City development manager steps down By Emily Wessel THE HERALD
reporter@merrittherald.com
The City of Merritt is looking for a new economic development manager. James Umpherson, the city’s current economic development manager, will be leaving his position with the city on May 3, according to a City of Merritt press release. Umpherson said the decision to leave Merritt has been in the works for weeks, and has nothing to do with his recent unfavourable review of a local hotel on tripadvisor.com. “Since moving to B.C. almost

two years ago, my wife and I have been working in two separate communities,” Umpherson said in a statement to the Herald. “The goal was always to find a centre where both of us could find employment in our respective professions. In recent weeks, an opportunity was presented that allowed me to work and live in the same community as my wife.” Umpherson said he commuted for hours almost every weekend to see his wife, and they have decided to live in the community she works in. “We are very excited to finally be able to permanently live and work in the same community,” he

Umpherson nearly two years ago to build an Economic Development Department, and as its manager, Umpherson’s job included media relations, communications, website development, tourism development, First Nations partnerships, and an economic development plan, which the city will use as a foundation for the next manager. “We wish Mr. Umpherson a prosperous future in his career aspirations and thank him for his diligence, resilience, and patience in building the Economic Development Department for the City of Merritt,” Merritt Mayor Susan Roline said in the release.

Two teens from Langley who were reported missing Sunday night have been presumed drowned. The teens have been identified by friends online as 17 year-old Austin Kingsborough and 18 yearold Brendan Wilson. Both attended Langley Secondary School and were on the same hockey team. Cst. Tracy Dunsmore of the Merritt RCMP told the Herald that dive crews are still searching the area and were at it until 5 a.m. on Wednesday morning using the newly arrived SONAR. “The divers are back out today,” she said on Wednesday. “I’m not sure how much ground they covered yesterday, it’s a pretty slow process. They said the area they’re covering is not that deep and it’s pretty flat, so it’s nice to use the SONAR with it. They just have to cover as much area as they can.” Merritt RCMP first received a call about the two boys missing at 10:30 p.m. on Sunday. Following searches of the shoreline by RCMP and Nicola Valley Search and Rescue, a ball cap, shoe and head lamp were found at 2 a.m. Monday. An overturned canoe was spotted at first light Monday morning by helicopter.

TNRD pitches in to help Merritt Guides host Nite Trek By Craig Lindsay THE HERALD
newsroom@merrittherald.com
The Thompson Nicola Regional District (TNRD) recently donated $500 to help the Girl Guides of Canada - Merritt put on their upcoming Nite Trek. “Nite Trek is an area event that involves Girl Guides and Boy Scouts from Lillooet, Kamloops, Ashcroft and all the way across to Kelowna, Peachland and Summerland,” said Danica Vere, district commissioner for the FraserNicola district and Merritt Pathfinder and Girl Guide leader. “Merritt was selected to be the host this year and we’re holding it at Harmond Lake on May 4 and 5.” Vere said the money received from the TNRD will go towards a couple of challenges. The theme of the evening is going to be emergency rescue or survival. Herb Graham, TNRD director for Area N, presents a cheque for $500 to Danica Vere, Merritt Girl Guides leader, as Pathfinders Courtney Christie (second from left) and Vere expects 172 Kalea Palmer look on. youngsters to attend the Craig Lindsay/Herald

We’ll be able to use the funds from the TNRD to get those challenges up and running so the participants can enjoy their stay.” Vere said the Girl Guides in Merritt are doing very well, and it’s a great organization for girls to learn confidence and leadership. Herb Graham, TNRD director for Area N, was glad to be able to help out. “We believe the young people of our community are not only the future, but also the backbone of the community,” he said. “It gives us great pleasure to help with not only their development, but also their safety.”

ASK Wellness ready for challenges ahead
Bob Hughes, ASK Wellness executive director, speaks at a recent press conference held to announce the new building site. Emily Wessel/Herald
By Emily Wessel THE HERALD
reporter@merrittherald.com
The red building that stands adjacent to Spirit Square and has been vacant since 2009 will soon get new life, thanks to local social programming organizations ASK Wellness Merritt and Interior Community Services Merritt. Representatives of ASK Wellness said the building will serve as a hub for social programs,
including mental health services, and will also be the location of the Fireside Centre, Merritt’s new teen centre, on Thursday and Friday evenings. “Our hope with this is, with a number of organizations struggling to find a place to do their services, that this becomes a hub for social organizations to be able to work out of,” ASK Wellness Executive Director Bob Hughes said. “While it needs a great deal of work, I think its
proximity to Spirit Square and the downtown has some huge potential to provide a significant contribution to the social fabric of the community.” The groups plan to install a full kitchen, set up computers, and even knock the wall dividing the front and back half of the building down to open it up. Hughes said the estimated launch date for the new location is May 15. Until then, ASK Wellness is asking for donations,
specifically of kitchen wares such as cutlery, dishes and containers, as well as recruiting for volunteers. Interior Community Services, which established a Merritt branch earlier this month by taking over the Merritt Youth and Family Resources Society’s program contracts, is partnering with ASK Wellness Merritt on the project. Hughes said the fate of the old teen centre at 1721 Coldwater Ave. is now out of the two groups’ hands. “From speaking with other community members, with the other teen centre, it was always the location that wasn’t wellutilized,” ASK Wellness Merritt Director Bobbi Parkes said. “Location is key. Having it right downtown, in the core, and in this beautiful space, I think it will draw people here.” Hughes said he is aware that some Merrittonians may be skeptical of Kamloops organizations such as ASK Wellness and Interior Community Services coming to town to offer services. “It’s a legitimately sensitive issue,” Hughes said.

