Concern raised over school budget cuts Dozens appear in delegations before trustees to voice concern over effects on children BY JENN M C GARRIGLE THE NEWS BULLETIN

Emotional parents and school district employees were among more than 200 people who showed up to a public meeting Thursday evening to give trustees feedback on proposed budget cuts. Nanaimo school district is facing a $4.7-million shortfall in its 2013-14 budget and last week, staff presented trustees with about two dozen proposed cuts that would help balance the books. If implemented, the cuts would result in a loss of 10 teaching positions and about eight support workers. Cuts include closing the District Resource Centre at the old Dufferin Crescent school site; moving English-stream students at Quarterway and Davis Road elementary schools to neighbouring schools; moving junior learning alternative students back to catchment schools; and eliminating positions, including: the gifted/enrichment resource teacher, two behaviour resource teachers, the safe schools coordinator, the early years coordinator and two caretakers. Of the two dozen presentations trustees heard Thursday evening, about half a dozen were from Nanaimo-area parents and educators; the remainder were

parents from Davis Road speaking out, sometimes emotionally, about the proposal to move English-track students from the school. Quarterway parents Leonard Seigler and Lance Martin were distressed about the proposal to move English students to neighbouring schools. “We’re asking these kids to give up their teachers, their friends and everyone they’ve been accustomed to knowing,” said Seigler, adding many parents cannot afford cars and moved to the Quarterway neighbourhood because they can easily walk with their children to school every day. Martin said English-stream parents at Quarterway don’t feel that their children are harmed by split classes – English enrolment at the school is expected to be under 100 students next fall – because children learn at different levels, and the move would inconvenience parents and cause unnecessary stress for students. Kelly Dunaway, general vicepresident of CUPE Local 606, the union that represents support workers, said the morale of his members has hit an all-time low as they are seeing money spent on consultants and a new logo while support worker jobs are being eliminated. ◆ See ‘STAFF’ /4

Island yacht race sets sail from Nanaimo in June I NEW oWNErShIP, sponsor helps secure premier sailing event’s future. By Chris Bush The News BulleTiN

Black Press community newspapers will chart a course alongside sailing yachts from across the Pacific Northwest for the Black Press Van Isle 360° 2013 International Yacht Race. With a race organizer in place, Black Press announced its sponsorship of the event Monday. Formerly known as the Cadillac Van Isle 360° International Yacht Race, the event, which starts and finishes in Nanaimo, has run since 1999 when Nanaimo yachters Wayne Gorrie and Janine Bell organized the competition and attracted 14 boats to circumnavigate Vancouver Island. The race has run every other year on the odd year since 2001 and has become the most challenging yachting event in the region. In 2011 Blast Performance Sailing acquired the rights to the event with Jeffrey Motley, owner of the Vancouverbased company, and his wife Sylvia, becoming the race’s lead organizers. “They were looking for someone to take it over and it was one of those things where the sailing community really didn’t want to see the race disappear,” Motley said. “The long and the short is we decided to take it on and keep it going.” Black Press, the News Bulletin’s parent company, was asked to sponsor this year’s race because of the news agency’s ability to provide in-depth coverage both regionally and at a community level. to become title sponsor of the event an honour. “As our staff, readers and customers are residents throughout western Canada and the U.S.A., we feel it is important to invest and participate in the activities and organizations that make our communities a better place to live and play,” Warner said. “Many of us grew up on or near the ocean, and we respect the beauty and incredible experiences it has to offer.” Motley and Black Press share the same goals to promote the race and the communities taking part, and enhance Island tourism. “What we want to do, if we can, is build the race to the same level as the (Rolex) Sydney Hobart Yacht Race in Australia where people wake up on Boxing Day and watch a sailboat race,” Motley said. The Van Isle 360° is truly an interna-

