Mayor criticized for ‘discounting’ pro-development residents who opposed highrises in the past

White Rock’s mayor took a strong stand Monday against a highrise proposed for Vidal Street, criticizing public support for the project as “greatly diminished” by those who spoke in favour. “Everyone is entitled to see the light,” Wayne Baldwin said, after giving up his role as meeting chair to comment.
Baldwin was referring to support heard at an April 29 public hearing from residents who, in the past, have stood firmly opposed to height and density in the city. While the residents gave a “well-organized” presentation, “(we) need to do more than count for and against,” Baldwin said. “You also have to consider the source.” Baldwin’s comments preceded narrow votes by council to give third reading to
official community plan and zoning amendments that will, if given final approval at a later meeting, facilitate construction of a 12-storey, 109-unit project at 1467-1519 Vidal St. The same vote result – with Baldwin and Couns. Helen Fathers and Al Campbell opposed – was given for third reading of an also-necessary land-use contract discharge bylaw. The mayor’s stance was later criticized dur-
ing question period, when former councillor Margaret Woods described his comments regarding project supporters as “disconcerting.” Woods questioned how council could make a good decision when half of the feedback was to be ignored, but she was cut short when her questions turned to accusations of bullying and intimidation. › see page 8

BC Liberal candidates on the Semiahmoo Peninsula had plenty to celebrate Tuesday night, after soundly winning seats in all three ridings as well as a majority government provincewide. Surrey-White Rock incumbent Gordon Hogg arrived at his campaign office just before 9 p.m. to raucous applause from supporters who had spent the previous hour glued to TV news reports once the polls closed.
“It’s looking good – we did it,” constituency assistant Verna Logan told Hogg, during a congratulatory hug. In the tally as of Wednesday afternoon, Hogg had 58.58 per cent of the vote, while NDP candidate Susan Keeping came in second with 27.31 per cent. Tuesday night, Hogg said he was “heartened” by the results, admitting there had been some concern as to how to reach out to a growing community during a “good campaign” by the
NDP. Watching the results at her White Rock campaign office, Keeping told supporters, “at least we had fun.” “I respect it, what can you do?” she said, noting the voter turnout seemed unusually low. In Surrey-Panorama, BC Liberal and current Surrey Coun. Marvin Hunt won with 54.28 per cent of the vote, followed by BC NDP’s Amrik Mahil with 35.90 per cent. › see page 5

Fears that foreign buyers and other temporary residents are snapping up an abnormal share of Metro Vancouver condos aren’t borne out by statistics, according to a new analysis. Urban Futures researchers examined 2011 Census data and found just 0.8 per cent of all homes in the Metro region and 1.4 per cent of apartments are occupied by foreign or temporary residents. Vancouver and West Vancouver were above average at just under two per cent, while other larger cities in the region had fewer foreign or temporary apartment dwellers, including Richmond at 1.3 per cent, Burnaby at 1.1 per cent and Surrey at 0.4 per cent. There had been media reports earlier this year that up to a quarter of condos in certain parts of Vancouver are either unoccupied or occupied by nonresidents, prompting concern that wealthy foreign investors are
parking money here. Some observers warned of the rise of ghost neighbourhoods that look dense but don’t have enough active residents to create a vibrant community. Urban Futures found 6.2 per cent of Metro apartments were unoccupied – below the national average. The areas with the highest levels of unoccupied apartments were UBC at 10.1 per cent, Surrey at 9.2 per cent, Pitt Meadows at 8.7 per cent, West Vancouver at 6.9 per cent and Vancouver at 6.7 per cent. “Much ado is being made about nothing when it comes to the prevalence of foreign and/or temporary residents and unoccupied dwellings in this region,” the report said. It noted temporary residents include large numbers of students – there are 250,000 post-secondary students enrolled across the region who would represent the third largest city if they were clumped together.

Visible minorities account for one million people, or 45.2 per cent of the population of Metro Vancouver, according to newly released voluntary census data. The National Household Survey conducted by Statistics Canada in 2011 found visible minorities make up a majority of the population in Metro Vancouver’s four largest cities.
Richmond’s visible minorities made up 70.4 per cent of its population, while the equivalent numbers were 59.5 per cent in Burnaby, 52.6 per cent in Surrey and 51.8 per cent in Vancouver. The largest visible minority groups in Metro Vancouver were Chinese (411,000), South Asian (252,000) and Filipino (112,000). Metro Vancouver was home to 913,000 immigrants, or 40 per cent of the population.

