t took a long time for Georgina Cootes to get used to art teacher Robert Aller, a volunteer who worked with students of the Alberni Indian Residential School from 1959 to 1966. It took a long time not to be afraid that he would do to her what other adults had done to her in the school, she said. “But he didn’t.” Aller instead provided a safe space for Cootes and other First Nations children from AIRS to create; to see something in their mind’s eye and put it down with paint on paper without fear of reprisal. And what they created were scenes of home, of their culture, of a way of life far from a notorious place that would become synonymous with physical, mental, emotional and sexual abuse perpetrated against Indian children. Cootes painted a picture of the beach at her home in Kildonan. She explained that she deliberately chose not to include the houses there, because their absence represented the children taken from home to attend residential school. On March 30, Cootes was reunited with her painting in an emotional repatriation ceremony that took place at Alberni Athletic Hall. The family of Robert Aller, who died in 2008, were in attendance to witness the event. (In addition to his work at AIRS, Aller studied with Group of Seven painter Arthur Lismer and in 1965 helped form the Community Arts Council of the Alberni Valley with Tseshaht artist George Clutesi and others.) Art teacher Aller had asked each child for a painting that he could keep, and after his death, the collection of 47 paintings went to the University of Victoria. For the past two years, UVic visual anthropologist Dr. Andrea Walsh has worked to find the artists to reconnect them with their art. beside framed copies. The copies were presented to the artists and it was up to each of them to either take the original as well, or ask the university to continue to care for it. Maquinna Lewis George, head chief of Ahousaht, the largest First Nation on the west coast of Vancouver Island, asked UVic to hold on to his paintings—one of a Halloween pumpkin and one of his father’s fishing boat. “The best time of my life was fishing with my dad,” he said. The paintings are to “come home” if the Nuu-chah-nulth ever build a museum or cultural centre of their own, Maquinna said through speaker Ron Hamilton. And there was another proviso. Victim sidelined with broken leg Inbrief WAWMEESH G. HAMILTON
The male occupants of the truck fled the scene. A police dog was deployed and subsequently captured one adult male and one male under age 17 a few blocks away. The driver of the truck, Travis Foord, 19, has been charged with two counts of attempted murder. The youth wasn’t charged. The investigation isn’t complete and more charges could be pending, police said. According to Dennis, things started when he had

Belinda Hainsworth, 42, suffered a broken pelvis, broken legs and a punctured lung. She remains in hospital in Victoria. “I’m the least hurt out of all of us. My friend’s leg is really bad, worse than mine. And she is worst off. I really feel bad for her,” Dennis said from his bed at West Coast General Hospital.

Hainsworth were standing in front of a residence on Sixth Avenue when they spotted a truck approaching. “It revved its engine then gunned right for us,” Dennis said. “I tried to push away but I didn’t make it. We got hit but my brother got out of the way in time.” Police found a truck on its side with one person trapped under it, and two people laying injured nearby, RCMP Const. Steve Dupuis said. The truck had also crashed into a residence, causing extensive damage. Rescue crews from the Port Alberni Fire Department freed the man underneath the truck, and he and the other two injured people were taken to hospital. Dennis expected to be out of the hospital on Thursday. Dennis’ mother Jacquie found out about the accident when an ex-boyfriend texted her about it shortly after it happened. “I was freaked because I couldn’t find anything out. For all I knew my son was dead,” she said.

Potluck gives to Ty Watson
The Port Alberni Fundraising Co-op is donating its $20,000 profit to Ty Watson House. The co-op operates Potluck Ceramics, which raises the funds though selling crockery. The donation will be used to cover the salaries of part time staff at Ty Watson House. The co-op has donated more than $35,000 to Ty Watson since its inception in 2011.
Conductor course back
The BCIT Conductor training session is back in Port Alberni for another year. The two groups of six students will be taking the course in Alberni from April 6-14. Students will be using two locomotives instead of the usual one donated by the Industrial Heritage Society. This is the 21st BCIT conductor training session to be hosted in Port Alberni.
Traffic changes to be expected
Port Alberni residents can expect changes in traffic flow over the next nine days. The IHS is advising drivers and pedestrians to use caution at rail crossings between Argyle Street and Smith Road. The advisory stems from BCIT students training to be conductors in Port Alberni.

