Students surpassed goal; raised $1,100 for irrigation pumps in Africa by Steve Dills Sylvan Lake News

Their initial goal was $200. But students at Poplar Ridge School surpassed that by more than five times, raising $1,100 for A Better World. Kyle Belich and Emma Belich, on behalf of classmates, presented a cheque to Eric Rajah, co-founder of the humanitarian organization last Tuesday. Student teacher Heidi Mallard, said part of her course work at Canadian University College in Lacombe, included doing a ser-

vice project. “I’m big into missions,” she said. She hoped they could raise enough for one irrigation pump for a community in Africa — $200. But once the garage sale she and Grade 5 students organized was over, their total was $1,100. Lots of people contributed. One of the things Mallard used to motivate the students was getting them to carry a huge bucket of water “to give them an idea how hard kids have to work”. Carrying the bucket of water signified what African youngsters would have to do, sometimes more than once a day, just to survive.

Rajah thanked the students and staff profusely. “I’m always happy to come to talk to children,” he said, noting it’s the children he thinks about when he travels to Africa. “Africa means lots of fine children, good children, who need schools. “When we put in an irrigation pump it can provide water to grow crops,” Rajah said, showing a picture of the stair-stepper type pumping mechanism that draws water out of a well. Rajah said they like to provide a garden right behind each school they built. “A lot of children come to school without much

food. If they have good food they can study better. We’re not only going to help feed them, but we help them learn.” Asked the greatest need he sees in the parts of Africa he works, Rajah suggested they could find a small school to adopt and write letters back and forth. Or desks are $30 each and seat four children. Usually books are shared among those four people so there’s a need for more books. Water and water storage tanks are other priorities. Rajah answered a variety of questions from the inquisitive students who attended the presentation.

Plans for park in Ryders Ridge area will involve public input, open houses by Steve Dills Sylvan Lake News

Residents in the south end of Ryders Ridge will have several chances to provide ideas for development of a large community-wide park area in their neighbourhood. Councillors passed first reading of a bylaw to amend the Ryders Ridge plan area to change zoning on the park area in the southwest corner from Urban Reserve to Public Facility. A public hearing on the change was set for May 27.

“Public Facility land use will facilitate registration of the parcel and Municipal Reserve, thereby protecting its purpose and transfer of ownership to the municipality,” said Tim Schmidt, the town’s director of planning and development. “To qualify as Environmental Reserve (ER) the area must be a swamp, gully, ravine, watercourse or substantial slope,” he said. “… The presence of trees does not constitute qualification of ER.”

His report noted that plans to date envision the area as a portion of a larger 10 plus acre passive recreation area spanning across Ryders Ridge, The Vista in Ryders Ridge and Crestview neighbourhoods. No intensive recreational facilities are planned for the area. The process for refining the park design (after the land use amendment is passed) includes circulating and making public design options that are based on public feedback and current plans; a public open house for resi-

Income tax only a portion of a Canadians total tax bill The average Canadian family faced a tax bill of $31,615 in 2012 against income of $74,113 Unless analyzing tax policy is part of your day job, you likely avoid thinking about what ultimately can be a polarizing topic. But with the deadline for filing our income tax returns around the corner, we’re all forced to at least temporarily think about taxes. The deadline, after all, is a sharp reminder of how much income tax we paid throughout the year. While some gladly pay their share – thinking of the numerous government programs these tax dollars finance – others feel their income tax burden is too high. No matter where you fall in this debate, to truly gauge whether you’re getting value for your tax dollars, you must have a complete understanding of all the taxes you pay – In addition to income taxes. For that you must look beyond your income tax returns because income taxes form only a portion of the total tax bill imposed on us by all levels of govern-

ment (federal, provincial, and local). According to our calculations, a Canadian family with average income of $74,113 paid $9,195 in income taxes in 2012. While personal income taxes are the single largest type of tax paid by families, they represent less than one-third of the total. Two other significant taxes on our tax returns are premiums for the Canada Pension Plan (CPP) and Employment Insurance (EI). In addition, residents of British Columbia, Ontario, and Quebec pay health care taxes either through direct premiums or payroll taxes. All together, the average Canadian family paid some $6,769 in CPP, EI, and health taxes in 2012. Payroll taxes are second only to income taxes as the single largest government levy. Next up are sales taxes, which many of us hate since they show up every time we make a purchase. Calculating the amount of

