With the provincial election campaign officially underway, we profile the contenders for Surrey-Cloverdale Surrey-Cloverdale Electoral District Map Redistribution 2008

votes. As the incumbent in 2005, Falcon was returned to office with 16,429 votes compared to 7,640 for the nextclosest candidate, New Democrat Ted Allen. In 2009, Falcon won with 13,815 votes, a wide margin ahead of Deborah Payment of the NDP with 6,567 votes and B.C. Green candidate Kevin Purton with 1,651. Falcon announced last August he didn’t intend to run again, leaving the seat open for a newcomer. So far, candidates from just two parties have entered the 2013 race in Surrey-Cloverdale. The election is May 14.

Population: 50,545 Surrey-Cloverdale has a younger population than the B.C. average, with more children and married couples with kids. A majority of residents – 87 per cent – own their own home, greater than the provincial average of 70 per cent. Just 13 per cent of residents rent. The average household income in the riding is $91,541 (compared to $67,675), and the median household income before tax is $76,479 compared to $52,709. There’s also a higher proportion of people working full-time. The top occupations are clerical and

in the sales and service sector. The main sources of immigration are India, the United Kingdom, Western Europe, and East Asia/China. Surrey-Cloverdale, created in a 1989 riding redistribution has been a Liberal stronghold for two decades. Liberal Ken Jones won in 1991 (defeating the NDP’s Charan Gill by 1,751 votes), and Bonnie McKinnon, also a B.C. Liberal, won by an even wider margin in 1996. Kevin Falcon has represented the riding since 2001, when he beat New Democrat Steve Oakley by 11,406

Metro to study reopening speedway in park

Jeff Nagel The dream of car racing fans to reopen the long-closed Langley Speedway in Campbell Valley Regional Park will at least get to the starting line. Metro Vancouver’s environment and parks committee voted to refer the controversial proposal to staff to report back on feasibility and what process might be used if Metro’s board decides to advance it to public consultation.

Spring is here. It’s time to live it up!

The idea is expected to face heavy opposition from horse riders who frequent the park, as well as other users and residential neighbours. Four Metro directors voted against the motion, citing concerns racing wouldn’t be compatible with quiet nature strolls and equestrian riding. Surrey Coun. Barbara Steele said noise from the track would be a big issue, adding she’s also concerned the Langley Speedway

NHL a callin’ In the same week he was named the Canadian Hockey League’s Goaltender of the Week, Cloverdale’s Laurent Brossoit signed a National Hockey League (NHL) contract. Brossoit, 20, signed a threeyear contract with the Calgary Flames last week. Selected by the Flames in the sixth round (164th overall) in the 2011 NHL Entry Draft, Brossoit is having an outstanding playoff season with the Edmonton Oil Kings of the Western Hockey League (WHL). He has a 0.85 goals-against average (GAA), a .966 save-percentage and three shutouts in eight games played, leading the league in all three categories. In his third full-season with the Oil Kings, Brossoit had the third-lowest GAA at 2.25, was sixth in save percentage at .917 and was seventh on both wins (33) and shutouts (five). parking stalls at the track would be mainly for VIPs and the disabled, while most other racegoers would be expected to walk, bike or take a shuttle. Metro directors predict there will be strong opinions for and against reopening the track, particularly from motor sport fans and horse owners, if the proposal makes it to public consultations. “You’ve got horsepower on both sides of this issue,” Langley Township Coun. ‘Most people here are working class’ From page one

