Grand Forks Fire Rescue responded to a house fire on 64th Avenue and Eighth Street in Grand Forks on March 27 around 4:30 p.m. The roof of the house was destroyed by the fire and no one was hurt, as the house was vacant – the former tenants had recently moved out. Dale Heriot, Fire Chief, said that the fire department was in the mop-up stage at around 8 p.m. that night and currently does not know the cause, although the investigation is ongoing. As of Tuesday morning, the fire was still being investigated. “The only thing I know, as I arrived on scene, there was some visible flame on the southwest corner of the building,” Heriot said. The fire was a difficult one for the fire department to battle as there were a number of hot spots in the structure that firefighters had to get to, according to Heriot. “It appears to us that the structure may have been added on to along the way,” Grand Forks’ fire chief explained. “There are some walls that go right up to the roofing, which is unusual for a home with an attic space like that, so we had a bit of a time entering through that. The way the house was built, because it’s an older house, it had shiplap in the ceilings, so when the roof

caved in, the ceiling stayed. So it’s been a difficult time for us to get in to those areas that the roof caved in on to get to the hot spots.” Amanda Robertson and Chris Fuhs, who rented the property, said their possessions had been moved out and there were a few items remaining in the basement but nothing that was flammable. The property had trees, dead branches and some vehicles on site and Heriot said there was the potential that the blaze could have been more difficult to battle.
“Had the structure been fully involved, it would’ve been a huge danger with those kind of trees around there and it would’ve posed a whole new problem for us,” he said. Ken and Karen Wagner, who live next door to the house on fire, were coming home from a holiday when they noticed the fire and called it in. While Karen phoned 911, Ken went over to make sure no one was inside the house. “I just went over to the house and started knocking on the door to see if anybody was home and there was no answer and there was more smoke coming out by that time, so I was a bit worried,” Ken Wagner said. “I went around the other way to see if I could get in through the back door but there was fire at the back door too so I went back and banged on a window. I looked in and could see it was an empty house, so I wasn’t worried after that.” Wagner said the fire department arrived about five minutes after his wife called and son Lee and a neighbour (Tim Bleiler) used garden hoses to wet down the porch. Heriot said the department appreciates help but residents shouldn’t take any unnecessary risks. “When I arrived on scene, the neighbour to the west had a garden hose going on it and any time they can do anything like that it helps us, as long as they stay safe while doing it,” he said.

The river ranks sixth on the Outdoor Recreation Council (ORC) of B.C.’s Endangered Rivers list, marking its fifth year on the list. Run-of-the-river hydro proposals, continued development and increased water extraction of the river pose significant threats, said Mark Angelo, ORC rivers chair.

Ex-Bruins’ goalie dies
KARL YU

Robert Dunsmuir, who played goalie for a majority of the season with the Grand Forks Border Bruins, has died in a house fire in Ontario. According to reports, Dunsmuir, along with his mother Jennifer, father Kevin and younger brother Cameron died early on March 29 at their home in East Gwillimbury, 50 kilometres north of Toronto. The Grand Forks Border Bruins’ organization was devastated by the news. “All of us associated with the Border Bruins were terribly saddened to learn that Robbie Dunsmuir, who was the Bruins’ goalie for most of the 2012/13 season, was a victim of a house fire at his home in Ontario on Friday along with his parents and younger brother,” explained team vice-president and assistant coach Matt Zamec in a release. “Dunsmuir, or ‘Dunsy’ as he was known, was a talented goalie and an outstanding teammate, but above all, a kind, generous and compassionate person and an exceptional young man. His dedication to hard work and constant improvement of himself and all around him, along with his contagious optimism, made him a great positive leader. Robbie was an exemplary member of the community, donating his time to minor hockey and volunteering for numerous outreach

programs. Everyone who got to know him was touched by his honesty, gentle spirit and sense of humor. Robbie intended to play Junior A hockey in Ontario next season and had plans to go to university and medical school. He will be greatly missed,” Zamec went on to say. Border Bruins’ head coach and GM Nick Deschenes echoed similar sentiments. “Robert was an outstanding person. He was a great teammate and leader on the ice and conducted himself in the highest standard off the ice,” Deschenes told the Gazette. “He was a big part of our team and our hearts go out to his family and friends in Ontario.”

