Municipalities cash in on community grants Timothy Schafer West Kootenay Advertiser

The province handed out a sack of cash to Kootenay communities in its latest Strategic Community Investment Fund (SCIF), an unconditional grant payment the province makes from its general revenues to municipalities across the province. With a total of over $450,000 coming

to the Greater Trail area—and $1.23 million to the West Kootenay Boundary—the SCIF grant includes the traffic fine revenue sharing program and small community and regional district grants. Each community uses the cash injection to help flesh out its budget, but how that cash is used varies with each municipality.

Rossland will have $84,075 come its way, but Trail received the largest overall instalment of cash at $106,698 in the West Kootenay-Boundary, including $22,269 from traffic fine revenue. Trail was the only community in the Greater Trail region to receive traffic fine revenue. The traffic fine revenue sharing program

funding helps offset the cost of policing and community safety, with Trail using its allotment for the city to employ two extra Crime Reduction Unit RCMP officers to provide a “higher level of service.” Only communities that pay for policing— Trail, Nelson and Castlegar—received the traffic fine revenue. The grants come from ticket fines and

court-imposed fines on violation tickets, and the amount of money a municipality receives is based on its contribution to total municipal policing costs. Fruitvale was given $80,678, Warfield garnered $79,362, while the Regional District of Kootenay Boundary received $35,823. Montrose was allotted $70,168 in small community grants.

Currently showing at the Kootenay Gallery is the work of one of Canada’s widely recognized landscape artists, John Hartman. The exhibition entitled John Hartman: The Columbia in Canada, is a series of watercolours painted along the Columbia River over several years. Though the images are small in scale, this watercolour series represents large vistas painted en plein air from vantage points high above the river. Hartman’s fascination with history drew him to this significant river that has so impacted the human history of the region. He followed the Columbia River, beginning in the Rockies, heading north and then winding down through British Columbia to the United States.

cense for mobile vendors to operate on the village streets. “I’ve had a café in Salmo for eight years,” said Lamiah Arnold-Trower, owner of the Dragonfly Café. “I pay huge taxes, insurance and mortgage, and it is a challenge to stay open in the winter.” “It isn’t fair to give someone the license to pull up across the street from me and then drive away when it’s not busy,” she said. Bylaw 645 restricts mobile vendors to operate only on private property and not within 50 metres of existing businesses. Currently, a mobile vendor pays $250 a year. “My payroll alone is upwards of $100,000 a year, and for $20.83 a month, a person can run the truck all by himself,” explained

Blair Peel, owner of PlanB Custom Catering and Confusion Taco vending truck, currently parks on commercially zoned private property to service his customers; but would like to move his truck onto a street in Salmo. “I was just trying to move the bylaw so I can occupy some space on the street and create more income through the village based on square footage,” explained Peel. “And I was just trying to get some more vendors to come into Salmo if they wanted.” “This bylaw only allows two spaces in Salmo to be occupied with the owner’s permission.” The residents and business owners in Salmo voiced their concerns regarding

the bylaw at a previous public meeting. “As far as I am concerned, I will vote with what appears to be the preference of the majority,” said Coun. Merle Hanson. Coun. Bob Vliet said the village needs someone to come forward and make an attempt to find a place for (mobile) vendors to set up, and then the bylaw can be revisited at a later date. “That’s what I have been saying all along,” said Mayor Ann Henderson. “If someone would champion this, we can always amend the bylaw later on. “But until somebody brings us a proposal, I am afraid there isn’t time to change this.” The bylaw will be on the agenda for possible final adoption on April 9.

Rossland taxpayers willing to ante up for education trail staff West Kootenay Advertiser

Local education matters to some folks who are willing to prove it with their pocketbooks. The people have spoken and it’s apparent that an over-

whelming majority of Rosslanders is in favour of an increase in taxation to support the continuation of kindergarten to Grade 12 education in the golden city. The results of a week-long, city-wide poll by the Neigh-

bourhoods of Learning (NOL) committee were delivered Monday to Rossland city council and it was found 60 per cent of the respondents supported a tax increase if it meant grades 10-12 would be kept in the com-

munity. The result was “encouraging” said NOL chair Aerin Guy, and a response rate of 37 per cent overall illustrated how much the issue was of importance to people in the city. “A survey like this

is not binding in any way, but it does send a message to city council that shows there is a majority of support there,” she said. And the message was delivered by Guy Monday night at Rossland City Hall.

Mayor Greg Granstrom said council will now include a component of taxation for education in its upcoming budget discussions in the next few weeks. He said council

would take the survey results “very seriously,” and it was a good starting point for how much the city’s taxpayer’s could be involved in saving the secondary school grades.

