The debate over plans for a new Aldergrove recreation facility continues at a public information meeting this Sunday. The meeting, hosted by the Aldergrove Recreation and Pool Society, takes place on April 7, from 1 to 2:30 p.m. at the Aldergrove Legion Hall. The society is lobbying the Township of Langley to increase the proposed size and depth of the swimming pool. Spokesperson Joanne Nicolatto says their surveys “overwhelmingly show that Aldergrove wants to see a 50-metre, eight-lane, deep-ended pool,” as opposed to a proposed 25-metre, six-lane, five foot deep pool. Nicolatto says that eight lanes will enable multiple user groups to use the facility at the same time as well as allow competitions. A deep end is also required for diving and higher levels of swim lessons. Nicolatto says their survey showed that 99 per cent of people polled want a pool in Aldergrove, and of these 68 per cent want a 50-metre pool, while 19 per cent want a 25-metre pool. The Township’s proposal for the former Aldergrove Elementary School site also includes a second pool for wading, a new larger library, a new ice arena, a larger exercise and weights room, meeting rooms and 200-car parking lot. The expanded facility would replace the existing Aldergrove Arena and Kinsmen Community Centre and Library, and these older facilities would either be rented or sold for other uses. The Township is aiming for construction work to be undertaken in 2015, once plans and funding measures have been approved. Partnerships with community groups such as the Aldergrove Elks club are also being sought by the Township, as has been done in other Township facilities planning.

This south Langley home burned to the ground after a fire started on the patio March 28.
A Langley woman’s 1940s home was completely engulfed by flames on Thursday night. Township fire crews were called to the two-storey home in the 400 block of 240 Street around 9:30 p.m. It’s believed a bystander saw the flames and alerted the woman inside. By the time crews arrived, the rural home was consumed by flames.

There was no way firefighters could get inside so they battled the blaze from the outside of the home. The home owner was checked out by paramedics but was OK and no firefighters were injured. The house was reduced to rubble and ash. The fire had started on the patio, said assistant fire chief Bruce Ferguson. No further information is known, he said.

Fraser Highway widening underway By DAN FERGUSON Aldergrove Star
Crews are digging up the ditches along the south side of the Fraser Highway between 228 and 232 Streets. The work, to install storm sewer drains, is part of a $5.9 million project to widen the highway to four lanes and re-align the 44 Avenue intersection. Construction started March 4. The Township’s share of the cost is $3.2 million. TransLink will pay the balance. So far, the Township says, work is on schedule. By the middle of June, the installation of the storm sewer drain on the south side of Fraser will be completed, and crews will
switch to the north side. The Township expects the work will be completed by September. Planners hope to keep traffic disruptions to a minimum, maintaining two lanes of continuous traffic for the most part. The project will also include the installation of bicycle lanes, sidewalks and street lights. As well, 44 Avenue will be moved 60 metres east of its current location so it crosses Fraser Highway at a safer angle. Crews will be on the job between 7 a.m. and 5 p.m. Monday to Friday. Fraser Highway carries about 25,000 vehicles a day, according to a Township estimate. Drivers are required to slow

Bright future for farming By DAN FERGUSON Aldergrove Star
Farming is a big part of the Township of Langley’s economy and it could become even bigger if council adopts a plan that would encourage more local processing of produce, council was told on March 11. The 10-member Agricultural Viability Strategy Task Force was presenting its 101-page draft plan, which proposes spending $2.7 million over the next 20 years on programs to boost agricultural activity and reduce conflict between urban neighbourhoods and nearby farms. A staff report to council calls the sum a “relatively small investment for an industry that currently produces more than $277 million annually [in Langley].” Farming occupies more than three-quarters of the Township’s 316 square kilometres and Langley has one-half of all the farms operating in Metro Vancouver, the strategy document observed. “Agriculture is big in Langley,” said Dave Melnychuk, the chair of the task force. And it could become even more significant, said lead consultant Don Cameron of Don Cameron Associates. “It’s not going to happen instantly, but we believe over a period of time, the agriculture industry will be further developed [in Langley],” Cameron told council. The proposed strategy would speed things up by adopting a four-
