave Freeborn, director of labour relations, in the letter. “Accordingly, the Company is currently making arrangements to reinstate the local rules at the various terminals.” This means conditions for running trade employees in Cranbrook and Fort Steele will return to the way they were before September 2012, when CPR first gave notice that it was cancelling local agreements. Since then, according to Teamsters, staff
members such as locomotive engineers, conductors, trainmen and yardmen have “arbitrarily had their earnings potential reduced, in some cases by a third or more. The majority are spending at least twice as long away from home to earn less money,” Teamsters General Chairman, LE West, Dave Able said on Monday. CP Rail said in a March CIRB hearing that it was cancelling local agreements to replace them with standardized calling rules, which they said would in essence modify local rules instead of cancelling them. But the CIRB found CP Rail had violated the Canada Labour Code, issued a cease and desist order in December, and filed it with the federal court on March 22. CP Rail will now abide by that order. “I am cautiously optimistic that the company will adhere to the decision,” said Able on Wednesday. “Hopefully we can put this all behind us and move forward for both parties. The local rules also help the customers.”

Paper Excellence Canada is a privately owned group of companies based in Vancouver. It now owns six mills in Canada: in B.C., as well as Skookumchuck, it owns mills in Howe Sound and Mackenzie. It owns two mills in Saskatchewan: Meadow Lake
and Prince Albert. It has one in Abercrombie, Nova Scotia. Outside Canada, it has two mills in France and one in Germany. Paper Excellence has the capacity to produce close to two million tonnes of pulp and 550,000 tonnes of paper, and it employs about 2,000 people. Petition calls for halt to any-buck season on mule deer Continued from page 1 Joe Palmer and Jim Bowe, both avid hunters and outdoorsmen, and two of the organizers of the petition, say the any-buck season has led to drastic over-hunting in October, which in turn has led to a noticeable decline in mule deer numbers. “The majority of our time is spent in the bush,” Bowe said. “And the people on the ground, in the field, are not seeing those numbers.” “The Ministry (of Environment) says they want to increase hunter opportunity,” Palmer said. “But if the season is allowed to go on, there won’t be any hunter opportunity, because those numbers won’t be there.” The any-buck season runs in October in the East Kootenay.
The season was introduced in 2010 for two main reasons, according to the BC Ministry of Environment: to minimize the complexity of hunting regulations and to harmonize the regulations with the rest of the province, and to increase hunter opportunity and recruitment. The Ministry of Environment, on a ‘Frequently Asked Questions’ segment on the issue on it’s website (www.env.gov.bc.ca/fw/ wildlife/management-issues/ docs/kootenay_mule_deer_faq. pdf), acknowledged the depth of local opposition to the any-buck season, but also stated there is support as well, including from such associations as the B.C. Wildlife Federation. The Ministry website stated that 80 per cent of hunters who
harvest a buck during the anybuck season were from the Kootenays. The petition has so far collected more than 700 signatures, including Kootenay East MLA and cabinet minister Bill Bennett’s. Other than the name on the contract, there is no change to our benefits, wages, health and welfare package and pensions,” said Scott. He said there is a skills shortage at the pulp mill at
the moment, and that situation won’t change with a new owner. Paper Excellence has made investments at its other Canadian mills, which is a positive sign, according to Scott. “It doesn’t look like they have bought us just for fiber supply,” he said, adding that the chip supply agreement with Canfor will continue as it is part of the sale.

Around 14 towing and recovery workers took part in a training course in Cranbrook on Tuesday, March 26 and Wednesday, March 27. Led by elite instructor Bruce Campbell from Banff, the Wreckmaster course took participants through several vehicle recovery scenarios at Van Horne Towing. On Tuesday, the participants took part in an exercise where a semi truck with a 53-
foot van was tipped on its side and then righted. On Wednesday, a 50-passenger bus was recovered, with the participants carefully lifting it and lowering it onto its wheels, breaking only one light in the process. Course participants came from all over the region – Kamloops, Canmore, Creston and Jaffray – as well as staff from Van Horne Towing, Cold Country Towing and Freightliner in Cranbrook.
About eight of the participants received a $1,500 training grant from Kootenay Employment Services through the Targeted Skills Shortage Program. The funding from the B.C. While wheels continue to turn on solidifying governance for the Jumbo Glacier mountain resort municipality, the first commercial activity in B.C.’s newest community is set to begin this summer. Summer snow-cat operations aimed at competitive ski racers are set to begin on Farnham Glacier July 1st, in what’s being promoted as the first operational facet of Jumbo Glacier Resort within the 6,000 hectares that comprise the mountain resort municipality. In the meantime, more Village of Radium Hot Springs staff are assuming their dual roles as employees of the Jumbo municipality. At the municipality’s sec-
ond-ever council meeting in Radium on Tuesday, March 19th, Radium employee Jill Logan was named as Jumbo’s acting deputy corporate officer, joining other Radium staff members who will take care of Jumbo administrative duties. The village will receive a yet-to-be-determined fee for the service. The Tuesday meeting also featured the first delegation to speak before Jumbo’s council, consisting of Mayor Greg Deck, Coun. Nancy Hugunin and Coun. Steve Ostrander, who joined the meeting via speaker phone. All three fielded questions about procedural matters posed by Jim Galloway, an outspoken critic of the proposed ski resort development,
which is slated to be built within the muncipality located 55 kilometres southwest of Inveremere. The council agreed with Mr. Galloway’s request that the municipality create a website, which Mayor Deck proposed should also contain public documents such as the letters patent that established the municipality and the Master Development Agreeement that outlines how the proponent, Jumbo Glacier Resorts Limited, will be allowed to develop the resort. Mr. Galloway also asked that council agendas for Jumbo Glacier municipal meetings be made available on the Friday before each meeting, which occur on the third Tues-