“You don’t want people from outer space coming in and doing work on this planet, you want people actually from this community doing the work and that’s something we have committed to since the get-go. Everybody who works for ASK, in the last five or six years since we’ve been here, is from Merritt. If they’re not from Merritt, they move to Merritt as a result of their employment here.” Interior Community Services has its own Merritt office at 2172 Coutlee Ave. Exact programs for the Fireside Centre are still to be determined, ASK Wellness’ Teen Centre Coordinator Stacy Wormell said, adding that it will be open on Thursdays and Fridays from 3:30 to 7:30 p.m. to provide youths between 13 and 18 years-old with a safe place to hang out, support programs, and education programs. City of Merritt Leisure Services Manager Larry Plotnikoff said the city expects leasing the building to the groups will have a revitalizing effect on Spirit Square.

Whether thou art a troubadour, an artesan or a stately knight, thou art invited to don thine tunic and leggings and come thee to the Medieval Faire. The official name for the fair is the Secret Squirrel event for the Adria Empire and goes April 27 starting at 9 a.m. at Spius Creek in Merritt. “One of the things that’s different this year is that we’re not doing it in conjunction with any other event, it’s just the medieval faire,” said organizer
Frances Depper George. “In other years we’ve run it around Easter alongside the Black Powder event but we didn’t do that this year. The beginning of April was way too cold.” George said that a friend of hers is allowing the medieval faire to use their property which is right on Spius Creek. She explained that the Secret Squirrel event is named so because squirrels do a lot of good things in the wilderness. “They warn each other of trouble and they have a really good work ethic,” she said. “When some-

Geocachers help clean up the town By Craig Lindsay THE HERALD
newsroom@merrittherald.com
About 20 people gathered on Sunday at the Claybanks River Trailhead to attend a geocaching Cache In-Trash Out (CITO) event. CITO events are where geocachers get together to take a positive action for the environment by cleaning up garbage. Geocaching is a rapidly growing sport that involves using GPS coordinates to find hidden containers. Some containers hold treasures for trading and travel bugs. “The geocache people picked up garbage right from Claybanks Park right to the bridge at Voght Park,” said Coun. Dave Baker who came out and spoke to the group. “It was kind of a kick-off for the geocachers. It was good just to see the residents out there picking up garbage. It
looked like they were having a good time. “The geocaching events really bring people into the community and into the hotels and the restaurants. It’s relatively inexpensive and the whole family can do it. It’s good exercise, out in the open.” The City of Merritt Recreation Department sponsored the event by providing a dumpster, garbage bags and gloves for participants to use. “Cachers came from Ashcroft and Kamloops, but the majority were from the Merritt area,” said Yvonne Lord, event co-organizer. “Several newcomers to this growing sport attended, and two geodogs accompanied their owners. The youngest cacher was about five years-old and the oldest were grandparents.” There were draw prizes given, and cachers exchanged stories and

Fletcher on election issues: education ELECTION 2013 Parties in the May 14 B.C. election have highlighted their commitments to improve postsecondary skills training. The province faces a wave of baby boomer retirements, shortages in trades and industrial jobs, an increase in temporary foreign workers and under-employment of some university graduates. Trades and apprenticeship training is a major point of dispute. The BC Liberalcreated Industry Trade Authority has increased apprentices from 16,000 in 2001 to 34,000, but
the NDP counters that percentage completion rates have declined. Independent Contractors and Businesses Association president Phil Hochstein argues that with many more young people in the apprenticeship system, the number of graduates is at a record level. Platform highlights: • The BC NDP’s biggest commitment is $100 million for a postsecondary student grant program, to be funded by a capital tax on large financial institutions. NDP leader Adrian Dix also promises $40 million new investment for skills training, to “increase apprenticeship training spaces, shorten completion times and improve completion rates.”
Your lawyer makes the difference
The NDP notes that while the BC Liberal government touts its jobs plan in ads, its February budget projects a $42 million cut to the advanced education ministry over three years. • The BC Liberals highlight a $75 million commitment for upgrading training facilities and equipment, on top of the $500 million annual skills training budget. The BC Liberals emphasize plans to expand vocational training in high schools, and encourage partnerships between high schools and employers. Their platform also promises to develop “relevant training programs” for B.C. residents to work in the LNG industry.
• The B.C. Conservatives promise to “increase training and apprenticeships in the trades and technical sector,” but don’t specify how. They also promise to increase online learning capabilities in colleges and technical institutes, and give qualified B.C. students priority for admission to the province’s postsecondary institutions. • The B.C. Green Party promises to eliminate interest on student debt over five years, “immediately” cut tuition by 20 per cent, create a grant program for low-income students, increase core funding for colleges and universities by $200 million and provide training for laid-off workers.

