Colliery Dam decision now lies with council

Nurses rally

Natasha Marsh, left, Maeris Boudreau and Jaycille Neville joined dozens of other nurses in a short protest march in front of Nanaimo Regional General Hospital on Dufferin Crescent Thursday following a gathering at the hospital entrance. The B.C. Nurses’ Union is protesting the proposed hiring and shifting of duties to patient care aids, which it says could lead to the loss of 28 nursing positions at NRGH.

Trustees finalize cuts to school budget By JeNN M c garrigle The NewS BULLeTiN

Cuts to services and positions, and moving students around, are all strategies staff and trustees used to balance the books in Nanaimo school district’s 2013-14 budget. Trustees finalized next year’s $133.7-million budget at a special meeting Wednesday evening, after spending the past few weeks debating cuts proposed by staff to make up for a $4.7-million shortfall.

District staff had previously identified $2 million in savings from this year’s and last year’s budgets, including a $1-million clawback to supplies and services budgets this year, but staff still had to find an additional $2.7 million. “Everything’s tight – staffing is tight, supplies are tight,” said Jamie Brennan, school board chairman. “We’re just going to have to be very cautious and vigilant.” Two dozen proposed budget cuts totalling $2.7 million

were debated, and trustees approved the majority of the cuts, except for the proposal to move English-stream students from Davis Road Elementary School – the $107,000 staff expected to save will be taken out of supplies budgets – and the proposal to close the print shop was changed to require the service to operate on a cost recovery basis by charging schools for labour as well as for supplies. u See ‘UNION’ /4

The decision on whether two dams at Colliery Dam Park will be removed, remediated or replaced now lies solely on the shoulders of city council with the completion of conceptual cost estimate reports and a peer review by a professional engineering firm. Both reports were released Thursday. The peer review, performed by Hatch Ltd., also considered several options put forward by representatives of the Colliery Dam Preservation Society and determined that the lowest cost option overall at $6.3 million, including 30 per cent contingencies, is the removal of both dams. Rebuilding both dams is estimated at $11.2 million including contingencies while the estimate to replace only the lower dam is $9.5 million. Estimates to rehabilitate both dams is $30.7 million while removing the middle dam and rehabilitating the lower dam is $17.5 million. “We’re meeting with the city and we have a few questions regarding these numbers,” said Jeff Solomon, spokesman for the Colliery Dam Preservation Society, which organized to preserve the dams and the natural and social values of Colliery Dam Park. “The contingency costs, for one thing, could go either way. They could be 30 per cent more,

but they could also be 30 per cent less. What they’re saying is they don’t really know what the numbers are. The numbers we’re seeing aren’t anywhere near as far off as we were concerned about as far as replacing the dams go.” Solomon points out that the Hatch Ltd. report says, without contingencies, the estimate to replace both dams is $8.6 million while the removal of both dams is $5.5 million. “That’s much closer than originally thought,” said Solomon. Tom Hickey, general manager of community services, noted that when comparing estimates, capital costs and contingencies should be used. He also noted that rehabilitating the dams is considerably more expensive than replacement because of specialized techniques that would internally reinforce the dams with concrete, and widening the spillway which would require expensive rock removal along the spillway channel. The firm of Klohn Crippen Berger was retained by the city to complete its own cost estimate review and perform the work last fall. In October, when the issue originally surfaced after the provincial Dam Safety Branch deemed the dams a potential threat to human life, city council directed staff to commence with the removal of both dams and drainage of both lakes. u See ‘REPORTS’ /6

Traffic diverted for medical emergency By Chris Bush THE NEWS BULLETiN

Northbound traffic on Bowen Road between Meredith and Northfield roads was re-routed for more than 30 minutes as emergency crews tried to revive a man who collapsed and fell into the traffic lane Wednesday. The incident happened shortly before 3 p.m. while the man was walking south-

bound on the sidewalk near the Fern Road intersection. “Apparently, from witnesses’ statements, he kind of staggered and fell,” said Martin Drakeley, Nanaimo Fire Rescue assistant chief of operations. The man struck his head on the sidewalk and rolled into the Bowen Road northbound slow lane. “Our guys were on company inspections and they were flagged over and they

assessed him,” Drakeley said. “He was in cardiac arrest at that time.” Firefighters performed CPR on the victim until an ambulance arrived and he was taken to Nanaimo Regional General Hospital. Nanaimo RCMP confirmed the man was pronounced dead at NRGH. The victim, who has not been officially identified, was 91. photos@nanaimobulletin.com

University settles worker contracts

ViU facUlty, support staff agree to terms.

