It was quite the display. The CP Rail bridge burst into flames Saturday evening, bringing out hundreds, if not thousands, of people to watch Revelstoke firefighters tackle the blaze that sent big plumes of black smoke into the sky and down the Columbia River. Word spread quickly over the phone and over social media that the bridge was on fire. The bridge over the Columbia River in Revelstoke re-opened Sunday afternoon after crews completed repairs following the fire, which started on Saturday, May 4, at around 7 p.m. “Work progressed safely throughout the day and after all repairs were complete and track safety inspections were performed, we were able to restore rail service to our main line in Revelstoke late this afternoon and train operations have resumed,” wrote CP Rail spokesperson Kevin Hrysak in an e-mail Sunday afternoon. Revelstoke firefighters, with air support from Arrow Helicop-

ters, took about two hours to put out the intense fire, which started at around 7 p.m. on May 4. The fire slowly filled the valley with thick black smoke – a result of the creosote coating on the bridge – as a northwest wind blew the fumes down the Columbia River. There was no train on the bridge. A crowd of people made their way to the Farwell neighbourhood and Woodenhead Park to witness the fire and watch as firefighters moved in to tackle the blaze. Revelstoke Fire Rescue Services responded in force, with several trucks and 18 firefighters. CP Rail personnel and RCMP also attended. The location of the fire made it difficult to reach, said fire chief Rob Girard, but eventually the fire department got its snorkel truck in place to spray water on the bridge. Afterwards, teams of firefighters could be seen working their way along the bridge, spraying water over the flames. Arrow Helicopters pilot Phil Davies flew

Tighter race than expected for B.C. General Election Alex Cooper

This Tuesday, May 14, is election day, though if you can’t make it then, you can vote in advance polls from May 8-11. The election is proving to be a tighter race than expected as the Liberal Party has closed the gap on the leading New Democratic Party. A Forum Research poll conducted on April 30 put NDP support at 39 per cent and the Liberal support at 35 per cent. Two other polls conducted early this month put the gap within single digits. The latest survey to come out gave the NDP a 10 point lead on the Liberals. They’re all a far cry from the healthy double-digit leads the NDP has enjoyed for a long time. All this means the NDP are still favoured to win a majority, however it is not expected to be as much a blowout as initially predicted. On Monday, May

6, The pundit blog ThreeHundredEight.com gave the NDP a 78.6 per cent chance of winning a majority if the election were held that day – down from a 92 per cent chance before the campaign officially started on April 16. The blog now projects the NDP to win from 43 to 56 seats – enough to win a majority of the 85 seats. That’s the provincial picture. Here’s a look at the candidates in Columbia River-Revelstoke. Norm Macdonald, NDP Norm Macdonald is the incumbent MLA, having won election in 2005 and 2009. A former school teacher, principal, city councillor and mayor, Macdonald has been campaigning on the premise that the NDP will be forming the next government. In debates and interviews he’s been telling people what an NDP government would look like, while also going after the Liberal government’s record of recent

deficits. He has avoided making any big promises and has said the government needs to provide a predictable environment for business – eluding to the HST fiasco. As the opposition forestry critic, he’s been a strong advocate for more investments in the public lands and better land management. He has said he will fight to maintain government services in local communities and has touted himself as someone that does what he says he will do, and will represent the desires of the communities he represents. Doug Clovechok, Liberal Doug Clovechok was a public school administrator in Calgary before moving to Fairmont Hot Springs and becoming the manager of the College of the Rockies campus in Invermere. Revelstoke’s city council has rejected a request from the Revelstoke Theatre Company for a storage and potential future theatre space in the old Century Vallen building on Third Street

West. A staff report said the city needs the space for storage, and also estimated the costs to bring the building up to code for a tenant would be about $80,000. However, at their April 23 meeting city council discussed the idea of creating more stor-

age space somewhere in the city. The city has received several requests from community groups for storage space for things like sports club equipment. A city staff member will prepare a report on storage options.

