Attracting new golfers is the name of the game KEVIN PARNELL STAFF REPORTER

As the snow was melting earlier this spring and golfers across the Okanagan Valley prepared to dust off their golf clubs for another season, managers at Okanagan-area golf courses watched in anticipation of how their respective courses would survive the winter. Snow remained on the ground from November into March then melted and stayed away, rather than a melt-freeze-ice scenario that can damage delicate golf course greens. The winter may have seemed long for linksters looking to pull out their driver but the snow cover and melt was perfect for conditions, and across the board this season, local golf courses opened in excellent condition. And while that’s good for the golfer and for the courses, the golf industry is still looking to rebound from a downturn that began in 2008. New partnerships are being formed and facilities are working together to increase the number of people playing golf in the Central Okanagan. “The good news is the golf courses around the valley wintered well and we’ve got the best conditions we’ve had in 10 years,” said Dan Matheson, general manager at the Okanagan Golf Club, with the Quail and Bear courses near Lake Country. “In the last two years there is a feeling amongst most of the golf courses that there has

We’re hoping we are about to enter a new phase in golf.” ••• What’s clear about this phase of golf in the Okanagan is that golf courses in the Okanagan are working together to grow the game. The most successful and longest running partnership between independently-owned courses is the Play Golf Kelowna (www.playgolfkelowna. com) partnership where golfers can purchase a

value card that can be redeemed at Kelowna Springs, Sunset Ranch, Shadow Ridge, Shannon Lake and Two Eagles as well as three different driving ranges. It’s a partnership that began in 1999 with three courses and earned about $58,000 and has seen huge growth up to last year when $1.5 million in green fees was split between the different facilities. And the success of the program has led to other partnerships in the Kelowna golf industry. Twelve courses are into

the third year of a program being run by Tourism Kelowna called Golf Kelowna, which is marketing the Okanagan as a destination for golf, hoping to attract tourists to the area and providing information and a general booking system for the local golf courses. “I think that is the direction we had to go in,” said Matheson. “Golf Kelowna is doing as much as they can to enhance the golf climate in the Okanagan. The entire golf community has to work together to get more golfers out.”

And it seems to be working. So far in 2013 bookings through www. golfkelowna.com are up 36.3 per cent over the same time in 2012. Golf Kelowna is reporting a much higher volume of information requests and quote requests from tourist golfers with the Alberta market leading the way early in the season with many golf courses in Edmonton and Calgary yet to open. “The last few years with this Golf Kelowna partnership we have been making steady gains,” said Catherine Frechette, communications manager at Tourism Kelowna. “But we have been coming out of the recession. We are still in that situation where we have an economic factor as part of people’s travel decisions. We’re still trying to build people’s trust in the product Kelowna has to offer.” Kelowna Springs general manager Ian Robertson, who sits on the board of Tourism Kelowna and who started the Play Golf Kelowna program, says the Golf

Kelowna partnership is extremely important to the area. “It’s very important that it survive,” he said. “The irony is the timing was not ideal. We started putting this program together three years ago so we were trying to ramp up a successful program in a down market. In hindsight, if we had that program started in 2006, we would be in a better position. But we’re here and we’re doing it now. The more people coming into Kelowna and golfing, the better for everybody.” Ironically Robertson’s Play Golf Kelowna partnership used to be called Golf Kelowna. When the group added Two Eagles and Sunset Ranch three years ago it changed its name to Play Golf Kelowna and sold the domain name of www.golfkelowna.com to Tourism Kelowna for one dollar. Robertson’s group also no longer markets its program outside of Kelowna, leaving

Oral cancer is not a rare disease. Approximately 4,000 Canadians will be diagnosed with oral cancer every year. In North America, the disease kills one person every hour of every day, and over 100 new individuals will be diag-

nosed with it each day. The good news is that it can often be found early in its development, through a simple, painless, and quick screening. Who should get screened? Every adult. Oral cancer can often be caught early, even as a pre-cancer. With early detection, survival rates are high and the side effects are from treatment are at their lowest. Like other screenings you engage in such as cervical, skin, prostate, colon and breast

examinations, oral cancer screenings are an effective means of finding cancer at its early, highly curable stages. Make them part of your annual health check-ups. What are the risk factors? There are two distinct pathways by which most people come to oral cancer. One is through the use of tobacco and alcohol, a long term historic problem and cause, and the other is through exposure to the HPV16 virus (human papilloma

virus version 16), which is now the leading cause of oral cancers in the US, and the same one, which is responsible for the vast majority of cervical cancers in women. The quickest growing segment of the oral cancer population are young, healthy, non-smokers due to the connection to this virus. Early Indicators: • Red and/or white discolourations of the soft tissues of the mouth. • Any sore which does not heal within 14 days.

