Dangerous - Black smoke billowed from a relatively new red Ford F150 pickup truck that was destroyed by fire after becoming stuck in a vacant field and igniting tall grass east of Walmart and north of Lighthouse Pointe, Sunday evening. Firefighters were quick to respond to the fire and managed to contain burning grass around the truck to a small area. A fire ban continues in Sylvan Lake, Lacombe and Red Deer counties and some of the summer villages.

Tattoos, head shave raised almost $9,000 for cancer group by Steve Dills Sylvan Lake News

Tattoo artists at Soul Case Tattoo in Sylvan Lake were extremely busy Saturday during a marathon fundraiser. They volunteered their time and did more than 70 tattoos, working until 1 a.m., to assist former Sylvan Lake resident Marianne Stange and her friends raise money for Kids C ancer C are Foundation of Alberta. The marathon raised $6,300 of the almost $9,000 collected during Stange’s initiative. After watching the daughter of a family friend lose her leg to cancer, Stange decided to raise money to aid the fight against cancer by shaving her head and also donating her hair to children who have lost theirs. “I’m nervous when I think about losing my hair,” she said. “But when I think about the little girl I know who has just lost her leg, or

about the thousands of other people who are affected by cancer each year, I feel privileged to be able to provide a wig for some brave child battling cancer. I hope that through my efforts I can not only raise money to help the fight against cancer, but also inspire others to join me in supporting this worthy cause.”

Now an administrative associate at Western Financial Group in Lloydminster, she had half her head shaved at their office last Thursday. Then Saturday night at Cities Gastro Pub in Sylvan she relinquished the remainder of her long locks. She arranged for her hair to be sent to Locks

of Love, a non-profit organization that provides hairpieces for young people in Canada and the United States. Joining her to have their heads shaved Saturday night were Robbie Yates, Chastity Graham and Sarah Kuntz. The deed was done by Shauna Hills of Tidal Wave Salons and Spa.

At press time Tuesday, Stange had raised $8,500 and was still waiting on a few more donations. She expected the total to be around $9,000. Donations may still

be made by visiting www.kidscancercare. ab.ca, select Shave, then the Pledge a Shave option, then type Stange’s campaign name, A Kids Wish, in option 1 to visit her

pledge page. Stange lived in Sylvan Lake for about 15 years after going to school in Caroline. She moved from here about three and a half years ago.

In fact it was actually all summer. That is all gone now in regards to the town side of the lake. The other thing is that I also have a farm in Lacombe County and I pay taxes in the county. Compare that to the $50 you may have to pay to launch in town if it’s even available, plus there is no parking at the marina so everybody from the province that comes to the town will be searching up and down the streets for a place to park there 50 foot long rigs. The town has still not dedicated a parking area as they agreed to. So I will ask this question - Do you want access to the lake? and then who should bear the

The town has made application to the County of Red Deer for the two old school buildings to be moved off the school grounds. Council has inspected the buildings and found them to be most suitable for use by the town. A preliminary plan is drawn to use the white three-room school for a town office building and library. One room would be used for the town office, one for the library and one for council chamber and public works office. The proposal for the two-room school is to move it to the town lot south of the CNR tracks, to be used for a garage for trucks and machinery.

In 1962 population of the town was 1,436. The 1963 figures show it to be 1,560, an increase of 124 or 8.63 per cent. The population of the town in 1961 was 1,335.

