National Day of Mourning April 28, 2013
The numbers are staggering. In 2011, 919 workplace deaths were recorded in Canada – a decrease from 1,014 the previous year. This represents more than 2.6 deaths every single day. In the nineteen year period from 1993 to 2011, 17,062 people lost their lives due to work-related causes (an average of 898 deaths per year). The National Day of Mourning, held annually on April 28, was officially recognized by the federal government in 1991, eight years after the day of remembrance was launched by the Canadian Labour Congress. The Day of Mourning has since spread to about 80 countries around the world and has been adopted by the AFL-CIO and the International Confederation of Free Trade. The Canadian flag on Parliament Hill will fly at half-mast. Workers will light candles, don ribbons and black armbands and observe moments of silence. Businesses are asked to participate by declaring April 28 a Day of Mourning and to strive to prevent workplace deaths, illnesses and injuries. by The Canadian Labour Congress Over 1,000 Canadian workers are dying every year. In Canada, four workers die each day. The number of people killed at work each year in Canada has risen for the past 15 years. This is in contrast to almost every other OECD country where the incidence of workplace fatalities is declining. In 2007, according to the latest report from the Association of Workers’ Compensation Boards of Canada, 1,055 people lost their lives at work. That’s four people every work day. Dead because their workplace was not safe. Dead because they got injured. Dead because they got cancer. Dead because they were attacked. Four people every day who never come home again. Dead because their employer failed to ensure they were safe at work. In addition to these workers killed at work, there are many others where the death goes unreported if they die of a disease unrec-
ognized as an occupational disease. The number and rate of workplace fatalities in Canada, even from accidents, is unacceptably high. We have failed to make progress in reducing the number and rate of workplace deaths. We have some of the best health and safety laws in the country, yet the number of workers that lose their life continues to increase. In many jurisdictions, the monitoring of labour and safety standards has been drastically cut back, or even replaced by “voluntary” industry compliance. Canada can do much better. Canada needs to enforce the law and save workers’ lives. It’s time for the provinces and territories to appoint special prosecutors to lay charges against employers when their actions cause death or serious injury. More inspectors must be hired to ensure employers comply with the law. It’s also time for all governments to enact new regulations that deal with known dangers in today’s workplaces, including
workplace violence, exposure to toxins and carcinogens, repetitive stress injuries and injuries caused by poor ergonomics, workplace harassment and stress. Any workplace death or injury is preventable. Thousands of men and women, some as young as 15, have needlessly had their lives taken over the past 25 years by their employers. How many more of us have to lose their lives before governments finally take action.

Kaye is yet another senior who has fallen victim to the Ministry of Transportation’s DriveAble program, a combination of verbal and driving exams designed to take cognitively impaired drivers off the road. judgment. “For nearly a year my car has been sitting there, insured,” she said. Sitting in her cozy, tidy mobile home, Kaye sorts through the stacks of paperwork she has amassed as she struggles to find a way to get back behind the wheel. She is quick to pull names from her memory and shows no obvious signs of having a brain that is slowing down. “I’m a bum now,” she said. “I have to walk past my own car to beg rides from friends to get around.” Kaye’s troubles started last year, when her foot slipped off the brake and onto the gas pedal in a Canyon Street parking lot. By the time she 3/27/2013 came3:21:29 toPMa stop, the car had driven through a steel railing and across 20th Avenue. Luckily, no other vehicles were involved and Kaye suffered only some sore ribs. She made an appointment with her doctor and her life hasn’t been the same since. After diagnosing a broken rib, the physician pulled out some papers and launched into a series
of questions. Only afterward did Kaye learn that the questions were part of a cognitive skills test, part of the DriveAble system created by an Edmonton professor and adopted in B.C. by the Ministry of Transportation. The questions aren’t especially difficult, but Kaye said she was in her doctor’s office to have her ribs checked and that she was baffled at the string of questions presented without a word of explanation. “I thought she was nuts,” she said of her doctor. “I thought she was playing a little kids game. When I left, I told her to shove it.” Instructions for administering the test specifically direct the tester not to explain the test or its purpose until afterward. Later, Kaye got a letter telling her she would have to take a driving exam if she wanted to keep her licence. “I’m not the only one who’s had an accident,” she protests. “They still drive. I didn’t kill anyone.” see Licence page 7

A $20,000 Community Gaming Grant provided to the Sand Creek Community Club will go toward a feasibility study to determine whether a new arena and curling rink will be built in the South Country area, announced Community, Sport and Cultural Development Minister Bill Bennett. “I look forward to the conclusions of the feasibility study. This is exactly how these processes should work - by engaging with the very people who will utilize and benefit from the project. I know just how popular sports like hockey and curling are in the area, but ultimately it will be up to the community to decide if this is the right project,” said Community, Sport and Cultural Development Minister Bill Bennett. The comprehensive feasibility study, expected to take three to four months, will look at a number of different factors to determine
whether the area can support a new arena and curling rink. Population growth projections, capital and operating costs, community support and possible locations are among the considerations which will be explored during the process. Extensive consultations, including open town-hall meetings, involving various local organizations, local government officials, the school district, business leaders, other interest groups and residents will contribute their views to the final report. Government gaming grants benefit local communities by allowing eligible organizations to apply for gaming revenues that support a broad range of local programs and services.

