The Township of Langley is unable to approve the proposed route for a soon-tolaunch trolley service in Aldergrove because it doesn’t have enough information. The issue was raised in a Monday (April 22) letter to the Aldergrove Trolley Company from Langley transportation engineering manager Paul Cordeiro, which said plans for a May 1 launch of the trolley service were “premature.” “The information provided with respect to the routes and bus stops is inadequate to undertake an evaluation,” Cordeiro said. He said the Township must have detailed design drawing of bus shelters and signs to make sure they meet area planning guidelines. Cordeiro said the Township must also have proof of insurance and an agreement making the trolley company responsible for maintaining the bus stops. As well, the municipality needs to know what type of bus is being used, whether it can navigate the turns it will have to make and if it is wheelchair accessible, among other things. The trolley company has yet to apply for a business licence to operate its service, Cordeiro said. The letter was sent to trolley company executive director David Miller on the same day that Miller, trolley company marketing director Anna Nosek, and chief financial officer Lynne VanLaarhoven came to council to lobby for approval. “We still have a ways to go,” VanLaarhoven said. VanLaarhoven told council the trolley company hopes to

That would be followed by a “celebration of approval” launch event on May 1, with actual service starting some time before May 15, she said. Mayor Jack Froese said given the concerns expressed by staff, “it may be difficult to meet that timeline.” Council voted to instruct the engineering department to “expedite” the approval process by working with the trolley company to speed the process. The Aldergrove Trolley Company was established when a Reality TV show “Million Dollar Neighbourhood,” which challenged residents to make changes to improve their neighbourhood, was taping in Aldergrove. The stated goal of the community-run non-profit company is to provide transit service to Gloucester Industrial Estates and South Aldergrove, areas of the community that currently have little or no transit service. The trolley would link to the

TransLink buses that connect downtown Aldergrove to Langley and Abbotsford. In 2012, Township council approved spending $2,500 to help the Aldergrove Trolley Association set up a business plan. In July of that year, the trolley company announced it had purchased a 32-passenger trolley built in 1988 for a theme park in Virginia. However, in November, the trolley company announced the vehicle was “unusable for service” and would be stripped down and cut up into bus shelters for the new trolley transit line. In the Monday night presentation to council, the company said it has entered into an agreement to lease vehicles from the Vancouver Trolley Company, which operates a fleet of “San Francisco-style” trolleys for sightseeing tours. The Aldergrove company said it has has also won designation as an “independent transportation service” from TransLink and obtained a business licence to operate a dispatch office for charters and tours.

Council throws cold water on call for bigger pool By DAN FERGUSON Aldergrove Star

Planners will take a closer look at the size of the pool in the proposed new Aldergrove community centre, now that Langley Township council has voted unanimously to order an “Aquatic Needs Assessment” as part of the next step in the planning process for the the former Aldergrove Elementary school site at Fraser Highway and 270 Street. Councillors Kim Richter and Steve Councillor David Davis says that he isn’t sure Ferguson were absent from the Monday, the existing Alder- April 22 meeting. Larger competition-level pools are kept colder for swim meets, Fox said, too cold for seniors and young people who will be the “primary users.” “You don’t teach children to swim in a 50-metre pool unless the heat is cranked and that’s going to cost more,” he said.

Candidates meet in Langley Aldergrove Star

All candidates’ meetings are taking place in the run-up to the May 14 provincial election. An information session on the proposed new legislation changes governing the federal government’s Medicinal Marijuana Access Program is being presented next month in Langley. Township of Langley Mayor Jack Froese and Langley MP Mark Warawa will host the event to inform the public about the proposed changes on Wednesday, May 15, from 6:30 to 8:30 p.m., in the ABC Room at the George Preston Recreation Centre, 20699 - 42 Ave. Joining them will be Langley RCMP Superintendent Derek Cooke, Township of Langley Fire Chief Stephen Gamble, Bylaws Manager Bill Storie, and a representative from Health Canada.

