will affect my insurance.” The CRD is staying mum on sewage decisions until after the provincial election, but all four Esquimalt-Royal Roads candidates have voiced opposition to locating the biosolids plant on the Viewfield Road site. Maurine Karagianis of the NDP and Susan Low of the Greens have said they will respect the decision of Esquimalt council in the matter. Mayor Barb Desjardins said the CRD’s core area liquid waste management committee erred by not considering the social impact when looking at possible sites for its biosolids facility. The committee was presented with various alternative locations, but in-camera rules mean Desjardins can’t discuss specifics. “It’s already affecting how we do business here,” she said. “The longer this goes on, the worse it is for our community.” dpalmer@vicnews.com

what’s it going to be worth 10 years from now when I want to retire?” he asked. Bernie Maggiora, owner of Capital Sign on Devonshire Road, is used to the noise, dust and smells that are inevitably part of working in an industrial park. As a former employee at the Saanich Peninsula Wastewater Treatment Plant, he knows the sludge plant likely won’t emit any odours, but he is concerned about the proximity of a biosolids energy facility to schools, homes and businesses. The processing facility would extract heat, biogas and phosphorus from the sludge left behind after sewage is treated, with the potential to heat up to 1,000 nearby homes, according to CRD documents. “When you convert sewage to methane, there’s an explosive factor to it,” Maggiora said. “And while they say there’s a low probability (of explosion), it’s still there, and maybe that

Businesses in Esquimalt’s industrial park could leave en masse if a proposed sewage sludge plant is built in the area, according to the Esquimalt Chamber of Commerce president. Chuck Palmer said several commercial property owners are warning of discontent amongst their tenants since the Capital Regional District purchased a parcel of land for $17 million on Viewfield Road in March. “One of our key members in that neighbourhood has Daniel Palmer just been advised by two Reporting of his tenants that they will leave the area if the biosolids plant is allowed to proceed on Viewfield Road,” Palmer said. Burt Wams operates Burt’s Automotive in a leased building at 831 Devonshire Rd., directly behind the CRD’s Viewfield Road site. While he doesn’t plan to move, he said the secretive planning process of the CRD has led to a justifiable uproar in the community. “Businesses are struggling as it is … a lot of guys I know are pulling equity out of their properties if they own them to keep their businesses afloat. If their values go down, it really hurts,” he said. Wam is in the process of purchasing the property, but is having second thoughts about its assessed value. “I’m going to buy this at today’s rate, but

Freezing history at the end of the Earth Royal B.C. Museum conservator lends expertise in preserving Scott’s century-old Antarctic base Some researchers sense the hundredyear-old ghosts in Robert Falcon Scott’s hut in Antarctica. For Victoria’s Jana Stefan, the building is a living museum, a place of comfort in one of the most unforgiving environments in the world. Stefan, an exhibit arts technician with the Royal B.C. Museum, returned from Antarctica at the end of February, completing her second six-month stint as part of a team working to preserve Scott’s base Edward Hill at Cape Evans on Ross Reporting Island. Stepping into Scott’s hut was a dream come true for the 34-year-old conservator who grew up hearing the stories of turn-of-the-century explorers like Ernest Shackelton and Roald Amundsen. “I loved being in the hut. A lot of people talk about ghosts, but I never got the heebie-jeebies, but I do feel a presence,” Stefan says. “It’s a powerful space. There’s a lot of personal things, socks, sweaters with name tags. It’s cozy, personalized. “The first time I went into the hut ... I got it to myself for 15 minutes. I wasn’t even through the door and I was bawling. The energy is so thick in the room. I know the story is a tragedy, but nine-tenths of the time it was a fabulous boys’ adventure. “Seeing they way it was set up, I’m familiar with the stories but being really in the space it’s overwhelming.” Stefan led a small team of conservators from October to February in the ongoing effort to catalogue, photograph and preserve the thousands of items left behind at Scott’s base for his ill-fated Terra Nova Expedition. Starving and freezing, Scott and four other men died on their return trek from the South Pole in March 1912. The preservation project, run by the New Zealand-based Antarctic Heritage Trust, is attempting to preserve four bases from the early British expeditions. Buildings created by Norwegian explorer Roald Amundsen, who led the first team to the South Pole in December 1911, fell from an ice shelf into the ocean long ago. There’s the TransAntarctic Mountains and big glaciers and an active volcano. If the ice breaks up, penguins cruise by. There’s orcas and all kinds of seals. I love it.” Afterward, Stefan consulted with the American Museum of Natural History to create a scale recreation of the building, part of the RBCM’s “Race to the End of the Earth” exhibition, opening here May 17. The show is bringing in original artifacts and photographs from Amundsen’s and Scott’s respective expeditions, and includes a pennant owned by Cecil Meares, Scott’s dog team handler who survived and went on to live in Victoria. The RBCM exhibition will give insights to both men’s preparations and motivations – and explore the controversial notion the expeditions were “racing.” Stefan suspects she won’t be returning to Antarctica any time soon, and her one regret was not sleeping in Scott’s hut, although nobody does. “I’m going to ask the museum if I can spend a night in the fake hut.” Check out explore.royalbcmuseum. bc.ca for more on the RBCM’s Race to the End of the Earth.

