Man sought on assault charges Aldergrove Star

Langley RCMP is seeking the assistance of the public to execute an arrest warrant for Richard Franks. On March 27 shortly past 8 a.m., police were called to a residence in the Aldergrove area after a report of a male having been stabbed in the neck. It is alleged that Franks broke a beer bottle over the head of his male victim and then used the broken bottle to cut his neck. It

is believed the two were arguing over property and money. To date, Franks has not been arrested for this charge of aggravated assault and police are asking for the public’s assistance to locate him. Richard Sydney Allen Franks is a 26 year old Caucasian man of no fixed address, however, it is believed he frequents the Langley

A new report urges Metro Vancouver not to build any new waste-to-energy plants and that its existing garbage incinerator in Burnaby be phased out. It’s a sentiment that members of the Fraser Valley Regional District (FVRD) are echoing. The recommendations are contained in a new study from the Canadian Centre for Policy Alternatives. Its paper titled “Closing the Loop” examines solid waste policy through the prism of reducing greenhouse gas (GHG) emissions and encouraging green industries. Author Marc Lee takes aim in part at Metro Vancouver’s advancing strategy of building a new waste-to-energy plant to consume 370,000 tonnes of garbage annually by 2018, ending the region’s use of the Cache Creek regional landfill. The Burnaby incinerator, which burns 280,000 tonnes of waste per year, is a heavy carbon emitter, even using disputed official estimates, according to the report, making it a considerably worse source of electricity than burning natural gas. “Incineration has adverse consequences for health and GHG emissions, and requires a steady stream of waste that is inconsistent with zero waste objectives,” the report said. In particular, it notes plastics and paper – key materials that should be diverted for recycling – contribute the most energy when burned. “Programs that succeed in reducing waste could, perversely, be a challenge for incinerators needing to run at high enough temperatures to reduce the formation of toxic compounds.” Abbotsford Coun. Patricia Ross, who is vice-chair of the FVRD and a strong opponent of burning garbage, said she doesn’t know what else it will take to convince Metro to “give up on incineration,” at least in this area. “It’s interesting, this keeps happening over and over. We keep getting confirmation from scientific and technical experts who back up our position,” said Ross, adding she is becoming frustrated with Metro. “It doesn’t seem like the science and the facts are persuading them.” Ross and the FVRD have been vocal that an incineration plant should not be built, especially if the emissions drift into the Fraser Valley air shed. “We’re the recipients of their pollution.” The new report goes on to say that, from a climate change perspective, landfilling plastics and wood products would be preferable to incineration, because it would be a form of carbon storage, even though other strategies to reduce, reuse and recycle would be better. Planting party opens new demonstration garden Aldergrove Star

A party is being thrown to welcome spring, celebrate the opening of the Langley Demonstration Garden, and give a new planted area in a local park a healthy head start. Everyone is invited and all you have to bring is your enthusiasm - and the willingness to get your hands a little dirty. An Earth Day Planting Party will be held at the Derek Doubleday Arboretum on Saturday, April 20, from 10 a.m. to 2 p.m. The free event is open to all ages and will be held in the 21200 block of Fraser Highway, near the Langley Airport, rain or shine. Two of three drivers whose highend cars were impounded by police on April 7 did not have driver’s licences, according to the RCMP’s Lower Mainland District Traffic Services. The three drivers were stopped on Sunday after police received reports of their vehicles racing along Highway 1 between Mt. Lehman Road in Abbotsford and 264 Street in Langley at estimated speeds of between 130 and 160 km/h. “We received reports that the vehicles were weaving through traffic and using the right-hand shoulder to overtake other cars,” said Cpl. Rob McDonald. Officers with Port Mann Traffic Services staged themselves on the 176th Street off-ramp and stopped a black 2013 Porsche Panamera, a white 2012 BMW 750 and a white 2013 BMW M5. All three cars were impounded for seven days, and the drivers – two age 19 and one age 20 – were issued

McDonald said only one of the drivers was in possession of a valid learner’s licence, and the other two were unlicensed. The driver with the learner’s licence was also ticketed for not having the “L” displayed on his car, and for not having a licensed driver in the vehicle with him. McDonald said none of the drivers was the registered owner of the vehicles, but the cars were not stolen. Two of the drivers are from Richmond, and one is from Vancouver. He said the driving ban is issued, even when a driver is unlicensed, because it is reported to the superintendent of motor vehicles. Then, if the person applies for a driver’s licence, there is a record of the kind of behaviour they previously exhibited. McDonald said police were con-