In 2001, due to a Supreme Court decision, the Federal Government through Health Canada established regulations for Canadians if they obtained support from a medical practitioner to access and grow marijuana in licenced homes for medical purposes. Proposed new regulations that are expected to start next year will prohibit grow ops in residential buildings. Only licenced, commercial producers will be able to grow medicinal marijuana. The Township noted that the session is not intended to deal with specific neighbourhoods or issues but will provide information on what various agencies and levels of government can and cannot do.

A prominent corner of Aldergrove may finally get a much needed facelift from the “eyesore” it is now. On Monday, April 8, Langley Township council gave first and second reading to a bylaw allowing four commercial buildings to be built on the southeast corner of 264 Street and Fraser Highway. The lot once held a popular Burger King and Husky gas station, but the buildings were vacated several years ago.

“I’m so happy to see something happening on this corner. It was unsightly and I was actually thinking of talking to the bylaw department about our unsightly policy,” said Councillor Kim Richter. Councillors Charlie Fox and Bob Long called the corner lot an “eyesore.” “It’s good they are going to clean up that corner. It’s been left in a derelict state for a while now,” said Fox. But Long wasn’t too happy about commercial buildings filling the lot.

Arbour Day enhances Park Aldergrove Star

A picturesque place in Murrayville is about to blossom into a community park, and the transformation will begin during Community Arbour Day. Each year, the Township of Langley hosts a celebration of trees and showcases the importance of the urban forest in a different location. For the 2013 Community Arbour Day celebration, which takes place on Sunday, April 28, 1 to 3 p.m., the free event will be held at Old Yale Park, at Old Yale Road and 224 Street. The site is made up of agricultural land and is part of the Township’s Operations Centre site. It is currently home to the new Murrayville Community Garden, an historic barn, and a wetland restoration project. The public is encouraged to help plant tree saplings, take a tour of the wetland and community garden, meet master gardeners and arbourists, and enjoy interactive displays and activities. Composting techniques can be observed, bucket rides and face painting will be offered, and guests can take away a free bag of compost.

Editor: Early polling does not look good for the BC Liberal government as voters appear eager to have their tantrum and send them packing. A new NDP government should not construe this as a mandate to start engineering its vision of a utopian paradise in B.C. Voters’ dubious desire for integrity in government, financial or otherwise, won?t be delivered by the NDP. Dix is renowned for his craftiness with altering an official document in abetting another BC NDP Premier’s violation of conflict of interest laws. Apparently two wrongs can make a right in the NDP paradigm. Entrusting the stewardship of the B.C. economy to the NDP is the formula for becoming a have-not province again. Although, just before the election campaign began the party was forthright in laying out its platform with its intentions to tax and spend, and to run budget deficits. This has been followed up by daily campaign trail promises to pilfer more and more hard earned money from the peoples’ pockets. Hopefully, the centre right coalition can get its act together more quickly this time around and the NDP’s term and damage can be limited to four years. The elite of the B.C. business community and the power brokers of the BC Liberal Party that installed Christy Clark are well positioned to endure an NDP government, but the average citizens of B.C. are not. VICTORIA – The B.C. Liberal Party deserves credit for releasing its policy book in full on the eve of the formal election campaign. That’s about the only positive thing to be said about it. For those who take the time to read party leader Christy Clark’s 40-page booklet, there are a few nuggets of news. For instance, a reelected B.C. Liberal government would continue its justice reform agenda by moving traffic ticket disputes out of courtrooms, as they did with impaired driving cases. Most of it consists of glowing descriptions of the government’s 12-year record, and attacks on the NDP of the kind that are not normally seen in a platform. This is consistent with Clark’s style since she was anointed party leader two years ago. The main focus, as revealed in February’s throne speech, is a plan to pay off B.C.’s growing debt and perhaps even get rid of the provincial sales tax with an Alberta-style “prosperity fund” from liquefied natural gas exports. Whether this is from imposing a new export tax on LNG or simply from a windfall of gas royalties is not clear. Clark and her energy minister contradicted each other on that when it was announced, and the platform doesn’t shed