The motorcycle riding officers were there to promote the North American Motor Officers Association annual conference, being hosted by VicPD from May 15 to 18 at Western Speedway in Langford.

Nearly 100 police officers from across the Pacific Northwest and as far away as Texas rumble into Western Speedway next week for the North American Motor Officers Association’s annual conference. The Victoria Police Department is hosting the Langford event, which will see officers participate in riding proficiency clinics, use-of-force and firearms seminars, then wind up the fourday conference May 18 with a ride through West Shore communities. “This is the first time the con-
ference has ever been on the Island,” said VicPD Const. Steve Twardy, organizing committee member. “We have about 400 members in total, but that varies depending on funding each year from departments.” VicPD boasts a 10-member motorbike unit, while the Saanich department has eight members assigned to bike duty. But some U.S. police departments have scaled back similar units, Twardy said, and the prohibitive cost of travelling to the Island has limited this year’s participation. Still, dozens of visiting officers are expected to arrive with their bikes and bring an economic boost to the West Shore. “We’re going to occupy the entire speedway and surrounding parking lots,” Twardy said. The event is open for public viewing from the Speedway
bleachers during many of the events, he added. Units outfitted with Harley Davidson, Victory and BMW motorcycles will compete in separate categories from each other in proficiency events. “We do tears, where two guys on Harleys have a string between them and they have to do the entire course without breaking the string,” Twardy said. “It’s pretty amazing to watch the skill of some of these guys … but I’m sure there will probably be a few crashes.” On the Saturday afternoon, officers will partake in a memorial ride honouring fallen officers through Langford, the Esquimalt Lagoon, Colwood and Metchosin. Motorcyclist injured in collision with squad car A 38-year-old Saanich woman was taken to hospital after her motorcycle collided with an unmarked Victoria police cruiser Sunday night. Two VicPD officers were transporting a suspect to jail around
8:30 p.m. and were driving eastbound on Chatham Street at Government Street when the motorcyclist struck the car. Witness accounts stated the police car was travelling on the green light, said Const. Mike Russell.

B.C. Votes 2013
Candidates in a three-way race offer their brief thoughts on a variety of local issues
Victoria-Swan Lake What specific priorities would you focus on in your constituency? Victoria-Swan Lake is an area of the province where the average person earns less then the median throughout the province. This is an issue that needs to be addressed. Christina Bates We have a burLiberal geoning tech sector in Victoria. By providing skills training, expanding the B.C. Training Tax Credit Program, and expanding the Small Business Venture Capital program, we can encourage this boom in our tech sector, providing much needed jobs. Another, equally important approach is small business development within the area.
What specific priorities would you focus on in your constituency? Support economic development, small business and opportunities for young people. Invest in advanced education, skills training and apprenticeship opportunities. We have to make Rob Fleming childcare more New Democrats affordable for families. We need to help seniors live in dignity with better home care supports. Fix the B.C. Liberal cuts to postsecondary education and invest in the knowledgebased economy. Help students reduce high debt loads upon graduation.
What specific priorities would you focus on in your constituency? I would focus on ending homelessness in Victoria by providing affordable housing, which is both cost efficient and humanitarian. I would advocate for amalgamation of the Spencer Malthouse Capital Regional Green District to harmonize services between Saanich and Victoria. I would rethink our transit strategy in order to reduce congestion on our roads. I would also reinvest in the rehabilitation and maintenance of our parks, particularly Topaz park, to continue to provide clean green space.
Do you support regional sewage treatment? Why or why not? There is great debate on both sides, supporting or not supporting secondary treatment of our sewage. The facts are: the federal government has mandated secondary treatment, the province has agreed to cover one third of the costs, and the implementation of treatment is an issue for the Capital Region to decide.
Do you support regional sewage treatment? Why or why not? Yes. Canada’s new national wastewater effluent regulations won’t permit coastal communities like Victoria to discharge hundreds of millions of litres of raw, untreated sewage into the ocean. Current practices are in non-compliance with B.C.’s contaminated sites regulation and water quality guidelines because of excessive concentrations of dozens of chemicals on the seafloor around the outfalls.
Do you support regional sewage treatment? Why or why not? Our approach to sewage in Victoria must be a longterm community approach. We need to examine each individual community within the CRD and ascertain the best possible sewage treatment for that area before we proceed with a regional treatment strategy. We should not spend $800 million on a plan that uses old technology and poses a danger to Victoria residents.
What would be your focus in terms of transportation in Greater Victoria? We need to develop a plan to effectively and efficiently move people and goods around the South Island in an environmentally responsible manner. This plan needs to include road, rail, sea and air. Victorians use all manner of ways to get around, from personal vehicles, to transit, bicycles and walking. Each is equally important and needs fair consideration.
What would be your focus in terms of transportation in Greater Victoria? Improving transportation infrastructure and expanding public transit service is a must. To reduce traffic congestion, lower greenhouse gas emissions and create jobs, the NDP will support better bus service and build green infrastructure with a portion of B.C.’s carbon tax revenue. I support the Capital Region having its own transportation authority to leverage funding for our transportation priorities.
What would be your focus in terms of transportation in Greater Victoria? We need an immediate solution to the congestion on our roadways and we must address the issue of declining bus ridership in the CRD. A comprehensive regional transit strategy paired with HOV lanes will help to reduce congestion immediately. Going forward we would provide tax incentives for transit use and location-efficient mortgages.
What direction should B.C. go in terms of its energy policy? Oil and gas? Renewables? Of course we all want energy that is renewable, with no carbon emissions, and in good old Tesla fashion – free! However, that isn’t going to happen overnight. Now, if I must choose between oil and gas, I choose natural gas. We have an abundance of natural gas in the province and it is a much safer product to transport, domestically and internationally. Globally speaking, by providing natural gas to China we are helping to reduce carbon emissions as China reduces its dependency on coal. BlackBerry or iPhone? iPhone.
What direction should B.C. go in terms of its energy policy? Oil and gas? Renewables? A new government needs to rescue B.C. Hydro – one of B.C.’s greatest assets with clean, renewable and affordable electricity. It’s been weighed down in debt from Liberal mismanagement. Conserving energy through retrofits creates the cheapest ‘new’ source of energy and creates green trades jobs. Wind can complement hydroelectric, and geothermal potential is beneath our feet. B.C. natural gas can help transition countries without clean electricity to a low-carbon future. BlackBerry or iPhone? Blackberry, still.
What direction should B.C. go in terms of its energy policy? Oil and gas? Renewables? The oil and gas industries provide a few, short-term jobs but the real investment returns go to shareholders in the oil companies, most of whom do not live in B.C. On the other hand, B.C. has the potential to be a world leader in the renewable energy sector. The Green party believes that we should invest in this sector so that all of us share in the profits. BlackBerry or iPhone? I’m voting for none of the above. I’m voting Samsung Galaxy S3.