HERALD OPINION For $130K a year, Pamela Martin warns us of the 90s
CHRIS FOULDS Kamloops THIS WEEK Adam Scott’s breathtaking Masters victory was a couple of hours old and the clock read 6:57 p.m. Dinner was done and an order left my lips and landed in the ears of my two kids: Quiet! For the next 30 minutes, there shall be silence as I watch the much-anticipated 30-minute infomercial featuring Premier Christy Clark and her BC Liberals. It was at the 17-minute mark that my Grade 6 son, having been sitting behind me at the dining room table as he finished a French homework assignment, crept over and whispered something. I paused the infomercial (sometimes the PVR and its ability to pause live TV just may be the greatest invention of all time) and listened. “If the news is saying the NDP is so evil, how come they are ahead in the poll?” my son asked. He had been doing his homework while the words of Clark, Stockwell Day, Mike de Jong, Todd Stone and Dave Babych (!) drifted into his head.

Tragedy at Nicola Lake sad reminder CRAIG LINDSAY Merritt HERALD
It’s easy to go through life with blinders on. At least for awhile. When things are going well, and the people you know are healthy and happy, life is grand. It’s easy to forget how fragile life really is. I really believe any death is sad. Whether it’s your 90 yearold grandmother or an old friend from school. But to have your life cut down in your teens, before you’re even fully grown and really
Editor Craig Lindsay newsroom@ merrittherald.com
MERRITT HERALD 2090 G
experienced what life can offer is a true tragedy. It’s been a pretty depressing last couple of weeks for a lot of people. Most of us, whether in the news business or not, followed the Boston Marathon bombing closely. We later learned it was conducted by two brothers from Chechnya, although we still don’t know why they did it. One is dead and the other is in custody but not saying much. The bombs killed three people, including an eight year-old boy, and injured hundreds of other innocent people. The entire city of Boston was virtually shut down as police searched for the bombers, and eventually killing one and finding one hiding on a boat using a tip from a nearby
resident. It was like a scene from an action movie. Living in Interior B.C., we feel a little isolated from the violence and terror that seems more prevalent in a big centre like Vancouver or Calgary and certainly in the U.S. However, Sunday evening we all heard of two boys who had gone missing after not returning for supper that night. We thought they would eventually be found on shore, likely lost and cold but safe somehow. Unfortunately, we now know that is not likely the case. Several days of searching by Merritt RCMP, Nicola Valley Search and Rescue, and dive teams have proven fruitless as the two have not been found and are presumed drowned.

It didn’t take long once news got out for media personnel from throughout B.C. to descend upon Merritt once again. We later found out that the two boys, 17 and 18 years old, were from Langley. The two had been camping at a family property on the north end of Nicola Lake. Apparently, they grabbed a canoe and decided to canoe around the lake like I’m sure many have done before thousands of times. The rest is all speculation at this point, but it seems likely the strong winds flipped the canoe and the boys, who apparently weren’t wearing life jackets, drowned. It’s a tragic story any way you look at it. For the parents, they will always wonder why it happened

