Fire crews in Lake Country were in the mop up stage on Thursday afternoon after battling a potentially dangerous grass and brush fire in an area near homes and close to a large wooded area. Dozens of firefighters with eight fire trucks and heavy equipment responded to the blaze just before 2 p.m. Thursday, May 25. Residents also got involved, helping to douse the flames ripping through an interface area with plenty of trees and other fire accelerants in the vicinity. Witnesses said the blaze started in the backyard of a house when a controlled debris fire escaped from the resident’s yard and quickly spread into neighbouring trees, brush and grass. By 4 p.m. fire crews had the blaze in the mop up stage and were put-

About 80 people showed up at the Creekside Theatre in Lake Country last Wednesday night to hear different ideas from the four men running for the Kelowna-Lake Country seat in the provincial legislature. The four candidates— incumbent MLA Norm

Letnick of the B.C. Liberals as well as Graeme James (Conservatives), Mike Nuyens (NDP) and Gary Adams (Greens)—fielded questions ranging from the economy, small business, health care and agriculture issues. The event was hosted by the Lake Country Chamber of Commerce.

“We were quite happy with it,” said Corrinne Cross, manager of the Lake Country Chamber. “I think we had a lot of good questions that the audience were able to gauge responses on. With the pre-submitted questions and ones submitted at the event we had some questions that we were unable to get to

in the time allotments. “We will e-mail those questions to the candidates,” Cross said, “and put the responses together to be available to anyone wishing to call, stop by or e-mail the chamber office for the responses.” Among the more pertinent conversations to Lake Country was a focus on agriculture and

the Buy B.C. program which Letnick said the government will bring back if re-elected. “Agriculture is a passion of mine,” said Liberal candidate Letnick. “Right now we are about 30 per cent greater since 2001 and the sector is expected to grow in the next three or four years. Central Okanagan waterfront property owners and those living near creeks, streams and low lying areas should consider steps to protect their property and reduce the risk of flooding. NOTICE OF ALTERNATIVE APPROVAL PROCESS OPPORTUNITY The District of Lake Country (the “District”) wishes to proceed with Loan Authorization Bylaw (WWTP Stage 3) 861, 2013, which authorizes the borrowing of up to One Million Seventy Thousand Dollars ($1,070,000.00) to fund a portion of the Wastewater Treatment Plant Stage 3 Upgrade. The WWTP Stage 3 expansion and upgrade includes a second bioreactor, high efficiency aeration equipment, an improved foul air handling system, an energy efficient HVAC system, a new effluent disposal system, upgraded regional septage facility, and building additions to house new mechanical and electrical systems, as well as operational functions. Preparation for upgrades under Stage 3 of the expansion have already been undertaken including detailed design, construction of the rapid infiltration galleries, contract documents and Ministry of Environment approval.

Under section 86 of the Community Charter, District of Lake Country Council may proceed with the Loan Authorization Bylaw only if it does not receive elector responses signed by at least 10% of the electors of the District of Lake Country.

Elector response forms will be accepted only if they are in the form established by the District of Lake Country Council. Forms are available at the District of Lake Country Municipal Hall or via the website beginning on April 17, 2013 and must be submitted to the Corporate Officer, District of Lake Country, 10150 Bottom Wood Lake Road, Lake Country, BC V4V 2M1 on or before 4:30 p.m., Monday, June 3, 2013.

The annual debt payment for the borrowing will be approximately $96,200 per year for 15 years, based on an estimated 4% interest rate. Debt payments will be funded from the Sewer Development Cost Charge (“DCC”) Reserve when available. No increase in sewer rates will result from the debt financing.