Louise Baril has never officially kept track, but she estimates she’s already read some 20,000 books in her lifetime. The 72-year-old doesn’t go through them as fast as she used to, but that can be chalked up to her health – not a lack of interest, by any means. A stroke in November 2008 left her with little use of her right hand, and significant weakness in her right foot. As a result, Baril is a shut-in in her Quadra Street apartment in Saanich. “I always went to the library before my stroke. I’d pick up five books, rush through them and return them before the time was up,” Baril says. “And I’ve always done this. When I was a kid my dad was a big influence in my reading. He took me by the hand into the public library in Exeter, (Ont.) and got me hooked on reading.” Unable to leave her home on her own to venture to the nearby Emily Carr branch as she used to do, Baril says she’s lucky to have found the Greater Victoria Public Library’s visiting library service. Once a month, a volunteer will deliver a stack of books to Baril’s home. The books are carefully selected by GVPL employees who know the genres, authors and types of books she enjoys. “Nothing is just thrown in the bag. We give (clients) unique items they’ve never had before each time,” says Andrea Brimmell, the assistive services coordinator with the GVPL. “We’re always trying to find them the best materials.” Some 300 residents in Greater Victoria take advantage of the

Clients – mostly seniors – who are confined to their homes due to such things as illness and frailty, complete a reader profile that allows them to choose material they would like delivered. “It’s very important for us to outreach to these people who can’t come to the libraries,” Brimmell says. “We do a lot of literacy outreach with young children, but at the other end of the spectrum, we don’t want seniors to fall off our radar. And they need us.” Rheta Steer has been a volunteer driver for the visiting library service since 1997. The 76-year-old currently has two routes, dropping off books and CDs to some 20 GVPL clients once a month. She and Baril have struck up a friendship in the three years she’s been delivering to Baril’s home.
“I love meeting people. I love helping people,” says Steer, a retired teacher. “After 35 years of working in the classroom with children, now I’m able to be in a helping role with just a different age group, people in a different situation. “I know all my clients appreciate this service. Every time I go out they’re saying how wonderful it is, how thankful they are. So I get something out of that. I feel it’s appreciated.” Brimmell says the visiting library service, in existence more than 30 years, wouldn’t be possible without the 40 volunteer drivers. “They’re vital to the service. They not only deliver the material, they chat with the people. And because they’re shut-ins, it’s vital for them to have someone to talk to.” For more information on the visiting library service, or to learn about volunteer or client opportunities, call 250-475-6101. kslavin@saanichnews.com

Cannabis study gets Green, NDP support Daniel Palmer News staff
A marijuana advocacy group has released the results of a survey it issued to B.C. political parties last month. The results show B.C. Greens and the B.C. NDP support a provincial research trial into the taxation and regulation of marijuana, while the B.C. Liberals say the issue should be handled by the federal government. The B.C. Conservatives did not respond to the survey, but leader John Cummins has pub-