Funding increase for local pool SASCHA PORTEOUS Gazette Reporter
In order to maintain existing service levels without reducing pool hours, Regional District of Kootenay Boundary (RDKB) Area D and Grand Forks residents are going to be paying more into the Grand Forks Aquatic Centre over the next five years. Last year pool hours were cut back in order to meet the aquatic centre budget, said John MacLean, CAO of the RDKB. “We have requisition limits in all of our services,” said MacLean. “The board of directors is able to, every five years, adjust a requisition limit by up to 25 per cent to allow for increased taxation,” which will maintain service levels and account for inflation, he said. MacLean told the Gazette that the recreation staff and the Grand Forks Recreation Commission got together with the users of the facility to identify the area where cutbacks were made, in order to come up with a sustainable plan for the next five years. Mayor Brian Taylor said that council’s recommendation was that it didn’t want to see any reductions in service. Last Wednesday (March 27), the board approved an increase in the requisition limit to a maximum of 25 per cent over the next five years, above the current budget, which is $500,000. “The folks who are paying into the aquatic service in 2013 as a group, (which is) all of Area D and all of the City of Grand Forks are going to be asked to contribute an additional ... $60,000 this year,” said MacLean. “The taxes for the pool this year are $558,000.” Mayor Brian Taylor said the maximum 25 per cent increase, which means the total operating budget would cap out at $625,000 per year is not a major increase but it does give room for the facility to move forward with increasing demand.
News tips
On March 20, three clients from Sunshine Valley Community Services sold popcorn at the Grand Forks Aquatic Centre because they wanted to raise money for the Boundary Community Food Bank. They later visited the food bank with staff member Diana Hart and presented over $60 to the volunteers who were distributing hampers that day. “It means we won’t have to add further extended closures,” said Taylor. There will still be some judicial closures when times are slow ... but there wouldn’t be any additional closures to accommodate the extra costs.” Taylor added that the aquatic centre is a shared service between the RDKB Area D and the City of Grand Forks. John Mackey, RDKB director of recreation and facilities, was contacted for the story but did not respond in time for press.

Local firefighters were busy last week as a number of blazes popped up all over the area. Grand Forks Fire Rescue responded to a fire on 64th Avenue on Wednesday (see page 1) and also had to battle a number of grass fires last week. According to Dale Heriot, Grand Forks’ fire chief, one of the fires occurred in the Hillview area on Saturday. “A fire got away from some of the residents and we attended with two engines and four personnel,” Heriot explained. “About an hour later, we were still in clean up at the fire hall when we had another grass fire out on Almond Gardens Road and it was the same thing, where (people) were burning and they didn’t have enough manpower or equipment and the wind shifted and it got away on them and we had to attend there as well.” On March 25, there was also a fire in the Gilpin area, which grew to about 3,000 square metres, according to Karlie Shaugnessy, fire information officer for B.C.’s Wildfire Management branch’s Southeast Fire Centre. “We had one initial attack crew (from the Wildfire Management Branch) respond as well as one officer. The fire is still under investigation and it looks to be an escaped
grass fire, so that would be caused by a person,” Shaugnessy said, adding the fire grew and threatened a trailer and burned part of a storage building. Grand Forks Fire Rescue also assisted even though the fire was in an area that was under the jurisdiction of the province. “It was put out primarily by community volunteers in the area, along with our personnel,” said Shaugnessy. “It’s that time of year where people are starting to think about backyard burning and stuff like that, burning their grass, so people should be aware that if their fire does escape and causes a wildfire, the can be held liable for all suppression costs and they should make sure that they have all the proper tools and information before they do any burning.” She said people have to get a burning registration number to do any sort of burning this time of year, which can be obtained by calling 1-888-797-1717 – backyard burning within Grand Forks city limits is prohibited. Heriot says that people burning where it is permissible should be prepared “When you’re burning, you need to have a water supply, manpower and equipment and the biggest thing we’re finding is (the people in the recent fires) they don’t have all those things and that’s why these fires are getting away from them,” he said.
z FOR THE RECORD In a story in the March 27, 2013 edition of the Grand Forks Gazette entitled “Animal control bylaw discussed at town hall,” a line read, “The RDKB drafted a comment sheet with questions for people to mark down their comments.” The comment sheet was actually drafted by the Kootenay Boundary Pet Dog Association.