part plan to provide a “welcoming business environment for farming,” services to encourage “agri-industrial hubs” that would process locally grown food within Langley, a secure agricultural land base, and rules to ensure “best farm management practices” are used by local farmers. The last part would involve a “good neighbour policy” that requires farmers to operate “in a manner that is sensitive to the needs of other citizens.” It’s as close as the strategy document comes to discussing the controversial propane cannons used to scare birds off berry crops and the political battle that has pitted blueberry farmers against horse farms and residential neighbourhoods. It makes no direct reference to the cannon controversy, but does talk about farmers reducing “dust, noise and odour where reasonable.” In return, non-farm residents would be “encouraged to … support farmers’ need to operate their farms in an economically sustainable manner,” the strategy suggests. The 34 initiatives, 86 policies and 85 actions in the document also include possible creation of a farmers’ institute to represent agricultural interests modelled on similar groups in Delta and Richmond, regulations that would require notifying home buyers when “the use of their properties may be impacted by normal farm practices” and offering incentives to encourage food processors to build plants in Langley to
process locally grown food. The strategy also flags water conservation as an issue, noting that 80 per cent of the Township water supply comes from wells, and tests show groundwater levels are dropping. Some fish-bearing streams have lost as much as 30 per cent of their “base flows” the document notes. It calls for water conservation programs over the short term and looking for “other appropriate water sources” over the long term. Council reaction to the proposed strategy was uniformly positive, though Councillor Kim Richter expressed some concern that the “good neighbour policy” doesn’t specifically address the question of blueberry cannons. Councillor David Davis, a fourth-generation Langley dairy farmer, gave the strategy an enthusiastic endorsement, saying he “strongly” supports it. Mayor Jack Froese, who owns and operates a turkey farm and turkey wholesale business, liked the notion of locating food processing facilities where local farms are growing. “Agriculture is more than primary production,” Froese said. Council voted unanimously to order a public open house on the strategy at a yet-to-be-determined date. Following that, the proposed strategy would come back to council for a vote on approval and implementation.

Langley MP Mark Warawa has lost his appeal of a House of Commons subcommittee decision last week, which prevents his private member’s motion on sex selection practices from proceeding to the House of Commons for a vote. The subcommittee ruled last week that the motion was “non voteable.” Warawa appealed that decision to the House standing committee on procedure and house affairs (PROC). On Thursday, Warawa was told that his
appeal had been rejected The Langley MP, who has been working on the motion for much of the past year, was disappointed, and is now mulling his options. “I have three options. I can accept the decision of PROC, appeal to the House, or introduce another motion or bill,” said Warawa. “I want to make sure that I take time to consider what is best for the issue of discrimination against women and girls.” The United Nations estimates that 200 million women and girls are missing due to gendercide.
Legion lights candles to remember Vimy Ridge battle Aldergrove Star
The Royal Canadian Legion Aldergrove branch 265 will be hosting a candle light ceremony this Sunday, April 7 at 4 p.m. to commemorate the anniversary of the battle of Vimy Ridge. The battle, which lasted three days, was the first time all Canadian units were under the command of a Canadian General. All previous attempts to push the Germans back from Vimy Ridge failed, but through technical innovation and meticulous planning the Canadians were able to take the Ridge.
Ninety-six years ago Canada came of age. Our valour at the battle Vimy Ridge proved we were more than just a partner to British troops. In April of 1917, we became a nation, ready and willing to take the enemy head-on. The battle gave our country four Victoria Cross medals – the highest military honour awarded to members of the commonwealth – but not always do our decorated war heroes act alone. In war victory is achieved by the determination and sacrifice of many everyday heroes. One of these everyday heroes was Joseph Henry Mees.
Joseph was born on Feb. 2, 1889, and just weeks after his 27th birthday he signed up to serve in the Canadian Over-Seas Expeditionary Force in February 1916. He would leave behind his wife Mary Julian Mees and two small daughters in Montreal. Joseph was enlisted as a gunner. Equivalent to a private in Commonwealth armies, a gunner is affectionately referred to as “the ammunition carrier”. During the First World War gunners provided close support to other men in combat or attacked targets and were often in close proximity to or participating in direct combat.