The AAP is open to all qualified electors in the District, which is estimated to be 9,315 based upon the Statistics Canada 2011 Census Profile. We need to support the farming communities around the Okanagan.” Green party candidate Adams said his party would move the province towards more environmentally friendly solutions. “We would encourage municipalities to buy from local companies instead of buying from overseas,” said Adams. The candidates also spoke on the health care

Cycling event to connect OC campuses

An ambitious group of Okanagan College cyclists with a geographic bent have contrived a way to connect all four campuses with a threeday ride. Set for June 21 through 23 it is called OC4 Cyclosportif. “This is unlike any other event in the region,” said organizer and geography professor Markus Heinrichs. “What we wanted to do was create something that would have all four campuses involved. “And the community

is going to have a chance to learn something about this unique region, visit each campus, get some exercise and enjoy some great gourmet food.” Registration for the event is open to everyone for $100 the first day, and $25 for each additional day. To register, and learn more about OC4 Cyclosportif, visit www.okanagan.bc.ca/OC4. Proceeds from the event will go to create bursaries for the college’s two nursing programs. The idea for the event

came through a conversation the Salmon Armbased professor had with his colleague, geography professor Levi Gahman. “We had been riding for a while, and he said why don’t the two of us ride from Vernon to Kelowna,” Heinrichs said. “And then we thought we should ride between the campuses. I guess we got carried away.” It didn’t take long before the entire geography and earth and environmental science department caught wind, and soon maps were being

created on Google Earth so cyclists can actually learn about the topography as they cycle tour the region. “Our department chair Gill Green, who is also a cyclist and marathon runner, is putting that all together, and there will be originally written research articles describing geographically significant sites encountered along the ride in a route guide specific for this event,” Heinrichs said. NDP plan is to borrow and spend Fourth in a series on party platforms.

DP leader Adrian Dix has finally rolled out his “fully costed” election platform. Major policy announcements had been released previously, but there was plenty more spending added to the total. The NDP’s health care plan is surprisingly modest – more money for home support, residential senior care, mental health and addiction services and a rural acute care initiative totaling $159 million over three years. As health critic Mike Farnworth points out, the residential care increase will allow seniors two baths a week instead of one. Full marks to the NDP for this part of the platform. Increases to Community Living B.C., children and families programs and aboriginal friendship centres are

Tom Fletcher also commendable. Other NDP proposals don’t inspire as much confidence. Raise welfare rates $20 a month and index them to inflation. Index the minimum wage to inflation too, at a time when inflation can only rise. Set up a new child bonus program to send $70 per month for each child with family income under $25,000. Lesser payments would go to families with income up to $66,000. This ’70s-style family allowance scheme is based on a “child

poverty” claim that misrepresents federal statistics of relative income distribution. The program is optimistically budgeted at $210 million a year. Dix insists it isn’t a “big new social program,” which makes me wonder what would qualify. It would be partly funded by cancelling a B.C. Liberal plan to establish education savings accounts for kids born after 2006. Out with self-reliance, in with the nanny state. Another $100 million is added to hire more teachers, to address the teachers’ union’s often-repeated but false claim of “a decade of cuts” in education. Another $100 million goes to student grants, much of it further subsidizing the oversupply of English, education, sociology, women’s studies, journalism and other university grads who eventually discover there is little demand for their degrees. As with wel-

fare, increasing support for bad choices can only yield more bad choices. On a related note, the NDP will revive a ministry of women’s equality, “to promote social and economic equality to all government programs....” As with female candidate quotas, the NDP keeps the flame of ’70s socialist feminism alive. The party totals up its new program spending to $988 million over three years. That’s exactly the amount Dix estimates will be raised by tax hikes on corporate income, bank capital, personal income over $150,000, carbon tax on oil and gas drilling, and cancelling the B.C. Liberals’ RESP and child tax credit plans. As for deficits, the NDP claims that the B.C. Liberal budget hides a deficit of $800 million this year and similar deficits in the next two years. The B.C. Liberals point to an impressive string of “net zero” wage settle-

ments with public sector unions, the core of their spending control record. Would the NDP continue to hold the line on public service wages, as the B.C. Liberals have done? Dix’s NDP caucus and staff is stocked with former government union officials. Party president Moe Sihota is essentially a direct employee of the same unions. The B.C. Federation of Labour has shaped the NDP’s Labour Code changes, which we won’t see until after the May 14 vote. And how much money does the “fully costed” NDP plan set aside to pay wage increases for its government union brothers and sisters? Zero. Since this is the party that appears to be cruising to victory in the May 14 election, I’ll look at what’s not in their platform and other issues next week. Tom Fletcher is BP legislative columnist.

