TERRACE -Minerals North 2013, which wrapped up after three days April 26, is being described as one of the largest and most successful conferences ever held in the city. More than 900 delegates registered, a number that surpassed expectations for the event held at the Terrace Sportsplex that featured presentations by mining companies, geologists and a trade show consisting of more than 100 booths. The size of the event, which was the 25th annual Minerals North conference and the largest one ever, filled hotel and motel rooms and restaurants. For a number of the delegates, it was either their first visit to Terrace or the first time they’ve spent any amount of time in the city. Delegates at various times were entertained, informed and challenged. Former Vancouver Canuck Trevor Linden spoke of motivation in an address to delegates April 26. During remarks to open the conference April 25, Steve Robertson from Imperial Metals, a major sponsor of the conference and the company now constructing the Red Chris copper and gold mine due to open next year up Hwy37 North, spoke of the mineral potential reaching north of Terrace to the Yukon border. “We’re in a real frontier here,” said Robertson. “The amount of development that is going to go on up there is tremendous,” said Robertson in labelling the region as one of the “most richly endowed mineral areas in the entire world.” Mayor Dave Pernarowski noted that the first-ever gathering of miners and others was held here in 1989. Details such as providing breakfast coupons to delegates for use in restaurants helped spread the dollar value the conference brought to the city, van Dyk said. He paid tribute to the scores of volunteers, saying they helped make the conference more enjoyable for delegates. And he was happy with the turnout of local residents when the trade show portion of the conference was opened up the afternoon of April 25. “I had no idea that the response would be so great. It was standing room only in there,” said van Dyk. Conference chair Rob Dykman noted that there were only six empty chairs of 800 put out for the main banquet held the evening of April 25 at the Sportsplex. And as many as 100 people unexpectedly arrived to register, he said. The organizing committee will meet soon to decide how excess revenues will be used. “The requirement is that the legacy be used to support a mining-related cause,” said Dykman. One of the highlights of the conference was a morning motivational talk on April 26 by former Vancouver Canuck Trevor Linden. Minerals North 2014 is in Vanderhoof.

Rupert school head is pulling the plug

PRINCE RUPERT Prince Rupert school district’s senior management team will be shaken up. Lynn Hauptman, Superintendent of the Prince Rupert School District, announced she will be moving to the Southeast Kootenay School District effective August 2013. Hauptman came to Prince Rupert in 2009 from the Okanagan Skaha District, where she was the director of instruction. Under Hauptman’s leadership the district underwent changes such as the amalgamation of high schools, which she said is a focal point of her time in Prince Rupert, the closure of Westview Elementary School, the creation of the Coastal Pathways Partnership between industry, NWCC and the district, the creation of the ACE-IT programs at Charles Hays Secondary School next year and the creation of a smallersized school in Port Edward. Hauptman said

working with everyone within the district to improve student achievement was also a highlight she will look back on fondly. “Our student achievement results have been steadily rising over the last number of years, and that’s because of the wonderful team of people we have in the Prince Rupert district. Everybody within the schools, our support staff, to our teachers, our administrators, to our board who have been very supportive of the work we’re doing,” she said. Hauptman applied for the new position in the early spring, and was informed she had been hired two weeks ago. “It’s a larger district than Prince Rupert, so that will bring some new experiences for me. They have some similar challenges that we also have on the North Coast, so I think the experiences I have gained while in Prince Rupert will help me,” she said. Hauptman said the most important thing she learned while in the district was that it’s important to listen.

“You need to share the leadership, invite people to be part of the journey, and work collaboratively with everybody,” she said. Board chair Tina Last acknowledged Hauptman for the work she has done in the district. “Lynn has provided tremendous leadership to our district. Our district has seen improved results for our students as a result of her focus on improved instructional methods by our teach-

ing staff. We will miss her contribution and insight,” she said. Hauptman’s tenure was controversial, however, including revelations of $800 per day being paid for the services of Dave Stigant and teachers being told a quote from the children’s book Yertle the Turtle was too political. On Dec. 5, the Prince Rupert and District Teacher’s Union held a non-confidence vote and, most recently, trustees voted down the dis-

trict’s proposed budget. For its part, Joanna Larson of the Prince Rupert and District Teacher’s Union said the group wishes Hauptman well in her new role. While there isn’t a replacement in mind yet, Last said the district will be looking within and outside of the district for a new superintendent right away. Last noted it would be preferred if a new superintendent was hired prior to Hauptman’s departure.

