It appears there is little hope a Cameron Street station will ever be built as part of the Evergreen SkyTrain Line. At issue is $1.5 million, or the price of a fixer-upper in many parts of Metro Vancouver. Last October, Burnaby city hall sent out a press release calling the province’s refusal to fund design changes and preparatory work on the rapid transit line’s guideway “perilously short-sighted.” Higher-density development
expected in the area around Lougheed Town Centre and Cameron Street will create great demand for the SkyTrain line and Burnaby council believes there should be an additional station built eventually. And while the money is not available now, such a station would be prohibitively expensive to build later unless preparatory work is done now. Burnaby council offered to split the cost with the province 50-50, with the city contributing up to $3 million in gaming funds to help make it happen. The province responded that it would be willing to cover the costs exceeding $3 million. Burnaby Mayor Derek Corrigan said back in October that the city was trying to clarify where the province stood on the issue. He noted at the time that, according to a city staff report,
a significant component of the preliminary cost estimates was for uncertainty over possible environmental mitigation work. They (the ministry) “know it shouldn’t be above [$3 million] and if it is, it should be in a minor way,” Corrigan said at the time. NDP leader Adrian Dix has indicated he won’t support the proposed expansion of the Trans Mountain oil pipeline from Alberta to Burnaby. Announcing his environment policy in Kamloops Monday, Dix stuck with his long-standing position that Kinder Morgan Canada must formally apply to twin its 60-year-old pipeline before he offers an opinion on it. But he added that he would not support a “five- or six-fold” increase in oil tanker traffic from the company’s Westridge Marine Terminal shipping facility in North Burnaby. Vancouver should not become a “major export oil port,” Dix said. Kinder Morgan is in the preliminary stages of applying for permits to nearly triple the capacity of its pipeline to about 850,000 barrels a day of crude oil. A company spokesman said last year that would mean more than 300 tankers a year traveling Burrard Inlet. That would be a steep increase over the current traffic. please see pipEliNE, A3

The transportation ministry said in a statement Monday that six months ago the provincial government “offered Burnaby the same opportunity to fund additional stations as other municipalities.� It cited as an example Coquitlam’s efforts to get Lincoln Station built. In that case, Tri-City MP James Moore announced $7 million in federal money for the station, which will be built on a piece of mall parking lot contributed by the owners of Coquitlam Centre with additional funding expected to come from developers in exchange for being allowed to build bonus density in the area. “The government was prepared to cover the costs exceeding $3 million, if Burnaby paid the initial $3 million to modify the guideway to make provision for a future station. Burnaby countered by asking the initial $3 million be shared with the government of B.C. An agreement was not reached. Subsequently, the contract was awarded and construction is now underway.� Coun. Colleen Jordan said the province simply “weren’t willing to come up with any money from the provincial side.� So with the province insisting Burnaby pay all of the first $3 million instead of splitting the cost, its refusal to prepare for a future station came down to a disagreement over $1.5 million.

Stuck in redevelopment limbo near Brentwood Owner’s taxes way up, but redevelopment not yet possible Wanda Chow

Winton Williams will likely one day get a nice windfall from the sale of a property he owns in the Brentwood area. Today, though, his industrial property has a breathtaking property tax bill based solely on its development potential. If only he could develop it. For now, with the taxes so high, he’s having trouble just leasing out the place. Williams says he can’t redevelop his property and sell it for what it could be worth because Burnaby city hall has been slow to come up with an area plan. Since 1993, his company, Vernon-based Sako Pacific Properties Ltd. has owned the property at 2450 Alpha Ave. in Burnaby where it also owned and operated Universal Concrete Accessories, a business that first opened there in 1970. Starting in 1995, Burnaby city hall started sending

Winton Williams says the city’s plans for the area where his industrial property is located have resulted in soaring property taxes. But so far, he hasn’t been allowed to take advantage by redeveloping the site.
Williams’ company notices about redevelopment plans for the Brentwood area, including the industrial lands south of Dawson Street where Sako’s property is located. Williams said since then, his property taxes have soared from about $17,000 in 1995 to an expected $70,000 this year. Seeing the writing on the wall, he started working with a developer several years back and has spent about $70,000 on site investigations necessary for any redevelopment. But while Burnaby city hall
has indicated for years that redevelopment is on the horizon for the area, the planning department has yet to complete a plan for the area south of Dawson to allow any such transformation to begin. To make matters worse, when Sako sold its Universal Concrete business it continued to lease the property to its new owners. The business’ owners just vacated the site a couple months ago, relocating to an area with lower property tax costs. Please see ASSESSMENTS, A8