• Hoarseness which lasts for a prolonged period of time. Advanced Indicators: • A sensation that something is stuck in your throat. • Numbness in the oral region. • Difficulty in moving the jaw or tongue. • Difficulty in swallowing. • Ear pain which occurs on one side only. • A sore under a denture, which even after adjustment of the denture, still does not heal.

Tourists are beating a path to Lake Country, but there’s no one here to welcome them. District council has instructed staff to establish a tourism commission which would develop a visitors information centre. “There are a lot of different groups trying to promote their businesses and we have signed an agreement with Kelowna to piggy-back on to their marketing,” said Mayor James Baker. “But there is no visitors centre to direct people to what’s going on here.”

The previous visitors centre closed after the Lake Country Chamber of Commerce decided to no longer operate it. The hope is to have a facility open this year and identify who would actually look after its management. “We may get Tourism Kelowna to get involved. We need someone to work on it,” said Baker. The district would also like to see the Okanagan Indian Band participate. Volunteers can contact the district office to take part in the commission.

Robertson routinely speaks at golf conference’s across the province and country about the success of Play Golf Kelowna and says those in the industry are usually amazed it has worked. “I’ve had several calls from as far away as Colorado and across Canada from people that have Dcaught wind of what we do,” he said. “Some areas have tried it without success. Our success comes from trust. We are five independently owned golf courses and we get along and stick together. We’ve built a legitimate brand and we’ve sustained it for all these years.” ••• During this off season, golf managers from the Okanagan Golf Club, Tower Ranch, the Harvest, Black Mountain and Gallagher’s sat down to discuss another partnership.

The topic of conversation was the future of the game of golf, specifically junior golfers and the general lack thereof. Tower Ranch general manager Neil Schmidt was one of the guys around the table. Born and raised in Kelowna, Schmidt remembers the days when he would kill an entire day at the golf course as a junior player, hitting range balls, playing a round, hitting some more balls and heading home. In this modern era of video games, ipods and electronics, those days seem gone forever. But it didn’t stop the five facilities from starting a new program aimed at junior golfers. Called Grow Through Golf (www. growthroughgolf.com) golfers aged 12 to 18 can purchase a membership that allows them to play at any of the facilities. “We haven’t promoted junior golf enough,” said Schmidt. “Most courses are cart mandatory so it makes it tougher for juniors to play. Back when

adds there is going to be some large issues for golf courses in the future if they don’t start working to increase the number of junior players. “The five of us sat down talking about doing things together not only to grow the game but to grow our business,” said Thorsteinson. “What we found was that we had less then 40

junior members combined. We thought ‘this is ridiculous. How do we get this generation playing golf more?’” The Grow Through Golf program will hold clinics at each of the five facilities and is sponsoring two players from the Okanagan Boys and Girls Clubs, all in an effort to grow the game. “We’re really excited because it’s based on grassroots,” said Thorsteinson. “If the game is going to grow and if we are going to grow our businesses we are going to have to do it at the grassroots level. We have to spend time to make sure it’s successful.” ••• Whatever the recipe for success is for the golf industry in Kelowna and area, the one thing that is for certain is that the golf consumer is well served in Kelowna. There are more men’s and ladies nights being introduced at various clubs like at Black Mountain, which added a membership-driven ladies night and already has 40 new players signed up. are fun, people will come out and play.” “Back in the day there wasn’t the variety there is now,” added Schmidt. “There is more competition but it’s better for the consumer. There are a lot of golf options. It’s not realistic to expect someone to play the same course seven days a week when you have so many to choose from.” “I think this area is tremendous for golf,” said Robertson. “We have one of the longest golfing seasons in Canada and the concentration of golf courses is unique. B.C. Liberals are running scared This is the third column in a series on B.C. political party platforms.