By Jenn McGarriGle THE NEWS BULLETiN

Vancouver Island University has reached two-year deals with both its academic and vocational faculty unions. The VIU Faculty Association and the B.C. Government and Service Employees’ Union Local 702 both ratified new collective agreements for the period of April 1, 2012 to March 31, 2014. T h e a g re e m e n t s include four one-per cent wage increases throughout this period, a c h i e v e d t h ro u g h the province’s cooperative gains mandate, which requires employers to pay for any wage increases in the existing budget. T h i s b a rg a i n i n g round, negotiations between the university and faculty association went much smoother than in 2011, when the institution’s more than 700 faculty members went on strike for a month – when a settlement was reached in the spring of 2011, mediator Mark Brown noted that the parties’ relationship is strained and there is a lack of trust on both sides. Gara Pruesse, outgoing bargaining committee chairwoman for the faculty association, said both parties had respectful discussions and the relationship is improving. She said the provincial government’s funding freeze has meant that outstanding issues around

workload were not resolved, but deferred to the next bargaining round. For example, temporary faculty can be asked to develop new courses, but the hours spent doing this does not figure in the salary calculations – they are paid the same as temporary faculty hired to teach an already developed course, said Pruesse. The employer and association are forming a committee to consider these types of issues, she added, and the agreement also includes new respectful workplace language and an expedited dispute resolution process, which will save money in the long run. “The legacy of this work will help establish an important pattern for future developments at the university,” said president Ralph Nilson in a press release. The BCGEU agreement applies to more than 300 vocational faculty at the university’s four campuses. “We thank our membership for supporting this agreement,” said Stu Seifert, chairman of BCGEU Local 702, in a press release. “The bargaining teams for our union and the employer worked hard to reach a settlement that works for both our employees and the university.” In January, VIU also inked a new agreement with its support workers, who shut down the university for two days in November, plus a further threeday shut down of the facilities department around the same time. reporter@nanaimobulletin.com

Union disappointed no cuts to administration u From /1 The finalized budget results in a net loss of nine teachers and seven support staff. More than $2 million of the proposed cuts come from instructional services: closing the District Resource Centre at the old Dufferin Crescent school site; moving English stream students at Quarterway Elementary School to neighbouring schools; moving junior learn-

ing alternative students back to catchment-area schools; and elimination of the gifted/enrichment resource teacher, two behaviour resource teachers, the safe schools coordinator and the early years coordinator. Staff anticipate the overall impact of the position cuts and moving students will be be neutral because of the new learning services teams implemented this

year – four multidisciplinary teams to help teachers who request additional support. Brennan said trustees requested a report be brought forward in the fall exploring the effectiveness of the teams. “We’ve made a considerable investment in them and we want to ensure that investment pays off,” he said. Brennan is also concerned about the strategy of moving some staffing costs out of the operating budget and into special purpose accounts – staff recommend paying for two support workers, a half-time vision resource teacher and three additional elementary counsellors out of the CommunityLINK fund, a special grant given to districts to support vulnerable students. This move meant the amount of money given to schools to provide food and other support declined. He said the district needs to keep a close eye on what is happening in schools to ensure students are getting fed and the board may have to reach out to the commu-

nity for help. On the operational side, one of the last cuts to be recommended by trustees for inclusion in the budget was the elimination of two caretaker positions. Brennan said some trustees were opposed to the cut because a recent review of custodial services determined that school janitors are already performing at their peak and any additional workload would be difficult for them to take on. Mike Ball, first vice-president of the Nanaimo District Teachers’ Association, said the union is disappointed the district did not consider administrative cutbacks – early in the process, trustee Nancy Curley asked staff to look into a two per cent wage cut for all nonunionized employees, but staff determined that this was not feasible from a legal standpoint. He said trustees also lost an opportunity for savings by not continuing to negotiate with the NDTA to extend spring break to two weeks – negotiation was necessary because it would have meant adding

minutes to each school day to make up for the extra week off. Trustees reverted to a one-week spring break after the teachers’ union turned down the district’s offer Monday – the deadline for an agreement. Union officials stated it did not include enough money to fully compensate those teachers who would be affected and submitted a counterproposal the next day. Jeff Virtanen, treasurer of CUPE Local 606, the union that represents the district’s support workers, also expressed disappointment that front line workers are taking the hit in the finalized budget. He said while the jobs of people in direct support of students are being eliminated, the district is spending money on a new logo and consultants and the management structure is ballooning. reporter@nanaimobulletin.com

Campaign aims to get voters out

ELECTIONS B.C. hits media, goes door-to-door to sign up residents prior to close of election.