KITIMAT - In what is planned to be a major celebration come August, a committee in Kitamaat Village is preparing the way for the first Haisla Homecoming in decades. To get there, they are planning a fundraising event on May 5. From 6 p.m., live music, a bake sale and loonie auction will fill the Haisla Recreation Centre. Organizers regret a last minute cancellation of this same event in midApril, explaining that a small number of deaths in the community meant they had to shut down their plans, as per cultural tradition. This evening fundraiser will help provide the resources for the Homecoming Committee to host the head-

line event in August, from the 9th to 11th. Committee member Kimberley McKenzie said it has been since 1981 that the community hosted a Homecoming, and they’re seeking to hold to the same format as in past. The three day event is meant to be open to anybody, not only for Haisla members, and is designed as a showcase for the culture and community. “We are proud of our culture and we want to showcase that to everybody,” said McKenzie. “We understand there are a lot of new people in town and we understand that the Haisla have been in the media in the last little while so we wanted to have people come out, join us and see what it’s like to live in our area and just see how we do things, day-to-day.”

Mayor: dividend will come By Martina Perry

PRINCE RUPERT - Prince Rupert Mayor Jack is optimistic the City will see dividend money from CityWest in the next few years. Mussallem was unable to attend the city council meeting on April 22 where CityWest dropped a bomb by informing the City the company would not be able to pay the $500,000 dividend this year. While he was concerned the City won’t be receiving a dividend, he is optimistic moving forward because of CityWest’s market in Terrace and Kitimat and the expected development in those communities. “Going forward my belief is there’s an opportunity for CityWest to do better in the next two or three years. Hopefully, at that time, we’ll see a dividend,” he said. “I can’t foretell the future, but I’m optimistic about it.” While the City is the only shareholder of the company, Mussallem said the City cannot force CityWest to pay a

dividend. “CityWest is a separate legal entity with its own board of directors and own management. The City of Prince Rupert can request a dividend, but really it’s up to the management and board of directors whether or not CityWest uses that money for other things or whether they can allow a dividend,” he said. CityWest couldn’t pay the City a dividend this year because the company spent a lot of capital and operational funds on building up the “Internet backbone”. This included building fiber connection to Prince George to increase bandwidth capacity, completing fiber links to residential and business customers and providing fiber to hotels that allow them to run high definition television on multiple televisions from a single source. CityWest estimated it spent approximately $1 million last year and $2 million this year on those tasks. “From those services, we should gain more market share and improve our profitability,” said CityWest chief financial officer Chris Marett.

KITIMAT - Students from Nechako Elementary School’s Philanthropy Club took to the banks of the Kitimat River on April 25 to clean up its litter. The event was to coincide with the national Great Canadian Shoreline Clean-up, a national program which has run since 2002 and is an effort between the Vancouver Aquarium and the World Wildlife Federation. The students took to collecting and recording litter on the shores of the river just beyond the Giant Spruce tree. The students may receive a little extra notoriety from their efforts than they expected. A chance meeting between Nechako teacher Pat Mouland and travelling environmental documentarians means some video of the clean up may eventually make it into a documentary slated for an October release. The group, called Beyond Boarding, has sent a small group of surfers and snowboarders on a tour of the province in a modified small school bus, which has been retrofitted to run on used vegetable oil. found them, and asked them to participate in the river clean up, an offer which they gladly accepted. Jasper Snow Rosen, one of the Beyond Boarding filmmakers, said their trip is to highlight some of the dangers of natural gas extraction, while also promoting alternative fuels. In the case of their vegetable oil bus, he admits that may not be a mass solution to fossil fuels but it was important to show there are options. “We’re checking out different sustainable farms and other places that are doing things that are helping the environment,” he explained. Rosen said it was important to look at Kitimat on this trip because of all the proposed projects for the area. “When you look at eastern B.C. where they’re actually extracting the fuel, the fracking is polluting all the groundwater,” he said. The group had actually wanted to do some school presentations when the opportunity to help clean the river came along. The group has been to Vancouver Island, the sacred headwaters and they do plan to hit northeastern B.C. before they’re done.