Eventually, she was scheduled for a driving exam. In Nelson. “A friend drove me over in my car, but I wasn’t allowed to use it,” Kaye recalled. “I’ve never driven in Nelson in my life. Uphill, downhill, in the pouring rain. “When the test was over I asked the examiner how I did. ‘You
drive too slow,’ he said. DriveAble is crooked in every way.” Kaye has worked doggedly since turning her licence over to ICBC. She’s “fired” her doctor and had another local physician administer his own cognitive test. She passed with flying colours. The Ministry of Transportation (specifically, the Office of the Superintendent of Motor
Vehicles) response was that she can only retake the driving test if her doctor can show what health conditions have improved. “There was nothing wrong with me in the first place,” she said. “How am I supposed to improve?” Kaye has contacted her MLA’s office. “Michelle Mungall said she can’t change DriveAble alone,” she
said. She’s unloaded her frustrations on Regional District of Central Kootenay Area B director John Kettle, who says the process is unfair and must be changed. “I wonder if it isn’t illegal for doctors to administer these tests without a patient’s consent,” Kettle said. “And making Creston Valley residents, especially seniors, drive to Nelson for a road test is ridiculous. I spend a lot of time in Nelson and even I hate driving there. This is a bad system and it needs to be changed. We need to treat our seniors with more respect than this DriveAble system does.” Nelson-Creston Liberal candidate Greg Garbula agrees that the system is unfair. “I think that the process will need to be identified and made sure that it is fair for all communities,” he said. “And if the doctors are administering the initial test of cognizance, that it is given with total understanding of the consequence.” Kaye said that as a senior, she doesn’t drive a lot, and never takes trips of any distance. “The furthest I ever go

Low Flow Toilet Rebate Returns May 1
This popular rebate program returns to provide an incentive for homeowners who install a low flow toilet, replacing a higher volume fixture (greater than 6 litres per flush). There is a lifetime maximum of two $50 rebates (maximum $100) per residence. Submitting an application does not guarantee a rebate – each application will be evaluated and processed on a first come, first serve basis. To qualify for a rebate, you must be a property owner in the limits of the City of Cranbrook. False Alarm Bylaw
Established in 2008, this bylaw states that when police attend at a business premises to provide service in response to a false alarm of a security alarm system, the owner of the property on which the premises are located shall pay to the City of Cranbrook: $100 for the first offence; $150 for the second; $200 for each offence thereafter. The Presidents of British Columbia Colleges (BC Colleges) representing 13 institutions in BC and the Yukon announced today the formal creation of a BC Applied Research and Innovation Network (BCARIN). BCARIN’s mandate is to connect member institutions – their students and faculty – with business and community organizations who seek to solve ‘real world’ problems which demand skill in research and innovation. BCARIN has launched a web site and network ‘portal’ at www.bcarin. ca and it has appointed its first executive board, Co-Chaired by Thor Borgford, Dean of Science & Technology at Douglas College and Margaret Heldman, Dean of Science at Langara. Said Borgford and Heldman, “The BCARIN initiative will grow applied research capacity within the Colleges and fellow institutions, it will produce greater direct engagement of students and faculty with their communities and promote an extensive sharing of knowledge and resources. Importantly, the network aims to enhance business productivity and improve the outcomes sought by community organizations.” College of the Rockies’ Vice-President of Education Doug McLachlan comments, “Canadian colleges facilitate innovation that supports job creation and economic growth. Applied research through BC Colleges encourages creative partnerships that will contribute to expanded and increased student participation.” Angus Graeme, Presi-