Incineration doesn’t make garbage disappear, the report said, noting at least 22 per cent is typically reduced to ash that still must be landfilled, while heavy metals and other toxins can escape. “You still have to have somewhere to send your toxic ash,” said Ross who suggested more recycling and composting programs are a better solution. She said these programs are far less costly and create more jobs than an incinerator. Abbotsford Mayor Bruce Banman, who also sits on the FVRD board, said he was “thrilled” to hear about the report. Banman said the idea of burning garbage so pollutants can “float down and land on the food crops that Metro Vancouver will end up eating” has never been a good idea. He said if the incinerator is built, people will have to “keep feeding it.” “This is just not a great idea in any shape or form. It is very short-sighted because we could end up with a solution down the road with different technology, rather than burning garbage,” said Banman. The study admits its ultimate “closed loop” vision of a low-waste society where appliances, for example, are repaired and reused for far longer than today, is at odds with an open economy that freely allows imports and exports, as well as consumers’ penchant for quickly discarding gadgets in favour of new models. “Meaningful progress will be difficult,” it said, but argued changes made now will be “much less painful than if we wait for nature to impose its own limits tomorrow.” Nineteen firms are in the running to build a new waste-to-energy plant for Metro Vancouver. Over the next two years the regional district is to determine a preferred technology and identify potential sites.

Alberta man in court after Aldergrove border arrest Aldergrove Star

An Edmonton man is back in court facing numerous firearms charges after being stopped at the Aldergrove border crossing with a gun in his vehicle in May 2011. Christian Bonilla, 41, was in Provincial Court in Surrey on April 2, facing charges of illegally importing an illegal firearm, possession of an unauthorized firearm and prohibited weapon. According to a CBC report at the time, it’s alleged he told border guards that the gun had documentation. But the gun was seized and he was allowed to make the trip back from the United States to Edmonton. In summer 2011, following the charges at the Aldergrove border, Edmonton Police searched the man’s home and charged him with 72 offences after seizing 75 firearms, silencers and 100,000 rounds of ammunition. The report indicated he lived with his wife and child and there wasn’t any gang ties.

VICTORIA – As the B.C. NDP launched its election campaign last week with a package of income tax hikes, higher than those in the B.C. Liberals’ election budget of February, a third party leader toured the province with plans to get rid of the carbon tax. It’s not readily apparent from his recently released “fiscal framework” document, but B.C. Conservative leader John Cummins told me his plan to phase out B.C.’s carbon tax does not include raising income tax rates that were lowered to make the carbon tax “revenue neutral.” He predicts revenue growth. I reached Cummins in Prince George, where he was continuing his aggressive courtship of northern B.C. with an announcement that federal gas tax revenues would be redirected to a new fund for locally determined road improvements. Earlier he vowed to study the deplorable state of northern ambulance service. Cummins has more good news for the north: that’s where a regionally phased elimination of the carbon tax would begin. It’s also the area of thinnest population, meaning the impact on the B.C. treasury would be less. This is, after all, a tax budgeted to bring in $1.2 billion in the current year. The B.C. Conservatives continually remind people that the carbon tax falls disproportionately on rural,

remote and particularly northern folks who face long distances, long winters, and public transit options ranging from slim to none. This has ceased to be much of an issue for the urban B.C. majority, who are focused on bridge tolls, ferry fares and the like. The B.C. Conservatives decry the population decline of rural B.C., with international immigration almost exclusively going to big cities, while temporary foreign workers increasingly fill agricultural and industrial jobs in the Interior. The party’s still-evolving platform echoes the NDP’s call for more skills training and increased completion rates for trade apprentices. Cummins is in favour of the proposed Northern Gateway oil pipeline and the massive buildup of infrastructure needed to add liquefied natural gas to B.C.’s energy export mix. He sees that enormous industrial expansion as the path to shift population growth beyond the south of the province. Cummins is surprisingly cool to one industrial project, the proposed Site C dam on the Peace River, calling himself undecided. He also sounds skeptical about the B.C. Liberal plan to extend B.C.’s electricity grid and use that to develop further independent power. This sounds to me like political positioning rather than economic analysis. An

