Sunshine Valley RV Resorts & Cabins Inc. has purchased Manning Park Resort. The court appointed sale was approved April 18 with a possession date of today (April 25). Manning Park Resort has been operating for the past three years in receivership. The Bowra Group took over management of the facility from Gibson Pass Resort Inc. in 2009. “I’ve always felt that Manning Park

Resort was a tremendous facility with everything that it has to offer,” said Kevin Demers, owner of Sunshine Valley RV Resorts & Cabins Inc. “There’s no doubt that it’s losing money right now, but we think we can run it more efficiently, have a higher level of service, and bring people back that used to be there.” The purchase includes the park use permit for the resort and ski operations, as well as the remainder of the park facility operator campground bundle contract. The facility will con-

Equipment and cosmetic upgrades are already in the works, including new maintenance trucks and snowcats to groom the ski hills. Yale treaty signed over Sto:lo concerns Jennifer Feinberg Black Press

The Yale Treaty final agreement was quietly inked on April 13, becoming the third tripartite agreement to come out of the B.C. treaty process. The final agreement means Yale First Nation will own about 1,966 hectares of treaty lands, including 217 hectares of its former Indian reserves and 1,749 hectares of provincial Crown lands. Yale will also get $10.7 million from Canada, less any outstanding negotiation loans, and economic development funding of $2.2 million. The many stages of the treaty process proceeded over almost two decades, but did not solve specific concerns of the Sto:lo people around access to traditional fishing and sacred sites in the Fraser Canyon. Doug Kelly of the Sto:lo Tribal Council says the B.C. Liberals “declared war on the Sto:lo by moving ahead with the Yale Treaty in this way. “This treaty is deeply flawed. Instead of achieving certainty, creating economic opportunity, and establishing a new relationship with First Nations, this treaty will result in confrontations between the Sto:lo and DFO Fisheries officers and RCMP officers. But that’s not at all how the signees are depicting the treaty signing achievement reached by all the parties. “This marks an historic step towards achieving a treaty for Yale First Nation, said Aboriginal Affairs Minister Bernard

Valcourt in the release that went online April 13. The treaty provides for Yale First Nation ownership of subsurface and forest resources, as well as fishing, gathering and harvesting rights for domestic purposes, in accordance with terms set out in the treaty. Access to commercial fishing opportunities for Fraser River sockeye and pink salmon by the First Nation are dealt with outside of the treaty in a separate Harvest Agreement. “Through years of perseverance and hard work with Canada and the province, we have now achieved the Yale Treaty, said Chief Hope. “We look forward to determining our own destiny through self-government. However under the treaty that was just signed the Sto:lo have said the concern is that they will: t -PTF UIF BCJMJUZ UP FYercise their rights and title to lands in the canyon; t #F DPOTJEFSFE USFTpassers; t -PTF UIF USBEJUJPO PG passing down ancestral fishing and dry rack sites JO UIF DBOZPO UP OFYU HFOerations; and t 3FRVJSF QFSNJTTJPO from Yale to access sacred heritage sites and conduct cultural practices. Sto:lo Tribal Council and Sto:lo Nation Chiefs’ Council worked very closely together to reach a resolution through negotiations, and they continue to work cooperatively. “Sadly, the Chief Negotiators for Canada and B.C. have dismissed the Sto:lo and set us on this course that will result in violence, said Kelly. “Why would a govern-