The numbers have been crunched and residents in the Alberni-Clayoquot Regional District will be paying 1.26 per cent more in taxes this year. Directors passed the ACRD’s $16 million budget on March 27. The ACRD is projecting to take in $4.6 million in taxes, which is one per cent more than it took in
last year, ACRD Chief Operating Officer Russell Dyson said in a press release. Construction debt incurred with the building of West Coast General Hospital is being paid down, which has resulted in a 10 per cent decrease in the Regional Hospital District tax rate, Dyson said. ACRD residents will see more than a one per cent fee increase for some services, but other services are

Property values vary per region, as does service provision per residence, so an average value or increase is difficult to quantify and provide, Dyson said. Other budget highlights include a revamping of its website, development of a trails master
plan, and continued implementation of the Alberni-Clayoquot Health Network. Rural residents are also set to benefit from the ACRD’s commitment to the 2013 Regional Water Improvement Project. Nearly 100 per cent of the regions share in federal gas tax funds are being invested in rural water systems. The move allows for critical infrastructure upgrades, he said.

Ferry credit won’t float Greenhouse gas leaks from trust There’s an old belief that goes along the lines of “not bad, but it could be better.” That sums up the B.C. Conservatives’ proposed tax credit for bridge tolls and ferry costs. If the Conservatives form the government following the May election, they propose a 40 per cent tax credit to frequent travellers who spend more than $780 and less than $1,800 a year on B.C. Ferries’ fares. It applies strictly to a driver and vehicle – excluding vehicle passengers – and could amount to a credit of $408 a year. While the tax credit hinges on the Conservatives getting elected to power May 14, it’s at the very least a bone the increasingly frustrated travelling public can latch onto. It’s more than any other political party in B.C. has come up with. And it’s better than cutting sailings with one hand while increasing fares with the other. It’s painfully clear no one has any idea how to fix the money-sucking hole in the water that is B.C Ferries. So, the tax credit is a start, but it doesn’t go far enough. The credit floor of $780 should be the first thing to go. All ferry users should have a shot at getting some of their money back. At $120 per driver and vehicle return from Vancouver Island to the Lower Mainland – more since the fare increase – travellers need to complete seven trips a year to collect a rebate. That’s tough considering many passengers walk on and catch transit on the other side to avoid the high vehicle costs. Are those efforts worth any less than taking a vehicle onboard? After all, all taxpayers cover the more than $150-million subsidy the government provides B.C. Ferries, and this tax credit, however positive, would be more of the same. ICTORIA – The Pacific Carbon Trust orchestrated a monthslong campaign of calls and letters to discredit a report from B.C.’s Auditor General on its first two big carbon offset projects, before it could be released. Just as the audit report was about to be made public, the trust, a Crown corporation created at taxpayer expense, participated in the leaking of selected critical letters to media outlets. Then the Speaker of the B.C. legislature, Bill Barisoff, made a final, clumsy effort to delay the release of the report. As soon as it was out, Environment Minister Terry Lake tried to discredit it, by blustering about all the highly paid experts who swore up and down that a forest reserve near Kootenay Lake, and a gas flaring reduction
project near Fort Nelson, were bona fide carbon offsets worth $6 million of taxpayers’ money. The audit states in plain language, with charts and timelines, that the $6 million was basically given away for nothing. I look forward to further audits on this carbon offset scheme, assuming it survives after the May election, because these two projects aren’t the only boondoggles. The Pacific Carbon Trust was set up in 2008 as part of former premier Gordon Campbell’s climate change program. To make the B.C. government’s operations “carbon neutral,” the government and all of its agencies were required to pay the trust $25 per tonne for their carbon dioxide emissions from fuel use. In 2011 alone, B.C.
universities paid $4.46 million to the trust. B.C.’s 60 school districts paid a total of $5.36 million the same year, and the province’s six health authorities paid $5.79 million. The money is supposed to go to projects that capture carbon, thus “offsetting” the heating of schools, the fuel burned by ambulances and so forth. The 55,000-hectare forest reserve is known as Darkwoods. The audit shows that the Nature Conservancy of Canada decided in 2006 to buy it, using $25 million of federal taxpayers’ money. The deal closed in 2008, the same year the Pacific Carbon Trust was formed. From 2008 to 2010, the trust bought 450,000 tonnes of carbon offset, based on independent evaluations that all rested

on the assumption that Darkwoods would be clearcut logged. Since the forest was already owned by Canada’s leading conservancy, this assumption makes no sense. Was the conservancy going to log it, or flip it to someone who would, after accepting $25 million in tax money to acquire it? Legally, it could not. (I would add that the assumption that logging releases all of the carbon in a forest is also false. Lumber actually sequesters carbon for longer than trees, which eventually die and rot.) The audit found a similar case against EnCana’s flare reduction program, which the company used on many wells before the trust started offering money. EnCana was saving money as well as reducing emissions without collecting offsets. Therefore, the audit concluded, neither of these projects was a credible offset. Continued / A10