By Chris hamlyn The News BulleTiN

Elections B.C. is leaving no stone unturned when it comes to making sure eligible voters in the province are advised of their opportunities to participate in the May 14 general election. In the 2009 election, 51 per cent of eligible voters went to the polls, and Don Main, communications manager for Elections B.C., said along with being responsible for administering the Election Act among other things, the nonpartisan office of the legislature is running a public awareness campaign on voting. “One of the things we recognize, is yes, voter participation has been on the decline since the 1980s,” he said. “That’s not unique to B.C. or unique to Canada. That’s something that’s happening in Western democracies.” To combat declining numbers, Elections B.C. has developed a multilayered approach to its public awareness campaign, using the traditional newspaper, radio and television ads, but also

online and through social media such as Twitter. Close to two million notices were sent to residents around the province asking them to register or update their information, door-to-door campaigns hit areas with new subdivisions or new complexes, temporary voter registrations took place in shopping malls, community centres, post-secondary campuses and First Nation offices, and staff contacted longterm care facilities, homeless shelters and correctional facilities to advise people what their opportunities are to vote and what’s required of them to vote in the provincial election. “We try to appeal to all British Columbians. We have a very diverse province,” said Main. Another activity this year was a pilot project with Emily Carr University in Vancouver and a course called Designing for Democracy. “We made more of a concerted effort in our registration activities and some of our advertising to do a more youthful focus,” said Main. “Students would

get together and try to come up with creative material that would appeal to youth. “In 2009, there were 380,000 eligible voters between the ages of 18 and 24, and about 27 per cent of them showed up to vote.” Main said it’s important to cut through the noise, as voting information isn’t the most exciting information. “Each medium is different,” he said. “Our online banner is traditional, the newspaper ads are pretty straight forward with information people need to have and the radio ads have some humour. We’re trying to appeal to all ears and eyes to hear and see things differently.” In a nutshell, Elections B.C. is removing the administrative barriers to voting.

“B.C. has the most accessible electoral process in Canada and that’s something we’re letting people know is available to them,” said Main. “We’re letting people know in this campaign they have four weeks to vote. We know through surveys before and after the 2009 general election people said they were too busy to vote, but general voting day is not the only day people can vote. “They can vote at advanced voting, they can vote by mail, and they can vote at any advanced or general voting location in the province.” For more information, please go to www.elections.bc.ca or call 1-800-661-8693. Reports presented to council Monday how council members look at this. Nine people will have a chance to speak on it and render their opinions.” Council has allocated $7 million in the 2013 budget to do the work. “Any options other than dam removal will have a huge financial impact,” added Ruttan. The lower and middle colliery dams are 100 years old and were originally built as a means to wash coal. Though the resulting lakes and trails have become a significant recreational area, engineering studies have concluded the dams pose a serious threat to neighbourhoods and schools down-

u from /1 In December, after considerable public disapproval, council directed staff to carry out the peer review and conceptual cost estimates to establish potential alternatives. Though the issue will go before council again on Monday (May 6) and once more on May 13, unless council changes its mind on its current direction no other motions will be voted on. “It’s a bit of a dilemma for council,” said Mayor John Ruttan. “There are multiple choices to consider, all of them very expensive, so we’re going to have to see

stream in the event of an earthquake or extreme precipitation event, most notably heavy rain on a deep blanket of snow. Solomon said the Colliery Dam Preservation Society will meet with the city again to go over the new reports, and has scheduled a public meeting for 6 p.m. on May 10 at John Barsby Schoo Secondaryl to pass the new information on to interested residents.

acts of violence sent one woman to hospital after a man attacked two people in central Nanaimo Thursday. The incidents unfolded shortly before 3:30 p.m. when witnesses called police reporting a man assaulting another man in front of an apartment complex at 312 Mount Benson St. “A witness reported that a male in a hoodie was pulling on a victim’s cheek, I guess, hard,” said Const. Sherri Wade, Nanaimo RCMP spokeswoman. The suspect then walked down Terminal Avenue and assaulted an elderly woman in front of the Castaway Motel. The woman was taken to Nanaimo Regional General Hospital with unknown injuries. The male victim was tended to at the scene by firefighters and paramedics. Mounties were finally able to arrested the 27-year-old suspect near Pearson Park at the intersection of Terminal and Stewart avenues. He was held in custody to appear in Nanaimo provincial court Friday to face recommended charges of two counts of assault.

ELECTION

www.nanaimobulletin.com

Independent

Independent candidates have no formal affiliation with any party. Three candidates fall under this category within the Nanaimo region: Brunie Brunie, running in Nanaimo; Murray McNab and

Saturday, May 4, 2013

Anna Paddon, for the seat in NanaimoNorth Cowichan. Profiles by Jenn McGarrigle. General voting day is May 14. For more election coverage, please visit www.nanaimobulletin.com/election.

Priority to secure protective covenant Brunie Brunie has lived on the Island for about 40 years – basically ever since she flew over it in a plane one day and decided that this is where she wanted to put down roots. A real estate agent off and on since she was 30, the 70-year-old, who was born in Germany but moved to the Interior of B.C. when she was five, has lived in Victoria, Duncan, Parksville, on Lasqueti Island and now Nanaimo, where she lives on her boat. Besides working in the real

estate industry, Brunie has also owned a clothing boutique, designed clothing and taught ballroom dancing. This is not her first crack at extending her experience into the political sphere. Brunie has run in several previous provincial elections, as well as several times at the municipal level, the last time being the November 2011 municipal election, when she vied for a spot on Nanaimo city council. “Everyone thinks I should run for mayor, but I think I’ll wait until I’m 90,” she said. “I’m called a community advocate and I didn’t buy that title – I earned it.” As an independent, Brunie believes she can represent her constituents well. “There’s no one controlling me, I’m not talking for a party,” she said.