No government, federal, provincial or local will prevent us from carrying on the ways of our ancestors, stated Kelly. “We will not be intimidated by enforcement officers. If blood is shed, it is at the hands of the Government of Canada and the Province of B.C. Chilliwack-Hop e NDP candidate Gwen O’Mahony said while she understands the Yale Treaty is a done deal, she is nonetheless “troubled by some aspects of it. “I think it’s unfortunate that this has resulted in divisions. I’m concerned about my community. Pointed questions were asked in the Legislature about these significant issues that concerned the Sto:lo around access in the canyon. “The idea around treaties is not to create division; or winners and losers. It’s supposed to be about reconciliation and building unity and it’s tragic if it creates the opposite. It should be respectful. It should not pit communities against each other. “While we support the Yale people, as they’ve been at the table negotiating this is good faith, we also think that conflict resolution must be a key part of this. Laurie Throness, B.C. However this unresolved situation could “end up in court, Throness said. “Neither the Sto:lo, nor the Yale First Nation are going away. They need to come to an agreement. C h i l l iw a ck - Fr a s er Canyon MP Mark Strahl said Yale followed the treaty process as laid out and went through all the steps as required. “It’s a good news story for the Yale First Nation, he said. “They are hopeful for economic development in their area, and I hope it will allow them to gain that economic prosperity for their people that they’ve been working toward. “After 20 years of negotiating this treaty, I’m sure they are relieved that the end is in sight. On the question of Sto:lo access issues, Strahl said he met with Grand Chief Joe Hall to hear their concerns, and they also met with mediator Vince Ready, and they’ve been told they will have “reasonable access, even though they didn’t get it in writing. “At the end of the day, the mediator said there is no hope of a negotiated settlement on this. Once that happened the decision was made to proceed, he said. Election issue: child care and early education

Tom Fletcher Black Press

Child care policies offer a clear choice between the B.C. Liberals and the NDP in the May 14 provincial election. Premier Christy Clark wants to take a provincially funded savings account set up for each child born since 2007, and hand out $1,200 to parents who open a Registered Education Savings Plan to begin saving for posts e c ond ar y training. Former premier Gordon Campbell established the fund when the B.C. government was enjoying budget surpluses, before the 2008 downturn in the world economy. That’s added to the B.C. Liberal “early years strategy that includes full-day kindergarten, $142 million for child care subsidies, $34 million for “Success by Six programs in 225 communities, and an additional $32 million promised over three years to help create new licensed child care spaces. NDP leader Adrian Dix has promised to cancel the RESP and other new spending, and redirect it to a “Family Bonus Pro-

ing

gram, a direct subsidy of up to $70 per month, per child for low-income families starting in 2014. The NDP plan would pay the full amount to families with annual income of $25,000 or less, with payments decreasing on a sliding scale to families with income under $66,000. Applying to all children under 18, the bonus program is projected to cost $210 million a year. Platform highlights: t ć F # $ Conservative pre-election platform offers no specific programs for child care or early childhood education. Its September 2012 policy document supports “the principle that parents are the child’s first and most important teachers. B.C. Conservatives also support a school voucher system, “ensuring that taxpayers’ dollars follow the student to provincially approved educational options, and the principle that social services be “delivered by community-based organizations rather than directly by government. t ć F # $ (SFFO platform promises to create “local child care trusts monitored by the provincial govern-

ment. Promised services include “child care, in-home support, emergency and crisis services, a guaranteed livable income and safe and adequate housing. The B.C. Green platform offers no costing estimate for any of its

programs. t ć F # $ -JCFSBMT would require school districts to promote use of school property by licensed child care providers from 7 a.m. to 6 p.m. on weekdays, and create a provincewide child care regis-

try. t ć F # $ /%1 would immediately double earnings exemption for employable income assistance recipients, and allow a further exemption for child maintenance payments.

Opinion Threats of terror

A6 Hope Standard Thursday, April 25, 2013

Published at Hope, Boston Bar, Yale and surrounding area by Black Press

Anyone watching the dramatic events in Boston last week got a chilling reminder on Monday that Canada is not immune to such dangers. Police in Toronto announced the arrest of two men, charged with planning to blow up a VIA passenger train. The plan, said police, had links to al-Qaeda. News of the arrests came just hours after the people of Boston paused for a moment of silence to honour the victims of last Monday’s bombing at the Boston Marathon. A motive for that attack, which killed three and injured scores more, remains unclear. But following the arrest of the lone-surviving suspect in dramatic take down Friday night, few are calling the bombing anything but an act of terror. Authorities in Toronto Monday were quick to point out the Canadian arrests were not linked to the Boston attacks. Nor, police said, were they tied to any other recent Canadian flirtations with terror groups. (Last month, it was learned, two Canadians were among the 29 terrorists killed during an aborted takeover of an Algerian gas refinery that left 37 hostages dead.) But it is clear there remains a real concern for terrorist activity in Canada. It is interesting to note that while police were announcing the arrests in Toronto, politicians in Ottawa were debating an anti-terrorism bill that promises to reinstate broad-reaching powers to arrest and detain those suspected of terror links. The measures were originally introduced following the 9-11 attacks in 2001. They expired in 2007. The bill – which would allow the power for “preventative arrest” – is not without controversy. The NDP, for example, says it goes too far and poses a threat to civil liberties. But with the images of the carnage in Boston, and now with arrests here in Canada, those arguments will be more difficult to make. - Black Press

