Nanaimo’s daily water consumption rate for both personal and industrial use is better than previously thought, but more can be done to prevent revenue loss according to the city’s first complete water audit. In 2012, it was estimated that each Nanaimo resident averaged 296 litres per day, while the total commercial, industrial and residential consumption totalled 530 litres per capita every day. The audit, commissioned to better understand water demands in the city, revealed Nanaimo residents on average use 251 litres per day, below the provincial average of 353 litres per day and national average of 274 litres per day. The city’s total commercial, residential and industrial average water use is 492 litres per day, which is also below the provincial average of 606 litres and national average of 510 litres. “Over the last seven years the peak demand has been in a downward trend,” said Euan Wilson, a water resources technologist who spearheaded the audit. “So we’re doing well to conserve water. The average demand is also in a downward trend but not as steep. It’s interesting to note demand is dropping even though we had an increase in population of 6,672 people during that seven-year period.” The study also found that Nanai-

mo’s 620 kilometres of water supply and distribution piping is considered tight and well maintained. It also identified leakage, the result of pipe breakage, at less than 10 per cent, which is lower than most Canadian municipalities. Wilson added that while Nanaimo’s numbers compare well to the rest of Canada, on an international standard usage is still considered relatively high. “We’ve got a lot of work to do if we want to compare to a country like the Netherlands, which has an average daily residential usage of 124 litres per day,” he said. According to the study, Nanaimo’s water balance consists of 51 per cent residential usage; 21 per cent commercial, institutional and industrial use; 15 per cent municipal use; 10 per cent leakage; and three per cent metering errors. Only the residential, commercial, institutional and industrial usage generates revenue for the city. The audit also found the city’s bulk water meters are accurate, but 50 per cent of large industrial and commercial meters are oversized and under record low flows which results in lost revenue, and that residential meters, which have an average age of 14 years, are 97.8 per cent accurate. Those meters lose accuracy, and as a result revenue for the city, beyond 24 years of age. “An inaccurate meter benefits the homeowner,” said Wilson. u See ‘WATER’ /4

They are among 190 students participating in VIU field schools, exchanges and internships to nine countries around the world, according to Audrey Hansen, manager of VIU’s study abroad program. Faculty members Jo’Anne Yearley and Maggie Kennedy took 11 nursing students to the Sunyani, Brong Ahafo Region of West Central Ghana saturda for six weeks. “It’s our third intercultural field school to Ghana,” said Kennedy. “Students will be working in two hospitals, a children’s home, and collaborating with students and faculty in local colleges on community development projects to promote health and prevent illness.” One of these projects, sponsored by Rotary Clubs on Vancouver Island, is called the Neo-

Natalie project and addresses the Millennium Development Goal of reducing child deaths in developing countries. Nursing students will use dolls as training tools to demonstrate newborn resuscitation techniques. Brown is excited “and a little nervous” about her first trip overseas. She signed up for the field school because she wanted to have a significant cultural experience while studying at VIU. “I was born and raised in B.C. and don’t travel a lot,” she said. “Having this study abroad experience will open my eyes. I will take what I learn into my profession and be better able to help and understand people of different cultures.” It’s Schneider’s second trip to Ghana. She was part of a 10-week research and study tour last summer led by VIU’s recreation and tourism management profes-

sor Aggie Weighill. Schneider’s role in Ghana this year is to work as a research assistant, team leader and mentor for younger students. Weighill said the group’s primary focus is studying the impact of tourism in Ghana. Students will complete data collection at the Wechiau

Hippo Sanctuary. “We’ll also spend two weeks on the coast where students will undertake personal research projects that are more specifically related to leisure, including tourists’ behaviour and play,” she said. “We are also hoping to visit Cape Coast University and meet some of the tourism

