A debate about reducing the required lot sizes in Lister from 20 to 10 acres isn’t going to go away quietly, if sentiments expressed at Monday night’s Creston Valley Food Action Coalition meeting are any indication. Following remarks by Lister farmers Randy Meyer and Wayne Harris, not a word was spoken in support for the Regional District of Central Kootenay Area B’s advisory planning commission’s proposed changes to the official community plan (OCP). Meyer, a member of the APC, was one of nearly 40 in attendance. Last week, another APC member, Pat Martin, went public with her own concerns about the proposal’s potential impact on farming. Harris, whose family runs Kootenay Meadows Farm, an organic operation whose products include cheese and milk, told the meeting that the Agricultural Land Reserve (ALR), created in 1973, made B.C. “probably the first place in the world to preserve agricultural land in legislation.” Only two to four per cent of the province consists of arable land, he said, the most productive of which is in the Fraser, Okanagan and Creston valleys. Large tracts in the Cariboo and Peace River regions are generally suitable only as ranchlands. See LOT, page 5

Creston property owners can expect a 5.8 per cent tax increase this year, all of it going into the town’s share of policing costs. “The rest of the budget remains virtually unchanged from last year’s total, with cuts having been made to reflect increases resulting from inflation,” Steffan Klassen, director of finance and corporate services, told Creston town council at the March 26 regular meeting. Klassen said that most of the spending reductions came from the fire department’s budget as staff worked to keep a tight rein on expenditures. He painted a cautious picture of the local economy, in which the commercial sector is struggling and only two new houses were built last year. “The new hotel will hopefully continue to stimulate economic revitalization as the rest of the Kootenays recognizes that Creston is an ideal central location for meetings and conferences,” he said. A slow real estate market is a concern, though the health care sector, local mills and Columbia Brewery have remained quite stable. Tourism, he noted, has increased in each of the last two years. pring has sprung and team Therapeutic Riding Program (Team TRP) has started spring training for the Creston and District Community Complex’s Just Tri-It Triathlon on June 1. Last year was their first attempt at the triathlon. Team TRP entered and solicited sponsors to raise funds to help pay for the purchase of Cupcake, the Therapeutic Riding Program’s newest horse at the time. Team TRP consisted of Christine (500-metre swim), Todd (13-kilometre cycle) and Avis (five-kilometre run). They raised $2,000, finished first in their division and all had an adrenaline rush doing it. This year, team TRP is racing to raise funds to help pay for Max,

SD8 to discuss Wi-Fi policy BY BRIAN LAWRENCE Advance Editor

Technology use — including Wi-Fi and online communication — was a strong focus at the School District No. 8 (Kootenay Lake) board of education meeting held on March 26 at the Creston Education Centre. The board moved to have the policy committee discuss a proposed resolution by Creston trustee Annette Hambler-Pruden to instruct SD8 staff to use discretion and take precautions when allowing students, particularly in primary grades, to use Wi-Fi connected devices. “Heaven knows the little devils have enough of them at home,” said HamblerPruden. Her concerns stemmed from medical, scientific and World Health Organization reports regarding safety issues, as well as five unions in France that created strong parameters around their use. The issue was moved to be discussed by the policy committee after Creston trustee and chair Mel Joy and Crawford Bay trustee Lenora Trenaman pointed out that specifics are unknown. “What are those limits? What are the ages? If we’re going to send a directive, I think we’d better be clear,” said Trenaman. •The board approved by consensus a plan to post minutes of committee meetings on the SD8 website, a proposal suggested by Trenaman. “We have a website that is a wealth of information, and it is also a great vehicle for communicating,” she said. “The work of the board has gotten so that we have many committees and many jobs, and it’s important that we distribute that.” Hambler-Pruden and Creston trustee Rebecca

Huscroft expressed concern that adding the minutes would create unnecessary work for staff. “I don’t want to agree to something that’s going to add to the staff’s already overfilled bucket,” said Hambler-Pruden. Supt. Jeff Jones and executive assistant Audrey Mackenzie assured the board that the process would be easy, once pages were set up for each committee, work that could take up to a day. Hambler-Pruden also felt that there is no demand from the public for the committee minutes to be online. “Even if it’s not used too much by our community as a whole, us as board members would like to have that one stop,” said Joy. “It would be useful. I think it’s a good idea, and it’s a good idea that we’re working toward that.” “Those of us who use paper instead of computers don’t have this problem,” said Hambler-Pruden. •SD8 staff will work to create an online calendar showing committee meeting dates, to help speed up the scheduling process. “I don’t want Audrey to be the one to have to go to everybody and say, ‘When is it going to happen?’ ” said Joy. Staff time was also a concern with the calendar. “I think we have to identify who’s going to be responsible for this,” said innovative learning services director Andy Leathwood. Joy noted that it would be Mackenzie’s job to add it to the calendar, and the executive assistant had no objection. “It is just as simple as that,” Mackenzie said. “Frankly, I think that we can work together on processes,” added Jones. “The intent of this new calendar is to provide a district view of what’s going on.”