he B.C. Liberal Party deserves credit for releasing its policy book in full on the eve of the formal election campaign. That’s about the only positive thing to be said about it. For those who take the time to read party leader Christy Clark’s 40-page booklet, there are a few nuggets of news. For instance, a re-elected B.C. Liberal government would continue its justice reform agenda by moving traffic ticket disputes out of courtrooms, as they did with impaired driving cases. Most of it consists of glowing descriptions of the government’s 12-year record, and attacks on the NDP of the kind that are not nor-

The main focus, as revealed in February’s throne speech, is a plan to pay off B.C.’s growing debt and perhaps even get rid of the provincial sales tax with an Alberta-style “prosperity fund” from liquefied natural gas exports. Whether this is from imposing a new export tax on LNG or simply from a windfall of gas royalties is not clear. Clark and her energy minister contradicted

each other on that when it was announced, and the platform doesn’t shed any new light. All we have is a big logo on the side of Clark’s campagn bus declaring “DEBT FREE B.C.” As I’ve written before, there is plenty of real evidence of a huge new LNG industry in the making. As for paying off the $60 billion debt that the B.C. Liberals’ pre-election budget predicts will keep growing, cartoonist Adrian Raeside summed it up best: LNG revenues are “Christy Clark’s invisible friend.” Clark finished up last week with stops in Terrace and Prince Rupert, promising an LNG windfall for local governments as well. She repeated the platform’s attack line that the NDP are going to wreck the trillion-dollar LNG boom with a Quebec-style moratorium on “fracking” to extract gas from deep shale forma-

tions. That’s not an outright lie, but it’s almost as speculative as Clark’s notions of a 30-year windfall that could at best barely start during the next four-year term. The NDP are not calling for a moratorium on natural gas production. They’re calling for yet another “review,” one of many vague, wobbly positions that have been adopted by both dominant parties. An earlier premier named Glen Clark became famous for “freezing” things like ferry fares and car insurance rates. Now Christy Clark is “freezing” personal income tax rates for five years, and carbon tax rates too. That implies she’s planning to win this election and the next one, at a time when it is unclear whether she can even hold her own seat in Vancouver-Point Grey. The B.C. Liberals will cut small business taxes

by a point, some time in the next five years. They will also increase income tax on large businesses and personal income of more than $150,000, but that’s not mentioned in their platform, since it goes against 12 years of their policy as a government. • A clarification of last week’s column on the B.C. Conservative platform. Leader John Cummins informs me his plan to phase out the carbon tax does not include reversing the personal and business income tax rate reductions that were legislated as the fuel tax reached its current level. The platform asserts that total provincial revenues will continue to rise in the next four years, despite the uncompensated loss of $1 billion from the carbon tax. Politicians found lacking in commitment to road safety C

ampaign 911 was unveiled by Mothers Against Drunk Drivers in Kelowna on Tuesday. According to the MADD website, Campaign 911 is “a Canada-wide campaign to encourage and empower the Canadian public to report suspected impaired driving by calling 911.” What an excellent initiative as impaired driving is serious a road safety issue. B.C.’s tough impaired driving laws have helped to discourage impaired driving and to pull impaired drivers off the road, but really it’s a drop in the bucket. Impaired driving continues, and continues hard. Motivating all of us to

watch out for and report impaired drivers will increase the likelihood that an impaired driver will be brought to justice. It can also further discourage those who might otherwise put your family and mine at risk by driving impaired. Involving all of us as part of the solution will have added benefits. It will cause us all to make the prevention of impaired driving more of a priority; we will be more conscious and less likely to drive impaired ourselves; most importantly our horrendous “impaired driving culture” will improve. only to the extent it gets to the attention of the public, only to the extent it is “advertised.” Public unveilings like this one attract brief, fleeting media attention, resulting in very brief ‘free’ advertising. If MADD had financial resources, every one of us would be very keenly aware of Campaign 911. In fact, I am willing to bet that if MADD had the money to put into effective and extensive media campaigns, impaired driving would have been largely snuffed out by now in Canada. Am I a dreamer? Cigarette companies managed to convince an entire society that smoking was sexy, and made trillions and trillions of

