t’s a good thing retired Cpl. John Lowe is used to training his butt off, because he’s had less than two months to prepare for his upcoming mission – a 500-kilometre bike ride over six days. Lowe is also keeping a blog called Two Feet and a Heartbeat, where he’s chronicling his efforts to get in shape for the Big Battlefield Bike Ride 2013. As the only rider from B.C., Lowe and his five Canadian comrades will join more than 300 British, American
and European combat veterans on a ride across France and England. They set out from the Eiffel Tower in Paris on May 27 and wind up in London on June 2. Along the way, they’ll pass through some of the most significant battlefields of the First and Second World Wars. The longest day will span 130 kilometres and he wants to be ready. Lowe, who started training in earnest in March, admits he’s not quite there yet. See WOUNDED WARRIORS / Page 18

Woman attacked outside her residence
Black Press A young woman suffered minor inju-
ries following a sexual assault outside of a home in Panorama Heights Thursday morning. Mounties were called to a basement suite in the 16600-block of 63B Avenue at 10:30 a.m. May 2 following the sexual assault of a 20-year old woman who was attacked while leaving the residence. The victim fought off her attacker, who then fled on foot. The woman was taken to hospital where she was treated for her injuries. Police are asking for help locating
a man described as a 6’2” Caucasian male in his late 20s to early 30s, with a thin build, long, light brown curly hair – described as greasy and dirty – with a scruffy beard and brown eyes. According to Surrey RCMP, the man had a thin face with a large nose and yellow teeth, including a gold filling on the bottom left. He was wearing lightcoloured jeans, a black hoodie, a dirty red baseball cap that was worn on the rim, and muddy white sneakers. The man had a large scar on his left eyebrow. civil law suits against 14 Stanley Cup rioters who trashed the firm’s downtown Vancouver store two years ago. Some are still before the courts on criminal charges but others – like 22-year-old Surrey looter Victor Varela – have been convicted. Varela admitted stealing two laptop computers, binoculars and a camera before being sentenced to 30 days in jail for participating in a riot. London Drugs is seeking a combined total of $50,000 in damages from the initial four small claims lawsuits it has filed. CEO Wynne Powell said money recovered through the courts must be repaid to insurance companies. “We’re not doing this for the money,” Powell said. “We’re doing this on behalf of the staff who felt they were going to lose their lives on that night and felt terrorized by these people.” More 340 looters poured into the store on the night of the riot, after the Vancouver Canucks lost the Stanley Cup to the Boston Bruins, and more than $450,000 in merchandise was taken. Six of the rioters targeted in the lawsuits aren’t yet identified but the remaining eight have been charged and all but one have pleaded guilty. Powell said London Drugs intends to file more small claims suits against between eight and 21 more rioters before June 15, when a two-year deadline to file runs out.

From page 1 Vinay Sharma, general secretary for the Vedic Hindu Society, said the parking area is greatly needed. “As the community is growing in Surrey, there is a need for new things, for schools, recreation centres, need for more buses, need for more libraries,” Sharma said Friday. “Similarly, there is a need for more relief in the parking area” for people looking to worship or meditate. Sharma said there were some good ideas brought forward, including a proposal to build a second level on the existing main parking lot in Bear Creek Park. Area resident George Zaklan is vehemently opposed to paving over any portion of the park. “The park needs protection, and it’s not going to get it,” Zaklan said, adding little consideration is being given to a nearby salmon stream. “Salmon streams were never mentioned, never becoming an issue.” He said this is about the fifth attempted “assault” on Bear Creek Park in the last two decades. “Leave our park alone,” Zaklan said. “It’s not what’s best for us (individually), or what’s best for us as a city.” The proposed new parking area would be located west of an existing parking lot, carving into Bear Creek Park to make room for 100 more stalls. It would be on the west side of 140 Street, near 84 Avenue, between a Sikh gurdwara and a Hindu temple. “It’s part of the south end of Bear Creek Park,” said Surrey parks manager Owen Croy. “It would be a shared parking lot, where it would be available to park patrons” as well as people using the two temples. It’s hoped the extra parking will take pressure off nearby neighbourhoods that get packed with traffic during special events at both the temples and the park. Staff recommendations from the meeting will go to the city’s parks committee and transportation, and then to Surrey council for a decision.