sales taxes paid by Canadian families is difficult as it requires people to track all their purchases of taxable goods and services. Nonetheless, our estimates suggest the average Canadian family paid about $4,812 in sales taxes last year. Property taxes are no more popular than sales taxes and add $3,607 to the average family’s tax bill. A common misconception is that only homeowners pay property taxes. But renters also pay these taxes since they are rolled into their monthly rent. In one form or another, we all pay property taxes. We’re not done yet. There are a host of less visible taxes that Canadians pay but do not see. For instance, the average Canadian family paid approximately $3,302 in profit taxes in 2012. Taxes

on liquor, tobacco, and amusement amounted to $1,680 for the average Canadian family, while automobile and gas taxes totalled about $791. Finally, families paid $1,457 in other taxes that are not easily discernible (think: import duties). Summed up, the average Canadian family faced a tax bill of $31,615 in 2012 against income of $74,113. That means 42.7 per cent of the family’s budget went to paying for government. For perspective, in that same year 36.9 per cent of the budget went to paying for food, clothing, and shelter combined. Indeed, families now pay more in taxes that they do for basic necessities. And it doesn’t end there. Most federal and provincial governments are running budget deficits, meaning that current taxes do not cover current government spending. With these budget deficits, Canadian governments of today are putting off tax bills that will

inevitably come due. Including deferred taxation (deficits) raises the total tax bill by an additional $2,417 to $34,032. This year’s tax deadline will bring mixed views on the appropriate level of income taxation in Canada. But it’s critical for everyone to realize that the taxes delineated on their income tax returns are only part of the total they pay. With a more complete understanding of the total tax bill, taxpayers can better assess whether they are receiving value-for-money in terms of the services they receive from government. Two-storey garage suites too large, will have cancerous effect on neighbourhood Dear Editor, A small group of residents attended the town council meeting on Mar. 25 and voiced concerns about “garage suites” to Mayor Samson and town councillors; to date we have not received a reply. Rather than waiting for them, I felt it beneficial to openly address the readership of the Sylvan Lake News, explain the matter of contention and give opinions to possible solutions. Could I issue a challenge to everyone reading this letter? The weather is warming up and the lake has not opened up yet. Take a walk or a drive to Ryders Ridge, Ramsay Link specifically and personally see what I am talking about. Everyone needs to know what garage

Falcon Homes considers to be the latest in award-winning housing, they have a cancer-

ous effect on the surrounding neighbourhood. Whether you agree or disagree, voice

your opinion to Mayor Samson and councillors by telephone or email. Write a letter in the local paper, talk to Falcon and the other builders. One of our declarations to town council was how the two garage suites were approved. Due to this being a building application from a list of 18 discretionary uses allowed, letters describing the application (garage suite) were sent to landowners within 50 metres. I personally know that there were four affected residents who expressed their concerns, objected to the application and returned it within the allowed time. I am not certain how the planning group or town communicated back to them. Continuted on page 5

NO means NO. There are eight lots including two bare lots surrounding #3 and #4 Ramsey Link. It is just my guess that each adjacent property will suffer a $50,000 loss in value due to the garage suite. This is the good news! The bad news is that due to the garage suite next door, the property

becomes unsellable. Then residents are taking even more of a loss — if they are lucky to find a buyer. The apparently value of each garage suite is $87,450. The question I ask is why should $175,000 in real estate cause the area to suffer $400,000 in property losses? On the town website, Land Use Bylaw #155/2010 section 4.5.3 states “The development authority may approve an application for a development permit … if in the opinion of the Development Authority (a) the proposed development or subdivision would not: (II) materially interfere with or affect

the use, enjoyment or value of neighbouring parcels of land; …” In my opinion the best solution would be to rescind the garage suite permit to Falcon Homes and change it to a rear detached garage only, with roof height comparable to the area. I want to be clear that I am not personally attacking the mayor or councillors on this issue; we all have made mistakes in life. I am supportive of Sylvan Lake and Ryders Ridge; it was and still can be the best subdivision in the province. After approval of #3 and #4 Ramsey, there has been no new construction in the immedi-

This subdivision will remain incomplete, especially when newer subdivisions open up in the very near future. The problem is still repairable! I admonish you, Mayor Samson and town councillors, please do not get defensive or protective over the decision to approve these garage suites. Please look at the whole picture and think this through carefully, make a decision that is in the best interests of the taxpaying residents of Sylvan Lake.

