Some of the biggest names in the collegiate female hockey game from across Canada and the United States were in Winfield on the weekend as the Pursuit of Excellence hosted a female hockey evaluation weekend. Fresh off leading his team to a perfect season (41-0-0) and capturing his second straight NCAA women’s ice hockey title, University of Minnesota head coach Brad Frost was one of the NCAA coaches in Winfield on the weekend to evaluate 85 top

female midget players, many of whom hope to wear his jersey in the coming years. The College Showcase was hosted by Pursuit of Excellence, a private hockey academy based in Lake Country. Over the course of four days the players had the opportunity to train and compete while under the watchful eyes of some of North America’s most talented and sought-after coaches. The camp was focused on development and included on and off-ice practices, games and one-on-one

exposure and interaction with top tier coaches. Frost was joined by 17 colleagues from renowned programs across Canada and the United States, including the University of Wisconsin, Ohio State and Boston University, to name a few. Coaches were joined by scouts from several hockey programs as well in both Canada and the USA. “The showcase offers these young players a really important development opportunity,” said Scott Spencer, head

coach of Pursuit of Excellence girls programs. “They get a feel for what playing at the elite level is like, which will definitely elevate their game. They also gain access to some of the best coaches in women’s hockey. On the flip side, the coaches get to identify talented players who show incredible promise and make connections with them early on. It’s an important step in their recruitment process.” The weekend marked the second annual College Showcase for Pursuit of Excellence. Last

year the academy hosted its inaugural showcase and as a result, all four of Pursuit of Excellence’s graduating players made commitments to NCAA women’s ice hockey teams, evidence that early connections provide value to the process and the players, said Spencer. “It’s a win-win for everyone involved,” he said. “We have players participating who aspire to play at the university level. Giving them the chance to demonstrate their skills and abilities and providing them with

access to the calibre of coaches we have brought in this year will make a big difference in their future and in their development.” After several years being based in Kelowna, Pursuit of Excellence has been running its programs from Lake Country for the past number of years with its students attending George Elliot Secondary School. Take part in Grants flow to water improvement projects tidying your Lake Country shorelines

The Okanagan Basin Water Board has approved $300,000 in funding from its Water Conservation and Quality Improvement grant Program for 19 projects across the valley. “We had amazing applications— from schools, non-profit groups, and local governments—proposing a variety of innovative projects aimed at saving water and improving its

quality across the valley,” said James Littley, office and projects manager. In all, there were 29 applications submitted with a total ask of $592,778. In the Central Okanagan, nine grants were awarded, totalling $177,300 for projects such as creek restoration and riparian habitat conservation project by Ecole KLO Middle School, and a wetland

inventory mapping project by Regional District of Central Okanagan, recognizing the decline of these critical areas and their importance in filtering runoff, recharging groundwater and storing stormwater. In total, five grants worth $57,300 were awarded in the North Okanagan for projects that include the Vernon campus of Okanagan College’s Kalamalka

demonstration garden showcasing smart rainwater capture and water conservation practices, and a drought signage pilot project by Regional District of North Okanagan to communicate water supply status to the public. In the South Okanagan, five grants were awarded for a total of $65,400. Recipients included Friends of Summerland Orna-

mental Gardens for an innovative landscaping and rainwater retention project, using the OBWB and Okanagan WaterWise’s principles. The Okanagan and Similkameen Invasive Species Society will conduct a valley-wide campaign to prevent the spread of zebra and quagga mussels from entering Okanagan waters, targeted at recreational water users.

Project completion brings fresh, clear water to Oyama

The District of Lake Country celebrated the completion of the Wood Lake Water Quality and Supply Improvements Project (locally known as the Kalamalka Lake Interconnect) last Friday at the Kalamalka Lake pump station on Trask Road. The new system is already up and running and has resulted in the removal of the permanent boil water advisory for Oyama residents and improved reliability and water quality. The boil water notice had been in place since March 2010 for the Oyama Lake. It was lifted in February after the commissioning of the new Oyama reservoir and chlorination station occurred in February