Newer and bigger not always better Bigger is better isn’t always the case and just because something is newer, doesn’t make it superior either. If you come from the big city, chances are you watch movies at a multiplex with stadium seating and all the other newer innovations, but that doesn’t necessarily mean you’re watching a movie in the best place possible. The GEM Theatre on Market Avenue is celebrating both 100 years (since being rebuilt after a fire) along with the 25th anniversary that current proprietors Marius and Maureen Paquet took control and you would be hard-pressed to see any multiplex theatre with as much character and history. Many movies have been screened at the Grand Forks movie house and as proof of its history, you only need to look at the huge collection of movie collectibles on display at the GEM’s foyer. While the arena-sized theatres in bigger cities might seat more and have a bigger screen, it’s the coziness and intimacy of the GEM that makes it superior. People have raved about the acoustics of the theatre and as a matter of fact, recently, the GEM became more than a theatre, as it also began with live shows, something that the multiplexes probably can’t stake claim to. This isn’t hometown cheerleading either as the Paquets have been told by numerous out-of-towners how wonderful their movie theatre is. Too often, society fails to see the importance of history, cheering for a Lady Gaga while not appreciating that Madonna paved the way. Liking a 2013 Mustang, while not having any appreciation for the same model form 1967. Going nuts for a video game like the latest iteration of Call of Duty or Bioshock while not knowing about Super Mario Brothers. People become enamored with the latest and the greatest oblivious to the fact that what came before is sometimes better. The GEM Theatre has modernized itself of course, with a modern projector replacing the old film projector but it still has that classic, vintage feel about it. Bigger isn’t better and the GEM Theatre is an example of this. After all, we live in Grand Forks, not Texas.

I did some work at the office on Good Friday before heading to the coast for the long weekend – I felt exhausted and needed some time off and all I could think about was the rest and relaxation – it was, however, insignificant in the grand scheme of things. Earlier Good Friday, across the country, former Grand Forks Border Bruins’ goalie Robert Dunsmuir died in a house fire along with his mother, father and younger brother. At the team’s season opener last year, I was approached by a couple asking if I was Karl Yu. I’m always a little apprehensive when that happens, as sometimes it’s someone with a complaint of some sort but nevertheless, I admitted I was. The husband and wife didn’t have a grievance thankfully, their names were Kevin and Jennifer Dunsmuir and they were in Grand Forks to see their son Robert play.

They had flown all the way from Ontario and had rented a car and driven the Crowsnest to Grand Forks. We talked a little more and then the game began and we focused on the hockey, never knowing that would be both the first and last time I would ever see them. I wouldn’t say I knew Robert well, as I only interviewed him after Border Bruins’ games, and the last time I saw him was at Happy Days Doughnuts; we acknowledged one another with a simple head nod and at the next game, I was shocked when I heard that he wouldn’t be playing
the final few games of the season as he had headed back home. Nevertheless, the death of he and his family had a profound effect on me. While only getting eight wins last season, the team was light years ahead of the squad from a year previous (which only won a game) and Robert played a large part of that. Team vice-president and assistant coach Matt Zamec described him as “compassionate and exceptional,” while Nick Deschenes, general manager and head coach, described Dunsmuir as an “outstanding” person. Robert was hoping to play Junior A hockey in Ontario next season with aspirations to go to medical school. You never know that when you see someone, it could be for the last time and Robert’s passing reminds people of the value of life. He will be missed.

z ENVIRONMENT
Upgrading the trail Editor: The final item at the Regional District of Kootenay Boundary (RDKB) Area D town hall meeting on March 4 proved to be a joke, a really “bad joke” at that. Chris Moslin of the local trails society approached the RDKB asking that a significant portion of the gas tax rebate money (allotted to the regional district) be spent on paving the Trans Canada Trail, between Grand Forks and Christina Lake. On the Government of Canada tax fund website, it states that the fund be used for “projects that contribute to cleaner air, water and reducing greenhouse gas emissions.” The proposed paving would entail dumping approximately 13,000 tons of asphalt along a pristine, environmentally sensitive grasslands area, an area used by several endangered species – an area where several groups are currently working to restore the ecosystem. An asphalt encroachment would
further fragment and degrade it. Consider the carbon footprint of extracting, transporting and applying this petroleum product to a pristine and natural environment next to a fragile waterway. What does this do to our commitment to achieve carbon neutrality? To reduce carbon emissions? Let’s leave the bitumen in the ground. How does this proposed project contribute to cleaner air (remember the asphalt plant that used to be in the city?), water or a reduction of carbon emissions? Furthermore, in the Goals and Objectives of the regional district, we are assured it will: - Be environmental stewards - Practice climate preparedness How could the RDKB ever justify using our public money for a project so foreign to the above stated objectives? Yes the Trans Canada Trail needs to be upgraded. This can be done using local materials, in a way less invasive to the environment and at a much lesser cost. See www. pavingexpert.com/gravel05.htm. Please become informed and do your part in opposing the invasive approach to promoting our area – future generations will thank you. Eva Anthony, Grand Forks