Through the Walls of Time

Fifth in a series on West Kootenay-Boundary place names You’d think the Slocan Valley hamlet of Appledale must have taken its name from its fruit industry. Indeed, the Encyclopedia of British Columbia says it was “Named for the area’s extensive orchards.” But it was probably called that before there were any fruit trees. The West Kootenay Orchard Association owned the land and likely named it to inspire settlement. The earliest known reference is in a letter from the company of September 12, 1910, although it appears to have been known as Appledale, or Appledale Orchards, for some time before that. Nelson real estate agent Jerome L. Hirsch bought the lands from lumberman John B. Winlaw in 1910 for $80,000, and formed a partnership with James Chapple and Judge

In another letter, the company claimed “At Appledale we have over 3,000 acres of fine, level land, and the best feature of it all is that this land is practically cleared, having been thoroughly burned over.” (For emphasis, most of this was in written in all caps.) “Appledale is in a proven fruit district; there are old bearing orchards on the land and the soil will raise the very finest apples, pears, peaches, quinces, apri-

cots, plums, prunes, strawberries, gooseberries, raspberries, blackberries, etc.,” the promoters promised. Not all who took the bait felt satisfied, however. Burnaby resident Dave Martin’s grandparents, Henry and Nellie Green, bought land sight unseen at Appledale on a bench above the Slocan River. They arrived with four children in September 1919 to find their new house uninhabitable and the property unsuitable

GEM Theatre marks 100 years Grand Forks brief

A fixture on Market Avenue in Grand Forks, the GEM Theatre will celebrate a series of anniversaries in 2013.

The ever-popular movie house (which opened in 1911 as the Empress Theatre and was given its current name in the ‘50s) burned down and re-opened in 1913.

Current proprietors Marius and Maureen Paquet took over operation of the local attraction in 1988 from Peter and Mary Abrosimoff.

for farming. They stayed less than a year. By the end of 1912, the West Kootenay Orchard Association had sold over $153,000 worth of Appledale property and Hirsch built a house at 312 Latimer Street. But he suffered insomnia, nervousness, and recurring flu bugs. “I feel sad over the whole business,” he wrote Goss, “as my best efforts seem to fall far short of the results I should like to bring about, yet I feel almost helpless

to do better.” Doctors prescribed a drier climate and he began wintering with his family in Los Angeles. He died there in 1932. In 1983, as construction workers renovated the Nelson Home Furniture building on Josephine Street, they discovered a cache of Hirsch’s letters and business papers in the walls, now held by the Shawn Lamb Archives at Touchstones Nelson. The Appledale post office opened April 1, 1914, closed April 19, 1955, reopened on November 16 of the same year at a different location, and then closed in 1959 after it burned down. For many years, the post office and store were in the Kopecki and Woyna families. The Kopeckis’ son Robert became well known as announcer Bob Kaye on Nelson radio stations CKLN and CKKC. Tip of the Week: The New Moon in Aries, the 1st official one for spring 2013, is on April 10th. Especially since there will be 5 ‘planets’ in Aries – Sun and Moon (officially called ‘luminaries’) Venus, Mars and Uranus, which are already in Aries. Yet, it is the New moon in Aries cycle that will prove to really activate the season and perhaps the entire year into much more dynamic motion. Though a welcome change for many it could also coincide with a lot more drama. The display of muscle and aggression in North Korea is one example. Up to now, we have been still under the influence of the previous New Moon of March 11, which not only hosted 7 ‘planets’ in Pisces but also Mercury retrograde a swell. Many will agree that upon reflection and even now, this has synchronized with what might be deemed a ‘wishy-washy’ cycle. Like moving through a dense fog, indecisiveness, insecurity, people deciding upon something then changing their mind quickly thereafter or simply not feeling confident, clear or focused enough to make any decisions at all has been a consistent theme. Confusion, clumsiness and other mishaps are also characteristic themes. As for current cycles, the influence is lingering like a persistent weather pattern but will change again as if suddenly. So, we can all look forward to a more direct and decisive cycle, though admittedly Mercury is still in Pisces and will be until April 13th, which means it is featured in the New Moon seed chart. This means some residual fog patches in the ethers will remain for a while yet. Still, the friction that the five planets in Aries is already generating will certainly burn it off quickly, so expect things to ‘heat-up’ even more on many fronts very soon!

To perpetuate your growing confidence it is important that you explore new avenues. The urge to do so will become much more obvious soon.