If elected, her first priority is securing a “protective covenant” on the B.C. coastline – Brunie was one of the vocal opponents to a proposed 30-year lease of the Boat Basin between the Nanaimo Port Authority and a private company and organized a blockade of the Boat Basin last August. The authority recently announced the agreement would not go forward. A second priority for Brunie is encouraging more local food production. She would promote the establishment of “high-tech greenhouse super-gardens” across the city. “They can go on empty lots throughout the riding,” said Brunie. “It would create a lot of jobs. It is the most important economic development we can do.” www.bruniebrunie.ca bruniebrunie@hotmail.com

McNab wants to be voice of best ideas Murray McNab does not align himself with any of the four major political parties in B.C. The Conservatives, the Green Party, the Liberals and the NDP all have ideas that he can get behind, but they also all have ideas he doesn’t like as well. McNab, 55, is running as an independent because he wants to be able to vote for the best idea, regardless of which party is suggesting it, rather than having to toe a party line.

“I thought as an independent, I could vote for issues that made sense,” he said. McNab has lived in Yellow Point for more than 50 years, except for a year-long trip around the world when he 19. He holds a diploma in mining technology from the B.C. Institute of Technology and works for Nanaimo company Herold Engineering, as well as operating McNab’s Corn Maze in Yellow Point each fall. Previous work experience includes a mining company in Vancouver, an engineering company in Nanaimo, and the Municipality of North Cowichan. McNab’s community involvement resumé includes stints on the Nanaimo Airport Commission, the advisory planning commission

for Area H of the Cowichan Valley Regional District, founding member of the North Oyster and Area Historical Society and he is now part of the parks commission for Area H of the CVRD. Top priorities for McNab if elected include preserving the dams in Colliery Dam Park – he wants the province to step in and give the city better direction – and a more affordable coastal ferry system. “It has to go back to being a true Crown corporation,” he said, adding that he would look at other revenue sources for the corporation. Also running as an independent in Nanaimo-North Cowichan is Anna Paddon, who could not be reached prior to deadline. mcnabscornmaze@gmail.com

The B.C. Liberals and NDP agree on one thing when it comes to B.C.’s vast forest resource: marketing B.C. wood to Asian markets remains a high priority. Their bitterest disagreement is over log exports, although neither party offers a clear strategy as the May 14 election approaches. The NDP election platform blasts the B.C. Liberals for presiding over a doubling of log exports to 5.7 million cubic metres between 2009 and 2012, with “no plan to curtail the flow. “We will work with stakeholders to reduce raw log exports and create more value-added forestry jobs in British Columbia,” says the NDP platform. The B.C. Liberals tout their success selling lumber to China and Hong Kong, whose share of B.C. lumber exports has grown from 6.6 per cent in 2006 to 32.6 per cent in 2011. The B.C. Liberals say their marketing partnership with Ottawa and the forest industry has sold enough lumber to keep 16 mills operating. “Our preference is to have logs milled here at home, but log exports are a key component to growing our coastal forest economy and keeping people employed in British Columbia,” says the Liberal platform. propose to increase the budget for planting and silviculture in pine beetle-affected forests by $10 million a year, starting in 2015. The party promises to consult with communities and industry to make a transition from volumebased harvest licences to area-based tenures. u The B.C. NDP promises a $100 million investment over five years to double the number of seedlings planted and update forest inventories. The party has revived a proposal for a “jobs protection commissioner” to help adapt to reduced timber supply due to pine beetle damage. u The B.C. Conservatives propose to review Crown forest land tenures and “where appropriate, modify or change forms of tenure to ensure wealth and employment generation.” The party also wants to increase research, reforestation and marketing of forest exports abroad, but offers no specific plans or budget commitments. u The B.C. Green Party proposes to offer low-interest start-up loans “to encourage small, labour-intensive eco-forestry.” It also wants to hold an inquiry into “stumpage manipulation,” and “accelerate tenure reform to require no less than 50 per cent of public forest tenures be held by First Nations woodlots and communities by the year 2019.”