and ultraviolet disinfection on the Kalamalka Lake source was commissioned at the end of March. “Water is one of our most precious community resources and an essential factor in good health,” said Norm Letnick, MLA for Kelowna-Lake Country. “This new water system provides a secure, reliable source of drinking water for residents in the District of Lake Country and the B.C. government is proud to support it with a $1.68 million grant through the Canada-BC Building Canada Fund.” The $5.5 million Kalamalka Lake Interconnect project was the first priority of the new Water Master Plan and

improves water quality and system reliability for customers on the Oyama and Kalamalka Lake water sources. The project and its many community benefits have been made possible with a $3.36 million contribution from the federal and provincial governments under the Canada-BC Building Canada Fund—Communities Component. Work commenced in September 2009 as soon as the funding was approved. “We really appreciate the funding assistance provided by the senior levels of government which was crucial to moving this project to completion,” said Lake Country mayor James Baker. “In our program

to house booster pumps and hydraulic control valves, and 850 metres of watermain to connect the Oyama east and west bench distribution systems; • Oyama Creek Reservoir: Construction of a new concrete 1,500 m3 treated water storage reservoir; • Oyama Creek Intake Improvements and Chlorination Facility: Installation of self-cleaning screens in the intake impoundment and construction of a new gas chlorination 3station.

WATER CONSERVATION:

Prior to the completion of the Kal Lake Interconnect project, there was no balancing storage in the for-

mer Wood Lake Water System and the flow in Oyama Creek always had to be higher than the peak instantaneous demand, especially during the growing season when irrigation use increased the demand. Additionally, because of the lag time between release adjustments made at Oyama Lake and the realization of the flow change at the intake, it was necessary to always maintain a significantly higher creek flow than was needed to meet demands. That resulted in considerable spill or waste at the intake. Installation of an automated control system (SCADA—supervisory control and data acquisition) linking the balancing reservoir and an electric gate at Oyama Lake provides record keeping data, alarming,

and automated control of gate adjustments which reduces the number of operator trips needed to manually adjust the gate.

INFRASTRUCTURE RENEWAL AND IMPROVEMENTS:

New intake screens on Oyama Creek are sized to provide a flow of 300 litres per second. Self-cleaning is achieved through a compressed air burst. A new gas chlorination facility is constructed adjacent to the concrete reservoir complete with full leak detection, alarming, gas containment and automatic shutdown emergency systems.

IMPROVED FIRE PROTECTION:

Fire flows in the former Oyama Water System were previously pro-

vided by a combination of pumping and reservoir storage. The Sawmill Road Booster Pump Station serves to both boost pressure to supply water from the Kalamalka Lake distribution system to the Oyama Lake distribution system and to reduce pressure in the reverse instance. Thus, the addition of the Oyama Creek reservoir improves fire protection of the entire Oyama area.

WATER QUALITY:

In recent years, outbreaks of water-borne parasites such as giardia lamblia and cryptosporidium in other areas of the Okanagan made it imperative to consider water quality issues when making water system improvements in Lake Country. The use

of Kalamalka Lake as a water source gives the district the opportunity to supply better quality water during periods of high colour and turbidity in Oyama Creek during spring runoff. When irrigation is not required the interconnected system will be able to provide UV and chlorine disinfected water to the entire Oyama neighbourhood. A new chlorination facility at the reservoir allows for increased disinfection contact time from the water supply to the first customer on the system. From the initial application process in 2008, the Interior Healthy Authority has strongly supported the improvements and upgrades in significantly reducing health risk for water users.

The benefits associated with this completed project include: •Removal of the permanent Boil Water Notice for the Oyama Lake water source; •Improved water quality and fire protection; •Water conservation and green design; •Reduced customer complaints; •A more secure source of water and improved system reliability; •Savings on operating costs; and •Provision of a mitigation strategy in the event of a drought. This project will serve approximately 2400 residents.