tional event with two-thirds of entrants drawn from the Island and Lower Mainland, and one-third of contenders from the U.S. Pacific Northwest. Motley is also trying to make people aware of the world-class levels of competition happening in local waters, hoping they aspire to race one day. The big races are the drivers of the industry. “In the Pacific Northwest this is the race,” Motley said. “Where else can you have two weeks of summer adult camp, chasing everybody around the rock and just having a great time?” It can be a dangerous venture, too. In 2011, crews were hit with 100 km/h winds Georgia Strait and one craft struck a whale, shattering its rudder. For 2013, race organizers are providing a safety at sea course and at least two crew members certified through the course must be on each craft for each

leg of the race. More than 350 sailors have been put through the course for this year’s event. The earthquake and tsunami that hit Japan in 2011 could be a factor on the west coast of the Island this year. An estimated 1.5 million to 3 million tonnes of debris is drifting across the Pacific Ocean that could land on North American shores. Heavier items are expected to arrive with higher frequency throughout the spring and summer of 2013. “One of the most interesting aspects – and we don’t know how big it’s going to be – is the potential for tsunami debris off the West Coast,” Motley said. The Black Press Van Isle 360° 2013 International Yacht Race runs June 8-22. The dates are determined by the timing of slack tides during daylight hours in Seymour Narrows near Campbell River. “All the planning revolves around when there are slack tides so the boats can get through,” Motley said. Black Press reporters will be there regardless of weather, time and tide to record the competitive seamanship of more than 20 crews registered to take on this year’s challenge and showcase the communities supporting the race. “Good luck and fair weather to all the entrants this year. Prosecutors put Big Bad Wolf on trial to demonstrate court system for Law Week By Chris Bush The News BulleTiN

Nanaimo’s lawyers, a provincial court judge and sheriffs will host a mock trial and tours of the Nanaimo Court House as part of Law Week 2013 celebrations. Law Week is celebrated annually by the B.C. Branch of the Canadian Bar Association to familiarize citizens, especially youth, with the Canadian justice system by employing

themes to showcase the justice system in communities. This year’s theme is Access to Justice: the Role of Public Opinion. Events across the province are held throughout April and include interactive displays, courthouse tours, free law classes, contests and mock trials. Sabrina Yeudall, a family law lawyer with Warsh Law Corporation and one of the organizers behind events scheduled in

Nanaimo, said Law Week helps make the justice system appear more accessible to the public. “I think it’s very important for people to have a sense of familiarity with their justice system and to have the opportunity to come and attend inside the courthouse,” Yeudall said. “Often people are never in a courtroom until something has gone wrong and it is there for service to the public.” This year’s events at Nanaimo courthouse on 35 Front St. hap-

pen Tuesday (April 23) 4:306:30 p.m. There will be plenty to see and do at this year’s open house, which includes tours of the courthouse and its library, sheriff’s van and cells, plus exhibits by community resource groups and a mock trial: Regina v. The Big Bad Wolf, presided over by Doug Cowling, provincial court judge, in which the wolf will face multiple charges approved by the Crown, the least of which, given how the

wolf has proven his pedigree on numerous occasions, could include everything from fraud and uttering threats to mischief and wilful property damage. Yeudall will not divulge whether the wolf has a hope of beating the charges. “I wouldn’t want to take away any of the suspense from the event,” Yeudall said. But do not revisit the same old budget cutting strategies.” A contingent of teacher -librarians implored trustees to keep the District Resource Centre. Teachers target new learning models

Staff at Dover Bay Secondar y School hope to take a different approach to learning at the school. In September, a new administrative team – Robyn Gray as principal and Bob Brooks and Margaret Olsen as vice-principals – took over the ropes at the school and started a conversation about contemporary educational research and innovative learning models. “The three of us very much think alike in terms of what we think needs to happen in schools,” said Brooks. “At the beginning of the year, with the new team coming in, our focus has been on personalized learning and looking to develop a bit of a 21st century learning approach.” Brooks describes personalized learning as tailoring education programs to each individual’s unique needs, requiring students to take more ownership of their learning, and 21st century learning as preparing students for future jobs.