Art exhibit examines lives of young South Asian women

ooking in a mirror, I would see a young, lively South Asian girl with hopes and aspirations like many other teenage girls. Every girl whether she is Chinese, Hindi, Japanese or Caucasian, we hope to succeed in life, no matter what our skin colour may be.” The words are those of Grade 9 student Shania Sanghera and mark the beginning of a short essay she wrote to be included in an exhibition at the Surrey Arts Centre. The sentiment, however, embodies much of what The Princess Myth is all about: identity – particularly that of young South Asian women. Opening at the gallery earlier this month, the show features 50 colour and black-and-white photos, 10 digital artworks and paintings and a selection of poetry and essays. All either feature or are written by South Asian girls aged 14 to 19 from Surrey, who were asked to express their aspirations, including whether their values differ from their nonSouth Asian peers.
Shauntal Padda, a Grade 11 student at Sullivan Heights Secondary, was a model for some of the photos and has been involved in furthering the concept of the show. The visual work and writing, she says, is as different as each of the featured women. “They show different aspects of the girls and our perspectives,” said Padda. “We thought this would be a nice way to show the diversity of the South Asian girls connecting through their culture, but also being born and raised, pretty much, here.” The images range from contemporary to traditional to peacock-inspired face painting, while the written compositions address a variety of open-ended topics, including perception – of self, perceived and desired. The Princess Myth, which has been in the works for 18 months and involved more than 1,000 hours of photography, was co-ordinated by Sullivan Heights teachers Marc Pelech and Mandeep Nijjar and included students from several Surrey high schools, as well as some from Emily Carr University and UBC. The show runs until Aug. 12 at the SAC, 13750 88 Ave.

Teens’ night out at rodeo Jennifer Lang Black Press
If DJ Carson Hoy and crew pull it off, it will be the hottest ticket at this weekend’s Cloverdale Rodeo and Country Fair. Hoy is organizing the Youth Stage and 13-18 Teen Night Club in the Alice McKay building, which is doubling as a live-performance venue and a teen-only dance club Friday, Saturday and Sunday nights during the fair. The venue will showcase live bands from 6 to 9 p.m., including headliner Ray Gibson, an 18-year-old singer/songwriter from Maple Ridge. Each night, once the live performances are over, the space will transform into a dance club, featuring Deth Klown and guest DJ Kush, until 10 p.m. The plan’s a natural fit for Hoy, an accomplished musician, producer, and rising talent as a DJ who spends his nights performing at school dances and parties and his days as a Grade 11 student at Lord Tweedsmuir Secondary. He simply wanted to create something for teenagers to do at the rodeo and country fair – at night. “I’ve been going to the rodeo for basically my whole life,” he says. “High school is when everyone is allowed to go without their parents. Everybody’s there all weekend, all night, but there’s nothing for the 12 to 18 (age) category,” he says. Last year, he emailed the organizers offering to DJ at one of the stages. “It was just in the morning, so the kids weren’t out,” he says.
Fortunately for the social life of rodeogoing teens everywhere, Hoy got called back this year with a tantalizing offer: “The hall’s open,” he was told. “We’d love for you to do a teen dance.” Before long, he was introducing the idea of putting live bands onstage, too. Youth Stage Acts perform half-hour sets with one hour-long set nightly, before Gibson takes the stage for the final hour. She Dreams In Colour is a three-piece, all-girl alt/punk band from Surrey. They’ve only been together for a few months, and the members are 14 to 17 years old. Ransom for the Captives is a pop rock band featuring talented teenagers from Cloverdale. They were recently named Best Band at Surrey’s Youth Fest. Stolen has playing together for two years. The band won this year’s Tweedy Idol talent contest at Lord Tweedsmuir Secondary. Cloverdale’s DJ Kush has been DJing professionally for three years, and is influenced by a wide genre of music, from Hip-Hop and R&B to classic rock, metal, pop, jazz and electronica. Deth Klown is an electronic-dance music DJ group, also from Cloverdale, founded by Hoy and Austin Neighbour. Hoy, who has been performing for 10 years, became an electronic artist in 2011. Admission to both the Youth Stage (all ages) and Teen Night Club (ages 13 to 18 only) is free with gate admission to the fair.