Inbrief Playground installed as memorial to students city scene

Police incident results in probe The independent investigations Office is looking into an incident in Nanaimo in which two suspects were bitten by a police dog on the weekend. The incident happened at about 2:30 a.m. saturday when police were chasing a man and a woman who were allegedly fleeing from a stolen vehicle. Both suspects suffered dog bites during the arrest and were treated for their injuries. The independent investigations Office was called about the incident at 3:30 a.m. and started its investigation later that day. Nanaimo RCMP will maintain jurisdiction over any other investigations into the actions of the people involved in the arrest. Const. Gary O’Brien, Nanaimo RCMP spokesman, said Nanaimo RCMP cannot comment on the investigation and the independent investigation Office said in a press release it had no further information currently available. The independent investigations Office was set up to conduct fair, unbiased, timely, thorough and competent investigations and ensure transparency through public reporting. The office and the Nanaimo RCMP will work within the terms agreed upon in the Memorandum of understanding that was signed by the Chief Civilian Director and B.C.’s police services in July 2012. Seaview Elementary School students have a new playground to play on. Dozens of parents, students and community members, including District of Lantzville councillors, volunteer firefighters, police officers and Rotary Club of Lantzville members banded together on a weekend two weeks ago to build a memorial playground at the school in honour of two brothers who died in an accidental house fire on Nanoose First Nation land in January 2012. The playground is the result of six months of fundraising efforts by the Seaview parent advisory council last year. The community came together to raise the $50,000 needed in that short time frame. “It’s overwhelming,” said Cherie Alyward, Seaview PAC chairwoman. “It was a lot of work and a lot of time. The amount of support from the community has just been unreal. The dream is a reality now; it’s in and the kids

are loving it.” About 80 people helped out on build day. The structure includes two gliders, two slides, monkey bars and climbing walls. It is designed as a circuit, so students can go from one apparatus to another without stepping off the equipment and it is blue and green in honour of the boys’ favourite hockey team – the Vancouver Canucks. Principal Patrick Young said with so many people helping, it only took about five or six hours from build to completion. He said educators at the school have been talking with the students about how the playground allows them to remember the boys and how playgrounds can be good stress and worry relievers. The whole process has shown how a community can rally at a time of tragedy, Young added. Dave Elgie, a member of the Rotary Club of Lantzville, which gave parents $5,000 toward the new playground and sent eight volunteers to help with the build, said helping with the project was important to the group. “When that tragedy struck, it was something that was on all of our minds,” he said, adding that since the club hosts an Easter egg hunt at Seaview each year, mem-

bers were also aware of how old the former equipment on that site was. The new playground replaces an aging, wooden structure at the school that was on the district’s top 10 priority list for replacement. While this project is finished,

VIU students pick up medals at annual skills competition By Janina StaJic At the recent Skills Canada provincial trades competition, held on April 17 at the Tradex Convention Centre in Abbotsford, five VIU students brought home medals including Hilary Malone who took gold in culinary arts. She’ll now compete at the Skills Canada National competition at B.C. Place June 5-8. Instructors in VIU’s hairdressing department were thrilled with the results of the competition, too, as it was the first time in 10 years that they had sent students to provincials and one of them, Rhian Barcinas, took bronze. “Both hairdressing students did wonderfully well, and to have Rhian take the bronze was so exciting,” said Sally Vinden, chairwoman of the hairdressing department. “It shows that the department has a strong team of supportive instructors. I also

have to give kudos to instructor Jessica Nemlander who worked closely with both students, coaching them on the skills they needed to compete.” Barcinas said he thought the competition was an incredible experience. “It was a nerve-wracking day as it was really tough competition. I also felt pressured because I was representing VIU,” said Barcinas. “But it was a great opportunity to really put my skills to work and to see what other students were doing. When I found out I had won the bronze I was so excited as I really didn’t expect that to happen.” Barcinas completed his program and is now putting those award-winning skills to work at Nanaimo’s Cutting Room Creative. played an integral role in organizing VIU students to compete and was happy with the results. She was also pleased with how well the event highlighted the growing demand for trades training and the numerous career opportunities available in a variety of fields. “During the competition there was a trade show component where institutions set up booths so students could learn about the different options for trades careers,” said Spence. “VIU’s display was really popular with lots of people and potential students really interested in what we’re doing.” Spence is now looking forward to preparing for the Skills Canada National competition. She hopes students, parents and teachers will all come out to cheer competing students and also to learn more about the vast number of