This refinery would be processing 175 million barrels per year which means the tax revenue that could go toward healthcare, education, vital services for the disabled and elderly would be immense. But job creation and tax revenue is not the only desirable feature of the KRC. It also would provide much lower risk to the marine environment. The shipments out of the refinery would be finished product like aviation fuel, gasoline and diesel These products if ever spilt would be much less impactful on the marine environment. They would also be transported in smaller ships. I know there are those on both sides of the political aisle that address this as a political issue. And I would disagree with both. This is a project that can be attractive to all political stripes. Trade unions would see a significant increase in jobs and memberships. Hospitals and schools across the province would see an improvement in government funding. Business activity especially in the challenged northwest B.C. would be very positively impacted. And those with a concern for the threat of marine spills would see a significantly reduced exposure for the environment. Based on the huge positive impact this initiative could have on B.C., I think the question should not be if we want it … but rather, how can we help make sure that the petroleum world sees this as an attractive way to invest billions of shareholder capital. – Jim Shepard is retired president of Finning and Canfor and past director of Imperial Oil.

NEWS z TAXATION
Local businesses re-adjusting to PST
SASCHA PORTEOUS Gazette Reporter
Local business owners have mixed reactions towards the re-implementation of the Provincial Sales Tax (PST), which came back into effect this past Monday. Businesses have had to apply for a PST number in order to make retail sales and leases, in a system that will take over for the 12 per cent Harmonized Sales Tax (HST). “I think most businesses are certainly aware of it, it’s just another process that small businesses have to implement, which is always hard when you have small businesses because it’s not like a big corporate structure where there is an accountant on staff that will make those changes,” said Wendy McCulloch, general manager of Community Futures Boundary. “The person that does everything is now going to have to make one more change.” Roger Soviskov, owner of Jogas Espresso Café, says the re-implementation of the PST is good for the restaurant industry. “Everything on my menu is going to be 12 per cent cheaper,” he said. The implementation of the HST in July 2010 meant that services, such as dining and haircuts, were subject to a 12 per cent rate hike, whereas before they were exempt from the seven per cent PST. Now with the re-introduction of the PST, customers will no longer have to pay an additional 12 per cent for these services. “Now whatever price they see on the board is they price they are going to pay,” Soviskov said. “People are really going to like that because that (HST) tax really added up.“ However, other businesses are not welcoming the change with open arms. “It’s going back to a very primitive situation,” said Lorraine Van Boeyen, owner of Select Office Supplies. “It’s about four times as much work; it’s the worst thing that could have happened to small business.” She said the HST, which was a combination of the five per cent federal GST and the seven per cent PST, was a simple and beautiful tax for business owners, One of the pains of re-introducing the PST means that owners need to report to the province

monthly, she said, where as she only had to report quarterly with the HST. “Now I have to reprogram my whole computer system as well,” she said. Jim Burch, a certified general accountant and partner with Kemp Harvey Burch Kientz Inc., said that costs will most likely go up for some businesses. “It’s not just a one-time cost for instance to reprogram their various point of sales systems, but there is also an ongoing cost of separating out that tax, calculating that tax, which in some cases, or some businesses, is much more complicated than others and then filing the returns on a monthly basis and dealing with the government bureaucracy about another level of taxes,” he said. Joe Sheremeto with Neighbours Computers agreed that going back to the PST just means a lot of extra paper work. “From the viewpoint of ease, I think the HST is an easier process to use, having the dual tax and having to figure out what we do charge is a lot more difficult of a process,” he said. “With HST you just charged for everything, one tax one process.” Community Futures, Kemp Harvey Burch Kientz Inc. and the Boundary Country Regional Chamber of Commerce put on two workshops in March to try and educate local businesses about the re-implementation of the PST.