and perhaps wonder what they could have done. For their friends, it’s a tragedy to have to deal with the death of a close friend at such a young age. We all remember what it was like to be 17 or 18. You felt invulnerable and unstoppable. The world was your oyster. Your future was unlimited. Of course, for Austin Kingsborough and Brendan Wilson their journey came to an end way too soon. Although you can’t really compare a tragic accident to a premeditated terrorist attack, it goes to show how fragile and precious life is. I am writing this letter to inform the residents of the Nicola Valley about the status of our fight to regain public access to Minnie and Stoney Lakes. The Nicola Valley Fish and Game Club filed a petition on April 15 with the Supreme Court of British Columbia. We are asking that the court declare the No. 281 Stoney Lake Road a public road, and that all logs, rocks and locked gates be permanently removed. Also, we are asking that the crown-granted trail that accesses Minnie Lake be declared a public 66’ right of way. There are many Merritt
residents who have come forward with affidavits and evidence to help with this case. We would like to thank them in advance of any court decision. It is nice to know there are civic-minded people who are willing to make a stand. We are optimistic that together we can make a difference and leave this world a better place for all future generations. Note: We will be conducting more fundraisers. Thank you on behalf of the Nicola Valley Fish and Game Club. Rick McGowan Chair, access committee Nicola Valley Fish and Game Club
Trade critic opposes Albas tariff tax-grab Dear editor, Canadians should get ready to pay more for everyday goods. MP Dan Albas and the Conservative government are imposing a tax grab on families by hiking tariffs on everything from coffee makers to bicycles. A tariff is a tax, and many of the goods sold in Canadian stores come from countries that will soon get caught up in higher tariffs when
they are brought into Canada, raising prices. Costs for baby cribs, vacuum cleaners, barbecues and more will go up by an average of 3 per cent. All in all, it amounts to a $330 million a-year tax grab from families struggling to make ends meet. It will drain our businesses and drive consumers across the border. The measures also hit digital music players too—despite solemn Conservative pledges to never intro-
duce an “iPod tax.” Other tax hikes in the federal budget — on everything from hospital parking to life insurance — will cost Canadians hundreds of millions more. Incredibly, Mr. Albas and the Conservatives deny up and down that they are raising taxes—as if your wallet somehow just gets lighter all on its own. Their dishonesty is disproven by all the revenue booked in their own
budget numbers. Canadians understand that governing sometimes requires difficult choices but Mr. Albas might find that when his constituents can’t count on their own MP to give them the straight goods on taxes, they start looking for someone who can. Wayne Easter, MP Liberal Party of Canada International Trade Critic
Foulds remembers the 90s with help of Pamela Martin From Page 6 I had to explain I was not watching the news, that this was a 30-minute commercial created by the BC Liberals, who are desperate to defeat the B.C. NDP in the May 14 election. Those “regular” people with their fears of another NDP government? Not so regular, I told my son, but rather BC Liberal supporters, with
those coffee-shot images no more real than a scene in a movie. My son’s take? Pretty darned persuasive if one did not know it was a commercial. So, if the target audience was a populace of 11-year-olds who had the right to vote, the B. Liberals might be coasting to reelection. As it is, Sunday’s 30-minute commercial was, um, kind of uncomfortable in a
cheesy sort of way. It was well done from a production standpoint — no doubt about it. It was a slick package, complete with crisp shots of the premier talking about her views while “regular” people sipped coffee and listened. There were clips of her visit to the Williams Lake Stampede, in what her predecessor, Gordon Campbell, was fond of calling the
Heartland. And, yes, between offering her views on the importance of a debt-free province, there were plenty of warnings that an NDP victory on May 14 would land us all in the Back to the Future DeLorean for a ride to the nasty 90s, which the various guests on the commercial made sound like hell personified. The one oddity in the entire 30 minutes was having Pamela
Martin host the program. As Clark boasted about smaller government, there was Martin again and again, her visage serving as a classic example to all viewers of government waste. Martin pulls in $130,000 of your tax dollars to perform something called outreach services for the premier. Or, as she told the Vancouver Sun upon hit-
ting the taxpayer-funded jackpot: “Improve public awareness and engagement and ensure communication is a two-way conversation,” and “help the public’s concerns be translated into action by sharing with the premier the challenge British Columbians face navigating government.” Whew! All that and she hosts an infomercial as well. Tony Parsons only wishes he could be so vital to democracy.

The Sagebrush hosts CJGA event this weekend By Ian Webster THE HERALD
sports@merrittherald.com
The award-winning Sagebrush Golf and Sporting Club, located on the shores of Nicola Lake in Quilchena will play host to a Canadian Junior Golf Association tour event this Saturday and Sunday. Close to 40 of our province’s top young golfers, between the ages of 10 and 19, will converge on the five-year old course, situated in the rolling hills above Quilchena Ranch, for the inaugural Sagebrush Junior Classic. “It should be a great event and a great experience,” CJGA Provincial Tournament Director Brad Ewart said from his home base in Coquitlam. “When The Sagebrush came to us and expressed a willingness to host a junior tournament, we were delighted.” Ewart went on to add that the membership of The Sagebrush Club wanted to do something to honour the memory of cofounder Terry Donald who passed away suddenly while at the club last summer. “Terry was a big fan and strong supporter of junior golf in B.C.,” Ewart said, “so it seemed fitting to initiate such an event.” The Sagebrush Junior Classic will be the fifth stop on the B.C. schedule of CJGA events. “The young golfers will have a practice round on Friday,” Ewart explained. “They will then play 18 holes on Saturday and 18 holes on Sunday, starting at 10 a.m. each day.” Ewart predicts that this weekend’s golf event at Quilchena will be like nothing the junior golfers have ever experienced before. “The Sagebrush is a very unique golf course. It is designed and built like courses you would find in Scotland or in other parts of Europe. It demands a ‘bumpand-run” style of golf
game as opposed to the “target shooting” we see at North American events.” Ewart is confident that B.C.’s golf stars of tomorrow will be up to the challenge. “Today’s young golfers are amazing — partly because of the equipment, but also because of the tremendous level of instruction and coaching they’re receiving.” A highlight of the weekend, according to Ewart, will surely be Saturday night’s cookout at Terry’s Hideout (located on the 13th hole), which will include fly-fishing sessions and a visit on horseback from a few of the cowboys from the Quilchena Ranch. “Most of these young golfers are city kids,” Ewart said with a laugh. “In all likelihood, they will never have done anything like this before.”

