Small parties stake out election turf

As the NDP widens its lead over the governing BC Liberal Party in a new poll, the BC Conservatives and Green Party of BC are hoping an early rollout of their policy platforms will help their support grow. An Angus Reid Public Opinion poll released on March 21 showed the NDP the choice of 48 per cent of decided voters, up one point since February. The B.C. Liberals were down three points to 28 per cent of decided voters. The Conservatives and Greens
were both up slightly in voter intention, tied at 11 per cent support. The poll surveyed 809 British Columbian adults March 18-19, claiming a margin of error of plus or minus 3.5 per cent. The Conservatives released their “pre-election platform” on March 21, describing it as a “living document” that could change before the May 14 provincial election. It devotes much of its 28 pages to criticizing the province’s 20-year record on taxes, spending and debt. As party leader John Cummins has signalled, the platform promises the elimination of the five-year-old carbon tax on fossil
fuels. It emphasizes the disproportionate impact the tax has on rural and northern parts of B.C., but does not specify if offsetting income tax cuts would be reversed to make up the revenue to the province. The BC Conservative pledge to balance budgets is emphasized, but the platform doesn’t identify any reduced spending or tax increases. It decries the low health-care spending relative to other provinces, and also calls for an unspecified increase in justice system budgets. The Green Party of BC’s 40-page platform contains many promises, from creating “green-collar jobs”
to doubling B.C.’s park area to 20 per cent during the next 100 years. The Greens platform is also described as a “living document,” released last November and updated at the end of January. It also lacks costing for an array of costly policies, including 24-hour medical clinics in rural areas and replacing all existing income assistance programs with a “guaranteed liveable income” for everyone. The Greens also vow to reduce taxes on businesses that promote health, phase out medical premiums and eliminate gambling in B.C.

The visit was part of the radio show’s outreach program, which has Joyce and Garvey travelling throughout their listenership area to meet the people and hear about events in the communities they broadcast to. ed to meet the people who lived in these communities and I wanted to find out what was going on in them. It’s so much more enjoyable to host a show when you know who you’re talking to. You know the personalities and you can visualize them there.” Noting 100 Mile House was one of the main communities on the list, Joyce said it was everything she had hoped for. “There are so many stories here. We may be able to do 10 stories, but we could have easily done 25. We’ll come back soon.”

Ottawa increases tanker restrictions

With one crude oil pipeline to the British Columbia coast in environmental hearings and another waiting to apply, the federal government has announced stricter rules for foreign oil tanker inspections and more coastal flights looking for signs of oil spills. A new Canadian Coast Guard incident command system, improved hazard markers for shipping, increased surveillance flights and research into the hazards of heavy oil were announced in Vancouver recently by federal Transport Minister Denis Lebel and Natural Resources Minister Joe Oliver. The government has also tabled new legislation, which it says will strengthen requirements for pollution prevention and response at oil facilities and introduce new offences and penalties
related to pollution. Foreign tankers will have to be inspected annually, a rule now in place for Canadian vessels, to see if they are equipped with double hulls and other safety features. A tanker safety expert panel was also announced to review current standards and recommend further rules. Lebel and Oliver described the program as moving to a “worldclass tanker safety system,” the term used by B.C. Premier Christy Clark last year when she announced conditions for provincial acceptance of increased heavy oil shipments by pipeline and tanker. Oliver said the changes are not a response to the B.C. government’s demands. When Clark presented five conditions last summer, Oliver immediately agreed with four of them, related to oil spill safety and aboriginal consultation. The fifth was an
unspecified “fair share” of revenues from oil exports. “There hasn’t been a single major tanker spill off the coast of B.C., ever,” Oliver said. “But we want to make sure we keep that record, and in the very unlikely event that something untoward happens, we want to be able to respond quickly and comprehensively.” B.C. Environment Minister Terry Lake said the announcement is a welcome step. “We’ll have to look at how it compares with other regimes, but from I see here, it goes a long way toward getting to what we understand to be a world-class system. If we’re going to have this material moved through the province, the environment and the taxpayer have to be
protected to the fullest extent.” B.C. hired an Alaska consulting firm in February to conduct the province’s own review of spill response on the coast. Lake said it is needed with or without proposed oil pipelines, since there are daily crude shipments from Alaska, exports of Alberta heavy crude from Burnaby, and a general increase in shipping for Asia-Pacific trade. Fuels are shipped to locations all along the coast, and freighters and other ships all carry large amounts of bunker oil for their own fuel. Transport Canada reports about 1,500 tanker movements on the West Coast in 2009/10, among 475,000 total ship movements that year.

Local birder Tom Godin says the odd colouration of this raven is probably due to a phenomenon called leucism and has nothing to do with albinism, which is when birds are pure white with red eyes. Our government has passed Bill 18, which allows nurses to work together under the same bargaining structure. Licensed Practical Nurses (LPNs) had previously voted to change their union representation and join Registered Nurses (RNs) in the BC
Nurses Union, and Bill 18 is completely in line with their wishes. Interestingly, the NDP, which says it supports unions and the rights of workers, voted against the bill. Adrian Dix has also said in the past he would consider taking away the unions’
secret ballot, which would remove a fundamental democratic right that everyone should be entitled to. At the moment, LPNs are in a separate bargaining structure than RNs. While RNs get their own nursespecific bargaining
association, LPNs are lumped together with many other health-care professionals. This doesn’t really make sense, since at the end of the day, both RNs and LPNs are nurses. What Bill 18 Continued on 10

This Clark’s Nutcracker spent some time at the photographer’s Tad Lake property this winter. Local bird aficionado Tom Godin says Clark’s Nutcrackers are not common in our area, being normally found in the Cache Creek and Fraser River area. He has only seen one in our area a few years back on Bates Road in Buffalo Creek.

INTO EASTER Creative alternatives to Easter egg hunts
C
olouring Easter eggs, hiding them and hunting for them has been a holiday staple for generations. Every now and then, Easter celebrants desire something different to make this year’s fun unique. There are several different ways to celebrate Easter that don’t have to involve hidden eggs. Try these ideas for some enjoyment. • Pin the tail on the Easter bunny: Make a variation on the donkey game by drawing (or buying) a picture of a bunny. Glue some cotton balls to a piece of cardboard to make tails, using double-sided tape on the back. Spin kids around and have them try to attach the tail • Treasure hunt: Instead of children racing around to find hidden eggs, parents can draw a treasure map that takes the children, via different clues, to a special treasure hidden. It could be a chocolate bunny or a basket of treats. • Who Am I? Print Easter-related phrases onto cards that then attach to a headband
or hat with a small piece of tape or Velcro-type material. The person has to guess the word ( w it h out seeing what it is) by the clues others provide. • Easter crafts: Scour the craft store for wooden eggs, crosses, baskets, and similar items. Purchase coloured pencils or watercolours and
encourage children to decorate their items. This can keep children busy after the meal when adults want to socialize. • Relay races: Enjoy any number of outside games (weather permitting), including relay races with the family. • Fashion show: Little girls can model their Easter bonnets and
