Mayor Walter Jakeway misinterpreted a surplus in last year’s budget prompting him to say council needlessly increased taxes last year. A city surplus revealed by auditors at last week’s council meeting does not represent available cash to lower property taxes, according to city auditors. Brad Piercy, an accountant with Meyers Norris Penny (MNP), told council that, in 2012, the city’s expenses were down by about $5 million, and the city has more assets than debt. He praised council for lowering its debt to $6.08 million – the lowest he had ever seen – and acknowledged that the city had a surplus of $3.69 million. “The auditors noted significant improvement in both the audit process and the city’s financial management, but unfortunately, an item called ‘annual surplus’ has been misinterpreted by some people – including the mayor,” said Coun. Andy Adams, council’s finance liaison. “It needs to be clarified that what’s called a ‘surplus’ does not represent real dollars available to be spent on general city operations.” The confusion began last week, when Jakeway approached local media about the surplus and his comments were reported elsewhere. “Tuesday night at council, the external auditor officially confirmed that in 2012 the city had a surplus of $3.69 million,” Jakeway told the Mirror. “The problem is, the city raised taxes 13.6 per cent on residential properties in 2012 which is equal to $2 million. no reason to raise taxes at all. The surplus is far bigger than the tax increase.” Jakeway said his call for a tax revolt last spring to protest such a large tax hike, was validated by the surplus. But Piercy said the surplus is money already spoken for. “The calculation of annual surplus is complicated, and in this case does not represent excess tax money or cash available for the city to spend without looking at capital projects first,” Piercy said. The surplus is money to be carried forward into the 2013 budget to complete capital projects. “Some projects were underway, but not completed in 2012, and, in accounting terms, when we calculate funding set aside to finish these, it’s included in what we called a surplus,” Adams said. “Council voted to dedicate money for capital projects to improve local infrastructure, and once contracts are awarded, the funds can only be used for that work.” Adams explained that because

some projects were delayed, less money was spent in 2012 than anticipated but regulations stipulate that the leftover water and sewer funding is not eligible to be used for general expenses, and can only go towards operations and projects related to sewer and water. But on Tuesday morning, Jakeway said he stood by his original comments. “I expected others to react to my comments, that is why I stated ‘yes, there are reasons/excuses for the large surplus, but the statements by the mayor calling for a zero per cent tax increase (in 2012) were unconditional.’ When taxpayers pay their annual taxes or service fees each July they don’t care whether the taxes are used for capital, operations or whatever,” Jakeway said. “The tax money is not segregated, based on its due end. “The taxpayers expect the budget and the annual spending activities to be juggled efficiently to minimize the need for tax increases. I do not believe that

Meanwhile, City Manager Andy Laidlaw has been fielding calls from citizens led to believe that taxes did not need to be raised because of the surplus, which Adams compared to an income tax refund. “To put it in a more simple context, if you are a home owner and you receive an income tax refund in May, your bank account shows a ‘surplus’ for a few months, but in July you receive your property tax bill, so the so-called surplus was never really there as there were known expenses that needed to be covered,” Adams said. “The same situation applies here for the city, only on a larger scale, in that council, as a whole, already has endorsed and approved expenses for projects that have yet to be completed.”

Mothers who lost children to take a walk to remember Kristen Douglas Campbell RiveR miRRoR

Four Campbell River women are dealing with the grief of losing a child in the best way they know how – by keeping their children’s memory alive. Barbara Swanston was heartbroken after her son Terry took his own life in August, 2010 in the grip of a deep depression. She turned to a local support group, Compassionate Friends, where she met and bonded with Barb Kozeletski, Josie Laslo and Lillian Woods over the loss of their children – two to suicide. “Barb and I lost our kids pretty close to each other and we connected over that,” Swanston says. “Barb, Josie, Lillian and I started talking and we felt like we wanted to be able to do something to keep our children’s memory alive.” The women, along with the help of Laslo’s daughter Christina Laslo, discovered Defeat Depression, a Canada-wide walk to help raise awareness of mental illness.

