The government last provided additional funding for ER staffing in 2010, but since then there has been no new money despite a sevenper cent increase in emergency patient visits year over year from 53,534 in 2011 to 57,400 in 2012 at NRGH alone. Health Minister Margaret MacDiarmid has stated no direct funding for more doctors is coming, though the government has negotiated a $90-million physician master agreement with the B.C. Medical Association. About $20 million of that is slated for new services, which can be used to address emergency room concerns if the association chooses. Nanaimo resident Sherry Routledge said her 85-yearold mother waited unattended in triage on March 9 for more than an hour after breaking her shoulder in three places. “It was a total of 2.5 hours from the time she fell to the time she had any pain medication,” said Routledge. “The ambulance attendant actually had to go looking for somebody because there was nobody in triage. “Once we did get some attention, the doctor was great, she did everything she could. Understaffing at Nanaimo Regional General Hospital’s new emergency room is causing staff to burn out and leading to poor patient care, says at least one doctor. In a video on http://bc emergencycare.com, Dr. Kevin McMeel, looking tired at the end of an extended shift at the emergency unit at NRGH, says more doctors are needed to keep up with increasing patient numbers. “My shift started at six in the evening and was supposed to end at 2.a.m. It’s now 5 a.m. and I’m standing outside the newest emergency room in the province that we opened in October,” McMeel tells a camera. “It was built about three times the size of the last one, bigger because we were seeing way more patients ... Despite that we don’t have any extra staff.” McMeel’s testimony is one of several B.C. doctors on the site asking the government for $10 million in additional funding to pay for more emergency

Break-ins rise during March

Community input sought on Cedar street plan

The Regional District of Nanaimo is hosting an open house and presentation regarding the Cedar Main Street design project later this month. The purpose of the open house, scheduled for April 24 from 6-9 p.m. at Cedar Heritage Centre, 1644 MacMillan Rd. in Cedar, is to seek community input on the draft Cedar Main Street Village Plan. The project is an RDN community planning initiative aimed at creating an illustrated village plan for the area, which includes lands located on both sides of Cedar Road between MacMillan and Hemer roads. The draft plan currently includes land use policies and development guidelines intended to guide future development and reflect the residents’ long-term vision for the community. Some of the elements that will be discussed include building and landscape design, pedestrian and cyclist access, parks and recreation and transportation. The draft plan could also result in changes that include land use, housing, recreation, employment and servicing. Judging of the show is done by the American Orchid Society and a potting demonstration takes place April 14 at 1 p.m. During the show and sale people will be able to view a wide variety of orchid species and talk to society members who are experienced growers. Glover and Mike Millar are the only founding members still in the society. It now has more than 80 members in the central Island area, which stretches from Campbell River to Victoria. Nanaimo RCMP are warning businesses and residents to be extra vigilant in securing their property after a series of break-ins in the city. Police say since March 20 there have been 36 confirmed break-ins in Nanaimo. Of those, 14 were businesses, 14 were homes and the remaining six were sheds, garages or carports. In the same period last year there were 16 break-ins. According to a map provided by the RCMP, business break-ins occurred evenly from south to north, with many of them not far from the Island Highway corridor. Residential breakins were mostly in central and south Nanaimo, with two exceptions in north Nanaimo. Commercial break-ins have been described as smash-and-grabs late at night over the course of the week. Police say thieves are using blunt objects to smash open doors. Once inside, they take anything of value that is easily accessible, specifically electronics. “Business owners need to look at their businesses like thieves do and take the necessary steps to lock up and secure items a thief would target,” said Const. Gary O’Brien, Nanaimo RCMP spokesman. Residential homes are being entered mostly through unlocked windows and doors, including patio doors, and home owners are reminded that during nice weather, it is important to secure a house when nobody is home. Small items and electronics are also targeted in these cases. Police recommend store owners place signs in their windows alerting wouldbe thieves there is no cash on site, and that electronics are locked away and tills left open. Business owners should also be aware of visitors acting suspiciously as criminals often stop by a day or two before breaking in to get an idea of the layout of the store. Patience is a necessary virtue for orchid growers, especially because it can take up to five years for a seedling to mature enough to bloom for the first time. And those flowers may only last a couple of days or a week at most. “You just wait in anticipation to see them come up,” said Dora Glover, a founding member of the Central Vancouver Island Orchid Society. “The main thing with orchids is the proper conditions and patience.” But the time invested in caring for the plants is worth it because of the joy and amazement she feels when she sees the flowers for the first time. Once mature, the plant will bloom every year. Glover said if people have enough varieties they could always have something flowering during the season. Although orchids may look