Grand Forks’ hidden ‘GEM’
Grand Forks’ lone movie house on Market Avenue will celebrate a series of anniversaries in 2013 KARL YU
Gazette Editor
A fixture on Market Avenue in Grand Forks, the GEM Theatre will be celebrating a series of anniversaries in 2013. The movie house (which opened in 1911 as the Empress Theatre and was given its current name in the ‘50s) burned down and re-opened in 1913 and current proprietors Marius and Maureen Paquet took over operation in May of 1988 from Peter and Mary Ambrosimoff – a 100th anniversary from the theatre’s re-opening and a 25th anniversary for the Paquets as it were. The couple has seen the movie industry evolve in front of their very eyes. “When they were first showing movies, it was only a couple of minutes and it went from a couple of minutes to slides,” Marius explained. “When Marius first got in as projectionist, we were running with a carbon arc, meaning you literally had to burn the carbon arc into the projector to create the light for the screen. Then we changed over to xenon light bulb and now we’re all completely computerized,” said Maureen, adding that Marius used to have to carry film cans, which weighed an average of 36 to 45 kilograms, and now the film comes in a format that is the size and shape of an old videocassette. “It’s fabulous,” Marius says of the transition from film to digital. “You just can’t beat it, you don’t have to spend the time to put the show together because you have to splice it, tape it and check if it’s scratched. It’s so easy (now) to put trailers or put the movie together and when your run is finished, you don’t have to break it down … you press a button and that’s it. It’s clean and it has a much better sound.” The Paquets also say that the GEM was one of the first small, independent theatres to open a digital 3-D movie, when it showed James Cameron’s Avatar in September 2010. More on movies Both Maureen and Marius Paquet list Avatar as a favourite movie but it was the adaptations of J.R.R. Tolkien’s Lord of the Rings trilogy that they say garnered the most buzz around town. “We were so good with Lord of the Rings; that was awesome,” reminisced Maureen. “You knew every January you were going to have good money coming in. For us it was at the end (of the year). It always opened at Christmas or January.” However, Marius is quick to point out that it wasn’t a blockbuster movie that has the honour of being top box office draw at the GEM – it was Academy Award-nominated film (Best Cinematography) film Snow Falling on Cedars, starring Ethan Hawke. “We were the best theatre in Canada but it was only because it was filmed in Greenwood,” Maureen added. “Universal Pictures said, ‘Wow!’” In terms of releases, the GEM Theatre normally (but not always) shows movies a few weeks after they open across the country but that has nothing to do with the fact that Grand Forks is a smaller city. “You have contract stipulations. Our only problem is (the movie companies) want the screens to themselves and we like to have three different shows,” said Maureen. “You can’t play anything else and of course, the percentage is a little bit higher when you open the movie because they want to make as much money as possible and if you wait a little bit, a couple of weeks after, then it drops and this way, we can pass it on to the public,” Marius said. The Paquets did go exclusive for family film The Croods, which is currently being screened until this Thursday. Expanding GEM’s scope While the GEM Theatre has always shown movies, whether for fundraisers or for the usual movie-going crowd, live performance has been something that has also taken place. Singer Stephen Fearing and the Boundary District Arts Council presentation of Deck have recently hit the stage. “It’s very exciting and it just gives us another opportunity to get traffic into the theatre of course but just to

be able to use all the equipment and the acoustics are so good,” opined Maureen. “Its incredible what you can do with everything because of the sound system, we have microphones and now the people come in – the lighting technicians in Grand Forks are so fabulous. They come in and they throw their lights up within 40 to 50 minutes; for a small town there sure are a lot of talented people. They seem to come and throw everything together and they’re done and you have a fabulous show.” Maureen and Marius Paquet are considering stepping down at some point but don’t have any definitive plans.
“We love the movies, we’re in the business because we love the business and Grand Forks is one of the best places to be,” Maureen said. “It is a fun business. I can’t think of a business that’s more fun than a theatre,” said Marius. “The people in town are just so incredible; they’re so nice. They’re the real gems actually.” “They’re the gems that make the GEM,” added Maureen. “We’re like family. People come in, some give us hugs, we talk and we laugh – it’s a family theatre,” Marius said.

Possible mail theft near Hwy 3, boxes tipped at Christina Lake
KARL YU
Gazette Editor
On March 27 at 3 p.m. Grand Forks RCMP received a call that mailboxes along Danshin Village Road on Highway 3 had been broken into. The incident is estimated to have taken place between March 25 and 26 according to police. “The boxes appeared to have been pried open and damaged,” said Lanz. “If anyone has any information regarding this mischief, if they could call us and let us now it would be appreciated.” It was not known if mail was stolen as that would be hard to determine said Lanz – people could’ve picked up their mail already. There was another mailbox-related incident on March 31 at 7:20 a.m. at Christina Lake. “Police received a call of some Canada Post mailboxes tipped over on West Lake Drive,” Lanz said. Unlike the Danshin Village Road incident there wasn’t any visible damage to the mailboxes, though Lanz said they were flipped completely over. Under the influence on a bridge March 28 at 1:16 a.m. received a report of a male allegedly intoxicated and possibly high on drugs at the black train bridge. “The male was observed drinking, as he had an open can of beer with him and two other beer,” said Lanz. “He was arrested and lodged in a (jail) cell and was released with a violation ticket and also for being intoxicated in a public
place.” Lanz said the male was alleged to have been under the influence of methamphetamines as well. On March 28 at around noon, Grand Forks RCMP received a report of a male that appeared intoxicated. “He was seen on the Yale Bridge – it appeared the male had fallen and then gotten up and continued walking,” said Lanz. “The male was located and police found out that he was intoxicated, so he was arrested for being drunk in a public place.” The male was lodged in a jail cell and was issued a ticket for being intoxicated. Dirt bike theft On March 30 at 5 p.m., RCMP received report that a dirt bike was stolen from 27th Street in Grand Forks; there are currently no suspects. “The bike is described as a 2002 Honda 450 dirt bike, red and white in colour,” said Lanz. Anyone with information is asked to contact Grand Forks RCMP. Impounded Toyota pickup This past Monday (April 1) at 9:35 p.m., local RCMP stopped a brown Toyota pickup truck travelling east on Highway 3. “The driver could not produce a driver’s licence and after checks were made it was learned that the driver had a three-month driving prohibition,” Lanz said. “The driver of the vehicle will be charged for driving while prohibited and received a seven-day vehicle impoundment.” The 23-year-old male driver was from Port Alberni.