As the Conservative candidate, he has been advocating a platform of lower taxes and balanced budgets to attract business. He

has said the most important issue facing the riding is providing jobs for young people so they can live here. He supports resource development, but in a responsible manor. He said he wants to show there is an alternative to the major parties in B.C. politics. Laurel Ralston, Green Party Laurel Ralston was the last party to enter the campaign, throwing her hat in the ring for the Green Party, who’s platform she said mirrored her own views. She is a musician and writer, the president of the Kimberley Arts Council, and she has worked in government and for the environmental organization Wildsight. She has advocated for stronger participatory democracy, with more local decision making. She has also touted the elements in the party’s platform that promote supporting small business and responsible resource management.

City learns disappointing realities of new strata taxation rules Is the Sutton Place Hotel a hotel or a strata development? For the City of Revelstoke, the difference is about $900,000 in taxes per year. Aaron Orlando

It looks like a duck, walks like a duck and quacks like a duck, but to their chagrin, Revelstoke city officials are learning it isn’t the golden goose. As most residents understand, the Sutton Place Hotel at the base of Revelstoke Mountain Resort is a combination of hotel rooms for rent and condos owned by private buyers. If they want, these buyers can put their condo back into the rental pool when they’re not using it. From the City of Revelstoke’s perspective, the big question is how

much taxation should be paid to them. Commercial properties (class 6) pay many times more tax than residential ones (class 1). From the City of Revelstoke’s perspective, it would be great to be collecting on the much higher commercial rate. But the reality is, much of the hotel is now assessed residential. To paraphrase Mayor David Raven at city council’s April 23 meeting: ‘I can walk in with my credit card and rent a room, but it’s not a hotel?’ The answer, in fact, is a bit of a grey area. Katrina LeNoury, Deputy Asses-

sor with BC Assessments, visited the April 23 meeting to answer council questions about assessments – specifically, why is the city collecting so much less than it thought it would? And what can be done about it? It’s an important issue for the city’s financial picture. City finance director Graham Inglis said a switch from class 6 to class 1 meant the city is out about $900,000 in revenues annually. And this was the case this year, when an assessment appeal switched the development to class 1. (The city planned for an assessment shift, but not for the full amount. They were left in the lurch for $500,000 in March of this year.) In a presentation to council, LeNoury laid out the rules, noting recent legislative changes have added uncertainty to the situation as precedents and practices are still being established. Her presentation got technical and hard to follow

very quickly. Here’s a very simplified version. LeNoury explained the Sutton Place Hotel is not an ‘either or’ situation. Depending on who owns a particular unit, and what it is used for, it can be taxed differently. In addition, there is a “split” assessment, meaning a particular unit could be part residential and part commercial. “It doesn’t matter who owns them,” LeNoury told council. “It bears more on whether or not they are being offered or available for rent.” The legislation allows owners for wiggle room. An owner who rents out their condo a few weekends a year would pay less taxation than a frequent renter. In addition, the hotel owner is entitled to rotate around the rooms they are renting, and factor in the off-season when rooms are not being rented. Using this formula,

they can make the case for a lower assessment on an individual unit. In the case of the Sutton Place Hotel, LeNoury said BC Assessment had asked for occupancy reports. “To this date which they have not provided [them to] us,” she said. LeNoury said owners were within their right to seek to minimize their tax bill based on the legislation. “It’s a complicated piece of legislation; there’s a lot of loopholes,” she said, adding litigation is common. LeNoury said the city could explore assessment appeals with the BC Assessment Authority (BCAA) appeal board. For the City of Revelstoke, this would be uncharted territory; municipalities rely on the BCAA for assessment services and as policy usually avoid getting involved in appeals. It would also

Developers could be required to pay a new fee to the City of Revelstoke that will be set aside into a fund that will be used to support affordable housing. That's the very basic outline of a new concept being proposed by city hall, but the new idea is already getting a rough ride from opponents who say it would harm an already

anemic development sector in Revelstoke. The proposal was discussed at an April 25 planning committee meeting and is in its early stages. There are next to no specifics, just a request by the city's planning department to further develop the idea, including its legal framework. Planning director John Guenther said the initiative was designed to boost affordable housing initiatives. "It's usually a win-win situ-

