Kitimat council continues making progress on charging to license escort services By Cameron Orr

KITIMAT - Councillors voted for two readings of the proposed new business licence amendment bylaw which is set to include new language to reflect escort service agencies. The bylaw was initially scheduled for three readings but councillor Mario Feldhoff instead moved for two readings following a short debate. Earlier the deputy Chief Administrative Officer noted that changes can be made after three

readings but would require rescinding the reading and re-moving with the new amendments, which would make the process a little longer. As it is now, the public had until 3 p.m. today to send in written submissions to the proposed changes, and verbal reports could have been made to the April 22 Committee of the Whole meeting. Among the several provisions in the proposed bylaw is a licence fee for an escort agency of $2,000, and a $250 fee on individual escorts, to be required

whether the escort is working with or without an agency. The official definition of an escort under the bylaw is “a contractor who, for a fee provides companionship for and by individuals for profit or personal gain, escorts or accompanies another person on an intermittent or temporary basis for a social occasion or function...” For comparison, Kitimat staff provided a list of other communities’ fees for escort agencies. Prince George has the highest cost, at $3,633 per agency. Prince Rupert’s fee is $2,200,

and Smithers’ fee is $1,000 and $250 per escort. Terrace charges $750 per agency and $10 per employee or contractor according to information provided to council. Other provisions in the proposed bylaw requires escorts to provide a written record to either the District’s licence inspector or the RCMP of anyone who has requested the service and for what function. They are also to operate in a “safe and health conscious manner,” and can not provide services between 4 a.m. And 5 p.m.

PRINCE RUPERT - Prince Rupert RCMP are now seeking witnesses of an incident involving a cyclist and a pedestrian pulling two children in a wagon that may be linked to the death of a 23-month-old infant. The incident took place on the evening of April 15 between 10 p.m. and 11 p.m. near the intersection of 7th Ave. East and Frederick Street. Police are also looking for a driver who stopped their vehicle to assist at the scene. Prince Rupert RCMP Const. Matt Ericson said identifying the cyclist or the Good Samaritan could lead to more clarity on what caused the death of the child. Initial reports by family members said the toddler was struck by a cyclist while being towed by his stepfather in a wagon that night. The next morning, April 16, at approximately 10:55 a.m. police were called because the toddler was unresponsive. The child was transported to Prince Rupert Regional Hospital where he was pronounced dead. “As we are in the onset of this investigation, it is far too early to speculate as to the circumstances that led to the death of this child,â€? he said. “The family is really upset,â€? the family member said. “They’ve sent [the child] out for an autopsy to find out why he died‌ whether it was internal or his head.â€? The boy would have turned two in June. While initially, RCMP did not make a plea to the public for assistance locating either the Good Samaritan who stopped their vehicle to help or for the cyclist, they did make a call for witnesses two days later, late Thursday. TERRACE - “I’m impressed with the numbers, but I’m not surprised,” said local millionaire and pot activist Bob Erb to the crowd of hundreds gathered below him at the bottom of the steps of the Terrace court house on April 20. “I’m not encouraging breaking the laws of British Columbia and Canada, but I’m not discouraging people from showing acts of civil disobedience.” It was Terrace’s first public 4/20 event, organized by the Erb4Herb campaign and Sensible BC, and just one of many funded by Erb across the province. April 20 is the day marijuana aficionados rally across the country in support of the herb. While smoke wafted through the air, attendees were encouraged to sign a Sensible BC petition calling for pot legalization, as well as sign up for the Marijuana Party. NEW HAZELTON New Hazelton RCMP responded to a total of 83 calls during the week of April 11-17. April 11 - Police responded to a break and enter at a business on Government St in Hazelton. A cash register and other items were stolen. Police are seeking witnesses to come forward. Charges are pending in this case. April 12 - Police responded to a single vehicle collision on Hwy 16 near Suskwa Rd. The driver of a Honda Civic had lost control in slippery conditions and struck the ditch. No injuries were reported. April 13 - Police attended a single vehicle collision on Hwy 62 in Two Mile. A vehicle left the roadway and struck a tree which prevented it from sliding down a bank. Minor injuries were sustained by the four occupants of the vehicle. Alcohol is believed to have been a factor in the collision. April 14 - Police were dispatched to a melee involving 4-5 people on Cottonwood Dr in Gitanmaax. The participants had fled before police arrival. April 16 - Police were called to an attempted break and enter at the Upper Skeena Development Centre

