KITIMAT - A partnership led by Shell Canada has filed for environmental assessment of a largescale liquefied natural gas export facility at Kitimat, the latest step in a proposed energy megaproject for northern B.C. The filing includes a letter from the B.C. government asking Ottawa to delegate the assessment to provincial authorities, along with aboriginal consultation. The federal government must first determine if a federal review is required, and then if it

can be conducted by the province. Called LNG Canada, the project is a partnership of Shell, Korea Gas, Mitsubishi Corp. and PetroChina. The proposal has already received a federal export licence that allows export of up to 24 million tonnes of LNG per year for 25 years. The application describes a total of four LNG processing lines at a site near the Rio Tinto Alcan aluminum smelter, and a marine terminal on Douglas Channel at a site formerly used as a methanol export facility. LNG Canada plans to start

construction in 2015. In July 2012, LNG Canada announced a partnership with TransCanada Corp. to build a $4 billion pipeline from shale gas fields near Dawson Creek to Kitimat to supply the LNG plant. The project description leaves open the choice of electricity supply, with one option being a gas-fired generating station capable of 200 megawatts or more. The provincial government has acknowledged that supplying electricity for LNG plants is an issue. Also filing is the proposed Pacific Northwest LNG project set

for Lelu Island near Prince Rupert. This is a partnership of Malaysian government corporation Petronas and Progress Energy. A pipeline route has yet to be determined. Other LNG projects include: • The BC LNG Co-Op, proposed by the Tatham family of Texas and the Haisla for Kitimat • Kitimat LNG, a partnership of Chevron Canada and Apache Corp. for Bish Cove, on Haisla Nation reserve property • British Gas Group, with port facilities at Ridley Island, Prince Rupert and a pipeline operated by Spectra Energy.

PRINCE RUPERT Prince Rupert’s real estate market is booming. In the first three months of 2013, 66 properties, worth a combined $18.1 million, sold in Prince Rupert, including 48 single family properties, two townhouses and three parcels of vacant land. That number is up by 38 properties and $14 million compared to the first three months of 2012. The numbers also put Prince Rupert at the top of the northwest when it comes to realty sales. In Terrace there were 60 properties worth $11.5 million sold, while Kitimat had 18 fewer properties sold for $3 million less, falling from 78 properties last year to 60 this year. “It has been a very strong start to the year and a very good quarter... This increase happened quicker than I thought it would this year. I thought we would see this kind of movement in the third quarter, but it came a lot sooner,” said Keith Lambourne of Royal LePage Prince Rupert, noting both the residential and commercial sectors were going strong. “Commercial sales have been a desert for the past several years, but now there is so much interest in town that peo-

ple are buying. They’re not just kicking the tires, they’re buying.” The average selling price of homes in Prince Rupert was also at a three-year high. Homes in the first quarter of 2013 had an average selling price of $185,918 compared to $168,907 in the first quarter of 2012 and $171,909 in 2011. Lambourne said offers are coming in frequently for

homes between $150,00 and $200,000, with a good selection available in the over $200,000 range as well. At the end of March, there were 220 properties for sale on the Multiple Listing Service, down from 231 last year but still the highest in the region. Despite the number of properties still listed, Lambourne said there is no reason to expect the real estate

market to slow down. “I don’t see why this couldn’t be sustained for the rest of the year and beyond. There are too many multi-billion dollar interests coming forward in the region for this not to be sustained,” he said. “Charles Hays may have been 100 years early, but I think his vision for Prince Rupert is starting to come around.”

Gitxaala taking the feds to court over LNG export licence By Shaun Thomas THE NORTHERN CONNECTOR

PRINCE RUPERT - The Gitxaala Nation is asking the Federal Court to reverse a decision to approve an export licence for LNG Canada, which is planning to build a terminal in Kitimat. A March 26 filing by the Gitxaala names both the Government of Canada and LNG Canada Development Inc. and seeks a judicial review of the decision. The Gitxaala are seeking a declaration that the government breached its responsibility to consult with them about the licence and either a revoking of the licence or a stay on the decision to issue it until consultation has taken place. A licence to export 670 million tonnes of LNG was approved by the National Energy Board on Feb. 4. With the licence in place, the public comment period of the environmental assessment process got underway on April 2.