Courage was incredibly important to these highly engaged artillery positions. One year after enlistment, Joseph found himself at the battle of Vimy Ridge. Joseph wrote home as much as possible and in one letter he mentions his Vimy Ridge experience. He writes that prior to the battle there was considerable shelling by the Germans, but until all their artillery was in place his crew could not fire back. However, the taking of Vimy Ridge went perfectly. He boasts that his infantry was tickled with his crew’s work.
Soon after the battle, while he was resting in what was left of the village of Vimy, Joseph and three other crew members were injured by German shelling. Thankfully, his wounds were described as slight. He returned home to Canada in 1919, and quickly settled into the life of an ordinary man, like so many other returning heroes before and after him. He had two more children, worked as a tile settler and passed away at the age of 63 in 1952. Clean-up celebrates Earth Day Aldergrove Star
Spring is here and Earth Day is around the corner. What better reason to get outside and help keep the community clean? Township of Langley residents are encouraged to put on their outdoor gear, gather their family and friends, and join neighbours, local businesses, and community groups for the second annual Clean Up Langley Day. The event will be held Saturday, April 27 from 9 a.m. to 2 p.m., in celebration of Earth Day. “This is a fun opportunity for people to help remove litter from their local neighbourhoods, trails, creeks, and parks,” said Township solid waste coordinator Tess White. “Last year we held the event for the first time and we were really pleased to see so many enthusiastic people come out. Musical theatre comes to local stage Aldergrove Star
The Fraser Valley Gilbert & Sullivan Society will present Aunt Martha’s Funeral on April 13 at St. Dunstan’s Anglican Church in Aldergrove. The Fraser Valley Gilbert and Sullivan Society has spent the last 30 years bringing musical theatre to the Lower Mainland of British Columbia. The G&S, as it has become known, is a stalwart of high quality amateur theatre. The productions, whether light opera, English pantomime or Broadway musical, are hilarious, fast-paced fun. They’re almost as enjoyable to watch as they are to perform. Join with the family and other mourners on Saturday, April 13 to honour the amazing life of Aunt Martha. Her family, played by members of the G&S, are united out of respect, greed, habit, shared trauma, but mostly greed. Martha’s jealous sister harbors a longhidden grudge, which her husband, the stockbroker turned poet, can’t relate
to. Martha’s nieces and nephew have almost come to terms with their experiences spending summers with her. And Martha’s live-in “physical trainer” has his eye on the deed to the house. The other mourners, played by the audience, will watch as the tangled web of deceit and misunderstanding is unraveled in the church and at the reception. Tickets are $20 per adult and $10 child/adolescent and can be purchased at St. Dunstan’s office, Mondays to Fridays from 8:30 a.m. to 12:30 p.m., call 604-856-5393, or at the door on April 13. Freybe Gourmet Foods announced that it has agreed to be acquired by Premium Brands Holdings Corporation, a Richmond-based specialty food businesses that owns manufacturing and distribution facilities in B.C., Alberta, Saskatchewan, Manitoba, Ontario, Quebec and Washington. The news release said Freybe will continue to be led by current
president and CEO Sven Freybe from its 10,000 square metre production facility at 27101 - 56 Ave. The plant employs more than 250 people to produce more than 120 varieties of sausage, ham and specialty meat products. Freybe said the deal will allow the sixth-generation family-owned firm to expand through access to Premium Brands’ proprietary distribution networks. “We chose Premium Brands
based on their long history of respecting the unique entrepreneurial cultures of the businesses they invest in and their commitment to producing and selling only premium quality products,” Freybe said. Premium Brands reportedly plans to close its Richmond, B.C., deli meat plant and move production to Freybe’s Langley facility. The deal is expected to close shortly and is subject to customary closing conditions.
Freybe opened its new plant in Langley in May of 2001. The company website describes the Freybe specialty meat packing plant as an “environmentally responsible, open production system” with clean rooms and a high-speed product cooling system. The plant won a Gold 2003 National Post design exchange award for sustainable design and a 2003 LieutenantGovernor of BC Award for Architecture.

