Premier hitches her campaign hopes to LNG train arriving in the station

KITIMAT - Christy Clark made Kitimat a campaign stop May 7, continuing to promote natural gas development in the province. She came to Kitimat following an earlier campaign stop that same day in Fort Nelson. “This week I am touring British Columbia, connecting the dots to show how our strong resource economy supports every family,” she said to a crowd of onlookers, media, and even protesters from the Douglas Channel Watch group. “We are standing at the start of the path to a debt free British Columbia, right here in Kitimat,” she continued. She repeated her earlier promises that $100 billion of revenue would be generated over time for a Prosperity Fund from natural gas development and export. Clark later emphasized to reporters that she had begun and is ending her campaign with stops in the north, contrasting her visits to that of NDP leader Adrian Dix, who so far has no visited any community further than Prince George. “I really think it reflects the fact that the NDP aren’t interested in understanding our resource economy here in British Columbia,” said Clark. In interviews with local media, the Connector asked Clark about her opinion regarding a recent letter from Ellis Ross, the Haisla Nation chief councillor, where he said direct dealing with government and proponents is ideal, compared to a slow treaty process Clark said the means to get to economic development isn’t as important as the outcome. “I think people get hung up on the means to get there. I’m a little bit less concerned about the means than the end in this and if for Ellis Ross it means that we work directly on economic development agreements in the meantime, before they get to treaty, I’m absolutely open to doing that,” she said, calling Ross a great leader in the province. She still believes the treaty process is valuable, but added that the more economic development that can happen for First Nations in B.C., the faster the treaty process can work. NDP incumbent Robin Austin said he respects Ross’ choice to pull back from the treaty process. “Clearly it’s not working for many First

TERRACE - The Grand Trunk Pathway, popularly referred to as the millennium trail, will be lengthened by 830 metres (just over 900 yards) westward toward Frank St. this summer if all goes as planned. The city has dubbed this extension The Grand View Walk because the view gets especially fresh along the new strip, said city development services director David Block. The three-metre wide paved pathway will extend from the trail’s western end which is now right across the road from the Hwy16 and Kalum Lake Road/ Hwy 113 junction. The extension will take the pathway network west, ending just shy of the CN level crossing at Frank St. The total cost of the extension is $286,300 with $153,500 of that coming directly from a

scape style will be more rugged, Block said, less manicured, favouring a seeded lawn and taller trees instead of ornamental shrubs. “The plan is to start construction pretty soon,” Block said, but was unable to give an exact date be-

PRINCE RUPERT - Skeena – Bulkley Valley MP Nathan Cullen and Minister of State for Finance Ted Menzies are waging a war of words after federal legislation was introduced over the proposed sale of Ridley Terminals “The criteria in the act is too vague. It talks about open access, but not equal access. It also does not guarantee we will get a good price for the terminal or that it will be sold to a Canadian company, and based on the Nexen incident I don’t have a lot of confidence this government is looking out for the best interest of Canadians,” Cullen said. In an exclusive letter to The Northern View featured on Page A5, Menzies said Cullen is being intentionally obtuse. “Our government has been clear that we will only proceed with a sale of Ridley Terminals if it maximizes value for Canadian taxpayers. We have also been clear that ensuring open access for multiple users at Ridley is a non-negotiable component to the sale,” Menzies said. “Mr. Cullen also questioned the value of the sale. As he knows, for years Ridley Terminals declared losses and required millions in government
support. This has changed. Under our government, Ridley’s grown to be a terminal of considerable value. Moving forward, Ridley has tremendous growth potential and that potential can best be realized by private ownership.” “There are too many loopholes in what they have announced... On all levels, there is more cause for concern than hope with this,” Cullen said. Menzies and Minister of State for Transport Steven Fletcher announced the government’s intention to sell the terminal on Dec. 13, 2012. Although nearly six months have passed since the announcement, Cullen said he still doesn’t understand why. “The government has not answered the first question, and that is the need to sell it at all.” he said. “Canadians have put millions of dollars into the terminal and it is now beginning to make money for taxpayers, so why sell it now? If it is just because the government continues to run deficits and wants to fill some of those holes then that is worrisome,” he said. “These things are not clear in the document.” The Canada Development Investment Corporation, the group responsible for the sale, said it would not provide comment as the sale process is not yet finalized.