Clark backs LNG By Staff Writer

TERRACE - Premier Christy Clark says she remains confident of hitting one goal of her plan to turn the province into a liquefied natural gas (LNG) export powerhouse. And that’s to have one LNG plant up and running by 2015, a key provision of her BC Jobs Plan first announced in September 2011. “We can make the deadline for the first one,” said Clark on a campaign stop in Terrace April 19. The 2011 plan also calls for three LNG plants to be in operation by 2020. Hitting those marks is a also a key requirement of a BC Liberal promise to establish a $100 billion Prosperity Fund using tax and revenues tied to a provincial LNG export industry. Money from the fund would be used to eliminate the provincial debt, lower taxes and pay for social and other programs, the BC Liberals have promised. Speaking to a partisan gathering at Skeena BC Liberal Carol Leclerc’s campaign office, Clark said revenues would be based on prices five times higher than those being realized in North America which is awash in the commodity. Those higher prices are being realized from Asian customers hungry for LNG to fuel economic growth. See Clark Page 12

Clark promotes LNG as source of revenue

For the moment, those prices are linked to the cost of oil, a factor Asian customers are increasingly rejecting as they now prefer to pay rates closer to those in North America. Clark expressed confidence on achieving higher prices, saying the BC Liberal Prosperity Fund $100 billion figure was based on conservative estimates. The crucial aspect to a successful Prosperity Fund plan is to sell LNG beyond North America, she said. “It’s better to have more than one customer,” Clark added. The premier acknowledged that Asian customers want a better pricing deal than one linked to the cost of oil. “That’s how business works,” she said. And having more than one customer will provide a provincial LNG industry with a better ability to set prices, Clark continued. Clark’s 2011 BC Jobs Plan was released at a time when there were two active proposals, both based in Kitimat. Each of those proposals, Kitimat LNG and BC LNG Export Co-op, now has full environmental clearance and federal approval to export LNG. Both continue to work on finding customers in advance of making final development decisions. Kitimat LNG, owned by Chevron and Apache, continues to work on site preparations for its planned facility at Bish Cove near Kitimat. Since 2011, the number of LNG proposals has increased with Shell, along with Asian partners, also wanting to build at Kitimat under the Canada LNG proposal. At the same time, the Malaysian state energy company called Petronas and an international energy giant called the BG Group have set on the Prince Rupert area as a location for their own facilities. Natural gas pipelines stretching across the north from northeastern gas fields would also be needed to feed the plants. But pricing remains a concern among companies wanting to build LNG plants. Speaking last week at an energy confer-

ence in Houston, Texas, an Apache senior vice president referred to the situation. “The price expectations now do not support the development of those greenfield projects in British Columbia,” said Janine McArdle, Apache’s senior vice president of gas monetisation. Clark also promised to establish what she called a rural dividend for communities affected by large scale industrial development so they can better cope with their impact. Clark said smaller municipalities will be under pressure to provide roads and other infrastructure as people move in to take advantage of resource industry employment. “You’re going to pay a little bit of a price,” Clark told the gathering at Leclerc’s headquarters. By providing money, Clark said her government would recognize the cost of dealing with growing populations and associated demand. Just as important, she said, was the idea of keeping some money where it is generated. “It is not good enough to produce the resource here and send all the money down south,” she said. Initial expectations would have the Prosperity Fund paying out $25 million a year beginning in three or four years. The province already has a program in northeastern B.C. whereby local governments receive money each year taken from natural gas and oil royalties. A similar program for the northwest would have to be tailored for regional needs, Clark told reporters afterward. “We would have to work out a fair return for those communities,” she said. “We just don’t want to come and take. We want to build communities,” Clark added. Still to be decided are details such as what is a rural community and what is not and what communities will qualify based on impacts to them, said the premier. “I’m sure Vancouver will probably try and make an argument,” she said. Although the rural dividend program is being framed largely