The Gitxaala say the government did not give notice it was considering the licence, did not give the Gitxaala an opportunity to comment on the proposed approval and did not consider or incorporate the views and concerns of the Nation in approving the licence. Those concerns, which include the impact increased marine traffic would have on the environment and the ability of the Gitxaala to carry on activities like harvesting, were outlined in a letter sent to the Ministers of Aboriginal Affairs and Northern Development Canada, the Department of Fisheries and Oceans, Transport Canada and the Ministry of Environment on Sept. 14. However, the Reason for Decision issued by the National Energy Board does refer to concerns raised by the Gitxaala. “In reply, LNG Canada stated that the Board is not required to delay issuance of the Licence until approvals for the Terminal are sought or obtained. First Nation group raising a red flag when it comes to LNG exports. In March the Gitga’at Nation of Hartley Bay said it felt the government was pushing through licences without allowing time for the Nation to

perform its due diligence. LNG Canada is a collaboration between Shell, Korea Gas, Mitsubishi and PetroChina and is one of three terminals proposed for the Kitimat area.

RCMP consider fire an arson By Cameron Orr The Northern connector

KITIMAT - At just after 11 p.m. on April 2 fire crews were called to a fire at the closed Aluminum City Motel on Dadook Avenue. Fire crews found a cabin unit of the former motel full engulfed in flames, and it took two hours for Kitimat fire crews to have the fire put out. Thankfully there were not reported injuries, said deputy Fire Chief Pete Bizarro. “It’s been abandoned for a number of years and [there was] nobody in or around the structure,” he said.

The Kitimat RCMP took over the investigation of the fire. The Forensic Identification Unit of the RCMP arrived following the incident to assist in the investigation. The fire was initially deemed suspicious but the RCMP now say they do believe it was deliberately set. RCMP do make regular patrols to the abandoned units. They have occasional reports of people on the property but little actual contact with whoever may be up there. But people are very likely making use of the property, he said.

Peppler said in his own patrols through the property he’s found rooms with a fully made bed, seemingly untouched since the facility closed. The motel property is currently listed through Kitimat’s Re/ Max office for $1.3 million. Area residents receive medal for Queen’s diamond jubilee TERRACE - Regional District of KitimatStikine chairman Harry Nyce and Don Roberts, the chief councillor of the Kitsumkalum First Nation, have been added to the list of local residents receiving Queen’s Diamond Jubilee medals. Nyce, who also represents the Nass Valley area on the board of the regional district, was presented the medal through the Federation of Canadian Municipalities, the national organization which represents local and regional governments. Nyce has been a regional district director for the Nass area since 1988 and regional district chair for seven terms and a vice chair for 10 terms. He’s also served as president of the Union of BC Municipalities and is an official with the Nisga’a Lisims Government. Roberts has just been re-elected to a term as chief councillor for the Kitsumkalum First Nation. This will be his fourth two-year term. Skeena NDP MLA Robin Austin, who nominated Roberts to receive one of the four jubilee medals assigned to him, said the presentation reflects the work Roberts has done.

“These medals are about service to community and that’s what Don has done, serve his community,” said Austin. Kitsumkalum has recently opened a quarry with material being

PRINCE RUPERT Almost 300 delegates from around the world will be in Prince Rupert next week for the National Aboriginal Business Opportunities Conference. This is the third year City has hosted the event, this year running from April 16-18, and organizer Geoff Greenwell of 2G Group said it has only gotten bigger over the years. “The conference is hugely popular this year. We are sold out and there is a wait list of about 100 people. There is so much interest in Prince Rupert with the resource boom that is coming, so the up-take for this year has been phenomenal... We’re sold out

at 290 delegates. There were actually only 272 seats available but we were able to create 18 more spaces,” he said. “We have delegates from Asia, the U.S., Europe and all over Canada. It’s really a wide range of people. Prince Rupert is very firmly on the map when it comes to international interest and investment opportunities.” As well as delegates, key players from the energy field will be in attendance. On one panel alone there is Evan Saugstad of Spectra Energy, BG Group Canada acting president Steve Swaffield, Coastal GasLink Pipeline VP Robert Kendel and Pacific Northwest LNG president Greg Kist.