America wants to charge us for the privilege of visiting. The Department of Homeland Security recently proposed a crossing fee for visitors traversing America’s northern and southern borders. The fee would help the department pay for the ever-increasing cost of keeping Americans safe. And with a deficit already more than a trillion dollars combined with the indefatigable sense of paranoia that has gripped many of that country’s legislators since the terror attacks of 9/11, that cost is becoming onerous. So why not hit up people crossing the border to buy a brick of cheese or fill up the gas tank in their car, or spending thousands of dollars on vacation to California? After all, income tax was supposed to be a temporary measure, and eventually everyone just became resigned to it as a less-than-beloved necessity. A border tax isn’t a new idea. It gets floated every few years and is inevitably shot down by strong lobbying from border states that dread the hit their economies would take if Canadians decided it would be just as cheap to buy their cheese at home. With the smell of gunpowder from last week’s bombings at the Boston Marathon still fresh, it’s a tempting source of revenue; charging the 350 million travelers who cross into the United States every year a few bucks every time they go through a border station would buy a lot of X-ray screeners and bomb sniffing wands. Not to mention pay the inflated salaries and pensions of bureaucrats who cook up and administer such programs. But those travelers contribute $21 billion each year to the American economy, according to the Department of Foreign Affairs. Even chipping away a bit of that would be devastating to a lot of gas station operators, hotels and grocery stores.

B.C. Liberals are running scared VICTORIA – The B.C. Liberal Party deserves credit for releasing its policy book in full on the eve of the formal election campaign. That’s about the only positive thing to be said about it. For those who take the time to read party leader Christy Clark’s 40-page booklet, there are a few nuggets of news. For instance, a re-elected B.C. Liberal government would continue its justice reform agenda by moving traffic ticket disputes out of courtrooms, as they did with impaired driving cases. Most of it consists of glowing descriptions of the government’s 12-year record, and attacks on the NDP of the kind that are not normally seen in a platform. This is consistent with Clark’s style since she was anointed party leader two years ago. The main focus, as revealed in February’s throne speech, is a plan to pay off B.C.’s growing debt and perhaps even get rid of the provincial sales tax with an Alberta-style “prosperity fund” from liquefied natural gas exports.

Whether this is from imposing a new export tax on LNG or simply from a windfall of gas royalties is not clear. Clark and her energy minister contradicted each other on that when it was announced, and the platform doesn’t shed any new light. All we have is a big logo on the side of Clark’s campagn bus declaring “DEBT FREE B.C.” As I’ve written before, there is plenty of real evidence of a huge new LNG industry in the making. As for paying off the $60 billion debt that the B.C. Liberals’ pre-election budget predicts will keep growing, cartoonist Adrian Raeside summed it up best: LNG revenues are “Christy Clark’s invisible friend.” Clark finished up last week

with stops in Terrace and Prince Rupert, promising an LNG windfall for local governments as well. She repeated the platform’s attack line that the NDP are going to wreck the trillion-dollar LNG boom with a Quebec-style moratorium on “fracking” to extract gas from deep shale formations. That’s not an outright lie, but it’s almost as speculative as Clark’s notions of a 30-year windfall that could at best barely start during the next four-year term. The NDP are not calling for a moratorium on natural gas production. They’re calling for yet another “review,” one of many vague, wobbly positions that have been adopted by both dominant parties. An earlier premier named Glen Clark became famous for “freezing” things like ferry fares and car insurance rates. Now Christy Clark is “freezing” personal income tax rates for five years, and carbon tax rates too. That implies she’s planning to win this election and the next

one, at a time when it is unclear whether she can even hold her own seat in Vancouver-Point Grey. The B.C. Liberals will cut small business taxes by a point, some time in the next five years. They will also increase income tax on large businesses and personal income of more than $150,000, but that’s not mentioned in their platform, since it goes against 12 years of their policy as a government. • A clarification of last week’s column on the B.C. Conservative platform. Leader John Cummins informs me his plan to phase out the carbon tax does not include reversing the personal and business income tax rate reductions that were legislated as the fuel tax reached its current level. The platform asserts that total provincial revenues will continue to rise in the next four years, despite the uncompensated loss of $1 billion from the carbon tax.