anti-Site C independent candidate has significant support in Peace River North, creating a three-way struggle for a key B.C. Conservative target. The B.C. Conservative platform also totals up the billions in long-term electricity contracts with private power producers and suggests the price for this clean energy has been set too high. This is another echo of the NDP’s vague position. So if the B.C. Conservatives are gung-ho on oil and gas and think the carbon tax is a mistake, do they think there should be any effort to mitigate greenhouse gas emissions? Cummins sidestepped that question, preferring to talk about conventional air pollution, whether it’s in the Fraser Valley or as a byproduct of a northern industrial boom. As a long-time former Reform and Conservative MP, Cummins is acutely aware that the urban media will leap with extra vigour on any perceived gaffe of the right wing. Should a Conservative let slip that he’s skeptical about global warming, or worse, express a rustic view on social issues, all Hell would break loose. The B.C. Conservatives have started with the most detailed, costed platform of any party. Don’t count them out. Editor: Our newspapers this week have included full page apologies from Mr Gordon Nixon, the President and CEO of the Royal Bank of Canada (RBC). This ‘apology’ was typical of the self-serving responses when corporate executives behave badly. Mr Nixon has the gall to try to misdirect the reader into thinking this was only about a few people in technology services being outsourced, although he does admit that “it’s about doing what Canadians expect of RBC”. This is exactly right; it’s about doing what’s right. He also writes that RBC will continue to “focus on Canadian jobs and prosperity”. If that is so, why are RBC’s bank tellers paid so poorly and forced to work less than 20 hours per week so that they are excluded from benefits? Mr Nixon was right to claim that RBC was “Compliant with the regulations”. This is exactly how the corporatist state functions. Their well-paid lobbyists (including those employed at the ‘stinktanks’) get their puppet politicians to set up the laws and regulations that work best for them, not their customers or employees. This is why Canada has open-door immigration and temporary foreign-worker programs. When corporations cannot outsource our jobs then they can flood our employment market with cheap labour to drive down payroll costs. This is the oldest trick in the capitalist game plan for maximizing profits, as payroll is often the largest cost for a company, especially ones in the service businesses, like banks. These are the scams taught by economists at business schools to the ambitious young men, who are deficient in empathy but smart at mathematics, who are pursuing their careers via the iniquitous MBA. It would improve our modern world enormously if all people studying to be economists or seeking an MBA were forced, before they graduated, to work in a minimum wage job for six months after taking a mandatory course in ethics. But this is not what the owners of Canada want from their hired guns - it’s profits, profits, profits - exactly what Mr Nixon was rewarded for doing. As Mr Nixon wrote: “delivering returns to shareholders” is really what his job performance is about, all the rest is just corporate public relations. It was the directors of RBC that recently rewarded Mr Nixon with a $11.1 million bonus (on top of his $1.5 million salary) along with $10 million plus rewards to two other senior RBC executives for delivering a 22 per cent return to the shareholders (that also includes Mr Nixon himself, whose bonus included $6.6M in stock). These executives are now at the ‘compensation’ levels they reached prior to the Great Financial Crash of 2008. These special people are being paid 500 times what tellers make per year; this is neither right nor fair, especially when RBC made $7.5 billion in profits. Getting caught was the only ‘mistake’ in the eyes of RBC and the other supporters of the corporate world view, as illustrated by the recent drug money-laundering conviction of another ‘worldclass bank’, HSBC. People have to realize that we do not need a privately-owned set of casinos hiding behind the label “banks”, when they earn most of their money through gambling, not banking. Credit unions do a much better job of banking. In a few weeks, the voters of BC can demonstrate that they do not agree with this selfish view of the greedy one per cent. They will have a chance to terminally remove our own “wicked Witch of the West” and her corporate pals. Herb Spencer, Surrey

Editor: I was watching the TV news one morning last week, and heard about the BC Liberal gala, $400 per person fundraiser, with approximately 1,800 people in attendance. Wow, that’s quite a score. It kinds of put into perspective the fundraiser we hosted for the BC Conservative candidate, Rick Manuel, who is running in Fort Langley-Aldergrove. We had an awesome turnout (at least 80 people) who paid $20 each at a barbecue. We also had a silent auction which was very well supported. I am sure you can figure out we didn’t make the big bucks the Liberals did, but we had a wonderful bunch of people looking for a change. Thank you to all who came out to support Rick. Aldergrove’s 264th development lacks vision

Editor: I just wanted to write a comment on a new development permit put forward on April 8 for the busy 264th and Fraser Highway intersection in Aldergrove. The site, which was a burger outlet and gas station, has been sitting vacant and offers residents and visitors going south from Highway #1 to Aldergrove or the Border Crossing one of the ugliest eyesores in the entire Township. It really isn?t the greatest welcoming mat to the community. This point was emphasized on Monday’s hearing by Councillors Charlie Fox and Steve Ferguson. Whereas those Councillors and the others that joined them simply wanted to see pretty much anything happen with that corner [other than what is there now], Councillor Bob Long, a longtime Aldergrove resident and business owner, came out against the proposal. Councillor Long noted that this development will take business away from the struggling downtown core. He also expressed concern regarding the traffic issues that it may present. The motion was carried with only Long