I live in Hewlett Park and walk my dogs along the drainage ditch and in the field near the new storage facility. In my travels in this area I have seen a goalie net which has been in the ditch for the past two years, a child’s Little Tikes car, an office chair, numerous garbage cans, several tires which block the water flow, diapers, garden soil and gravel which have been dumped, assorted garbage, a Town of Sylvan roadway sign and barricade, and recently someone dumped a bunch of bread and rib bones near the alley. Not only is this dangerous and enticing for

pets in the neighbourhood but it is also like ringing a dinner bell for wildlife. By the way there is a muskrat who lives in the ditch in the summer. I love this town and so do many others who come to Sylvan to enjoy their summer at the beach. How hard would it be to pick up this type of refuse so it’s not such an eyesore? Motorcyclist ‘laid down’ his bike, broke leg while avoiding child on bike Saturday, May 4th 11:01 p.m. – A 21-yearold is facing several charges in relation to a standard traffic stop on 46 Street at 50 Avenue in Sylvan Lake. The male driver was fined for not wearing a seatbelt; however, a visual check of the vehicle also resulted in the recovery of a large hunting knife and a rifle, which was placed in the back seat of the vehicle. The male did not possess a firearms licence and was charged with unauthorized possession of a fire-

arm and possession of a weapon for a dangerous purpose. 11:40 p.m. – RCMP made patrols in the Fieldstone area of Sylvan Lake after reports of youths checking door handles on vehicles parked outside various residences. Both foot and vehicle patrols were conducted, however, no one was located and nothing was reported stolen. Sunday, May 5th 3:59 a.m. – Another incident of youths check-

ing vehicle door handles was reported on Old Boomer Road in Sylvan Lake. RCMP arrived on scene and located a 19-year-old male, two other males, aged 15 and 16, and a 16-year-old female. A search of the 19-year-old’s backpack resulted in the confiscation of a small quantity of LSD, marijuana, baggies and a scale. The male was arrested and lodged in cells. Tuesday, May 7th 8:57 a.m. – A 41-year-

The male driver was found to be impaired and two samples of his breath resulted in charges of impaired driving and driving with a blood alcohol level over .08. 9:25 p.m. – A complainant contacted RCMP advising of a possible intoxicated driver leaving Cities Pub in Sylvan Lake heading toward Sobey’s liquor store. The suspect vehicle was located and the male driver was found to be intoxicated. The 25-year-old was given a breathalyzer and failed resulting in a charge of impaired operation of a motor vehicle. He was driven to the residence of a relative and his vehicle was towed from the scene. Wednesday, May 8th 5:49 p.m. – A 55-yearold motorcyclist was injured as he tried to avoid a young cyclist on 47th Avenue near Ryders Ridge

As a result, the motorcyclist laid down his bike resulting in a broken leg. RCMP, firefighters and EMS attended the scene and the male was transported to hospital for treatment. The young child on the bicycle left the scene and could not be located. 7:14 p.m. – RCMP attended a domestic dispute on Range Road 11 in Red Deer County. A

29-year-old male reported that his 26-year-old exspouse had assaulted him by punching him in the face in the presence of their daughter and was damaging household property.

When members arrived, they stopped the female in her vehicle and further investigation resulted in the woman being charged with assault and mischief under $5,000.

This was the scene at the boat launch in the Summer Village of Sunbreaker Cove at noon last Thursday. The following day there was a little bit of ice still on the south side of the lake, but by Saturday, May 11, it was completely gone, according to Cynthia and Pierre Giguere of Sylvan Cruises. Beautiful weekend weather saw power boats on the lake and people wading into the water. Then Sunday the Giguere’s had a “nice smooth launch” for the Zoo Cruise which will start taking passengers out this weekend. Last year the date was May 8 and in 2011 it disappeared on May 14. D

riving on the highway and watching the new buds on the trees, gives a sense of new life. Green leaves from trees that stood like dead from winter cold for so many months give hope. After all, winter didn’t have the Ànal word. Spring of life that blossoms in summer will always come. When Jesus Christ died on the cross (Jn 19:30, Mt 27:45-56), there was darkness all over the universe. When he was in the tomb, hopelessness and forlornness beclouded the lives of Jesus’ disciples. Despair and faithlessness set in. There was fear and confusion in the camp of these early followers of Jesus Christ. Some left for their homes, others to Emmaus, others still, back to their former profession: Àshing. It was cold winter in the faith of these early Christians who just lost the anchor for their lives and faith. None ever knew that Christ will ever rise again. They never understood the Scripture which says that the Messiah will rise from the dead after three days. Easter was the turning point in their lives and that completely and totally altered the fate of history and humanity for the better. Life conquered death. Light dispelled darkness. Good vanquished evil. Faith and hope was restored. Skeptics and agnostics became convinced. Faithfulness was restored. Spring-time that blossomed into Christianity’s Summer Sprung.