SPECIAL COVERAGE: UNDERGROUND CRACKDOWN
Impaired drivers causing havoc on local roads Fifth in a seven part series about the impact of drugs in our community.
Compiled by Emily Wessel THE HERALD
reporter@merrittherald.com
As a member of the RCMP Central Interior Traffic Service (also known as Highway Patrol), we continually see the dangerous effects of drugs on the safety of the public — particularly those of us driving on the roads in British Columbia. In the last year, our unit has stopped 29 people driving on the local highways and Merritt’s city streets were high on drugs. Their abilities to operate the motor vehicles they were driving
were seriously impaired. Drivers impaired by drugs such as marijuana, cocaine, prescription and non-prescription medication with warnings not to drive are unable to react appropriately to the changing conditions of their driving environments. Their reaction times are slower and they can’t multi-task effectively. What this really means is that, if a driver is high while driving down a city street, that driver has to concentrate on so many things at one time (maintaining a steady speed, steering straight, watching the vehicles ahead) that the driver won’t be able to react when your child walks out to cross the street, or when you
slow down in front of them to turn left. In 2012, the local RCMP found various drivers in all types of vehicles driving while impaired by drugs: minivans driven by mothers with their kids’ soccer stuff in the backs; vehicles driven by workers coming home from a long day of work; kids cruising around on weekend evenings; hunters coming down from the hills and back into town (with their rifles sitting beside them). In all these examples, RCMP officers ended up seizing the driver’s licence, towing the vehicle and issuing driving prohibitions. In most cases, drugs and paraphernalia were
seized and destroyed. As a direct result of using drugs, these people became dangerous drivers using the same streets and roads that you use to take your kids to the pool, your friends to a restaurant, or just to get yourself home safe. We all may think we are excellent drivers, and we teach our kids to follow all the rules, such as look both ways before crossing the street and walk facing traffic. We go out of our way to ensure the safety of our families and ourselves. As police officers, we do our very best to get every impaired driver off the road, but none of this will matter in the least if someone is high on drugs, driving a 2,000
Bill S-7: Combating Terrorism Act timely
DAN ALBAS View from the HILL In light of recent events, our government has moved up third reading debate on Bill S-7: Combating Terrorism Act. Although the Liberals have indicated they will be supporting this act, the NDP made the disappointing accusation that the move to bring this act into law in an expedient manner was a political one. In making this comment, the NDP ignored the important provisions contained within this act for the benefit of our law enforcement agencies. It should be noted that the Combating Terrorism Bill S-7 is not newly drafted legislation, having been introduced into our current session of Parliament over a year ago and in the previous Parliament as Bill C-17. Rather than questioning the timing of the debate on Bill S-7, I believe it is more important to discuss the bill’s contents.
Bill S-7 proposes a number of changes to our current Criminal Code that has largely been designed to focus on criminal acts after they have occurred. Bill S-7 recognizes that law enforcement officers need improved legal tools that will enable them to disrupt planned acts of terrorism before they occur. One of the amendments in this Bill would allow investigative hearings and provide judges with the power to require someone who is believed to have information about a planned act of terrorism to appear before a court to answer questions. If the person does not comply with the order, the same judge may in turn issue a warrant for their arrest. A similar new provision involves the creation of “recognizance with conditions.” This means that in the event law enforcement agencies have reason to believe that a terrorist activity will be carried out, application may be made to a judge for the imposition of conditions on suspects that would be necessary to prevent terrorist acts from occurring, including having said suspects appear in person before the court. Having a suspect
appear in court allows a judge to consider whether it is desirable to impose reasonable conditions with the burden on government to establish why the requested conditions should be imposed. In
the event an individual refused the conditions set by a judge, the court, in turn, could commit the individual to prison for up to 12 months.

Ex-Centennial stars in Gordie Howe movie THE HERALD
sports@merrittherald.com
Former Merritt Centennial Dylan Playfair makes his on-screen debut this Sunday at 8 p.m. PT in the CBC documentary film Mr. Hockey: The Gordie Howe Story. Playfair, 20, plays the iconic Howe’s oldest son, Marty, in the feature-length biopic that chronicles the legendary Detroit Red Wings’ return to pro hockey at the age of 45 with the Houston Aeros and New England Whalers of the World Hockey Association. Both Marty and Howe’s younger son, Mark, played alongside their father with both WHA teams. The son of former NHLer Jim Playfair, Dylan played one season, 2010-11, with the BCHL’s Merritt Centennials. In 42 regular-season and playoff games, the 5’11, 190-pound forward garnered just two assists while racking up 56 minutes in penalties. The personable and very articulate Playfair
was extremely popular with teammates, the Cents’ coaching staff and local hockey fans. Born in Fort St. James, the much-traveled Playfair had every intention of following his famous father and uncle, Larry, into the world of professional hockey. As a result of several concussions sustained while playing the sport, Playfair put his hockey career “on ice, so-tospeak, and turned his attention to another one of his passions, acting, with dreams of being the next Taylor Kitsch — Canadian star of the hit television series Friday Night Lights and the Disney blockbuster John Carter. “I’d heard his name around the rink because my coach used to play against him. I started researching his story and saw so much of myself in him. He blew out his knee at 19; I had a bad set of concussions at 19. He didn’t really know what to do, but found his way to New York and eventually got into film. I knew I didn’t want to play

hockey anymore, so I tried to follow his path. Playfair has found the acting world to be no less challenging or competitive than hockey, and is more than ready for the long haul. Nicknamed ‘Mr Hockey’ and ‘Mr. Elbows’, Gordie Howe played an unprec-
edented five decades in the National Hockey League and World Hockey Association. The Gordie Howe Story stars Saving Hope actor Michael Shanks in the lead role, along with former 90210 co-star Kathleen Robertson as Gordie’s wife and manager, Colleen. Andy Herr plays Mark Howe.