Fire control and suppression actions will be taken to meet • Prescribed burning is one of the tools used by forest professionals to achieve land management objectives. For example, fire can be used to enhance habitat and improve forage for cattle, deer, bighorn sheep and moose. A controlled burn can also reduce fuel loads (combustible material such as underbrush and dead wood) and reduce the risk of wildfire in interface areas (where urban development borders on rural areas). • The size and intensity of prescribed burns are carefully planned and controlled to meet management objectives for fire-maintained ecosystems. Prescribed burns are only ignited when weather conditions are favourable and when the fire will not create excessive smoke. Important factors that are used to determine the date of a burn include the venting index, temperature, humidity and wind conditions. • The venting index is a measure of how quickly smoke will disperse under specific conditions. Prescribed fires may only be ignited on days when the forecast for the venting index is “good” or better. • All prescribed burns must comply with the Environmental Management Act and the Open Burning Smoke Control Regulation. This helps minimize the amount of smoke generated. • A prescribed burn is ignited and continuously monitored by trained firefighting crews to ensure that the fire does not get out of control. The fire crew supervisor (the “burn boss”) is responsible for ensuring that the initial burn conditions are favourable and that the fire is extinguished once the prescribed burn is completed. When it becomes available, video of the burn will be postThe playground at City Park was busy with energetic kids ed on after the Community Easter Egg Hunt on Saturday. The hunt for Easter eggs River Valley Community Church hosted the Community Easter Egg Hunt at Grand Forks’ City Park this past Saturday. There was the egg hunt of course, but there was also face painting, a puppet show and a petting zoo. The event was for children aged 12 years and under, but the sunny morning was enjoyed by parents and onlookers alike. Clockwise: Natalie Znurchyk urges children to register for the hunt; Hedi (left), Lazaro and Ezraiah sit patiently for Kai Penner (foreground) and Cora-lynn Knopp to paint their faces; and “Floppy” Madison Warner (left) and “Frownie” Logan Ross play hosts in the petting zoo. The Southeast Fire Centre is asking the public to exercise caution with any outdoor burning activities this spring. As the snow melts, dried grass from last summer is uncovered and that material can be highly flammable. Almost all wildfires at this time of the year are caused by people and are therefore preventable. Homeowners and industry personnel are encouraged to consult the B.C. FireSmart manual and take the following precautions: • Ensure that enough people, water and tools are on hand to control the fire and prevent it from escaping. • Do not burn during windy conditions. Weather conditions can change quickly and the wind may carry embers to other combustible material and start new fires. • Create a fireguard at least one metre around the planned fire site by clearing away twigs, grass, leaves and other combustible material. • If you are planning a large burn, consider conducting smaller burns around the perimeter beforehand to create a fuel break and help stop the fire from spreading beyond its intended size. Each of these fires should be kept small and must be completely extinguished before starting a new fire. • Never leave a fire unattended and make sure that your fire is complete-

ly extinguished and the ashes are cold to the touch before you leave the area. If you are planning to do any large-scale industrial burning or conduct a grass burn over 0.2 hectares (Category 3 fires), you must obtain a burn registration number ahead of time by calling 1-888-797-1717. Venting conditions should always be checked before conducting an open burn. If conditions are rated “Poor” or “Fair,” open burning is restricted and as well, is restricted within Grand Forks city limits. The venting index can be found at www. bcairquality.ca/readings/ventilation-index. html. In British Columbia, the Wildfire Act specifies a person’s legal obligations when using fire on or within one kilometre of forest land or grassland. If an outdoor burn escapes and causes a wildfire, the person responsible may be held accountable for damages and fire suppression costs. Anyone found in contravention of an open fire prohibition may be issued a ticket for $345 or, if convicted in court, be fined up to $100,000 and sentenced to one year in jail. If the contravention causes or contributes to a wildfire, the person may be subject to a penalty of up to $10,000 and be ordered to pay all firefighting and associated costs. The province thanks the public for its continued help in preventing wildfires. If you see flames or smoke, call 1-800-6635555 toll-free or call *5555 on your cellphone. To view the B.C. FireSmart manual, visit: http://bcwildfire.ca/FightingWildfire/ safety/pamphlets/FireSmart-BC4.pdf For the latest information on fire activity, conditions and prohibitions, visit the Wildfire Management Branch website at www. bcwildfire.ca