“All of the big players circling Prince Rupert are going to be there... There are also going to be a lot of small and mid-size Canadian companies looking to get contract work and representatives from First Nations in the region including the Tsimshian, Haida, Haisla, Gitxsan, Nisga’a, Tahltan and more,” said Greenwell. The keynote speakers include CEO of The Blended Capital Group investment firm Paul Clements-Hunt who will be discussing project financing and First Resources Impact Ventures president Laurie Sterritt to discuss “First Resources Impact Ventures”. Greenwell said response to the conference among the Prince Rupert

And the ministry is aware that rod and gun clubs and the regional BCWF branch have not been attending the SFAC meetings. “The proposed regulation was discussed actively at the Advisory Committee in March 2012, and obviously we would prefer their voice at that table to provide input throughout the regulatory review process,” Clarke said, noting the regulation change was also discussed at the provincial angling advisory team in December 2012 and presented to six First Nations in the region. “These groups have still received meeting invitations as well as agendas for these meetings, and all related correspondence which would include notification of proposed regulation changes,” he said. Such catch ban plans have been put into place elsewhere in the province with conservation stated as the main goal for their introduction.

TERRACE - The decision to ban and restrict the retention of trout and char caught in area streams that came into effect April 1 has some area anglers calling for one minister’s head and urging reform to a system they say is broken. In a letter to premier Christy Clark dated April 2, 2013, the Northwest Fish and Wildlife Conservation Assocation calls for the resignation of Minister of Forests Lands and Natural Resource Operations (DFLNRO), Steve Thomson, over his decision to sign off on the new regulation, banning the retention of char in all streams in Region 6 (Skeena Region), and curtailing trout retention opportunities. The change is the final straw for anglers in the region who have lost trust in the government, said NWF&WFA president Mike Langegger. Lack of proper science and murky public consultation are at the top of their pack of grievances against the DFLNRO. Langegger

also said that if conservation is the top concern for the ministry, then the fisheries should be shut down completely – no more catch and release, no more guiding industry, an industry which he says has taken priority over regular fishermen like him. The group says it’s been pushed to the edge and pushed out of the conversation when it comes to fishing in the region. “They talk about consultation processes and that being put into place, and the angling community being consulted – that’s very misleading and a farce,” said Langegger. “The regional branch of the BCWF and all rod and gun clubs have removed their support for the SFAC, which was designed to be an angling consultation process specific to the region.” The proposal originated at the 2012 Skeena Fisheries Advisory Committee (SFAC) meeting. The province is standing by the regulation change, and the process behind it, saying the move falls in line with the government’s conservation

PRINCE RUPERT - While Ridley Terminals recorded its second highest monthly volume in the terminal’s history in March, Fairview Terminal saw a sharp year-over-year decline. This March the container terminal handled 35,424 TEUs compared to 52,284 last March, a drop of 32 per cent. Imports last month were down 43 per cent compared to 2012 numbers, while exports were down 19 per cent. “The moderate volume decrease at Fairview Terminal in March was attributed to both the timing of the Chinese New Year holidays whereby container lines consolidated loading in Asia to pre and post-holiday services, and CN Rail experiencing some winter operating issues attributed to an extended cold period in the prairies that resulted in railcar shortages country-wide,” explained the Prince Rupert Port Authority in a statement about the decline. “This contributed to the Port of Prince Rupert only hosting 10 container ship operations in March rather than the average 13 to 15 calls normally accommodated. Despite this drop in volume in March 2013 relative to March 2012, the Port of Prince Rupert year-to-date figures are holding strong with a 6 per cent increase in total TEUs compared to the first quarter of 2012.” However, the terminal remains slightly ahead of last year through the first quarter. So far in 2013 there have been 134,975 TEUs pass through Prince Rupert compared to 127,785 in the first three months of 2012, a difference of six per cent. Imports are up five per cent this year, with exports up seven per cent. Ridley Terminals handle the second highest volume in history in March, moving 1.44 million tonnes of coal. That number is up 26 per cent from last March’s total of 1.145 million tonnes and is driven by an 86 per cent increase in metallurgical coal and an 89 per cent increase in in petroleum coke. the record-breaking year experienced in 2012, with total tonnage up 61 per cent to sit at 3.13 million tonnes compared to 1.95 million tonnes last year. Also up is Prince Rupert Grain. The terminal handled 476,156 tonnes last month compared to 453,215 tonnes, a difference of five per cent. So far this year Prince Rupert Grain is up 10 per cent, moving 1.4 million tonnes compared to 1.28 million tonnes last year. Following a strong start to the year, the number of logs being shipped from the harbour fell two per cent this March. However, the total is still up 63 per cent compared to last year. Overall the Prince Rupert Port Authority is on pace to shatter last year’s record. So far this year there have been 5.94 million tonnes moved through Prince Rupert compared to 4.53 million tonnes last year, an increase of 31 per cent. Also of note, while traffic aboard BC Ferries is up five per cent, so far this year traffic through the Alaska Marine Highway System is down 19 per cent.