“We thought maybe we could look into doing something like that,” Swanston says. “We went online and saw that their goals were aligned with what we wanted to achieve.” For these four women, that goal is to erase the stigma surrounding mental illness – a stigma so strong that Swanston’s son Terry refused to seek

professional help despite encouragement from those closest to him. “People don’t go for help because of the stigma,” Swanston says. “I know my son didn’t go for help because of the stigma. When his wife and his friends, one of whom was a social worker, tried to line up help for him, he wouldn’t. “We tend to think a

mental illness is something people have control over, that sometimes it’s their fault, whereas a physical illness we’re much more compassionate about,” Swanston adds. “There’s a lot of fear around mental illness, there’s a lot of fear around admitting you have a mental illness because it’s seen as a sign of weak-

ness. We rally around physical illnesses, such as cancer, but we shy away from mental illness and really it can happen to any one of us.” Defeat Depression is about communities and families coming together to take on and defeat the negative stigma around depression and other mood disorders. Campbell River’s event

will be one of the few that is community-driven. “We’re just trying to find our way,” Swanston says. “Most events are organized by mental health organizations, only three or four are organized by people in the community like us.” But already lo cal groups are on board. The Campbell River branch of the BC Schizophrenia Society as well as the Campbell River Beacon Club, which helps adults with mental illness, are both in support of the Defeat Depression event. On the day of the walk, participants can make donations directly to both organizations. Participant pledges for the walk will go towards the Mood Disorders Society of Canada, an “incredible organization” according to Swanston that helps those affected by mental illness. The Defeat Depression walk takes place Sunday, May 26 at 11 a.m. starting at Robert Ostler Park near the ferry terminal. The walk follows along the Island Highway up

to Sequoia Park (across from the museum) and back to the ferry terminal. Those interested can register for the walk online at www.defeatdepression/campbellriver or register the day of the event at 10:30 a.m. T-shirts are available online or at the walk for $15, with proceeds going to the Mood Disorders Society. “If we get even 50 people, I will be thrilled,” Swanston says. “Really what we’re looking for is people to come out and participate and raise awareness by getting some community involvement.” And this is just the first of what Swanston, Kozeletski, Laslo and Woods hope to be many more events to come. “The group is just keeping our eyes and ears open for what will be the next step for what we’re trying to accomplish and that’s opening people’s hearts,” Swanston said. “This is just a launching event. We want to do more, we just don’t know what yet.”

Driver’s sister hopes families can heal after tragic accident in Surrey Paul Rudan Campbell RiveR miRRoR

A Campbell River woman hopes two families can begin healing in the aftermath of a horrific Surrey traffic accident that killed five members of the same family and ultimately led to her brother’s death too. More than 200 people attended last Saturday’s funeral in New Westminster for Daniel Gore. The 46-year-old Surrey man was behind the wheel of a van on April 28, when it sped through a red light and collided with a car killing five members of the Sachdeva family of Surrey. Gore was on his way to work at the time and barely survived the accident. Then, a week later, died following surgery to remove a non-malignant brain tumour, only discovered after the accident. “He never knew the result of the accident… it would have destroyed him to know,” says his sister, Leslie Kaardal of Campbell River. According to Kaardal, it is believed Gore suffered a seizure or blackout brought on by the tumour seconds before the accident. Gore barely survived the crash. Kaardal says paramedics on scene saved his life by having

him airlifted to Royal Columbian Hospital where he was revived three times after his heart stopped. It was only later, as doctors checked a brain scan, when they first detected the tumour. Kaardal says her brother asked about the people in the car, but wasn’t told the terrible reality because of his unstable condition. “He was a teddy bear of a man who cared so much for everybody,” she says, wiping away tears and then smiles a little as she remembers what type of driver he was, “He was a grandpa driver.” Ka ard a l s ay s t he Sachdeva family and the public should know this was a tragic accident, and her brother Danny was a caring man, who raised two great children and volunteered coaching kids hockey for many years. Woman killed in Merville crash A 29-year-old woman died in the early morning hours of May 10, in a single vehicle crash in Merville. Comox Valley RCMP and emergency crews were called out to the accident scene in the 7300 block Island Highway north at 3:37 a.m. There they found a vehicle in the ditch beside a tree. The driver, the only person in the vehicle, was pronounced dead at the scene. Police did not say where she was from. The Comox Valley traffic section, along with a collision reconstructionist, are continuing the investigation.

