A tentative deal between the Central Okanagan School District and Aspen Grove Golf Course to build a new middle school on the golf course lands is being seen as a positive for Lake Country when it comes to the district’s economic future. The school district announced a tentative agreement to purchase the golf course lands for a future middle school on the 18 acre site located beside George Elliot Secondary School which is adjacent to the District of Lake Country municipal hall and inside what the district calls its town centre. DLC economic development manager
Ryan Roycroft says a new school, which is still at least three years away, is in line with what the district is hoping to accomplish in the town centre as the area moves into the future. “Council has prioritized development in the town centre area so what a new school will do is provide a way of concentrating a lot of bodies in the area,” said Roycroft. “There will be an additional influx of students as well as bringing teachers and support staff jobs to the area. For businesses that want to locate in the town centre this will provide more people to spend money in the area.” The School District’s plans are to build a new middle school on the

District asks court about flying model aircraft on farm The District of Lake Country (DLC) is seeking the court’s interpretation on whether radio controlled model aircraft are a permitted use of an unpaved airstrip or helipad on agriculturally zoned land. According to the district, the Kelowna Ogopogo Radio Controllers Club has an arrangement with a private property owner to use a portion of a 20 acre farm property for flying model aircraft. The district’s A1
zoning regulation, which reflects the provincial regulations, was designed to allow unpaved landing strips on farmland for full-scale aircraft flying non-scheduled flights for farming purposes such as crop spraying, blowing water off tree fruit during seasons of heavy rain and similar common agricultural practices. If the courts find in favour of the district the next step would be to seek an injunction to stop the flying activities.
The DLC says it has received numerous complaints from residents concerned about overnight camping, traffic, damage to property and disturbance to residents and animals from the noise of the radio controlled planes and helicopters. At a council meeting in late 2011, a delegation of concerned residents requested that council end the flying of model aircraft on the property while club representative
John Falconer also addressed council on behalf of a delegation to outline the clubs operations, activities and impact on the neighbourhood. The club was asked to apply for a temporary use permit which would allow some restrictions to be implemented and address concerns of nearby residents. Discussions that followed between the club and the district were unsuccessful. The DLC says it re-
mains open to resolving the matter through discussions with the club but conditions attached to further discussions are not acceptable while the club has indicated it cannot accept the concept of a temporary use permit as a starting point for discussions, as it believes its use of the property complies with the district’s zoning. A court date was requested for early May 2013. “In a rural commun-
ity, protecting the use of agriculturally-zoned land is of utmost importance,” said Lake Country mayor James Baker. “We need to walk a fine balance in addressing the needs of various segments of the community when it comes to residential, recreational, agricultural and business interests. There is not always a clearcut answer and that is why the court process is available to assist in resolving matters when required.”

Hitting the road for extended trips hits back–in the back
I
t’s that time of the year again; the golf courses are open, the snowbirds are returning and a few brave souls, who obviously feel no pain and have no fear, are swimming in the lake. Living in the Okanagan we have access to many great activities— lakes, mountains, golfing, biking and wineries. Despite what we have at home, there is something about the thrill of a road trip that entices us to venture out of the valley. Camping in the Rockies, fishing trips up north, family visits to the coast; road trips are exciting and adventurous. Unfortunately, sitting in a car for hours at a time is not an ideal situation as we may develop pain

Keeping You Fit in our backs and necks and ruin the activities which we set out to do in the first place. All of us are familiar with the stiffness we feel after a road trip. Our bodies have been stuck in a seated position, during which our lower backs, shoulder blades and upper back tend to
round forward, placing our necks in an extended position. When these positions are maintained for long periods of time a phenomenon known as creep occurs. Because of the unique properties of our tissues, the longer we apply a stretch, the more our muscles and ligaments elongate and the more distribution of water occurs in our spinal discs (Kisner 2007). If the stretch is held for a long time, the tissues can become permanently lengthened, which may place more stress on our joints. Even if the tissues are only temporarily stretched, when we go to use them again, they
are now at a greater risk of being injured. Both of these situations can lead to aches and pains in our back and neck. If you want to avoid the typical road trip ailments, try a few of these tips.
SIT UPRIGHT
Take the family car that has the best seats. Ideally you want to sit with your knees and hips at 90 degree angles. Cars that have seats, which are more upright: vans, trucks and jeeps, are more likely to keep our backs in a neutral position and our hips at 90 degrees.