VICTORIA – The Pacific Carbon Trust orchestrated a months-long campaign of calls and letters to discredit a report from B.C.’s Auditor General on its first two big carbon offset projects, before it could be released. Just as the audit report was about to be made public, the trust, a Crown corporation created at taxpayer expense, participated in the leaking of selected critical letters to media outlets. Then the Speaker of the B.C. legislature, Bill Barisoff, made a final, clumsy effort to delay the release of the report. As soon as it was out, Environment Minister Terry Lake tried to discredit it, by blustering about all the highly paid experts who swore up and down that a forest reserve near Kootenay Lake, and a gas flaring reduction project near Fort Nelson, were bona fide carbon offsets worth $6 million of taxpayers’ money. The audit states in plain language, with charts and timelines, that the $6 million was basically given away for nothing. I look forward to further audits on this carbon offset scheme, assuming it survives after the May election, because these two projects aren’t the only boondoggles. The Pacific Carbon Trust was set up in 2008 as part of former premier Gordon Campbell’s climate change program. To make the B.C. government’s operations “car-

bon neutral,” the government and all of its agencies were required to pay the trust $25 per tonne for their carbon dioxide emissions from fuel use. In 2011 alone, B.C. universities paid $4.46 million to the trust. B.C.’s 60 school districts paid a total of $5.36 million the same year, and the province’s six health authorities paid $5.79 million. The money is supposed to go to projects that capture carbon, thus “offsetting” the heating of schools, the fuel burned by ambulances and so forth. The 55,000-hectare forest reserve is known as Darkwoods. The audit shows that the Nature Conservancy of Canada decided in 2006 to buy it, using $25 million of federal taxpayers’ money. The deal closed in 2008, the same year the Pacific Carbon Trust was formed. From 2008 to 2010, the trust bought 450,000 tonnes of carbon offset, based on independent evaluations that all rested on the assumption that Darkwoods would be clear-cut logged. Since the forest was already owned by Canada’s leading conservancy, this assumption makes no sense. Was the conservancy going to log it, or flip it to someone who would, after accepting $25 million in tax money to acquire it? Legally, it could not. (I would add that the assumption that logging
releases all of the carbon in a forest is also false. Lumber actually sequesters carbon for longer than trees, which eventually die and rot.) The audit found a similar case against EnCana’s flare reduction program, which the company used on many wells before the trust started offering money. EnCana was saving money as well as reducing emissions without collecting offsets. Therefore, the audit concluded, neither of these projects was a credible offset because the emissions savings would have occurred anyway. Here’s the next Pacific Carbon Trust project that should be audited. In a complicated transaction, the trust bought offsets from something called the Great Bear Carbon Credit Limited Partnership. Yes, this is the worldfamous forest on B.C.’s North Coast that was subject to a preservation deal hammered out between the Coastal First Nations, the B.C. government and three U.S.-backed environmental groups. That was in 2006. The offset purchases were in 2009 and 2010, years after detailed preservation areas were mapped and codified in law. Again, the trust paid for forest that was already preserved. I first heard of this concept from David Black a number of years ago. At the time I was skeptical of its chances. My initially negative attitude was based mainly on my experience of 10 years service on the board of directors of Imperial Oil. Since I was accustomed to the discussion of petroleum economics centred in Calgary, I saw no need for a refinery in Kitimat. That attitude was based on the fact that there had not been a new refinery built in North America in many years. And any needed increase in petroleum production was achieved by expansion of existing refineries throughout North America. But after my service with Imperial Oil, I went on to serve four years at Canfor which led to my nine visits to China in search of lumber markets. My exposure to the phenomenal expansion of China’s economy opened my eyes to the true merit of the Kitimat refinery concept. It made me realize that it would not be just another refinery relying on the North America market but rather a refinery that would supply the vast appetite of China for petroleum products. The challenge will be to draw the attention of Asian investors who would see the value to this investment. It appears that David Black, after many years of effort, is nearing an agreement that could provide the vast capital infusion needed to make this refinery initiative a reality. The appetite for oil products for all Asia will continue to grow and the Kitimat refinery is ideally situated to take advantage. Asian countries, especially China, are very interested in securing sustainable supply of resources that will flow freely without JIM SHEPARD undue trade barriers like surprises with taxes, regulations or tariffs. Canada has a good reputation as a free trade country that can be relied on as a dependable source of supply. Now is a very opportune time to attract the vast investment needed to make