‘Surrey Six’ Mountie quits Derek Brassington, a former RCMP sergeant, facing several charges

“Surrey Six” slaying case has quit, just as the RCMP was looking for a way to fire him. Former RCMP Sgt. Derek Brassington is facing a minor theft charge and allegations that he had inappropriate relations with a witness in the case. A total of 20 charges have been laid against RCMP officers Brassington, David Attew, Paul Johnston, and Danny Michaud, who were all involved in the North Surrey mass murder investigation in which six people were killed in a Whalley highrise in October 2007. Two of the six killed were innocent bystanders: 22-year-old Chris Mohan from Surrey and Ed Schellenberg, 55, of Abbotsford. Also killed were gang associates Edward Narong, 22, Corey Lal, 21, Michael Lal, 26, and Ryan Bartolomeo, 19. Earlier this year, the province’s Criminal Justice Branch appointed special prosecutor Christopher Considine to look into allegations of an inappropriate relationship between an officer involved in the investigation and a potential witness. Brassington and Attew each face charges of breach of trust, obstruction of justice, and fraud, while Johnston and Michaud face charges of breach of trust and obstruction of justice. Considine has also approved a charge of theft under $5,000 against Brassington. “This morning Mr. Brassington’s discharge documents were received and signed by the Commanding Officer,” Chief Supt. Brian Cantera said Thursday. The RCMP was seeking a way to fire Brassington, Cantera said, but then his voluntary dismissal was received. “As a private citizen he will no longer be subject to any disciplinary actions under the RCMP Act and we will not be commenting further about his employment,” Cantera said. Brassington still faces the criminal charges. What effect, if any, this will have on the “Surrey Six” murder case is unclear. Several people have been charged in relation to that crime. In April 2009, Dennis Karbovanec, then 27, was sentenced to life in
prison with no chance of parole for 15 years after pleading guilty to three counts of second-degree murder and one count of conspiracy to commit

Bad for business

W
e don’t want you here and we don’t want your dirty money.” That is the message Surrey RCMP’s officer in charge is asking local businesses to deliver to gangsters, following last month’s executionstyle murder of Craig Widdifield in a Morgan Crossing parking lot. It sounds authoritative, but what police are asking of private citizens poses some disturbing questions about civil liberties and the principle of assuming innocence until guilt is proven – long held to be a cornerstone of our system of justice. But far more than that, it suggests a veritable downhill run of good intentions, towards a panicky chaos of suspicion, profiling and downright dangerous confrontation. This is not the first time that gang-related murder has intruded on our community. These things have come to us, not by accident, but because those who have chosen to live by unlawful means have also chosen to live here, raise children here and patronize businesses here. So, too, have thousands of other people innocent of any crime or criminal association. Precisely how are we to differentiate between them? Surrey RCMP and the Combined Forces Special Enforcement Unit (CFSEU) have both pledged back-up for businesses that make gangsters unwelcome on their premises – but what that will translate to, in reality, is open to conjecture. It’s one thing when members of the RCMP and CFSEU hassle known criminals and their associates – it’s their business to know who the bad guys are, after all, and gather the proof to back up their suspicions. What are the rest of us to do – rely on appearances and hearsay? What’s next – circulating how-to-spot-a-potential gangster diagrams to business owners? Forget, for a moment, that most business people scraping a living in a doldrums economy need just about every dollar that walks in the door to keep afloat. Do police suggest bar and restaurant owners – not to mention front-line serving staff – be placed in a position of refusing service to a customer merely on the basis of unverified suspicion? Even more frightening, when a known gangster enters a bar or restaurant or gym, do you want your loved one at the door to be the one to tell him to leave? It’s in times like these that we need better – and more responsible – leadership from our appointed protectors of the peace.