The wonder of photography
See ‘Art in Action’ beginning on April 21 The Boundary District Arts Council (BDAC), Grand Forks’ gallery 2 and the Grand Forks and District Public Library are joining forces to promote the 14th BC Arts & Culture Week in the Boundary. Our theme, “Art In Action,” portrays what Arts Week will be from April 21 to 27 with displays continuing until May 4. The groups are proud to display the wonderful creations of arts and crafts produced by local citizens each year so this year they are again inviting everyone to participate. The displays have been truly amazing and have been an inspiration to citizens of the community. Over 100 entries were exhibited last year. Applications are now available at gallery 2 with all the pertinent information.
Arts Week begins on Sunday, April 21 with a gala at the Grand Forks Secondary School auditorium by the arts council performing groups involving adults and students in dance, piano, voice instrumental, accordion, singing, poetry, drama and, of course, the Grand Forks Pipes and Drums. During the week, there will be school tours with demos in dance, crafts, storytime or puppet shows at the library. The Boundary Woodworkers Guild and Sunshine Quilters will hold an open house at the studio on Donaldson Drive in Grand Forks. Arts Week ends on Saturday, April 27 with a reception in gallery 2, where artists and crafts people will be recognized and the youth will entertain, while attendees nibble on sweets. Remember that the exhibits stay for another week to give everyone an opportunity to see them. For the final event on Saturday and Sunday, the Grand Forks Community Choir performs its spring concert at GFSS, a truly inspirational week of art in action.

Quote of the Week: A little government and a little luck are necessary in life, but only a fool trusts either of them. ~ P. J. O’Rourke (1947 - )
Joke of the Week:
Two guys were playing golf, one of them was about to swing the golf club when he noticed a funeral procession going by on the street. The man stopped in mid-swing and closed his eyes and said a short prayer. The other man truly inspired, remarked, clearing his throat, “Wow that was one of the most beautiful things I have ever seen.” “Well”, the other man said, “I was married to her for 35 years.”

Spring hours in effect at pool z GFREC Report
LILLY BRYANT
The Grand Forks Aquatic Centre is now observing spring hours. The pool is open Monday to Friday from 6 a.m. to 12:30 p.m. For afternoon and evening hours, Monday through Wednesday the pool is open from 5 to 8 p.m. and Thursday and Fridays from 5 to 9 p.m. Saturday and Sunday hours are from 1 to 5 p.m. Friday night is Toonie Night at the pool, so the entire family can come out and have fun for just $2 each. Program time during the weekday mornings can be very busy. There is a good chance the lap lane will be removed
or minimized so if you are planning to come to swim laps, please check the schedule and look for non program times that would be suitable for your schedule. *** There is still time to commit to a healthier you. Spring Shape Up is a program geared to tone up your entire body. Circuit classes work on cardio/endurance and strength training in a timed format. It is not about how much weight you can lift, it is about the duration of your workout. Working on all muscle groups to tone and sustain versus building huge muscles. The Spring Shape Up evening circuit program will start Tuesday, April 9, with classes held in the fitness room on Tuesday and Thursdays from 6 to 7 p.m. for eight weeks. This is a registered program but we
will also accept drop-ins if the program has met minimum registration. *** The ninth annual Christina Lake Triathlon will be here before we know it and hopefully you have started your training routine. When training for a triathlon, you must cover endurance, strength training and flexibility. You can incorporate the circuit classes into your training routine or ask the staff at the aquatic centre to help you with a workout plan that would be specific to your needs. Call the pool today to book an appointment. *** Membership passes will be on sale until April 14; stock up for the summer and save – there are no expiry dates on the passes and they are valid for any drop-in fitness program or public swim sessions.
Come see us and check out what’s new for 2013! Order your baskets now for summer blooms, or bring us your containers or baskets for refills. Open 9am - 5pm • 7 days a week 3705 Koochin Rd (follow the signs) 250-442-5240

In Memory
Daniel Kinakin It broke our hearts to lose you, but you did not go alone, a part of us went with you, the day God took you home. If tears could build a stairway, and heartaches make a lane, we’d walk our way to heaven, and bring you back again. In life we loved you dearly, in death we love you still, in our hearts you hold a place no one could ever fill.
We miss you and love you forever, Mom, Dad, Missy and your family.