the Kitimat refinery go ahead. David Black, with his years of diligence, deserves our appreciation for displaying the foresight and courage to invest his time, money and reputation to help bring along this huge initiative. The positive merits of the Kitimat refinery are so profound that this project is really beyond any political persuasion. Any and all supporters of NDP, Liberal, Conservative or even Green should see the tremendous benefits that would come to B.C. with this project. This initiative will involve the investment of many billions of dollars. That’s for sure. It’s hard for any of us to visualize a million let alone a billion of any thing. So lets look at the “on the ground” facts of such an undertaking for all of us in B.C. Lets start with the big picture. When it comes to the benefits of a petroleum cycle from well exploration to the gas station, the jurisdiction that hosts the refining process enjoys a huge portion of the value addition to the raw material. For the KFC Project that would mean several thousand mostly trade union jobs for the multi-year term of the construction phase. It would also mean the creation of over 3,000 permanent jobs for the operation and supply support of the refinery when running. This refinery would be processing 175 million barrels per year which means the tax revenue that could go toward healthcare, education, vital services for the disabled and elderly would be immense. But job creation and tax revenue is not the only desirable feature of the KRC. It also would provide much lower risk to the marine environment. The shipments out of the refinery would be finished product like aviation fuel, gasoline and diesel. These products if ever spilt would have much less impact on the marine environment. They would also be transported in smaller ships. I know there are those on both sides of the political aisle that address this as a political issue. And I would disagree with both. This is a project that can be attractive to all political stripes. Trade unions would see a significant increase in jobs and memberships. Hospitals and schools across the province would see an improvement in government funding. Business activity, especially in the challenged northwest B.C., would be very positively impacted. And those with a concern for the threat of marine spills would see a significantly reduced exposure for the environment. Based on the huge positive impact this initiative could have on B.C., I think the question should not be if we want it but rather, how can we help make sure that the petroleum world sees this as an attractive way to invest billions of shareholder capital. -Jim Shepard is the retired President of Finning and Canfor, two of B.C.’s largest companies, and a past Director of Imperial Oil.

Editor: The provincial government has made great strides in removing red tape and creating certainty for the mining and exploration industry. For example, the backlog in permit applications has been greatly reduced and new permits have a 60-day turnaround target. Staffing levels have also been doubled and the government has reached an 81 day average turnaround. Progress has also been made toward introducing multi-year and multi-area permitting, and I hear that an online permit tracking system is being introduced soon. So why is this important to your average reader? Mining exploration is a low risk, high return activity for workers in B.C. The industry also maintains world leading health, safety and environmental standards. And the environmental review processes are stringent, fair and sciencebased. However, these no-margin small businesses are still required to go through two duplicate environmental reviews. So, more clearly needs to be done to support mining and exploration in B.C. This unneeded duplication of review processes adds years of time and millions and millions of dollars to the cost of launching a new mine in B.C. So why care? The BC Aquasonics had great success at Synchro Canada’s National Qualifier Championships in Calgary last week and five of six teams compete next at the National Championships. The teams include Amy Whitton of Aldergrove (Senior and Combo teams) and Alanna Stobbe of Abbotsford (1315 team). The Senior National Stream team was a silver medalist in the Senior FINA Free Team Routine (Score 71.900). The Combo team placed sixth in the Combo Final (Score 72.880). Erin Williams (Surrey) placed
sixth in both the Senior FINA Technical Solo (Score 68.300) and Senior FINA Free Solo events (Score 70.840). Mackenzy Higgins (Surrey) and Natasha Heine (Surrey) placed fourth in the Senior FINA Free Duet (Score 69.670). The 13-15 National Stream Team placed eighth in the 13-15 Team Routine (Score 65.470) and 10th overall (Score 63.329). Madyson Stickley (Surrey) and Alanna Stobbe placed 28th in the 13-15 Duet (Score 64.512). “We had an extremely successful week at the Qualifier in Calgary,” says BC Aquasonics head coach,
Susan Kemper, ChPC (Langley). “Our competition was fierce but our athletes handled it with great determination and as a result we achieved many of the goals we set for ourselves. Now we have a great opportunity to step up our performance yet again at Nationals.” The Senior BC Aquasonics team, coached by Kemper, will compete next at the Canadian Open Championship in Quebec City, April 24 to 28. The 13-15 team, coached by Tanya Magee (Langley) and Suzanna Goddard, competes at the Canadian Espoir Championships in Ottawa, May 29 to June 2.