Pacific Northwest LNG Project Public Comments Invited As part of the strengthened and modernized Canadian Environmental Assessment Act, 2012 (CEAA 2012) put in place to support the government's Responsible Resource Development Initiative, the Canadian Environmental Assessment Agency has commenced a federal environmental assessment for the proposed Pacific Northwest LNG Project located in British Columbia. PRINCE RUPERT - The City of Prince Rupert will be moving forward with two new faces in the top management spots at City Hall. Chief Financial Officer (CFO) Dan Rodin, who has been the CFO for the City for the past six years, is retiring on May 15. His departure comes just over three months after City Manager Gord Howie left to take a job with the District of Sooke, which has put Rodin in the dual roles of CFO and Acting City Manager since February. “It was just time to retire,” he said, adding the date of the retirement is no coincidence. “I picked May 15 because that is the day the budget and taxation bylaws have to be passed, so from an accounting position it makes sense to go then.” The posting for the CFO position closes on April 30, and Rodin said resumes are already coming in to City Hall. However, Mayor Jack Mussallem said that position won’t be filled until the new city manager is in place. “While council is the elected body the chief administrative officer (CAO), or city manager, looks after the everyday working operations. All employees work for the CAO and the CAO works for council. It will be up to the CAO, with input from council, to hire the new treasurer,” he said, adding there is not yet a time line for the filling of the city manager position. “That is in process and council is continuing to work on hiring that position. But it also depends on the person and their time frame for relocating.” Mussallem thanked Rodin for his expertise over the past six years as Prince Rupert went through significant change.

After a vet check, it was determined that Alfred was most likely hit by a car causing injury to his spine which created paralysis. Alfred has come a long way since that day and is defeating the odds by standing and even walking on his back legs. He doesn’t seem to feel much however, and still has issues controlling his bathroom urges. Alfred is a trooper and deserves a loving home to call his own. He gets along with most dogs and only chases the occasional cat! He would require an owner that could spend the day with him and take him for walks with his custom wheels. NDP still leading over Liberals By Staff Writer

THE NORTHERN CONNECTOR

VANCOUVER - A recent Insights West online poll surveyed 855 BC adults regarding their voting intentions in the upcoming provincial election and related issues and found the NDP (33% of BC adults) continues to have a doubledigit lead over the BC Liberals (21%). But there are still a large number of undecided voters (20%) that will ultimately help decide the outcome of the upcoming election. Surprisingly, the BC Green Party captures more voters (11%) than the BC Conservative Party (8%); 1% would vote for other parties/independents and 6% said they would not vote. The current large number of undecided voters will be a critical force in the upcoming election if they do turn out to vote and end up voting differently from those who are decided. Specifically, the leanings of undecided voters are currently slightly in favour of the BC Liberals (25%) over the NDP (20%). The