Looking for witnesses of Thanksgiving crash Dear Editor, I’m looking for any witnesses to an accident in Sylvan Lake that occurred on Thanksgiving Sunday in Sylvan Lake. The accident was midday at the lights by the No Frills parking lot and involved a black Dodge truck and a smaller SUV as they each turned to go east on 47th Ave. from opposite sides of the intersection. There were vehicles at the lights but no one stopped. Ambulance arrived in 15 minutes: Alberta Health by Paul Cowley Black Press

Alberta Health Services says dispatch records show an ambulance arrived to help a man in Sylvan Lake who had collapsed and later died in 15 minutes, not the nearly half hour a local resident claims.

arrived, he said. McKellar said it is “highly unlikely” that the automated dispatch system would be in error. Alberta Health Services is still reviewing why it took 15 minutes for the ambulance, which was in Sylvan Lake when the call came in, to arrive on scene. “That’s really what

we’re trying to understand now,” he said. There was some difficulty finding the address on Rafferty Court, which is a new part of town about a year old. “Our investigation has revealed it has been a difficult address to locate and now we’re trying to understand why that is the case.”

Alberta Health Services will look at what maps are available, what directions may have been given by dispatch or the 911 caller and other factors. The street is so new it did not show up on the GPS in the ambulance. Health officials plan to interview Virag as part of their review.

Trespassing charges after truck got stuck in mud while drivers stunting in field Saturday, April 13th 1:27 a.m. – RCMP were called to a break and enter at All Aboard Fine Wine and Spirits store in Hewlett Park Landing in Sylvan Lake. The front door sustained damage from a rock used by two male suspects to smash the window. One of the males entered the store, grabbed a bottle, and both fled in a vehicle. Investigation is continuing. 4:11 a.m. – A vehicle was stopped on Township Road 385 at 60th Street in Sylvan Lake after the driver was spotted leaving a party. The 17-year-old male showed signs of impairment and failed the breath

demand. The vehicle was seized and towed at the scene. The male is charged with impaired driving and having a blood alcohol level over .08. 4:48 a.m. – Police were called to a domestic dispute on 47A Avenue in Sylvan Lake. Alcohol was a factor in an argument which began to escalate, however, the incident did not become physical. The couple was advised to separate for the evening and the male agreed to spend the night in cells until sober. No charges were laid. 9:01 p.m. – RCMP attended a complaint of trespassing and erratic driving in the area of

in relation to a domestic dispute on Ryders Ridge Boulevard in Sylvan Lake. A 28-year-old female called police advising that she had been assaulted by her boyfriend who was also damaging the walls in the residence. The male was arrested at the scene and is facing charges of assault, uttering threats to property and mischief under $5,000. 3:11 a.m. – RCMP attended a residence on Falcon Ridge Drive in Sylvan Lake after the driver of a truck slammed into a light standard. The driver and lone occupant of the truck exited the vehicle on foot and his footprints were tracked by a police dog to an area on Aspen Drive. The owner of the vehicle, a 34-year-old male, later admit-

ted to drinking and driving but due to a lack of evidence was issued two violation tickets with a court appearance for failing to remain at the scene of an accident and driving carelessly. Monday, April 15th 4:58 p.m. – A 55-year-old male is facing a charge of breaching his undertaking after he was found passed out from intoxication in a ditch near 47th Avenue at Highway 20. Several bystanders called police to report the intoxicated male walking into traffic at that location. He was arrested for breaching his no alcohol conditions and remained in cells until sober. Tuesday, April 16th 9:58 a.m. – RCMP stopped a vehicle which was travelling

at a high rate of speed and crossing the centre line on Lakeshore Drive at 60th Street in Sylvan Lake. The smell of alcohol was detected on the male driver’s breath and an open beer was found in the vehicle. The 23-year-old male was arrested and later released with a 30 day GDL suspension and is facing charges of careless driving and operating a motor vehicle without registration. Thursday, April 18th 2:15 a.m. – Police are reminding residents to keep their doors locked after a male was found wandering through a residence on Lakeshore Drive in Sylvan Lake. RCMP were called to the home after a male was discovered passed out on a

bathroom floor. The male later apologized saying he is from out of province and he thought he had entered a relative’s residence. The male was lodged in cells until sober and was issued a violation ticket for trespassing. Friday, April 19th 3:01 p.m. – A 55-year-old male is charged with breaching conditions of an undertaking after a complaint was received from Sylvan Lake Medical Centre of a male causing a disturbance. The male, who was heavily intoxicated, was screaming and yelling in an exam room where members arrested him for public intoxication. He was lodged in cells to sober up and later released.