New federal budget will make an impact on Kelowna-Lake Country

F

rom a jobs and economic perspective, if I had to choose one federal government initiative that has had a significant impact on our riding it would be local investments made in infrastructure through the Building Canada fund. Before being elected MP in 2006, I was a Kelowna city councillor for nine years. During that time it was pretty clear to local governments and residents alike that if we didn’t address ag-

Ron Cannan ing infrastructure and the need to replace it, there would be a negative impact on our ability to grow the local and

regional economy. So when the federal government announced the Building Canada fund in 2007, it was a great relief to everyone. Our riding of Kelowna-Lake Country has received millions of dollars in infrastructure funding for transit, recreational and heritage facilities, multi-use pathways, water and sewer quality and supply, and bridges and roads. This includes the $77.9 million for four-laning of Highway 97 from Winfield to

Oyama, which is scheduled to open this summer. Best of all, in my view, was the way the program was structured—a threeway funding arrangement between the municipal, provincial and federal governments ensuring a bottom-up approach, so the right priorities were identified. Through Building Canada, investments were made to over 43,000 projects to build important public SEE CANNAN A7

At what point, he asks (I’m paraphrasing for brevity), does the Six Million Dollar Man cease to be himself? Obviously, replacing an elbow does not affect my personality—although I have to admit that it has not always improved my disposition. Learning new skills, or compensating for old skills lost, can be trying. But replacing mechanical parts is only the beginning. Transplants that we consider relatively common—heart, kidneys, liver, lungs, pancreas, bones, tendons, corneas, skin, heart valves and arteries—didn’t exist before my lifetime. In the same period, computers have gone from room-sized behemoths to tiny chips. What happens when we can replace a failing part of a human brain with a computer chip? Don’t say that it can’t happen—look how much has already happened, that we would have considered inconceivable less than a century ago. Kurzweil claims that at the present rate of change, some kind of bionic brain transplant will happen within the next 30 years.

When it happens, will that person still be me? Agreed, we human beings are more than the sum of our physical parts. If that’s all we were, my “sum” probably increased with the addition of improved parts. But I’m leery about assuming that “more than the sum” refers to some kind of disembodied “soul” that we can-

Those left behind don’t ever forget the loved ones lost I T

he passage of time doesn’t erase the pain of a loss. It hasn’t for me, anyway. I gather that it hasn’t for Eva Gainer, either, as I listened to her tell her story at the filming of a Shaw TV episode of The Lunch Counter in late January 2013. Eva Gainer, RCMP Cst. Bob Charron and I were on a panel being interviewed by Shaw TV producer Tamie Williams about road safety. It was July 23, 2000, when Gainer’s life was horrifically altered by a drunk driver. There were three fatalities: Eva’s husband and son were killed; the drunk driver also perished. Eva, herself, was critically and permanently

injured. I first met Gainer at the National Day of Remembrance for Road Traffic Victims event I had organized in November 2012. She attended and spoke both as a representative of Mothers Against Drunk Driving and as a road traffic victim herself. I will take this oppor-

tunity to thank others who helped make that event a success, particularly Kelowna Mayor Walter Gray who had issued a proclamation, RCMP Const. Kris Clark who brought a patrol car and took a turn at the microphone, Paul Nesbitt of Designated Dads who spoke passionately about the important service they provide, Calum MacMillan of Young Drivers who spoke, Magda Kapp and Maribeth Friesen who set up a brain injury awareness display on behalf of Braintrust Canada, West Kelowna Fire Chief Wayne Schnitzler who was in attendance, and most importantly Kelowna Fire Chief Jeffrey Carlisle who, as well as speaking, performed the important function

of directing his crew to raise the ladder on the fire truck and use the flood light to illuminate the evening event. Vera Tuningley was also in attendance at that event. Her late husband, Stew, is the generous soul who had been picking up garbage along Shannon Lake Road in July 2011, in broad daylight, in the ditch, wearing a reflective vest, when a young fellow lost control of his

pickup truck and killed him. Tonya Alton also attended. Tonya lost her 21-year-old daughter, Shayla, in a crash along McKinley Landing Road in Kelowna in December, 2011. Pass these women on the street, and you wouldn’t have a clue. Of course you wouldn’t. Road traffic victims don’t walk around with signs around their necks. In fact, most have learned not to talk about it at all. We don’t want to hear it. It is painful for us to hear the words coming out of their mouths. And those who have lost loved ones are the tip of a very large iceberg. Statistically, the five fatalities occurring in

those three crashes represent the tip of an iceberg that includes about 1,200 people who suffered injuries (240 people injured per fatality), many of whom have ended up with permanent symptoms, like Gainer. As much as we might not want to hear it, I think it’s important that we do. It is only by recognizing the painful scope of the problem that we will be motivated to insist on and work towards a change in driving attitudes. That’s all it takes, really. Crashes are not inevitable. It is exactly these types of stories I am publishing on my OneCrashisTooMany.com awareness website. I invite those of you