radio and TV. There was a running joke in the legislature press gallery: It didn’t matter what question you asked him, you got a six-minute answer that ended with the evils of log exports. Even more than under Carole James, the NDP railed against log exports. “B.C. logs for B.C. jobs” became one of Dix’s favourite slogans. As the election approached, another Dixism was heard daily: “Say what you’re going to do, say how you’re going to pay for it.” So it was a surprise a few weeks ago when the NDP signaled it would essentially not offer a policy on log exports. They’re going to meet with “stakeholders” and come up with a plan after they get a majority government. This is exactly the same non-policy the NDP had in 2009. They don’t have an answer to the industry’s point that the high price gained by premium logs in foreign markets is what keeps

Balancing the budget? An NDP government will strive to do that over “the business cycle,” says finance critic Bruce Ralston. Old-timers might remember this one. It’s taken from the NDP’s 1991 election platform. Yes, 22 years ago there was a widespread belief in a predictable four-year cycle of commodity prices and other economic determinants. Whatever was left of that dusty, faded picture was erased with the financial collapse of 2008. If you still believe in a predictable “business cycle,” you may be willing to accept that an NDP-led B.C. will become the first jurisdiction in human history to eliminate poverty, by setting annual targets and paying out borrowed money to low-income parents. On ferries, fracking, union contracts, capital construction and other weighty matters, the NDP’s answer is the same: Trust us.

It is time for us to stop thinking about just ourselves in the province’s urban centers and to start thinking about what the lives of rural B.C. families would be like if we did not support these resource industries. Local mayors and councillors at the Harrison meeting may be considering resolutions on mining and exploration; a re-emerging industry that will have a positive effect on all of our communities. Mining now contributes over $9 billion to BC’s economy, and exploring for mineral deposits is a major source of safe, sustained economic activity for rural communities and the families who live in them. The mining industry in British Columbia is responsible for 45,700 permanent jobs and it generated more than $930 million in government tax revenue last year, including $74 million generated directly for local municipalities. And over the next 10 years, it is estimated that new growth in mining and exploration will require 20,000 new workers. Mining provides some of the highest paying jobs in BC, and our province is geologically wealthy. I therefore urge the mayors and councillors attending the Harrison meeting to support mining and exploration in British Columbia. The jobs this industry creates in BC will keep our children and grandchildren close to home supporting local small businesses and strengthening our communities for generations to come. My husband and I live on a busy street, and
have campaigned for the B.C. NDP’s Sue Hammell in the recent election campaign. To this end we have a lawn sign on our property – small plastic with wire, quite common to all parties. Imagine our surprise and anger when we noticed this morning, placed directly in front so it was not readable by passers-by, a similar
sign advertising for Dr. Amrik Tung of the B.C. Liberals. Is this the kind of government people wish to elect, who will trespass on private property, with no permission, for an election campaign? To what other illegal lengths might they go? The people putting up the sign did so without knocking at our door for permission
or even acknowledging their presence by a car honk. I have contacted the Liberal campaign quarters about this, but it seems to me to be another circumventing the law like driving through red lights. And when small laws are violated, large laws could be next.

I aM wRItIng to express my distress, as a I see another attack on Bear Creek Park’s green space. There has been yet another proposal put forward that could result in the destruction of Bear Creek Park green space, that I as a lifelong resident of Newton have grown to love. To the unknown eye, what may be assumed to be “scrub brush” is in actuality an invaluable ecosystem vital to the local biosphere. I urge the City of Surrey to deny the proposed expansion of the 8300 block of 140 Street parking lot. This parking lot expansion would pave over irreplaceable natural habitats. What message are we sending to our community and to our younger generation if we are prioritizing a parking lot over the protection of a park that has been central to Surrey for so long? On a global scale there has been a push to be more “green,” to be conscious of our footprint and work to reduce environmental degradation. We as a community are failing to recognize the detrimental impact that such things as parking lots have on our local environment. I ask the public to take a stand, to protect this fragile park. Last I checked Surrey is the city of parks, not the city of parking lots.