STRONG ECONOMY SECURE TOMORROW
Albas on S-7: Combat Terrorist Bill From Page 9 In addition Bill S-7 would also create a new offence for leaving or attempting to leave Canada in order to commit terrorism offences. This new offence would also include leaving Canada to participate in a terrorist training camp. Offences in this area could be subject to imprisonment for up to 14 years. In all of the above proposed amendments to the Criminal Code, it should also be pointed out that strict conditions would need to be met for any of these tools to be utilized by law enforcement and would include the consent of the attorney general. Recent world events, including those within the U.S. and Canada, have given us all reason to pause and reflect on those who seek to use terror against innocent victims. It is unfortunate that bills like S-7 are necessary to protect Canadians and keep Canada strong as a nation; however, it should not
be overlooked that these amendments involve strong judicial oversight for each new measure that is proposed. Canada is a country that follows the rule of law including fair process and judicial overview. In balance, I believe these measures will enhance the tools of law enforcement in
maintaining public safety with sufficient independent judicial oversight to ensure that the values we hold as Canadians will be maintained. For these reasons, I will be voting in support of this bill. I welcome your comments and questions on this or any bill before the House

Determine which mortgage options and payments work best for you. Look at your current
spending and lifestyle, how your earning power will change over time, and how much you’ll

DAVID L. BROWN Managing YOUR MONEY Buying your first home is a thrill, a lifestyle commitment and probably creating the largest debt you will ever take on. But when is large too large? How much house can you really afford? Here are some tips to help make sure your dream home is a financially comfortable fit. Look to the longterm You’re going to be in your home for many years and your financial obligations will change over time. Assess your current annual household income and then consider the financial impact of changes like having children or one day moving from a dual-income to singleincome situation. Look at all the costs When you’re caught up in the home buying process, it’s easy to overlook costs like closing costs, homeowner’s insurance, home maintenance costs and even the new furniture you’ll need to buy. At the time of purchase, the assessed value of the home is typically increased to match the purchase price. If the previous assessed value was low, the new assessment can materially increase the amount of property tax you’ll have to pay versus what was paid by the previous owner. Look at your purchase realistically Once you’ve got an accurate fix on the real cost of your dream home, consider the financial trade-offs you’re willing to make. Maybe a smaller house would give you more lifestyle and spending flexibility? Or are you willing to put your family on a tighter budget in order to afford a bigger home? HERALD HEALTH Physical activity tips for children (5-11 years-old)

As a parent of two kids age 11 and under, I know firsthand how much better my kids feel when they are exercising to some extent every single day. With a
Menopause is natural phenomenon for women
DR. HONG CHUNG Merritt ACUPUNCTURE
Menopause is the period of mental and physical changes a woman goes through due to the decrease in ovarian function. The effects can be felt over quite a range of time, including both before (perimenopause) and after the permanent end of menstruation. According to western medicine, menopause is caused by a decline in endocrine function which then affects the autonomic nervous system. This
is usually due to the decrease of ovarian function, but can also be caused by functional disorders of the anterior pituitary, thyroid, pancreas, and/or adrenal glands. Menopausal symptoms may include hot flashes, sweating, heart palpitations, edema, headaches, a heavy– headed feeling, insomnia, ringing in the ears, depression, irritability, a decline in memory, feeling tired or listless, gaining or losing weight, itchiness of the vulva, vaginal dryness, frequent urination, and more. Western medicine’s main treatment for menopause is estrogen replacement therapy. This has been shown to be effective in relieving some symptoms,
including atrophy of the uro-genital organs, and in preventing and decreasing osteoporosis after menopause. However, research carried out by the Women’s Health Initiative (established by the National Institutes of Health in the U.S. in 1991) reports that longterm use of hormone replacement therapy increases the incidences of coronary artery disease, stroke, breast cancer and thromboembolism in women. Therefore it is now recommended that standard hormone replacement therapy for women during or after menopause be non-continuous. Hot flashes are a common symptom of menopause. These
don’t merely involve a reddening of the face, but may be accompanied by an intense sensation of heat, an increased heart rate, feeling of compression in the chest or head, and sweating. This sensation of heat occurs across the face and can extend to the neck and chest. If it happens at night it can disturb sleep and then decrease concentration during the day. It can lead to a decrease in memory, hypersensitivity, tiredness, and depression. Herbal medicine actually improves certain (especially neuropsychiatric) symptoms which western medicine is not able to decrease. This difference underlines the characteristic benefit of Eastern medicine’s
focus on regulating the body’s overall condition rather than just treating the specific symptoms. A research study done on the effects of herbal medicine on menopausal women with hot flashes has demonstrated improvement of many symptoms including: hot flashes (reduced frequency), level of sweating, heart palpitations, insomnia, stability of emotions and moods, daily activities and life in general. Furthermore, the study’s findings showed no side effects from these medications. Menopause is a very natural phenomenon for women, so why not use a more natural approach to treat it?