The faith of the early disciples was conÀrmed by Christ. For forty days, he appeared variously to them (Acts 1:3). Some individually. Others as a group. They believed. Ascension came to them not so much as a surprise, because Christ has prepared them before hand for it. But now, they were saddened that physically He was leaving them. The assurance that the ‘Head’ cannot be separated from the rest of the ‘Body’ gave them hope. The promise of the Holy Spirit, the conforter, gave them a boost (Jn 14:14-19). Christ’s Ànal words were “be my witnesses to all parts of the world when you receive the Holy Spirit” (Acts 1:8). Dear friends, we have an Eternal destination. Christ the head has gone there. We, the body will follow likewise. Jesus Christ is the WAY, the TRUTH and the LIFE. He is our hope. Never allow the winter of disappointments, betrayals, death of a loved one, struggle with some addictions, sicknesses or doubting God’s love for us, prevent us from knowing that spring and summer must come. After night, comes daybreak. After rainstorm, comes sunshine. Let us be patient and trust in God. Christ’s love for you and me is everlasting. His Mercy is inexhaustible. Fire bans sprouting throughout region by Steve Dills Sylvan Lake News

Extremely dry conditions continue, and fire bans have extended around the area and threaten to put a damper on the May long weekend, long known as the beginning of Sylvan Lake summer. Lacombe and Red Deer Counties have instituted fire bans. As well, the Town of Sylvan Lake and the summer villages of Norglenwold, Jarvis Bay, Sunbreaker Cove and Birchcliff have all declared fire bans. The town’s fire ban was imposed at 10 a.m. last Thursday by Fire Chief Cliff Brausen. It includes use of incinerators (for farm and acreage use), camp stoves, solid fuel barbecues (charcoal briquettes), recreational camp fires and chimeneas. The only exemptions are internal household fireplaces and liquid fuel (propane and natural gas) barbecues. Lacombe County was the most

recent to declared a county-wide ban, at 10 a.m. Monday after upgrading from a fire prevention notice. The county’s ban suspends all outstanding fire permits and requires all outdoor fires presently burning, whether set under the authority of a fire permit or not, be extinguished, according to a notice from Keith Boras, manager of environmental and protective services. Burning barrels may be used provided they are covered with a metal mesh screen with openings no larger than 13 mm (1/2”). Campfires used for cooking or warming purposes are allowed provided they are contained in a fire pit or campsite stove and are attended at all times. (See more details on the county’s website). Red Deer County’s ban, issued May 4 by Fire Chief Tom Metzger, required all outdoor fires to be extinguished and prohibits the ignition of all outdoor fires. The ban doesn’t apply to fires

contained within cooking and heating appliances which are fuelled by fluids, gases or charcoal briquettes or fires contained within industrial facilities for operational purposes. At Jarvis Bay Provincial Camp there’s a fire ban which prohibits the use of all wood, briquette and propane or natural gas fires and campfires, including fires contained in designated fire facilities. The only thing permitted at the campground is gas or propane stoves and barbecues when they’re approved for cooking. A temporary liquor ban is also in effect from noon Thursday to 6 p.m. Monday at the provincial park. The ban applies to all campgrounds and group campgrounds and prohibits possession and consumption of liquor, according to the park’s website. Two Sylvan Lake area residents are among 19 outstanding women nominated in nine categories for the 2013 Women of Excellence Awards, announced Red Deer & District Community Foundation Apr. 26. Katherina Mercedes Cummins is one of two nominees in the entrepreneurship category. The other nominee is Leona Mae Quantz Staples of Innisfail. Beverly Anne Anderson of Norglenwold is the only nominee in the environment category. The other categories are arts, culture and heritage; athletics, recreation and fitness; business and the professions; community building; education and training; health and wellness; and human services. All of the women come from diverse backgrounds, sectors and age groups but are similar in their exceptional contribution in making Central Alberta a better place to live, work and play, stated the announcement. The awards gala, which takes place June 12, “is our celebration of innovation, leadership, achievement and talent as demonstrated by women in our community. The awards honour contribu-