Air quality smoke, mirrors To the Editor, Another beautiful day in Polluted Port Alberni as the burners continue on all levels, from wood stoves to backyard burning of all sorts of debris to garbage. And this is OK with the city, which has helped keep us in the lead in being the most unhealthy community in B.C. Bravo. When the city couldn’t keep up with their vision for a healthy community, they decided to quit and take up another new vision: air quality. With the way things are going they are failing at that as well. This must be why they have moved the air monitoring station from the Port Boat House building to the fire hall, knowing the air will exceed the standards allowed when the coal, coal ships and all the container ships start to sit out in the harbour idling away on top of all the wood smoke and mill pollution. This is a city looking for ways to attract more people to the community but it doesn’t give a care to the citizens; they have

Words hurt across cultures To the Editor, On Wednesday March 27, the Nanaimo Daily News published a letter to the editor disparaging Aboriginal Peoples which has landed the newspaper in all kinds of hot water. People are confused by American television and what constitutes acceptable speech there and here. In this country hate speech is not legal. The newspaper editors say that publishing the letter
was accidental and a mistake, but it’s more than that. The preamble to the Canadian Bill of Rights of 1960 affirms “the dignity and worth of the human person.” It does not say “except for First Nations people.” Easter is the season of reconciliation so it may be best that we forgive Mr. Olsen for his letter. Seniors need clear watchdog
To the Editor, Legislation to create a seniors’ advocate was passed on March 14. Unfortunately, the advocate will be limited to serving at the discretion of government and will therefore be unable to play the watchdog role that seniors need it to. While I am pleased that the position is being created, without a truly independent advocate, and in the absence of other comprehensive action on the part of government to improve seniors’ care, we cannot address the systemic challenges seniors face. This legislation comes one year after the release of the BC Ombudsperson’s report on the state of seniors’ care in B.C. The Ministry of Health has fully implemented only four of the 141 recommendations made directly to the ministry since the report’s release, and partially implemented about 25 per cent. I heard about a young man with long hair and tattered clothes who entered a church and walked up near the front pew and sat down cross-legged. As the sound of whispering spread through the congregation, an old elder walked up from the back. All eyes were on him as the curious onlookers wondered what he would do. The elder sat down next to him, crossed his legs and enjoyed the morning service. Refinery could feed Asian appetite for oil Trust JIM SHEPARD Special to the News
I first heard of this concept from David Black (owner of Black Press and the Alberni Valley News) a number of years ago. At the time I was skeptical of its chances. My initially negative attitude was based mainly on my experience of 10 years service on the board of directors of Imperial Oil. Since I was accustomed to the discussion of petroleum economics centered in Calgary, I saw no need for a refinery in Kitimat. That attitude was based on the fact that there had not been a new refinery built in North America in many years. And any needed increase in petroleum production was achieved by expansion of existing refineries throughout North America. But after my service with Imperial Oil, I
went on to serve four years at Canfor which led to my nine visits to China in search of lumber markets. My exposure to the phenomenal expansion of China’s economy opened my eyes to the true merit of the Kitimat refinery concept. It made me realize that it would not be just another refinery relying on the North America market but rather a refinery that would supply the vast appetite of China for petroleum products. The challenge will be to draw the attention of Asian investors who would see the value to this investment. It appears that David Black, after many years of effort, is nearing an agreement that could provide the capital infusion needed to make this initiative a reality. The appetite for oil products for all Asia will continue