he federal government has been working to provide Canadians with a more modern, cost effective and efficient federal government. In fact, a significant part of that commitment is to improve accessibility through the use of improved online tools, just as most organizations representing the public and private sectors have been doing for the past few years. Recently, the government announced two new online tools that will improve access to accurate and important government information. One will enable better monitoring of government spending; the second will provide high quality scientific data so Canadians can monitor how well the government is meeting its commitment to protect the environment and ensure responsible resource development in Canada’s oil sands. The Expenditures Database is a new searchable online database that, for the first time, provides easy access and analysis of all government spending, giving Canadians a quick picture of how taxpayer dollars are spent and al-

It’s like saying - to a blind person, “Do you see what I mean?” Or telling a paraplegic to “put his best foot forward.” This realization causes not quite as much shock

as my discovery, some 30 years ago, of the way my language took maleness for granted. Spokesman, chairman, manhours—such words tilted the playing field against women’s participation. I wasn’t alone, of course. Psychologists such as Jung, Piaget and Kohlberg all treated boys’ developmental experiences as the norm for everyone. Until, as my late friend Doug Hodgkinson used to say, “Carol Gilligan blew them out of the water” with her book about the growing experience of the other half of humanity, In a Different Voice. No doubt the same shock came to anti-slavery abolitionists when they realized how prevailing religious metaphors of sin as dark, black, without light— in contrast to portraying goodness and purity as white, bright, shining— reinforced the perception of African slaves as less than human. The database allows users to search for spending information that includes comparing the amount of funding that was authorized to what was actually spent, details on itemized government spending, and spending by program. The online portal was one of the recommendations to come out of a report by the Standing Committee on Government Operations and Estimates. As a member of this committee, along with my colleague Dan Albas, our committee was look-

ing to strengthen parliamentary scrutiny of the estimates process and fulfill a commitment to parliamentarians for a more accessible financial reporting system. Now parliamentarians and citizens can find information in one place that shows what every department is spending on a particular program. The Expenditure Database is available online at the Treasury Board website www.tbssct.gc.ca. The second database, made available this week by the Canadian and Alberta governments, is equally important. The government is committed to balancing economic growth with sustainable development and nowhere is this more important than in the heart of Canada’s energy resource sector, the Alberta oil sands. To ensure we are meeting our objectives, Canadians have asked the federal and provincial governments to provide them with effective environmental monitoring

and data information. Ottawa has listened and the information is

I don’t need glasses, so why would I need an eye examination?

An eye exam does more than determine whether you need glasses. It also determines whether your eyes are healthy and working well together. Eye disease is often silent until it is too late; therefore, you need to ensure that you take a preventative approach and get your eyes examined regularly. Many diseases like glaucoma and macular degeneration are hereditary, so investigate your family history to ensure you are being monitored appropriately. Don’t assume that children don’t need glasses because they don’t have any visual complaints. If they were born with an eye that does not see clearly, they often assume that it is normal, relying instead on their good eye. Be sure that they are examined prior to starting school so that they are in the best position to learn. In B.C., children are covered under their provincial health care for a complete eye examination every year until the age of 19, and at our office there is no additional fee. Don’t gamble and assume that your eyes are healthy. See your optometrist and know for sure.

GESS students make a difference For the second year in a row, more than 300 students from George Elliot Senior Secondary School in Lake Country took on Community Cleanup Month with a vengeance as they headed out of the classroom to clean up around their school and neighbourhood last week. And this year, they issued a challenge to all students in School District 23 to do the same. Rae Stewart with the Regional Waste Reduction Office said with about 16 classes, 320 students, and 12 teachers involved, it’s one of the largest youth mobilization efforts for Community Cleanup Month. “These kids are inspiring,” said Stewart. “A big hats off to all of them, and their teachers, for their spirit and dedication to our environment.” Rob Geier, a teacher at George Elliot Secondary and a District of Lake Country councillor, said students are more than willing to roll up their sleeves for a good cause. “The students took on this project last year and were amazed at how much they could accomplish in a short period of time, collecting over 260

try Community Cleanup during the week of April 21 to 27, then he would dye his hair green for the remainder of April. The school principal joined in the challenge as well, indicating that he was willing to have students colour the earth onto his bald head. registered a nine km section of the beach along Okanagan Lake in Lake Country for a May 4 clean up initiative as part of the Great Canadian Shoreline Clean Up.