Time to roll up your sleeves So, it’s all over but the crying. Actually, it’s hard to imagine anyone has been worked up enough about this year’s provincial election to cry, although party diehards on either side will be shaken up by the result, whatever it may be. But we go to press before the polls close and come out on the street after everybody has gone to bed. But our companion website was on the scene as the

Whatever the results, this had to be one of the most sedate election campaigns we’ve seen in British Columbia. It was certainly the case in the North Island riding. Very few fireworks and no raging issues dominated the headlines. What does that say about our riding? It’s difficult to tell. Of course, provincial issues are North Island issues. We’re as concerned about economic development, tanker traffic, honesty in government as much as anybody in the province. Perhaps no candidates really managed to capture North Island concerns enough. In the Campbell River

area, in particular, we’ll still be focused on finding ways to generate jobs in this region. We will still be wrestling with how to accommodate salmon farming in a climate of misinformation and competing scientific claims. We are left wondering if forestry can ever become the mainstay it once was. And we will continue to worry whether our young people will be able to work in this highly liveable region and raise their own families and realize their dreams without having to move or commute to Alberta. Congratulations winning candidate, if your tears are from the joy of victory, dry your eyes and get to work. Now your real job has begun.

It’s time we took on Alaska as a cruise destination

“This is what we’re competing against,” my wife said as we walked a trail in Icy Point Straits, Alaska. “This” involved an old cannery converted into a museum, gift store and restaurant. Outside, the metallic grating sound of a sky-high zip line whisked riders down to the ground from a mountainside – for the price of $50. It was all a new port of call for our cruise ship, the Celebrity Century, near the town of Hoonah, Alaska. This out-of-the-way place had managed to convince cruise lines to stop in and take advantage of the usual coastal shore excursions: whale watching, kayaking, flightseeing, eating and, of course, t-shirt buying. Campbell River’s efforts to be a port of call involved the same sort of setting.

The same off-ship excursions, even the same quality of scenery. What we can’t offer is the right location. We’re too close to the beginning of the Alaska run to entice cruise ships to stop. Thus, our cruise ship terminal sits currently unused. One of our other ports of call during our cruise to Alaska last week was Ketchikan, Alaska. Now, I hate to be mean but frankly, Campbell River has everything that Ketchikan has and more. Except the dumpy backstreets and run down lots. But what Ketchikan has is it’s in Alaska and sits at the end of a day’s cruising up the coast of British Columbia. Our cruise, like all the others, raced past the coast of B.C. as fast as it could to get to Alaska to poke around various

inlets and coastal towns. The penultimate point of our cruise was the Hubbard Glacier which was, quite frankly, spectacular. A worthy destination. As for the rest of the tour, don’t get me wrong, it was nice and the ship and its tour amenities of shows, food, activities and more food was great, but other than being in Alaska, it wasn’t a whole lot different than B.C. Which is the challenge. In order for us to have a cruise industry, we need to market ourselves as a destination and not as a stop on the way to Alaska. And why can’t we? “Canada!” looks just as romantic and mythological on a poster as “Alaska!” I kept thinking we need to have some cruise company brave enough to

develop a cruise tour around Vancouver Island and even part of the central coast. Include Haida Gwai and you have as spectacular a tour as anywhere. The ancient village of Ninstints – a World Heritage Site – would make an amazing penultimate stop (google it). Campbell River and Nanaimo both have cruise terminals. Alternate between them as stops in a circumnavigation of Vancouver Island before heading to see the land of the “Spirit Bear” on the central coast or the Bears of Bute Inlet near Campbell River. Developing this as a destination would take time. You can’t just be in it for one or two seasons. And of course, you’d be competing against Alaska. Bring it on.