around the promise of a substantial liquefied natural gas export industry, there are other industrial developments underway. Terrace locals may notice some new faces in town this week, as Minerals North kicks off its three-day conference on April 24. With 800 representatives expected from across British Columbia’s mineral exploration and mining sectors, what resource development means for BC’s “Northern Network” of communities and businesses tops the agenda. BC Mining Week starts a few days later across the province. Mining is an essential part of BC’s economy and, because of it, communities are thriving. In the Thompson Okanagan, mines like Copper Mountain, Highland Valley and New Afton employ almost 2,000 people locally, and stimulate jobs for thousands more who provide direct and indirect support and services to the mining industry and those it employs. The town of Princeton was reborn when the Copper Mountain Mine reopened in 2011, with new shops and community services, housing and other businesses springing up to support the resurgence. During construction, hotels in Princeton were at capacity, housing more than 500 people working to build the mine. Now in operation, the mine employs about 300 people who live locally.

Madison Violet show in Kitimat tonight Submitted

KITIMAT - Tonight at 8:00 p.m. join the Kitimat Concert Association in welcoming Madison Violet to the stage of the Mount Elizabeth Theatre. This folk duo was scheduled to appear here in November but winter driving conditions prevented them from travelling Highway 16. Brenley MacEachern and Lisa MacIsaac met in a Toronto green room in 1999. They were strangers who were working in different projects at the time and happened to be playing the same venue. They got to talking and wound up talking about their lineage as they were both from the East Coast of Canada. Much to their surprise they found out that not only did they know each other’s families but their father’s actually sat together in high school. From such a serendipitous beginning came the duo now called “Madison Violet”. They first made their mark on the wall of Canadian folk as “Madviolet” with their album “Worry the Jury” in 2004. With each album they’ve released since then it seems that every strummed chord, dreamy harmony, and subtle stroke of the bow brings “Madison Violet” new fans. As they’ve grown together as friends and artists their capacity for crafting rich, memorable arrange-

ments has expanded as well. Their latest album “The good in goodbye” released in late 2011 is a heartfelt journey of their lives together and apart and will be featured at this performance. The album showcases the many signature elements for which Madison Violet has been heralded over their last decade plus together. The songs are simple and succinct, laced with tasteful and very carefully curated layers of rootsy instrumentation – savory percussion, harmonica, banjo, and MacIsaac’s fiddle atop the everfamiliar acoustic. Of course, these elements only serve to heighten the impact of the pair’s honest and heartfelt lyrics. Their writing styles, though somewhat different, reflect their roots and complement each other wonderfully. MacIsaac grew up surrounded by the Atlantic on Cape Breton Island and her musical upbringing was rooted in the traditional sounds of the Maritimes somewhat like her brother, fiddle virtuoso Ashley MacIsaac. MacEachern’s family is also from Cape Breton but she was born in southwestern Ontario and her output carries a slightly more contemporary tinge. When their two styles come together it guarantees a magical evening of music, toe tapping, and fun. Tickets may be purchased at the door or get them ahead of time at Hollywood Video.

PRINCE RUPERT - With the rise of telecommunications, most people would agree having faster and more reliable service is a welcomed idea. But many would also admit having a large telecommunication tower or antenna in close proximity to their homes is not desirable. Countless people across the country, in places as close as Port Edward and Thornhill, have had to deal with having Industry Canada erect an antenna or tower near their property with virtually no means of stopping it. Telecommunication falls under Industry Canada’s federal jurisdiction, including the towers and antennas they deem necessary. In Prince Rupert, only a number of antennas have been erected recently with little fuss, including atop of Mount Hays, the Highliner Hotel, near Butze Rapids, Fairview Terminal and most recently at Northwest Community College. To avoid future contention, Prince Rupert city planner Zeno Krekic said setting up a tower protocol will help clarify jurisdictional issues and give council clear rules. “I really don’t have an appetite for controversy, I would much rather have clear rules,” Krekic said. The Federation of Canadian Municipalities and Canadian Wireless Telecommunications Association have created a document providing local governments with a template, giving municipalities a method to develop customized protocols for antenna systems within their boundaries. The idea is supported by the telecommunications industry and consistent with federal rules. The template encourages the creation of local protocol guidelines that are relevant to municipalities. The City will be gathering public input as part of the process by holding an open house at the beginning of May, allowing Rupertites to express where they believe structures should and shouldn’t be in Prince Rupert and what structures they would like to regulate. It will also let people express whether they would like to see a colour schemie or other ways to conceal the structures. “My question through [the open