to grow and the Kitimat refinery is ideally situated to take advantage. Asian countries, especially China, are very interested in securing sustainable supply of resources that will flow freely without undue trade barriers like surprises with taxes, regulations or tariffs. Canada has a good reputation as a free trade country that can be relied on as a dependable source of supply. Now is a very opportune time to attract the vast investment needed to make the Kitimat refinery go ahead.
David Black, with his years of diligence, deserves our appreciation for displaying the foresight and courage to invest his time, money and reputation to help bring along this huge initiative. The positive merits of the Kitimat refinery are so profound that this project is really beyond any political persuasion. This initiative will involve the investment of many billions of dollars. It’s hard for any of us to visualize a million let alone a billion of any thing. So lets look at the “ on the ground” facts of such an undertaking for all of us in B.C. Let’s start with the big picture. When it comes to the benefits of a petroleum cycle from well exploration to the gas station, the jurisdiction that hosts the refining process enjoys a huge portion of the value addition
to the raw material. For the KFC Project that would mean several thousand mostly trade union jobs for the multiyear term of the construction phase. It would also mean the creation of more than 3000 permanent jobs for the operation and supply support of the refinery. This refinery would be processing 175 million barrels per year which means the tax revenue that could go toward health care, education, vital services for the disabled and elderly would be immense. But job creation and tax revenue is not the only desirable feature of the KRC. It also would provide much lower risk to the marine environment. The shipments out of the refinery would be finished product like aviation fuel, gasoline and diesel. These products if ever spilled would be much less impactful on the
marine environment. They would also be transported in smaller ships. I know there are those on both sides of the political aisle that address this as a political issue. And I would disagree with both. This is a project that can be attractive to all political stripes. Trade unions would see a significant increase in jobs and memberships. Hospitals and schools across the province would see an improvement in government funding. Business activity especially in the challenged north west BC would be very positively impacted. And those with a concern for the threat of marine spills would see a significantly reduced exposure for the environment. Based on the huge positive impact this initiative could have on B.C., I think the question should not be if we want it.... but rather, how can we help make sure that the petroleum world sees this as an attractive way to invest billions of shareholder capital. Was dessert used as a reward for eating all of your dinner, especially vegetables, when you were growing up? As dishes and cutlery continue to grow in size, our waistlines are following suit. The amount of food offered at meals is growing all around us at home and at restaurants. With the unconscious thought and automatic behaviour of needing to finish everything on our plates, the amount of food at meals is naturally increasing and so is our tendency to overeat at mealtimes. Servings that used to be a reasonable size are generally now two to three times an appropriate size. Plus, at a restaurant, if portions are small, you may feel like you haven’t gotten much value for your money. Buffets are a recipe to overeat, with the “bottomless” second/ third/ fourth helpings. Here’s a quick guide to estimate appropriate sized single serving portions. Serving size reference (eatrightontario.ca dietitians) Palm of hand or cellphone (75 grams/ 2 ounces): fish/chicken/ meat. Computer mouse (1/2 cup/ 125 ml): rice/ pasta/ potato. Tennis ball (3/4 cup/ 175 ml): yogurt/ tofu/ hot cereal. Thumb tip (1 tsp/ 5 ml): butter/ oil. Two (2) thumb tips (1.5 oz/ 50 g): cheese. Both palms open (2 cups/ 500 ml): vegetables (two servings).

Here are some strategies if you eat out more than once per week, since portions at restaurants tend to be bigger than normal. T
he magical ride that was the Alberni Valley Bulldogs playoff drive is over. The Surrey Eagles beat the Bulldogs 5-2 at the Alberni Valley Multiplex to take the BCHL Coastal Conference title 4-0. “We ran into a team that had a little more luck than we did. But at the end of the day the guys can’t hang their heads low,” Bulldogs head coach Kevin Willison said. “The guys gave, gave, and gave and didn’t deserve to be swept.” Surrey lead the scoring in all three periods, often times silencing the crowd of 1,600 who came to watch. “Each goal was like another nail in the coffin,” Willison said. With that coffin lid nearly sealed, Willison made some adjustments that included taking the boards away from Surrey’s puckhandling goalie Michael Santaguida. The tinkering payed off, and Bulldogs Ryan Buse scored a goal at 5:48. With more pep in their step, the Bulldogs scored another three minutes later the narrow the score 4-2. Surrey slowed the momentum with a quick time out. After, the Bulldogs pulled goalie Jay Deo and subsequently got a couple of good chances.
But Surrey’s Michael Stenerson sealed the game and the Bulldogs season with an empty netter with 23 seconds left in the game. Surrey’s depth, firepower, and pouncing style stopped the Bulldogs from coming back the way they did against Nanaimo and Victoria, Willison said. “They’ve got Tambellini, Toews, Shaw, and Santaguida so they’re solid top to bottom, moreso than Victoria and Nanaimo,” Willison said. Surrey plays high risk and high reward style, and those risks paid off, Deo said. “They were getting a lot of odd-man rushes, and they just buried their chances,” he said. After Game 2 in Nanaimo is what Deo will always remember, he said. “We were confident and we knew we could come back and we
did. There wasn’t an ounce of concern in the room.” The series is over, and so too is Deo’s time in Port Alberni. “I hope to go to a Division 1 school. A Division 1 school is my dream,” he said. The team went down, but it went down with a fight, Bulldogs’ Chase Van Allen said. “We came out flat but we battled back,” he said. “The guys blocked shots, sacrificed and just didn’t quit. We always believed we were in it.” Van Allen is also looking forward to furthering his education and hockey career beyond Alberni. But he’ll remember Bulldogs’ fans when he looks back, he said. “ Winning the Island division in Victoria in front of all those fans who came down. That was a big night,” he said.