ation for affordable housing," he said. "I think it is kind of trying to balance out the needs of the community." At the April 25 city planning committee meeting, Coun. Chris Johnston expressed opposition to the idea, saying a development boom wasn't on the horizon for the next five years. He said the levy would be a disincentive to existing activity. Guenther said the policy would

be appropriate in the case of redevelopment planning for the Mountain View School site, for example. Reacting to news of the plan, Revelstoke Chamber of Commerce Executive Director Judy Goodman said she was confident the board would be opposed to the idea. "At first I was shocked," Goodman said. "We don't have a lot of people lining up to build high density in Revelstoke." She said the chamber's submis-

sion to the city's budget process this year had asked council to go in the other direction. They want the city's development cost charges (DCC) policy to be reviewed, "to make it more competitive, not uncompetitive." Goodman noted very little high density housing, such as condos, had been developed in recent years. "We're almost at a standstill here," she said. "We need to be stimulating opportunities."

Mental Health Week: Why Mental Health Matters DAWN DUNLOP-PUGH Canadian Mental Health Association You may see the title “Why mental health matters” and think that this doesn’t apply to you. The most important message is YES, it does! May 6-12 is Mental Health Week in Canada. In partnership with the Canadian Mental Health Association; the Columbia Basin Trust, Ministry of Children and Family Development, Interior Health Authority, School District #19, City of Revelstoke, Community Connections, Revelstoke Awareness and Outreach Program, Chamber of Commerce, Options for Sexual Health and several other community organizations and individuals have planned several events in the community. We all have mental health. Mental health is a state of overall mental and physical health and well-being. Maintaining good mental health in today’s hectic and stress-filled society is a challenge. Sometimes we only think of mental health when there is a problem and we need to seek out support. Mental health is not just about the absence of mental illness. Mental health is a state of well-being in which the individual realizes his or her own potential, can cope with the normal stresses of life, and can work productively and fruitfully. In some cases, good mental health practices assist in protecting against to the onset of mental health problems and ill-

nesses. As stated, by the World Health Organization “there is no health without mental health.” Positive mental health involves emotional and psychological wellness, a positive and confident self-perception, healthy relationships, and an ability to take control of actions and feelings on a daily basis. By being aware, we can take positive steps towards mental health when the balance is disrupted. One in four people in British Columbia will have a mental health problem that requires treatment. Only about one-third of those who require specialized mental health services in Canada actually receive service. Individuals are concerned that if they talk about their mental health they will be viewed differently. Having a mental health diagnosis is not a weakness of character, it is a health condition. Due to this misunderstanding people are apprehensive to speak out and seek help. On average, people will deal with 10 mental health episodes before reaching out and seeking help. This is due to stigma. Mental health affects us all; it is not related to occupation, age, race, educational backgrounds, or socio-economic status. The events being hosted this week will be focused towards education and information, access to services and supports, and working towards de-stigmatizing mental health. Language shapes how we see the world. The words we choose and the meanings we attach to them influence our feelings,

attitudes and beliefs. We have a choice in the words we use to describe others and the world around us. These choices have a powerful effect on how we view mental health and people that live with mental health conditions. Have you ever used the word crazy, addict, disturbed, insane, schzio, nuts, etc... Think about how you have used them in the past and be mindful that these words are referencing people that live with a serious and persistent health issue. Balancing your life. Mental health means striking a balance in all aspects of your life: social, physical, spiritual, economic and mental. Reaching a balance is a learning process and a different journey for each person. At times, you may tip the balance too much in one direction and have to find your footing again. Your personal balance will be unique, and your challenge will be to stay mentally healthy by keeping that balance. Here are some suggestions to help you find and keep your balance: exercise, develop positive relationships, set personal goals, figure out your priorities, learn ways to cope with negative thoughts, get involved in your community, get a good night sleep, do a hobby you love, and eat healthy. Mental health week is a great opportunity to raise awareness of this issue, but we need to not only educate the community during a few weeks a year but engage in this conversation year round.