Carbon offsets ‘not credible,’ auditor says Tom Fletcher Black Press
VICTORIA – Two carbon capture projects that were the largest beneficiaries of B.C.’s multi-million-dollar “carbon neutral government” program did not provide credible carbon offsets for emissions from government operations, Auditor General John Doyle concludes. In a report released Wednesday, Doyle said a West Kootenay forest reserve called Darkwoods and a flaring elimination project by EnCana Corp. at its Fort Nelson natural gas operations accounted for nearly 70 per cent of carbon credits paid by the government’s agency, the Pacific Carbon Trust. “Encana’s project was projected to be more financially beneficial to the company than its previous prac-
tices, regardless of offset revenue, while the Darkwoods property was acquired without offsets being a critical factor in the decision,” Doyle’s report states. “In industry terms, they would be known as ‘free riders’ – receiving revenue ($6 million between the two) for something that would have happened anyway.” Darkwoods, a 55,000-hectare property near Kootenay Lake, was purchased as a forest reserve by the Nature Conservancy of Canada in 2008. Doyle notes that the decision to buy the land was made in 2006, and a carbon offset feasibility study was not completed until January, 2009. EnCana’s project diverted gas from flares to drilling. The audit found that “the company started the project in 2008 and had already con-
verted many gas wells by the time they met with the Pacific Carbon Trust in 2009,” and the offset payments were not a factor in the decision to proceed. B.C.’s “carbon neutral government” initiative has been controversial since it was launched as part of former premier Gordon Campbell’s climate change program in 2008. Provincial and local governments, health authorities and school districts were required to buy carbon offset credits equal to the greenhouse gas emissions from their buildings and vehicles, with the money invested in carbon-reducing projects. According to the Canadian Taxpayers’ Federation, B.C. universities paid $4.46 million into the Pacific Carbon Trust in 2011. B.C.’s 60 school districts paid a
total of $5.36 million the same year, and the province’s six health authorities paid $5.79 million. Environment Minister Terry Lake said the government “fundamentally rejects” Doyle’s conclusions, and stands by the outside experts who were called on to validate the carbon offset investments. NDP environment critic Rob Fleming said the report adds to earlier criticisms of a program that diverts taxpayer funds from schools and hospitals to finance industrial projects by profitable companies. The government responded to earlier criticism by diverting $10 million taken from school districts in the past two year into a fund to improve energy efficiency in school buildings and vehicles.

Senior who died in Crowsnest Pass called ‘hero’ Chris Purdy Canadian Press
CROWSNEST PASS, Alta. — Lorraine Berreth huddled with her friend in the cold SUV, stuck in the snow on a mountain road in southern Alberta, praying she would soon see some headlights, emergency lights — anything in the dark. She hoped her friend’s 71-year-old husband, Franklin Kuehn, had found help after setting out on foot hours earlier. “That’s all I could think of — yellow flashing lights,’’ Berreth said Wednesday, choking back tears. “I thought Franklin would be hanging on the road grader or something, you know, all smiles and ‘I’m back. We’re going to be OK.’’’ But by the time the sun came up, Berreth,
66, and Lynn Kuehn, 69, realized he must have died somewhere out in the wilderness and no one was coming to the rescue. RCMP confirmed they found the man’s body Monday morning on the side of a road accessible only by snowmobile, in the Crowsnest Pass area just east of the boundary with British Columbia. It appears he had trudged about 15 kilometres through heavy snow, then curled up and fallen asleep. Mounties believe he died of hypothermia. Berreth, back in her rural home near the tiny community of Granum, Alta., talked about how the afternoon drive out with friends turned deadly, and how she’ll always consider Franklin Kuehn a hero.
She said police told her they picked up a signal on Kuehn’s cellphone that helped them find his body and later locate the two women. She might not have survived had it not been for the man, she said. “He left to save us.’’ Kuehn, a retired farmer and truck driver, also once worked as a foreman for Granum’s public works office, said Berreth. He was active but had some health problems, including bad knees and feet. He and his wife, married 51 years, often included Berreth, whose husband had been killed in a plane crash, on their outings. Last Sunday they dropped by her house to take her for supper in nearby Coleman. It was a beautiful, sunny day and Kuehn
suggested they take some scenic back roads. They never considered telling anyone where they were going, said Berreth. Kuehn was driving a four-wheel drive GMC Jimmy, but once it got onto a forestry road that hadn’t been cleared, it got stuck. Kuehn usually carried a shovel, but for some reason it wasn’t in the vehicle. He tried rocking the vehicle back and forth and kicking snow out from the tires, but nothing worked. They tried using their cellphones, but had no service. “He was so mad at himself,’’ said Berreth. “He knew we were stranded and could die.’’ Wearing only a leather jacket and slip-on shoes with the backs cut out, he decided to walk

No one had a clue where they were.

The two women sat in the vehicle overnight, sipping water and nibbling on granola bars, turning the ignition once in awhile for heat. They talked about news stories of other people who had survived after being stranded in stuck vehicles for days. They hoped they would, too. By 10 a.m., fearing Kuehn was dead, Berreth told her friend they should start walking too, since no one knew where they were. Lynn Kuehn also had a bad knee and didn’t have her inhaler for asthma. Wearing light jackets and sneakers and high-heeled boots,

Searchers kept looking and found the women, freezing and exhausted but in relatively good shape. Berreth said an officer chastised them for not following the golden safety rule: Never leave your vehicle. But he also conceded searchers may never have found them otherwise. “He told us, ‘If we hadn’t picked up his cellphone ping ... chances are we would have found your bodies, too.’’