Reasons to oppose coal trains in Delta Re: Coal tRanspoRt through Delta
Mayor and council, I urge you to oppose additional coal transport through Delta, unless and until all train cars and barges are completely covered and coal dust emissions reduced to one per cent or less. I’m aware that the spraying of surfactants can reduce coal dust emissions from open cars by 85 per cent. It’s the other 15 per cent that concerns me – as much as 100 pounds of coal dust per rail car over a 400-mile trip, according to BNSF’s own figures. This is equivalent to a quarter-pound of coal dust per mile, per rail car. Multiply that by hundreds of rail cars every day, and you get a sense of the huge and costly impact this can have on human and environmental health over the long term. It’s totally unacceptable. Also at issue is the fact that if it rains (which it certainly will, as you well know), coal dust and possibly heavy metals wash out the weep holes in the bottoms of the rail cars. These toxins are very likely to seep into adjacent wetlands and salmon streams, with devastating results for the small-lunged animals that depend on these habitats. As for agriculture, how healthful will our lucra-
tive blueberry, cranberry and potato crops be when exposed long-term to these contaminants? And how will humans fare, especially children, when exposed long-term to a known agent of lung disease? Taken together, the Westshore and proposed Fraser Surrey Docks coal transport routes pass alongside or through virtually every single one of Delta’s environmental treasures. It’s bad enough that the existing CN/CP/BNSF route to Westshore Terminals fragments and pollutes Delta’s agricultural lands and migratory bird habitats around Boundary Bay. The proposed new route via BNSF tracks to Fraser Surrey Docks runs directly past Watershed Park, a stone’s throw from its salmon stream Watershed Creek. The tracks then pass within three meters of Cougar Creek’s best spawning grounds, before they enter the Delta Nature Reserve (the only public-access portion of Burns Bog). As they continue northward for three km (two miles) through the DNR, they parallel the Cougar Creek salmon migration route, residential backyards and heavily-used recreational trails – again, mere meters away. The coal barge route from Surrey Fraser Docks
to Texada Island goes right past Reifel Bird Sanctuary, Alaksen National Wildlife Refuge, and critical juvenile salmon habitat at the mouth of the world’s greatest undammed salmon river, the Fraser. These sensitive ecosystems are irreplaceable. In the case of habitats for migratory birds and juvenile salmon, they are of international significance and absolutely critical to species survival. Yet they are being nickel-and-dimed to death by one new environmental assault after another – the proposed Fraser Surrey Docks coal terminal being just the latest of many. At some point, the last straw breaks the camel’s back. If it’s so urgent and important to ship coal through Delta, then those who are profiting from this activity should pay the full cost of protecting both environmental and human health – by figuring out how to completely cover all coal trains, barges and storage areas so that coal dust emissions are reduced to one per cent or less. tion, Surrey-Cloverdale has sent a Liberal to Victoria. Carved out of the old Surrey-CloverdaleWhite Rock constituency, a New Democrat win here on May 14 would be a first. Kevin Falcon won a third term as MLA with 62.7 per cent of the vote in the last election, the third straight campaign in which he collected more than 60 per cent of the ballots. A member of cabinet for the first 11 of his 12 years as MLA, Falcon will not run for reelection in 2013, passing the torch to Stephanie Cadieux, the current MLA for Surrey-Panorama. City of Surrey bylaw enforcement officer Harry Kooner will run for the B.C. NDP, hoping to defeat Cadieux and hand the Liberals their first loss in the riding. Howard Wu will run as a B.C. Conservative candidate. Born in San Francisco, he moved to Canada in 2004. Matt Begley, a not affiliated candidate, is also on the ballot.
The largest electoral district in British Columbia, Surrey-Cloverdale is also the fastest growing, due in large part to the rapid pace of development in Clayton Heights. It is grouped with several other Surrey constituencies as an area of British Columbia where people are least likely to walk or bike to work, or to live alone. While the provincial average is a little more than 65 per cent, one-family households account for close to 80 per cent of all Cloverdale households. And owner-occupied dwellings in Surrey-Cloverdale account for 87 per cent of all households, well above the provincial average of 69.7 Surrey-Cloverdale residents are among those in the province most likely to drive to work, and take home a higher-thanaverage after-tax income.