Go out of town to avoid gouging at the pumps Editor, I am writing to complain about the greedy gougers who are charging us $1.33.9 for a litre of gas. This is the highest gas price anywhere in Canada along the Trans-Canada highway corridor. It is simply greed that keeps us getting gouged by

The City of Revelstoke has completed a draft of the Greeley Creek Watershed Source Protection Plan – a report that outlines the process and steps needed to better protect the city’s water source. Residents are invited to a May 15 open house to explore the report and plans for further protecting our drinking water supply. The technical, comprehensive study and resulting report was required by provincial authorities. It studies and inventories what’s happening in the watershed located behind Mount Mackenzie, and lays the groundwork for future planning around the watershed. City of Revelstoke Environmental Sustainability Coordinator Penny Page-Brittin worked on the report, which was prepared by contractor Golder Associates. “We’re fortunate that very little is happening in our watershed,” Page-Brittin told the Times Review. Unlike other jurisdictions, it has several positives going for it. It’s completely in Crown land, for example. Page-Brittin said a key positive result of the study is the creation of more accurate maps of the watershed area. The new maps provide much more detailed information about exactly what’s located in the watershed, including the creeks that feed into Greeley Creek, and the past and pres-

ent human activity in the area that stretches behind Mount Mackenzie to the north side of Ghost Peak. The report outlines several threats to the city’s water supply. ‘Mass movements’ (landslides) are considered a very high risk. Stream channel instability and climate change are considered high risks. Wildfire and avalanches are moderate risks. Although a massive landslide could cause a disruption of the water source, Revelstoke does have the luxury of an alternate water source in the form of a well located near the Revelstoke Golf Club. Although there’s potential for resource activity in the Greeley area, it’s considered a moderate risk and steps may be prepared to prevent it. However, recreational activity in the area is considered a high risk; the report lists snowmobiling, hiking, mountain biking, ATVs, motorcycles and camping as examples. “It’s about the source protection plan,” Page-Brittin said. “Very little is going on in there, but it’s important to understand what could be happening in there. The report lets us know what could happen, and how to prepare for that.” The report also looks forward at climate change scenarios. Jeff Zukiwsky from the Communities Adapting to Climate Change program will be at the May 15 open house, where he’ll explore cli-

mate change issues as it relates to the watershed. He’ll be joined by consultants from Golder Associates who prepared the report. The mandatory report cost $30,000. The city paid $20,000 while the Columbia Basin Trust covered $10,000. However, the costs associated with protecting the water source likely won’t stop there. When the report was presented to Revelstoke City Council on April 23, some councillors expressed concern about the costs associated with a list of recommended actions contained in the report. “There will be some extraordinary costs involved,” noted city councillor Phil Welock. This list included flow monitoring programs, new access restrictions to the area, stability monitoring programs and applying for a ‘no staking’ reserve that would limit resource extraction activity in the watershed. Page-Brittin encouraged residents to come to the open house at the Revelstoke Community Centre on May 15 from 4-8 p.m. “We take for granted that we turn on our taps and there’s water,” she said. “We’re moving to ensure that it’s protected. Mayor David Raven said city council invited LeNoury to present to council so they could better understand the reasons behind the taxation uncertainty that council has faced over the past several years. “It’s simply understanding the uncertainty that was put into the budget process with these changes in assessments,” Raven said. Revelstoke Mountain Resort spokesperson Graham Rennie said the resort bears an “enormous” tax burden right now, and it was a challenge to generate enough activity just to pay all the taxes they encounter. “The tax burden is extraordinary,” Rennie said. He added that Revelstoke Mountain Resort is an economic generator for the city, creating lots of spinoff benefits for the community. He said the resort had a number of property assessment appeals ongoing. In an interview, city finance director Graham Inglis said the taxation at Revelstoke Mountain Resort would likely remain uncertain in coming years as assessments, appeals and occupation levels vary.

dents who may be more vulnerable to confidence tricks. They’ll start by saying, ‘It’s me, your grandson.’ When the victim responds with his grandson’s actual name, they sink the hook in right away. Blakney is asking residents to think of friends or family who they feel may be more vulnerable and take steps to pro-

tect them by talking about it. They could be isolated, or lack Internet savvy, or suffer from cognitive impairment. The RCMP request residents report all scam attempts so they can follow up. For example, RCMP were able to identify a Vancouver resident as a suspect in the apartment rental scam due to public tips.