Palliative room created with credit union grant BY LORNE ECKERSLEY Advance Staff Critically ill patients and their families are the beneficiaries of a 60th anniversary legacy grant from the Creston and District Credit Union. The Butterfly Suite, once a twobed acute care room in the Creston Valley Hospital, has been decorated with warm colours and artwork, and furnished with comfortable seating for family and friends of palliative care patients. “This is the project that received far and away the most support from credit union members who chose from among the five shortlisted proposals,” credit union board president Rand Archibald said at the room’s opening ceremonies on Tuesday. The credit union announced in 2011 that two legacy grants of $25,000 would be designated for community projects that reflect the

values of the 60-year-old memberowned financial institution. The Creston Valley Hospice Society was the recipient of one of the awards, chosen for its proposal to create a new palliative care room in the hospital. The other legacy grant went to the West Creston Fire Protection Society. “The folks at the hospice society and here at the hospital have done a tremendous job in bringing their dream to reality,” Archibald said. Hospital chief of staff Dr. Randy Grahn said that a palliative care room in the acute care area of the hospital allows for quick response from hospital staff. He added that the room is yet another example of a community that works for the betterment of all. “This project is an example of a caring community that makes this such a special place to live,” he said. Much of the $21,000 cost for the room went into the patient bed and

The mattress is constructed with air-filled baffles that are designed to help turn a patient over with a sophisticated compressor system. “Thank you all for working with us,” said Shirley Mercier, the hospital’s health services administrator. “Our second palliative care room gives patients a great opportunity to be comfortable with an acute care setting. There is added comfort and dignity to be near nursing and hospital services and still be in a place that provides a comfortable family setting.” While the legacy grant stipulated that any unused funds be returned to the credit union, Archibald said the board of directors had voted to allow the hospice society to keep the approximately $4,000 remaining to upgrade the existing hospice facility.

For the first time since its inception, the Independent Investigations Office has made a report to Crown counsel, which now leaves it to the Crown to determine whether charges should be laid against a Creston RCMP officer. In a review of an incident at a Creston pub on Oct. 6, 2012, the chief civilian director report indicates that “an officer may have committed an offence under any enactment,” according to a press release issued last week. “At approximately 01:00 hours (1 a.m.), Creston RCMP attended a local business in response to a complaint,” the release says. “While police were dealing with the situation, an adult male became involved and a physical altercation ensued. This resulted in the male sustaining serious facial injuries. He was transported to a medical facility and was pro-

vided medical care.” Following the incident, which became a provincewide news story, Creston detachment commander Staff Sgt. Bob Gollan wrote a letter published in the Advance. In it, he thanked “the many people who were at the bar when this incident took place and have come forward as they are completely shocked on how mainstream media is currently relaying a completely warped and untrue rendition of what occurred that night. “They are coming forward with the true version of what occurred and are providing this to the Delta police investigative team. This true version of the facts is verified by the security video tape that shows the entire incident.” Several days later, Gollan reported to Creston town council that he considered the videotape showed “a textbook illustration” of how to respond to a confrontation in a large group situation in a bar.

Creston RCMP responded to 62 calls from March 25-31, Staff Sgt. Bob Gollan said on Tuesday. March 25 •A door was kicked in at a Yahk business, but no theft was noted. •Response to a 911 call from West Creston revealed everything was OK. •A North Goat River Road resident requested a well-being check on someone in Ontario. •A vehicle stopped on 14th Avenue North by police had an expired licence plate so it was towed and the owner was issued a ticket. •Police were unable to locate a youth reported to be driving a dirt bike on Cook Street. •Suspicious people attempting to sell tools from their vehicle on Highway 3 could not be located. •Police are investigating a report about a chronic impaired driver. •An intoxicated male who was knocking on doors on 11th Avenue South was arrested and held in police cells until sober, then released with a ticket for being drunk in public. •A male who was found passed out on Regina Street at 10th Avenue was arrested and held in police cells until sober, then issued a ticket for being drunk in public. •A male who was walking naked on West Creston Road was taken to hospital for assessment. March 26 •A female who complained about being tailgated and almost rear-ended on Northwest Boulevard did not want charges laid against the offending driver.

•A person reported missing from Ninth Avenue South was found in the hospital. March 27 •Larry Isaac was arrested on 16th Avenue North for causing damage after breaking into a residence. He was remanded in custody pending a court appearance to face charges. •A disoriented elderly female on 20th Avenue South was taken to her home. •A 911 call from Prince Charles Secondary School was dialed accidentally. •A camper found behind a Cook Street business was advised to move on to a more appropriate location. •Police were unable to locate a possibly impaired driver on Simon Road. •Two females and three males were reported to be looking into vehicles on SeventhAvenue North but they were gone when police arrived. No thefts or damage was reported. March 28 •Police assisted by providing security at a structure fire on 15th Avenue South. •A male reported to be driving erratically on Highway 3 east of Yahk was given a verbal warning. •A noise complaint from Dogwood Street was referred to the Town of Creston bylaw department. •Police are investigating a report of an assault involving a 90-year-old male near the Rykerts border crossing. •Patrolling police arrested an intoxicated male who was walking on Lakeview-Arrow Creek Road. He was held in police cells until sober. •A report of a damage to a rental property on 19th Avenue South was deemed to be a civil matter. March 29 •Two strangers reported to be on a Fifth Avenue North deck were gone when police arrived. •Rocks were thrown through a motorhome window on Kootenay River Road. •Police received a report of stolen prescription pills from Northwest Boulevard. •An attempted break and entry to a Canyon Street business failed. •A driver of a yellow car who was doing donuts in a Pit Road parking lot was given a verbal warning. •Police are investigating a complaint by a female about a male driver of a Dodge pickup registered in Calgary who passed her dangerously, then gave her the finger, which qualifies as stunting. •A dirt bike driver on Ferry Landing Road was warned that the vehicle is not intended for public road use. ORGANIC WASTE MANAGEMENT