Bronze for Eagles, Bruins at provincials Aldergrove Star
In addition to the Langley midget A1 Eagles, there were four other Langley Minor Hockey Association squads competing at their respective provincial championships, as well as one from the Aldergrove Minor Hockey Association. And two of those teams — the Langley ban-
tam tier 2 Eagles and Aldergrove’s midget tier 2 squad — both returned home with the bronze medals. The Langley Eagles were in Kelowna and they defeated Greater Trail 5-1 in the thirdplace game. The Eagles had lost their semifinal game 4-3 in overtime against Juan de Fuca, which went
on to win gold. In Langley’s round-robin games, they defeated Kelowna 8-3, hammered Cranbrook 11-0, lost to Greater Trail 3-1 and beat Williams Lake 5-2. The Aldergrove Bruins were playing in West Kelowna, where they finished 4-1 with their lone loss coming in the semifinals, 8-6 to
Abbotsford to host ‘14 Keystone Cup Aldergrove Star
BC Hockey announced that the Abbotsford Pilots will host the 2014 Keystone Cup, Western Canada’s Junior B hockey Championship in April 2014. The Keystone Cup was last hosted in B.C. in 2010 by the Kamloops Storm of the Kootenay International Junior Hockey League. “The Abbotsford Pilots Junior Hockey Club is extremely excited to be selected to host this prestigious championship,” commented Pilots General Manager Jack Goeson. The 2013 Keystone Cup is scheduled to take
place April 18-21, 2013 in St. Malo, Manitoba. The B.C. representative team has won three of the last four years; Richmond Sockeyes in 2009, Revelstoke Grizzlies in 2010 and the Abbotsford Pilots in 2012. The Keystone Cup is a six team tournament to crown the Western Canadian Junior B Champion. League champions from B.C., Alberta, Saskatchewan, Manitoba, Northwest Ontario and the host team will compete for the 2014 Championship. The Aldergrove Kodiaks gave it their all in their final game against the Richmond Sockeyes but had to settle for the PJHL silver this season. Aldergrove Arena was packed with fans on Tuesday, March 26 and for a while it looked like the Kodiaks might just take a game in the final series, instead of going down 2-1. The Kodiaks outshot the Sockeyes 40-38 and only the outstanding performance by Sockeyes keeper Kootenay Alder kept the fierce flurry of pucks out of their net. The Sockeyes scored once each in the first and second periods. The Kodiaks’ sole goal was an unassisted slap shot from defenceman Stefan Gonzales early in the second period, earning Gonzales the game’s second star. Neither team was able to score on each of three power plays and the third period was scoreless.

Sophie Schmidt has been named to the roster for the Canadian senior women’s soccer team’s upcoming international friendly matches against France and England. The 24-year-old midfielder from Abbotsford will take the pitch with her Team Canada mates on Thursday at Stade du
Ray in Nice, France, before travelling to New York Stadium in Rotherham to face England on Sunday. bronze medal game. CANUCKS CONFIRM DEAL The Vancouver Canucks confirmed Monday that they’ve purchased the Peoria Rivermen of the American Hockey League. News of the deal between Canucks Sports & Entertainment and the St. Louis Blues, previous owners of the Rivermen, broke on the week-
end, initially reported by the Peoria Journal Star. There’s much speculation that the Canucks could station their AHL team in Abbotsford, replacing the Calgary Flames-affiliated Heat. Rumours in late February suggest that Utica, N.Y. could be a potential landing spot for the Heat should the Flames choose to move them.