“We don’t know if it’s frequent,” Blakney said. He said more tips to police provides them better information on the frequency of scams. Blakney said RCMP will also be doing outreach, including a presentation to residents at Moberly Manor. They’re also exploring an outreach program with companies that offer money transfers to help identify potential victims.

Metal artist Julie James featured in spring art show Aaron Orlando

Talented and thoroughly creative Revelstoke metal artist Julie James will debut her series New Works at the May 10 to June 7 exhibition at the Revelstoke Visual Arts Centre. The Lower Mainland native relocated from Fort McMurray to Revelstoke last summer, bringing along extensive experience in ceramics and jewellery design and creation. James holds a Bachelor of Fine Arts from Emily Carr University and worked as a potter for years, understudying with Galiano-based master potter Sandra Dolph. James made the switch to jewellery several years ago. Her exhibit was prepared as part of an application for a Master of Fine Arts program. James uses metal clays extensively to create her works. Developed in Japan, the metal clay is a plastic, clay-like material that hardens into silver when fired. "I rummage through the excess of human consumption," explained James during an interview in her studio at the Revelstoke Visual Arts Centre.

She based her designs on impressions taken from found objects, such as an old plastic Mastermind game, a label-making gun, a 1920 Underwood typewriter and a hot water bottle. "Every little element is considered," she said. "My dedication is so fierce to what I'm doing. To me, being right is not about being laissez-faire about my designs." Take the Mastermind piece, for example. The swirly company logo anchors a complex necklace that also features imprints of the peg board and little silver pegs moulded from the game pieces. The object is disassembled and reassembled into a new creation. Likewise, the Underwood typewriter is pulled apart into hundreds of pieces, its elements used to create text-based creations designed "to remind people about what's really important in life." RSS presents Don’t Hide the Madness Alexander Saar’s painting will be one of many featured by art students from Revelstoke Secondary School in the main gallery of the Revelstoke Visual Arts Centre this month. The show, Don’t Hide the Madness, grade 10, 11 and 12 art students. The show includes a wide variety of subjects, mediums and two and three-dimensional pieces. Revelstoke Golf club looking for more ladies at the tee ALEX COOPER

The Ladies Club at the Revelstoke Golf Club is making a push to get more women on the course this year by offering several programs designed to give the game a more casual feel. “We’re promoting people to come out for a casual game of golf. To have fun, exercise,” said Sabina Spahman, the assistant captain of the Ladies Club. “This beautiful course is everybody’s backyard. It’s definitely not getting used to its greatest potential.” Spahman, is the youngest (and only under-30) female club member. She has been golfing since she was 13 and attended the University of Arkansas on a golf scholarship. She is leading the push to get more women – and especially younger women – involved in the sport. For her, the sport is a great way to get outside, get some exercise, enjoy some camaraderie and play a great game. The club has started up a Get Golf Ready program, a five-day course designed and taught by PGA professionals to get people out golfing. The cost is $99. For women specifically, the club has two nights – Ladies Night on Tuesday and Hits & Giggles on Thursdays; both start at 5 p.m. For the former, the club has started a new nine & dine special where for $25 non-members can come and play nine holes and get a $5 gift coupon for the restaurant. The promotion is designed to make it easier for casual players who don’t have time for a full 18 holes to come out for Ladies Night, said Spahman. “I know people are intimidated by the game because they don’t have four hours to play 18 holes or they don’t know the rules,” she said. “Maybe they’ve never picked up a club. “It’s fun, its good exercise and it’s right in our backyard.” Hits & Giggles is a very informal evening designed for beginners, or for experienced players to just have fun. toss it back onto the green with no penalty. There is also talk of a mixed social night on Fridays after work, said Spahman. The club has also set up a friendship committee to pair members with new golfers and help them with equipment. “I think the biggest issue with people my age particularly is the cost,” said Spahman, 28. “Not a lot of people my age move to Revelstoke for golf. That’s why we started these programs where you don’t have to be a member to play in.”