Students have information readily available at their fingertips through their cellphones and laptops, he explained, and what the education system needs to do is focus less on memorizing facts and statistics and more on learning skills such as how to use technology, communicate effectively and collaborate with others. Some of the teaching staff visited schools that employ different personalized/21st century learning techniques, such as a school in San Diego that uses the projectbased learning model. Project-based learning focuses on big picture ideas and connects what students learn in class with hands-on work. Brooks said the model gets students collaborating to answer questions and problem solve – at the San Diego school, students worked with university-level researchers on a marine biodiversity survey that became of real value and significance to the community. After seeing project-based learning in action, a group of about a dozen teachers at Dover formed a committee to look into incorporating this model at their

own school. Brooks said this change calls for a shift in the way people think about education and the idea is to raise awareness and try to build a community approach. Educators presented the learning model to the school’s parent group and the discussion morphed into a series of talks to students, parents and interested community members this spring. “It really has been about the partnership between our PAC and our district,” said Brooks, adding

attendance has averaged around 30 people at the meetings. The goal is to set up a project-based learning at Dover by September 2014, he said. “We’re going to take our time and come up with a model,” he said. “We don’t have it fleshed out. It might look a little bit like a whole grade. It’s like going to the moon – we’ve decided it would be a good idea to go and we’ve decided who wants to go. It’s a huge endeavour because a lot of people don’t know what it looks like.”

Divers clean up submerged garbage Scuba divers will head underwater to help clean up garbage and other sunken objects to help mark Earth Day (April 21). Underwater Clean Up 2013, hosted by Nanaimo Underwater Clean-up Committee, is a not-forprofit, volunteer based event at the dive site near the Nanaimo Yacht Club. Volunteers above water will be removing, sorting and recycling the found materials. Prizes and a free barbecue will be available for volunteers.

The City of Nanaimo is reminding dog owners to keep their dogs on leash and stick to designated trails in city parks with the most sensitive ecosystems. Each dog is only one of hundreds that recreate in Nanaimo’s parks – the cumulative effects of all the dogs that visit the same area can be significant. Some of the park ecosys-

tems are important habitats for wildlife, fish and the foreshore, which might be impacted by dog activity that, at first glance, seems harmless and fun. Birds that nest on or near the ground are particularly susceptible to harm by offleash dogs. Nests on the ground or in low shrubs are very difficult to see and offleash dogs can easily destroy

or dislodge them. Keeping a dog on leash in natural park areas is not only a responsible decision, it’s also the law. City of Nanaimo bylaws require dogs be leashed outside designated off-leash areas. Violators can be fined $150 per dog. Greater Nanaimo Chamber of Commerce members will have a chance to have their business-related questions and concerns answered directly by Nanaimo-area election candidates during a business forum Tuesday (April 23). The forum takes place from 7-9 p.m. at the Coast Bastion Inn. Doors open at 6:30 p.m. and members of the general public are welcome to attend. Susan Allen, chief executive officer of the chamber, said all five Nanaimo riding candidates – Conservative Bryce Crigger, NDP incumbent Leonard Krog, Green Party Ian Gartshore, Liberal Party Walt Andersen, and independent Brunie Brunie – have confirmed their participation. “It should be interesting,” said Allen. “Some of the topics we expect to hear about are B.C. Ferries, (Fortis BC) common rate issue for the Island, and the carbon tax, and any other issues facing business. An industry that once formed the backbone of the Island economy is making a comeback, and Dwight Yochim, executive director of the Truck Loggers Association, is touring the coast with the message that there will be plenty of good jobs in the future and the framework for skills training needs to be built now. Yochim is meeting with mayors and councils, schools, TLA members and other stakeholders from Nanaimo to Port Hardy this week in an effort to promote the logging industry and the career opportunities it will offer in the future. “There is a lot of optimism out there,” said Yochim, adding that of the TLA’s 440 member companies 32 are in Nanaimo. “We see this as a sunrise industry for a lot of the communities here. There are a lot of opportunities happening out there right now and if we can work with the governments to figure out how to maximize our annual allowable cut that provides a lot of growth and can help these communities continue to prosper.” Yochim began his five-day journey up Island on the same day the provincial NDP announced its five-year plan to support the forest industry. In a release, NDP leader Adrian Dix says his party will invest more than $400 million over five years to improve skills training, forest health, support industryled efforts to expand global mar-