Stop the Violence B.C., a lobby group comprised of law enforcement and health officials, legal experts, academic professionals and current and former politicians, conducted the survey after a public opinion poll suggested 73 per cent of B.C. residents want the province to take action on cannabis regulation. “To suggest the federal government would have to initiate a research trial is a completely inaccurate statement,” said Kash Heed, former B.C. Liberal solicitor general. “With all the growops and prohibition-related violence that is ongoing in B.C. communities, provincial politicians cannot continue to bury their

The proposed research trial is already being designed by Dr. Evan Wood, Canadian research chair of Inner City Medicine at the University of B.C. “Especially now that Washington state has moved to tax and regulate adult cannabis use, B.C. must begin to research these types of alternatives,” Wood said. dpalmer@vicnews.com

Best in brewing celebrated in Victoria Fans of craft beers, and the people who create them are in their glory this week, as Victoria hosts the annual Canadian Brewing Awards and Conference. Local breweries stand to do well at the awards gala that wraps up the three-day event tomorrow (May 11) at the Inn at Don Descoteau Laurel Point. Biz Beat Last year Greater Victoria brewers captured 18 medals, including three gold. Vancouver Island Brewery, which took two of those gold, hosts an open house Saturday from 1 to 4 p.m. at 2330 Government St., when the public can mingle with brewers from across the country. “With so many great breweries across Canada, this is sure to be an exciting weekend for beer enthusiasts and brewers alike in Victoria,” said Rob Ringma, general manager at Vancouver Island Brewery. Delegates are attending sessions on topics including barrel-aging beer, cross-border distribution, the history of craft brewing and the expansion of the craft beer market.
While the events are only open to conference delegates, pub patrons will likely come across some of the brewers and company representatives during the Friday night pub crawl.

OUR VIEW
Support your local politician As the provincial election campaign got underway on April 16, Premier Christy Clark said: “British Columbia is at a crossroads, with two very different choices in front of us in this most important election in modern history.” She might be right. Then again, in some electoral districts, a third choice is emerging, with the B.C. Green Party slowly moving up in approval ratings. Whichever way you lean politically, the coming election has more potential for change than we’ve seen in B.C. in a long time. Not since 2001, when the New Democrats were decimated and left with only two seats after 10 years of ruling the province, have we seen this kind of potential for an ideological about-face. But that takes votes. In the 2009 election, the highest participation level was in the age range of 65 to 74 (72 per cent of eligible voters). The lowest came from those ages of 18 to 24 (27 per cent). Overall, just 51 per cent of British Columbians eligible to vote took the time to do so. In Greater Victoria, during the 2009 race, at least three districts saw fewer than 600 votes separate the winner and the runner up. In Saanich North and the Islands, where Liberal MLA Murray Coell has since retired, the count was closest with a mere 245 votes separating him and current NDP candidate Gary Holman. Does this mean Holman is a shoo-in this time around? Is Oak Bay-Gordon Head NDP candidate Jessica Van der Veen sitting on her laurels hoping she will just pick up those 561 votes she trailed Liberal MLA Ida Chong by in 2009? Not for a minute. These candidates and their B.C. Green, B.C. Conservative, B.C. Liberal and independent counterparts are all working hard to get your support because they know every vote counts. Not only that, the youth vote could be the deciding factor on May 14. Is this the most important election in modern history? You decide. What do you think? Give us your comments by e-mail: editor@vicnews.com or fax 250-386-2624. All letters must have a name and a telephone number for verification. It is my hope that by creating this agenda and posting candidate responses publicly, Greater Victoria voters can easily see which issues candidates support, before residents make the big decision on May 14. The choices we make at the polls will influence provincial decisions for years to come, and having a clear way of comparing where local candidates stand is essential. It is important to rally everyone to have their say and vote. Bruce Carter is chief executive officer of the Greater Victoria Chamber of Commerce.