PRINCE RUPERT - Music lovers in the community will be benefiting from a new music studio at Charles Hays Secondary, and today the Prince Rupert Port Authority made its donation of $250,000 toward the project. The money, which was presented following a performance of They Came Sailing by 40 band students, comes from the Prince Rupert Port Authority’s Community Investment Fund. “When we see development with the port of Prince Rupert we want to see more than just the added jobs and growth, we want to see a legacy to improve the lives of the people in Prince Rupert... The legacy of this building is it will be providing the future musical talent for the community,” said Prince Rupert Port Authority president and CEO Don Krusel, noting the new building

Douglas Channel Watch thinks Liberals are hiding on Enbridge issue By Cameron Orr The Northern connector
KITIMAT - A big issue missing from Christy Clark’s speech to supporters in Kitimat on Tuesday was the Enbridge Northern Gateway Proposal, says Kitimat-based activist Murray Minchin. Minchin is among many in a group called the Douglas Channel Watch who seek to hold Enbridge to the fire when it comes to their proposed bitumen and condensate pipeline. While Clark addressed people from a lectern at Kitimat’s viewpoint, Minchin and a handful of others held up signs opposed to the Northern Gateway project.
“My main concern is Enbridge’s Northern Gateway proposal and there was not even a hint of where she stands on that one,” said Minchin. “That’s a huge red flag for me. When she’s not talking on an issue she’s hiding from it.” Clark was earlier telling reporters that she and the Liberals have a firm five conditions before any oil pipeline could be built, but Minchin isn’t assured by those statements. “Politicians, especially on the campaign trail can waffle, and that line can move in a heartbeat,” he said, adding he’s unsure where the party will be after the election. NEW Democratic incumbent Robin Austin repeated his party’s opposition to the $5.5 billion Enbridge project, saying Alberta bitumen should not be shipped across northern B.C. He said an NDP government would conduct its own review of the project but doubted it would change the NDP position that Northern Gateway not be built. He conceded that the ultimate decision on the project rests with the federal government, but predicted there would be “a lot of civil disobedience here in B.C.” should it be approved. BC Liberal candidate Carol Leclerc called Austin’s statements a “flip flop” in that the NDP opposed the federal review on one hand while advocating for one of their own. BC Conservative candidate Mike Brousseau, questioned because of his personal opposition to Northern Gateway while his party is in favour, called himself a “maverick,” saying he would represent the wishes of riding constituents.

CHALLENGED several times by Leclerc, and by questioners, over his party’s support for industry in general (one wondered if he was a NIMBY, the acronym for ‘not in my backyard’), Austin gave qualified support for an oil refinery. But, said Austin, it would be better placed closer to the source of raw crude in Alberta instead of shipping it across northern B.C. by pipeline. He did credit Kitimat Clean’s proposal for wanting to add value to crude. Brousseau said he had been in personal contact with Kitimat Clean president David Black, who is also the owner of Black Press.

not presented well to the public. She said Clark acted on public opposition by conducting a referendum and then eliminating the tax based on the referendum’s outcome.

AS WITH the HST, Leclerc said it was wellintentioned but had room for improvement. She did question the requirement for public sector bodies to pay the carbon tax each year, citing the $800,000 the Northern Health Authority has to pay as an example. Brousseau said the tax, which is then used to finance projects to reduce carbon emissions, goes to big businesses who already had those projects on the go. “Families are being hurt by the carbon tax,” he said. Austin said the NDP plan would not increase the carbon tax but would broaden its application to include industrial emissions.
Food
AUDIENCE member Greer Kaiser asked Austin about efforts to increase local agriculture. He said the NDP is proud of the introduction of the Agricultural Land Reserve during its 1972-1975 term in office. And he backed any effort to increase local food production. At the same time, Austin said efforts need to be made to preserve family farms.

AUDIENCE member Maatje Stamp-Vincent, noting that the provincial income tax rate has dropped for a single person from $3,100 to $2,300 under the current BC Liberal government, asked Austin if he supported raising the rate back up to finance specific programs or special interest groups. Austin acknowledged the NDP plan to increase the corporate tax rate to 12 per cent from the current 10 per cent. He said the Liberals themselves would raise the rate to 11 per cent. “I hardly think that’s the difference between socialism and capitalism,” said Austin. “It’s about time they gave something back,” he said in singling out high profits being reported by banks. Speaking a few minutes later, Leclerc said that increasing taxes on banks would only result in increased customer fees.