DENNIS JAMES BRADFORD On April 21, 2013 with his devoted wife and family by his side, Dennis James Bradford passed away at Mills Memorial Hospital in Terrace, BC. Dennis will be greatly missed by his loving wife, June, his 3 sons, Gerry, Wesley (Sheila), and Scott (Michelle); his grandchildren James (Sonia), Celina (Tyler), Caesar (Julie), Sonia; and his great grandchildren Marcus, Aunya, Greyson, Nyahlee, and Millan. Obituaries Kenneth James Buchanan

April 23, 1957 - April 15, 2013 Ken was born in Prince Rupert, B.C. Beloved son of Helen (nee Petrynko) and Glenn Kenneth Buchanan, who predeceased him in 2001. He is survived by his mother, his son Franklin, his sister Linda Trim (Dan) and his loving partner William Christiansen. Ken’s nephews Lee Trim (Tonnie), Grant Trim (Joanne) and Scott Trim (Debbie) also mourn his passing. Ken also leaves behind great friends and many co-workers, who have been a wonderful support to him as his illness became more and more severe. His greatest friend, though, was William, who nursed him through the final months of his life and loved him like he had never been loved. Ken’s personality was marked by an openness and a willingness to be friendly to all he met. He had a ready smile, a great laugh that he inherited from his dad and a heart that drew people to him. After schooling in Prince Rupert and training in financial services business at BCIT, he entered his career with the Royal Bank of Canada where he was tasked with opening remote branches in places like Cassiar and Tumbler Ridge. He loved the frontier and was a true community builder. Ken would later settle in Hazelton, B.C. where he became a valued ally of the Gitksan band as they fought many battles to reclaim their territorial lands. For his work there, he was welcomed into the wolf clan and is considered one of their own. He was also a village alderman and a member of the Northern B.C. Municipalities Association. Once Ken retired, he moved to Vancouver and became a advocate for people with AIDS and later was named chair of the Positive Living Society of B.C. Ken, who was diagnosed with HIV in 2004, he became a spokesperson for “positive” people and was often asked to speak at conferences and in the media on behalf of his community. A great thank you goes out to the doctors and nurses at St. Paul’s Hospital, where Ken spent so many months of his life. You were so good to him. A celebration of Ken’s life will take place in the Granville Room at the Chateau Granville in Vancouver on April 28 at 2:00 p.m. Address is 1100 Granville St. In lieu of flowers donations in his honour can be made to the Positive Living Society of B.C. Rest in peace, loyal friend, dear son, doting father and loving partner. God bless you

Predeceased by parents, Timothy and Margaret Starr, daughter Cindy and husband Crosby. Survived by sons, Timothy and Thomas, daughter Annie and by many grandchildren, nieces and nephews and sister, Kay Grant. Sincere thanks to our local Haisla Volunteer Fire Department, Haisla Nation Council Bereavement Fund, Kitimat Ambulance and Dr. Mills. Thanks to all family and friends for the support, meals, baking, flowers, and cards of condolence. Why? We did not know that morning what sorrow the day would bring. Our loss was great, the pain severe, we lost someone we loved so dear. God called you home so quickly that we could not say goodbye our sorrow looms so deeply, ‘cuz only God knows why.

You remain forever in our hearts.