If you do not have the option of driving one of
these cars make sure the back of your seat is in an upright position and try rolling a towel, small pillow or even a sweater to fit into the curve of your lower back. This will naturally keep your back in a neutral position, preventing creep and fatigue of your back muscles.

To take care of your upper body, adjust your seat so that it is close to the steering wheel. Now you are not reaching forward with your arms and rounding your mid back and shoulder blades.

Standing by the side of your car, try some quick stretching exercises: 1. gently lean your upper body backwards 2. turn your upper body from side to side keeping your feet planted on the ground 3. squat down to the ground and back up and

Dog agility fun day at Swalwell Park this Saturday Lake Country residents who are interested in dog agility can see what it’s all about this weekend as the Lake Country Jumping Agility Mutts will be in action all day Saturday at Swalwell Park. The local club is holding a fun trial on Sat-
urday, May 11, beginning at 8 a.m. where close to 40 dogs are expected to show their skill. “Dogs that are fairly experienced are coming from all over the valley so if people want to come out and watch and see what it’s all about, it will be a fun day,” said Nancy Williams, club

NDP message to voters: Just trust us
W
hen Adrian Dix took over as B.C. NDP leader two years ago, he struggled to communicate, especially in the sound bites of radio and TV. There was a running joke in the legislature press gallery: It didn’t matter what question you asked him, you got a six-minute answer that ended with the evils of log exports. Even more than under Carole James, the NDP railed against log exports. “B.C. logs for B.C. jobs” became one of Dix’s favourite slogans. As the election approached, another Dixism was heard daily: “Say what you’re going to do, say how you’re going to pay for it.” So it was a surprise a few weeks ago when the NDP signalled it would essentially not offer a policy on log exports. They’re going to meet with “stakeholders” and come up with a plan