April 23, 24 & 25, 2013 In an effort to reduce back yard burning, the Town of Creston is offering residents the opportunity to dispose of their organic yard waste. The Town-controlled drop off location is situated at the south end of the Waste Water Treatment Plant, which is via Davis Road. The site will be available to residents only on April 6, 13, 20 & 27, 2013, between 10:00 am – 2:00 pm. Accepted yard waste includes tree prunings, grass clippings, leaves and other plant matter. Load volumes will be limited to residential quantities only. Materials must be sorted with plastic bags, twine or other bundling material removed. It is recommended that grass clippings and leaves be brought in garbage cans and not plastic bags. From page 1 In his presentation, Klassen indicated that police and victim services now make up 16 per cent of the town’s general fund expenses, accounting for $1,095,767 of the 2013 budget total of $6,818,120. Only the works department, at $1,559,659, and general government (primarily town hall services), at $1,475,643, account for a great portion of the budget. The taxpayers’ cost for policing is being buffered by a $425,000 transfer from the policing reserve fund, which will be drained in 2015. About $400,000 will be left in the reserve fund after 2013. Klassen estimates that municipal taxes will have increased by 36 per cent at the end of five years, which equates to about 12 per cent on a total property tax bill. Until 2012, after a federal census showed Creston’s population had exceeded 5,000, policing costs were divided 70/30 between the provincial (17 per cent of the 70 per cent provincial share was paid by Creston taxpayers as a police tax) and federal governments. “It’s a challenge, but we are able to meet it,” he said about keeping all other spending stable. “It’s a good news story, in my opinion.” Utility costs will continue to rise according to a plan established in 2010. Sewer fees will increase by two per cent annually through 2017. Water fees will take a 15 per cent jump in 2013, then increase by five per cent annually from 2014-2016. “The increases in water costs are all attributed to the Arrow Creek system and not to town infrastructure,” he said. The Arrow Creek water treatment plant is facing significant costs in the near future, as filters come to the end of their effectiveness and need replacing. passed by Council at the end of the meeting. With only two people in the council chamber gallery, Coun. Wesly Graham said that “coffee shop grouching about town spending” doesn’t seem to translate into genuine concern. “I notice there is no lynch mob here today,” he said. Council Briefs •The use of the Spirit of Creston Square on 11th Avenue North at Canyon Street for the Lions Club Street Fair on May 18 during the Creston Valley Blossom Festival was approved. Council also approved the use of the south side of Millennium Park for Creston Valley Blossom Festival activities. •A $300 contribution from the mayor’s discretionary fund was approved for the annual Lower Kootenay Band Powwow on May 18 and 19. •Another $300 was designated for Zone 7 seniors participating the 2013 BC Senior Games, which will be held in Kamloops this year. •Mayor Ron Toyota was directed to see if Regional District of Central Kootenay Area A, B and C directors will attend the Chief Elected Officials Forum sponsored by the Union of BC Municipalities. Among the topics on the agenda are regional cooperation among elected officials. •Iain Bell, director of engineering and public works, presented the first step in creating a risk management policy for the town. •Council approved the placement of a family columbarium in Forest Lawn Cemetery after hearing a presentation from Bell. It also placed a moratorium on similar construction until a comprehensive review of local cemeteries is completed. •Council members were provided with a list of grant applications under the RDCK Community Initiatives program. Applications will be considered in April.

Home sites usually included two acres and were exempted primarily to allow for retiring farmers to remain on their land. The Creston Valley is unique in B.C. because lot sizes vary according to the area. Erickson, Canyon, Lister and the Creston flats each have their own requirements. Harris said history is largely responsible. First World War soldiers from Great Britain were lured to Lister with 20-acre parcels of land. Many were unsuccessful as they tried to grow crops unsuited to the land, which is largely claybased, has restricted water availability and whose microclimate is often considerably cooler — by as much as 10 degrees Celsius — than Creston and Erickson. In the years following the Second World War, Harris said many of the holdings had been sold, often to German immigrants, to farmers who better understood the land’s potential. “Lister is best suited for feed crops and grain production,” he said. “Not many horticultural crops will succeed there.” Harris and Meyer both spoke from personal experience about the challenges that smaller parcel sizes bring.

Kootenay Meadows Farm consists of 100 acres, but the operation requires another 500 acres of leased land to grow sufficient feed for its animals. Those 500 acres are comprised of more than two dozen parcels. Smaller parcels mean more residences, and invite more conflict between farmers and non-farming residents, who might object to the smells and noises that are part of agricultural life. The 20-acre parcel size in Lister has been a contributing factor in some dairy operations relocating to the Creston flats, where larger parcel sizes and fewer neighbours mean fewer conflicts. Selling off a farm that consists of several individual parcels is a profitable temptation. Meyer, who produces beef, chickens and hay, supplements his 40-acre farm with another 200 acres of leased land. He said farming on smaller plots gets less practical as their size is reduced. Even a 20-acre lot, with a house, outbuildings and driveways, is a challenge to maneuver farming equipment around, and the impracticality of farming smaller parcels reduces their appeal, he said. As an APC member, “the main issue that has me, along with others, fired up is this move to reduce the lot sizes in Lister,” he said. “If this is allowed, you can bet there are going to be a lot more subdivision applications.” While the Agricultural Land Commission (ALC) has the final say in subdividing plots within the land reserve, it can be influenced by an area’s OCP, which is intended