dollars in profit by way of effective and extensive advertising campaigns. We are very, very, very slowly snuffing smoking out of our society in exactly the same way. Our progress would be faster if more resources were put to the campaign—advertising works. The important work of MADD and other people and organizations that want to improve road safety is dependent on fundraising, handouts and the free advertising that comes from staging events that happen to attract brief media attention. My One Crash is Too Many campaign is another example. The Capital News has kindly let me “slip in” all

called apprenticeship. The novice worked with a more experienced mentor, absorbing skill or knowledge almost by osmosis. Nurses, teachers, blacksmiths, plumbers, electricians—all used to learn their skills by working with, and learning from, a more skilled mentor. Today, the bulk of training for most professions comes in lectures and lesson plans. Their knowledge of their specialty has improved. But I’m not always convinced that the quality of their work has. Or their commitment to the people they serve. To my mind, congregations should be mentoring centres. Places where fallible humans can learn from each other, where they can absorb patterns of thinking, and doing, and being, that can’t be reduced to a manual of procedures. Learning to relate to others, to have a conscience, calls for mentors, not for regulations. If we had to rely on written instructions, walking and talking would be university level courses. And can you imagine the directions needed on every package of shoelaces? “Take the lace on the right side of your shoe in your right hand, and the lace on the left side of your shoe in your left hand. changing technology. Of course it’s a good mental exercise and it can be highly rewarding. But learning can also make us cranky. It has been my own personal experience that learning something new is when I feel the most incompetent. That isn’t a comfortable place to be. Even though I know I will eventually “get it,” the early steps of venturing into unfamiliar territory can be stressful, even if the learning curve isn’t steep. The emotional side of learning is quite fascinating. There is a necessary state of vulnerability that goes along with real learning. We are outside our usual comfort zone and it can be unnerving. Learning is good for us but it is also difficult and everyone experiences it differently. Learning involves a state of tension where we

are between not knowing and finally understanding. It helps to appreciate the natural stages of learning which are—unconscious incompetence (not knowing what we don’t know); conscious incompetence (being aware of what we don’t know); conscious competence (using new skills and applying new knowledge with more ease); and unconscious competence (becoming proficient).

I won’t get into each of these stages here. The point is that becoming skilled at something takes time and there is a predictable cycle to it. With more awareness of which stage we are at in the process, we can go a bit easier on ourselves knowing that if we keep at it, we will progress to a higher level of competence. That doesn’t mean it will be a stress-free experience—quite the contrary. Learning something new means change and we all know that change is not necessarily easy. In the workplace, the constant demands to do more and learn new things endlessly will put some people into a state of low-grade, persistent stress which will take a toll on them and everyone else around them if it is not managed well. I saw a perfect ex-

ample of this recently with one of my clients. In this particular workplace, there had been a great deal of change in the previous six months involving new team members and a reshuffling of job duties. Interestingly, the most experienced employee in the department had the most difficulty adjusting to a different workload. As the senior employee, this individual enjoyed a reputation for being the team’s main source of knowledge and information. What no one realized was how uncomfortable this employee was growing in that role as a result of having to learn unfamiliar tasks, perform other regular duties and train new co-workers all at the same time. This individual did not make the link between all the learning that was going on and the internal

stress that was building as a result. In this case, the senior employee didn’t handle things well and became more than a little cranky. Unfortunately, that behaviour led to a conflict situation with a co-worker that could have been avoided. What is the main message here? We can all learn from the process of learning. It’s a constant requirement in the workplace, so why not support each other through it? We each need to find our own way of being OK with not knowing something temporarily and have faith that we will get there eventually. That’s the real lesson. That’s some serious dollars and cents, and totally disregards the pain and suffering that Russell and so many others will endure for the rest of their lives. Does it make sense to make it a priority to reduce crashes? I flipped through the very attractive B.C. Liberal Party campaign platform online. It has lots of reference to “Driving Forward,”

but does not show any priority at all to reducing crashes. I didn’t see anything from the NDP either, although I couldn’t easily find an equivalent “pretty” platform document online. Did I mention that I hate politics? I had poked and prodded our provincial leaders about initiatives to reduce car crashes back in the fall of 2011. It took over six months to finally be connected with a government representation who could tell me anything about what the govern-

ment was doing about road safety. I was told on April 20, 2012, by a representative of the office of the superintendent of motor vehicles that there were “working committees” in place expected to result in a road safety strategy being put to the responsible cabinet minister last fall. When I followed up on Nov. 5, 2012, I was told that work continues on the development of a provincial road safety strategy, the new aim to have one developed in early 2013.