dent of Selkirk College and Chair of BC Colleges notes, “Skilled and educated workers are our most critical resource and BC’s 11 public colleges are focused on ensuring our graduates have the right advanced skills and education to meet labour market demands. Runners take off at last year’s Spring Honda Fun Run. Submitted If you have ever contemplated running a 5 or 10k race then have we got the solution for you! There is nothing like the experience of setting a goal to run a race and crossing the finish line –with a local race right here in your community, here is your chance! The third annual Spring Honda Fun Run is fast approaching and registration is open! You have the choice of entering the 5k walk (not timed), 5k run or the 10k run. The race will be held this year on Saturday, May 11th at 10am at the College of the Rockies track. The route will be the same as the previous two years covering the scenic area from the College of the Rockies track, past the East Kootenay Regional Hospital and Cranbrook Firehall, up towards Idlewild Park and back. The 5k run turnaround is just past the golf course. We welcome competitive runners as well as those who are out to run for the first time and everyone in between! There is a school challenge again this year; the school with the highest percentage of participation will be awarded a trophy and $300, and the corporate challenge where your team’s top 4 combined times could win you bragging rights and a trophy to display at your workplace! We have the addition of a Kids race this year which will be a
Twoonie entry fee and start at 9am (no preregistration required). It will consist of a number of races around the track with prizes to be won. We hope families will come up to this great event together and enjoy a day of fitness and fresh air while supporting a great cause. For those who are running to get their personal best times, we have chip timing available again from Results Canada, which allows for accurate timing and instant results! Medals will be awarded to the top male and females in each age category. All proceeds from this event go to the ALS Society of BC. ALS (also known as Lou Gehrig’s disease) is a degenerative neuromuscular disease that causes those with the disease to lose the use of voluntary muscles. There is no known cure for ALS and money raised will go to those afflicted by the disease in our community to help them purchase equipment and aid them in coping with this condition. We look forward to seeing a great turnout again this year and thank our wonderful title sponsor, Spring Honda for their generous support! He excels in the most challenging roles, from Wagner’s Tristan and Lohengrin to Verdi’s Otello and Berlioz’ Aeneas. He is acclaimed in music capitals around the world for his beautiful voice, intelligent musicianship and sparkling dramatic sense. Currently touring a new recital program with John Hess, Ben will be gracing the stage of small Theatres across the Prairies and Western Canada. Heppner was born in Murrayville, British Columbia, and lived in Dawson Creek. He began his musical studies at the University of British Columbia and first attracted national attention when he won the CBC Talent Festival in 1979. Since then, he has gone on to become one of the most prominent dramatic tenor’s active today. This intimate evening with Ben Heppner is a once in a life time event! Join the University of Alberta Mixed Chorus in concert as it comes to Cranbrook on its 69th annual Spring Tour. It was founded in 1944 by Gordon Clark, a medical student, who wanted to bring together students who shared his love for music and singing. Sixty nine years later, that tradition continues. Led by conductor Dr. Robert de Frece, the UAMC is pleased to present a delightful repertoire of choral works ranging from the Baroque to Broadway. Highlighted works include J. S. Bach’s ‘Bist du bei mir’, William Byrd’s ‘O Magnum Mysterium,’ and selections from the musical ‘The Music Man.’ Featured with the UAMC are the Faculty of Education Handbell Ringers, who celebrate their 25th anniversary this year. Founded by Dr. Robert de Frece in 1988, the Handbell Ringers have dazzled and entertained audiences with their quick hands and beautiful tones. This group plays one of largest collections of handbells and chimes in Canada. Starting Your Vegetable Garden