to reflect the wants and needs of local residents. Nadine Ben-Rabha, a food action coalition director who also works with her family on Kootenay Meadows Farm, said that while there is no indication that the ALC wants to approve subdivisions in Lister, a change to the OCP could influence future direction. Meyer said that he believed that most Lister residents don’t support a reduction in parcel size. “But there are people who would like to sell part of their land and stay on what is left to live,” he said. “I can see their side of it. … “But new owners who have no roots here and who don’t really care about what we have here aren’t very good for our community, either.” For a decision this important, a general discussion is premature, Meyer said. “There should be an economic impact study so everyone will understand the losses versus gains, communitywise,” he said. Several speakers in the audience encouraged those in attendance to attend pertinent meetings and to talk to their friends and neighbours about the issue. Petitions for both Area B residents and other Creston Valley residents are now being circulated in an effort to generate interest. “We really have a rare resource here in Creston,” BenRabha said. “At the cheese factory I see people coming from all over the Kootenays because they care about what we have here. Why would we want to pave it? Once the land gets cut up, we can’t go back.”

Credit unions give back

With one in three Canadians having a credit union membership, one might not have expected the federal government would, without consultation, act to grab some of the sector’s capital in the recent budget. It might not have been expected, but it can’t be reasonably labelled as a surprise. Credit unions, after all, are co-operatives, not exactly the sort of business the governing Conservative party would typically favour. It’s tempting to think that the words pinko, commie and socialist might have been tossed around in the backrooms of the federal finance department as minions struggled to hold down costs and find revenue sources in what can only be described as a lousy economic time. You see, credit unions are not the profit-oriented, bigger-is-always-better, stomp-on-the-competition and fleece-the-customer business that we tend to think, oh, for instance, banks are. Their first goal is to serve their members so there is no particular benefit to fleecing account holders with service charges because the resulting windfall is only going to get put back in their pockets in the form of rebates at the end of the year. It is true that there has been a huge trend to amalgamate smaller credit unions with larger ones, on the still prevailing, though often incorrect, assumption that economy of scale is a truism. But the Creston and District Credit Union, on whose board I sat for 20 years, is proof that small financial institutions can be as efficient as larger ones. For at least 15 years our local credit union has ranked among the province’s top performers. It’s easier to be small in a small community than in a larger one,

though. The primary reason is that to compete in the lending market, including the mortgage business, a credit union or bank has to have capital to back its lendings. Simply

means less money is likely to be available to lend out. And make no mistake about it: Both credit unions and banks make a lot more money on loans than they do on deposits. Sitting on money is costly. If it isn’t put out there into the marketplace to earn interest it is a liability. Not changing time may be healthy To the Editor: I was interested in reading a recent letter to the editor (“Daylight time could make us healthier”, March 21) extolling the virtues of daylight time. It’s interesting to note that an equally compelling case can be made for not following daylight time. There are many reasons for not bothering to change time when it isn’t necessary; these are simple facts to be considered. I am delighted that environmentally and conservation-minded people of the area have picked up on these facts because they care for a healthier lifestyle, the real reason and benefit for not changing to daylight time. Some relevant facts seem to have been long forgotten by Creston and area, so here is a short history lesson. Daylight time has existed since the earth began to revolve around the sun and turn on its axis. This created portions of daylight and nighttime, depending on the seasons as regulated by the laws of physics. Then came electricity. The word electricity is from the New Latin electricus (“amber-like”), coined in 1600 from the Greek electron meaning amber, because electrical effects were produced classically by rubbing amber. Electricity is the set of physical phenomena associated with the presence and flow of electric charge. Electricity gives a wide variety of well-known

effects, such as lightning, static electricity, electromagnetic induction and the flow of electrical current. Practical applications for electricity, however, remained few, and it would not be until the late 19th century that engineers were able to put it to industrial and residential use. Electricity’s extraordinary versatility as a means of providing energy means it can be put to an almost limitless set of applications, which include transport, heating, lighting, communications and computation. Electrical power is the backbone of modern industrial society. When electricity reached widespread use the late 19th century, it altered many behaviours. In particular, it allowed people to stay indoors for work or go outside and enjoy the daylight hours, since now the indoor chores could be done at a later time. Over the course of time, this previously unheard of option proved to be so successful that many people were delighted to avail themselves of it throughout all of the months of the year. Although I have not found any studies on the health benefits, they could only be positive as more time in the evenings is spent on outdoor activities like playing ball, golf, any outdoor sport, fishing, cycling, gardening or sitting around a campfire. Even if you’re not an outdoor person, these extra daylight hours are available when you are using electricity. In eight months, this adds up to 240 hours of being active rather than sitting in front of a TV, computer or even reading a book, all through the use of electricity, thus having a positive impact on our bodies. The winter days are short enough and now you are able to spend all of the daylight hours outdoors, just as in the summer days.