Infrastructure investments important CANNAN FROM A5 infrastructure across the country and, as a result of these investments, the average age of Canada’s core public infrastructure came down from a peak of 17 years in 2001 to an estimated 14.4 years in 2011. It is now lower than the historical average over the last 50 years. Now in 2013, investments in Canada’s public infrastructure are as important as ever. Those investments remain vital to creating jobs, economic growth and providing a better quality of life for families in every city and community across the country. That is why it was very good news to learn that the government, after listening to municipalities across the country, announced a new Building Canada plan in Budget 2013. The new Building Canada plan will have three main components:

• Community Improvement Fund— $32.2 billion consisting of an indexed Gas Tax Fund and the increased GST Rebate for Municipalities to build roads, public transit, recreational facilities and other community infrastructure across Canada that will improve the quality of life of Canadian families. • New Building Canada Fund—$14 billion in support of major economic infrastructure projects that have a national and regional significance. • Renewed P3 Canada Fund—$1.25 billion to continue finding innovative ways to build infrastructure projects faster and provide better value for Canadian taxpayers through public-private partnerships. In addition, over the next 10 years our federal government will invest $6 billion in existing infrastructure funding and $17 billion to build, operate and main-

tain federal public infrastructure. Overall, the new Building Canada plan includes $70 billion in federal infrastructure funding over 10 years, making it the largest investment in job-creating infrastructure in Canadian history. For Kelowna and Lake Country municipal councils, knowing that reliable and predictable gas tax and infrastructure funding is in place makes it much easier to determine their capital planning budgets. I look forward to continuing to work with my municipal and provincial counterparts to identify our riding’s infrastructure priorities so that our local and regional economy can continue on a positive growth course. What causes cavities and why should we fix them on baby teeth if these teeth will be lost anyway?

A cavity is essentially a bacterial infection. Decay is caused when plaque -- a thin, sticky, colorless deposit of bacteria that constantly forms on everyone’s teeth - is allowed to stay on the teeth. When sugar is eaten, the bacteria in plaque produce acids that attack the tooth enamel. After repeated acid attacks, the enamel breaks down and a cavity or hole is formed in the tooth. The process happens especially quickly with sugar in liquid form. The most common culprits are 100% fruit juice, sports drinks, and chocolate milk. Regular milk, water, or Crystal Light are all great alternatives that kids love and that will not cause cavities. It is unwise to leave any amount of decay on baby teeth. Decay can easily move to other baby teeth or even to permanent teeth. It can also cause pain, lead to facial infections, and cause expensive orthodontic problems that could have been avoided. We recommend carefully restoring all decayed teeth to optimal health. Our office can determine if the tooth will fall out soon by taking an x-ray to verify the permanent tooth’s expected time of eruption. Some baby teeth may not fall out until the child is 12 years old. Dr. Jung did part of her hospital residency at BC Children’s Hospital in addition to having worked at a private pediatric practice in Vancouver. Plus, all of our staff are parents of a total of 13 young children ranging in age from 2 to 15 years so we are well-experience and look forward to taking care of your whole family!

re you a smoker, want to kick the habit but having a hard time doing it? Of course, you know there are many out there who fit this description and health professionals are looking for ways to help in this goal. Last year I wrote a column about the ongoing research into the creation of vaccines to help treat and/or prevent addiction to various substances. One of the more promising products under development was a vaccine for nicotine. The idea behind the

Paul Latimer nicotine vaccine was that immunization would stimulate the production of antibodies specific to the nicotine molecule. Nicotine would bind to the antibodies and

then be too large a molecule to cross the bloodbrain barrier. Less nicotine would enter the brain and the addictive effects would be lessened accordingly. Unfortunately, results of clinical studies into one such vaccine were not very positive. Although the vaccine was shown safe and was tolerated well, it didn’t seem to be any more effective than placebo. In spite of these negative results, scientists at Yale continued to examine the vaccine. Using brain imaging, the researchers observed

smokers before and after being immunized to get a clear picture of the effectiveness of the vaccine. Participants were all smokers averaging 19.5 per day. They were scanned before and after immunization with the nicotine vaccine. On scan days, images were taken and then the volunteers were given intravenous nicotine before being scanned again. Results showed the immunization led to a significant reduction in