B.C. Liberals are running scared B.C. VIEWS Tom Fletcher Third in a series on party platforms The B.C. Liberal Party deserves credit for releasing its policy book in full on the eve of the formal election campaign. That’s about the only positive thing to be said about it. For those who take the time to read party leader Christy Clark’s 40-page booklet, there are a few nuggets of news. For instance, a re-elected B.C. Liberal government would continue its justice reform agenda by moving traffic ticket disputes out of courtrooms, as they did with

impaired driving cases. Most of it consists of glowing descriptions of the government’s 12-year record, and attacks on the NDP of the kind that are not normally seen in a platform. This is consistent with Clark’s style since she was anointed party leader two years ago. The main focus, as revealed in February’s throne speech, is a plan to pay off B.C.’s growing debt and perhaps even get rid of the provincial sales tax with an Alberta-style “prosperity fund” from liquefied natural gas exports. Whether this is from imposing a new export tax on LNG or simply from a windfall of gas royalties is not clear. Clark and her energy minister contradicted each other on that when it was announced, and the platform doesn’t shed any new light. All we have is a big logo

MAIL Box 1090 Hope, B.C. VOX 1LO

on the side of Clark’s campaign bus declaring “DEBT FREE B.C.” As I’ve written before, there is plenty of real evidence of a huge new LNG industry in the making. As for paying off the $60 billion debt that the B.C. Liberals’ preelection budget predicts will keep growing, cartoonist Adrian Raeside summed it up best: LNG revenues are “Christy Clark’s invisible friend.” Clark finished up last week with stops in Terrace and Prince Rupert, promising an LNG windfall for local governments as well. She repeated the platform’s attack line that the NDP are going to wreck the trillion-dollar LNG boom with a Quebec-style moratorium on “fracking” to extract gas from deep shale formations. That’s not an outright lie, but it’s almost as speculative as Clark’s

Standard

notions of a 30-year windfall that could at best barely start during the next four-year term. The NDP are not calling for a moratorium on natural gas production. They’re calling for yet another “review,” one of many vague, wobbly positions that have been adopted by both dominant parties. An earlier premier named Glen Clark became famous for “freezing” things like ferry fares and car insurance rates. Now Christy Clark is “freezing” personal income tax rates for five years, and carbon tax rates too. That implies she’s planning to win this election and the next one, at a time when it is unclear whether she can even hold her own seat in VancouverPoint Grey. The B.C. Liberals will cut small business taxes by a point, some time in the next five years. They

On April 16, the weather in Hope was rainy and windy. The tree beside the Husky gas station at the corner of Third Avenue and Old Hope Princeton Way fell over onto the power lines causing the line over Old Hope Princeton Way to drop lower than normal. Emil Anderson was called out to secure the road. The backhoe driver came down the road and not looking up, ran right into the lines, catching them with his boom and pulling them from the building – causing them to drop further. An Emil Anderson driver of a truck that has directional arrows then came down the same way as the backhoe, drove into the wires, catching them with the arrows. The driver then decided to climb on his truck with a shovel to remove the live wire.

April Birthday Night at the Legion

Opera focuses on historic Canadian event Inge Wilson Contributor

Members of the Vancouver Opera will be presenting Naomi’s Road in the conference room at the recreation centre in Hope on May 4. The one hour opera is based on a Joy Kogawa novel and will introduce the audience to an important event in Canadian history through a moving and dramatic performance. Set during the Second World War, it depicts the journey of nine-year-old Naomi and her Japanese-Canadian family from Vancouver to an internment camp in the interior of B.C. This sensitive and compelling story is told through four talented singers, accompanied by a pianist. Last year marked the 70th anniversary of the internment of Japanese Canadians. The Order in Council PC 1486, passed by the Canadian government on Feb. 23, 1942, authorized the removal of all “persons of Japanese racial originâ€? and gave the RCMP the power to search without warrant, enforce a dusk-to-dawn curfew, and to confiscate personal property. More than 20,000 Japanese Canadians were affected. One of the internment camps where the Japanese-Canadians were sent was located just east of Hope, where Sunshine Valley is today. That camp was called Tashme. Ann Hodges penned the libretto for Naomi’s Road in the winter of 2003/2004 and composer Ramona Luengen wrote the last notes of her score in September of 2004. Hiather Darnel-Kadonaga appears in the title role of Naomi. She is a lyric soprano of Japanese and Finnish descent, born and raised in Cal-