Perhaps, instead of daylight time it should be renamed energy daylight time. Think about it, folks. It’s your money and your body. I would even go so far as to say it could have an impact on health care costs! Let’s get out and enjoy those beautiful summer evenings for an extra hour and not be guided by the clock or time zones, but be guided by looking out your window instead. Larry Ewashen Creston

Senior driver surprised by DriveAble To the Editor: (Re: “DriveAble is a ‘dangerous experiment’ ”, March 7 Advance, page 7) I totally agree with the letter written by Anton Skerbinc. I was called into the doctor’s office for a driver’s licence renewal examination, or so I thought. I was under the impression it was going to be a physical fitness exam. I was given no warning that I would be asked to take a cognitive test. This I found very disturbing because I had no knowledge that DriveAble was in effect. There was not enough information given to the general public. I feel that all Liberal MLAs should be required to take a cognitive test to assess their mental abilities before they assume office. Focus switches to outdoors

At the risk of sounding like the beginning of a romance movie or soap opera, it is a time of transitions as we move from long nights to lengthening days regardless of what your clock says, from working mostly inside to launching our yardwork and from skating or curling to dry floor activities. At the time of writing, the arena floor is clear and washed of any hint that that the peewee provincial tournament was held here a week-and-a-half ago and the curling arena ice is retuning to a liquid state similar to the receding snow on the surrounding hillsides. Enough poetic waxing… I’m not sure if you made it down here for the peewee provincials but the place was hopping all week — especially the Sunday start date where we had the Lumberman’s Bonspiel wrapping up as the opening ceremonies for the provincials took place in the hockey arena, along with the usual swimming and fitness crowds, plus a St Patrick’s Day special event in the lap pool. Hats off to the organizers of that event; it was extremely well run, provided a heck of an economic boost to the Creston Valley and the opening ceremony was fantastic. I know from conversations with a

This time of year also marks the focus changing to the maintenance of the grounds; as we all know, time, and growing grass, marches immemorial. The parking lot has been swept, the ice rink compressors are scheduled for their annual rebuild or maintenance in June and the maintenance staff have completed their small dance of joy that the ice has left for another season. So, the next major event on the agenda in the arena is the Creston Valley Home and Garden Show on April 12 and 13, but just glancing at the calendar, it looks like almost every weekend is booked with an event throughout April, May and June, with the remaining months of 2013 getting filled in, as well. Is buying better than renting?

At some point in their lives, most Canadians have probably asked themselves whether it is better to buy or rent a home. And purchasing a home is one of the biggest decisions most people ever make.

Ultimately, the decision is a personal choice, but it helps to look at the pros and cons of buying to determine whether home ownership is right for you.

Some advantages of buying a home Owning a home is generally considered to be a sound, long-term investment that can provide satisfaction and security for you and your family. Each month when you make your mortgage payment, you are building equity in your home. Equity is the portion of the property that you actually build through your monthly payment versus the portion that you still owe the lender. At the beginning of your mortgage, more of your payments go toward paying off the interest and less toward paying off the principal. But the longer you stay in your home and the more mortgage payments you make, the more principal you pay off and the more equity you accumulate. Most mortgages also offer you the option of making additional monthly or annual payments to reduce your principal faster. Some prepayment privileges, for instance, enable you to pay up to 20 per cent of the principal per calendar year. This will also help reduce your amortization period (the length of your mortgage), which, in turn, saves you money. There is also a tax advantage. If your home is your principal residence, any profit you make when you sell it is tax-free. A home can appreciate — or increase in value — as time passes, building more equity. As you build up equity, it’s usually easier to upgrade to a more expensive home in the future thanks to the profit you’ll make when selling your current home. As an owner, you can also decorate and improve your home any way you like. Ownership tends to give you a sense of pride and can offer you and your family stronger ties to the community. Creston Valley singer-songwriter Mark Koenig will host an intimate evening of the songwriter and his songs at the Snoring Sasquatch on April 12. Koenig, a Juno Award nominee and two-time Canadian Country Music Award nominee, will be joined by his lifelong friend Miles Wilkinson, a five-time Grammy-nominated p roduc e r / e ng i n e e r and session sideman from Nashville, Tenn. Wilkinson is best known for the records he has produced and engineered for many musicians. This includes such musicians as Anne Murray, Emmylou Harris, Guy Clark, Darrel Scott and too many more to mention, including Koenig.

Koenig got his start in the 1970s playing guitar and singing harmonies with Ann Murray. He also had the privilege of sitting beside renowned guitarist Lenny Breau for three years, who is quoted by Chet Atkins as “being the best guitarist on the planet.” If you liked Koenig’s evening at the Snoring Sasquatch with Amos Garret and friends, then you’re sure to enjoy this evening. If you can’t afford to buy your dream home, purchasing a more modest home can be a great place to start building equity that one day may allow you to buy the home of your dreams. Since we’re currently in a buyer’s real estate market and interest rates have been dropping, now may be an ideal time to enter into home ownership for the first time. Some disadvantages of buying a home Since it’s easy to get caught up in the excitement of buying a home, it’s important to remember that home ownership has some additional responsibilities as well. For one thing, a home can be expensive. Chances are, your monthly payments will be more than what you are currently paying in rent when you factor in such things as your mortgage, property taxes, repairs and general maintenance. Owning a home ties up some of your cash flow and is likely to reduce your flexibility to move to a new location or change jobs. While your home might increase in value as time goes by, don’t expect to get a big return quickly. There are no guarantees that your home will increase in value, particularly during the first few years. In the beginning, you could actually lose money if you sell because your home may not have appreciated enough to cover the real estate fees, and moving, renovation and other selling costs. Real estate is, however, usually considered a good investment over the long term. When making the decision about whether to buy or rent, it’s important to carefully choose a home you can afford, and then weigh the pros and cons. Millions of people enjoy the rewards of home ownership but, ultimately, it’s a personal decision based on your own priorities. PAWS Volunteers of the Month for March is Brat Cat It is not just humans who do volunteer work at the shelter!