Physical activity plays an important role in the health, well-being and quality of life of everyone, and it is particularly important for children and youth. Habits, such as exercising daily versus being sedentary, are formed early and can last a lifetime. As a parent, teacher, or caregiver, you can help foster the habit of children being active by doing as many of the following suggestions as possible: • encourage walking to school and getting active as a family • get them to skateboard, bike or run instead of getting a

to parents, teachers and caregivers of children 5-11 years of age. Young children are not going to head out and exercise simply because it’s the right thing to do. They need guidance and direction on how they can enjoy their path to a healthier lifestyle. Regardless of the type of exercise they enjoy, one hour of moderate to vigorous physical activity every day at home, school, or at an organized sport is ideal for kids age 5 to 11. The more vigorous forms of exercise should be performed at least three days per week, but more than that is even better.

MSS Panthers finish an impressive fourth By Ian Webster THE HERALD
sports@merrittherald.com
Don’t try to tell the Merritt Secondary School senior girls soccer team that, with only two grade 12 players and one grade 11, it’s just too young a squad to really compete this year. Not after this weekend anyways. The MSS Panthers defied all the odds by winning three of their six games to place fourth in their own 13-team tournament on Friday and Saturday. According to head coach Mo Ollek, it’s the best finish by an MSS team at its own tourney in recent memory. The annual ‘Test of Mettle’ event was just that, as cold temperatures, gusty winds and frequent downpours made the 42-game ordeal a ‘survival of
the fittest’ for the bonechilled participants from as far away as Burns Lake and Fort St. James. “The conditions were terrible,” Ollek said. “We’ve never had weather like that. It was wild.” The Panthers didn’t let 50 km/hr winds on Friday hamper their play as they defeated Burns Lake 3-2, Princeton 3-0 and Hope 3-0 in round robin play. Merritt’s only loss was a 2-0 defeat at the hands of Boundary Secondary from the Grand Forks area. “We played really well,” Ollek said. “We were controlling the ball, and making good on our scoring chances.” Second in their pool after the preliminaries, the Panthers played the number one seed, Correlieu from Quesnel, in one semi-final on Saturday morning.
Unfortunately, the young MSS Panthers were simply no match for the older, moreexperienced side when it came to putting the ball in the net and lost 3-1 to their Cariboo region opponent. Later the same day, Merritt played their nemesis, Boundary, again in the battle for third and fourth place. The Panthers went down to defeat, 3-1. “We controlled both (of Saturday’s) games,” Ollek said, “but just couldn’t score enough goals. Still, I’m very proud of the way we played all weekend.” Goal scorers for the MSS team on the weekend were Madison Rauch, Sabrina Samra, Taryn Hack, Brandi Boyko, Madison Webber and Aliyah Rodominski. Merritt’s home tournament fell right in the
middle of an incredibly busy schedule for the young soccer side. In a span of 13 days, the team played no fewer than 12 games, including tough outings against premier Kamloops squads from Westsyde, Valleyview and Sahali, as well as Ashcroft, St. Ann’s Academy and Kamloops Christian School. Things don’t get much easier for the Panthers in the short term with three away games in Kamloops in the next week, followed shortly thereafter by a tournament in Osoyoos. BALL BATTLE Merritt Secondary School Panther Takarah Kubo (far right) goes one-on-one with Kyla Coyne of the Princeton Rebels during senior girls’ soccer tournament action on the weekend. Barbarians pick up their first win...just Bedard takes Peachland Half By Ian Webster THE HERALD
sports@merrittherald.com
The Merritt Barbarians men’s rugby club scored the first 15 points of the game, then held on for dear life in a 20-19 ‘nailbiter’ victory over the West Kelowna Grizzlies on Sunday. The win improved the Barbarians’ record to 1-1 in Okanagan Rugby Union play. The Merritt team lost its season opener, 18-14, to the visiting Penticton Harlequins on April 14. Matt Wigglesworth was the ‘man of the match’ against West Kelowna as the Merritt forward punched one in with just over five minutes left in the game to restore the Barbarians’ lead after they had given up 19 straight, second-half points to the Grizzlies. “We came flying out of the gate,” Merritt head coach Nathan Brigden said, “and really took [play] to
them in the early going. Unfortunately, we took the foot off the gas pedal, and found it hard to put it back on. There were some pretty long faces after the game, because our players knew the score should never have been that close.” For the second week in a row, standoff Eric Schmidt proved to be a scoring machine for the Barbarians. He tallied 10 of his team’s first half points, thanks to a try, a conversion and a penalty kick. Jonathan Cooke scored Merritt’s other try in the early going. “We really took advantage of some poor tackling by the Grizzlies. We were feeling and looking good right up until half time,” Brigden said. It was the hosts who came out strong in the second half, as the Grizzlies scored two converted tries in the first 10 minutes to draw to within a point of the

Barbarians. “It was our turn to be guilty of some poor tackling,” Brigden said of the second-half turnaround. “Fortunately, we finally managed to get the ball and execute, and Matt found the end zone.” Brigden described the
final five minutes of play by both teams as “frantic”, but said his squad “managed to hang on for the win.” Next up for the Barbarians is a home game against the Salmon Arm–Armstrong Manthers, at 1 p.m. on Sunday at Voght Park.
For the second time in a fortnight, a Merritt runner has won an Okanagan half marathon race. MJ Bedard, 39, led all 22 male and female finishers across the line in the 21.1 km Peachland Half Marathon on Sunday, in a sparkling time of 1:33.14. The next closest finisher was Kelowna’s Jane Jones in 1:35.47. Bedard’s winning performance was over a nine minute improvement on her previous personal best for the distance. “This was really just meant to be a training run for me,” she said, “so I was thrilled with my time.” Bedard said the early pace caught her by surprise. “I went out of the gate way too fast, but I’ve never been in a

The Nicola Valley racer took the lead for good on the second lap and never looked back. “For me, the most exciting thing is the fact that I can push harder. I have more in me,” Bedard said. Next up for Bedard is a 25K run in Vernon on May 5.