Welcome back, Barry, from 2103 Readers, let me draw your attention to our 2103 Readers’ Choice Awards (see enclosed supplement). What’s that you say? I have the date wrong in the banner headline? Not so. That’s what my bosses said to me. “What you meant to say,” they informed me through gritted teeth, “was ‘Welcome to the 2013 Readers’ Choice Awards.’” Dear reader, I said the same to them as I say to you. “I meant what I said and I said what I meant. An elephant’s faithful one hundred per cent.” “It’s still 2013,” my bosses informed me, like they should know. “Then how do you explain my flying car in the parking lot?” I riposted. What happened was this. I had been working away on the Readers’ Choice supplement for days. The ballots kept pouring in. I kept counting and tabulating until my eyes were crossing in my head. I dozed off, head down on my desk … I awoke much, much later, feeling a stiffness in my bones like I’d never experienced. I was alone in the office, except for some blue collar type across the room, installing what seemed to be some manner of cabinet. “Excuse me,” I said. “Where is everybody?” He gave a mighty start. “You!” he shouted. “You’re awake! You’re awake!” “Eh?” I said. “I can’t believe I’m the first to say ‘good morning’ to you,” he continued. “You fell
asleep over the Readers’ Choice Awards supplement, and never woke up. Ninety years, and here you are.” “Why didn’t anyone wake me up?” I demanded. “It looked like you needed the sleep,” he said. “People have been saying that for 90 years, every time they close to you (which Barry passed happened less and less freCoulter quently). “By the way,” he said. “We’re under standing orders that if we ever see you awake, to point out the rest of the Readers’ Choice Awards ballots still need tabulating. Too bad you didn’t finish before you took your little kip. They’re through there.” He pointed at a door. “There are about seven million to count, as I understand.” “If no one was going to wake me up to finish the supplement, why didn’t they stop printing the ballots?” “Don’t ask me. I’m just the IT guy in charge of teleportation. Hence this new teleportation machine.” He pointed at the cabinet he was tinkering with. “I thought newspapers were supposed to have gone extinct long ago,” I said. “You thought wrong,” he said. “Anyway, they were — they are — waiting for you to finish the supplement before making the newspaper completely on-line, converting the press to a newly fashionable diesel-powered calliope and retiring the fleet of flying trucks.” “Flying cars! We have those these days?”
I asked in wonderment. “Oh yes, just a device you attach to the drive train of your vehicle,” he said. “They function in the same manner as fourwheel-drive. They’re small little devices, but expensive. There’s lots of theft problems, thieves ripping them out from under people’s cars.” “Seven million ballots,” I said. “Say, have time machines been invented yet?” “Oh yes,” my interlocutor said. “Home Hardware has a sale on them right now, in fact.” “What, Home Hardware’s still around?” I marvelled. “Oh, most businesses have thrived,” he said. “Apparently, after the provincial election of 2013, all economic problems were solved.” “Say, who won that election?” I asked. “I don’t even know. I dropped out of school in Grade 3, to make all that good money in the high tech industries.” “I see,” I said. “Excuse me, I’ll be right back.” I dashed out of the Townsman office to go get my time machine, but first I ripped the flying car device out from under the IT guy’s car. Let him travel back in time and confront me. I’ll just deny it. So to make a long story short, dear reader, to me it really is 2103. I just couldn’t face counting the rest of those ballots. Pope Francis, and a self-referential church
I have refrained from writing about the election of Pope Francis. But I have to say that the new Pope has gotten my attention. My heart has been buoyed by the promise I’ve seen in his words and actions since being elected. He seems to be a humble man who chose to live simply in a small apartment instead of the archbishop’s palace in Buenos Aires, and who travelled on buses and trams instead of in the church limousine. A theological conservative, Pope Francis has shown himself to be a man of compassion. It’s a good combination, reminiscent of Archbishop Oscar Romero of El Salvador or Dorothy Day of the Catholic Worker Movement. In Buenos Aires, he showed real compassion for HIV victims, and he sternly rebuked priests who refused to baptize children born out of wedlock. There are also reports of the new pope being a “bridge builder” between Jesuits and other orders and, more widely, between conservatives and liberals in the church. How welcome that would be. Two quotes from this formerly unknown cardinal stand out for me. The first is about the poor and the world’s massive inequality. “We live in the most unequal part of the world, which has grown the most yet reduced misery the least,” he said at a 2007 Latin American bishops meeting. “The unjust distribution of goods persists, creating a situation of social sin that cries out to Heaven and limits the possibilities of a fuller life for so many of our brothers.”
As Pope, he now has the ability to shift the church’s direction in significant ways on a much larger scale. I pray he has the strength to do so. The second quote was about clerical privilege and insular church hierarchy. “We have to avoid the spiritual sickness of a self–referential church. It’s true that when you get out into the street, as happens to every man and woman, there can be accidents. However, if the church remains closed in on itself, Rev. Yme self–referential, it gets old. BeWoensdregt tween a church that suffers accidents in the street, and a church that’s sick because it’s self–referential, I have no doubts about preferring the former.” What a powerful insight and prophetic critique this is of what the church has become. Pope Francis calls us to focus outward, to the world. He would rather be the head of an imperfect church whose mission is focused on those beyond the walls, rather than one who seeks to appear strong or blameless at the cost of vulnerability and transparency. I dare to wonder and hope that if his preference prevails in Rome, it might even begin to change those church structures? I fervently hope and pray that a Global South pope who deliberately chooses his name from Francis of Assisi will be that agent of change. Today, we reverence Francis as a saint of the church. But in his day, he was a rebel, who felt himself called to reform the church. Today, the church needs rebuilding again, to be what the church was meant
to be. To make those changes, Pope Francis will need to address some very fundamental issues. First, the church must be transformed again to become the defender of the poorest and most vulnerable. Biblically speaking, that should be the church’s first and primary work. Sadly, the hierarchy of many churches is not well known for those primary issues today. Second, Pope Francis must address, with both compassion and justice the enormously painful reality of the church’s sexual abuse of children. The church must repent the horrible sins of pedophile priests and cover–up bishops. The church must seek reconciliation. Until that happens, the church’s reputation can never be restored. Third, the new pope must reverse and redress the Vatican’s recent censure and, in my view, mistreatment of its own sisters. These Catholic religious women around the world represent the best of Catholic social teaching. Pope Francis could and should embrace the women of the church instead of suspecting and disrespecting them. While these are enormous challenges for Pope Francis, the grace of God is sufficient for faithful church leaders to lead. And Jorge Bergoglio is said to be such a man of God — fervent in personal faith and consistent in prayer. So let us all do what the first thing the new Pope asked the people in the square to do: pray for him. Yme Woensdregt is Pastor at Christ Church Anglican in Cranbrook
Cranbrook papers undergoing digitalization F o r t h e Tow n s m a n/B u l l e t i n
The Cranbrook Archives, located in the large facilities of the Railway Museum, is actually a Cranbrook History Centre that is continually being improved to provide better access by the public to the resource. This resource contains tens of thousands of historic items about Cranbrook and the railway, so it is useful for museum staff when they are researching material on the historic trains and railway travel, as well as material on Cranbrook as shown by the Cranbrook History Gallery. This free gallery, also at the Museum, contains hundreds of images on local history and is easily accessible off the entrance hall. However, it’s primary function is provide historic material to Cranbrook residents to better know their roots. The resource contains photos, pamphlets, maps, books, and one of the most important — all of the old Cranbrook newspapers from 1898 (when the City began) to 1975, and which are now being digitalized by volunteer Dave Humphrey. Humphrey is spending hundreds of hours — and has supplied his own special rotary scanner — to carefully and fully scan the large pages. An example of new technology is the word-searchable PDF format the papers are scanned in. It allows specific word searches for the thousands of newspaper pages in the files. This opens up a whole new way of finding information that a while ago would have taken months, and even then some material might have been missed due to the volume of print on each page. People and business names, events and the “gossip” sections in the papers provide a wealth of information as well a s the “mood” of the

