Issues too important to sit back Black Press Guest Editorial
By now, you are probably getting a little tired of hearing about the upcoming election. With near daily releases of new polls monitoring the performance of the two main parties, it can seem like the election campaign has been going on for two years, not just the few weeks since the writ was dropped in mid-April. Those polls make an election seem more like an extended horse race, but they do provide fodder for water cooler conversation. For instance, at one point it looked like the NDP would take the province in a landslide. But as election day, May 14, draws nearer, the NDP’s double-digit lead is evaporating. And in Penticton, Liberal candidate Dan Ashton is in a closer race than many expected with the NDP’s Dick Cannings. In the end though, polls aren’t that useful. They don’t — and shouldn’t — tell you which way to vote. But sometimes, when one candidate or another is leading, polls can mislead people into thinking they don’t need to get out there and cast their own ballot. Perhaps that’s one of the reasons for the low voter turnout we see in Canadian elections — voters are convinced their vote won’t count. Or it might be apathy, or a feeling that there is no hope to make a difference. We’ve said this before, in other elections and this one. Still, it’s common to see as little as 50 per cent of eligible voters turn out to vote. We did a little better in the last election, with close to 54 per cent getting out to cast their vote. Get out there and cast your vote. No matter what else, there is only one winner at the end of election day. It might be your candidate, or it might not. But as long as you get out there and vote, nobody around the water cooler can say you don’t have a right to engage in Canadians’ favourite pastime of complaining about the government.

KELOWNA, B.C. May 10, 2013: FortisBC has received 72 hour strike notice from the International Brotherhood of Electrical Workers, (IBEW) local 213. There is no job action taking place at this time and all FortisBC services are operating as usual. FortisBC and the IBEW 213 have agreed on an essential services order that was issued by the BC Labour Relations Board. Essential services are those the Labour Relations Board considers necessary or essential to prevent immediate and serious danger to the health, safety or welfare of the residents of British Columbia. FortisBC has been in bargaining since early January 2013, and did present an offer to the IBEW 213 that provided market-competitive general wage increases. FortisBC is not proposing concessions to employee wages, benefits or pensions. As always, FortisBC’s main focus is on the ongoing safety of its operations and the public, while ensuring a reliable supply of electricity to our customers and has a contingency plan in place to deal with various forms of job action. The current contract with the IBEW expired January 31, 2013. The IBEW 213 represents approximately 225 FortisBC employees working primarily in electric generation, transmission, and distribution occupations such as power line technicians, electricians, and system power dispatchers.

First medevac for Hayes Creek Volunteer fire Department On May 10, Hayes Creek Fire Dept. was involved in their first helicopter Medevac. A 51 year old female suffered a collapse with spinal and chest pain and was airlifted from Link Lake to Kelowna General Hospital... Good results. Special thanks to local residents and Hayes Creek members Janet and Brent Fraser who are also BCAS paramedics.

Be prepared and safe while on the water Police are bracing for the upcoming long weekend, which historically has been a deadly time. Not just the roadways, but waterways have been areas of heartbreak to the families of those who say they don’t need to wear a lifejacket. A 16 year Transport Canada study by the Office of Boating Safety reveals some pretty embarrassing facts about those who use the waterways for recreational purposes. “It is astounding to note,” the 2010 report reads, “that in exposure to boating, where the most frequent injury incidents involve capsizing and falling overboard, non-swimmers and weak swimmers continue to boat without a floatation device, and drown as a result.” Search and Rescue personnel know all too well that even consummate swimmers have great difficulty putting a lifejacket on once they’ve fallen in the water, especially when it is as cold as the water usually is in Canada. The added issue of cold water shock is that sudden exposure triggers an automatic gasp reflex that causes people to suddenly inhale a litre or more of icy water. Without a lifejacket properly fastened, death is moments away. Stiff penalties aim to curb impaired boaters What the experts find particularly astounding is that boat operators feel perfectly confident boating under the influence of alcohol. A Red Cross study found that 37% of boaters in Canada drink alcohol every time they boat. About 66% of boaters admit to partaking sometimes. What most don’t realize is that almost half of all boating fatalities are alcohol related. The consequences have been so serious that both federal and provincial statutes exist to try to slow
down alcohol related tragedies on the water. Any vessel operator caught under the influence can lose boating privileges, and in the province of Ontario, vehicle driver’s licences can be revoked for a year, upon conviction, where the person’s blood alcohol concentration exceeds the .08 threshold. Alcohol is often called ‘false courage.’ Interestingly, the mind numbing effect that alcohol has on boaters can be almost doubled by sun, wind and waves. In an experiment called the Drinking and Boating Test, a mixed group of boaters were selected to manoeuvre through a challenging obstacle course before and following consumption of alcohol. Even after minute blood levels of alcohol were acquired, participants knocked into dummy people appearing in the water and they frequently failed to negotiate throughways. One participant in the experiment said she was surprised at what she couldn’t do after just a little alcohol. “Your perception, your brain, nothing is working and nothing’s really quick, you’re not quick on the draw like you normally are when you’re sober,” she says. Safe Boating is No Accident Other factors affecting boater safety that police will be checking for this long weekend, which is also the kickoff of North American Safe Boating Awareness Week, include proper preparation (charts and appropriate safety equipment on board), Pleasure Craft Operator card for the operator, a safe number of occupants for the vessel and safe operation (taking into consideration weather and observation of boating rules). To view the Drinking and Boating Test video or to find out what you need to be in compliance with your particular craft, visit the website www.smartboater.ca