BC Green Party (14%) continues to be slightly ahead of the BC Conservatives (8%) among leaners, as they were among those who are firmly decided. A solid 31% insist they are truly unsure/undecided (1% of those undecided lean towards another party, 2% indicate they would not vote). Looking at the party support numbers among decided voters only, the NDP continues to maintain a strong lead (45%) over the BC Liberals (28%). Our poll indicates that the Green Party (15%) enjoys slightly greater support than The BC Conservative Party (10%). Regionally, the NDP has its most commanding lead in Metro Vancouver/ Fraser Valley (49%) and on Vancouver Island (43%). In contrast, the vote is more evenly split in other parts of the province (37% for the NDP and 33% for the BC Liberals in the rest of the province outside of Metro Vancouver/ Fraser Valley and Vancouver Island). The surging BC Green Party enjoys its

greatest support on Vancouver Island (22%), edging ahead of Liberals (19%) to second place behind the NDP (43%) . While the NDP is still number one among younger (18-34) voters (42%), the Green Party

does very well among this demographic, capturing 25% of the votedecided vote. “There is still a lot that can happen in the next month of election campaigning” comments Steve Mossop.

IN LOVING MEMORY OF

Stuart Hayward Mackay (84), of Kitimat, BC, died April 2, 2013, after prolonged ill health. Stuart was born August 23, 1928, in Saskatoon, Saskatchewan, to Cameron and Velma (Brown) Mackay. The family moved to Nova Scotia soon afterwards and Stuart completed his elementary and secondary education there. He then moved to British Columbia where he met and married Anita Hadland on June 6, 1951. Stuart moved to Kitimat in October of 1953 where he was employed at the Kemano site. He then worked as a Steam Engineer for Alcan in Kitimat for fourteen years, raising 6 children: Craig, Heather (Kelsey), Derrill, Grant, Holly (Wassink) and Glenda (Cameron). Son ,Grant, preceded his father after a long battle with cancer. In addition to his children, Stuart leaves his siblings; Joan, Harley and Karen; Cousin Baxter, and grandchildren: Marcus, Jason, Andy, Jeremy, Jen, Rhea, Sandra, Carson, Ross, Nathan, Dustin, Dawn, Danny, Angela, Daniel, Evan and Lilly. Stuart enjoyed hockey and playing chess at competition levels. An avid reader of nonfiction, Stuart loved acquiring new knowledge and skills. Furthermore, during his retirement years, Stuart learnt a new language (Spanish) and spent his winters in Mexico where he made many good friends.

September 28, 1960 - March 31, 2013 It is with great sadness that we announce the passing of Rejean Pageau on March 31, 2013 at the Kitimat General Hospital. Rejean was predeceased by his parents, Raymond Pageau and Alice Verret. He is survived by his loving wife Mia Algarvio; daughter Pascale; sister Claire (Pierre Hamel); brothers Gilles (Joanne Robinson), and AndrĂŠ (VĂŠronique Hamel); parents-in-law Maria and Joseph Algarvio; brother-in-law Glen (Claudine Fiset); aunts Juliette Verret (late Victorien RhĂŠaume) and Anoncia Verret (late Rosario RhĂŠaume); uncle Louis-Philippe Verret; and numerous cousins, nieces/nephews, and friends. Rejean was born in Lac St-Charles, near Quebec City, QC where he grew up and went to school. When he graduated from Laval University in 1983 as a mechanical engineer, he joined the Canadian Army where he worked in Calgary (1986) and Chilliwack (1988). He completed graduated studies in Bangor, ME (1991) and then went to work for the Saguenay (Chicoutimi) town. In 1997, he joined Rio Tinto Alcan in Kitimat, BC where he worked since then. Wherever he lived and worked he was appreciated and respected by all who knew him. He was an accomplished athlete and outdoorsman, and did many marathons and triathlons. He enjoyed hiking, biking, fishing, skiing and kayaking. The Algarvio/Pageau families would like to thank the community, friends and colleagues for their prayers, generosity and kind gestures. A special thank you to the Kitimat General Hospital and Vancouver General Hospital nursing staff, and doctors who provided compassionate care. The funeral mass will be held in Kitimat at Christ the King Catholic Church on Saturday, April 13, 2013 at 1:30pm. We hold you close within our hearts, and there you will remain, to walk with us throughout our lives, until we meet again.