The Archives proper, which is primarily two-dimensional flat material (ie, paper), also contains a collection of historic objects about Cranbrook along with some on the railway. These objects currently use the same accession (control) chronological numbering system that the Archives uses for efficiency and due to the lack of trained staff dedicated to look after this resource. Its management and processing is done by Museum staff as time permits, and dedicated volunteers.
The Archives began in 1976 even before the railway museum, which started construction in 1977. Over the years it has been donated material that would have been lost if the Archives had not been in existence. Access to the database is through the museum website www. trainsdeluxe.com with easy links from the first page. The newspaper database is not on-line, but it is on a special computer at the Museum that the pubic can have free access to during museum hours.

The Ice couldn’t buy a goal on Wednesday night, and the Oil Kings likely weren’t open to entertaining any offers. Despite making Edmonton netminder Laurent Brossoit earn his pay between the pipes, the Kootenay squad wasn’t able to light the goal lamp as the Oil Kings went on to a 4-0 win at Western Financial Place. “I can’t really take all the credit,” said Brossoit, who stopped 20 shots. “My team kept them to the perimeter, I didn’t have too, too many difficult stops, but I was glad that I was seeing the puck when they did break our D and I made the stops I needed to.” The Oil Kings have now outscored the Ice 21-3 over the last four games and lead the series 3-1. While the Ice were able to generate more scoring chances this time around, the Oil Kings followed the script and used their ex-
perience to capitalize on Kootenay mistakes. Mackenzie Skapski had a much better showing than the previous night, though the scoresheet might not indicate it. All three goals that got by the Ice netminder seemed to have an element of luck for the Oil Kings that Kootenay just couldn’t replicate.

The Ice did their best to respond, with Jon Martin getting the door slammed on him by Brossoit on a breakaway, while Czech import Jakub Prochazka nailed the post, after getting sprung while leaving the penalty box. “We need to bear down,” said Ice forward Brock Montgomery. “He’s a good goalie, but that’s not acceptable for us to not put a few past him. We had ample opportunities, and it’s not acceptable for myself, my linemates and my forward partners.” The Ice continued to make Brossoit work for his shutout in the second period, as Luke Philp had a pair of glorious chances, but wasn’t able to finish on either. While Kootenay poured on the pressure, they also got sent to the

Registration for Gran Fondo cycling event goes online TOWNSMAN STAFF
Registration is now online for the first annual Kootenay Rockies Gran Fondo cycling event and the applications are already starting to trickle in. Glenn Dobie, chair of the Gran Fondo event, said roughly a dozen names have trickled in, and expects the 500 spots to fill up by the end of early registration at the end of June. “We wanted it to appeal to every type of cyclist,” said Dobie. “The 50-km route appeals to people who want to go for a nice ride with family or friends then have a nice meal afterwards at St. Eugene.” The event—the first of it’s kind in the East Kootenays—is billed as a ride, not a race. Par-
ticipants have the option of signing up to 50-, 100-, and 150-kilometre courses around Cranbrook and Kimberley, with the St. Eugene Golf Resort and Casino as the start and end point. Dobie said he hopes the event adds to others in the region, such as the Wasa Triathlon, Round the Mountain and Six in the Stix. “We wanted it to appeal to every type of cyclist,” Dobie said. “The 50km route appeals to people who want to go for a nice ride with family or friends then have a nice meal afterwards at St. Eugene.” The routes will be clearly marked, and aid stations will be positioned throughout all three courses for riders to stock up on nutrition
and water, as well as troubleshoot any mechanical or medical issues that crop up. Dobie and the organizing committee— namely the Cranbrook Sunrise Rotary Club— are hoping to take proceeds raised from the event and reinvest it back into community initiatives and projects. “Funds raised by the event will be used to enhance and maintain the Rails to Trails system as well as support other local community service projects,” said Dobie. The event is being sponsored by the St. Eugene Golf Resort and Casino, along with Western Financial Group. Anyone interested in registering for the event can visit the website at www.krgf.ca.