looking to join the work force. We also need to focus on balancing the provincial budget, rather than taking money away from social programs to fund rising interest costs. Forty years of experience in business has taught me that too much debt is crippling. It scares me that the NDP have rolled out billions of dollars in new spending during this campaign, and their “every dollar is accounted for” rhetoric just isn’t credible because their antidevelopment attitude will reduce revenue at the same time as spending rises. There is truth to the adage, “Those who fail to learn from history are doomed to repeat it.” The NDP came to power in 1991 and governed the rest of that decade. Investment dried up
and economic growth trailed the rest of Canada. A low point came when the Edmonton Chamber of Commerce thanked the B.C. government for driving growth investment in Alberta. Glen Clark’s 1996-99 tenure as premier was arguably the most disastrous for B.C. and with Adrian Dix, Clark’s former chief of staff leading the province, I’d be very worried about history repeating itself. It took many years for the Liberals to repair the damage. During their time in government, North America suffered through a major recession and yet we now have a triple-A credit rating, higher than the U.S. government, allowing B.C. taxpayers the lowest possible interest rates. Have the Liberals done everything right? Certainly not.
The introduction of the HST by the Campbell government was badly handled. There have been other gaffes and ill thought out policies. While there is a natural inclination for people to vote to change long-governing parties, it’s important not to let the NDP sleepwalk to victory without thinking about which party is likely to create jobs and not burden today’s young people with a mountain of debt. I’m not asking that you agree with me, only that you think through the full consequences of your choice carefully. And then get out and vote on May 14. Gwyn Morgan is former president and CEO of EnCana Corporation and was formerly an advisor to Premier Christy Clark. He has retired to Greater Victoria.
townhome developments that were built two years ago and earlier still haven’t sold out, it should send a signal to the city’s planners that perhaps the market is getting saturated and there is no longer a shortage of places to live in the area. To keep handing out building permits serves only to exacerbate the glut of empty residential units already on the market and pushes those market values down: too much supply and not enough demand. This is unfair to existing homeowners who may be trying to move out of the area and are forced to sell at a loss. It causes all kinds of problems. Langford has grown by leaps and bounds since I moved here in 2005. One only has to look at the traffic congestion on our roads to realize the infrastructure has not kept pace with the housing development. It’s time to put a lid on residential building permits and let the market readjust to a
balanced state. Nobody likes to lose value on their property. Steve Jackson Langford
LETTERS Human trafficking prompts teen to write I am a minor, and am therefore the age that many youth have been trafficked in Canada into what some call prostitution. Internationally, the entry age into prostitution is said to be between 12 and 14. It is undoubtably the case that many of these underage prostitutes are being controlled and exploited by pimps, bawdy house owners or even family members. I have recently had the pleasure of getting to know Tara Teng, Miss World Canada. Her goal is to bring the issue of human trafficking and prostitution in Canada out of the shadows. I, too, can no longer sit by and watch these realities continue. As a teenage girl, I simply do not understand why the act of prostitution is legal in Canada and why the men who pay to sexually abuse women and children are TM
not being prosecuted. Unfortunately, the root cause of prostitution is the demand for commercial sex with women and children. The purchase of sexual services ought to be heavily criminalized, not the selling of sexual services. I do not believe that this “business” can ever be safe or beneficial for the prostitutes. I would like to see support given to prostitutes who are desperate to get out of this so-called profession. The abuse, rape and dehumanizing buying and selling of women in Canada are what I believe to be the worst possible actions one human being could do to another. The question that enters my mind time and time again is, why are these outrageous acts of injustice not penalized? I cannot imagine what these women, children and few men endure on a daily basis. The excuse that we simply do not know what is happening in Canada
regarding prostitution and human trafficking is no longer valid. I recently graduated from high school, yet I know the Canadian government has turned a blind eye towards prostitution. In light of the statistics and my own eager desire to see change concerning the issues around human trafficking and prostitution, I would like to see the Nordic model of prostitution law, which criminalizes buying sex rather than selling it, placed in the Criminal Code of Canada. A decision by the Greater Victoria Harbour Authority to use B.C. Transit buses for cruise ship passengers has transit drivers fuming. The GVHA awarded a one-year contract to Wilson’s Transportation Ltd. on Monday. Under the contract, six B.C. Transit buses will be driven by Wilson’s drivers and make runs between Ogden Point and downtown Victoria. The round-trip fare will cost tourists $10.

But Canadian Auto Workers Local 333 President Ben Williams said B.C. Transit likely violated its collective agreement by leasing the buses for private service without using B.C. Transit employees. “I cannot understand how an employer, with a contract that clearly stipulates it must consult with the union on any new work, would refuse to do exactly that,” Williams said. In a statement, B.C. Transit spokeswoman Meribeth Burton said a reduction in summer hours means unused buses are able to be leased to generate further revenue. “B.C. Transit has a provincial fleet of 1,000 buses. Six of those buses will be leased to the

It was not clear what type of buses would be supplied by B.C. The Boys and Girls Clubs of Greater Victoria has secured a last-minute venue for its annual gala fundraiser, after the leisure boat it rented was damaged during repairs. The Wild About Whales cruise was scheduled for May 4 aboard Orca Spirit II with 100 guests, but the vessel was damaged as it underwent its annual repairs in a Vancouver drydock two weeks ago. The organization will now hold its festivities at the Ward Room at CFB Esquimalt on May 11, thanks to strings pulled by retired rear admiral Roger Girouard, honorary chair of the event organizing committee. “We’re just trying to scramble and have a last push on ticket sales,” said Kate Mansell, communications director. The Wild About Whales rubber whale race is also scheduled for June 15 on the Gorge Waterway. For more information on gala tickets, email kmansell@bgcvic.org. dpalmer@vicnews.com