WHAT ELSE IS GOING ON AT THE GOLF COURSE? The Revelstoke Golf Club has a full roster of events scheduled for this summer. Men’s Night is

taking up its regular Wednesday night spot. The men’s spring team event is Sunday, May 26, and the ladies spring team event is Sunday, June 2. On Friday, June 7, the club is hosting the annual RCMP Trees for Tots fundraiser tournament. On the weekend of June 8-9, the club hosts the B.C. Zone 2 Junior Championships. The club is also hosting the B.C. Junior Boys Provincial Championship from June 30 to July 5. The Labour Day Open returns for the 83rd year from Aug. 31 to Sept. 2. U12, U11 boys return from jamborees

The U12 Boys played in their fourth jamboree last weekend in the 32 degrees heat of sunny Kamloops. The boys played hard in the first game but with only one sub it was a tough match with a loss of 4-1 to Kamloops. Hayden Mallett had the goal with a terrific cross from Rory Christie-Hoyle. The second game saw the temperature rise even further and we welcomed two extra team members to give some water and shade breaks. The team held Kelowna at 0-0 at half time with the consistent stand up job from goalie John Echlin. The final score ended in a loss of 4-1, with some great plays and passing and a goal from William MacDonald, assisted by Spencer Spannier. Coaches Chris MacDonald and Eric Scarcella commended the boys for two games well played. The next jamboree is in Salmon Arm on Sunday May 12. *** The Revelstoke U11 boys soccer team competed in a jamboree in Kelowna on May 5. Their first game was a very exciting, back-and-forth game that ended with a 4-3 Revelstoke victory. Grady Powell led the way with a hat trick while Tyler Jamieson added a single. In their second game, Revelstoke played a very strong game and were tied with Kelowna at 2-2 until

Home for the Hunts projects nearing fundraising goal as deadline approaches CINDY PEARCE

The project team working to bring the international affordable housing facilitators Habitat for Humanity to Revelstoke have made amazing progress towards reaching their fund raising goal – and they invite the community to help them on the final push to get over the top. “It’s incredible. In just five months almost $150,000 has been committed to the project in funds, donated materials, trades and through about 40 volunteers,” said Cindy Pearce, the project lead. “Our goal is to raise $200,000 for the project so we’re close now. If any individual, corporation or organization was ever thinking of making a gift to this community initiative, now is the time.”

Habitat for Humanity Kelowna have agreed to partner with the Revelstoke Community Housing Society in a pilot project to bring its program to Revelstoke. Affordable housing is a major concern in Revelstoke and Habitat for Humanity is one way citizens can work together to make a difference. The Kelowna affiliate of Habitat for Humanity will help with a renovation of Pauline and Simon Hunt’s home to create an accessible, supportive space for their family, which includes two young daughters, as they all learn to live with Pauline’s diagnosis of ALS/Lou Gehrig’s disease. Lou Gehrig’s disease is a debilitating illness that eventually requires wheelchair accessibility and costly patient care in the later stages. Patients with ALS become progressively paralyzed due to degeneration

of the upper and lower motor neurons in the brain and spinal cord. The Home for the Hunts project is a ‘special build’, with the Hunts putting in sweat equity by volunteering on the project and repaying a portion of the costs through an affordable, no-interest loan. These payments will go into a revolving fund, which will be used to build more homes for more families in need in Revelstoke. The team hopes to have enough resources committed by May 15 so they can move through the approval process with Habitat for Humanity Kelowna and the building can start in early July. A team of co-workers and friends have come together to make this happen for the family and the community. The housing society has agreed to sponsor this pilot to showcase Habitat’s programs to the com-

It was an impressive site as nine pipe bands from across the B.C. Interior marched down Mackenzie Avenue during the Spring Fling on Saturday. The annual gathering of pipe bands, which started in Revelstoke in 1975, returned to town for the first time in a decade. It started with the parade from downtown to Queen Elizabeth Park – nine pipe bands marching side-by-side, with bagpipes blaring and drums pounding. Once at the park, the competitive side of the event took place, where teams were judged on their playing ability and more. The Kalamalka Highlanders band from Vernon won the competition, edging out the Kamloops Pipe Band for the Spring Fling title. “It was an awesome day. Mother nature really co-operated,” said Revelstoke Highlanders Pipe Major Archie McConnachie. “Things went very well for us.”