The College of the Rockies Avalanche volleyball teams handed out their year end awards in a ceremony on Saturday at the Heritage Inn. The men’s Avalanche wrapped up their season in the provincial Pacwest Championships at the end of February, when the Capilano University Blues—the eventual champi-
ons—beat them in straight sets. The women’s team had a tough season, with three wins throughout the season, which wasn’t enough to put them into the championships, which were hosted at the College of the Rockies. In addition to the team awards, the Sun City Coachlines First Year student Athletic Award was up for grabs, going to Tyler Remenda.

Iginla’s departure from Calgary felt anti-climactic, despite his stature in the NHL. The Flames (13-15-4) quickly played themselves into a position of seller this lockout-shortened this season. Currently 14th in the Western Conference, they face a fourth straight season of playoff-free hockey. With the 35-year-old Iginla in the final year of his contract and the playoffs slipping away for the Flames, it seemed inevitable that Calgary would have to move their all-time leading scorer and get what return they could. “We as an organization owe a tremendous debt of gratitude to Jarome, not only for what he did for the franchise during his tenure as a player here and as our captain, but also for the fact that now as we recognize that despite our best efforts, and despite the work we’ve put in, we’ve fallen short of the goals we set for our-
selves as an organization,” Flames general manager Jay Feaster said. Both Agostino, a junior at Yale, and Hanowski, a senior at St. Cloud, are both playing in the NCAA’s Frozen Four later this week. “In these two players we’ve gotten two players we believe are going to play in the National Hockey League and are going to contribute and will play for us for a long time,” Feaster said. “We add size up front, which is something that we as an organization need. We don’t have a lot of it in the system right now.” Iginla signed a fiveyear contract extension worth US$35 million in 2007. He’s eligible for unrestricted free agency on his 36th birthday July 1. ownership group has been unwilling to strip the team down after recent failures to get into the playoffs. The franchise is now at a crossroads without the man with whom the team has been so identified for so many years. Iginla was one of the NHL’s premiere power forwards during his years in Calgary. The six-foot-one, 210-pound winger is one of just seven players in league history to post 11 straight seasons of 30 goals or more. Iginla was twice a 50goal scorer for Calgary and a winner of the Art Ross (2002) and Maurice (Rocket) Richard trophies (2002, 2004). He’s off his usual pace this season with nine goals and 13 assists in 31 games. Iginla was held off the scoresheet in his final game as a Flame on Tuesday in Chicago, but he scored the game winner Sunday at the Saddledome in a 3-2 victory against St. Louis.

CHICAGO - No last-second shot. No fourth-quarter rally. No record for LeBron James and the Miami Heat, either. The Heat’s bid for NBA history ended Wednesday night when their 27-game winning streak was snapped by the Chicago Bulls 10197, setting off a raucous celebration inside United Center. Miami finished six shy of the 33-game record held by the 197172 Los Angeles Lakers. Later, James said there was no shame in falling short. “It’s one of the best that this league has ever seen,” James said, referring to the streak that began on Super Bowl Sunday, Feb. 3. “We recognized that and rightfully so.” James tried to spur yet another comeback in the final minutes, getting mad after a rough foul. But the
reigning MVP could never get the defending champions even or, more importantly, ahead. With only twotenths of a second left, James took the final inbounds pass in his own end, dropped the ball to allow time to expire, turned and walked toward the exit. Luol Deng scored 28 points, Carlos Boozer added 21 points and 17 rebounds, and the Bulls brought the Heat’s stampede to a screeching halt. Miami’s superstar did all he could to keep the run going, scoring 32 points and even collecting a flagrant foul during a physical final few minutes. “We haven’t had a chance to really have a moment to know what we just did,” James said. “We had a moment, just very fortunate, very humbling and blessed to be part of this team and be part of a streak like that.” The Heat hadn’t lost
since the Pacers beat them in Indianapolis on Feb. 1. But after grinding out some close wins lately, including a rally from 27 down in Cleveland, no one counted them out until the final buzzer. For the better part of
two months, they were the NBA’s comeback kings. They erased seven double-digit deficits during the streak. They found themselves trailing in the fourth quarter 11 times, and won them all.