kets, reduce raw log exports and enhance value-added activity. “Our top priority, one that’s shared with the industry, is to solve the shortage of skilled workers in the sector by making significant investments in training and apprenticeships,” said Dix. Steve Thomson, minister of forests, lands and natural resource operations, has said that over the next 10 years 25,000 job openings are anticipated due to retirements and economic growth in B.C. alone with more than 60,000 anticipated across Canada. That need has prompted Yochim to talk with post-secondary institutions like Vancouver Island University to consider establishing a program designed to prepare students for working in the forest. “We started a conversation on the larger side of the industry which is the logging side of things,” said Doug Corrin, VIU professor of forest technology. “The forest technology side is the smaller part for TLA. Heavy duty mechanic operators, heavy equipment operators, road builders, electricians, the whole gamut. We’re definitely interested in fostering a dialogue between the truck loggers and ourselves and other key partners to see what the needs are out there and determine how we can fill that void.” TLA already supports VIU forestry students by providing 10 $1,000 bursaries annually – half of all bursaries that forestry students can earn. The association also fosters a strong relationship with faculty and students by inviting, and paying for, attendance at the annual general meeting so future workers

can establish connections in the industry and faculty can stay up to date on the latest trends and information. In Port Alberni, TLA is working with Western Forest Products and Timber West to provide a project-based learning program where high school students experience forest practices in the woods first-hand. The association recently commissioned a poll to improve its understanding of public sentiment toward the forest industry and found that while most people are optimistic about its future, many believe there is a shortage of jobs in the industry. With forestry gaining a foothold out of its decade-long slump, Yochim says the future is bright for the industry as foreign markets rebound and demand for B.C. timber increases thanks to diversification strategies implemented to see it through the dark days. He adds, however, improvements can be made to policy to give forestry a further boost. “One thing that neither party is talking about is the unharvested cut, they just don’t seem to really care about it,” said Yochim. “When I started in the industry

we had a world-class inventory that the rest of the world was pretty envious of, and then we didn’t do a lot with it ... The message I have for both parties is we have 140 per cent more logs sitting on the stump than we do for export over the last 10 years, but no one is talking about it. We have wood sitting out in the forest we’re not harvesting and that’s based on the annual allowable cut government has set.” Yochim said the TLA wants to work with whichever party wins the provincial election May 14 to develop a strategy to get the wood moving and return logging to the prosperity it has enjoyed in the past. “If we combine all of the government forest and the privately owned forests, not only could we feed all of the mills and prevent them from sitting idle, we’d have about four or five million cubic metres left over to export. We could feed the mills and export at the same time,” he said. The TLA was formed 70 years ago when a group of independent coastal loggers decided they needed representation in Victoria as government was making critical and policy decisions. reporter2@nanaimobulletin.com