any new light. All we have is a big logo on the side of Clark’s campagn bus declaring “DEBT FREE B.C.” As I’ve written before, there is plenty of real evidence of a huge new LNG industry in the making. As for paying off the $60 billion debt that the B.C. Liberals’ pre-election budget predicts will keep growing, cartoonist Adrian Raeside summed it up best: LNG revenues are “Christy Clark’s invisible friend.” Clark finished up last week with stops in Terrace and Prince Rupert, promising an LNG windfall for local governments as well. She repeated the platform’s attack line that the NDP are going to wreck the trillion-dollar LNG boom with a Quebec-style moratorium on “fracking” to extract gas from deep shale formations. That’s not an outright lie, but it’s almost as speculative as Clark’s notions of a 30-year windfall that could at best barely start during the next four-year term. The NDP are not calling for a moratorium on natural gas production. They’re calling for yet another “review,” one of many vague, wobbly positions that have been adopted by both dominant parties. An earlier premier named Glen Clark became famous

for “freezing” things like ferry fares and car insurance rates. Now Christy Clark is “freezing” personal income tax rates for five years, and carbon tax rates too. That implies she’s planning to win this election and the next one, at a time when it is unclear whether she can even hold her own seat in Vancouver-Point Grey. The B.C. Liberals will cut small business taxes by a point, some time in the next five years. They will also increase income tax on large businesses and personal income of more than $150,000, but that’s not mentioned in their platform, since it goes against 12 years of their policy as a government. • A clarification of last week’s column on the B.C. Conservative platform. Leader John Cummins informs me his plan to phase out the carbon tax does not include reversing the personal and business income tax rate reductions that were legislated as the fuel tax reached its current level. The platform asserts that total provincial revenues will continue to rise in the next four years, despite the uncompensated loss of $1 billion from the carbon tax. Editor: Was the fact that many members of Langley Township and City councils attended the luncheon with Premier Christy Clark just a matter of common affiliation? These are well-established, status quo folks. Or was it a disrespectful snub, and real naiveté by our local elected officials, to stay away from the addresses by NDP leader Adrian Dix and Conservative leader John Cummins? There appears to have been a deliberate attempt to ignore other options. Whatever their strategy, it smacks of bad taste. It shows a lack of foresight and a lack of wisdom. The B.C. Conservatives will oppose the building of a wasteto-energy trash incinerator in the Fraser Valley, party leader John Cummins announced Monday morning in Abbotsford. Cummins said the party will not allow the controversial proposal by Metro Vancouver, which could potentially locate an incinerator in the Fraser Valley, to proceed. Cummins said that the airshed in the Fraser Valley needs to be protected. He said the region’s residents have previously stood up against projects that would compromise local air quality, citing the defeated Sumas Energy 2 powerplant proposal as an example. “Folks fought that successfully, and they feel the same way, you can rest assured, towards this incinerator.” Cummins said Liberal MLAs won’t stop the incinerator from going forward, adding that Premier Christy Clark and environment minister Terry Lake are both in favour of seeing the project proceed. “They have not supported the folks that live here… Only Conservative MLAs oppose the construction of an incinerator here and do so vigorously.” Clark told Black Press in March that the Liberals would not allow Metro Vancouver to impose any technology or waste-toenergy projects that would have a negative impact on the Valley airshed. The announcement came the same day the Conservatives announced they would end the Clean Energy Vehicles program, which includes a $5,000 subsidy off the purchase price of plugin hybrid electric cars. Cummins said that the program is ineffective and environmental spending should not be directed into program that has little effect.