tions of our nominees, who serve as role models for women and girls.” The foundation’s mission is to be a community catalyst and grow a legacy

The next crop of Sylvan Lake councillors will be paid more than the current group. Councillors, at their meeting Monday evening, unanimously approved the recommen-

dations of a citizen committee which examined how they’re paid. That means the mayor’s monthly honorarium will increase to $3,000 and councillors will receive $1,500 per month. Both changes come into effect January 1st. Currently the mayor

receives a monthly fee of $2,494.15 and councillors receive $1,157.94. Besides that elected officials receive additional money for attending a variety of meetings, are reimbursed for expenses and have a benefits package. The increases in hon-

orariums mean that while they’re “substantial, particularly on a percentage basis, … the increases still keep us slightly under the average,” according to a report by Danny Scott. “The committee agreed that it was important to stay near the average, and when the benefits package amount is added to the monthly honorarium, Sylvan Lake is slightly above the total remuneration average.” The estimated cost impact to the town represents a 20.3 per cent increase ($31,908.52) over last year’s council remuneration, according to Scott’s report. Lani Rouillard, representing the committee, said they looked at a lot of statistics from comparable communities before making recommendations. They reviewed benefits, expenses, special benefits, the need for a full time mayor, meeting reimbursement and monthly honorariums. “The committee felt some of the meetings in the $50 category required additional preparation and analysis, people had to read through a lot of material,” she said, indicating they recommended an increase to $60 per meeting for planning and appeal board meetings. They also felt strongly that meetings should be paid on an attendance basis, “to reward councillors” attending more meetings. “Did you take into account where meetings are being held, such as Red Deer which is one

hour travel time?” asked Councillor Dale Plante. Rouillard said they believed that was part of a policy they were not asked to review. She added that one-third of the honorarium is tax exempt which is a form of compensation. Asked by Councillor Laverne Asselstine if they considered “out of pocket costs” such as fuel for driving around town or costs of internet access. “That’s within the context of the honorarium and the one-third tax exemption,” responded Rouillard. He also questioned the rationale behind now allowing councillors to opt out of the benefits program and be paid instead. “I question whether it’s fair. If I want to opt out why should the town be paying for a benefit plan when it’s not necessary.” “That could pose a serious detriment to the town plan if people opt out and take cash,” said Rouillard. When councillors got into discussion after her report, Asselstine stated the whole policy needs to be reopened. “I don’t like the fact we have no increase over the next four years. We’ve fallen significantly behind because we’re on a three year review policy, except for cost of living increases,” he said. The town’s policy states a citizen review committee will be struck before each election to examine remuneration. With terms changing from three to four years in this fall’s election, that

means the next review would be four years from now. Asselstine also said he didn’t understand why the percentage increase for councillors was “significantly more” than for the mayor. Councillor Dale Plante wondered if there is a mechanism to do a two year review because of the four year term “not because of the money, but also because of jobs being added.” He also felt it was unfair that some meetings, such as those of water and wastewater commissions, are reimbursed at the rate of $120 per half day or $240 per full day, while other meetings such as Central Alberta Economic Partnership and Community Futures are reimbursed at $50 per meeting. “I’m happy with the way it is,” said Councillor Ken MacVicar. “If this is accepted it equates to a 20.3 per cent increase — over four years that’s five per cent per year plus 1-2 per cent for cost of living.” He cautioned politically that’s not going to be favourably accepted in the community. But because it’s an arms length committee made up of citizens who recommend for the next council and not the current council, he didn’t want to change the process. “Put things in perspective. People running for council in October will have in their package the amount of money, compensation they will get. They can make decisions whether they want