Well, here we are full swing in an election campaign and there’s no mention of it. Thanks again, Capital News, for the pulpit. Will this have legs? Will road safety become a provincial government priority?

NOTICE OF ALTERNATIVE APPROVAL PROCESS OPPORTUNITY The District of Lake Country (the “District”) wishes to proceed with Loan Authorization Bylaw (WWTP Stage 3) 861, 2013, which authorizes the borrowing of up to One Million Seventy Thousand Dollars ($1,070,000.00) to fund a portion of the Wastewater Treatment Plant Stage 3 Upgrade. The WWTP Stage 3 expansion and upgrade includes a second bioreactor, high efficiency aeration equipment, an improved foul air handling system, an energy efficient HVAC system, a new effluent disposal system, upgraded regional septage facility, and building additions to house new mechanical and electrical systems, as well as operational functions. Preparation for upgrades under Stage 3 of the expansion have already been undertaken including detailed design, construction of the rapid infiltration galleries, contract documents and Ministry of Environment approval.

The number of electors who must sign the elector response form against the proposed bylaw to prevent Council from authorizing it is 931 which represents 10% of the eligible electors of the District. Elector response forms will be accepted only if they are in the form established by the District of Lake Country Council. Water-wise plants that are ideal for providing early spring blooms

ith the warm weather, there are more and more delightful new flowers to enjoy. Many of these are also water-wise. Forsythia, one of the first shrubs to bloom, is a large vase-shaped shrub. Unfortunately it’s often pruned into a ball, reducing bloom and causing this low-mainten-

ance shrub to need constant re-pruning to avoid the ‘porcupine’ look. Native Saskatoons will soon cover the hillsides in white. Juicy, edible varieties are available at Bylands. Native Oregon grape blooms yellow at the same time and also produces edible berries. The buds on my apri-

Another plant that has striking foliage is the old-fashioned variety of lungwort (Pulmonaria saccarata ‘Mrs. Moon’). Sometimes called

All of the above, except hellebores, can be grown in full sun but will need more water and not look their best. The following are early bloomers for full sun or part shade: • Prairie crocus (Pulsatilla vulgaris) comes in

red or white varieties and the common blue form. When the flowers finish in May, attractive, large, fluffy white seed heads appear atop new feathery leaves. • Moss phlox (Phlox douglasii), an evergreen ground cover, comes in vivid shades of pink. • Rock cress is the common name for two plants. Both are ever-gray ground covers, blooming in blue or mauve shades. Aubretia is a smaller, more compact plant and includes a deep purple variety. Arabis has paler shades including white. Figure out which critter is eating through your garden then develop a strategy When it comes to sleuthing out just what critter is munching on your spring garden, you may feel like your partnership with Mother Nature is as contentious as any that ever graced the big, or small screen. After all, how are you supposed to fight the “crime” of a decimated garden if you can’t identify the suspect who’s been devouring your day lilies? And while Mother Nature may happily grace your garden with rain, warmth and sunshine, she may not always be on the same team when it comes to keeping critters out of your gardens and landscapes. Foraging pests can destroy your yard, literally overnight. Devouring deer: Rag-

ged bites, typically a foot or more above the ground indicate deer damage. Deer are notorious for devouring gardens and landscapes. You’ll see them, and their offspring, every year, making dinner of your daisies, day lilies and other ornamental plants. Ravenous rabbits: If plant damage is low to the ground, a few inches above the soil, and includes stems clipped cleanly at an angle, you’re probably dealing with rabbits. These four-legged foragers will eat just about any kind of vegetation, including your fabulous flowers, bushes and other woody plants. If you don’t want bunnies nesting and raising families near your garden, remove brush and other debris that