skilled trades career opportunities. “It’s becoming common knowledge that there is going to be a shortage of skilled trades workers, which really means there are going to be numerous opportunities for students who are going into trades training,” said Spence. “There won’t be a better place to learn about those opportunities than at the national competition.” Glynis Steen, VIU’s associate dean of applied trades and technology agrees. “The event will give them an idea of the wonderful career opportunities available in the trades – exciting, creative, demanding and well-paying positions.” The Skills Canada National Competition is free for the public and subsidies are available for school groups which want to attend. Nanaimo men set out on cross-country bicycle journey

Wilson, who is riding to raise money to fight dementia through special therapy programs provided through the Nanaimo Travellers Lodge Foundation, said he is more concerned about encountering winds or flooding on the prairies. “I’m concerned about winds on the prairies if they get into our faces and just the sheer relentlessness of the jour-

ney,” said Wilson, 64. “We’ll be taking rest days, but I’m not as young as I used to be. I wanted to get this out of the way before I go on old age pension.” Wilson said a training run last fall gave them good indications of what they needed to make specific preparations for. “You really need to be in good physical shape to start out with,” Wilson said.

The trip has been months in preparation, the gear is checked and loaded, and Nanaimo residents Brian Godfrey and Bob Wilson have set out on their cross Canada cycling adventure to raise cash for B.C. Children’s Hospital and to battle dementia. The riders, whose trip is officially called Coast to Coast for Kids, leaves the Island Wednesday (May 1) after they dip their tires in the Strait of Juan de Fuca at Mile Zero in Victoria and ride out to Sidney to catch a ferry to Tsawassen. But rather than drive to Victoria, the men started their journey from their Nanaimo homes this morning (April 30) at 7:30 a.m. and are riding down Island. “That’s only because my freedom 55 dream was to ride down the driveway and head off on the adventure,” Godfrey said. Godfrey, 55, isn’t retiring, but he is able to take a few months off work as a Realtor for Nanaimo Re/Max for the trip.

Once on the Lower Mainland, they plan to ride as far as Chilliwack on their first day, if possible, and then tackle the Hope Princeton Highway the day after. Godfrey set a goal to ride 2,000 kilometres this year to prepare for the trip. He’ll hit that mark by the time he and Wilson reach Victoria, but test runs for the sojourn, to break in the bikes and work out any kinks in equipment, actually started last fall. Godfrey said he thinks he will have met his other goal of raising $10,000 by their departure date, depending on a beer and burger and silent auction event held on the weekend. Total fundraising goal for the trip is about $50,000. Each touring bike with gear weighs more than 40 kilograms. To get through B.C.’s mountainous terrain, Godfrey’s wife, Shirley, will drive packs and other equipment as far as Lethbridge, Alta. From there, the men are on their own. Godfrey said the toughest part of the ride through B.C. will

likely be the grade up Anarchist Mountain, east of Osoyoos. “That’s nasty,” he said. “I did that 15 years ago. I did it with a friend and it took us two hours in granny gear and then another hour to the summit. It was the two hours in granny gear that was the killer” The total 7,300 km trip is expected to take about 73 days or until about July 22.