to run or not.” “The committee clearly outlined we were 12-15 per cent behind because the increase was below average,” said Plante. “We’re still under average, if we’re asking for average what is the problem. It’s not an issue about personal gain, it’s about getting properly compensated.” While Asselstine agreed the committee had “done a great job” he said, “the process is wrong, the policy is wrong, the policy has to be amended, I don’t think it reflects the way it should be.” “What is very apparent to me,” said Mayor Susan Samson, “to be as correct as we can be, as arms length as we can be, we need to make these decisions for the next council. I’m not interested in reviewing midstream in the term because then I’d be giving myself an increase and I know that’s not palatable.” However she added, it only takes four votes “if council is not happy they can open it up”. “This is an independent committee, I’m not sure it’s even fair to discuss this,” said Councillor Rick Grimson. He added, “there is a sense of civic duty here. If you need more money get an outside job.” The five members of the citizen committee included Rouillard, Karen Herbst, Neil Evans, Lynda Sills Fiedler and Teresa Borrowman.

Dog washing raised $530 by Steve Dills Sylvan Lake News

During Sylvan Lake’s Centennial we’re attempting to quantify the generosity of our community with information and a running tally of donations to various groups and organizations. We know how giving our community is and we want to emphasize that with this column. Please feel free to add to our list. Year-to-date total - $105,916.33 • Woofs and Purrs in Sylvan Lake raised $530 for the Animal Cancer Therapy Subsidization Society (ACTSS) during a day long dog washing event Saturday. Lystra Collins said it was a very busy day. They handled 10 dogs and everything went really well. She was assisted by Addison Brack and Missy Southwell. “It was lots of fun, thanks to everyone

who supported the event,” Collins said. She’s planning another fundraiser in the fall, this time to benefit Serenity Pet Shelter Society, a Sylvan Lake organization. • Marianne Stange and her friends were able to raise about $9,000 for Kids Cancer Care Foundation of Alberta by shaving their heads. A significant part of the money was raised through a tattoo marathon at Soul Case Tattoo (see full story elsewhere in today’s issue). • Veterans Voices of Canada held a successful Veterans’ Appreciation Day and fundraising event at the community centre Saturday. Allan Cameron estimated they raised about $5,000 for the organization’s mandate of documenting the stories of veterans on video for historic and educational purposes (see separate story). Thrilled - Hailey and Houston Schultz got a chance to check out the cab of a fire engine during Mighty Machines Day at Sylvan Lake Municipal Library Saturday afternoon. They were among 98 children who attended with their parents. “We had fab weather,” said Heather Parker, the library’s children’s programmer. The town sent a grader and a cool street sweeper. RCMP Cst. Gordon Marshall was there with a police cruiser and several firefighters accompanied the engine. Glover International provided a semi-truck with sleeper that doubled as a sofa and dance floor. “Too cool,” said Parker. Inside there were crafts for the kids. Genivar provided everyone with a tape measure/level combo. Deermart once again provided the grand prize, a toy combine, which was won by Joseph Lauder, as well as a number of radio/book lights. “We snacked on brownies and juice and read a great book, ‘Tip, Tip, Dig, Dig’ by Emma Garcia.” STEVE DILLS

Day was all about expressing appreciation to veterans by Steve Dills Sylvan Lake News