Prior to the regular meeting of Council on May 6, 2013 a Public Hearing was held in order to consider proposed Official Community Plan Amendment Bylaw No. 870, 2013 (Boundary Extension) and Official Community Plan Amendment Bylaw No. 875, 2013 (Overwaitea). Properties that were once part of The Regional District of Okanagan-Similkameen, but were brought into town with the Boundary Extention were placed into the Low Density Residential (LR) land use category; 20 parcels in the Airport Road area were placed in the Country Residential (CR) land use category; 10 parcels in the Jacobsen Road area - (CR) and industrial lots in the East Princeton area into the Industrial (I) land use category. Official Community Plan Bylaw No. 808, Amendment (Overwaitea) Bylaw No. 875, 2013 is to correct a previous error with the plan. The former Overwaitea store had been placed in the “Administrative/Institutional” land use category and should be placed in the “Town Centre” land use category. As there were no petitions, delegations or letters sent in to speak against the amendments, they each received third reading during the regular meeting of Council. A 23 page report containing the Building Condition Assessment of the Princeton Court House prepared by David Nairne & Associates Ltd., was released during the May 6 meeting of Council. The report states that the Court House building located at 151 Vermilion Avenue is in “fair overall condition.” However, the building requires, building envelope repairs, structural, mechanical and electrical upgrades as well as environmental remediation. In 2003, the Town of Princeton acquired the Court House building for the sum of $112,000. The “purpose-built” two-storey wood fame building was constructed in 1929/30. The annual operating cost is approximately $12,220. Current usage exists of a few days per month to house Provincial Court. The estimate provided to bring the building up to code to serve as Town Offices (proposed by Council at an earlier date) would be approximately $791,000, not including the costs of moving or new furnishings. In his report to Mayor and Council, Interim CAO Bob Wilson states, “ In my view, I don’t see the economical value in spending that amount of money on a building that is 85 years old.” “I think Council would be wise to continue to investigate options of a building specifically designed and constructed as a Town Hall,” he added. A motion made by Councillor Marilyn Harkness and seconded by Councillor Jason Earle in agreement with Staff recommendation will see the Town cease all future capitol expenditures on the building; release the Building Condition Assessment to the public; look at the possibilities of putting it up for sale and invite public comment on the future of the Court House building.

In Loving Memory Of Ethel Rose HANIK May 11th 2003
(Ten years on Mother’s Day) We thought of you with love today. But that is nothing new. We thought about you yesterday. And days before that too. We think of you in silence. We often speak your name. Now all we have is memories. And your picture in a frame. Your memory is our keepsake. With which we’ll never part. God has you in his keeping. We have you in our heart. Golden Wedding Anniversary Thank You, Our family out did themselves on the 20th of April. They put on a real nice dinner and dance for our 50th wedding anniversary. We would like to thank all the friends, cousins, family from Manitoba and the aunts and uncles who came to celebrate with us. We thought were walking into some high and mighty dinner hall, with all the decorations and food that was served. Special thanks to Heather, David & Quinn for the food. To Kelly and Lance for giving up your weekend, and helping Heather & David. To Tracie Model our niece, for the lovely music. To Tom, Lori, Cody & Sierra for helping with the decorations. To Kathy, Mike & James for all the picture taking. We will be waiting to see those someday. We hope everyone there enjoyed themselves. Things are getting back to normal now that the company has left and arrived home safe. Good Times Had By All. Thank you again for some beautiful memories. Donna & Bill