“I’ve been blown away by the reviews of Darlingford, here and overseas,” says singer-songwriter Cara Luft, whose performing in Cranbrook April 3, one year after her last visit here. “They’re calling it my strongest yet; a how-to manual for aspiring folk players; a desert island disc; one of the best folk records of 2012.” The reputation as one of Canada’s leading modern singer-songwriters is well-deserved. As a founding member of the Wailin’ Jennies (with Ruth Moody and Nicky Mehta), Luft provided the rock-inspired spark which propelled that band into international popularity in the early 2000s, culminating in the 2004 Juno Award for Best Canadian Folk Artist for their album 40 Days. Feeling constricted by the sudden industry demands and growing disillusioned with careerist tensions within the band, Luft opted to leave the Jennies to re-pursue the solo career she had before joining forces with Mehta and Moody. Luft recorded and released The Light Fantastic in 2007 and is currently reaping the rewards of her fourth album Darlingford. Romantic agony is the underlying theme of much of her work, but Luft converts her pain into gain. “Whatever anguish we’ve experienced, we need it out of our bodies in order to truly heal and find perspective,” she said. “We have to move
through whatever we’re dealing with. For me, it’s playing and singing and writing songs. It requires concentration and focus and creative energy, as well as physically strumming and picking up that pen. “When I’ve been hit with something and I don’t want it to eat me alive emotionally and mentally, I need to purge it through music. Luft’s reinventions of traditional English folk songs provide a smart balance to her recorded repertoire; she makes the connection between the Western European folk past and the North American folk present. “My current listening tastes are similar to what I grew up with and appreciated as both a child and young person,” Luft said. “There was a lot of traditional folk in our household, along with the Beatles, Buddy Holly, Stan Rogers, even Neil Diamond. So yes, my tastes are pretty much still the same.” Luft’s drive and determination have taken her tens of thousands of kilometres, far and away beyond her hometown of Winnipeg. “I’m very lucky to visit so many new and interesting places and be able to perform in all sorts of unique and different venues.” Unique and different certainly describes Luft’s upcoming Cranbrook performance on Wednesday April 3, at Lotus Books. With continuous experience, Luft has much to say about the modern realities and joys of the touring Canadian folk musician.
“I always encourage others to play and create music, and keep folk music alive and well in our society,” says Luft. “As a career choice, it’s a really hard life, and music’s an industry that’s constantly changing. There are more roots artists out there making records and touring than ever before, and the competition’s stiff. There are few opportunities out there and too many people grappling over those very small pieces of the pie. That being said, when you’re bit with the music bug it’s really hard to ignore it. “My best advice is to find balance between performing and other
parts of your life.” Luft described her plans for the near and far future. “I want to carve out time to start writing a new album,” she said, “but I’m not rushing it. Darlingford was the hardest project I’ve done, due to the time, energy, concentration and focus I gave to it. n past issues of The Problem Solver I h av e d i s c u s s e d some of the issues around Joint Ownership. This area has surfaced again in my office so I thought I would tackle joint ownership again as one aspect of inter vivos estate planning. The importance of joint ownership is the fact that assets passing by jointure do not form part of the decease’s estate and therefore no probate fees. Probate fees have become a
concern for people in recent years. These fees are based on the gross value of the estate at death and are levied as follows: no fee for estates having a value of less than $25,000; $6 per $1000 for estates valued between $25,001 and $50,000; and $14 per $1000 for estates over $50,000. There is also an administration fee of $208 for estates over $25,000. For this reason, people often wish to transfer assets into the joint names of themselves and the intended beneficiaries.
Inter Vivos Planning – Joint Ownership There is a mistaken impression that transferring assets into joint names will only result in a gift upon death. However, the transfer of an asset into joint names may constitute an immediate gift. If this is the case then the following will occur: a loss of sole control of the asset; if the asset is land, then you will not be able to sell, mortgage or otherwise dispose of the land without consent of the coowner; the asset becomes an asset of the joint tenant and subject to claims of creditors and separating spouses; the joint owner can sever the jointure, thus

converting ownership to “tenancy in common” and sell or mortgage his or her share; and there may be immediate income tax consequences upon the transfer into joint names. Some people I have contact with wish to make arrangements with a potential joint owner (future beneficiary) that the future beneficiary will hold the asset in trust until death occurs. Such an arrangement must be carefully documented. If this is not done then problems can occur after death. Usually the asset falls back into the estate and if the estate has to have probate then the asset is included with all the other estate
property and probate fees applied. Transferring assets directly in jointure to someone other than a spouse may be appropriate for someone who is terminally ill and death is imminent. Another example is a parent and an only child who have always lived together. When considering this strategy please consult with your lawyer and accountant and always put your intentions in writing.

From the B.C Chamber of Commerce. While the BC Chamber concurs with much of the focus of the Canadian Chamber we would add a word of caution around several measures in Budget 2013.
Canada Jobs Grant program We congratulate the government on its focus to direct training to employer needs. However, the conditions listed in the budget for these funds does raise a concern that this program will not be readily accessible for small businesses. The Job Grant funds will be directed towards training for an individual to fill an existing position or for an individual to access a better job. In addition, the employer will need to match the federal governments contributions. Our concern is that these conditions will make the program difficult to access for small business who wish to train existing staff and will also mean that programs such as the Micro Business Training Program would not be acceptable. Budget 2013 does state the employer groups will be consulted as the details of the program are negotiated over the coming year and the BC Chamber will work with the Canadian Chamber to ensure these concerns are addressed by the federal government.
Temporary Foreign Workers The BC Chamber also has concerns over the direction indicated in Budget 2013 over proposed changes to the Temporary Foreign Worker program. The federal government is proposing increasing the scope and the length of advertising required under the Labour Market opinion process and is considering introducing user fees to access the program. Again, these initiatives will reduce the ability of small business to access a program that is essential to some sectors.