While the first tulips are poking out of the ground and peonies, barberries and plum trees are showing signs of life, the one thing I am most excited about in my garden is a big heap of garden soil. This year, I get to expand my vegetable garden and I cannot wait to get started. I am not the only one excited about growing my own. More and more people realize that a way to better, more healthy eating can start at home with healthy, home-grown, nutritious and delicious fruits and vegetables. You might already have started some seedlings indoors, just waiting for the outdoor growing season to start. There are some plants, however, where it makes sense to seed them straight into the ground, rather than starting them indoors first. You still have to be mindful of the outdoor conditions; if the soil is too cool at the time of planting, seeds can get damaged and emerge unevenly - or not at all. Finding the right time to seed depends on the type of plant. Cool season vegetables such as peas, radish, spinach, carrots and kale are able to germinate with cool soil temperatures, so they can be seeded early. Peas like the cold, as long as it is not freezing, but they definitely do not like heat. So get out and plant a crop of peas as soon as your soil is workable. You can also sow your beets early, but you will need to plan ahead and think of how you will protect your plants in case a late, winter-like storm breaks. You still have to wait with seeding warm season vegetables like beans, cucumber and squash. They can only be planted after the last frost in spring, unless they are extremely well protected. Any legume seeds, such as beans or peas, should be treated with inoculant before you sow them in the ground. Garden inoculant is a natural bacteria culture that helps the plant gather nitrogen and makes it available to the plant. When planting vegetables that have been germinated indoors or purchased from the greenhouse, you will want to gradually get your young plants used to the harsher conditions outdoors. This is called ‘hardening off’ and you should allow a minimum of seven to ten days to do this. Start by putting the trays of plants in a sheltered spot outdoors, for two hours during the day. A covered porch is an ideal spot. Avoid setting pots or flats directly on the ground or you run the risk of your young plants falling prey to bugs and other critters. Bring your plants in and out daily and continue to water the trays as needed but protect them from heavy rain. Slowly increase the amount of time you leave them outdoors, as well as the exposure to wind and sunshine. This will toughen up your plants and by the time the frosts are finished, the plants are fully conditioned to being outside. Transplant the seedlings to their final garden location on an overcast day to ease the shock of transition from pot to ground. Even after hardening off, your plants may still need protection against strong, cold winds and late spring frosts. There are some tools that can help, such as frost jackets. Set around a tender plant, such as a tomato or pepper, the jacket is filled with water that absorbs heat from the sun during the day and releases it at night. Frost blankets are put directly over plants or shrubs for frost or freeze protection, creating a blanket that traps in the ground heat. All sides of the blanket must be sealed to keep the freezing temperatures outside. Unlike plastic sheeting, the lightweight material of the frost blanket allows air, water and sunlight through. OBITUARY Kenneth Patrick Smith 1949 - 2013 It is with deep sorrow that the family announce the passing of a dear husband, father and brother on Wednesday, April 10, 2013 at the Invermere and District Hospital after a lengthy illness. Ken "Puff Ball" was born on March 17, 1949 in Meath Park, Saskatchewan. He moved to Cranbrook in 1961 where he finished school. Ken spent most of his working years in the logging industry. His hobby was wheeling and dealing and repairing vehicles. He also loved to play pool, cards and aggravation. He took pride in his teasing. Ken was married to Sharon for 42 years. He is survived by his loving wife Sharon and his son Stewart. He also leaves behind his sisters Judy (Dave), Joan (Ron), Nora (Ray), Opal (Ron), Janet (Terry), his brothers Richard (Charlene) and Burton (Karen), his brother-in-law Don (Joan) Cook and many nieces and nephews. He was predecease by his baby Kirk James Cook, his mother Kay Smith, his dad Adam Smith, his brothers Gary and Jeffrey, his sister Patricia Schepp and his in-laws Jim and Lorraine Cook. A memorial service for Ken will be held on Friday, May 3, 2013 at 1:00 pm at McPherson Funeral Home in Cranbrook. Those wishing to make a memorial donation in honour of Ken may do so to the: Invermere and District Hospital, 850 - 10th Avenue, Invermere, British Columbia, V0A 1K0.