A boarded-up commercial property that has been sitting derelict for a number of years at the southeast corner of Fraser Highway and 264 Street is a proposed new commercial development site. opposed (Councillor Bev Dornan was absent). My personal initial reaction was, “whoa, that’s a lot of parking.” Of course, I read in the report that what is actually there is the minimum required, yet there just seems like a lot of cement. The development proposes four buildings in each corner of the site, with parking surrounding each. The plan, in my opinion, lacks any originality for a feature corner in a community trying to rebuild itself, and is a seriously missed opportunity. With an outdat-

ed Community Plan (Aldergrove is working off the 1979 plan), there aren’t much guidelines for the architect to work with. Even more unfortunate is that the Aldergrove Core Area Plan that was adopted in 2010 stopped at 270th. While it is understandable that the plan needed to be limited, it left this crucial corner susceptible to a permit such as this one. Nothing about it offers anything that sustainable city planners and designers would be excited about: an abundance of above ground parking,

collection of single story single use buildings, traditional construction with limited trees, no green roofs, and promotes the typical suburban drive-to destination retail therapy. Councillor Long is right in stating that the downtown core can barely sustain the businesses they currently have and this new development will simply shift the more pedestrian-friendly retail area of Aldergrove to the vehicle-centered interchange. This development is truly a lost opportunity for a mixed use and/or multi-storey

development or even a chance for the Township to take the same proactive steps they did at 80th Avenue and 200th Street to acquire the land for a future amenity that both help give a boost to downtown Aldergrove as well as increase the livability of the area overall. Unfortunately it is likely too late to do any substantial changes to the plan, but it is never too late for Township to consider ways to promote developments with a bit more vision, especially on crucial focal points. Electric cars enviro benefits are bogus

Editor: Bjorn Lomborg, renowned author of ‘The skeptical Environmentalist’ and ‘Cool it’, reveals Green Cars have a dirty little secret. Electric cars don’t emit CO2 on the road but the energy used for their manufacture and battery-charges far negates any benefits. Yet another study confirms what has been long known as a 2012 life-cycle analysis in Journal of Industrial Ecology shows that almost 50 per cent of the lifetime CO2 emissions come from the energy used to produce the electric car, especially the battery. Compare that to the manufacture of a gas-powered car at

17 per cent of its lifetime CO2 emissions. The electric car fresh off the production line has already used up the equivalent of 80,000 miles (128,700 km) of travel emissions, more than twice that of the gas car. Consider the limitations, for example, long recharging times. The Nissan Leaf has only 73 miles (117 km) per charge, however, after five years as the batteries fade, the charge/range drops to 55 miles (88 km). The report concludes, as a way to tackle global warming the electric car does virtually nothing and the government subsidies are a very poor deal for taxpayers.

Our BC Liberals ignore the real science and continue to buy elite votes with our tax dollars as they subsidize each new hybrid/electric $5,000 plus $500 to install a charging station at home. Another $6.28 million for ‘Community Charging Infrastructure Fund’ for 570 public charging stations and upgrades around the province, to Prince Rupert. Plus many more Liberal riding campaign subsidies to local governments for charging stations to try to influence green voters. Without subsidies electric vehicles would not be selling on their own merits as they are inefficient in cold Canadian winters.

Projects are valuable for B.C. Editor: Finally a clear, to the point analysis of the value of oil and gas projects in the province. Jim Shepard is no one’s puppet. His business and personal reputation and acumen is without peer, taking Finning to one of the largest Cat dealers in the world. He has a firm grasp of project values to First Nations, knowing of the Syncrude system, the most comprehensive in the world. The naysayers only focus on one thing,

with no alternative except cancellation. This is not a solution. Currently project management people are being solicited for Kitimat work with an employment term of 36 months. This would also apply to infrastructure workers and trades. The more B.C. residents who are employed on projects such as the refinery, the more it ensures that project and government requirements are met with no impact to the environment. Instead of $40,000 for a Chevy Volt Hybrid, a $20,000 regular gas car will get better mileage. The ‘electric/hybrid’ is merely a status symbol, which has about a 15 year average payback period, unless of course you get free electricity. People who purchase electric/hybrids are higher income earners, so through taxes it’s the struggling lower income class subsidizing the more affluent class. The market is the best judge whether gas, diesel, electric, hybrid cars are used, not the government trying to pick winners and losers with no regard for our tax dollars. Roland Seguin, Langley

Dancers pass major auditions Aldergrove Star

Following successful auditions, nearly a dozen Fraser Valley Academy of Dance students have been accepted into professional divisions, spring seminars and summer ballet intensive programs around North America, including the prestigious Royal Winnipeg Ballet School and Boston Ballet School. The students live in Mission, Abbotsford, Langley, Maple Ridge and Chilliwack. Auditions are held in cities around the world for the limited spaces in many of these summer intensive and professional programs. An invitation to attend is an enormous achievement, especially for students in this age group (12-18 years).