Angela passed away suddenly at home in Terrace on April 13, 2013 at the age of 55. Survived by devoted partner Erich Penner, children Natasha (Adam), Shyla (David), grandchildren Daniel, Ella and Brooke, as well as Erich’s son Greg Penner and grandchildren Mitchell Olson and Sidney Penner. Angela also leaves behind adopted daughter Melissa Lawlor and her children Elie, Christian, Honrei and Sinclair, who knew Angela as Ge’ets and many siblings, close relatives and friends. Born in Vancouver, B.C., Angela spent most of her life in Terrace where she played a strong role in the community as an advocate for youth, seniors, people with special needs and the disadvantaged. Over the years, she held multiple positions in local organizations; she served as a board member for the K’San House Society, the Immigrant and Visible Minority Women of B.C., and Labour Force Development Canada as well as serving as chairperson of the Anti-Poverty Tribunal and president of Planned Parenthood. Angela was also a great proponent of education and spent many hours teaching literacy skills at the Terrace Correctional Centre and also helped place international business programs in Ontario schools in her work with Junior Achievement of Peel. Always ready with a helping hand and a heart full of compassion, Angela’s compassionate and empathetic nature lead her to earn a Certificate of Social Work in 2007, which she put to good use providing support for community members facing multiple and persistent barriers. Her sharp wit, great sense of humour and beautiful smile will be missed by the many friends she leaves behind. Angela was truly a woman of the people, described as the “calm in the eye of the storm” for so many who were the lucky recipients of her hard-won wisdom. A celebration of life will be held this summer in Terrace, B.C. We are grateful to MacKay’s Funeral Services for their assistance during this time.

Jean Chow

June 17, 1933 to April 16, 2013 Jean Chow passed away at home in Kitimat on April 16, 2013 at the age of 79, shortly after being diagnosed with cancer. She is survived by sons Clement, Neil, Ed and Bob (Suzana), two brothers and six grandchildren. Jean’s husband, Kim, passed away in July 2000. Jean arrived in Canada from China in 1954. She met Kim in Vancouver in 1958. They were married in Vancouver in 1961 and moved to Kitimat later in the year. Jean was a homemaker who focused her efforts on raising her children and grandchildren and helping her husband further his career with Alcan. Jean’s other interests included the Kitimat Chinese Club and gardening. Thank you to the medical staff at Kitimat General Hospital and the B.C. Cancer Agency in Vancouver.

Jean will be sadly missed by her family and friends.

A private family gathering was held on April 22, 2013.

The next CFF card is planned for July, location TBA, with titles to be handed out at the Sept. 7 card in Terrace. Points North swimmers make a splash in Prince George By Contributed

PRINCE RUPERT - The Prince Rupert Amateur Swim Club (PRASC) sent 23 swimmers to Prince George for the annual Dental Moose Meet. The event brought together 260 swimmers from across Northern B.C. Prince Rupert joined with Terrace, Kitimat and Smithers to compete together as Points North, and upset the hometown Barracudas 1810-1583. Leading the way from Prince Rupert was Trey Kish (13) who won the silver aggregate in the 1314 boys age group. He won the 50 backstroke and 100 freestyle, came second in the 50 freestyle and 100 and 200 backstrokes and third in the 50 butterfly and 200 free. His time of 28.01 in the 50 freestyle was good for a new AAA Provincial Qualifying time. Also winning a silver aggregate was Liam McChesney (11). Liam won the 50, 100 and 200 backstrokes as well as the 50 butterfly. He also came second in the

50 breaststroke and 100 freestyle, and third in the 50 freestyle and 200 IM. Liam made a new AAA time in the 200 IM and a new Far Western Qualifying time in the 50 backstroke. Avery Movold (13) was the club’s other aggregate winner. Days after her 13th birthday Avery won the bronze aggregate in the 13-14 girls age group. She won the 100 butterfly, 50 freestyle and 50 backstroke. She came second in the 100 backstroke and the 100 and 200 freestyles. She also grabbed a third in the 200 backstroke. Her 100 butterfly time of 1:14.41 was good for a new AAA time. There were many other notable PRASC performances, including Warren Barton (10) coming third in the 200 IM and both the 50 and 100 butterfly. Zachary Dolan (11) came second in the 50 fly and the 100 and 200 breaststrokes. He also came third in the 50 breaststroke and both the 50 and 200 backstroke. Brandan Hagen (15) came second in the 50 breaststroke and third in the 100 breaststroke. Rya Kish (10) won the