Born in Troshin Poland, Eric is survived by his brother Theodore Neitsch (wife Frieda), his sister Freida Steffl (husband Herb), his 3 loving children, Erica (Leslie) Martel, David Neitsch and Renee Neitsch (Brad Dahl), grandchildren Benjamin and Jesse Neitsch and their mother Michele. Eric was a long time resident of Winfield BC, arriving in Canada in 1950 from Germany. Shortly after arriving and getting married, Eric and Hedy bought their orchard and have resided there ever since, having their 3 children along the way. Eric worked the orchard well into his 70s, and also had a long 30 year career at BC Growers at the Winfield packing plant. Eric loved his trees, spending many hours on the land over the years while working his regular job, and with wife Hedy, demonstrated and instilled hard-working attitudes in his 3 children. Eric was a devout Christian, attending Church throughout his life. He was a straightforward man who loved the land, his hockey team (the Boston Bruins), fishing and ice fishing, and most of all his family. Eric will be remembered for his kind, quiet ways and helping others shine, never seeking the spotlight but always being a strong presence behind the scenes. Eric is in God’s hands now and he will be missed by all who knew and loved him. The Service will be officiated by Pastor Lee Loveridge and held at First Lutheran Church, 4091 Lakeshore Road, Kelowna on Friday April 19, 2013 at 10:30 AM. Reception to follow. Be part of the Great Canadian Shoreline Clean up… Inspired by a Sustainability challenge made by Councillor Jamie McEwan, Councillor Rob Geier and the Conservation Coyotes from GESS have registered the Okanagan Lake in Lake Country for a May 4th clean up initiative as part of the Great Canadian Shoreline Clean Up. Visit the website and register your participation, then meet at Okanagan Centre Museum at 9am May 4th ready to help out. Volunteers will be provided with bags and gloves to pick up litter from the beach area and leave it in piles at the roadside. District staff will then collect all the garbage piles and take it to the land fill. It would be great if other similar community events are registered with Great Canadian Shoreline Clean up in the other Wards in the District. Events can be as small as you and a friend or as big as an entire school getting involved. Remember once you have registered your event to call the District and let them know what day you are doing your clean up so we can supply bags and gloves and District’s crews can be sent out the following day to pick up the debris from the roadside. Semi-Annual Utility Bills are due April 30, 2013 Semi-annual water bills for the period January 1 to June 30, 2013 are due and payable before 4:30 pm on Tuesday, April 30. Payments received after the close of business April 30, 2013 will be charged a late penalty of 5% on the unpaid balance. Payments can be made by mail; in person at Municipal Hall 10150 Bottom Wood Lake Rd; at all major financial institutions; or via internet and telephone banking. There is an after-hours drop box to the right of the main door of Municipal Hall. Municipal office hours are from 8:30 am to 4:30 pm, Monday through Friday.

Have a Plan to stay safe & protect your property Central Okanagan waterfront property owners and those living near creeks, streams and low lying areas should consider steps to protect their property and reduce the risk of flooding. Seasonal temperatures and forecast showers are increasing flows and levels of water bodies throughout the Central Okanagan. A sudden prolonged warm spell combined with heavy rains could increase the risk of above average creek levels and potential flooding. Local governments and the BC Ministry of Environment are monitoring water levels and weather conditions connected to the annual spring runoff and if needed will issue further notices. Affected property owners adjacent to creeks, streams and lakes are responsible for having a plan as well as the tools and equipment necessary to protect their properties from possible flood damage. Stockpiles of sandbags are available at all local fire halls throughout the Central Okanagan. At this time, property owners are responsible for providing their own sand to fill the bags. Information and pamphlets on flood preparedness including a recommended method for sandbag diking are available from the Regional District of Central Okanagan office (1450 KLO Road) and the main City of Kelowna fire hall on Enterprise Way as well as on the Be Prepared page of the Regional District Emergency Program website www.cordemergency.ca and on the Emergency Management BC website: http://embc.gov.bc.ca/em/floods/preparedness.html