like delicate flowers, the key is knowing how to care for the specific species, especially if people are growing them from seeds. “It’s a case of knowing your conditions and what your plant is going to like, otherwise it will go to orchid heaven,” said Glover. Glover grows a variety of species and has had some more than 20 years. She repots new growths from mature plants to either add to her greenhouse shelves or sell to other growers or at shows. People who want to grow orchids can skip the seedling stage and buy mature, hardy varieties, such as the phalaenopsis, in stores, or purchase at the orchid society’s annual show and sale Friday to Sunday (April 12-14). The event runs from 9:30 a.m. to 9 p.m. on Friday, 9:30 a.m. to 5:30 p.m. on Saturday, and 11 a.m. to 4 p.m. on Sunday at Nanaimo North Town Centre, featuring vendors from across Vancouver

The finance ministry only identified 16 of 100 properties up for sale, and none have actually been sold yet, he said. De Jong presented the government’s long-promised balanced budget in February, after a string of deficits triggered by the 2009 international financial crisis and the dismantling of the harmonized sales tax. He credited public service unions for agreeing to minimal wage increases and other strict spending controls for the low projected increase in spending.

The B.C. NDP has kicked off its election campaign with a more detailed attack on the B.C. Liberal government’s pre-election budget, estimating it conceals a deficit of $790 million. NDP finance critic Bruce Ralston presented his version of the budget in an effort to show it is not balanced, as claimed by Finance Minister Mike de Jong. The NDP has signalled it will run deficits if it forms a government May 15. Ralston said the party will present its own fiscal plan next week, with taxes and spending aimed at keeping the deficit from rising beyond $800 million this year. Ralston said further analysis of the February budget forecasts unrealistically low increases in spending, especially in the current fiscal year, where total spending is budgeted to rise only 0.8 per cent. The average spending increase in the past four years has been three per cent, and it is “not realis-

Foundation supports kids programs Two children’s programs in Nanaimo are a go this year thanks to funding from the Children’s Health Foundation of Vancouver Island. The summer camp at Nanaimo Child Development Centre will receive $6,700 and Success by Six’s group perinatal care program will get $26,670 from the foundation, which is giving out more than $700,000 to programs across the Island that improve the health and well-being of children and youth. The summer camp program is for children and youth with identified special needs and provides individualized support to help youth increase their knowledge and the skills they learned during the school year and maximize their independence at home and in the community. The perinatal project will offer group care to 70-100 families and will include a facilitator, a registered midwife and guest presenters. The program aims to assist participants in making connections with other families and community resources as well as getting actively involved in their own prenatal self-assessments. The foundation, a nonprofit previously known as the Queen Alexandra Foundation for Children, received 68 grant applications – more than double the number from 2012 – and approved funding for 30 programs this year, up from 19 last year. Settlement reached in Lantzville farm dispute

Mayor Jack de Jong said the heart of the issue was concerns from neighbours about importation of raw manure and water quality. De Jong hopes the settlement, which cost the district about $25,000, can be used as a template for amending the home business bylaw. “Using that as a foundation, I think we can work and make something that will be supported by the community,” said de Jong. “There seems to be some consensus that we should incorporate urban agriculture in the home business bylaw.” Becker said he and Shaw signed the agreement because they needed closure. “It’s been a two and a half year battle and Nicole and I are very, very tired of fighting,” he said, adding that the agreement does not address the issue of changing urban farming from being illegal to a supported, encouraged and protected activity. “That’s all we’ve ever wanted,” said Becker. “It’s all about our cultural attitude