50 and 100 breaststroke and made both her first “AA” and Far Western qualifying times with a 1:41.64 100 breaststroke. Amy Leighton (11) came second in the 50 breaststroke and third in the 100 and 200 breaststrokes. Kai Leighton (10) came third in the 50 breaststroke, the 50 and 100 backstrokes and the 50 and 100 freestyles. He made his first ever “AA” time with a 35.89 50 freestyle. Sarah McChesney (16) came second in the 50 backstroke and 50 freestyle and third in the 100 backstroke and 100 freestyle. Cyrus Sobredo (16) came third in the 50 breaststroke. Marlee McDonald (10) and Emma Movold (9) were the only PRASC swimmers to record new personal best times in all of their races. And in Terrace, the points North Spring Kick Off training camp held at the Terrace Aquatic Centre earlier this month is being pointed to as the reason behind the team’s convincing win in Prince George the weekend of April 13. Twelve Terrace Bluebacks travelled to Prince George as members

of the Points North team made up of Prince Rupert, Terrace, Kitimat and Smithers swimmers. Forty athletes from these communities came to Terrace the weekend before the competition to focus on team building and building fitness for the spring season. “It appears the team came together very well,” said Bluebacks coach Mike Christensen, noting that Points North was particularly strong in the 10 and under girls category, finishing first and second in both relay events with two Blueback athletes, Angelina Filtziakis and Jade Heathfield, as well as dominating the 13-14 boys category with all three medals won by Kitimat, Smithers, and Rupert athletes. This was the first long course competition for most of the swimmers of the eight teams in attendance. Home team Prince George Barracudas came in second with 1,583 points. Blueback Brayden Philips went head-to-head in nearly every race with a young powerhouse from the PG Barracudas named Mackenzie

Lewington with Brayden taking Gold in 200 Free, while Mackenzie just outkicked him in the 200 IM. Mackenzie’s been on Brayden’s radar all season, commenting earlier in the year that he was looking forward to facing off against him throughout the year. “Great to see the intense battles followed by mutual encouragement and congratulations from these two young stars,” Christensen said. And the two will meet again at the AAA provincials in July as Brayden moved into the top tier of provincial competition with his 1:36.63 in the 100 Breast Stroke. Overall, the rest of the team put in some excellent swims, said Christensen, with 11 out of 12 making 100 per cent best times for Long Course. Thomas Christensen narrowly missed out on his first AAA time and is primed to finish the season strong. Next meet is the Kitimat Regional Champs May 3-5. The Bluebacks are hoping to take a number of first time competitors and their biggest team in five years.

VICTORIA – Child care policies offer a clear choice between the B.C. Liberals and the NDP in the May 14 provincial election. Premier Christy Clark wants to take a provincially funded savings account set up for each child born since 2007, and hand out $1,200 to parents who open a Registered Education Savings Plan to begin saving for postsecondary training. Former premier Gordon Campbell established the fund when the B.C. government was enjoying budget surpluses, before the 2008 downturn in the world economy. That’s added to the B.C. Liberal “early years strategy” that includes full-day kindergarten, $142 million for child care subsidies, $34 million for “Success by Six” programs in 225 communities, and an additional $32 million promised over three years to help create new licensed child care spaces. NDP leader Adrian Dix has promised to cancel the RESP and other new spending, and redirect it to a “Family Bonus Program,” a direct subsidy of up to $70 per month, per child for low-income families starting in 2014. The NDP plan would pay the full amount to families with annual income of $25,000 or less, with payments decreasing on a sliding scale to families with income under $66,000. Applying to all children under

18, the bonus program is projected to cost $210 million a year. Platform highlights: • The B.C. Conservative pre-election platform offers no specific programs for child care or early childhood education. Its September 2012 policy document supports “the principle that parents are the child’s first and most important teachers.” B.C. Conservatives also support a school voucher system, “ensuring that taxpayers’ dollars follow the student to provincially approved educational options,” and the principle that social services be “delivered by community-based organizations rather than directly by government.” • The B.C. Green platform promises to create “local child care