Parties ignore low-cost care

The B.C. Liberals and the NDP laid out their platforms on how they would help mould and support the youngest minds in the province. The Liberals are offering more of what they’ve been doing, which on the whole has been a boon to young kids and their parents, at least for the past few years. Under the Liberals, the Ministry of Education has implemented fullday kindergarten, and introduced free StrongStart programs into schools for toddlers and parents, which are overseen by early learning educators. Leading into the election, the Liberals are pledging $34 million more for existing Success by Six programs (threatened with deep cuts in 2010) and about $10 million per year for three years to encourage more licenced day care spaces. The NDP is looking to reroute money promised by the Liberals for registered education plans, and direct it to families, about $70 per kid per month for the lowest income bracket. It also vowed $100 million to reduce child care costs by 20 per cent. Despite committing plenty of cash for child care, neither party (nor the Greens or Conservatives) have dared announce anything along the lines of universal child care. Arguably, a B.C.-wide subsidized licenced child care program would be a natural continuation of publicly funded education happening now, such as StrongStart, Success by Six, full-day K and the Grade 1 to 12 system. As opposed to topping up existing programs or giving relatively small amounts of cash to people with kids, creating truly affordable child care could make the greatest difference in the lives of working parents. Child care subsidies already exist for low-income families, but a universal lowcost system could finally free parents from calculating if returning to the workforce after a maternity or paternity leave is worth the typically high monthly cost of child care. I understand why people dedicate their lives to causes like eliminating sweatshop labour, or protecting the environment, or reducing child poverty – no matter how many times we write these stories, the issues return. Have we such little compassion for the human population that we ignore the plight of others to satisfy our craving for name-brand products? Perhaps I’m being too hard on myself. Perhaps I simply need to try again, to remember that idealism I had in my youth and understand that choices matter, even if it’s just a cotton T-shirt from a department store.

City can’t afford to replace dams To the Editor,

Most of the drivel being written about the Colliery Dams can be summed up in one word: narcissism. The dams are more than 100 years old. The Chase River was there long before coal was discovered in Nanaimo, and it deserves to be returned to its original state. Not only is it the most productive salmon stream in Nanaimo, it produces more salmon than all the other small streams combined; up to 2,000 coho and 3,000 chum. Losing two dams is sad, but we will be gaining a spectacular ravine, and there will be pools in the bottom for fish to reside in. Wild salmon are in serious decline and the additional 800 metres of the Chase River that will be recovered when the dams are gone are worth the cost. It is morally unacceptable to hold more than 200,000 cubic metres of water over the heads of 1,800 people, knowing that even a small earthquake could cause dam failure. If those who want to save the dams should swap houses with the people who live in the floodplain below them, they could walk around them during the day and sleep in their beds at night knowing that they would be the first to go if they failed. If the dams failed from a flood event, it would be a rain-on-snow event such as we had in the Christmas of 1996 when three feet of snow was washed away in a few

Removing the Colliery Dam Park’s two dams and returning the Chase River to its original state would provide a spectacular ravine and an environment to help the return of salmon, says letter writer.

days by six inches of rain. In those conditions, no one would be able to run from the wall of water from the collapsed dams. If the dams were destroyed by an earthquake, the people of Harewood would be in a state of shock, extricating themselves from the rubble of their houses and looking for their families. They would not be in any shape to run a kilometre to evade the flood. The real unknown is called ‘piping’, which is when the water finds a way through the dam walls and erodes them from within. This has happened hundreds of times around the world, and it can lead to dam failure within an hour, as happened in Corpus Christie, Texas in 1930.

Again, the wall of water would be disastrous because it would be chock full of mud, boulders, trees and the concrete from the Howard Avenue bridge. Nanaimo already has a $1-million annual liability from the operation of the Vancouver Island Conference Centre. We already have a $22-million cruise ship terminal sitting idle for more than 300 days of the year. We cannot afford another $20 million to replace two dams that should never have been built in the first place. The money that some would like spent on replacing the dams should be invested in the city’s future, not in the past. Charles Thirkill Nanaimo

Radio debate determines voter’s choice To the Editor,

Until recently I was pretty certain on whom I would be casting my vote for in the upcoming B.C. provincial election. The B.C. Liberals have had their kick at the can – 10 years of the leadership style of Gordon Campbell, then two more of Christy Clark have left many frustrated. I believe it’s time for a change of government and planned to vote NDP. That was until April 26 when I listened to the leaders’ radio debate and Adrian Dix said he would oppose any expansion of the Kinder Morgan oil pipeline from Alberta to the Burnaby refinery. The yet-to-be-finalized expansion plan would probably result

in loading about one tanker a day, up from the present situation of a tanker loading about once a week. That’s suddenly become a major problem for Dix, who had previously assured us he would await final results from Kinder Morgan’s review, but may well have seen environmentalists deserting the NDP for the Green Party. He seems to have bought into the ‘anti-tanker-fever’ phenomenon that’s swept B.C., and now declares he will ensure that Vancouver never becomes a tanker port. Being a retired shipmaster with years of experience on a variety of vessels, including tankers, I find this an absolutely wrong-headed approach. Vancouver is Canada’s port, and

as such, exports Canada’s lucrative resources – one of which happens to be oil. There will be many missed opportunities of high-paying union jobs in the construction of the pipelines, the tank-farms, the loading facilities and then all the supplementary positions like tugboat crews, etc. By Dix nixing Kinder Morgan’s expansion plans, he has lost my support, and for the first time in my life I’ll be putting my ‘X’ for a Tory candidate. I realize that the chances of the B.C. Conservatives winning seats are somewhat minimal, and Dix may well be B.C.’s next premier, but he will do so without my vote.