City staff presented council with a report outlining the financing options to complete the project which includes an artificial turf, upgrades to the parking lots off Merecroft and South Birch, utilities and drainage, upper walkway and lookouts, paths/trails, spectator spine/bleachers and all hard and soft landscaping. Laura Ciarniello, the city’s general manager of corporate services, said the work is estimated to cost $4.88 million. The amount available in the city’s 2013 budget is just $1.57 million, which leaves the city with a shortfall of available cash. Ciarniello said council is leaning towards a financing option that would see the project “funded through short term, five-year Municipal Finance Authority (MFA) debt with principal and interest payments being funded through an increase in the Parks Parcel Tax,” Ciarniello said in a report to council. City staff is proposing the city borrow $813,500

over five years – a period of time which would avoid a $50,000 referendum – and pay it back by raising the Parks Parcel Tax for taxpayers. Staff suggests council make up the rest of the project funding by borrowing from the city’s own Fixed Asset Replacement Reserve. “The borrowing of $3.3 million, from a combination of MFA and the Fixed Asset Replacement Reserve will require increases to the Parks Parcel Tax in each of the years 2014-2018 to meet the principal and interest payments over the five years,” Ciarniello said. The Parks Parcel Tax is set at $50 for each of the years between 2014 and 2018 but city staff is proposing it be raised to $95 in both 2014 and 2015, and to $77 each year from 2016-2018. Ciarniello said reallocating Parks Parcel Tax funds to the Robron project will result in the tax being oversubscribed by thousands of dollars in four of the next five years. Ciarniello said as a consequence, “staff will require input from council as to which projects will be delayed or will be cancelled to ensure that the parks parcel tax is not over subscribed.”

Robron Park has been a controversial topic for years. In 2008, a city referendum seeking elector support for borrowing money for Robron and a new entertainment centre was defeated, however, phase one of the project (outdoor lacrosse box, relocation of tennis courts and a new playground) was completed. Phase two and three have been bounced around by council since then. Last year, the city applied for funding from the province’s Community Recreation Program to complete the final phases only to months later withdraw its application to instead support the Strathcona Regional District’s application to the same program for arena improvements at Strathcona Gardens. Coun. Andy Adams brought Robron back to the council table during this year’s financial plan meetings in January, after the city’s Strategic Parks Plan sur vey showed Robron as the public’s number one parks priority. The survey was completed by 644 people and was not statistically valid as it was self-selected, meaning people chose whether they wanted to take the online survey.

Following last year’s junk yard success, the Hospital Foundation is resurrecting its Scrap Metal Challenge fundraiser for another year. The contest among businesses to see who can collect the most scrap metal for a chance at the coveted, welded kitchen sink trophy runs for the month of June. Stacey Marsh, executive director of the Campbell River Hospital Foundation, was overwhelmed by how well the contest was received last year. “Just over $18,000 was raised in that onemonth period and through the community bin on Dogwood (at the city’s operations centre) it was about, I

think $1,000 that was dumped approximately three times,” Marsh said at last week’s council meeting. “The community just embraced the idea of saving their scrap metal and bringing it in for the hospital.” The money raised last year during the Scrap Metal Challenge went towards the purchase of an electrosurgical unit for the endoscopy department at the Campbell River hospital. This year, funds will go to help buy a laser for the ophthalmology department. “That piece of equipment is just over $130,000 so we would really appreciate any support,” said Alana Caldwell, events man-

ager for the hospital foundation. Marsh said deciding which pieces of equipment the foundation will fundraise for is a collaborative process. “The larger pieces, like the electrosurgical unit or the laser, we receive a capital improvements list from VIHA (Vancouver Island Health Authority) and on it might be a dozen or so pieces of equipment that have been approved for purchase for that fiscal and we take it and in conjunction and partnership with the (hospital) directors and department heads at our hospital they decide the priority of what fits best for Campbell River Hospital,” Marsh said. City council and businesses who competed in

the Scrap Metal Challenge are already on board for the contest this year. Council agreed Tuesday night to put an ABC Recycling bin once again at the Dogwood Operations Centre. Dave Morris, the city’s general manager of facilities and supplies, said the city would be glad to put a bin back in the same spot as last year. “The location was excellent for the city and was a huge success and we’d be happy to do it again,” he said. Finning was the winner of last year’s Scrap Metal Challenge and the company got to keep the coveted trophy for one year and will forever have its name etched on the award.