Lantzville’s mayor hopes a settlement reached recently in a longstanding dispute over the operation of a commercial farm on a residential property could help address the urban agriculture issue. The District of Lantzville announced last week the dispute between the owners of Compassion Farm and adjoining property owners, which began in the fall of 2010 after a neighbour filed a complaint with the district over manure odours, has been resolved after a nine-month mediation process. A letter signed by Compassion Farm owners Dirk Becker and Nicole Shaw and adjoining property owners states that while the farm operation is not permitted by the residential zoning bylaw, the district does not intend to take any enforcement action against the contravention as long as Becker and Shaw comply with several conditions. Conditions include limits on the area under cultivation, on-site sales and the amount of materials that

towards farming in residential areas.” The dispute began in 2010 with the complaint, after which the farm was cited as operating in contravention of Lantzville’s zoning bylaw. Becker and Shaw were issued a 180-day cease and desist order, but continued to operate the farm, prompting council to issue a legal threat to force compliance, which was later dropped in favour of mediation. The issue sparked a broader community discussion about urban agriculture and led to development of an urban food bylaw that was later abandoned in favour of creating a soil deposit and removal

bylaw, which has not been adopted. Becker said he is mortified at the amount of district money being spent on the individual issue and he feels that Compassion Farm has been the victim of “selective enforcement.” “There’s hundreds and hundreds of infractions in Lantzville right now,” he said. “They put all this energy into going after us.” De Jong said now that the major players – Becker, Shaw and their neighbours – have reached an agreement, he feels council can move forward with creating a change to the bylaw without undue pressure from both sides. Jamie Wallace, spokesman for Friends of Urban Agriculture Lantzville, a group that formed in response to the Compassion Farm dispute, said the group thinks amending the home business bylaw is a good place to start, but hopes council will allow the community to provide feedback along the way. “We haven’t had an opportunity to review [the agreement] line by line, but I do think it is a place to start,” he said. “That agreement, in some regards, was a victory for people who want to have urban farming as an allowable activity.” reporter@nanaimobulletin.com

Transport links provincial burden There are certain realities that come with the decision to live on an island, even so large an island as ours. The impact of those realities — isolation, expensive, time-consuming travel, reduced access to goods and services — is felt many times more the smaller or more remote the island is. The people of British Columbia should be in the business of smoothing those issues, not dismissing them as solely being the problem of island-dwellers. Traffic congestion is an issue solely for urban dwellers, yet the province spends billions on Greater Vancouver’s bridges and rapid transit systems. The folks in Kamloops, Prince George and parts farther north aren’t spending much time on the Coquihalla, yet that didn’t prevent the government of B.C. from investing transport trucks full of cash to give the people of the Okanagan a more direct link to the Fraser Valley. As far as we are concerned the same spirit of courtesy and cooperation should be extended to the residents of the B.C. coast. It has been said so often it has become a cliche, but it still bears repeating: the ferry system is part of B.C.’s highway system and it needs to be treated as such. Eighty-five per cent of the cost of constant upgrading of the Malahat is not being carried by the citizens of Nanaimo, Comox and Cowichan. Eighty-five per cent of the cost of building and maintaining Glenora Road is not on the shoulders of the residents of Glenora. Why should the residents of Penelakut and Thetis Island be paying such a high share of their only public transportation link? By all means find ways to make the service more efficient. But transportation links are a provincial responsibility. Stop unfairly targeting those who live on an island. Drain the dams, make the call To the Editor,