This might be John Sherry’s first crack at politics, but the B.C. Conservatives Nanaimo-North Cowichan MLA candidate said he has worked for years to build the party from the ground up to present a viable alternative to the NDP and B.C. Liberals and he doesn’t mince words about why he chose to run. “It finally got to the point where I couldn’t look at my children and say, ‘It’s OK, they’re not the NDP,” Sherry said. “So, being a former B.C. Liberal supporter, I knew that we had to get back to good government. I hadn’t seen that from any party in the last 20-plus years I’ve been able to vote, so I’ve put my money where my mouth is and instead of being an armchair quarterback I want to take a leadership position and see if we can build a viable alternative.” Sherry, 40, was raised in the Cowichan Valley. He has been branch manager for an environmental services company, an investment portfolio manager and co-business developer for a Calgary-based real estate firm. He currently works for concrete products manufacturer Expocrete and maintains his real estate consulting business. Sherry said his riding has some of highest unemployment numbers in B.C. Dozens of his friends and their families have moved to Alberta for work. Highpaying jobs must be brought to the region and combined with an education system to provide workers with a future where young people can establish themselves locally. Sherry is against raising corporate taxes and wants to see B.C. Hydro rate increases reversed. Both, he said, are job killers. If elected, Sherry said, he wants to restore government accountability by carrying the voice of constituents to Doug Routley, 41, incumbent New Democratic Party MLA for Nanaimo-North Cowichan, is hoping for a third term in office and to see his party form government in this year’s election. Routley was born in New Westminster, grew up in Duncan and has lived on Vancouver Island most of his life where he worked in forestry – as a logger, tree planter and in a sawmill – as well as a construction worker, business owner and operator, school custodian and union representative. Routley served as MLA in the former riding of Cowichan-Ladysmith for 200509. Routley was a bicycle racer and is still an avid cyclist. While in Japan, teaching English as a second language in the early 1990s, he was given the North American rights to Zunow, handbuilt, high-end steel bike frames, which were marketed in Canada and the U.S. Routley said he hopes to be reelected by continuing to do what he and the party have been doing. “I’ve been two terms now in opposition and when you’re in opposition you’re out there listening to people and doing what the government should be doing and that’s listening and finding out what people’s prob-

NanaimoNorth Cowichan Green Party candidate Mayo McDonough is taking her first crack at politics. McDonough, 60, who moved to Ladysmith from Victoria with her Amanda Jacobson is filling the spot for the B.C. Liberals in the Nanaimo-North Cowichan riding. This election is the 32-year-old mortgage broker’s first crack at politics. Jacobson grew up in Port Hardy and moved to Edmonton with her family in 1997 where she studied political science, sociology and history at the University of Alberta and worked with a bankruptcy trustee, in law firms and as a proofreader in the Edmonton Journal newsroom. She returned to Vancouver Island in 2008 and earned her mortgage broker license through the UBC Sauder School of Business. “Originally I’m an Island girl,” Jacobson said. Jacobson said a big part of her reason to run in the election is to get people in her age group motivated to take an interest in provincial politics and issues. “We’re really busy with our families and careers and we’re just not that politically involved, as a rule,” she said. McDonough, who considers herself a conservative in some respects and a socialist in others, said the Green Party takes a pragmatic approach to the environment, health, jobs and the economy. To be healthy one has to live in a healthy environment, so that environment has to be protected to maintain a good lifestyle and sustainable economy. “I believe individuals should have property rights – that’s the conservative side of me – but I don’t think the property rights of individuals should eclipse the value to everybody of something like watersheds. That’s our drinking water. That’s something we share as a group that shouldn’t be owned by private companies, like it is now. I would let the public right eclipse the private right in that case because it’s water. That’s like somebody owning the air. Party system fails all voters

Elections always turn into popularity contests between the “good guys” and the “bad guys” when there really are no good guys and bad guys. Such a situation is inevitable when the point is to convince the voter that you are better than the other guy. And it must be hard to avoid an adversarial mindset when the runnerup is going to be labelled “official Opposition” and asked to spend the next four years going on about what a terrible job the winner is doing. More and more residents are realizing what a horrible waste it all is. Blame the party system. People want a government that sets balanced policy in response to the needs and desires of British Columbians as a whole. The party system encourages a government that is either a slave to the desires of big business, or pawn in advancing the agenda of the unions. They want MLAs who are fair-minded, broad thinkers, able to see the big picture. The party system gives voters choices selected by small groups of dedicated ideologues and backed by coalitions of special interests. Voters want a legislature full of respectful people dedicated to working together for betterment of the province. The party system delivers a room full of mocking voices built for sabotage and ready to pounce and devour at the slightest misstep. Political scientists could quickly supply a ton of reasons why any attempt to ban political parties won’t work. But it’s already not working. The rising amount of disaffected voters is all the proof needed. Voters need to elect independent people to work on behalf of their province and community, not special interests and ideologies. Ban political parties and let the co-operation begin.