Collettville sweeps elementary basketball titles By Ian Webster
SD 58 ELEMENTARY BASKETBALL CHAMPIONSHIPS
THE HERALD

With grade 7 students taking part in the SD 58 elementary basketball championships for the first time since the closure of Coquihalla Middle School last September, this past Friday’s hoops event was brimming with unbridled excitement, intense competition and outstanding sportsmanship. When the basketballs finally stopping bouncing, it was ‘les chats sauvages’ (the Wildcats) from École de Collettville who emerged the big winners, taking both the boys’ and girls’ titles. A total of seven teams from six different schools did battle at Central Elementary School in the girls’ division. Each team played four games in a partial round robin format with total points determining the final standings. The pre-tournament favourites, Collettville

The Nicola Valley Thunder tyke lacrosse team saw its very first game action on the weekend as it hosted a mini-jamboree with three visiting squads from Kelowna and the North Okanagan. For seven-year-old Lucas Schmid, it will likely be a weekend he won’t soon forget. The first-time lacrosse player not only scored his team’s only goal on the weekend, but he also suited up in net for a short-staffed Kelowna Kodiaks side and promptly earned a shutout. “I thought it would be fun [to play in net],” Schmid said of his spurof-the-moment decision to help out the Kodiaks, “but when I started putting the goalie gear on, I got nervous.” Nerves didn’t seem to be a factor once play stated as Schmid made

and Bench, met in the tournament’s most exciting contest, won 19-18 by the Wildcats. “It was a great game against Bench,” Collettville head coach Nicole Bouchard said. “With the referee, (Central principal) Mr. Slanzi, counting down the final few seconds, Emmanuelle Dugas dribbled the ball up the floor and made a perfect pass to Sumeeti
Chhabra who scored the winning basket.” Things were just about as close over at the former CMS gymnasium, where six teams were contesting the boys’ championship. In the gold medal game, Collettville prevailed over Central, 40-36, in a shootout that saw 20-plus point efforts from both the Wildcats’ Fred Ware and the Hawks’ Evan
Sahota. Bouchard, who coached both Collettville basketball teams throughout the season, was understandably very happy with the final results of the tournament. “Actually, I texted my parents, who were both very supportive of me as an athlete, and told them I was one very proud coach,” she said.
Bouchard went on to add that she has been “very fortunate to have a really athletic group of kids at Collettville — especially the grade 7s. They’re really strong and enthusiastic.” The French immersion teacher also said that being a small school (in terms of population) has not been a drawback at Collettville. “Some of our kids have been playing on

numerous quality saves en route to Kelowna’s 2-0 win over North Okanagan. A multi-sport athlete who plays hockey, soccer, badminton, tennis and handball, and competes in alpine skiing through the winter months, Schmid decided to try lacrosse because of a friend. “I wanted to try something new. I have a friend who plays in Kamloops and I watched him. It looked like fun. I like the running, the shooting and the passing.” While the local Thunder failed to win either of their games on the weekend, the very young, almost-all-rookie team showed great spirit and improved with every period. The Thunder peewees were also in action on the weekend with a pair of home games. They lost 6-3 to Penticton on Saturday, but rebounded to defeat
Shuswap 7-4 on Sunday. Nicola Valley goal scorers in the opening game against the Heat were Liam Kelly (2) and Nicholas Anscomb. It was Anscomb with the hat trick, Kelly with a pair, Max Bose and Austin Hawkin who tallied for the Thunder versus the Outlaws. Colton McCauley was once again solid between the pipes. Saturday saw the Thunder midgets travel to Penticton for a road game against the Heat. In a closely-contested affair, Nicola Valley narrowly lost to the hosts, 5-3. Scoring for the Thunder were Caleb Loewen, Marcelo Bose and Jarod Murphy. Nathan Lund put in a strong performance in net. On Monday of this week, the Nicola Valley bantams met the Heat in Summerland and came away with a 6-4 victory. Fred Ware had a hat trick for the win-
school teams since they were in grade 3 or 4. It really helps with their development.” Bouchard hopes that many of her graduating players from this year’s teams will choose to take up basketball at the high school level. But, if it’s not basketball, hopefully some other sports piques their interest she said. “I’ve always told my players that my hope is to see them go on and continue to play sports
in high school. My goal at the elementary level is to get them to know the different sports and hopefully find a passion for one or more of them.” The elementary schools’ sports scene now moves outdoors for track and field season. Individual schools will be holding their own track meets in the month of May, while the district championships are tentatively scheduled for June 14.