Brat cat has been with us for many years, even at the old office on NW Blvd when he worked diligently at keeping down the mouse population. He came with us to the shelter and continues his job as rodent controller plus has taken on the task of socializing the dogs in the kennels to cats (the dogs perhaps will say this is teasing). He also often acts as food taster when new food is donated and reaches out to the dog handlers and lets them know that cats too need handling…that is petting! He is there every morning to let people know how the night shift transpired. Brat is a favourite with everyone, he will not be volunteering for anyone else! He has asked to say he would love to meet new human volunteers; come down and see him at the shelter. Thank you Brat Cat. You are a purrfect PAWS volunteer.

It is also a chance for them to meet people such as artists, curators, historians and volunteers that are such a vital part of our local culture. Registration is $50 (deadline is April 15) and includes a web page profile, inclusion in the printed directory, placement on an online interactive map, event signage and a provincewide promotional campaign. If you plan to have any special programming or demonstrations at your venue, details can be included on the web page profile. Directories and web profiles will be released by the end of May. Artist/venue web profiles will remain online until Dec 31 to provide contact information for followup visits. Participating individuals and venues must be located in the Canadian Columbia Basin — the southeast corner of British Columbia roughly bordered by the communities of Valemount, Golden, Elkford, Creston, Rossland, Arrow Lakes and Revelstoke. Multi-instrumentalist ending society season CRESTON CONCERT SOCIETY There are few unfortunate aspects with spring, but one is that it is the end of another season for the Creston Concert Society; after a wonderful year of superlative performances, the season ends with a high energy, eclectic evening with the extra-talented Shane Philip on April 6. An intrepid explorer, Philip has discovered a style of music without borders. Multi-instrumentalist Philip (best live act at the 2012 Vancouver Island Music Awards) is known worldwide for his dynamic didgeridoo-infused music. Philip has been touring constantly for the past few years now. His rhythmic and intoxicating sounds are powerful enough to fill a room with dancing fans and soulful enough to quiet a packed house. Those songs have captured audiences for years in Canada, particularly along the west coast, but for the past five years, he’s captured listeners around the globe. He released Earthshake in 2006, introducing his unique sound and creating a small following almost instantly. By 2008, he released In the Moment, which showed further that he could seamlessly blend folk, reggae and blues genres into his own creation. The title track of this album is one of his best works to date. The tracks include the occasional surf beats that made him stand out to me. He followed this impressive project with Live at Baker Studios in 2009. Heavier on the blues side, this album had more of the grit that comes out during Philip’s live shows, which was essential for anyone who had never been to a performance. Philip is a one-man force on stage. His feet wildly work his drum kit while he plays guitar, the aslatua, the djembe and, of course, his didgeridoos. His best work to date definitely came last year when he released Life Love Music. The album is rich with vocals and features much more of that mesmerizing sound that Philip is so well known for. Philip hooked up once again with producer Joby Baker (Cowboy Junkies, Alex Cuba) and the two collaborated for what is another memorable product. Baker often plays bass and drums on the tracks and the two took a total of eight days to record. Philip is known for completing his projects quickly. The Baker Studios album took two days, as an example. The result, though, of taking the extra time is a wonderfully polished recording that main-

tains the grit and integrity of Philip’s compositions. This year, Philip is well on his way to releasing a new album and those who attend his show at the Prince Charles Theatre on April 6 can look forward to hearing some of the unreleased tracks. The April 6 show show starts at 7:30 p.m. Tickets are $22 for adults and $10 for students, available in advance at Black Bear Books, and $25/$12 at the door. Additionally, the 2013-2014 lineup has been solidified, and season’s passes will be made available at the show at this season’s prices. Information will be available at the show, and on the Creston Concert Society’s Facebook page. SPRING TRAINING SEASON IS HERE!

Last month, Creston’s Pet Adoption and Welfare Society had a visit from Timmy Faulks, who had just celebrated his seventh birthday. For his birthday he was given cash, and he decided he wanted to share his gift and help make a difference. Timmy asked his mom to bring him to the PAWS animal

shelter where he could visit the cats, dogs and bunnies in residence. But more than that, Timmy very generously donated half his birthday money — $52.70 — to help PAWS volunteers care for all the shelter animals. PAWS volunteers are pleased to recognize the kindness and generosity of Timmy Faulks, a very special young man!