Tom Fletcher after they get a majority government. This is exactly the same non-policy the NDP had in 2009. They don’t have an answer to the industry’s point that the high price gained by premium logs in foreign markets is what keeps many loggers working, and subsidizes the harvest of other logs for B.C. coastal mills. Another thing the NDP doesn’t like is private power development. This issue featured prominently in the NDP leadership contest two years ago.
Leadership contender Mike Farnworth told the party faithful he would study independent power purchase contracts, and if he found that they are not in the public interest, he would “mend them or end them.” Another leadership hopeful, energy critic John Horgan, allowed that he would “break” contracts if necessary. By this spring, Dix had a new non-position on power purchase contracts. He will “assess them and address them.” The printed platform promises a review “within the limits of existing contracts.” Either they plan to risk a costly legal battle, or they’re just paying lip service. All you have to do to find out is elect them. Labour code changes are another blank slate. A memo from the B.C. Federation of Labour executive to members last year described how they were working close-
ly with the NDP to rewrite B.C. labour law. The NDP election platform punts this issue until after the election as well, promising an independent expert panel to decide on issues like whether to end secret-ballot votes for union certification. This isn’t just a bad idea, it’s a 30-year-old bad idea. It’s based on the destructive old notion that employers are the enemy of workers, and only a union can protect them. The long decline of union membership in the private sector isn’t caused by employer bullying or secret-ballot votes that protect employees’ freedom of choice. The cause is global competition. The only protection workers have from that is their own efficiency. Balancing the budget? An NDP government will strive to do that over “the business cycle,” says finance critic Bruce Ralston. Old-timers might
remember this one. It’s taken from the NDP’s 1991 election platform. Yes, 22 years ago there was a widespread belief in a predictable fouryear cycle of commodity prices and other economic determinants. Whatever was left of that dusty, faded picture was erased with the financial collapse of 2008. If you still believe in a predictable “business cycle,” you may be willing to accept that an NDP-led B.C. will become the first jurisdiction in human history to eliminate poverty, by setting annual targets and paying out borrowed money to low-income parents. On ferries, fracking, union contracts, capital construction and other weighty matters, the NDP’s answer is the same: Trust us. A lament for close, intimate connection severed, by death TAYLOR FROM A4 ible connections between people helps me make sense of grief. Someone has died; part of me has died with them. If our connection is only a thin tendril of life, I won’t feel much loss. If our connection is one of those pulsing umbilical cords, I will feel that loss as I would an amputation—the phantom limb still hurts, even though it’s no longer there. Those missing toes still itch; that arm still tries to reach for the doorknob. We delude ourselves when we think that we stand alone. We are not separate entities, ships that pass in the night. We are a vast network of life and living. Occasionally we glimpse this truth, through the metaphors of poetry. John Donne wrote, 400 years ago: “No man is an island entire onto itself… Each man’s death diminishes me.” A friend, Marjorie Gibson, composed this poem as a lament for the death of her friend Elizabeth MacLeod: I lost my friend did I tell you? She died. An ache gnaws my heart, persistent, sadly reminds.
She walked early, loving morning light early walkers fresh crisp air. Late afternoon for me light warm golden from the setting sun late walkers with dogs. We spoke our minds bared our fears our joys our questions. In the end, no world problems solved no personal stances altered, just two souls lovingly understanding one another. For both, the end hovers in sight the final battle cannot be won in our hands only the skirmishes before the end our fight to make our last days good. Our challenges?
Her failing heart my dementia trivial things like that. Then we look into one another’s eyes laugh clasp hands sit close together and remember. I lost a friend did I tell you? She died. No one can read that lament without the sense of a connection broken, severed, gone. Marjorie wrote “A Lament” for her own loss. But it also speaks to me, and to Ray and Muriel, to Frances, Suzanne, Mary. The invisible umbilical cords of love and friendship that nourished us, fed us, sustained us, have been severed. Garden club sets June 8 for annual Lake Country Garden Tour The Lake Country Garden Club held its annual plant sale recently with all proceeds going to support a bursary that the club provides to a local student who wishes to pursue studies in the horticultural/agricultural area. For the last several
years the club has given a bursary of $1,000. Over the years the garden club has also supported the Lake Country Food Bank, the Boys and Girls Club, the Community Garden and the planters at the Lake Country Art Gallery with funds raised
from the annual Garden Tours. This year the annual Lake Country Garden Tour will be on June 8 from 9 a.m to 4 p.m. There will be 10 gardens on the tour with local artists at each garden hosting a toonie raf-
fle for a piece of art. Master gardeners will be at various locations to answer gardening questions. Vic MacDonald of Bees Incorporated will be speaking as will Ken Salvail at the Community Garden. This year’s major tour

By Mr. Ross Hett, Principal I had the privilege of participating in a review of one aspect of our school improvement plan this past Thursday with Superintendent Gloster, Director Sulz, Trustee Butler, as well as the members of the School Planning Council. The particular aspect of the school improvement plan we reviewed was our success story with literacy instruction in K-3. Through a collaborative model, where we look at achievement data in various subsets of phonological awareness, oral language, letter and word recognition and reading, primary teachers, along with the Learning Assistance Teacher and the Teacher Librarian, have focused on a model of support

When students are engaged, and when they spend time daily immersed in reading, writing, and word work, their growth in achievement is impressive. Two years ago, we raised the achievement goal for Primary Literacy as reflected by reading levels in both fluency and comprehension that students achieve by the end of their grade 3 year. We used to aim for 90 per cent to be meeting or achieving expectations for reading at the end of grade 3, but for the past two years

have set the goal for 93 per cent meeting or exceeding. Last June, the actual percentage of students meeting or exceeding was 95 per cent, and already this year (at the beginning of April), we had 94 per cent of our grade 3s meeting or exceeding expectations for reading in grade 3. This is fantastic news and is a testament to the best practices employed by our Primary teachers as well as to the collaborative model of support we use to plan interventions based on what the data is telling us. We will now set a goal that 95 per cent of our students exiting grade 3 are meeting or exceeding expectations for both fluency and comprehension in reading!