DP candidate Harry Kooner wants to make history in Surrey-Cloverdale, a Liberal stronghold since its inception more than two decades ago. Kooner, a father of two teenage boys and a committed bike commuter from his home in Cloverdale to his office, is running for election for the first time. He says he started doorknocking even before winning his party’s nomination in late February. A member of the B.C. NDP since 2006, Kooner sought the nomination after realizing the two other hopefuls seek-

ing the party’s nod in SurreyCloverdale lived outside the riding. “That prompted me to think, ‘Why can’t I represent Cloverdale? I’m part of Cloverdale. My kids go to school here. I know the issues.” So he talked to his family and friends, and they encouraged him to run. He won the nomination Feb. 24, and has temporarily stepped away from his job with the City of Surrey to focus on the election campaign. As a long-serving member of the CIty of Surrey’s bylaw

department, Kooner says he has a thorough understanding of city and municipal issues, as well as what comes under provincial jurisdiction – and that, he says, is important when residents turn to their MLA for help. He joined the NDP in 2006. While a firsttime candidate himself, he’s previously worked on the campaign of his uncle, Surjit Kooner, a school teacher who ran for the Liberal Party of Canada, of which Harry is a former member. Kooner says he joined the NDP because he wants to make

a difference. He notes the party has moved towards the centre, and, as a union member – and a former small business owner (he used to own a security company) – he feels the New Democrats in 2013 best represents his interests, and those of other British Columbians. “The NDP has evolved,” he says. “The NDP has shifted, and it’s right in the middle and it appeals to me. It’s a better option.” In particular, he says, it’s a better option for Surrey-Cloverdale, where 54 per cent of families have children under the age of 24, and is one of the fastest-growing communities in Canada. The Work Zone Safety Alliance “Cone Zone” campaign is a road safety initiative that encourages drivers to take care when driving near roadside workers. The campaign educates drivers about roadside workspaces and what they can do to reduce the risk to both worker and driver - reduce their speed, avoid driver distraction, and respect the roadside as a workplace when driving through the “Cone Zone.” Mainroad is a key partner in the Work Zone Safety Alliance and a visible supporter of the annual “Cone Zone” campaign. “Most of the people [here] are working class people,” he says. “They’re young families.” Win or lose he says, he’ll take the voters’ decision in stride: “Either way, I’ll be helping people – at a city level, or at a provincial level.” He says he’s a champion for his community, and promises to be a strong advocate for the riding. At this point, he has no aspirations of rising to a cabinet position. Having a cabinet minster for an MLA can be a mixed blessing to the constituents of a riding, he says. “I’m surprised we have a Finance Minister [Kevin Falcon] from this riding,” he said. “Sometimes, there’s a darkness under the lamp. You can be helping the whole province but you can’t ignore your home riding.” He sums up his willingness to work for his constituents like this: “I want to be known as Harry Kooner. Kooner for Cloverdale.”

Provincially, he says the priorities are education, heath care, transit and senior care. When it comes to the provincial economy, he says, “Overall, we shouldn’t just focus on oil and gas. There’s forestry, film, construction. Those are things we can work on.” He also says he’s against forcing initiatives and ideas on the public without consultation. “I think we can do better.”

He views rampant growth as one of the key issues in Surrey-Cloverdale, where a rising population has put pressure on the town centre’s two secondary schools, Lord Tweedsmuir and Clayton Heights, and 12 elementary schools.