Tahltan oppose coal mine plan proposed for the Klappan area By ????????????? The Northern connector

TERRACE - Four members of the Tahltan First Nation staged a silent protest at the Minerals North 2013 conference while an official from Fortune Minerals spoke about a controversial coal mining project on Tahltan traditional territory April 26. The four held up pictures of themselves getting arrested in 2005 after Fortune successfully received a BC Supreme Court injunction to end a Tahltan blockade preventing access to the Klappan area. Fortune acquired the rights to the Klappan anthracite coal property in the last decade and has been looking for financing and environmental approval to develop a project worth nearly $800 million. The company in 2010 sold 20 per cent of the project to South Korean steel giant POSCO and renamed it the Arctos Anthracite Project to give it a fresh start. It has also submitted a revised project to provincial environmental authorities. The Tahltan and others call the Klappan the Sacred Headwaters because it contains the headwaters of the Stikine, Nass and Skeena rivers. Fortune’s Arctos project manager who was speaking from the conference stage when the four Tahltan walked up and stood underneath him, said the project would consist of four small pits, becoming one large one as the mine’s life went on. The total size of the open pit would be 730 hectares and the maximum area of the pit, camps, buildings and airstrip would be 4,000 hectares, he said. But Kottmeier also said there would not be any tailings pond in the traditional sense of hard rock mining requiring acid chemicals

to extract ore, saying the coal being extracted would be washed by water before being loaded onto railcars for export through Prince

Rupert. “We will ensure the water quality has been tested and inspected” prior to release, he said. “We will not be producing a slurry tailings and we will not require a tailings pond.” There will be waste rock from the project but it will be coal that can’t be separated from rock, he said. And he said the project won’t affect the Stikine or Nass watersheds. Based on passing an environmental assessment, Fortune wants to have its operation going by 2016, resulting in two trains going to Prince Rupert every three days. It would need to build a rail line on an existing rail bed south of its project to connect to an existing line for the trip. Fortune estimates it has reserves for a 25year mine life, employing 500 people at peak operations and another 1,000 indirectly.

Neighbours want info on “land grab” The Northern connector

PRINCE RUPERT - The Skeena – Queen Charlotte Regional District said it needs more details from the City of Prince Rupert before it comments on the proposed boundary expansion. The regional district met in Oona River on April 19 and tabled the report on the expansion until its May 24 meeting in Prince Rupert. Board Chair Barry Pages said there are still too many unknowns about the proposal. “There was a concern that the maps were too small so it was tough to determine what properties would be excluded. The City said it ex-

cluded Dodge Cove and Crippen Cove, but there are other properties.... We want to be able to verify some of the information so we have requested numbers around finances and what the City’s plans are,” he said, noting it isn’t just on-paper details the district wants clarified. “One of the questions we had was that the City wanted this to protect landscapes, protect the view and guide development and we want to ask what the difference would be? The City already has a voice on the regional district as a governing body.” Pages said the group needs more information on what the consultation process with

itself and landowners impacted by the expansion will look like as well. “There was a definite lack of communication,” he said. Councillors Nelson Kinney and Anna Ashley brought some of those concerns forward to Prince Rupert council on April 22, and the result was a direction to senior staff to meet with

any governing bodies that want more information on the expansion. “They seemed quite confused and it was a bit embarrassing as we didn’t have the answers for them,” said Kinney. But the regional district wasn’t the only group seeking more information. What Port Edward Councillor Dan Franzen called the “land grab”

came up at the April 23 meeting and the lack of information was a point of discussion amongst council. “I thought the City would be sending something with more meat to it, but apparently not... There isn’t another package coming. What we have now is what we need to comment on,” said Port Edward Mayor Dave MacDonald.

Terrace society introduces a huge quilt-making project By Staff Writer THE NORTHERN CONNECTOR

TERRACE - Ksan Society is very pleased to introduce a new project – the making of a multi-cultural community heritage quilt. The finished quilt will be a story quilt, intending to relay our community’s history, visually, through a combination of applique, embroidery, crochet, quilting and sewing. The

quilt will be a montage, an art piece, which will incorporate the many styles of the cultures of the people living in our area, then and now. It will be a visual depiction of Terrace’s history. Why Ksan? While renovating the old emergency shelter building, now Ksan Place: A Southside Community Space, it was learned the building was built in 1942 as the Officers’ Mess Hall for the Army regiments stationed in Terrace. Not wanting to lose the history, an application for a grant that

would combine history and community was made to the Government of Canada’s New Horizons for Seniors Program. Who better to know not only the history of our community but the art of quilting than seniors? A familiar face in the community, Marylin Davies, has been hired to coordinate the project. Details on youth deaths scarce

PRINCE RUPERT - The Prince Rupert RCMP are not releasing any new information on two recent incidents involving deaths of young people, but are still asking the public for assistance.