Quentin Kayne, director of food and beverage at the Oak Bay Beach Hotel, left, unveils a tribute to David Foster as Foster, his wife Yolanda, and hotel owners Kevin and Shawna Walker look on. The David Foster Foundation Theatre officially opened at the hotel last week.
‘Hitman’ honoured in Oak Bay Kyle Wells News staff
Amid a camera flash-heavy atmosphere, composer David Foster watched as a rope was pulled in the lobby of the Oak Bay Beach Hotel on Friday to reveal a tribute wall dedicated to the man and his successes. An acclaimed producer and philanthropist, the Victoriaraised musician known as “The Hitman” was at the hotel to officially open the David Foster Foundation Theatre and celebrate the partnership between the hotel and the foundation. It was Foster’s first trip to the
hotel since its opening last year. With wife Yolanda Hadid at his side, Foster shook hands with familiar faces and congratulated owners Shawna and Kevin Walker on their work. “It’s so rare to find two people that are as committed as the two of you are to everything we do,” said Foster. “I don’t think we can underplay the importance of what the two of you mean to this community and to our foundation.” The tribute wall features an autographed photo of Foster, along with framed showcases of three eras of his career. There is also a multimedia touchscreen on which guests can bring up

video clips of Foster and the music he has helped create over the years. It also has information about the foundation, which raises money to support the families of children who are receiving organ transplants. The money allows families to temporarily live near the hospital while their child is being treated, without having to worry about financial stress. A portion of the profit from every ticket sold for events at the theatre goes toward the foundation. Nearly $300,000 has been raised for the cause so far at the hotel, which committed to raise $2 million. editor@oakbaynews.com

The Victoria Highland Games are about more than just the caber or the keg toss. The games, celebrating their 150th anniversary this year in Victoria, are also seen as an event that honours arts, heritage and culture. “It’s a celebration of Scottish and Celtic arts and culture, which is not just the sports side. It’s also the music and the dance,” said Jim Maxwell, president of the Victoria Highland Games Association. “All the traditions of Scotland were brought here with the first Scottish settlers in the fur trade coming in the 1850s. “I think the catch of it all is all this pageantry and spectacle and music.” Thousands of people are expected to flock to Topaz Park on May 18 and 19 to take in the sights and sounds of everything Celtic. Maxwell promises this to be the biggest and best Highland Games yet, with national and international athletes competing in the heavy events, and a variety of performers – from dancers and singers to big bands – to keep the family entertained. “It’s a very emotional experience taking it all in. The sound of the bagpipe played well is rather passionate, the dancers in their kilts are impressive,” Maxwell said. “And then of course we have the pipe bands, individuals who are drumming and piping. We have some of the best in the world coming. It’s quite a high-quality event.”
His Royal Highness, Prince Andrew of Wales, will act as chief of the Games, presiding over opening ceremonies both days, and the closing ceremony on the Sunday. While the Highland Games happen over the Victoria Day long weekend, arts and culture events span the previous week, too. Tomorrow (Saturday, May 11), the Tartan Parade will take place downtown. Pipe bands, highland dancers, athletes and Scottish organizations will walk down Government Street from Centennial Square to the B.C. legislature beginning at 11 a.m. The bands will then perform on the legislature lawn, and dancers will perform the highland fling. On May 16, Canadian Celtic folk-rockers Spirit of the West perform at Sugar Nightclub (858 Yates St.). Opening for the group is the Greater Victoria Police Pipe Band. Tickets, $35, are available at Lyle’s Place (770 Yates St.) or at ticketweb. ca. “You want a family-oriented weekend of pageantry and spectacle? Come to the Victoria Highland Games and you won’t be disappointed, because it’s not just a band playing on stage, it’s the colour, the atmosphere that makes it special,” Maxwell said. “Everybody can feel the excitement and the passion and the professionalism and the culture. It’s quite an experience. I have people come up to me with tears in their eyes every year saying, ‘This is fantastic.’ That’s what we want everybody to see.” Advance tickets to the 150th Victoria Highland Games are available to purchase ($12 for adults/$10 for students and seniors) at The Strath, Vision 2000 Travel Group and Loghouse Pub Liquor Store. Belmont back in it Travis Paterson News staff
It’s been 18 years and counting for community coach Lloyd Powell who is on the verge of something big with the Belmont Bulldogs. The West Shore has had plenty of athletic successes in that time but not on the soccer pitch. Not like this. The Bulldogs won the AAA Lower Island high school girls soccer league for the first time since 1998 and played the Lambrick Park Lions in the Ryan Cup final for the city championship at UVic on Thursday. Results of the Ryan Cup final were past press time. Sisters Kristen and Marisa Livingstone both scored to help propel the Bulldogs past the Stelly’s Stingers 5-3 in Tuesday’s semifinal at UVic. The elder sister, Kristen, also a member of the Victoria Highlanders, is front and centre on the Bulldogs team. But the soonto-be University of Alberta Pandas soccer player is surrounded by a lot of talent, Marisa included, the coach said. “Kristen is exceptional and they’re both strong but we have lots of strong players,” Powell said. “It’s been a great season. We did well at the UVic tourney a few weeks back and could have done even better there. It’s a disciplined group of girls who play the way that we want them to play.” The Bulldogs took a 3-1 lead
early in the game but sat back and let the Stingers tie it up. Marisa and Maddy Yesaki scored for the Bulldogs in extra time as the Bulldogs regained the form that got them up 3-1 in the first place. Marisa also scored in regulation, as did Kristen and Kate Payter. Alix Yee, Frankie Chatwin and Nina Laflamme scored for the Stingers.