Township residents had their chance to comment on a proposed $2.7 million, 20-year plan to boost agricultural activity and reduce conflict between urban neighbourhoods and nearby farms. The open house on the Agricultural Viability Strategy (AVS) was held on Thursday, April 18, at the Township civic facility. The 101-page AVS was developed by a 10-member task force. It proposes a four-part plan to provide a “welcoming business environment for farming,” services to encourage “agri-industrial hubs” that would process locally grown food within Langley, measures to create a secure agricultural land base, and rules to ensure “best farm management practices” are used by local farmers. Among the suggested 34 initiatives, 86 policies and 85 actions are the creation of a farmers’ institute to represent agricultural interests, regulations requiring notifying home buyers when “the use of their properties may be impacted

by normal farm practices” and incentives to encourage food processors to build plants in Langley to process locallygrown food. Agriculture occupies more than three-quarters of the Township’s 316 square kilometres and Langley has onehalf of all the farms operating in Metro Vancouver A staff report to council calls the $2.7 million cost of the AVS a “relatively small investment” for an industry that generates more than $277 million annually. A Township survey of more than 1,400 Langley residents conducted for the AVS shows that farming is “very” or “somewhat” important to 95 per cent of urban and 96 per cent of rural respondents. The written announcement of the open house by the Township notes that the event is not intended to deal with propane cannon use, an issue another task force has been discussing. The plan will come back to council for a vote on approval and implementation.

The provincial election campaign in Langley officially got underway Tuesday evening, with an all-candidates’ meeting sponsored by the Greater Vancouver Chamber of Commerce. All eight declared candidates in the two Langley ridings were on hand, including BC Conservative Party leader John Cummins, running in Langley, and deputy premier Rich Coleman, running for the BC Liberals in Fort LangleyAldergrove. The meeting was moderated by Global News anchor Steve Darling. A wide variety of issues came up at the meeting, which attracted a capacity crowd to the Summit Theatre at the Cascades Casino. Independent Kevin Mitchell, the newest candidate. is running in Fort Langley-Aldergrove. He said he decided to run because “the ordinary citizen has little to no chance (to make change) when operating from outside the system. As long as we elect members of political parties to government, the community will continue to come second to the party.” The other candidates all represent political parties, and each said they are quite capable of representing Langley’s interests in Victoria. Coleman, who has been Fort Langley-Aldergrove MLA for 17 years, said he had helped bring the Langley Events Centre here after a discussion with former mayor Kurt Alberts about the community’s priorities. Polak said she has gone to bat for Langley in issues such as rail overpasses and improved transportation. Fort Langley-Aldergrove NDP candidate Shane Dyson said he has met with numerous

community groups and plans to take their concerns to Victoria if elected. The candidates were asked if they would support taking another look at the HST, which was defeated in a referendum and officially ceased on March 31. Cummins said “At this point, the HST well is somewhat poisoned. But it would be possible to institute discussions with the public at large.” The Green candidate in Langley, Wally Martin, was an active campaigner against the HST, which he conceded is better for small businesses than the PST. He said the BC Liberals didn’t tell the truth about the tax, saying it would not cost individual taxpayers more money. He said any future discussion of the tax must be truthful. Polak said the public had spoken when the HST was defeated in a referendum. She said the government could take a look at the PST and make it “operate better for small business.” Langley NDP candidate Andrew Mercier said the BC Liberal government did not have a policy discussion around the HST before introducing it as legislation. He said that, in Ontario, there were wide consultations and the tax was introduced with much less fuss. The candidates were asked about the Agricultural Land Reserve. “They’re not making any more soil,” said Mitchell. “If we want to maintain farming here, we must protect the ALR at all costs.” Fort Langley-Aldergrove Conservative candidate Rick Manuel said the ALR is very important to Langley, and is facing “constant pressure for development.” Coleman said there is no