COMMUNITY z ENERGY CONSERVATION
Greenwood store wins challenge PAT KELLY
Boundary Creek Times
Some say you are about as likely to win a contest as to be hit by lightning. If that’s the case, then lightning struck in Greenwood on the night of March 23 during Earth Hour. As part of the FortisBC PowerSense Earth Hour Challenge, individuals and businesses who pledged to switch off during Earth Hour were entered into a random draw to win up to $2,000 and $4,000 respectively for energy upgrades, and help a local non-profit organization win $4,000 worth of upgrades for their facility. The winning business, Copper Creek Country Store in Greenwood, made a commitment to encourage staff and customers to pledge to support Earth Hour. Owner Hardy Skott will receive an energy assessment of his store that will help him determine where best to apply the $4,000 to achieve long-term energy savings. This year marked the first time that businesses could also pledge and 213 businesses answered the call by pledging to take action to reduce their en-
ergy use by simple actions such as turning the thermostat down by one degree or improving the insulation of their premises. From 8:30 to 9:30 p.m. l Saturday, March 23 night communities and individuals “switched off” for Earth Hour, one of the largest climate action events in the world. The World Wildlife Fund hosts the annual event. This was the fifth year that FortisBC presented an Earth Hour Challenge to 17 communities and asked residents and businesses to turn off unnecessary lights and electronics and commit to taking an energy saving action. “Whether it was making a pledge to turn off unnecessary lights, or hosting a community event, communities and individuals stepped up to the challenge to turn every hour into an ‘Earth Hour’”, said Tom Loski, vice-president of customer service FortisBC. “Congratulations to everyone who participated and encouraged friends and family to do the same.” Local residents voted for the non-profit organization they wanted to receive the upgrades when they pledged to reduce
their electricity use during Earth Hour. The goal was to encourage FortisBC customers to turn every hour into an “Earth Hour” by making impactful changes that can reduce energy use and costs, and to explore various FortisBC rebates that help customers use energy more efficiently and save money. The winning non-profit, Salmo Valley Swimming Pool, hopes to use the funds toward replacing their aging and inefficient water heating and lighting systems with a new tankless water heater and new lighting in the change rooms. According to BC Hydro, British Columbians overall saved 136 megawatt hours of electricity and reduced the provincial electricity load by 1.95 per cent during Earth Hour this year. In 2012, British Columbians saved 121 megawatt hours of electricity and reduced the provincial electricity load by 1.67 per cent during Earth Hour.
z CANCER AWARENESS
Daffodils show unity in the fight against cancer PAT KELLY
Boundary Creek Times
The communities of the West Boundary are kicking off the Canadian Cancer Society’s April daffodil campaign and joining communities across the country to unite in the fight against cancer. According to local Canadian Cancer Society organizers Anna Anderson and Kim Lindseth, volunteer canvassers are still needed for the communities of Rock Creek and Greenwood. This week more than 3,300 Canadians will be diagnosed with cancer. A cancer diagnosis can be daunting, which is why the Canadian Cancer Society is asking everyone to join the fight against cancer and wear a daffodil pin in April to show their support of those living with cancer. “We’ve all been touched by cancer. In fact, two in five Canadians will be diagnosed with cancer during their lifetimes,” Lindseth added. “By wearing a daffodil pin in April and especially on Daffodil Day, which is on April 27, Canadians can show them they are not alone in their fight.” Daffodil pins will be available
for a small donation at local stores throughout the West Boundary during the month of April. The Canadian Cancer Society is marking its 75th anniversary in 2013. “While it is certainly an occasion to celebrate our successes over the last 75 years, we recognize there is much more work to be done. With your help, we know we can continue to increase survival rates and save more lives,” the society said in a release. “Today, over 60 per cent of Canadians diagnosed with cancer will survive at least five years after their diagnosis, thanks in large part to society-funded cancer research. In addition to funding life-saving cancer research, the Canadian Cancer Society provides financial assistance, peer support, and other support services and programs to people living with cancer.” If you would like to be a volunteer canvasser for the Canadian Cancer Society in the West Boundary please contact Anderson at 250449-2208 or Lindseth at 250-4492869. Canvassing started on April 1, cumulating on Daffodil Day on April 27.