Showing appreciation to veterans was the main reason for an event at the community centre Saturday. “There are a lot of amazing veterans here who have done some amazing things,” said Allan Cameron, executive director of Veterans Voices of Canada. In an interview Tuesday he reflected on the second annual event. “It was a great day, everybody had an amazing time meeting with veterans, checking out displays. I’m pleased with how it went.” One of the highlights was the emotional and sometimes humourous speech by retired Master Corporal Paul Franklin. “After everything he’s

gone through he still has a positive attitude and a good sense of humour,” said Cameron. Franklin lost both his legs in a suicide bombing in Afghanistan while part of a convoy transporting diplomat Glyn Berry who was killed in the attack. Besides Franklin, Private William Salikin and Corporal Jeffrey Bailey were seriously injured. A medic, Franklin talked about living among Afghanis in Kandahar and helping them get a little better health care. “It was a neat experience in the city itself,” he said. Remembering the day of the attack, he said they’d climbed a mountain two days earlier, then spent the following day, a day off, brushing up on their skills. “One of the guys who trained the day before put the tourniquet on my leg

and saved my life.” After time in hospital overseas the three injured soldiers travelled back to Canada and the University of Alberta hospital. Franklin went through 26 surgeries over one month. Then spent 14 months in therapy learning how to walk again. He said he used to be a marathoner and do triathlon. “That’s one of the reasons I survived.” “My story is the story of my recovery,” he said. Franklin also talked about changes to the way the Canadian government handles wounded soldiers and their spouses because of his experiences. While he has a set of prosthetic legs, he said he doesn’t always use them because of the tremendous effort required. “You have to accept who you are, what you are today,” he told the audience. “Everybody’s got good days and bad days.” Franklin also said he do esn’t b elie ve Afghanistan is a lost cause. “If you talk to the Second World War vets

here today they’d say Italy was destroyed and they’d never believe it could be what it is today. Look at Korea 60 years later. It’s going to take time. It will be interesting to see but if you do nothing, nothing is going to happen so it’s good we are doing something.” He received a lengthy standing ovation from the crowd of about 150 people who listened to his message. MP Earl Dreeshen and MLA Kerry Towle offered thanks to veterans and reflected on Franklin’s words. Then students from Veteran High School were recognized for their part in a fabulous story. Principal Debbie Letniak said at a Remembrance Day assembly her students listened to Private First Class Dave Pennington tell stories about his World War II experience. The students were inspired and during a question period they asked about his medals. He said they’d been

destroyed. “The kids said he seemed to be sad about it.” And they resolved to do something. They secretly petitioned Veteran Affairs to get replacement medals. Veteran Affairs sent the school new medals at no cost and praised the students for taking the initiative to have Pennington’s medals replaced. To the students it wasn’t if they’d get replacement medals it was when, said Letniak. When they arrived planning began for a ceremony to present them to Pennington. “The gym was full of the community. It was the most exciting day to honor a veteran at Veteran School,” she said. Seven of the 18 students involved attended the event in Sylvan Lake and certificates from Veterans Voices were presented for all of them. Pennington was also there. Also, during the formal part of the afternoon, Debbie Purkiss was presented with a certificate as Volunteer of the Year for the organization. Cameron said another highlight of the day was Veteran’s Corner where a number of World War II veterans talked about their experiences. Among them were RCAF Spitfire aces retired Lt.-Gen. Don Laubman and Col. Doug Lindsay. Others included Fifth Field Medic Rudy Deutsch, George Braithwaite, a Lancaster navigator, Roy Foster, a flight engineer on Lancasters and Halifaxes and Ken Long, an RCAF Halifax bomber pilot. The drumming duo Black Thunder provided a

kaliedescope of sight, sound and precision with the lights out and black light illuminating the movement of their drum sticks. Red Deer Pipe and Drum Band also performed. Members of the Penhold Air Cadet squadron assisted during the day. First Special Service Force Reenactment Unit of Edmonton was represented and a number of military vehicles were displayed in the parking lot by members of Alberta Militar y Vehicle Preservation Association. Chainsaw carver

Darren Jones crafted an eagle from a piece of wood. Cameron said there were a lot of people asking if the event was going to happen again next year. “yes … bigger and better” he replied, while also expressing appreciation to the volunteers who were “amazing”. The event was also fundraiser for Veterans Voices of Canada and featured a silent auction. Cameron said after expenses they raised about $5,000 thanks to “really good support from the business community and sponsors”.