The most recent incident took place on April 15 when two children being pulled in a wagon near the intersection of 7th Ave. East and Frederick Street were hit by a cyclist. Paramedics were called to the family’s home the following day, and the young child was

www.bclocalnews.com /bc_north A11 brought to the Prince Rupert Regional Hospital where he was pronounced deceased. Const. Matt Ericson, Prince Rupert RCMP media spokesman, said police are still looking for a witness who stopped their vehicle to assist the family

that night. “Right now we’re just focusing on tracking down that vehicle and the cyclist,” said Ericson. RCMP are also not releasing further information on the Justin Brooks investigation, the 21-year-old that was

found deceased in the harbour near the Rotary Waterfront Park. Ericson declined to comment whether individuals had admitted to assaulting Brooks prior to his death, and if individuals would be charged with assault in that case.

TERRACE - In September 2008, a friend and classmate of a group of 10-year-olds was diagnosed with ALL (Acute Lymphoblastic Leukemia). He was sent to Vancouver for a three year treatment plan of chemotherapy and radiation. Since 2009, the friends have formed a Relay for Life team, raising money in support of their classmate and

his family. In 2010 and in 2011, the team worked with Don Diego’s Restaurant. And this year, they are doing it again May 4 at the restaurant through advance ticket sales for a meal, including dessert. There are also two hockey silent auction items. In the past four years, this youth team has raised almost $30,000, sold thousands of cupcakes, worked in the kitchen for a fundraiser dinner with Don Diegos, held raffles, be-

Fran passed away on Monday, April 8th in St. Paul’s Hospital in Vancouver, surrounded by family. Survived by husband Bill, daughters Kim (Keith), Brenda (Chris), and son Grant (Raeleen). Fran and Bill immigrated to Kitmat in 1966, and moved to Terrace in 1976. Until her passing Fran loved crafting, making greeting cards, gardening, and photography. Many thanks to the nurses and doctors at Mills Memorial Hospital and St. Paul’s in Vancouver. In lieu of flowers donations in Fran Nelson’s name may be made to the heart and stroke foundation.

Slubowski named Broncos MVP yet again By Shaun Thomas

PRINCE RUPERT - Prince Rupert Minor Hockey product Frank Slubowski continues to add to his impressive collegiate resume. Slubwoski took home his second consecutive team MVP trophy from the Western Michigan University Broncos during the year-end gala on April 21. Slubowski, who finished with a record of 19-11-8 and helped lead the team to a first round bye in the Central Collegiate Hockey Association playoffs, now holds the program record for the lowest goals against average in a single season at 2.00 and sits in second in program history with seven shutouts. He is one of only two goalies in university history to start every game for the team, and improved his save percentage to .918 this season. This season, Slubowski was nominated for the prestigious Hobey Baker Award,

which is presented to the best player in NCAA hockey. He finished in the Top 10 in the popular vote, but was eliminated heading into the second round of the process. Through his two years with the Broncos, Slubowski’s record sits at 36-22-12 with a 2.01 goals against average and a .915 save percentage. Off the ice, Slubowski is maintaining a 3.54 grade point average in management studies at the university. With this season now in the books, Slubowski will be seeing some new competition next year as the Broncos move from the Central Collegiate Hockey Association (CCHA) to the National Collegiate Hockey Conference (NCHC). That conference includes teams like Miami University, the University of Denver, the University of Nebraska, the University of Minnesota, the University of North Dakota and more.