need for any land in Langley to be removed from the ALR, as there is plenty of potential urban land in Willoughby and Brpookswood. He also defended the Right to Farm Act, saying farmers have to be able to run their businesses without facing the possibility of being shut down by neighbours. Dyson said the ALR protects usable farmland, but much of it remains fallow. “We need to encourage young farmers, because it is an astronomical expense to buy land.” Road pricing was discussed. Mercier said that an NDP government would return $200 million from the carbon tax to TransLink. Polak said she is working with the TransLink Mayors’ Council to identify new funding sources, and the Liberals will put recommendations to a referendum in 2014. Martin noted that in 1910, an interurban line served 17,000 people in the Fraser Valley, and 103 years later, there is nothing similar to serve one million. Cummins said B.C. residents don’t support tolls. Cummins said there is no reason to put TransLink funding proposals to a referendum. “The government has to take responsibility,” he said. Health care was discussed. Mitchell said “there’s not an open check book” when it comes to health spending, and he said “there’s an awful lot of bureaucracy and overhead.” He said the health system works well in many ways but overhead needs to be reduced. Coleman said overall administration costs of the health care system are about six per cent in Canada, as compared to 22 per cent in the U.S. B.C. has good health outcomes, he said, calling that the most important measure. The BC Liberals plan to add another $2.4 billion to health

spending in the next three years. Dyson said there is a need to invest in more people — doctors, nurses and technicians. He said the waiting period for diagnostics is unacceptable. He also decried funding inequities, saying the Vancouver region gets an average of $,3000 per capita in funding, while Fraser Health region gets $1,600. Manuel, a former B.C. Ambulance executive, said the length of time patients have to wait at emergency rooms is unacceptable, and he said “we have to spend smarter.” Post-secondary education was discussed. Mercier said he left B.C. to attend university because it was more affordable, yet he graduated with $35,000 in student debt. He said there is “rising inequality,” as students from wealthier families are among the few who can afford the cost of education. He emphasized the NDP platform of skills training, and a restoration of needs-based grants. He pointed out that Langley is growing at an 11 per cent rate, and many of the new residents are young families. There needs to be more spending on education at all levels, he said. Cummins said an important part of post-secondary education comes in technical and trades training, and the BC Liberals have cut skills training funds. “There will be a great need for tradesmen in the future,” he said. “We’ve fallen down.” Polak said the BC Liberals have boosted spending on postsecondary education in the past 12 years to unprecedented levels. While many colleges became degree-granting institutions, more seats have also been added to them. She said the number of spaces for students outside Vancouver has been greatly increased.

51st Walk set for May 5 Aldergrove Star

For more than half a century, Langley residents have been lacing up their shoes, gathering their families and friends, and exploring various neighbourhoods during the annual Langley Walk. The tradition continues this year as the 51st event is held on Sunday, May 5, starting in Douglas Park at 20550 Douglas Crescent. The Walk, which is being jointly presented by the Township of Langley and the City of Langley, gets underway at 1:30 p.m., but participants are invited to come down any time after noon to register and enjoy entertainment. Both a five and a ten kilometre route – a large portion of which will be on the Nicomekl Flood Plain trails - will be offered and people can walk, run, bike, rollerblade, or push a stroller. The event is free and everyone who finishes the Langley Walk will receive a commemorative crest. Last year, the Walk celebrated a significant milestone as it marked its 50th anniversary. A volunteer committee made up of community members was formed to organize the event, and it is spearheading the Walk again this year. “We’re encouraging everyone to join

us in this free, non-competitive, highly enjoyable walk that is appropriate for all ages,” said the committee’s Kari Medos. “This year walkers will enjoy the beauty of the Nicomekl Flood Plain, Sendall gardens, and for those wanting to complete the 10k, Brydon Lagoon. It’s a really fun and fabulous family day, a community day, and a great way to celebrate living in Langley.” “This is an event that everyone can get involved in,” said Township community recreation programmer Camilo Molina. “Not only is it a chance to explore a different Langley neighbourhood each year, the Walk is a great way to enjoy some fresh air and exercise. Royals sweep Mainland Hockey championships Aldergrove Star