THE evening also featured occasional sharp exchanges between Austin and Leclerc. In her opening statement, Leclerc laid the groundwork by suggesting “with all due respect” the riding needed an MLA who would be “far more engaged and visible than the current one.” Later, in rebutting a statement from Austin that LNG projects would be “well regarded” by an NDP government, Leclerc said Austin and the NDP opposed Rio Tinto Alcan’s Kitimat smelter renovation, the Kitimat Clean oil refinery and mining. “There’s lots of stuff you’ve said no to,” she said. When Austin, in responding to an audience question on what he had done since being first elected in 2005, pledged to “do a much better job” as a government MLA than was the case when a Liberal represented the riding between 2001 and 2005, Leclerc came back with “you’ve had eight years and you’ve not shown us anything you’ve done.” Austin, during comments on education, said Clark was the “worst education minister this province has ever had” in the 2001-2005 first term Liberal government. “If you ask anybody here who has spent time in our school system, and Carol has spent 20-something years working in this school system, she would know exactly what this BC Liberal government has done to devastate public education,...” said Austin in continuing his comments.

PRINCE RUPERT Members of the U.S. and Canadian Coast Guard and Air Force were in Prince Rupert last Tuesday for a joint search and rescue activity. The exercise includes a DHC-5 Buffalo aircraft, a Cormorant helicopter and two H60 helicopters and a C-130 Hercules from the U.S. Air Force. The role of the ship in distress was filled by HMCS Edmonton, which was an-
chored at Northland Terminal. It’s the first time a search and rescue exercise of this magnitude has taken place on the North Coast in more than seven years, and U.S. Coast Guard Rear Admiral Tom Ostebo said the changes that have come to the region since then make the exercise “extremely important”. “The exponential growth in marine traffic here in Prince Rupert and in the Dixon Entrance is a risk opportunity we have to manage
between Canada and the U.S. and the ability to do that is very important,” he said, noting the organizations involved use activities like this to compare operations technology and communication. “The end result is that when we have a real incident, a real search and rescue, that real event goes as smoothly as possible with no loss of life and no damage to the environment... When the real thing happens we need to be on our game.” Those sentiments

Advance polling stations are now open across the province

VICTORIA - Advance polls open Wednesday to Saturday across B.C., and Elections BC is working on getting more people to vote early. Elections BC surveyed voters after the 2009 election, which saw overall turnout fall to a record low 51 per cent of eligible voters. The most common reason given for not voting was being too busy
on election day, set for Tuesday, May 14. All 85 constituencies have advance polling locations open from 8 a.m. to 8 p.m. each day from May 8 to May 11. With hours of operation extended in recent years, 17.5 per cent of 2009 votes were cast in advance polls. Elections BC has experimented with new options for this vote, including an advance poll at Kelowna Airport. The Comox Elections BC office, in a former car dealer-
ship with drive-through bays, set up a drivethrough advance poll. “We know voters are busy and we look for innovative ways to make the provincial electoral process effective, efficient and accessible,” said Chief Electoral Officer Keith Archer. Political parties have recognized the value of advance voting as well. Volunteers have more time to contact and drive their supporters to the polls, and early voters can’t change their minds in the final days of cam-
paigning. VANCOUVER – The BC Liberals will double the number of Automated External Defibrillators in public places, the BC NDP will prohibit the sale of tobacco in pharmacies, and the Green Party of BC will implement a tax on junk food. These are just some of the responses to a pre-election survey about provincial health issues released today by the Heart and Stroke Foundation. “British Columbians care about health, and they need to know where the parties stand on the issues,” said Diego Marchese, CEO, BC & Yukon of the Heart and Stroke Foundation. “Our survey results will show voters who is focusing in on their particular interests and let them make informed decisions on Election Day.” “Currently, almost half of British Columbia’s budget is spent on health care. A large portion of this goes to treating hypertension, congestive heart failure, diabetes and other chronic conditions. Ironically, most chronic conditions are largely preventable through
the management of risk factors, so a greater and sustained focus on disease prevention and health promotion would bring about better health outcomes for individuals, a stronger, more productive workforce, and a stronger economy for the province. Yet, thus far in the election campaign, the major political parties have spent more time talking about the health of the economy than the health of the people. This survey was their chance to address that.” “We were encouraged by some of the answers we received,” Marchese added. “For example, the BC Liberals will continue the Smoking Cessation Program. The BC NDP want to provide better access to nutritious local food. The Green Party of BC will shift a significant percentage of health care funding from hospital and acute care to community-based services geared to prevention and health promotion. Haisla chief councillor outlines Haisla perspective ahead of election By Cameron Orr