could provide them with shelter. Voracious voles: When flower bulbs disappear from the ground or plant roots go missing, chances are you have voles—mouse-like creatures that burrow underground and that are highly destructive to gardens. Exit holes are further indications that voles are tunnelling under your garden. Teeth marks around the base of trees, droppings or trails in the grass can also indicate the presence of voles. Capricious chipmunks: The on-screen antics of Chip and Dale might charm your children, but chipmunks in your garden is bad news. Damage to flower bulbs, plant shoots and leaves, uprooted plants and dug-

up roots are all signs you have chipmunks. Their underground burrows may be a challenge to spot since the entrances are usually only about two inches in diameter and not surrounded by noticeable dirt mounds. You can curtail them by removing yard debris where chipmunks hide. Salacious squirrels: While you might think of them as mostly the enemy of anyone with a bird feeder, squirrels can also cause damage to gardens. They live in colonies, digging underground tunnels and mounds in grassy areas and around trees that can lay waste to gardens and landscapes. Peterson is also the founder and director of Giving Back, a nonprofit organization that grows and spreads programs that support senior health. “It’s important for seniors to keep moving and learning, that’s what helps improve balance and coordination, and even helps build new neural pathways,” said Peterson, who emphasizes the cognitive importance to her workout programs. “But if you’re rather frail, or just very fearful of falling, you’re less likely to get up and move around.” These activities benefit all seniors, from 55 to 105. Peterson says a fun, social program of games and activities that include exercises specifically designed for seniors helps them address

multiple issues, including those that tend to keep seniors sedentary— which only lessens their strength and balance. Last year, her program was independently evaluated from Hawaii’s Department of Heath, which found a statistically significant reduction in falls from seniors—38 per cent. It also won the MindAlert Award from the American Society on Aging. “Seniors of all ages need to continually work on improving their balance, coordination, strength, vision and cognitive skills,” she said. “When they do, they’re less likely to fall—and more able to enjoy life.” Peterson suggests these moves, which address many different areas of the body: • The cross-crawl: Af-

Questions such as: What is physiotherapy? What do you do? Who gets physiotherapy? Where can you work? How long did you have to go to school? My dad, while I was undergoing my studies, once asked: “So, you’ll be cracking backs then?” In short, physiotherapy is the assessment, diagnosis and treatment of pain, injuries and a broad range of chronic conditions. When looking at how many systems of the body can be treated with physiotherapy and all the different environments in which it can be delivered, it is understandable for there to be some mystery around the subject. MACDONNELL, ELLA LINNEA (1926 - 2013) Ella passed away peacefully on Sunday, April 07, 2013 surrounded by her family. She is survived by her loving husband Allan of 63 years; children, Allan (Moyna), Nancy (Bob), Colleen, Kevin (Valerie) and Garth; her grandchildren and extended family members, Jennifer (Chris), Jarett, David (Domineke), Jamie (Roland), Candice (Sean), Meghan (Scott), Blair, Shea (Nicky), Adam (Sara) and Jessica. Ella was born in Eatonia, Saskatchewan to Gustav and Hilda Anderson. Her family moved to Athabasca, Alberta then, at the age of seven, they relocated to Kelowna, BC. She had eight siblings and is survived by her sister Anna. Ella and Allan lived on their farm in the Ellison district until 1978 when they moved to their current residence in Lake Country, BC. She was especially proud of her ten grandchildren and cherished the close relationship she shared with each one of them. She will forever be remembered for her devotion to family, home cooked meals and beautiful gardens. Over the years, Ella had a keen interest in researching and developing a horse program that produced many quality offspring. She always enjoyed riding her horses at their ranch and continued actively riding until last summer. As per her wishes the family will hold a celebration of life at a later date. In lieu of flowers, the family encourages your donation to the Heart and Stroke Foundation. Special thanks goes out to the staff of Lake Country Manor, the team at KGH and Dr Penney.

The request to rezone the property is to accommodate a future low density multiple housing development. This proposal meets the goals of the Official Community Plan and is considered to be desirable for the community.

Council has been asked to consider a Zoning Bylaw Text Amendment and a Zoning designation change to allow for a rapid drive-through vehicle service use on the property. The applicant would like to open a drivethrough oil change establishment along Highway 97. Allowing the proposed use on this site is in keeping with the District’s objectives.