Dale Vaughan Grady "Hard Rock"

We lost him. Richard "Gordon" Armstrong, born on August 14, 1923 to Mary Jane 'Jenny' Armstrong and Richard "Dick" Armstrong. Gordon had two sisters, Jean Thornton and Nan Dodd. He is survived by his loving wife Shirley; his four married children, Rae (Bill) Betcher, Alan ( Pernita) Armstrong, Leslee (Mark) Faubert. Pam (Bob) Hall; grandchildren Cory, Reina, Cianna, Jesse, Phelan, Quinton; and great-granddaughter Ava, as well as his stepfamilies Don, Jeremy, Derrik, Sean Floer and Laurel, Jes, Dylan Floer and greatgrands Aidyn and Ryder. Gordon served in the RCAF in WWII as a wireless air gunner searching for enemy submarines out of ToÀno and 8cluelet. Following the war he returned to Creston, worked at various jobs including the Creston Valley Co-op and married Joan Langston. The children arrived and they built their home in Erickson. Farming and the original "new" Recreation Centre occupied most of his working time. Joan passed away in 1987. Gordon met and married Shirley. Baseball -yes. hockey- yes, Àshing- yes, camping -yes, he loved them all. An active Mason and Past Master of Creston Lodge #54, and long time member of the Royal Canadian Legion Branch #29. He will be remembered for his great sense of humour, his work in the community and his devotion to his family. We miss him. Celebration of Gordon's Life will be held on May 19, 2013; time and place to be announced.

August 7, 1961 ~ March 27, 2013 It is with great sorrow that the family of Dale Vaughan Grady announces his passing on Wednesday, March 27, 2013 in Cranbrook, British Columbia at 51 years of age. Dale was born on August 7, 1961 in Fernie, British Columbia. He was an active outdoorsman and loved hunting and Àshing. He was very friendly, easily approachable and a strong family man. Dale knew someone everywhere. He enjoyed hunting with his best friend Don and loved spending time with his children and grandchildren. He also loved camping and waterskiing. Dale is survived by his best friend and loving wife Bonnie; his children Nickolas and Kayla; his parents Vaughan and Shirley; his sister Melanie (Doug Hamper); his nieces Brooklyn and MacKenzie; and his step-children Kristen (Jim Tozer), Justin (Shayna Storm) and grandchildren Lane, Brant, Kaylen and Ali; Bonnie's parents Cyril and Gwen Colonel and his best buddy Don Kasner. A Celebration of Dale's Life will be held on Friday, April 5, 2013 at 2:00 pm at the Eagles Hall in Cranbrook. Obituaries Peter Duryea

July 14, 1939 ~ March 24, 2013

Peter Duryea, beloved long-time resident of the Eastshore community on Kootenay Lake, died peacefully at his Gray Creek home in the early hours of Sunday, March 24, 2013. His partner and wife, Jan Bryan, as well as his daughter Star, were with him continuing in the support, companionship and love that they offered through Peter·s health challenges of the last Àve years. Born in New York, July 14, 1939, grew up in Los Angeles; Peter came to Canada in 1974 and made his home with Jan and Star, in Gray Creek since 1980. During his professional life in California, Peter appeared in 22 television shows, several movies and many plays. Touring with a theatre group in the 70’s Peter guided presentations that inspired audiences throughout southern BC to awaken to the earth’s need for love and care in the face of environmental degradation. He gathered allies to form the Eastshore Environmental Council, committed to education and action on environmental issues in our area, as well as the Forest Council. He organized and led community forums and sessions to guide residents to visioning the kind of community they wanted and to Ànding ways to manifest their ideals. Guiding Hands Recreation Society and the Tipi Camp gave hundreds of people an opportunity to be immersed in the wonder and teachings of the natural world and be forever changed for the better because of it. An accomplished movie maker, Peter directed many video projects. He especially valued one that documented the creation of an elders' living facility in Salmon Arm, showing the importance and value of keeping elders in their community near friends and family when they are no longer able to live independently. He brought this vision to the Eastshore and worked for many years as chair and board member of Kootenay Lake Eastshore Eldercare Cooperative Association. The powerhouse of that group, Peter exhausted every possibility through years of effort to try to manifest this vision. When his lungs were damaged with an infection and Peter had to be on oxygen support, he began writing a support manual to help others who face the same challenge to navigate the needs and requirements of the situation more easily. He never stopped looking for ways to be of use and to contribute positively. He also never stopped Ànding joy in the beauty of the world. Peter was predeceased by his parents Dan and Helen Duryea. In addition to his immediate family of Jan and Star, Peter has a brother, Richard (Lorraine) and nephew and godson Derrian, mother inlaw Millie Bryan, sisters and brothers’ inlaw, Bill, Pat and Bill, Nancy and Doug, and several nieces and nephews. He is also survived by the large community who will miss the light of his face and voice when he spoke of the wonder of this world and who will be forever touched by his profound gratitude for the gift of life. Those who were fortunate to know Peter met someone dedicated to Ànding ways to contribute to the well-being of the natural world and all the life that belongs to it. According to Peter’s wishes, a private small burial was held in Gray Creek. A Celebration of Life may follow at a date to yet be determined

Musical, Annie, offering an optimistic outlook BY LORNE ECKERSLEY Advance Staff

The sun might not come out tomorrow but Annie, the latest Footlighters Theatre Society and Adam Robertson Elementary School co-production, opens next Thursday, rain or shine. Since 1977, audiences have flocked to productions of the popular musical. Now thanks to a dedicated group of theatre enthusiasts, Creston residents get their turn. Based on the long running (1924-2010) comic strip, Little Orphan Annie, the stage musical features familiar numbers like Tomorrow and It’s the Hard-Knock Life in a story set in 1933. Creston audiences are in for something of a rare treat — 11-year-old Katie Foy takes on the role of Annie, who is also 11 in the story. Annie is often played by girls in their teens. “Katie has been quite the trouper,” said director Brian Lawrence. “She has two solo numbers and takes part in several more, and she’s in nearly every scene, so she’s rehearsed up to five times some weeks, which is a lot of work for an adult, let alone an 11-year-old. But she has really opened herself up to trying new things to bring the character to life — Annie is highly optimistic, but