Bay Breakers in Tuesday’s Ryan Cup semifinal. It avenges Lambrick’s 3-0 loss to the Breakers in last year’s Ryan Cup final. Lambrick was the only AA team remaining in the Ryan Cup final four. Emma Entzminger scored twice within the first 15 minutes of the second half to put Lambrick up 1-0. But Oak Bay stormed back on a goal by Camille Van Tassel and nearly tied the game. It was a finish coaches Lauren Goodmanson and Melissa Orton, a pair of former Lambrick players, weren’t happy with. “Oak Bay took it to us and found another gear in the last 20 minutes, we were really fortunate we didn’t get punished,” Orton said. “I told the girls after the game, be proud of the fact we were able to hold them off but you don’t want to be the type of team that holds teams off. It’s not an easy feeling.” The Lions created several good chances in the first half but didn’t create as many opportunities in the second. It’s been another sizzling season for the Lions, returning to the Ryan Cup final, the city’s crossover tournament with A, AA and AAA schools. The Lions’ only loss so far was to the Glenlyon Norfolk Gryphons in the UVic tournament final. On Monday the Lions enter the AA Islands at Shawnigan Lake School.

From left, Lambrick Park’s Emma Entzminger and Oak Bay's Katie Hanson contest the ball in the air during the Ryan Cup semifinal at UVic. The Breakers, meanwhile, hope to bounce back from the Ryan Cup semifinal loss as the team enters the AA Island championships at UVic on Monday. “We’re constantly improving throughout the season and if everyone commits to playing at their highest level, we could have a very strong Island tournament,”
Growing their game Travis Paterson News staff
Women’s rugby has grown exponentially around the world in recent years. Now it’s catching up in Victoria, says David Crossley. The enthusiastic dad helped create the high school girls seven-a-side rugby league in Victoria this season. “There’s been girls rugby teams at high schools before but it was informal and now we’ve established an official league,” he said. Crossley’s daughter Caroline is a Grade 9 player with Oak Bay and has been playing since Grade 5. She also plays in the Castaway Wanderers youth girls program, of which players are sprinkled amongst the eight schools participating in this year’s school league. The season winds up on Monday (May 13) with a seven-a-side tournament at Oak Bay High. The tourney runs from 2 to about 5:30 p.m. with national team player Barbara Mervin presenting the winners trophies. A veteran of the Women’s Rugby World Cup, Mervin is still involved with national sevens program and is also a pioneering
entrepreneur in the budding industry that is women’s rugby. Through her company, Aptoella, Mervin designs and produces rugby gear specific to women. She had the idea first, disappointed in the heavy, cotton jerseys and uncomfortable rugby shorts she and her fellow athletes wore on the field. “Actually some of my products are sold to soccer and flag football players as well,” Mervin said. She attended the Pacific Design Academy in 2009 specifically to learn how to manufacture a new brand of rugby shorts for women. But so far the big seller has been the Attack-her shoulder pads. “I’ve sold about 200 of them so far, to places as far as the U.K., Sweden and New Zealand, but most sales are here in Canada,” she said. Mervin’s products will be on sale at Monday’s high school sevens tournament. On Saturday the Velox Valhallians, Mervin’s former team, host Burnaby Lake in the B.C. premier women’s championship final, noon at UVic’s Wallace Field. The UVic Norsemen play in the Div. 1 final at 2 p.m. and James Bay host Burnaby Lake in the premier men’s final at 4. sports@vicnews.com
coach Brent Garraway said. Three of Oak Bay’s leaders, Elise Butler, Jessie Collison and Katie Hanson, have been with the team for three years. “I would love to see them accomplish something special in their final year,” the coach added. sports@vicnews.com

Teens find success at the gym Travis Paterson News staff
From diving off the 10-metre tower to lifting 61 kilograms in the clean and jerk, Shaye Tudor is proving to be a quick study. Tudor, a Grade 8 student at Royal Oak middle school, finished second at the B.C. high school provincial championships in Olympic style weightlifting. The event was held in Surrey on May 4. Only Grade 12 student Simrin Sandhu of Lord Tweedsmuir secondary in Surrey was better in the 63-kilogram weight class. Not a bad start for Tudor, who turned 14 last week, and only got serious about weightlifting in February. “Tudor is not afraid. She is great at going after it and is not worried about only being (in Grade 8), but then she (also) jumps off a 10 metre tower, so I guess that speaks for itself,” said Jeane Lassen, Tudor’s weightlifting coach. IN MEMORIAM
IN MEMORIAM In loving memory of
Ron Douglas Sept 28, 1921-May 7, 2009
For my Dad, who spent much of WW2 high in the sky in a Lancaster, and was for most of my life, my role model and best friend. I miss him. Once I was young and handsome, gracefully able to reach to the sky, and dance in the wind, or curl my toes in the soft earth beneath my feet. But years went by, I grew old, my body no longer revels in the breeze, but groans and creaks achingly slowly to respond. My toes no longer feel the warm earth my body stiffens and contorts with age. The day has come for which I have waited so long, the chance to fly. One great flight to take, a journey of mystery without the pain that has been my life for far too long. I will lift my wings and once again feel strong, feel the wind lift my spirit and rush beneath before falling away into the shadows below. I can soar to the clouds above. Rising in freedom to join those who have gone before and wait with them for those who will follow. Charronne Douglas Johnston
I miss you so very much every passing day. You live on in our children, grandchildren and great grandchildren. Thank you for sharing 64 years and seven months of your life, with me. Betty.