For the last few years, city residents have had the opportunity to walk their dogs off-leash at various Nanaimo-area parks. At a recent open house, city staff and other residents raised negative aspects of off-leash parks and I am concerned that there may not have been equal consideration for the positive aspects. Recently, I walked around the upper Colliery Dam Park and saw no fewer than eight other people walking their dogs off-leash. My dog loves the freedom he has and the many times we have walked through the area, we have not had a bad experience with other dogs. Occasional growls sometimes occur, but that is pretty normal and usually benign in the world of dogs. I appreciate the city’s endorsement of these off-leash areas that allow for residents to walk with their dogs in a natural way. Most dog owners I

have encountered are pro-active in terms of correcting any inappropriate canine behaviour and ensuring other park users do not feel uncomfortable or threatened in any way. While my preference would be for lower Colliery Dam Park to also be available for off-leash use, I do appreciate that limiting the off-leash areas in terms of locale and time gives equal consideration to those residents who prefer to encounter strange dogs on a leash as opposed to off. The Animal Control Centre is contracted by the city to ensure dog owners obey these rules and to implement fines for those who do not. Regarding dogs impacting ecological areas, there might be the rare dog who runs off the path and through the bush, potentially upsetting the wildlife, but I have never seen this myself and believe it’s a small minority of dogs who do this.

Broombusters leave unsightly mess To the Editor,

Re: Island towns battling broom, Letters, May 2. Joanne Sales says I’ve never been out to see parks that have been taken over by Scotch broom. She’s right. I haven’t. I’ve been to lots of parks on the Island but I’ve never seen one taken over by broom. What I have seen in some of them are unsightly piles of cut broom left as a fire hazard, as well as sharp roots cut above ground for people to trip on. No one can object to cutting back broom or any other plant that’s a nuisance when it gets out of hand. What I do object to is cutting it sim-

ply because it’s broom, regardless of where it is and how profusely it’s growing. I also object to the myths that Broombusters creates to justify its ‘battle.’ According to Sales, broom provides a home for rats and feral cats. That’s one I hadn’t heard before. Broombusters ignores the contribution of broom as a nitrogenfixing plant that enriches the soil, and never provides any evidence of the plants supposedly ‘crowded out.’ I’d rather have a splash of colour than bare ground or a pile of slash.

An 11-year-old Nanaimo girl is one of many seriously ill Canadian children to benefit from Toys “R” Us Canada’s fundraising efforts. The company helped raise a record $1.5 million in 2012 for Starlight Children’s Foundation Canada, bringing its fundraising total for the foundation to $10 million over the past 15 years. The funds raised by the retail company help support children like Emily Breingan from Nanaimo. “From the day Emily was born she has been a little girl with a ‘little extra’,” said Emily’s mother Holly Breingan. Emily was born with down syndrome: an extra chromosome in every cell of her body. She requires extra care as she has many medical concerns that include severe gastro-intestinal

reflux, a heart condition, being J-tube fed 22 hours per day and having an compromised immune system. Yet none of this slows Emily down. She loves Hannah Montana, playing with friends, singing her heart out and she gives a little extra love, charm, and enthusiasm. Emily spends a lot of time in isolation while in hospital – including during her longest stay of more than 100 days. She loves Starlight fun centres: consisting of a Nintendo Wii, a DVD player, a flat screen TV and includes a library of movies and games. Popular with children of all ages, the units are easily wheeled from emergency rooms, to treatment centres or individual rooms and are a welcome bedside visitor.

If you have three Nanaimo residents in a room, chances are good one of them knows someone with Alzheimer’s disease. The statistics are more than just numbers for Jane Hope, Alzheimer Society of B.C.’s support and education coordinator for the central Island. She works with local families every day who are affected by Alzheimer’s disease and other dementias. To further help families in the Nanaimo area, the society is offering a free workshop, Getting to Know Dementia, on Wednesday (May 8). It provides basic information about Alzheimer’s disease and other dementias, and the challenges of receiving a diagnosis. Open to people with a diagnosis of dementia, care partners and family members, the workshop runs from 10 a.m. to noon at the Alzheimer Resource Centre, 2001585 Bowen Rd. Pre-registration is required. Spring is in full swing in Nanaimo and the Greater Nanaimo Chamber of Commerce is excited to showcase Nanaimo to B.C. in May. The B.C. chamber’s annual general meeting takes place in Nanaimo from May 23-25 at the Vancouver Island Conference Centre. This conference draws more than 250 business leaders from across the province for three full days of speakers, panel discussions, presentations and networking. The AGM and conference is the forum for chamber members to gather and debate policies, which will create the B.C. chamber’s advocacy efforts for the following year. This establishes the “voice of business in B.C.” Speakers such as Maryscott Greenwood, who serves in McKenna Long and Aldridge’s Washington, D.C., office as a senior managing director on the international trade and public affairs team, and Bruce Anderson, one of Canada’s most experienced research professionals and a leading national commentator on trends in public opinion and politics. We will also see Bill Good, Keith Baldry and Vaughn Palmer live as they hold their program, Cutting Edge of the Leg, live for AGM delegates.