What this means is that the new garbage truck will reach and lift the container into the truck with little physical effort from the operator. Existing residents will be supplied a new, large garbage receptacle at no charge which is capable of holding at least 3 regular garbage bags. Why? The new automated method of collecting is efficient, reduces litter, and greatly reduces the risk of injury to our staff. When? The program is expected to be launched in late summer or early winter of 2013. Will my collection day change? Due to the growth of the town, some residents will see their garbage collection day change. Does this change affect green box or yard/kitchen waste collection? No, your recyclables and yard/kitchen waste will continue to be collected as is. Youngsters thrilled audience with their talents during awards concert Sylvan Lake News

Chosen by the adjudicators, a number of youngsters performed in a variety of categories during the awards concert of the 14th annual Sylvan Celebration of Music, Sunday afternoon at Red Deer Memorial Centre. “I’m amazed are the variety we see here, it’s so diverse, it’s truly

remarkable,” said emcee Jennifer Johnson. Several new awards and scholarships were presented during the ceremony. The first recognizes long-time adjudicator Charles Austin and was presented to Lan Phuong Nguyen of Sylvan Lake for the year’s best solo piano performance. Johnson said Austin, who adjudicated piano

during the past 13 years, “has influenced an entire generation of western Canadian jazz musicians.” He’s now retired from head of the piano department at Grant MacEwan University where he taught keyboards, jazz theory, ear training, ensembles and improvisation for nearly 30 years “inspiring many students who have gone on to become leaders on the scene

today”. Also new are the Jazz Fest Awards which were presented to the year’s best jazz performers. Heather Watson won an award for her piano rendition of “Slippin”, while in the voice category Laura Arnusch (Lullaby of Birdland) and Michelle Ochsner (How Deep is the Ocean) won awards. Performers from Sylvan Celebration of Music are invited to grace the stage at a free youth concert which will take place at Gospel Chapel Saturday Aug. 17 during this year’s festival. Three talented musicians were presented with the first Sylvan Celebration of Music education scholarships of $500 each, thanks to contributions of four platinum level sponsors — McGill and Company, ATB Financial, Servus Credit Union and Sylvan Truck Ranch. Recipients of the scholarships were recommended by an adjudicator based on their outstanding performance during adjudica-

tion week which took place at Sylvan Lake Alliance Community Church. “After review from the festival committee the top three candidates were selected based on technical proficiency, versatility between instruments and showmanship,” said Johnson. Ainsley McCallum was the first recipient. The 12-year-old received recommendations in two festival categories, voice solo and self accompanied piano and voice solo. She’s been singing since she could talk and has taken four years of private vocal instruction and three years of private piano. McCallum has been singing in the rock bands program for the past four years and has participated in music performance summer camps Diva

Bootcamp and Musical Theatre. She also enjoys writing her own music and lyrics. Julie Olive was the second recipient. She has received over 13 years of private and group instruction on piano, violin, voice, guitar, trombone, percussion and alto saxophone. With over 10 years of performance experience, Olive has played

with the Benwood Strings, the rock band program and as a soloist. She’s also volunteered her time and music education to the Musical Minis, Diva Bootcamp and Musical Theatres summer programs. “Julie absolutely loves music — everything from the Beatles to Bach, from classical to classic rock,” said Johnson.

David Jones was the final scholarship recipient. He received recommendations in two cate-

gories, piano composition and self accompanied bass and voice solo. A Sylvan Lake resi-

MORRISON Joan 1933 - 2013 Joan Morrison passed away on Friday, April 5, 2013 at the Red Deer Hospital. She was born 3/3/33 to Howard and Daisy Harris and grew up in the Caroline area. She was predeceased by her first husband, Orsean Jennings, and then later married (Al) Alvin Morrison. Joan and her family enjoyed seeing Canada and Europe by way of Al’s Canadian Air Force postings. After retiring they moved to the Sylvan Lake and Red Deer areas where they enjoyed a number of winters as snowbirds to Arizona. She loved her family get-togethers, gardening and sewing. She was sadly predeceased by her son, Dale Orsean Morrison; husband, (Al) Alvin Morrison; and son in-law, Lance Winters. She will be missed by her daughter, Donna and son in-law Jim Hicks; her daughter, Karen Winters; her son, Kim and daughter in-law Maureen Morrison; eight grandchildren and sixteen great grandchildren. The successful candidate would be responsible for giving presentations designed to demonstrate the realities of the criminal lifestyle. These talks take place in junior & secondary school settings with the objective of encouraging young people to consider the consequences of choices they make throughout their life. Speakers seek to dispel myths by way of example, offering their personal experiences and insights with the criminal justice system. The applicant must be an ex-offender to apply. The Public Educator will have demonstrated at least one year of stability in the community and possess a keen interest in being actively involved in a truly unique service.