TERRACE - Northern female hockey players made history last weekend, taking gold at the 2013 Female U16 BC Cup. “I must say what an amazing year,” said Terrace coach Mario Desjardins, who barely had time to process his team winning provincials last month before heading to the U16 tournament as part of the team North entourage. Girls from the area including 100 Mile House to Prince Rupert and as far north as Chetwynde, including Prince George made up team North, the team’s 18 players and two goalies selected at tryouts in January, for the tournament, held in Duncan April 4 - 7 that featured the best 13-16 year old players in BC with 120 female players in total. Six zones participated: one team each from the North, Kootenay, Okanogan, and Vancouver Island regions, and two teams from the Lower Mainland. Terrace players included goalie Meghan Pritchett, defenseman Deborah Wraight and center man Sage Desjardins, as well as goalie Kelsey Roberts from Kitimat. “I had a total of eight players from my provincial team make the U16 North team,” said Desjardins. As is typically the case with these tournaments, the two Vancouver teams were favoured to win heading into the weekend. But the North came out strong, beating Kootenay 3-1 in the first game, and winning against Island 3-1 in the second game. “The way the two pools were made up we had to play the Island again, and won 4-1,” he said.

TERRACE - Most years, one might be shocked by the amount of vehicles packing the Skeena Valley Golf and Country Club parking lot on the first Tuesday in April – but not this bright, sunny spring. In fact, a packed parking lot has been the norm at the golf course for weeks as golfers began teeing off nearly a month earlier than last year. It’s actually the earliest the course has been open in the last 15-20 years, said the club’s head professional Germain Francoeur. “We opened March 9, that was our official opening day,” he said. “Last year was a good start – and that was April 7 – my first year was the 16th.” He is busy facilitating the buzz and getting the club ready for the summer season. Staffing at the course is lean for now – meaning not many crew members on the grounds or in the pro-shop,

The amount of new people signing up as members (many in the late20s category, new to the club last year) and the return of some past members who took a year or two off, has him feeling optimistic. “It’s way too early to tell,” he said. “Even with our members, some of them are still in Phoenix spending the winter and don’t get back until the middle, end of April.” But if the bulk of memberships return, with the amount of activity he’s seen over the last month, he says the club will probably see an increase. As for the season, expect the old standbys to still be there – mens and ladies nights, and the four main tournaments. But they’re looking to shake up those offerings and tweak them to make them more exciting. For example, “mens night we’re going to do a putt for dough,” he said. “In the clubhouse, we’re going to randomly select participants to make a 20-foot putt on the carpet to win all of the money.” And the junior program, which has been gaining in popularity over the years, will be back in full swing mid-May.

“It’s open to all,” he said. “We keep the fees low so that we can get as many kids out.” In fact, it’s the idea that the club is “open to all” that Francoeur is stressing this year. Many people believe that you need to be a member of the club in order to enjoy its facilities – including what is undoubtably one of the best patios, with one of the best views in the Terrace area – but that is a stigma Francoeur is trying to shed. “It’s open to the public, we welcome the public – essentially without the public we probably wouldn’t have a golf course,” he said, noting the club is a non-profit. And Terrace’s course isn’t the only one open – Kitimat’s opened ahead of schedule on April 6, and Prince Rupert’s has been open for just under a month, as they always are, although they haven’t been as busy as usual, which may be because of Terrace’s early open.

PRINCE RUPERT - The Prince Rupert Skating Club will be entertaining with its year-end gala this weekend, presenting Candyland in the arena of the Jim Ciccone Civic Centre. Skating students from all levels of the skating club will take the ice, presenting routines with a common theme of candy and everything sweet. “They worked so hard throughout the year so it would be great for the community to come out and support them and acknowledge the work they do. It’s going to be a really great show,” Kate Toye, a representative from the Prince Rupert Skating Club, said. Sheri Pringle, head coach of the club, and freelance coach Tamara Ward also worked hard throughout the season

helping students with their on-ice skills. The two choreographed the numbers that will be showcased in the Candyland gala. There were approximately 80 skaters in the club this year, but because of the lack of ice in the beginning of the season the club did have to fight for those numbers. Despite a late start to the season Pringle said skaters performed well at various competitions throughout the year. While the skating season is drawing close to its end, the club would like to remind people that new members and volunteers are always welcomed for the coming year. Tickets for the Candyland Skating Gala are available at Oceanside Sports, or at the door on the night of the event. Skaters will take to the ice at 7 p.m. on April 13.