As the host community we are working to provide opportunities for the delegates to come early and stay on after the conference to enjoy other amenities. The Nanaimo chamber will be hosting a golf tournament at Fairwinds Golf Course on May 22. This tournament is open to all chamber members, the community as well as delegates coming to attend the conference. It is a great opportunity to interact with business leaders from all over B.C. If you would like more information on how to become a sponsor or a participant, call us and speak with Marsha Weaver. There is also an opportunity for our community to be involved as the B.C. chamber hosts a trade show throughout the conference. If you are in the agriculture, communications, education, finance, hospitality, manufacturing, recruitment or tourism sector and are looking to build relationships and your reputation, expand your business, promote your programs, find talent in various industries or help B.C. companies deliver their message, call Meenu Bakshi at 1-604-278-7177 for more information on the trade show. Edgewood treatment centre has embraced the campus model with the opening of a new $3.8-million building to house patients in its extended care and family programs. The new building, called the Jane Ferguson Building in honour of the centre’s founder, who died in a plane crash near Penticton in 2003, will house about 20 family program participants, 35 male clients in the extendedcare program and the after-care and outpatient-care programs. The private school recently learned that it has been authorized by the International Baccalaureate Organization to offer the IB diploma program for senior students. The school is already offering the IB primary years and middle years programs for students from age three to Grade 10 and with the addition of the diploma program, Aspengrove becomes the ninth school in the country to offer the full continuum of IB programs. For more information on Aspengrove, please go to www. aspengroveschool.ca.

ing each day, said Lorne Hildebrand, executive director. The change will maintain the feeling of being in a recovery environment, which is lost a bit when people have to go off site and away from others in the program, he explained. “The bottom line is it’s just good clinical care,” said Hildebrand. “The plan right from the beginning was to create this campus notion.” When the family program is not running, Edgewood can use those rooms to house physicians coming on site for training, he added. Both NanaimoAlberni MP James Lunney and Mayor John Ruttan, on site for the grand opening celebration, remarked on the natural beauty around the facility – in between the main building and the new building, which are connected by a covered walkway, is a brook and pond.

Lunney went on to emphasize the importance of Edgewood’s approach to treating the whole family rather than focusing just on the individual, as addiction destroys relationships and affects the whole family. This is the fourth expansion at Edgewood’s Boxwood Road site since it first opened in 1994 as a 42-bed treatment facility. Current capacity is 85 in-patients, 40 extended-care patients and 20 family program beds. The residential treatment program is based on the 12 steps of Alcoholics Anonymous and includes a medical component: the facility has on-site detox services – a feature many treatment centres do not offer – and on the staff roster are a fulltime physician, two psychiatrists and 24-hour nursing. Hildebrand said plans for further expansion are on the horizon, including opening extended care facilities in other communities – Edgewood already has satellite offices

in Seattle, Vancouver and Victoria. The vision also includes building an extended-care building for female patients on site. For more information on the centre, please go to www. edgewood.ca. reporter@nanaimobulletin.com

nanaimo economic Development Update

with CEO Sasha Angus The Nanaimo economic Development Corporation is leading an initiative to support local companies. A collaborative team including members of the NeDC, innovation island, Community Futures, the Greater Nanaimo Chamber of Commerce and the Downtown Nanaimo Business improvement Association is actively interviewing local business owners to gain vital knowledge about the various challenges and opportunities of doing business in Nanaimo and region. This program, titled Nanaimo Business Counts, focuses on providing solutions to business challenges faced by our locallybased companies. Research shows business retention and expansion makes the largest impact on generating new employment and building a thriving local economy. existing businesses generate up to 80 per cent of new employment in a community. it’s incredibly important to keep the businesses you already have and grow them, as well as to attract new business to the community. Creating a supportive environment for existing businesses will help in our business attraction efforts. This program is delivered by way of face-to-face interviews with business owners, and is accompanied by a short survey to reinforce the conversation. when an interview results in challenges expressed by the business owner, those challenges are promptly addressed by strategically connecting relevant community resources to the business owner.