Give them power. Give them confidence. Give them control.
GIVE THEM A PAPER ROUTE! A paper route is about so much more than money. These days kids want and need so many things. With a paper route they not only earn the money to buy those things, they also gain a new respect for themselves. They discover a new sense of confidence, power and control by having their very own job, making their own money and paying for their own games, phones and time with friends. All it takes is an hour or so after school Wednesday and Friday. And even better... there are no collections required.

Amarillo Texas for the epic journey Fred Partridge had planned more than 30 years ago. He and two of his brothers along with long-time friend Jason Dedrick will fly into Amarillo in May to drive the car home along the famous Route 66. Martin, the family’s patriarch, is amazed the car has been restored and looks as good as new. “In those days, you were lucky to get 10 years out of car,” he says. The black 1961 Dodge Dart Pioneer station wagon was originally ordered by the Selkirk, Manitoba dealer on speculation the local funeral home would buy it.

The Nissan Friend-ME:
Style and connectivity for China’s new generation Nissan has revealed its Friend-ME concept, a fourpassenger sedan designed for a generation with a very different automotive outlook. With an assertive, imposing exterior featuring boldly flowing sculpted lines, Friend-ME is a confident creature of the night, meant to be seen in bright city lights. The concept is applicable globally, but the genesis of Friend-ME was Nissan’s research into the aspirations of customers destined to emerge as the world’s largest single market
segment: the “B línghòu,” which is how around 240 million Chinese born in the 1980s are known. Specifically, Friend-ME addresses the social dynamics of Chinese men in their mid-20s. For a generation that grew up without siblings, leisure time shared with peers is treasured. This car asserts an imposing presence – solidity and flowing lines give it an edgy muscularity. With its exterior design, Friend-ME addresses a fine balance that middle-class B línghòu youth must heed. Friend-ME features a low and wide stance with short front

Cadillac ELR puts energy control at driver’s fingertips
Luxury coupe’s ‘Regen on Demand’ redefines the role of paddle shifters Metroland Media WheelsTalk.com
Paddle shifters take on new meaning in the Cadillac ELR, the brand’s first electric vehicle with extended range capability that goes on sale in early 2014. Unlike traditional performance vehicles where the steering wheel-mounted paddles allow drivers to upshift and downshift the mechanical transmission, Cadillac ELR’s paddle shifters enable the driver to temporarily regenerate energy and store it as electricity in the battery pack for later use. ELR’s “Regen on Demand” feature is unique to the compact luxury coupe and builds on Cadillac’s performance-bred heritage. To engage Regen on Demand, the driver simply takes his or her foot off the accelerator and pulls back on either the left or right steeringwheel paddle to begin regenerating electricity.
When engaged, Regen on Demand provides vehicle deceleration that is more than what a typical vehicle experiences while coasting, providing control and dynamic performance characteristics similar to downshifting in a manual-transmission vehicle. The feature does not bring the vehicle to a full stop. Releasing the paddle disengages Regen on Demand, allowing the vehicle to coast normally. The driver can engage and disengage Regen on Demand as desired and as traffic conditions allow. During regenerative braking, the system converts the vehicle’s momentum to electrical power and stores the energy in the T-shaped battery pack located along the centerline of the vehicle, between the front and rear wheels for optimal weight distribution. The pack supplies energy to an advanced electric drive unit capable of 295 lb/ft of instant torque to propel the vehicle. Using

only the energy stored in the battery, the ELR will deliver an estimated range of about 56 km (35 miles) of pure electric driving, depending on terrain, driving techniques and temperature.
Mazda celebrates KODO at Milan Design Week Mazda took part in the recent Milan Design Week to demonstrate its passion for beauty, as mirrored in the awardwinning “KODO – Soul of Motion” by presenting the KODO Chair. Mazda’s global head of design, Ikuo Maeda, joined two of his regional colleagues in Italy for the event to share inspiration with artists and creative professionals from around the globe. KODO was naturally the theme of the object designed by Maeda and his
team in Hiroshima, and unveiled in Milan. Rather than an automobile, the object was a provocative piece of furniture: the KODO Chair. Despite being a stationary object, the futuristic KODO Chair clearly exudes motion. Painstakingly crafted, there are distinct parallels between the chair and Mazda models incorporating KODO design, such as the ready-to-pounce,
forward-leaning stance conveying the sudden release of pent-up energy. There is also a beauty and precision in the chair and Mazda’s vehicles that KODO’s designers see as capturing the true spirit of Japan. The KODO chair was unveiled at the Mazda Con-Temporary Space, a special venue set up by Mazda in Milan’s fashionable Zona Tortona district for the company’s design week festivities.
As part of Milan Design Week, Mazda unveiled a KODO Chair, inspired by the KODO styling used on the new Mazda6.