ding provincial election candidates to agree to ease the bite of the Property Transfer Tax (PTT) for home buyers. The PTT consists of one per cent charged on the first $200,000 in property value and two per cent after that. The Real Estate Board of Greater Vancouver (REBGV) wants the next provincial government to raise the threshold where the two-per-cent tax level starts to apply to $525,000. That would mean a $600,000 home currently charged $10,000 in PTT each time it changes hands would instead be charged $6,750, saving buyers $3,250. It’s an admirable idea, says Canadian Taxpayers Federation B.C. director Jordan Bateman. But he’s not holding his breath for any political party to change the PTT, which raises $700 million to $1 billion a year for the province.

electoral office. And advance voting begins on Wednesday, May 8 and takes place from 8 a.m. to 8 p.m. daily until Saturday, May 11 at several locations. Most voters, of course, will make their decision on May 14 between 8 a.m. and 8 p.m., after which a new government will be formed. But what many people don’t know is they can cast a vote for a candidate in their riding, even if they are hundreds of kilometres away. All that’s needed is to present their credentials at any district electoral office, advance polling station, or general voting place during the times listed above. “You can go in anywhere, and complete a write-in ballot,” said Carol Wyatt, the District Electoral Officer for Surrey-Cloverdale. “You just write the name of the candidate or the name of the party, or both, of who you would like to vote for. “That makes it a legitimate ballot.” All the proper identification is needed as if the voter was casting a ballot in his or her riding. But as long as that’s done as per Elections B.C. regulations, a Surrey-Newton resident can drop by a polling place in Kamloops and still be part of the process. Under the Election Act, voters must prove their identity and residential address before casting a ballot. Government-issued identification with a photograph and residential address, such as a driver’s licence or B.C. ID Card, is sufficient. Voters can also present two other documents – such as a where-to-vote card, a BC Hydro, telephone or similar bill with your residential address, or a property tax bill – as proof of residency and identification. The North Delta resident is a five-foot-five, 140-pound centre. He tied for the scoring lead at the Western Canadian Bantam Championships in Kindersly, Saskatchewan, scoring six goals and adding six assists in five games to lead North Shore to a second-place finish.

Aquasonics dominant in Langley The BC Aquasonics were perfect at Synchro BC’s Lower Mainland Regional Meet in Langley on April 27, winning nine gold medals in as many events. Aquasonic entries also won three silver medals. “We are so proud of our athletes,” said BC Aquasonics coach Tanya Magee. “For some of them, this was their very first time at a synchro meet and they are thrilled to have such great success. The first 40 kms of training nearly gave him second thoughts: two hungry-looking Rottweilers chased him through the streets of Abbotsford. Fortunately, his bike, a whisper-light Cervelo S2, is really fast. Lowe is looking for sponsors to help raise $4,000 – money that will cover his trip, but also go towards raising awareness and support for those who return home suffering from Operational Stress Injuries and Post-Traumatic Stress Disorder (PTSD). He’s being sponsored by Wounded Warriors, a non-profit group that helps Canadian Forces members and reservists
who have been injured in their service, with a focus on mental health. Lowe, 26, served with the Princess Patricia’s Canadian Light Infantry’s 1st battalion in Afghanistan from October, 2009 to April, 2010. Despite returning to a loving family and a network of church friends, Lowe was surprised to realize he suffered lasting war wounds in the form of an Operational Stress Injury and was having difficulty coping. “I don’t think any soldier can come back and say they do not feel changed. I think, right away, people knew I was different.” Not all injuries are physical, yet they can be
just as devastating if left untreated. Lowe always wanted to become a soldier, growing up listening to the tales of his grandfather, a Second World War veteran who helped destroy infrastructure in the fight against the Nazis. As a kid in his hometown of Cloverdale, Lowe played hockey and took Judo lessons, and loved tearing around the yard in the army fatigues his parents got him for Christmas. He worked at Fraser Downs as a teen. At the centre of it all was his church, Zion Lutheran. He belonged to the youth group, and, when he was old enough, volunteered as a leader.
After high school, he and a friend kicked around Europe, with Lowe taking off for a stretch to cycle out the site where his grandfather’s plane had been shot down, at the Myrna Dam in Germany. On Sept. 11, 2001, he was 14. “I remember seeing that and just being so upset about it, and not understanding.” Later, he watched the first bombing of Iraq. “By the time I had a choice to sign up, I knew I’d be going to Afghanistan.” Lowe always knew he wanted to be a soldier – period. “I wanted to get out there and support my country.” By 21, he was ready. He was sent for basic training at the facility in St-Jean-sur-Richelieu, Quebec, followed by four months learning combat in Wainwright, AB. On Oct. 12, 2009, he arrived at Kandahar Airfield in Afghanistan, where he was part of Task Force 309, a reconstruction team aimed at rebuilding Afghanistan’s infrastructure. Lowe’s company was mostly deployed as a quick reaction force, patrolling villages with local Afghan army and police forces. Detecting Improvised Explosive Devices, or IEDs, was a constant. “We had IEDs on our road every day,” he says. “For four months straight, we had a bomb under the first culvert we crossed.” His company was lucky – nobody was killed, although several were injured. One day, they were in a place called Pashmul – a notorious neighbourhood where “stuff happened all the time.” An armoured vehicle had been hit by a recoilless rifle, and they were sent in to investigate, their own vehicle driving down a mud path hemmed in by a high, narrow embankment. Suddenly, they came under fire from a couple of different directions. To Lowe, it was surreal – off to the left, a farmer and two children in a field were collecting hay into piles. When the gunfire went off, the troops, hearing the crack, crack, crack of the gunfire, hit the ground. When they got back up, the farmer and the children were still raking hay as if nothing had happened. See SOLDIERS / Page 19