All of this comes at no cost to the business owner. The Nanaimo Business Counts team members represent a vast degree of expertise in the areas of business management, real estate, leadership, transportation, municipal services, training and education, finance and technology. when a business owner can benefit from knowledge in even one of these areas, this program can make a significant difference for the success of that business. Nanaimo has an enormous wealth of resources to support local business owners, and this program represents a step in the direction of pairing those resources with business leaders that could benefit from them. Roughly 50 economic driver companies in the community have been identified to be interviewed, and those businesses will be contacted throughout 2013 to participate in the program. For more information, please visit www.investnanaimo.org or call 250591-1551.

Clippers aren’t done yet at Westerns I 4-1 VICTORY puts team in playoff round.

BY GREG SAKAKI THE NEWS BULLETIN

The Clippers aren’t about to quit on this Cup run. The Nanaimo Clippers stayed alive in the Western Canada Cup tournament with a 4-1 win over the Steinbach Pistons on Thursday at Frank Crane Arena. The result means that Nanaimo (2-2) finishes fourth in the round robin and gets to play the Yorkton Terriers in the 3-4 game today (May 4). The Clippers came out Thursday and played an energetic style from the opening faceoff. “At some point in a tournament like this, you’re going to have to play for your life, that’s just the way the tournament’s designed…” said Mike Vandekamp, Clippers coach. “Getting up for this game probably wouldn’t be difficult for any athlete with what’s on the line.” Nanaimo got the start it wanted when a Mason Mitchell shot hit

period, the Pistons played like a team facing elimination and sent a barrage of pucks at Clippers goalie Jayson Argue, who stopped 20 of 21 shots he faced in the frame. “He was a real battler for us,” said Vandekamp. Just a minute and a half after the Pis-

tons’ Taylor Friesen made it 2-1, the Clippers’ Garrett Brandsma restored his team’s two-goal margin. The Clips kept things cool in the third and coasted to victory, with Trevor Fitzgerald rounding out the scoring with five minutes left. Argue finished

with 40 saves as the Pistons outshot the Shipmen 41-38. “We didn’t want to be the one team that gets eliminated before playoffs…” said Argue. “We knew this game was going to be big and we knew we could win this game; we just had to play our game.”

Clippers defenceman Josh Bryan, named player of the game, said his team would have been devastated with anything other than a berth in the WCC’s playoff round. “We were hoping for a higher result, maybe playing in the first-second game, but obviously that’s not going to happen so we’ve just got to bear down and we’ve got to win out the rest of the tournament if we want to go to [Royal Bank Cup nationals].” The Clippers can’t win the WCC, but they’d sure like that second RBC berth that’s this weekend’s consolation prize. “It’s huge getting into that playoff round but we’re not done here; we’re going to keep going,” said Argue. GAME ON … The Clippers and the Terriers play today (May 4) at 2 p.m. at Frank Crane Arena. Tickets will be available at the door … The Brooks Bandits and Surrey Eagles play in tonight’s WCC championship game at 7 p.m. … The second RBC qualifier game is Sunday at 4 p.m. sports@nanaimobulletin.com

Acme T-men play Rebels to start year The Acme Timbermen think they can reach their goals on the lacrosse floor this season, and they start working toward those goals now. The Acme Painting Timbermen senior B lacrosse team starts the West Coast Senior Lacrosse Association season with a home game tonight (May 4) against the Valley Rebels. “We know we’re capable, it’s just a matter of planning it out through the year, the ways to get there – you can’t just get there overnight,” said Mike Maughan, the team’s coach. “We’re looking to goal set along the way.” The senior B Timbermen generally have strong starts to the season as other teams sometimes take longer to solidify their rosters. The Rebels are expected to be one of the top teams in the WCSLA this season, though. “We want to start off on the right foot and let them know that they’re in our barn and we want to impose our will on them,” Maughan said. GAME ON … The opening faceoff is at 5:45 p.m. at the Nanaimo Ice Centre. Tickets available at the door.

City’s distance runners good sports at major races Within the past two weeks, two of the largest 10K road races in Canada have been held in our part of the world. So it’s on with the running shoes this week as we credit some of the top Nanaimo finishers in both events. First came the Vancouver Sun Run, held on April 20. The largest road race in the country attracted an incredible field of more than 48,000 runners and the fastest proved to be Kenyan athlete Paul Kimugul who finished in 29 minutes and four seconds. Among the runners who packed the streets of downtown Vancouver were 88 entrants from

Nanaimo who made the trip to the mainland to take part. Leading the way for the local contingent was Forrest Simpson, who placed 14th in the huge field in 30:53. First in the M16-18 category and 41st in total was Joel DeSchiffart with his time of 33:14. Erin Burrett was the quickest local female runner. Her time of 34:42 gave her 78th overall and third in the F30-34 division. Brandon Kumar ran the route in 41:50, Neil Gaudet in 43:37 and Adam Inglis in 45:04.