relationship with all of the First Nations groups claiming traditional territory within Tipi Mountain’s currently defined operating area. Major projects offer an opportunity for cultural advisors and community members from the Ktunaxa Nation Council (KNC), Okanagan Nation Alliance (ONA), and various Shuswap Bands, to provide input and participate in TMECS’ fieldwork. It is believed that this type of involvement strengthens the relationship between First Nations and their clients. Complimenting TMECS’ archaeological consulting services, is a Geographic Information System (GIS) division, this part of their team is devoted to conducting quality mapping, information gathering and data management, allowing TMECS to provide GIS mapping services in eco-cultural works; including archaeology, ecosystem inventories, habitat assessments, wildlife/fish habitat enhancement, 3D geographical analysis, ethno-botanical model building and expert ecosystem mapping. In many cases helping to restore sites to their original glory with native plant species. Tipi Mountain Native Plants (TMNP) is a wholesale native plant nursery located just outside Cranbrook, on the St. Mary Reserve. The company proudly propagates, and cultivates local plant species used in many ecological restoration programs through-out
the province. TMNP deems that disturbed terrain should be returned to ecologically correct environments with a wide array of native species through ecological reclamation. Native plants are ideal for use in a wide variety of landscapes including mines, residential and commercial landscapes, as well as in all wild ecosystems. When planted in the correct location, native species are more resilient than their introduced counterparts; as they attract beneficial insects, birds, and fauna, they don’t require chemical inputs, and are more drought resistant. No project is too big or too small, their client list includes the College of the Rockies, TECK, BC Hydro, the cities of Fernie and Cranbrook, local garden enthusiasts, and professional landscapers. Be sure to mark Saturday June 15th on your calendar for the Tipi Mountain Native Plants Annual Open House. the backyard of her grandparents’ Anne Marie and Paul Desrochers in Rosedale when the neighbour’s pit bull escaped its enclosure and attacked her. The dog had Jenna by the head. Four-year-old chihuahua Honey, being the protective little dog that she is, began growling and barking at the pit bull. The pit bull released Jenna and turned its attention towards Honey. Fortunately, the pit bull’s owner was soon able to grab and leash her dog before it could do much further damage. Jenna was rushed to the hospital where she received hundreds of stitches to her head and face. The pit bull was put down. A week later, Jenna, a Grade 3 Strathcona elementary student, has not yet returned to school and will be recovering at home for a while. On Tuesday afternoon, she was sitting inside her grandparent’s house on a black leather couch beside her grandmother.

A feisty chihuahua named Honey helped save eight-year-old Jenna’s life. Jenna is shy and quiet as a handful of media ask her questions. Honey bounces around at Jenna’s feet, turning in circles a few times before jumping up onto the couch and onto Jenna’s lap. “They’re best buddies,” said Anne Marie Desrochers, looking over at the two. Excited from all of the visitors, Honey’s eyes are wide and her ears are perked straight up.
Honey turns herself around and wiggles her way underneath Jenna’s left arm, clearly looking for some attention. Jenna gently pats Honey’s soft head and scratches her behind the ears. A few minutes pass and Honey’s breathing has slowed, her ears are relaxed, and eyes begin to close. Jenna looks down at Honey with a smile as she lovingly pulls her tiny hero in closer to her.

Annie’s Mailbox by Kathy Mitchell and Marcy Sugar Dear Annie: I have a wonderful husband and a problem that started when we married last year. We had a destination wedding. My husband’s stepfather paid for the immediate family to stay at a beautiful rental house. My brother’s ex, “Martha,” surprised us by coming, and she brought her daughter, along with a friend and her 3-year-old. The next day, Martha and her friend had to check out of their hotel hours before the wedding and simply assumed they would hang around the rental house until then. This was not OK. Martha never asks permission. She and her friend left the toddler at the house while they went to get food and then came back with nothing for the child, so she went into the kitchen and made him a sandwich from our supplies. I can understand my motherin-law being upset, but she overreacted and blew up at Martha. They argued, and Martha left and didn’t attend the wedding. Although my mom understands how Martha can annoy people, she shut herself off from then on. She didn’t help me into my dress, paid no attention during the wedding and spoke to no one. After the wedding, we had a small reception at the house, and she locked herself in our room. I was devastated. My husband’s mother apologized profusely to my mother after the incident, but Mom refuses to get over it. She won’t come to family gatherings when my in-laws are present. She missed our son’s first birthday party. I have tried to broker a truce, and I’ve told my mother I will no longer listen when she says negative things about my mother-inlaw. The end result is that she avoids the subject and nothing is resolved. Please help. -- Stressed Newlywed Dear Stressed: Your mother is being childish and purposely hanging onto this grudge. We think she is jealous of your in-laws and hopes her petulance will make you more attentive. It’s working. You are expending a great deal of energy on this situation. Stop. Tell Mom the subject is closed and if she chooses to lose out on family time, that is her decision, and you will no longer try to convince her otherwise. Dear Annie: I need some advice on how to handle put-downs from my wife’s friends. It started when our nosy neighbor saw my wife beat me in a wrestling match. Now the neighbor makes remarks about my getting beat up by a woman. My wife refuses to come to my defense and says I have to deal with this woman myself. How do I deal with these gossipy bullies? -Vince Dear Vince: It might help if you make yourself less of an easy target. You allow this neighbor to discombobulate you. Ignore her, or laugh it off. Her opinions are unimportant. But tell your wife that you expect her to stick up for you when her friends insult you, because she would certainly want you to do the same. Dear Annie: This is in response to “Questioning in California,” who is converting to Judaism and whose friends are not supportive of her new kosher eating habits. I’m not Jewish, but my husband is. For the past seven years, we have kept a strictly kosher kitchen. I recommend she learn how to make some tasty, unconventional kosher dishes and invite her friends over. I make an amazing Southwestern quesadilla and Kung Pao chicken. My husband makes gourmet pizza. We host every Thanksgiving and serve a traditional (kosher) turkey with all the trimmings. With all this good food around, our friends and family adjusted quickly, and some of them even use our recipes. The lactose intolerant are always glad to know that many dishes served in our house are completely dairy free. CALGARY — Suncor Energy announced Wednesday it was not going ahead with its troubled Voyageur oilsands upgrader project Suncor chief executive Steve Williams said market conditions have changed significantly, challenging the economics of the project. “That’s why we undertook a thorough review of the project to determine whether it met our criteria for long-term, profitable growth,’’ Williams said in a statement. “This decision is in line with our commitment to capital discipline and our stated plan to allocate capital with priority given to developing higher-return growth projects and accelerating the return of cash to shareholders through dividends and share buybacks.’’ The Voyageur upgrader was part of a joint venture Suncor inked with Total E&P Canada Ltd. just over two years ago. Suncor said Wednesday it has acquired the French company’s interest in the upgrader for $515 million to gain full control over the partnerships assets.
“Among other things, we will now be able to exclusively utilize the partnership assets to continue driving value from our base business and to support our profitable oil sands growth,’’ Williams said. A flood of light oil from places like North Dakota has changed the market in recent years and tilted the field against the massive multibillion-dollar upgrader project that would have transformed heavy crude into a similar product. Suncor took a $1.49-billion writedown on Voyageur in the fourth quarter of 2012. The company said it will take a charge to its first quarter net income and cash flow from operations of approximately $140 million and $180 million respectively as a result of the decision. Suncor is one of the largest operators in the oilsands, with huge mining operations north of Fort McMurray, a 12 per cent interest in the Syncrude Canada Ltd. mine, a 41 per cent stake in the yet-to-be-developed Fort Hills mine and steam-driven operations at Firebag and Mackay River.