Another time, he was riding in the back of a light armoured vehicle when he noticed a little kid running behind them. His arm, wrapped in bandages, was missing to his elbow. Blood was seeping through, yet he was playing as if nothing was wrong. The interpreter told Lowe the child just had his arm blown off in a car bombing. Lowe says he arrived in Afghanistan thinking he was going to make a difference, help rebuild infrastructure and free the Afghan people from the bonds of the Taliban. “What you soon realize is it’s incredibly more complex than you ever thought it would be. You realize it’s not something that’s going to be solved overnight. And that you are a very small cog in the overall picture.” He returned to Canada on April 18, 2010 and obtained a voluntary release from the force. He went back to work as a youth pastor at Zion Lutheran Church. But something inside had changed. He wasn’t functioning the way he used to. He often felt very tense and very alert. Wandering into a crowded shopping mall, surrounded by so many strangers, the anxiety would become too much for him. Or he’d have panic attacks while driving along a certain stretch of road. These are the small triggers that can set off a debilitating reaction in someone with an Operational Stress Injury. For some veterans, the scent of campfire smoke is enough to take them back to Afghanistan. To cope, some guys “drink their faces off.” Others take more drastic measures. Lowe knows at least three soldiers who have taken their own lives. It took a few phone calls, connecting with other veterans, to realize what he was experiencing was common. The hard part was reaching out for help. “There’s this huge stigma that the guys have, that if you’re going through something like this, or you’re dealing with something like this, it means you’re weak... But in reality, it’s an injury. It’s something that’s happened to you. It doesn’t mean you’re any less of a soldier. It just means that it’s something you’ve got to figure out, and if you don’t own up to that at some point, it’s going to get worse.”
Lowe found help, and now he’s encouraging others to do the same. That’s why he’s taking part in the Big Battlefield Bike Ride. “Just being able to go

Passed away peacefully at Cedar Hills in Langley. Predeceased by her loving husband Stan in January of this year. Helen will be greatly missed by all her family and friends. Survived by her daughter Deborah (Duncan) and her three sons Max (Marla), Jay (Linda) and Kelly (Sheryl), 6 grandchildren Jacqui, Kevin, Fiona, Jordan, Stevie, Iain and 2 great-grandchildren Tyson and Chloe. Helen will be remembered by all for her loyalty to friends, her industriousness, love of horses and playing cards. She worked as a welder during WWII, raised calves on the farm, clerked at the Auto and Fraser Valley Auctions and at Fraser Downs Racetrack until she was 90. Helen was a big believer in giving back and supported multiple charities through donations and volunteering. Her favourite charities were the Variety Club and Children’s Hospital. The family asks that in lieu of flowers, a donation be made to one of those charities. It was Helen’s request that no remembrance service be conducted and that her and Stan’s ashes be spread near their old farm in Langley.