Colleen Jordan, chair of the committee, said the city’s master plan for the area bounded by Dawson and the railway tracks and Gilmore and Holdom avenues, “is kind of up in the air.” Even in the late 1990s it was designated for redevelopment but the form and type was never defined by city hall, Jordan explained. A property on the western section of the area was rezoned several years back for highrises but council decided to put any further applications on hold until a plan could be developed. One of the issues to be determined is whether some areas are suitable for highrises since some of the land is peat bog. “You have to consider whether or not stuff is going to sink,” she said. As it stands currently, property owners could apply to rezone “but we would say no.”
Jordan said she sympathizes with the situation Williams and others in the area find themselves. “We appreciate that so we’re just asking our staff how much work it would take to get this on the table and moving forward,” she said, noting staff already have their plates full doing similar work for other areas of the city. Jordan hopes the planning work for the area south of Dawson will be completed by the end of the year. Kash Kang, B.C. Assessment Authority’s area assessor for the North Fraser region, said Brentwood town centre is a “really good example” of such situations which are not unusual for urban areas in transition. Kang stressed that property assessments are based on market value and take into account what similar properties in neighbourhoods have sold for recently. The market will discount properties if there are constraints, such as the fact redevelopment is not yet able to go ahead. But if land is at the stage where it could be rezoned, its value would be “substantially higher,” he noted. “There’s a distinction between what somebody could do with it if it’s already rezoned versus something that has a horizon that’s possibly three to five years out.” Kang said similar situations have occurred in Richmond since the Canada Line has gone through there, and will likely also occur with the Evergreen Line out to the Tri-Cities. Williams said he found two possible tenants in the film industry, but they decided to look elsewhere when they found out Sako planned to redevelop in the next few years and that the property taxes they’d be expected to help pay were high. “We’re stuck in limbo, we can’t sell it, we can’t rent it, all we can do is click off 25 grand a month,” said Williams. About eight years ago when the taxes went up to $32,000, Williams spoke to B.C. Assessment Authority and explained the land is zoned industrial, it’s being used for industrial so it should be paying industrial-level taxes. “They said, ‘yeah, but it’s going to be high density and then it’s going to be worth a lot more.’” Williams replied, “When it is high density then it will be worth a lot more, just like you actually have to win the lottery before [you can benefit].” Sako has yet to appeal its assessment and while they’ve missed this year’s deadline, Williams said they may do so

Burnaby Hospital gets D grade in CBC report FHA says methodology leads to ‘misleading’ results

The hospitals were rated only against others of the same size. Of the five indicators used, Burnaby Hospital received an A+ for mortality after major surgery—it saw 3.76 deaths per 1,000 patients within

Burnaby Hospital is one of five B.C. hospitals to get a D rating in a recent Canada-wide study by CBC’s Fifth Estate, but the Fraser Health Authority is questioning the methodology used. The CBC’s Rate

However, it received D grades for the remaining four indicators: the number of medical patients per 1,000 who develop problems related to nursing care was 75.02 compared to the national average of 29.19; the number of surgical patients per 1,000 who developed problems tied to nursing care was 69.23 versus the
national average of 35.99; the number of surgical patients per 100 forced to return to hospital within 30 days of discharge was 7.52 compared to the 6.51 national average; and readmission per 100 patients within 30 days of discharge for medical treatment was 13.98 versus a national average of 13.31. But Fraser Health spokesperson Roy Thorpe-Dorward cautioned in an emailed statement that it is difficult
to compare results between jurisdictions when methods used to keep track of quality-of-care data vary widely. “While we acknowledge the opportunities for improvement identified in the CBC report card, it would be misleading to judge the overall performance of a hospital based on this report alone,” he said. Thorpe-Dorward noted that the CBC report only uses five out of the CIHI’s 21
clinical performance indicators, which “can lead to questionable results.” For instance, two of the five used are related to “nursing-sensitive adverse events” and CIHI itself cautions that such events are not consistently reported, he said. If you look beyond the five indicators used

‘Suspicious package’ shuts food fair A suspicious package found in the food court at Metropolis at Metrotown forced a brief evacuation of that portion of the mall last Friday. At Burnaby Hospital the slogan “Volunteer for the Health of It!” epitomizes the value of volunteering. The health of patients, families, staff, the community and the volunteers themselves is on the receiving end of 46,000+ hours of volunteer service every year. And service from a volunteer looks different to the patient, than from a staff member. That means that there are many things that are better done by volunteers, than staff. For example, Valerie Fortin has been sharing her singing ability throughout the hospital for two years, and a staff member recently described her impact on patients this way: “She is awesome, and had a patient belting out songs, wheelchair dancing. Wow! One person can make a huge difference!”

And what does Valerie get out of it? “I’ve seen eyes light up when I sing a familiar song,” she says. “For me, it is full circle. What I’m able to share with others comes back to me with such richness that it is difficult to describe.” Retired schoolteachers Ray

Clare O’Kelly, manager of volunteer resources at Burnaby Hospital says 40 per cent of the volunteers are students planning future careers in healthcare. Charmaine Waters was one of those students, who, since completing her volunteer work, has gone back to school and is now working as a qualified nurse at Burnaby Hospital. “It was a very rewarding experience, “ she says. “It connected me with professional nursing staff and other volunteers who were also interested in healthcare careers.