March 26 18-hole ladies Low gross was a tie between Janice Cross and Patsy Gauthier. Low net had a tie as well between Gayle Rhodes and Kathy White. For the ball sweep we had to pick three holes we wanted to eliminate from our score before we went out to play. There was a tie on that as well, between Gayle Rhodes, Teresa Cutting and Kathy White. A draw was made and Cutting got to pick a prize out of the basket. April 2 Nine-hole ladies Welcome, new ladies to the ninehole division of the Alberni Golf Club: Sharon Lowe, Linda Nicklin, Angie Gauthier and Kelly Gauthier (and welcome back Nancy Blair). It was like summer conditions on the
course, dry under foot and nicely groomed fairways. Low putts went to Kelly Gauthier with runners up and honorable mention to Angie Gauthier, LaDonna Knutson and Pat Dahlquist. Linda Nicklin had a birdie on No. 2. Kelly Gauthier chipped in on No. 6. 18-hole ladies There was a tie for the monthly medal between Leona Fowler and Shirley Goodman. After retrogression was done, Goodman was the winner of the monthly medal. Goodman also holds the challenge pin; Leona Fowler will try to take it away from her next week. Low gross goes to Anna Marie Krikke with a 95. Low net was shared between Leona Fowler and Shirley Goodman with a 75. The ball sweep today was add holes one through five and 15 through 18, take the gross from these nine holes and subtract half of your handicap. Krikke won the low gross part of it and there was a tie for the net between Leona Fowler, Carol Hastings and Patsy Gauthier (Gauthier won on a draw). There will be a meeting after golf next Tuesday, April 9.

Eight Alberni Wrestling athletes and their coaches are in Saskatoon this week to compete in the National Cadet and Juvenile Wrestling championships. Nolan Badovinac, Eryk McKenzie, Dean Leyland, Remi Wells and Michel Kurucz will compete in cadets. Jonathan Spencer, Jesse and Jordan Wagner will compete in juvenile.
Badovinac is a returning national champion, head coach James Messenger said. Jesse and Jordan Wagner have previously placed at the nationals (Jordan in fifth and Jesse in sixth in their respective weight classes last year). The rest of the wrestlers are competing at nationals for the first time. Messenger is confident all Alberni wrestlers will have a good week in
hard after the high school season to push yourself through, but these guys have been working very hard. “It’s definitely a dedicated group... all of them are very giving of their service, whether it’s coaching younger athletes or helping out at fundraisers,” he added. “They represent the best of the best...” Two students from Ucluelet are also travelling with the Port Alberni team.

This solo art exhibit by Charlotte Bell opens the doors of memory and imagination to explore years of working in, and observing, the coastal forest of British Columbia. violinist Robert Growcott performing a Violin Concerto by Viotti. The second half of the program will have two guests joining the orchestra: Graham Villette on drums and Steven Steinbach on stand-up bass. These two young men will add excitement to the

LARRY ENGSTROM June 28, 1928 – March 29, 2013 Born on a farm in Wishart, Saskatchewan; Larry loved horses and animals, was an avid gardener and a skilled heavy duty equipment operator. Larry was proud of and well known for his road building abilities which took him all over BC, but his favourite place was home with his wife Audrey & their six children. He was a great story teller & joker with a keen sense of humour, he will be dearly missed by all of us. Larry is survived by his wife Audrey of 58 years and their children: Earl (Ilene), Wade (Kori), Gaylene (Rick), Lance (Lorie), Vern & Alita and grandchildren: Melissa, Flynn, Brandon, Steven, Krysteen, Joshua, Nathan, Jacob, Annelise, Tiffany, Tanner, Blake and great grandson Mason as well as his brother Raymond (Mary) of Regina, Sask.