The 2000 Fraser Valley Royals have won the AA division of the Mainland International Hockey Championship in Coquitlam this past weekend. The boys, who include Aldergrove’s Thomas McPhalen, went a perfect 6-0 through the weekend and defeated the Edgy Islanders of Victoria 4-2 to take home the championship. The Royals were down on the scoreboard 2-1, heading into the third period, but got a huge tying goal from Abbotsford’s Jake Enns to even the game at 2-2. Minutes later Mission’s Sean Sidhu got the game winner when he wired home a slap shot to put the Royals up 3-2. Jake Enns sealed the Victory with his second goal of the game for a 4-2 win. The 2000 Royals’ top three point getters were Abbotsford’s Brett Bass with nine goals, three assists, Mission’s Hayden Vetteral’s five goals, five assists, and Maple Ridge’s Jacob Mainhout’s four goals, three assists. The Royals’ roster is coached by Troy Stordy, Scott Penman, Jeff Penman and Ken McPhalen. Outlaws) in the 1999 AAA/AA division. They had solid victories over the Abbotsford AAA Junior Heat, Vancouver Island Monarchs and only suffered losses to the West Coast Warriors. The Fraser Valley Royals team is comprised of kids from Aldergrove, Abbotsford, Chilliwack, Mission and Maple Ridge, Langley and Surrey. Frederick Arthur Gledhill Fred Gledhill of Abbotsford, B.C. passed away peacefully with family by his side, on Saturday, April 6, 2013 at the age of 87 in Abbotsford Regional Hospital. He is lovingly remembered by his wife Betty, his children Fred/Janice, Lydia/Claire, Deb/Gordon, Irene/Roma, Lorraine/Brad, Georgia/David, Rhoda/Arnold, stepchildren Frank/Paula, Frances, Patty/Robert, 18 grandchildren, 13 great grandchildren and many nieces and nephews. He also leaves behind sister Rhoda Duncan and brother Bob/Ruby Gledhill. From a pioneering family, Fred was a lifelong dairy farmer, and volunteer firefighter with the Aberdeen Fire Hall #3 for 33 years. He enjoyed the games of keno and will be missed by his Langley friends. Fred will be remembered for his community involvement, his story telling and breaking into song for the grandchildren. A memorial service and tea will be held on Saturday, April 27, 2013 at 11:00 am at the Ross Road Community Church located at 3160 Ross Road, Abbotsford. A special thank you to Dr. Alan Moore, Dr. McLean, Dr. Botha, Dr. Neville and resident, and the dedicated nurses in Trauma, ICU and on Baker 2. In lieu of flowers, donations may be made to the Heart and Stroke Foundation.

MILLER, Rudolph “Rudy,” born March 26, 1945 passed away at the age of 68, after a brief but brave struggle with cancer at Langley, B.C. on Wednesday, April 17, 2013. Predeceased by his parents, Robert and Selma; his sister Angie and brothers, Matt and Albert, Rudy is survived by Brenda, his loving wife of 48 years; his children, Terry, Carmen (Fred) and Gordie. He leaves, also, his grandchildren, Kayla, Chelsea, Keelee and Hainee; his remaining siblings, Ben, Appy, Alec, Lloyd and Lorraine (Leo), as well as his extended family and dear friends. Rudy was a fabricator by trade, but a man of many talents, who spent most of his spare time creating things and helping others. He was a kind hearted man who never judged others and had a smile that was contagious. His generosity and kindness touched many people and he will be missed dearly. For those desiring, donations made in Rudy’s memory to the Langley Hospice Society would be most appreciated. A Celebration of Rudy’s Life will be held at the Royal Canadian Legion in Aldergrove, on Saturday, May 4th, from Noon to 4:00 pm.