gary, Alta. Darnel-Kadonaga studied at Mount Royal College and the University of British Columbia, graduating with a masters in voice and opera performance from McGill University. She has performed several roles, including Geraldine in Barber’s A Hand of Bridge, Miss Jessel in Turn of the Screw, Despina in Cosi fan Tutte, Musetta in La bohème, Pamina in Die ZauberflĂśte, and the comical role of Gianetta in Gilbert and Sullivan’s Gondoliers. Sam Chung appears as Naomi’s brother, Stephen. Originally from Winnipeg, Man., the tenor was last seen on the Vancouver Opera main stage as Gastone in the 2011 production of La Traviata. Chung has performed with Burnaby Lyric Opera, Lyric Opera Studio Weimar and has understudied several roles for Vancouver Opera. The remaining characters are performed by Erica Iris, who appears as Mother, Mitzi, and Obasan, and Henry Chen, who appears as Daddy, Bully, Rough Lock Bill and the Trainmaster. Mezzo-soprano Iris has been praised for her “gorgeous big voice, seamless from top to bottom, dramatic, and highly expressive.â€? She has sung Tituba in The Crucible, Dido in Dido and Aeneas, Komponist in Ariadne auf Naxos), and Carmen. Winner of the 2011 Eckhardt-GramattĂŠ National Music Competition, she toured Canada in 2011. Chen, a bass-baritone, recently completed his training at the Vancouver Academy of Music. He has performed in many operas and concerts with various companies in Vancouver. His most recent performance was

Papageno in the Vancouver Academy of Music Summer Opera Workshop’s Die ZauberflÜte. Naomi’s Road is presented by The Hope Museum, The Hope Library, and Recreation, Cultural & Airpark Services. Tickets are $10 at the rec centre, 1005 Sixth Avenue. The show starts at 7 p.m., with doors opening at 6:30 p.m. For more information, call 604-869-2304.

Record turnout of Hope participants at Sun Run Barry Stewart Hope Standard

One thing about a team: you don’t leave your teammates behind. You support those that need your help and if one of them stumbles, you set aside your own goals for the good of the team and stop to help. “There were a lot of touching moments,” said Kim Hollmann, recalling Hope’s Team F.I.T.’0 experience at last Sunday’s 10-kilometre Sun Run in Vancouver. “Team members were making sure that everyone was having a good time and stepping in, to make sure that teammates were okay.” Hollmann and fellow C.E. Barry School staff members Pauline Johnson and Jacob Cowan are team leaders for the team, which entered a best-ever 87 participants this year. This was Johnson’s sixth consecutive Sun Run, Hollmann’s fifth and Cowan’s fourth. “We even had runners choosing to walk along with [learn-to-walk member] Bev Rudance, to cheer her on,” said Hollmann. Rudance said she had fallen into a very sedentary lifestyle after her husband Mike passed away suddenly, two and a half years ago. “I had no ‘get up and exercise,’” she said. “When my friends talked about the Team F.I.T. (Families in Training) and Sun Run/Walk training that was starting this year, I thought that maybe I should join. I also knew that it was going to take a lot of courage and I needed to step out of my comfort zone and leave my insecurities at the door. “I like to have a purpose and goal,” she added, “and I like to accomplish something. I also knew that if I committed myself to the training, I would follow through to the end.” Rudance said she feared joining the walking team. “I knew I was out of shape and I struggle with my weight and anxiety issues. I was afraid to fail and I thought that 10 km is a long way to walk. “The minute I stepped into the first Team F.I.T. training session, there were smiles, chatter and encouragement,” said Rudance. “The minute we started to walk, in our first training session, to say my anxiety level was high is an