Councillors split on whether garage suites should be permitted by Steve Dills Sylvan Lake News

Garage suites will continue to be allowed in Sylvan Lake after councillors, in a 4-3 vote, defeated a motion removing them from the Land Use Bylaw for all areas of town except those controlled directly by council. Voting against the motion at Monday night’s meeting were Mayor Susan Samson and councillors Graham Parsons, Ken MacVicar and Rick Grimson. Voting in favour were councillors Sean McIntyre, Dale Plante and Laverne Asselstine. Earlier in the evening they’d heard an impassioned plea from Jeanie Hannon of Rosewood Drive about a garage suite on Ramsay Link which looks directly into her yard. She also asked for the removal of the garage suite, during her presentation at the open microphone session. The bylaw was on council’s agenda after

discussion took place at a Committee of the Whole meeting last Thursday about how to put a moratorium on new garage suites until the town’s Land Use Bylaw could be reviewed. Councillors were told Monday night, the only way to stop garage suites from being built in the short term was to approve first reading of the bylaw, hold a public hearing then approve second and third reading. They were also notified that “completion of a new Community Housing Strategy and M u n i c i p a l Development Plan are currently underway and are scheduled for completion in fall 2013.” Both may provoke further discussion on housing options for the community and changes to the Land Use Bylaw. “I have a real problem throwing this out,” said MacVicar about garage suites. He indicated it was part of the town’s affordable housing strategy and suggested if they were

removed now there’s not a chance they’d be allowed in the future. There have only been five garage suites built in five years, he noted. “If this is not reactionary, I don’t know what is,” MacVicar said, comparing it to NIMBY (not in my back yard) issues. McIntyre countered there are a lot of issues with garage suites. Of the five built, he said four had issues from the public. “There are some areas where garage suites are appropriate, what I’m looking for is a suspension. I’m hoping we can suspend them until such time as we have a full review. I’ve got lots of points on what needs to be reviewed.” “What we’ve got in front of us is complete severing,” said Samson, who wasn’t at the committee meeting last

week. “I don’t know how easy it’s going to be to get them back in.” Asselstine said he thought the idea was to put garage suites off to the side for a while until plans being developed are completed. There isn’t a “great hoard of people waiting to put garage suites up. It’s a good part of the affordable housing strategy … I really think we have to be fair to people that can’t afford regular housing,” said MacVicar. Asked by Parsons if there was any way to accomplish what they wanted to do, Betty Osmond, the town’s chief administrative officer answered that “if the intent is not to issue any more approvals, the process tonight is the only way.” Samson expressed concern about opening the town up to risk by deleting the ability to build garage suites.

One of the mitigating factors in delaying further discussion was the fact that Tim Schmidt, director of planning and development, was off sick and not at the meeting. He’d approved the report presented to council.