Safety tips for car and motorcycle drivers
The Kelowna & District Safety Council offers the following tips to ensure that everyone, motorcyclists and drivers alike, arrive home safely. Drivers should: • Be on the lookout for motorcyclists. Motorcycles are small and can slip into a driver’s blind spot. Use your turn signals, check your mirrors and always shoulder check before changing lanes or overtaking other vehicles. • Stay off your cell phones. Talking or texting on a handheld device while operating a vehicle is not only illegal but extremely hazardous. • Use caution and scan well when entering an intersection. Nearly 80 per cent of urban intersection twovehicle motorcycle collisions occur at signalized intersections. In 75 per cent of these crashes the motorcycle had the right of way. • Don’t tailgate. Motorcycles have better braking abilities than cars, so leave a greater space cushion between you and the rider in front. Motorcyclists should: • Think ahead, ride defensively and assume you are invisible to other road users. Motorists have not needed to look for motorcyclists for at least five months and they may well not see you. • After months of not riding, recognize that your skills are not sharp, so keep your riding at a moderate pace until the rust wears off. • Practise your slow speed control and sudden stops in an open area free from traffic. • Consider taking a

(nee Morganstern) May 24,1940 ~ April 28, 2013 Dorothy died peacefully, in her sleep Sunday, April 28, 2013 with her husband by her side. She leaves to mourn, her loving husband, Al Hobbs, and children; Linda and John Fawcett, of Lumby BC.; Brenda and Rob Witzke of Kelowna; Allan and Wendy Fuller of Grand Prairie; AB., Jerry and Pat Fuller of Lavington, BC.; Larry Fuller and partner Donna of West Kelowna, BC.; and step-daughter, Holly, of Vancouver, BC., as well as many grandchildren and great grandchildren nieces and nephews, sisters and brothers as well many friends and people who knew her. She was our rock who kept us all going. She will be truly missed by us all, Cremation will take place. A Celebration of Dorothy’s Life to be announced at a later date.

Jim passed away peacefully at Cottonwoods Care Home at the age of 90 years. He was predeceased by his son Dave in 2009, his sister Nessie and brother Alec. He is survived by his brother Joseph and sister Beverley of Vancouver. He leaves behind to mourn: his wife Phyllis, sons Mike (Ruth), Doug (Cerise) and daughter Laurie Salisbury; grandchildren Ben, Stew, Jennifer, Noah, Miranda, Miles, Lani and Ciera plus 10 great grandchildren. Jim joined the Royal Canadian Navy during WWII and served as a Signalman on the New Waterford. Jim and his family moved from Vancouver to Kelowna in 1960 where he was a salesman at Bert Henry (Kelowna) Ltd for 30 years. The family moved to Lake Country and have lived in the same location for the past 45 years. Our thanks to staff at Cottonwoods (Betty, especially) who took such good care of him. ALTERNATIVE APPROVAL PROCESS The District of Lake Country (the “District”) wishes to proceed with Loan Authorization Bylaw (WWTP Stage 3) 861, 2013, which authorizes the borrowing of up to One Million Seventy Thousand Dollars ($1,070,000.00) to fund a portion of the Wastewater Treatment Plant Stage 3 Upgrade. Under section 86 of the Community Charter, District of Lake Country Council may proceed with the Loan Authorization Bylaw only if it does not receive elector responses signed by at least 10% of the electors of the District of Lake Country. Elector response forms will be accepted only if they are in the form established by the District of Lake Country Council. Forms are available at the District of Lake Country Municipal Hall or via the website and must be submitted to the Corporate Officer, District of Lake Country, 10150 Bottom Wood Lake Road, Lake Country, BC V4V 2M1 on or before 4:30 p.m., Monday, June 3, 2013.