Cedar Secondary School students have concerns about the commute to John Barsby, as well as their ability to participate in extra-curricular activities. North Oyster and South Wellington parents are concerned about the proposal to move students from those schools twice – once next year and then again in 2015. Trustees have their work cut out for them, listening and responding to all these concerns.

Harewood residents refuse to accept destruction of dams

The City of Nanaimo is concerned about liability regarding the dams at Colliery Dam Park. We all choose to live in this part of the world with the acceptance that we reside in an area that could be impacted by an earthquake. This is true for many places including most of California which has a population of about 38 million people. Richmond is basically at sea level and there is a strong possibility most of that city would be underwater in the event of a quake. It is a question of what level of risk is considered to be acceptable. A Colliery Dam Preservation Society survey of the people most likely to be impacted should the dams fail – those living in the floodplain – indicated they want the dams to be upgraded to a safe standard and the lakes to remain. (Ninety-two per cent of 90 homes polled). These people are the primary stakeholders according to the inundation study. Their voices need to be heard. Council was rushed to make a quick decision in an in camera meeting without adequate information and decided the dams had to be removed. It seems the thinking was that the only way to avoid a public backlash was to rush this through without an opportunity for discussion and to insist it was an emergency. We know this was not the case.

Proposed cuts support taxpayers To the Editor,

Re: Councillor proposes late cuts to budget, April 25. Thank you to Bill Bestwick, Jim Kipp and Bill McKay, the “three wise men”on city council, for putting forward their excellent proposal of saving $2.2 million in hard-earned taxpayers’ money. As a Nanaimo homeowner, my property taxes have increased year after year, and not just by peanuts. Unfortunately, my income hasn’t. I applaud Bestwick, Kipp, McKay on their proposal. All three have made good decisions in the past, and as a Nanaimo resident, one feels well represented by them. Councillor George Anderson certainly likes spending money, especially when it is not his own, just like most young people in their early 20s. He enjoys putting himself in the spot-

light at every occasion, using his good rhetoric skills. So it was to be expected that Anderson would not let go of this great opportunity to add his two cents. I hope a year and half from now Anderson will be disappointed and shocked to see the election results. I can assure him, and five other councillors, I am not the only one tired of out-of-control municipal spending. Where is their responsibility toward those who voted them into office?

Saving two million puts citizens at risk To the Editor,

Re: Councillor proposes late cuts to budget, April 25. Why is a small group of city councillors attempting to amend the budget for taxpayers in view of the fact that council and

management attempted to give millions of dollars to someone to build their pet hotel? But they should attempt to save money at the risk of damage to people and property by reducing the budget for police and fire protection and hindering the enjoyment of citizens in city parks? It would appear the high cost of bureaucrats handling the business of the city is not a consideration in this “fair” budget revision. There are mention of minor cuts to management pay and costs, but union costs are ignored. It is also interesting another councillor complained the proposed revision was plopped in front of councillors, who had no inkling such a change was being considered. It would seem that this councillor objected to the fact that this proposal was done in secret – almost akin to an in

Emergency exposes no communication To the Editor,

My father has late-stage dementia and is on the fifth floor of Nanaimo Regional General Hospital. My 19-year-old daughter was visiting him April 25, when at 8:55 p.m. she called to tell me the hospital called a code red in the lobby. When I phoned the hospital the person on the other end declined to tell me what was going on. Do I not have a right to know about the safety of my ailing father and daughter? This is not acceptable. I had to Google what a code red (fire) was and call my daughter as she was locked down. I was told it was not policy to reveal circumstances to me. This is outrageous.