understatement. I was the slowest walker — but I soon learned that no one gets left behind. “It’s called ‘looping.’ After a certain number of minutes, the front walkers would loop around behind me. This continues however many times we need to do it. “Wow!” she said. “This was very encouraging and a confidence booster. By the end of the first training session, I was excited to do the next sessions.” Rudance came to the Sunday group sessions and did her own training during the week, filling out the supplied record book. “At seven weeks, we did a 5 km run/walk and potluck timed session,” recalled Rudance. “We had to put on paper what our predicted time would be. I wrote beside my name, ‘Please let

it be less than 60 minutes.’” “I still wasn’t a fast walker but had improved since the first session. When I started the walk this day, my anxiety level was through the roof,” said Rudance. At each kilometre along the route, the team had posted encouraging signs. “My favourite sign was , ‘Trust in your training,’” said Rudance. “This has stuck in my head, every time I walk. “When I got to the finish line of the 5 km, my good friend Lenora Poulin and her daughter Arden were there, saying I was doing so great — and I was under one hour. “My time was just over 54 minutes. I cried. I released all the anxiety and self-doubt that was inside me.” Fast forward to Rudance’s Face-

book comments, after finishing Sunday’s 10 km route. “All I can say today is wow! I had the most amazing and best weekend. I have said many times that I have the best friends. As we were all getting ready in the a.m. (with me thinking I am walking alone and totally okay with this — and very anxious), my friends showed up and said they are my cheerleaders and would be walking with me. Yes, I cried! “Then at each [kilmetre mark], Erin Furness-Wilkins read a note of inspiration from other friends and Team F.I.T. members. Yes, I cried at every [kilometre mark)! Darby Link held my hand for the first 5 km. (Then we got sweaty & sticky, LOL!). Just past the 6 km mark, there is Steve Link, holding a sign that says, ‘The end

SPRINGMAN, Archie

KERR, Frances Lorraine Sept. 1, 1948 April 10, 2013 Sunrise: April 2, 1953 Sunset: April 25, 2007 “Gunner” lived a quiet fulfilling life in the small First Nation community of Chawathil. A Residential School Survivor, he fished most of his adult life fishing at “Eyxel” across from “Welqamex” (Greenwood Island) near Hope, BC. Survived by his loving daughter, two brothers and five sisters, numerous nephews and nieces. You are sorrowfully missed. Your jokes and laughter will remain with us forever. God saw you getting tired, when a cure was not to be. So he closed his arms around you and whispered “Come with me” Xwoyiwel ha:we isthoqui “Gunner” ( Happy Hunting and Fishing “Gunner”)

In Memory of Frank Hale April 29, 2012 Forever in our hearts Caren, Mark, Cindi and families

Frances passed away peacefully with her son Jesse by her side after a long, hard fought battle with heart disease. She was a woman who had an immense love of family, friends and life in general. She has touched so many lives through her work in many areas, from owner/operator of the Black Sheep Motel, Nisha Family Services and Corrections Canada to name a few. She also volunteered in many different areas over her years. Whether Frances was counseling a troubled teen, coaching a birth or flipping burgers, she was always someone you wanted on your side. She was an amazing woman, daughter, sister, mom, grandma, auntie and friend. Frances is survived by her mother Gladys Kerr, sisters: Carol (Derrek) and Janet, children: Quinn (Russ), Jesse (Wynna), Kris and Fawn, grandchildren: Alexa, Dylan, Nolan, Trenton and Ashton, nieces: Kelly and Leigh, nephews: Brian, Daryl, Cameron, David and Terrance, and five great nieces and nephews. She is predeceased by her partner Ken May, son Robin and father Jack. Her family would like to thank Auntie Janet and friends Charlene and Eleanor for their support during Frances last years. Donations to Heart & Stroke Foundation in memory of Frances would be appreciated.