Fiddle fanciers’ delight continues

spring season of Gardeners Green folk music events focussing on the fiddle will continue with a house concert, on Saturday, May 25, with Calvin Cairns from Victoria, another true master of the instrument. Cairns will be sharing the stage with Irish guitarist and bouzouki player Paul O’Brien. You may already be familiar with Cairns from some of his previous adventures. In the late ‘70s and early ‘80s he began his musical theatre career as part of the Caravan Stage Company, touring North America in horsedrawn wagons, and he has since written, performed and directed for numerous theatre companies. As a member of Canadian folk institution Stringband, Cairns toured extensively in Canada and all over the world, including Russia

and Eastern Europe. But he is perhaps best known for his hugely popular band The Romaniacs, wherein he combined his Ukrainian background with other Eastern European folk, gypsy jazz and pop influences to create a unique style of ethnofusion. This non-stop tongue-in-cheek polka party played at every major Canadian folk music festival, performed with the Halifax and Thunder Bay symphonies, and recorded two albums. Cairns has also performed and recorded with Stuart McLean’s Vinyl Cafe, The Bills, Connie Kaldor, Spirit of the West, and Bob Bossin amongst many others, and even played with Pete Seeger at the Orpheum Theatre in Vancouver. In the mid ‘90s, Cairns began living and teaching on Vancouver Island, and he currently

teaches folk fiddling at the Victoria Conservatory of Music. He regularly travels to teach fiddle in remote First Nations communities of B.C. and the Northwest Territories. He plays in the Victoria Civic Orchestra and continues to work with the Caravan Stage Company during the summer. And somewhere between all this, he has managed to find time to come to Merville to give a concert. Meanwhile, Paul O’Brien immigrated to Canada from Ireland in 2003, although he still tours regularly throughout Europe and the British Isles. He comes from a musical family and he has been playing and performing since childhood. Besides being a master of Celtic instrumental music, he has a big repertoire of Irish songs as well, so there will no doubt be

Shirley Anne Wood of Campbell River, B.C. was gathered by angels to go to her Heavenly Father on May 3/2013. Shirley leaves behind her daughters; Laurie, Yvonne (Raulie) and sons; Brian (Darlene) and Vincent as well as many grandchildren, nieces and nephews and great grandchildren. She also leaves behind her sister Dorothy (Howard) and brother Albert (Pat). Shirley was born in North Bend, B.C. and moved to Kamloops, B.C. where her children were born and raised with many fond memories. She loved playing the piano and organ which she did without being able to read music and sometimes entertained residents at the Cumberland lodge and Yucalta Lodge (which was her residence at the time of her passing). She will be lovingly missed by all her family who take great comfort in knowing she is with her Lord and Saviour Jesus Christ whom she has wanted to see all of her life; a good and faithful servant. She will remain in the hearts of those she loved so dearly. Special thanks to the wonderful nurses on the 3rd floor north and Dr.Jacobs, at the Campbell River Hospital who made this time so precious for Shirley and her family, as well the nurses and staff at Yucalta Lodge for all the years of taking care of her. A funeral was held May 6/2013 at the Elk Falls Cemetery at 1:00pm.