vulnerable at the same time, and Katie seemed to really get that from the start.” Of Footlighters’ decision to present Annie, Lawrence said, “It’s always had something for everyone. “The original comic strip was serious, geared to adults and full of political commentary. That premise was maintained until it ended in 2010. And younger readers, of course, could identify with Annie. The same holds true with the musical — it’s vibrant and full of life so kids can enjoy it, but it’s not ‘dumbed down’, so there’s still something there for adults.” For three months, the cast and crew have been hard at it, with many rehearsing up to four times a week. Lawrence and musical director Simone Wiebe (who also appears on stage as the unlikeable Miss Hannigan) have been impressed with the dedication of the cast, most of which don’t have much background in musical theatre. “Other than Simone, who played Maria in The Sound of Music, some of our leads have had relatively little experience in musicals — and they’ve all come a long way in the last few months,” Lawrence said. “Colin Hardwick has had supporting roles in our last few musicals, but this time he gets to sing a few very emotional solos. Candace

Foy hasn’t performed before, but her confidence and range have just blossomed, and it’s been a pleasure to watch. “And seeing Jordan Koop and Ashley Lee conspiring with Simone has been too much fun! “Of course, I can’t overemphasize how impressed I am with the ensemble. It’s a great mix of about a dozen veterans and newcomers who have some complicated music, as well as several costume changes — some of them play six characters. Their collective role is to populate the world of Annie, and they do it remarkably well.” Children have often been featured in Footlighters’ musicals and the director said their success comes hand-in-hand with understanding their roles. “The biggest challenge is making sure they have fun while still putting in the effort it takes to make sure they’re ready for the stage,” he said. “It’s never as simple as having them memorize lines and lyrics and choreography. If they don’t understand why their character is doing something, they won’t understand why they, as actors, have to do it. You really have to pay attention to them — you can’t just bluff your way through it.” Like all enduring theatre, Annie has themes that resonate

year after year. The optimism of an 11-year-old orphan who finds herself in the company of a half dozen other parentless children is expressed in Act I, when she sings: When I’m stuck with a day That’s gray, And lonely, I just stick out my chin And grin, And say, Oh, the sun’ll come out Tomorrow So ya gotta hang on Till tomorrow Come what may Tomorrow! Tomorrow! I love ya, tomorrow! You’re always A day Away! “The story might take place in 1933, but the characters have the same hopes and dreams, and strengths and weaknesses that we have today,” Lawrence said. “And it’s a great reminder that no matter what troubles may befall us, we always have the hope of better times ahead.” After hundreds of hours of planning and rehearsals, the cast and crew are more than ready to get the show on the road, or stage. Katie Foy, as Annie, is joined by Andrea Daignault, Kienna Dyer, Mackenzie Fowler, Zoe Marini, Sydney Pugh, Shaylee Stuart, Jesika Troughton and Meredith Walker as orphans

at the New York City Municipal Orphanage. Annie is thrilled to be taken from there to spend Christmas with billionaire Oliver Warbucks (Hardwick) and his assistant, Grace Farrell (Candace Foy), who vow to help the orphan find her parents. When Warbucks offers a reward, orphanage mistress Hannigan (Wiebe), her brother Rooster (Koop) and his girlfriend Lily St. Regis (Lee) hatch a plot to get their hands on the money. The show is set against the backdrop of the Great Depression, and provides a fictional account of how President Franklin Roosevelt (Bob Purdy) was inspired to develop his New Deal, which boosted the U.S. economy. Joining them is an ensemble (Morgan Benty, Gwen Benty, Keiryn Dyer, Frank Goodsir, Vern Gorham, Louise Lansing, Jasmine Lothien, Jesse Moreton, Laura Nelson, Marybeth Stenhouse, Jason Smith, Victoria Troughton, Jacqui Vezina, Cara Waddle, Gill Wells, Caleb Wells) playing a variety of roles, some as many as six. Annie will run at 7:30 p.m. April 11-13 at Prince Charles Theatre. Teachers of Prince Charles Secondary School’s AVID (Advancement Via Individual Determination) program made a presentation at the March 26 School District No. 8 (Kootenay Lake) board of education meeting, held at the Creston Education Centre, to ask that the program be included as a line item in future budgets. The program, an elective class that costs $171 per student for an annual total of $15,730, traditionally helps stu-

dents who are from lower socioeconomic levels or families that are underrepresented in high school graduation and/or post-secondary education. It encourages students to improve in organization, study skills, public speaking skills, career and post-secondary research, and community involvement. “It’s not a flash in the pan kind of thing,” said teacher Jeff Banman. “We’re creating long-term habits ... that put power tools in the hands of these students.” The program gives a lot of exposure to post-secondary opportunities, added principal Sharen Popoff, of particular

importance in the Creston Valley, which generally has lower education and socioeconomic levels, resulting in lower post-secondary attendance. For the last 10 years, the program has been funded through a Canada Millennium Scholarship Foundation grant, and through fundraising and teachers’ professional development funds. The program, which has 93 students, is vital to push the students toward higher education, Banman said. “If they cannot see it, if they cannot touch it, they will not think of it later on,” he said.