ost recently employed as B.C.’s Minister of Children and Family Development and a veteran of three previous cabinet positions, it’s easy to forget Liberal Stephanie Cadieux was first elected in 2009, making her a relative newcomer to provincial politics. The race in Surrey-Cloverdale is only her second election campaign, and, like her NDP opponent, she’s not the incumbent in this riding. She’s currently MLA for Surrey-Panorama. Cadieux may be running here for the first time, but she’s not unknown; she’s co-helmed long-running Surrey-Cloverdale MLA Kevin Falcon’s entry at the ever-popular Cloverdale Chili Cook-off during Rodeo Week, and has several times addressed the Cloverdale District Chamber of Commerce luncheons – often on short notice, showcasing her considerable (and seemingly effortless) public speaking skills. Before entering politics, Cadieux worked in the non-profit sector, most recently for the B.C. Paraplegic Association, in addition to other volunteer groups, where she brought her skills in marketing and finance to the table, working to raise the profile of issues and needs on behalf of people with disabilities. “I ended up, somewhat by default, doing advocacy on behalf of these organizations and the people that they serve,” she told The Reporter in a recent interview. “I thought my skills might be better served or used on the other side of the table. I’m a very pragmatic person, which made me a not terribly good advocate.” She realized her calling lay on the other side of the table, in government, to help set priorities. Some politicians have a personal desire to run for public office and seek it out, she says. Others get approached. When the call came for Cadieux (and she doesn’t volunteer from whom or where it came) in 2009, she had been thinking about being more involved and engaged in politics, but she hadn’t considered running for office. After talking it over with her husband, she decided to go for it, running in the nearby riding of Surrey-Panorama. She set out to win, and she did, garnering 54.3 per cent of the vote. Still, she admits it was a bit of a shock on election night. But if she experienced any misgivings or doubts, they quickly vanished, and she flourished under the mentorship and friendship of veteran Liberal caucus members such as Kevin Falcon and Langley’s Mary Polak. “It has been an absolutely tremendous experi-

ence,” says Cadieux, who suffered a spinal cord injury at 18, and is only the second B.C. MLA to use a wheelchair. “I am thoroughly engaged in running again, and this time it’s in Surrey-Cloverdale, where I live, which is even better. It has really been an honour.” Cadieux finds it rewarding to take people’s concerns and have them heard at the table, and have a meaningful impact. As an MLA, she’s found the biggest challenge is hearing from enough of her constituents, which explains why she was quick to embrace social media, particularly Twitter, to converse with voters and residents. The posts from her twitter account @MLACadieux are frequent, friendly and informative. She agrees social media has been an important mechanism for keeping in touch with what’s going on at home when she’s busy in Victoria. She says the travel schedule for MLAs means they’re not in their home ridings every day, and when the legislature is in session, MLAs only have the weekends to connect with constituents in person. Now that the writ has dropped, and the 28-day campaign period has begun, Cadieux’s ministerial duties will take a backseat so she can concentrate on the election. Political priorities Cadieux, who studied marketing and personal finance, sees the economy as a key issue, and even though most people might put it further down on their list of concerns, it’s her top priority for Surrey-Cloverale. “It is something people think about every day, whether they have a job, their job is putting food on the table and supporting their family, whether they’re able to have a successful small business, and I think that’s important in Cloverdale, because we have so many small businesses. Really, our economy is highly driven by small business. The overall health of the B.C. economy, and the tax structure, they matter to people.” Growth in Surrey is also a key issue. “In many respects this is a municipal issue, however it impacts things that we provincially regulate or manage, like schools. So, the question around Surrey schools in terms of enrolment and the need for new schools is super high on the list. It’s high on my list. It’s high on my cabinet’s list,” she says. “We have been talking about it every chance we get over there [in Victoria] to make sure people understand that Surrey’s different.” Cadieux says she and fellow Surrey MLAs Kevin Falcon and Dave Hayer have worked hard to bring up the is-

sue of Surrey’s population growth up regularly with their political colleagues. In February, the government announced that it would build a new high school in Surrey’s Clayton North area. The $34 million facility would only be completed in September 2016, according to school district officials. “The investments are great but we need more,” she says. “It’s a similar issue throughout Surrey, however, Panorama, Cloverdale, are two of the biggest areas of growth, with the biggest pressures. We’ve seen a good number of investments of the last 10 years, and that’s where I expect we’ll see the next ones as well, as those are the top priorities of the [Surrey School] District, too.” Looking beyond the riding, Cadieux stresses that a strong economy is critical for the province, and unless the B.C. economy grows, there will be difficult decisions ahead. “Having held two of the social ministries and a service industry, I know how important those services are and what we do there,” she says. “We would always like to do more. In order to do that, we need to raise more revenues and most of us, personally, don’t want to do that through taxes. So we have to then find a way of growing the economy, growing salaries, so, proportionally, we’re not taking that money.”