Younger students may be selected on natural ability and potential talent, but older students must show that they already have the exceptional technique and dance quality required that is the result of high-quality training. Acceptance into these programs is solid recognition of the advanced training FVAD students are receiving inside the school’s unassuming building located in downtown Mission. Their success follows the acceptance of former student, Mikayla Petty, into the world-renowned Rambert School of Ballet and Contemporary Dance in London, England. Mikayla is now completing her second of three years at the Rambert School.

Four Adult skaters from the Aldergrove Skating Club brought home medals from the National Adult Skating Championships that were held on April 5-7 in Kamloops. Linda Maundrell won the Gold in the PreIntroductory Interpretive IV, skating a solid performance to “Say a little prayer” by Dionne Warwick. Leah Bowman place 2nd for the Silver medal in the Bronze Interpretive event, skating an over the top creative routine, with high marks for her emotion in the program. Roberta Sawatzky also came home with the Silver medal in the Gold Interpretive II event. Roberta’s skating cast a spell of evil as she skated to the Sorcerer’s Apprentice, emulating a true wizard of evil.

Aldergrove tabbed as host for Western Canadian championships Aldergrove Star

The Aldergrove Minor Baseball Association (AMBA) has been awarded the hosting rights for the 2013 Western Canadian Bantam AAA Tournament. The event, for

players aged 14 and 15, will take place Aug. 15 to 18 at Aldergrove Athletic Park at 26715 26 Ave. Last year, the tournament was held in Regina, Sask. As host team, the Aldergrove Bantam AAA Dodgers are guaran-

teed a spot in the tournament, and will be joined by seven other teams who qualify. The Aldergrove squad’s head coach is Darren Rock, with Dean Cantelon as general manager. AMBA serves a catchment that

stretches north and south from the Fraser River to Zero Avenue. East and west, it stretches from Mount Lehman Road to 196 Street. This area includes Langley Township, Langley City, and the Bradner and

Volleyball championships to LEC Aldergrove Star

Two levels of government have come together to provide financial support to the upcoming 2013 NORCECA Men’s Volleyball Continental Championship, happening September 23 to 30 at the Langley Events Centre. The Provincial government will provide $50,000 to assist with funding some of the essential costs associated with hosting an international event of this magnitude. This funding joins the strong support of the host municipal-

ity and facility, the Township of Langley and the Langley Events Centre, to provide a solid financial structure for the championship. The event will feature the top men’s National volleyball teams from North America, Central America and the Caribbean, including the Canadian Men’s National team. The LEC is partnering with Volleyball BC and Volleyball Canada to host the event, the largest international volleyball event to come to British Columbia in over two decades.

International Soccer Camp in Langley Aldergrove Star

Langley United Soccer Association will play host to the second annual LUSA International Summer Soccer Camp that will see coaches from leading international professional clubs and youth academies imparting their knowledge to boys and girls ages U-8 to U-17. The coaches will come from European clubs including Chelsea (England), Norwich FC (England), Portugal’s Sporting Lisbon, the famous Dutch club Ajax and the German club Borussia Monchengladbach. Frederick Arthur Gledhill Fred Gledhill of Abbotsford, B.C. passed away peacefully with family by his side, on Saturday, April 6, 2013 at the age of 87 in Abbotsford Regional Hospital. He is lovingly remembered by his wife Betty, his children Fred/Janice, Lydia/Claire, Deb/Gordon, Irene/Roma, Lorraine/Brad, Georgia/David, Rhoda/Arnold, stepchildren Frank/Paula, Frances, Patty/Robert, 18 grandchildren, 13 great grandchildren and many nieces and nephews. He also leaves behind sister Rhoda Duncan and brother Bob/Ruby Gledhill. From a pioneering family, Fred was a lifelong dairy farmer, and volunteer firefighter with the Aberdeen Fire Hall #3 for 33 years. He enjoyed the games of keno and will be missed by his Langley friends. Fred will be remembered for his community involvement, his story telling and breaking into song for the grandchildren. A memorial service and tea will be held on Saturday, April 27, 2013 at 11:00 am at the Ross Road Community Church located at 3160 Ross Road, Abbotsford. A special thank you to Dr. Alan Moore, Dr. McLean, Dr. Botha, Dr. Neville and resident, and the dedicated nurses in Trauma, ICU and on Baker 2. In lieu of flowers, donations may be made to the Heart and Stroke Foundation.