ENGAGEMENTS

Mr. & Mrs. Stephen Booth of Hope, and Mr. and Mrs. Keith Bepple of West Kelowna are thrilled to announce the engagement of their children

Much to the sadness of his wife, Daryl, and sons, Shane and Blake, we announce the passing of Archie Springman bcclassified.com of Abbotsford on April 13, 2013, after a courageous battle with cancer. He will be deeply missed by a large family including his brothers, Dan (David), Surrey, BC and Rueben (Debbie), Abbotsford, BC, sisters Carol (Gerald) Reid, Hope, BC, Phyllis (Pat) McInnes,Hope, BC and Joanie (Bruce), Sanderson, Port McNeill, BC. Archie was born at Melfort, SK, on Oct. 22, 1946. He grew up working hard on the family farm and got into all sorts of shenanigans in Nipawin, SK, which was the family’s home for many years. The Springman family moved to Hope, BC in 1968 where he and his father eventually ventured into business by starting Springman’s Auto Body. Archie and his young family relocated to Abbotsford in 1992. He was a devoted family man and a respected community member, participating in the Lions Club, Chamber of Commerce and serving as an auxiliary member of the RCMP. His interest in business led to various partnerships, including Springman’s Auto Body with his brother-in-law and a car dealership in Langley with his brothers. His last business venture was Cottonwood RV at Chilliwack. Archie loved camping and was always happy to pack his wife and kids up and to hit the road with a trailer in tow. His favourite spot to camp was at Dry Lake, where many fond memories were made. His passion for collector cars led to frequent revving up the engines, burning a little rubber and enjoying car shows with his sons. He was renowned for his witty sayings (which his family lovingly refers to as “Archie-isms”), his master storytelling abilities, his integrity and his rollicking laughter. His keen sense of humor never waned throughout his struggle with cancer. A celebration of Archie’s life will be held on Thursday, April 25th at 2:00 pm at South Abbotsford Church, 32424 Huntingdon Rd., Abbotsford. In lieu of flowers, donations to BC SPCA or SAINTS Mission gratefully accepted.

Clair Franklin Alaric passed away peacefully with his daughter at his side at Fraser Hope Lodge Saturday, April 20, 2013. Clair was born Feb. 6, 1923, at Woodland, Washington to Walter Elias and Isobel Alaric, the 11th of 17 children. Predeceased by his wife Jean (2004), daughter Nola, sons Kia-Ora and Earl (1972); brothers Albert, Howard, Walter, Glen, Harry, Paul, Les, Len and Wilfred, sisters Alma, Lillian, Mary, and Dorothy. Clair is survived by sisters Perle Nickells, (Victoria), Evylin Weichel (Vancouver), brother Victor (Sally) of Cranbrook. He also leaves behind sons Keith (Sharron) Rogers of N. Vancouver, David (Rhoda) , Hope, and daughter Sandi (Allen) Quayle of Hope. He will be missed by his six grandchildren, Gerri, Gene, Meredith, Alandra, Steven and Tara, six great-grandchildren Trent, Claire, Sophia, Emma, Miles, and Layla, who always brought a huge smile to his face, and many, many nieces and nephews. Clair’s parents moved their growing family back to B.C. in 1926 to resume logging in the Interior and Coastal areas. Clair started logging with his father and brothers at an early age and saw the progression of logging from horse logging to heli-logging. He met Jean when he came to Hope

in 1951 to work with his brother Albert. They stayed in Hope for most of the next 62 years where Clair had various jobs in logging, mining and construction. When he retired in 1987 he was content to work in his vegetable garden and tell his many stories to a n y o n e who was around. He had always wanted to take an Alaskan cruise which he ¿nally did in June 2005. Clair had once worked in Zeballos, B.C. and after a trip there to celebrate the town’s 50th reunion he decided he would like to write his Memoirs, which he did very well. His family and friends are enjoying his story immensely. One of the highlights of his life was celebrating his 90th birthday, being the ¿rst of his siblings to do so. His hearty laugh and beaming smile endeared him to many, including the staff and residents of Riverside Manor and Fraser Hope Lodge where he spent his last 18 months. Prayers will be held at Our Lady of Good Hope Catholic Church, 671 Water Ave., Hope B.C. at 7:00 p.m. Fri. April 26. Mass of Christian Burial will be held at Our Lady of Good Hope Catholic Church, 671 Water Ave., Hope, B.C. Fr. Peter Altamirano of¿ciating. In lieu of Àowers donations may be made to the Diabetes Association of B.C. 04/13W_O25