Park plans scrutinized What’s in store for the playground at Centennial Park? A public open house on today, 7-9 p.m., at Sportsplex will present two conceptual designs for upgrades focusing on a natural playscape and a multi-sport court. “Planning for the upgrades began with two focus groups providing input into the current state and uses of the park and their ideas for potential improvements,” explains Lynn Wark, the city’s parks project supervisor. The first focus group was Grade 6 students from Phoenix School who are frequent park visitors. The students described how they use the park now, what kinds of other opportunities they’d like to see and then they got a chance to help design the kinds of natural elements they would like to see included in a natural playscape. The second focus group included stakeholders with special interests in the park and local childcare providers who specialize in children’s needs. This group explored a three-dimen-

sional model of the park and discussed park use, opportunities for change and ideas for enhancements. Both focus groups demonstrated strong support for a multi-sport court, with a high desire for basketball and ball hockey space. “ T h e c on c e pt of enhanced play space with the addition of a natural playscape was extremely well-received, especially by the students and childcare providers,” Wark says. “Unstructured play spaces that integrate natural elements are now recognized as powerful – some research suggests critical – in assuring children’s physical and mental health, and intellectual development,” says Joyce McMann, Family Place Coordinator for Campbell River Family Services Society. “As backyards get smaller and public neighbourhood spaces increasingly groomed, a trend back to natural play space is a vision to celebrate for a child-friendly community. The City’s initiative to think about playgrounds in a much

broader way than ‘simply play equipment outside’ is very exciting.” C entennial Park upgrades will be funded through a combination of a Community Infrastructure Improvement Fund (CIIF) grant worth $225,000 and $225,000 from the City’s Parks Parcel Tax. The 2006 Strategic Parks Plan placed a high priority on replacing deteriorating playgrounds in city parks. The plan recommended developing a playground renewal program, to replace playgrounds at the end of their life cycles, which is 15 years on average. Centennial Park playground equipment reaches the end of its 15-year life cycle and is due for replacement in 2013. Leila and Gary Hartford credit Bike to Work Week for helping motivate their family to ditch the car and ride their bikes. They have always tried to live healthy lives and be physically active, but were struggling to make the transition to bike commuting and relying less on the car. Bike to Work Week including allowing the family to celebrate with their community and helping them to choose biking over driving as a lifestyle. “Bike to Work Week had us biking in the rain – a reality in Campbell River. It motivated us to bike when we were tempted to take the car,” Leila says. At times, the process seemed daunting, but once on the bike, everything was great.

The Hartford family are converts to the benefit of Bike to Work Week.

“The hardest part was always getting out the door,” she says. In the last year, the Hartfords have made a bold move from being a two-car family to having a single vehicle. And they have no regrets. As their seven-year-old son puts it so eloquently: “It’s super-good to bike to work, school and daycare because it’s good for the earth, and you get stron-

ger at the same time.” The Hartfords still use their car, but, whenever possible, they commute by bike – and Bike to Work Week motivates them to stay on track and commute by bike at times they might choose to drive. Welcoming communities program combats myths about immigrants

ow are Campbell River and Barcelona, Spain alike? The answer is revealed in Campbell River’s 2013 Welcoming Communities Program. Welcoming newcomers is important to both communities, and Campbell River is accessing Barcelona’s anti-rumour program through its own programs, the MythBusters Action Team and MythBusters — Learning More About Newcomers. The purpose of the project is to end stereotypes about immigrants, combat discrimination with facts about immigration and increase cross-cultural communication in Campbell River. The campaign runs from May 2013 through March 2014. Last year, the Immigrant Welcome Centre ran a MythBusters marketing campaign, designed to combat

myths about immigration with facts, shared through newspaper and bus advertisements. The campaign was so successful it is being renewed for over 40 weeks and will continue to run until March 2014. In addition to the marketing campaign, the Immigrant Welcome Centre is also coordinating the MythBusters Action Team, in which Campbell River residents can become MythBusters agents by using practical skills to respond to discrimination in the community. The program involves three free courses starting in June. Course topics include anti-discrimination response training, cross-cultural communication and breaking stereotypes. In addition to receiving a certificate after completing each workshop, agents will receive a pin as recognition of their com-

mitment. Outstanding agents will be presented an award in March 2014. City Councillor Andy Adams, the MythBusters Action Team Ambassador, said, “The City of Barcelona was very progressive in their strategy to build a more welcoming community. With newcomers coming to Campbell River from all parts of Canada and the world, there are opportunities to grow our tourism industry and showcase businesses to investors looking to Campbell River as a place to invest, live, and add to the cultural fabric of our community.