Re: Colliery Dam issues about more than a park, Letters, April 2. Thanks to Jeff Solomon for his letter about Colliery Dam Park. One has to wonder what has been going on behind the scenes in the last number of years. When one reviews the number of studies conducted dating back to the late 1970s, why the big rush to destroy a portion of Nanaimo’s coal mining history? Where in the last 20 years has a study and report been requested from city council to conduct a study on Colliery Dam Park? Where are the reports to council on these studies? To the best of my knowledge, the last major maintenance on Colliery Dam Park was in the late 1970s when there was a re-enforcement

of the middle dam wall and minor work on the lower dam. Where are the engineering reports and drawings as it relates to the work performed at that time? Were there any reports that indicated or identified that either dam was in an unsafe condition? It is also worth noting the various reports make reference to significant earthquakes and extreme rainfall without giving any definitions to magnitude or volume. If there is a concern over the volume of water entering the Chase River system, why has the city in the past dumped water from the South Forks reservoir into the system? Making reference to the Bowen side channel is misleading. The area of the park utilized was a natural area where consultants and engineers had a view and were able to walk the area to be

used for this project. I suggest not one member of city staff has viewed either of these dams drained. I recall seeing the lower dam drained on at least two occasions. Several suggested solutions have been brushed off as not feasible, but how can you rule any of them out without first draining the dams and doing an onsite engineering inspection? It’s disturbing that staff has suggested the costs to remove the dams and refurbish the area at $7 million. How can you put a figure on this project prior to seeing the ground or basement you have to work with? Do the proper thing, drain both dams and do an independent engineer review. After the review, involve the community in the proper remedial solution.

Trustees’ work less than stellar To the Editor,

Re: Board votes to extend spring break, March 30. What would happen if we cut the salaries of the trustees, and put that money toward people who actually work to educate our children? Or toward materials for the classrooms? A couple of trustee salaries would go a long way in science kits and art supplies. I’m less than impressed with the work the trustees have done this year. They have argued about criminal record checks for trustees who smoke the occasional joint, spent a ridiculous amount money on a logo using a Vancouver company (not even supporting local business), cut educational assistant

time and cut classroom time. The only time I saw any trustee at my son’s school was around election time. While some of them might be well-meaning as individuals, as a group they have done nothing positive for our children’s education. I really think our public schools are in crisis and that we as taxpayers need to examine why we have nine trustees who are working against educating our children.

Hotel opposition frustrating To the Editor,

As a professional who attends a number of provincial and national conferences, I’m frustrated with the negativity against the proposed

hotel and Vancouver Island Conference Centre. The VICC was built with the understanding that a hotel was necessary to allow large enough conferences to make it profitable. We do not have adequate hotel accommodation in Nanaimo for the large conferences that the VICC could accommodate, and which would be profitable, bringing in business for the downtown. The emotional reactions remind me of the ones that forced the repeal of the HST. The conference centre is capable of being a success if people will look at it rationally, get out of the way, and allow a hotel to be built.

Kids can play safe when participating in sports The spring sports season is a popular time for school-aged children. After a few months of being cooped up indoors, many kids are ready to spend time in the fresh air. Organized team sports are one way they can burn energy and learn lessons in camaraderie and problemsolving. Spring sports season presents a host of opportunities for athletic youngsters. But the secret to a successful season has little to do with wins and losses and a lot to do with making sure children have fun and take the necessary precautions to reduce their risk of injury on the playing field. Certain sports go hand-in-hand with the spring season. Here is a look at some popular spring sports and how to reduce a child’s risk of suffering some of the more common injuries associated with those sports. Baseball/Softball The start of the spring season coincides with the commencement of the professional baseball season. Therefore, many schools and towns have baseball and softball leagues that also begin once the weather warms up. Baseball and softball are popular sports. However, each sport involves sliding, running, fast-moving balls, and long hours out in the elements. Each of these activities can cause injury, and some of the more common injuries associated with baseball and softball include soft tissue strains, fractures after being hit by a ball, sunburn and heat fatigue. Children who are playing baseball or softball should always wear the recommended safety equipment. This includes a batting helmet, shin guards, athletic supporters, sunscreen, mouth guards, and eye protection. Proper stretching and warm-ups can make muscles and tendons limber before play. Soccer Soccer has long been a popular sport around the world, and interest in the sport has grown considerably in North America. Soccer is ideal for developing hand-eye coordination. The constant running involved also makes it one