Passed away in Medicine Hat Alberta. Terry is survived by his three children, Ashley (Anthony) DumaresqGerein, Michael Buck ,and Liam Buck. Terry was predeceased by his Father Jim Buck and leaves behind to mourn his Mother Christene Buck and the motherâ&#x20AC;&#x2122;s of his children; Suzanne Gray, Daina Lacey and Nicole Drader. Terry was a brother to Joe (Mickey) Buck and Amber (Devon) Banman. He was an uncle to Dakota and Cassidy Buck, a nephew, cousin, and friend to many. Those who knew Terry well knew him as a person who loved with his whole heart. He was passionate about his family, music, and the Kootenay area. There will be a memorial service at the Cranbrook Days Inn Ballroom on Kootenay Street. Saturday March 30, 2013 at 2:00pm. Friends and Family are invited to join us in a day of remembrance.

Egyptian naval forces capture divers trying to cut undersea Internet cable Associated Press
CAIRO, Egypt — Egypt’s naval forces captured three scuba divers who were trying to cut an undersea Internet cable in the Mediterranean on Wednesday, a military spokesman said. Te l e c o m m u n i c a tions executives meanwhile blamed a weeklong Internet slowdown on damage caused to another cable by a ship. Col. Ahmed Mohammed Ali said in a statement on his official Facebook page that divers were arrested while “cutting the undersea cable’’ of the country’s main communications company, Telecom Egypt. The statement said
they were caught on a speeding fishing boat just off the port city of Alexandria. The statement was accompanied by a photo showing three young men, apparently Egyptian, staring up at the camera in what looks like an inflatable launch. It did not further have details on who they were or why they would have wanted to cut a cable. Egypt’s Internet services have been disrupted since March 22. Telecom Egypt executive manager Mohammed el-Nawawi told the private TV network CBC that the damage was caused by a ship, and there would be a full recovery on Thursday.

LONDON — A diocese in southern England says it has exhumed a grave over fears that a set of bones could be stolen amid speculation that the remains are those of King Alfred the Great. The Diocese of Winchester says the exhumation took place earlier this week in the churchyard of St. Bartholomew’s Church. The bones are now in storage. Nick Edmond, dio-
cese spokesman, said Wednesday the exhumation was authorized to protect the bones amid heightened interest following the recently discovered remains of King Richard III. Edmondson said no permission has been given to analyze the bones. Alfred — who lived from 849 A.D. to 899 A.D. — was believed buried at nearby Hyde Abbey and there is speculation he was later reburied in the same area.

EDMONTON — Conservationists are warning that privately funded bounties for killing wolves are shifting control over Alberta’s wildlife management to special interest groups. The Alberta Wilderness Association has compiled data showing that “harvest incentives’’ offered by northern municipal districts and hunting and trapping groups are encouraging an increasing and unregulated number of wolf kills. The Alberta government says the province has plenty of wolves and doesn’t believe the private bounties are a concern. The Alberta Fish and Game Association says wolves are a growing threat to livestock and popular big-game animals. Others say the bounties are leading to unse-
lective killing because animals from moose to grizzly bears also are strangled in snares set for wolves. Carolyn Campbell of the wilderness association says the bounties — which can be three times the value of a wolf pelt — are an ineffective response to the predators and represent an old-fashioned and unethical approach to wildlife. “Albertans want a more responsible, modern relationship with wildlife that recognizes that wolves have a value and shouldn’t just be shot on sight,’’ she said Wednesday. “We should be managing wolves based on science and not for the pleasure of special interest groups.’’ Starting in about 2010, several municipal districts in Alberta began offering bounties for wolf carcasses killed
on private land. Those districts now include Big Lakes, Clear Hills, Bonnyville, St. Paul and Two Hills. The bounties range between $15 and $300 per wolf. Figures compiled by the wilderness association suggest at least 524 wolves have been killed since 2010,
although the group hasn’t been able to get numbers from all districts. At least $166,000 has been paid in bounties. In addition, two branches of the Alberta Fish and Game Association and some branches of the Alberta Trappers Association offer a $300
bounty. “Wolf predation on farm animals and wild animals is increasing at a high rate,’’ said fish and game president Gordon Poirier. The packs are doing well after several years of good deer numbers, he said. “The wolves are
smiling and happy and fat.’’ But this year’s tough winter has them turning to other food sources, including popular biggame targets such as moose and elk, Poirier said. Fish and game members don’t like the competition. “They want less
wolves, more animals left on the ground — elk, primarily.’’ Alberta Environment doesn’t control wolf hunting and leaves it open to anyone with an in-season big-game tag. The department doesn’t keep records of wolves hunted or trapped on private land.