KITIMAT - A statement from Chief Councillor Ellis Ross of the Haisla Nation Council has outlined the key issues for his community ahead of the provincial election. “With the provincial election campaign now entering the home stretch, it is important that all parties understand the Haisla point of view on key issues that affect everyone in the northwest - Haisla and non-Haisla,” he wrote on May 3. The first point was his concern that the NDP party is promising to establish another environmental assessment process for the proposed Enbridge Northern Gateway Pipelines project, “albeit a B.C. process.” He said the “Haisla Nation Council are already running a deficit in the hundreds of thousands of dollars in legal and consulting fees for participating in the federal Joint Review Panel. Our opposition to Northern Gateway is unshakeable and we
will continue to fight it but it doesn’t seem right that the Haisla incur a deficit to review a project that is not in the Haisla interest.” He goes on to say that the pipeline proposal is not supported by the NDP or Green Party either, and the BC Liberal party have their five conditions. “There is no need for further study beyond the process underway,” he continued. Ross’ second point is that the Haisla community is concerned by mixed messaged from the NDP on liquefied natural gas. “Mr. [Adrian] Dix says the party supports the development of this industry, but some of his candidates have hinted at a need to slow down LNG progress. LNG is the first economic development initiative that has united First Nations from Prince George to Kitamaat and offers us the ability to manage our social problems…and lift us out of poverty something the Indian Act and federal tax dollars have been unable to do.”
He said LNG proposals are being developed responsibly through plans and technology designed to mitigate the environmental impacts, and that the province needs a gov-
ernment that will commit to “the responsible and timely development of an LNG export industry.” Ross’ final point was that the existing treaty process is “ag-
onizingly slow and comberson,” and that meaningful progress can be made by dealing directly with the provincial government on land issues. “The delay in reach-
ing agreement on land issues affects regions and the province in the short and long term regardless of the condition the economy may be in,” he wrote. “It is through certainty over
land that we are able to encourage sensible economic development while also abiding by Aboriginal Rights and Title case law.” “Certainty over land is good for all parties.”

The first-year team sold over 104 raffle tickets each in order to pay for flights to the lower mainland to compete at provincials, where they won bronze. “We really could not have done it without the tickets from Hawkair,” said coach Shelly Haynes-Marelli, noting that flying instead of driving meant that the team had a day to rest before the competition, instead of spending the day in the car travelling. KITIMAT - The Kitimat Marlins Swim Club had 19 swimmers attend the Prince George Invitational Moose swim meet recently as part of the Points North team made up of Prince Rupert, Terrace, Kitimat and Smithers. The swim meet was held in the Olympic distance 50 meter pool which was great experience for the Marlin swimmers, many of whom have never swam in a 50 meter long pool before. The competition was fierce with over 300 swimmers competing with teams from Terrace, Prince Rupert, Smithers Prince George, Quesnel, Williams Lake, Chetwynd, Fort St John and Grand Prairie. Points North took the top spot for the tournament. And the Marlins held their own on the podium, with five swimmers taking medals. The Marlins 10 and under girls continued to be a power house this season. Medals were given out for 10 and under swimmers for the 200 meter freestyle and 200 meter individual Medley events only.
These events are among the most important for 10 and under swimmers as they encourage aerobic fitness and good technique for a longer race. In the 200 meter freestyle the Marlins swept the medals for the 10 and under girls. Leah Desousa (10) took the gold medal, Hannah Pearson (10) took the silver medal and Charlotte Collier (10) took the bronze medal respectively. In the 200 meter Individual Medley Leah Desousa again took the gold and Hannah Pearson again took the silver medal. In the 13-14 boys division second year Marlin swimmer Brander Pacheco (14) took the gold medal for highest overall points in the division. In the 13-14 girls division Marlin swimmer Kleanza Cathers (13) took the silver medal for overall points. Robyn Alderman (16) achieved her first AA Provincial qualifying time in the 16 and over girls 100 meter breaststroke. Alderman is now welcome to compete at the AA Provincial Long Course (50 meter pool) Championships in Victoria in June.
PRINCE RUPERT - It was an historic weekend for the Charle Hays Hurricanes Rugby team. After four years of taking to the pitch, the rugby team at Charles Hays Secondary School picked up their first win ever on Saturday in Smithers. The team left Prince Rupert Saturday morning with a short bench, having only one substitute instead of the usual five, and faced off against a team with players from Fort St. James and Vanderhoof in the first of two games. According to coach James Witzke, it didn’t take long for the team to really hit their stride. “It was fantastic to watch. Right from the first kick, before I even got to my position on the side of the field, the kids had scored their first try,” he said. “They came out fast and hard right out of the gate. They moved the ball well, supported each other well, ran hard and I don’t think the Fort St. James team was able to adapt to that.” When the final whistle blew the Charles Hays team enjoyed a 29-10 victory. However, they didn’t have much time to enjoy the win. Only an hour later, with just enough time to grab a bite to eat and rest the team, nursing some bumps and brusises that come with the sport, faced off against the much more experienced Houston squad who was playing their first game of the day. “You could tell that endurance became a factor, but Charles Hays played hard the entire game. From start to finish they never gave up and they never quit,” said Witzke of the 19-0 loss. “That score doesn’t matter because they played way better than the score reflects. They played great defensively and that is certainly a game that they can be proud of.” This Wednesday the team will host their counterparts from Terrace beginning at four p.m. at Patullo Field. The players and coaches are hoping to see a strong contingent of fans come out to watch some rugby action. “This is only the second time in four years that a team has traveled to Prince Rupert to play. It would be great to see a lot of support to cheer on these young men who are so enthusiastic about the sport. It’s also a chance to see a sport that not many in town may be familiar with,” he said. Win or lose at home on Wednesday, the team will not have much time to rest as they will hit the road on Friday to compete in a round-robin tournament to see which community will represent the north at the provincial tournament later this month.