of the best spring sports for kids in terms of overall exercise. Due to the constant movement involved with soccer, players should regularly rehydrate. Shin guards can prevent injuries and bruising to the legs, while wearing sunscreen will protect kids from sun exposure. Lacrosse Lacrosse is a game that marries elements of basketball, football and hockey. Players throw and catch a small, hard, rubber ball with a netted stick, called a crosse. Lacrosse is a contact sport; therefore, protective gear is essential to prevent injury. Players must wear helmets, typically with a safety grill over the face for boys. A mouthpiece, gloves and padding can be worn to further prevent injuries. Track and Field Some athletes excel in track and field.

Although less combative than other sports discussed and with little or no risk of contactrelated injury, there are still some dangers inherent to track and field. Strains and sprains from falls or rolling ankles are common. Safety precautions for track and field competitors revolve heavily around the athlete’s conditioning. Allow for ample warmup periods and make sure athletes always wear supportive footwear. Players should always consume a good deal of water or other fluids to remain hydrated, and take sufficient breaks when the weather is warm. Spring sports are popular for children of all ages. When the weather warms, the desire to get out on the field and engage in play increases. Adults can safeguard their children by ensuring the rules of the game are met and that the proper safety equipment is always used.

VIU alumni slip on T-shirts By JanIna STaJIc By pooling their collective skills, a group of Vancouver Island University alumni have created VIU alumni merchandise. The T-shirts, which come in two different styles, were designed by graphic design alumni Sarita Mielke, who graduated in 2010, and Terence Fitzgerald, who graduated from the same program in 1992. Mielke and Fitzgerald then worked closely with Senini Graphics, owned by Brent Senini, who was in VIU’s fine arts program in 1975. He and his company’s head designer,

Neil Speirs, a 2013 graduate of VIU’s graphic design program, advised on colour choices and also printed the T-shirts. “It was great to be able to work together on this project,” said Fitzgerald. “It was an example of how alumni can network and support each other even once they’ve left VIU.” The team ended up developing two different designs – one with a classic look; the other with a more modern appeal. They then approached the team at Senini Graphics to discuss colour choice and printing options.

“We decided on a navy blue colour as it’s a classic look, but also one of VIU’s colours,” said Senini. “Then we printed it using a technique called discharge printing, where the design is bleached out of the shirt, rather than printed on top. It makes for a cleaner, more interesting finish.” The T-shirts are $20 and proceeds go toward developing programs for alumni and scholarships and bursaries for current students. Every driver can help curtail exhaust emissions When you drive a vehicle that burns fuel, such as gasoline or diesel, the exhaust contains a complex mixture of gases. Many of these gases, such as carbon dioxide, nitrous oxide, methane, nitrogen oxides and more, can affect human health

as well as the environment. It’s worth thinking about every time we turn our ignition key. Tailpipe emissions can be classified as greenhouse gases (GHG) or criteria air contaminants (CAC). GHGs include carbon dioxide

(CO2), nitrous oxide (N2O), and methane (CH4). We can all help by: Adopting fuel-efficient driving habits, such as accelerating gently, maintaining a steady speed, anticipating traffic and coasting to decelerate.