Savvy voters shape future

The 2013 provincial election will be one of the most important in a generation. At a time when the economy appears to be in slow motion, yet demands on the public purse are increasing, voters need to pay attention to who’s running. Of course, that’s said in every election – to no avail. Last time around, in the 2009 provincial election, only about 50 per cent of voters bothered to cast a vote. Who is to blame and will things be any different this year? It’s hard to say. Is it negative advertising that turns people off? Some politicians say so and promise a more positive campaign. Will that end indifference or will people turn away from boredom? Is it helplessness and apathy that keep people away from the polls? Many people simply don’t connect with government. Why? Perhaps B.C. voters simply distrust anything politicians say. Clearly there is a disconnect and the media may have contributed to this malaise by blowing every little incident out of proportion. As in the story of the boy who cried wolf, many voters simply tune out after a while, yet, sadly, when there is a real issue many eligible voters simply don’t see the connection between their vote and government policy. Instead, they leave the field to special interest groups – business, unions, lobbyists – to hijack the results. The truth is that politicians will only be accountable if held accountable. The public has a right to toss any of them out if they don’t do what they promised, so voters need to pay attention to what politicians say and they need to find out who they are. Over the next few weeks, the News Bulletin will be covering the region’s ridings with information from local candidates. The rest is up to you.

Deposit fee on butts solves litter woes To the Editor,

I would like to propose the idea of a returnable cigarette butt deposit fee for British Columbia. Cigarette butts are by far and away the leading item of litter in B.C., similar to the situation worldwide. They are especially problematic in dense urban areas and on coastlines. In addition to being unsightly, cigarette butts have several other malevolent characteristics. They are non-biodegradable, and leach toxic organic chemicals and heavy metals into the environment impacting soil, fresh- and salt-water. Additionally they are

often directly ingested by various aquatic and landbased organisms, and at times even by our children. Furthermore, discarded cigarette butts are also a major cause of highly destructive and even deadly fires in forests and elsewhere. And cleaning up butt waste is expensive, costing cities and taxpayers. Of course the above list doesn’t even mention that they are derived from a product that not only provides no real benefits whatsoever, but is actually the leading cause of preventable death in Canada and worldwide. Littering cigarette butts

and empty packs is illegal in B.C., however, given that more than one-third of the billions of cigarettes smoked daily are currently littered despite the nearuniversal recognition of such as being “the wrong thing to do”, awareness campaigns and increased enforcement have only transient and marginal effects. On the other hand, charging a returnable deposit fee (for instance five cents/butt equals $1/pack returned full) will have an immediate and widespread effect. If, additionally, the program were structured to provide a smaller reim-

bursement (say one cent) for already littered butts, it would mobilize bottlecollecting members of the public and essentially lead to the near-disappearance of all butt litter overnight. Visible tobacco litter begets more litter of all sorts, not to mention disrespect for the law, and serving as free, albeit perverse, advertising for the tobacco industry and as omnipresent triggers to the smoker wanting to quit or at least cut down. Therefore a cigarette butt deposit program may even end up having unintended external benefits.

Flaunting justice system dictates need for inquiry To The Editor,

Re: Better uses for cash spent on inquiry, Letters, April 13. Yes, the millions of dollars that might be spent holding an inquiry into the B.C. Rail scandal could be better spent, but at what cost to our justice system? Just because some of the robbers pleaded guilty, do we let the get-away driver off scot free? Why were the robbers given a “get out of jail free” card? Why did we, the taxpayers, have to pay for the robbers’ lawyers? Was the robbery an inside job? Was the judge directed to withhold the heavy hand of the law by the attorney general’s office? I am talking about criminals here, not just some bad boys, caught with a hand in the cookie jar. I am also talking about the bosses of those bad boys, our elected officials, those who have tried to make those bad boys seem

like little angels. The price to be paid for an inquiry need not be too great. The RCMP have all of that withheld evidence collected in the legislature raids, also all of the records held by the Basi-Virk lawyers should be made available. Those same lawyers, who claimed lawyer-client privilege, gave up that right when they accepted the $6-million payment from the B.C. taxpayers, the actual clients. As taxpayers, we also have a right to see all documentation held by the provincial prosecutor’s and the attorney general’s offices, so an inquiry should not be too difficult or costly. No one really wants to spend a lot of money on this inquiry, but it needs to be done. After all, a criminal is a criminal and should be put in jail. Where did these people get the right

to flaunt our justice system? Is it just because they hold public office, or work for those in office? Their illegal actions can never be acceptable in a just society. Without this inquiry, we are letting a criminal element get away with its crimes. If these same people had robbed a bank, then it would be different. Banks are privately owned, and thus, it seems, more worthy of more protection under the law than the public purse is.