NEW HAZELTON - New Hazelton RCMP responded to a total of 81 calls during this past week of April 25 to May 1. April 25: The 28 Inn reported a theft of alcohol from their liquor store. Potential suspects were identified through video surveillance in the store. April 28: An intoxicated person was arrested for attempting to start a fire at the Town Pantry. The suspect first lit a gas pump handle on fire and put it out with washer fluid and then proceeded to light a cardboard box on fire beside the store.
May 1: Police responded to a complaint of intoxicated people fighting in the village of Gitanyow. A male was located in the bushes with a possible broken arm and sent by ambulance to Terrace. The file is still under investigation. Congratulations to the students at John Field who completed their DARE class. Police have increased roadblocks during the past weeks and numerous tickets have been issued for driving without a driver’s licence. At the same time, with the summer driving season fast approaching officers are out on the highways in the region to enforce laws regarding aggressive driving.
TERRACE - The Terrace RCMP Crime Reduction Unit, the Terrace Downtown Improvement Area, the City of Terrace, and the Terrace Restorative Justice Society are working closely together on a solution to stop the graffiti vandalism that has plagued Terrace, most notably during the Easter weekend, and hold those responsible accountable. “It is extremely important for us to work with the community on an approach to stop graffiti so that it will be a meaningful and lasting solution, says Cst James Lauriault, Terrace Crime Reduction Unit. This Forum will be organized by a trained facilitator from the Terrace Restorative Justice Society. Restorative Justice seeks to create just outcomes by repairing the harm caused by crime and violence. This happens through facilitating a process that addresses victims’ needs and holds offenders meaningfully accountable for their actions. In this approach, crime is understood not only as breaking the law, but as a violation of people and relationships and a disruption of the peace in a community. In a restorative justice process, offenders must first
accept responsibility for their role in an offence and the harm they have caused. Victims must also voluntarily choose to participate. Communities or community members are often actively involved in the process as interested stakeholders, supporters, or facilitators, explains Sandy Pringle, coordinator for the Terrace Restorative Justice Society. Charges of mischief are being forwarded on a 17 yr old boy, the seventh person that police identified. PRINCE RUPERT - The Prince Rupert Friendship House Youth Hub and Youth Council donated a $100 cheque to the family of Justin Brooks, the young man found deceased in the Prince Rupert harbour more than two months ago. Brooks’ family have been fundraising to hire a private investigator on the matter, after being told by RCMP that foul play was ruled out in their investigation on his death.
Last week the Grand Chief of the Union of British Columbia Indian Chiefs and the BC Civil Liberties Association were in Prince Rupert to meet with the family and the RCMP.
“The RCMP have not paid enough attention to violent crimes against our people, whether along the infamous Highway of Tears or the many unsolved deaths of women and men throughout the north... We are deeply concerned as to how casually the RCMP approach their investigations when a First Nations person is killed,” said Grand Chief Stewart Phillip.