The dams are in the same condition now as they have been for a number of years and have been described as being stable. Now that council has directed other options be considered, we have concerns whether this process is sincere. Residents of Harewood have great pride in the community and will not accept this incredibly special place being destroyed. It is time for city council to stand up for the citizens – those they were elected to represent. Rather than being known for destroying something that is so incredibly vital to our community, we urge city councillors to be remembered for protecting a precious part of our past and our future. There is so much information and much of it is misunderstood by the general public. The results from contracted engineers will be available shortly. I have proposed a public discussion occur with members of council and people from our group. This would be a great opportunity for questions and answers. Bookfest connects with children BY RACHEL STERN THE NEWS BULLETIN

S

tories can speak to the hearts of both children and adults and are avenues to share history, emotions or life lessons. “Through stories we make sure bits of our world are saved and passed on to our children,” said children’s author Barbara Reid, in an e-mail. “To me a story is like an ark. The story holds what is important to the teller, whether it is a history, an expression of emotions, the dreaded moral or just something funny.” For author Tololwa Mollel telling stories was a way to connect to his kids and also his own childhood. Mollel is the author of sixteen children’s books and has written several plays. He was born in Tanzania and now lives in Edmonton working as a theatre instructor and actor. He started telling children’s stories when his kids were younger. “It kind of brought echoes to me of the stories I enjoyed as a kid,” said Mollel. He loves creating children’s tales. “You are going to shape their mind in that way, not in a manipulative way, just the way stories shape everyone’s mind,” he said. Sometimes you can yell and lecture children but they won’t always listen, but stories hold their attention and allows children to learn life lessons along the way, said Mollel. “With a story you lure them in and they don’t know they are learning lessons,” he said. “You can use ideas that intrigue you

Reid’s presentations will focus on her book Picture of a Tree, but she will also talk about The Subway Mouse, Perfect Snow, Fox Walked Alone and her newest book Welcome Baby.

The Nanaimo Clippers are right in the mix at the Western Canada Cup after a blowout win against the tournament favourites. Junior T-men competitive versus best The junior Timbermen had a chance to start the 2013 season by knocking off the defending champs. It didn’t happen – Nanaimo lost 12-9 to the Coquitlam Adanacs on Saturday on the mainland – and the junior T-men won’t be satisfied with just being competitive. Brad Dougan, the team’s new coach, said he doesn’t want his guys to accept losing. “My big thing is, be pissed off that we lost,” he said. “We’ve got to move on and learn.” The game was tied until six minutes to go in the third period. The T-men went on the power play, but gave up two quick short-handed markers. “We held on for 55 minutes and we had a chance to win and we shot ourselves in the foot, so that was a bit disappointing,” Dougan said. JUNIOR FOOTBALL club attracts 112 prospective players to spring camp. BY GREG SAKAKI The News BulleTiN

The V.I. Raiders can tell a lot from this past weekend’s spring camp. “Anyone that’s a Raider fan should be really excited about this 2013 team,” said Matthew (Snoop) Blokker, Raiders coach. “We’re going to be balanced and big and lots of speed and lots of talent and lots of hunger and passion.” The Raiders tried out 112 players over three days at Merle Logan Field. The coaching staff was joined by a battery of alumni guest coaches and the group compared notes to try to figure out which players to invite back to main camp in the summer. Blokker said since many of the guest coaches were in Nanaimo from out of town, the group was up until almost 5 a.m. Sunday morning discussing the roster. “It’s the toughest decisions in the world, right? So hopefully we

make the right ones,” Blokker said. The Raiders look as though they will again have a lot of weapons on offence. Veteran receivers Dustin Rodriguez and Whitman Tomusiak were leaders on the weekend, and at least four quarterbacks at camp were particularly impressive. Jahmari Bennett, one of the QB standouts, was impressed with what he saw at his first Raiders camp. “We were definitely getting after it this weekend,” he said. “The competition was pretty good. Everyone brought a focus to this camp that I felt when I got here.” Tyler Oldendorf, veteran offensive lineman, had a strong camp leading a new-look unit. He liked the talent on the O line and said overall the Raiders got off to a strong start at spring camp. “There’s a lot of good players out here, there’s a lot of good competition and I’m really looking forward to [seeing] everybody who comes back,” he said.