I accompanied my daughter to the Nanaimo Regional General Hospital emergency room April 13, and have to say that although it is larger and brighter, it

is an obvious waste of the taxpayers’ money. An information desk with glass coloured inlay, but no person manning it. A bright ticker tape billboard welcoming you, how much did that cost? It now takes two assistants to check one person in. Why not serve two needy people at once? No sign of an RN or doctor to triage patients, no medical equipment to be seen. Waiting around to go to the next waiting area where we were greeted by costly-looking seating, unnecessary touch screen games for kids, two glass tubes filled with bubbles and fake fish, bottles of sanitizer laid out like toys. Yes, it all looks fancy, but in no way is it practical. Who are they trying to impress? Spend the money where it is needed. We need more doctors and less fancy, useless stuff.

I just removed my pools winter cover and the water is green. What should I do? The pool was not winterized properly. Proper sanitation, as well as water balance levels are essential to prevent this situation prior to closing the pool. Start the pools circulation and filtration system. Instead, provide information on help and encourage the person to seek help. Fourth, don’t blame individuals for what is happening. Eating disorders are coping mechanisms for distress. Blame creates distance and reinforces a sense of shame and failure. Finally, don’t accept that this problem can be dealt with in isolation. This may mean seeking advice from parents, family members, school staff, a public health nurse or a therapist that specializes in eating disorders. Your efforts may be saving an individual’s life. Early intervention increases the likelihood of a faster recovery with fewer relapses.

Should I take a multivitamin?

Band worth a listen To the Editor,

Recently, I had the pleasure to attend the prestigious B.C. Cadet Honour Band concert. The music was wide and varied, ranging from a complex piece of The Music of Charlie Chaplin to a highly energetic rendition of Michael Bublé’s Save the Last Dance. Throw into the mix popular concert music highlighted by military pomp and ceremony with the exciting sound of the pipes and drums, and the result is an evening of enjoyment and entertainment to keep you on the edge of your seat. But who would expect anything different?

APPLAUSE

This is after all the British Columbia Cadet Honour Band 2013. Under the direction of Lt. Camil Bouchard, former music director of the Canadian Navy’s Pacific Fleet Naden Band, the cadet honour band is comprised of 55 of the top teenage musicians of the Royal Canadian Sea, Army, and Air cadets from across the province. Pipe major Sgt. Maj. Scott Jolly (bagpipes) and lead drummer Sgt. Denby NelsonCossey (tenor drum) from 2422 Canadian Scottish Regiment in

Nanaimo, were selected to play in this year’s band that toured during the teens’ spring break. The tour locations included Nanaimo, Burnaby, Vernon, and Victoria. These youth delivered an eclectic performance with a near capacity audience at all the venues. The aim of the Army Cadet organization is to instill in youth the attributes of good citizenship, leadership, physical fitness and an interest in the activities of the Canadian Forces. This is a concert not to miss next year.

Playoff rugby meets rivalry rugby today (April 20). The Nanaimo Hornets host the Cowichan Piggies at May Richards Bennett Pioneer Park in the Div. 1 men’s Cowichan Cup semifinals. The Hornets (8-4) go in as slight favourites against the Piggies (6-6) but will be wary of their opponents. “Cowichan’s a re a l l y g o o d team,” said Ryan Eathorne, one of the Nanaimo coaches. “To beat them we’re going to have to come ready and play for an entire 80 minutes. We’re not going to be able to afford to take any time off in the game.” Focus can be a challenge in rivalr y games, when players want to win so badly that sometimes emotion takes over. “It can go that way,” said Eathorne. “But our last game