Traffic volumes on Highway 11 in the Sylvan Lake area are close to warranting twinning be continued to 60th Street, however there’s nothing in Alberta Transportation’s three year plan to do this. The portion of Highway 11 between Highway 781 and 60th Street is probably in the “mid to long range plans,” suggested Russell Watts, infrastructure manager in Alberta Transportation’s Red Deer office, during a meeting with Lacombe County councillors last Thursday. “We’re just completing the access management study to assist with the conversion to freeway status from Sylvan Lake to Highway 766,” he said. “It’s probably a long time before we’d consider construction.” A second open house on the study will take place shortly. “We’re close to wrapping up that study.” Asked by Councillor Dana Kreil how long the long range plans were, Watts said he had no idea. “It’s all dependent on volume, budgets.” He indicated that Highway 2A from Blackfalds to Red Deer averages 12,000 vehicles a day. While measures at Highway 20, 781 and 60th Street on Highway 11 range from 10,000 to 8,000 vehicles a day. Further west it’s 6,000 vehicles a day. “We have to use a sense of perspective. A 12,000 vehicle section is not twinned yet.” Kreil responded that on Friday night in summer traffic picks up considerably and it’s a lot big traffic including people hauling trailers. “At the end of the day it’s going to come down to money,” said Watts. “We don’t twin on one hour of traffic. The intent of the plan is to provide long range planning guidance for everyone involved in planning in the area. This gives developers a sense of where they will have access in the future.” Freeway status, he indicated, means the only access to the highway would be at interchanges. Local road access will be closed when that happens.

A large number of Arashi-Do students recently travelled to Edmonton where they were tested with Master Sylvio Behring, a 7th degree red and black belt in Brazilian Jiu-Jitsu (BJJ), and received new rigs in the art. Master Sylvio Behring, originally from Rio de Janeiro Brazil, is currently one of the highest ranking practitioners in Brazilian Jiu Jitsu in the world. He is one of 31 people that hold the current rank of 7th degree red and black belt. He has trained UFC Fighters, including Ronaldo “Jacaré” Souza, Antonio Rodrigo Nogueira, Andersen Silva as well as many others. He performed the grading and training seminar for 23 students in Edmonton Apr. 26. Sensei Ken Sumner, head instructor of Arashi-Do’s Sylvan Lake School attended. Sumner was tested and awarded his purple belt in Brazilian Jiu Jitsu. It has taken him an approximately six years to get to this rank. “I was extremely sur-

prised by this rank. I didn’t expect it. However the panel of black belts who felt I was ready have been doing this a long time and I trust their judgments,” Sumner said. “It really hasn’t sunken in yet. It was a complete surprise to go up and show and test but I’m glad I did it and I’m glad I showed well.” The rank is comparable in many martial arts

to a black belt. In fact the purple belt is commonly called the mini black belt. A person of purple belt has a very good understanding of Brazilian Jiu Jitsu. The seminar also focused on self-defense for both adults and for kids which he teaches in his Brazilian Jiu-Jitsu classes. Two members of Arashi-Do Sylvan Lake

attended grading on May 4. TK Adeleke was awarded his first stripe on his white belt. He performed a 15 minute demonstration with a partner to show his technical skills, with a group, in front of the head instructors. Also attending was a second student who declined to be named. After two years of training, he has accomplished his Blue Belt in BJJ.

Fourth at badminton tourney for Sylvan pair (CENAA) tournament the previous weekend, qualifying them for a place in the CWAJHAA (Central Western Alberta Junior High Athletics Association) tournament at Lindsay Thurber. Coach Jason Chatwood said the duo finished first in their pool and “lost a tough one in the semi-final and a very close bronze medal game”. The played very well throughout the tournament, he said.

The next game is May 23 when they play the winner of the quarter final game between Falcons and Broncos. The Fire defeated the Broncos 25-3 in week six action. The team was selected from 115 players who attended the Team Alberta Selection Camp at McMahon Stadium in Calgary. They will represent Alberta at the Football Canada Cup in Moncton, New Brunswick from July 15-22. Football Canada Cup is a national championship for provincial teams at the U18 level. Last summer, when it was played in London, Ontario, Alberta finished with the silver medal, losing to Quebec in the national final.

An H. J. Cody Laker was one of 40 players selected for Team Alberta 2013 following a camp in Calgary over the weekend. T. J. Sloboda was named to the offensive line and is one of only two players from Central Alberta. The other is also on the offensive line — Joe McQuay of Notre Dame in Red Deer. They were picked from the top high school football players at the U18 level (Grade 10 or 11). Sloboda was named the Lakers’ lineman of the year during the team’s awards banquet in March.