Purchasing a fuel-efficient automobile. Reducing speed. Going from 100 km/h to 120 km/h burns 20 per cent more fuel. Avoiding idling. If you’re going to be stopped for more than 60 seconds, except in traffic, turn

Taylor J. Booth

We are very sad to announce the death of Taylor J. Booth of Lantzville, age 26, on the 27th Feb. 2013. He was struck by a vehicle while hitchhiking in Chad, Africa. He attended school at Seaview Elementary, Dover Bay Secondary, Brentwood College School, and University of Canberra, Australia, where he eventually completed a Bachelor of Resource and Environmental Science. Taylor was a Cub Scout, soccer player, avid reader, hiker, camper, climber, rugby player, bike rider, environmentalist, hitchhiker (over 170,000 , km.), ), traveler (over ( 70 countries), ), vegan, couchsurfer and lover of life! He had a high moral character, a stubborn will and a desire to save the world, one small step at a time. Taylor is survived by his parents, Peter of Yellowpoint, Barbara of Lantzville, and his sister, Megan. He also leaves behind his Uncle Bruce and Aunt Janet, Aunt Ginny and Uncle Delbert, Uncle John and Aunt Charlene, Uncle Rod and Jackie, Grandpa Lee, and all the cousins and other relatives. BMX club pedals into first races Riders are ready to navigate the ups and downs and twists and turns of another BMX season. The Nanaimo BMX Association holds the first race of the season on Sunday (April 7) at the Marie Davidson BMX Park. The sport is going strong, reports Chris Johnson, club president, in a press release, with riders ranging from two-year-old half-trackers up to 60-year-old masters athletes. “Nanaimo BMX’s primary goal is to encourage riders of all ages to be active and to enjoy a healthy lifestyle,” Johnson said. “Anyone can start racing BMX at any time.” Sunday’s race is slated for 11:30 a.m. following registration from 9:30-11 a.m. During April there are Wednesday night practices and Sunday races. The first day of baseball season can reveal a lot, says Pirates manager Doug Rogers. He’s interested to see how his players, particularly the rookies, handle their first meaningful games in the B.C. Premier Baseball League as the Nanaimo Hub City Paving Pirates host the Victoria Eagles today (April 6) at Serauxmen Stadium. He said the Eagles should be a fairly strong club this year. “We’re going to see each other’s best pitching, so it should be low-scoring but pretty intense baseball,” Rogers said. Luke Skingle, Pirates pitcher, looks forward to facing the Eagles. “It will be good because we’ve always had a little, I wouldn’t say feud, but there’s always been something there,” he said. The local club is proud to offer qualified coaching in every discipline of track and field, including javelin, long jump, pole vault, sprints, hurdles, middle distance and many more. Along with Tyler Heisterman as head coach, other coaches confirmed for the upcoming season include Al Johnston, Mike Viers, Dave Morris, Sue DeSchiffart, Bernie Katzberg, Coralie Katzberg, Mandie Heisterman, Sven Donaldson, Paul Little, Erin Burrett, Peter Metrowich and Greg Bush. The youngest age level of membership in the club is the track rascals, a non-competitive fun program for young athletes aged six to

eight (born 200507). Cost for this age group is $65. Junior development, aged nine-14 (born 1999-2004) costs $250. Midget, aged 15 (born 1998) has a membership fee of $257. The cost is $280 for youth aged 16-17 (born 1996-97), junior aged 18-19 (born 1994-95) and senior aged 20-34 (born 1979-93). For athletes aged 20-22 (born 1991-93) the registration cost is $257. For masters 35-plus (born 1978 or earlier), the cost is $190. Registration for the upcoming season begins this coming Tuesday (April 9), at Rotary Bowl stadium located on Wakesiah Avenue behind Nanaimo District Secondary. Training has been scheduled for Tuesdays and Thursdays from 6-7:30 p.m. rain or shine and on Saturdays from 10:30 a.m.-noon. Registration forms are available online at the Nanaimo Track and Field Club website and completed forms can be brought to any Tuesday or Thursday

practice session. An important meeting for the parents of all new and returning members will be held at the track clubhouse on April 16 at 6 p.m. The track season runs through until mid-July and the local club has a full schedule of events put together for their members. That schedule includes five Island meets, a road trip to Langley in June for all athletes and the B.C. Junior Development Championships which will be hosted by the Nanaimo club on July 12-14. With those and other competitions on the calendar, it promises to be a fun and exciting season ahead for Nanaimo Track and Field Club members.