Kitimat hosts Quesnel boxers Cal girls kick soccer season off on top

KITIMAT - The Kitimat Boxing Club hosted Quesnel in the return of the Aluminum Gloves Boxing Tournament. Even though one Quesnel boxer had to bow out of the event due to health, three bouts still went ahead with five boxers from Kitimat and one from Quesnel. The first fight had Arius Woytowich from Kitimat take on Clark O’Flynn from Quesnel, who would go on to win the high energy match. The evening’s second match-up was an exhibition match, with Kitimat’s Jordon Craven against fellow local boxer Nathan Furtado. Kitimat coach Bill Franklin said even though it wasn’t competitive the two gave it their all and had to be warned not to get too heated. “The referee had to keep telling them to cool it,” said Franklin. “They definitely didn’t have to win it, but these guys, they did a good job. The crowd liked it.” The evening wrapped up with Aaron Lee taking on David Wilson. “A real tall guy versus a short guy,” said Franklin describing the event. It would be a notable match from the tournament, with Wilson going on to win the Kitimat City Belt for the evening. “It was a really good battle,” he said. “Aaron had a good black eye, and a bleeding nose.” Overall Franklin is very pleased

But locally the club had two primary objectives which they met. The first was to train two local referees. He said up to now they’ve always relied on flying up referees for competitions. At the Aluminum Gloves event on April 20 their referee was Ian Gibson, a B.C. Chief Official, who flew in from Vernon. “He gives up three days of his life,” said Franklin. “Here’s a guy who’s totally dedicated to the youth... so we trained two referees, Landon Belmont and Cody Anderson.” The club’s second objective was simply to give Kitimat’s boxers experience in a tournament, which of course was met.

Right now the Kitimat Boxing Club enjoys a membership of 17, even though that’s low by historical standards, said Franklin. But he points out not everyone in the club is there for the boxing, some are there just for exercise. He said highlights from some events are posted to the boxing club’s official Facebook page which people are welcome to see. Meanwhile he’s looking forward to getting back into things with next year’s season, which will be a rebuilding year for the club as at least half of his club will be moving on to college and university. That just means more room if you want to join. People are encouraged to call Franklin at home if there are questions about the club or if you want to join. His home number is 250-632-3917.

TERRACE - Soccer season is in full swing at Caledonia Secondary School in Terrace, with two near perfect play days for the Girls AA team already under the team’s belt and another two play days to go before zones on May 10 and 11. The first, hosted in Prince Rupert April 13 saw the team win both of their games, 4-0 against Charles Hays and 7-0 against Queen Charlotte Secondary. And the second, hosted in Terrace April 20 saw the Kermodes win against Kitimat 6-0 and draw Smithers 1-1. “They played pretty well,” said coach Duncan Stewart. His team is made up of 19 girls, a balance of veterans and new recruits, and he says they’re spread out evenly between Grades 10, 11, and 12. The northwest AA league is Prince Rupert, Terrace, Kitimat, Smithers, but the team sometimes plays the Hazelton A team and, as they did April 13, the Queen Charlottes’ team. This is his 13th season coaching the Cal girls squad, a program he’s seen develop handily over the years, with Cal heading to provincials for the last seven years in a row. “The quality of the girls just from the rep team programs

through the youth soccer definitely feeds the system,” he said. “It’s been a good cohort year after year. We always lose key players, but then seem to get new ones in again.” If the team wants to make it eight in a row for provincials, they’ll have to figure out a way to beat Smithers, traditionally the team’s main rival, as they’ve done in the past. “Definitely Smithers seems like the team to beat,” he said. And with only a few more weeks to go in the compressed season—there are typically five play days and the teams try to squeeze in a couple of games during the week to end up with 10 or 12 games—as always, they’ll have to figure this year’s team out soon. “By the end of it you’re sort of gelling [as a team],” he said of the short season. “You play all of the same teams week in and week out, so you sort of figure each other out and what you need to do.” And while he hopes to see his team to another provincials, he’s not making any promises just yet. “It’ll be a nailbiter between us and Smithers, it always is,” he said. “You need a bit of luck to get through as well, and we’ve had that for the last few years... It’ll be a good game.”

PRINCE RUPERT Canadian songstress Bif Naked was joined on-stage by Jacen Ekstrom for an intimate acoustic set at the Lester Centre of the Arts on April 27. Bif made the switch from rock shows to acoustic performances after being diagnosed with breast cancer, and noticing a change in her fans and herself. Bif told The Northern View she felt like she had lost something from her fans a number of years ago, and liked the more-personal feel of acoustic shows instead of drunken, large concerts. She still plays favourites like I Love Myself Today, Spaceman, Tango Shoes, and Moment of Weakness on the stage.