Local dancers land residency Two White Rock dancers are making all the right moves during a residency with renowned Canadian performer Jennifer Mascall. Elissa Hanson and Jessica Wilkie will participate in the Bloom residency offered at the dance studio Mascall founded in 1992. As part of the residency, participants perform in the Bloom series, which has two remaining shows on May 21 and 28 in Vancouver’s West End. Since 1994, the series has allowed emerging choreographers to apply for training, mentoring and editing by Mascall. Over four performances, the work is presented to the public. uestion: Recently I went to a lawyer to get simple power of attorney. I had made one 10 years ago to a different person and there was no hassle and the lawyer’s bill was very modest. This time the lawyer asked me a lot of nosy questions about my financial affairs, about my health, about my children, about the person I want to be my attorney and all kinds of things the earlier lawyer didn’t ask. I think this lawyer was just making up questions to pad his bill which, incidentally, was a lot more than my previous bill. I’m making him wait for his money until I find out what’s going on. Am I being taken advantage of?

nswer: The new Power Of Attorney Act imposes a great onus on a lawyer or notary public to ask searching questions about a number of issues, some of which include financial matters, mental capacity and possible coercion. This new professional obligation to ask these far tanging “nosy” questions is a requirement of the law, and because there is lot more work, he or she is entitled to charge more fees. Surrey topples hosts in overtime, then shuts out Minnesota to move to 3-0

The Surrey Eagles erased a two-goal deficit and captain Brett Mulcahy scored the winning goal 8:43 into overtime to beat the host Summerside Western Capitals 5-4 Monday at the RBC Cup. And a day later, the BCHL champs thumped the Minnesota Wilderness – from the Superior International Junior Hockey League – by a 5-0 margin. The wins boosted the Eagles’ record at the national junior ‘A’ tournament to a perfect 3-0. Surrey is the only undefeated squad in the five-team field. On Monday, the Capitals were the first to get onto the scoreboard, taking a 1-0 lead when Chris Caissy’s backhand shot from the slot beat Eagles goalie Michael Santaguida. The lead lasted just seven minutes, however, until Adam Tambellini scored his first of two goals for Surrey. The middle frame was a wild one, as the teams traded goals midway through the period. Summerside went up 2-1 when J.P. Harvey scored a power-play goal – tipping a point shot from Danny Chiasson – and Surrey’s Trevor Cameron replied two minutes later when he took a pass from Tambellini and rifled a shot past Capitals goalie Kevin Baillie. With the game tied 2-2, Summerside retook the lead – again, on the power play – when Mitchell Maynard scored. Caissy made it 4-2 late in the period, to put Surrey in a hole heading into the final 20 minutes. “In the second period, we came unravelled a bit. From the staff on down, we have to do a better job (of keeping) our composure, regardless of what’s going on in the game,” said Eagles coach Matt Erhart. “We got out of our game, out of our element. We’re a composed team that plays with speed and discipline, and we weren’t disciplined, we weren’t playing with speed and we weren’t composed, and (Summerside) capitalized. “They made some good plays, scored some nice goals, so full credit to them.” In the third, the Eagles rebounded, and Devon Toews brought the British Columbians to within one goal when his power-play shot from the right circle beat Baillie, and Tambellini tied the game with 4:25 to go, batting a puck out of mid-air and into the net. We’re not the oldest team, but we’re a confident team, and we’ve got guys who can put pucks in the net,” the coach said. “It becomes a mentality. We’ve been down a lot in third periods – especially early in the season – and we’ve been able to come back and win. All that experience prepares you for these moments. Guys don’t tense
up, guys don’t squeeze their sticks – they just play hockey, and that’s important when you get into overtime.” No overtime was needed Wednesday against Minnesota, as the Eagles led from the get-go. They were 4-0 after two periods, on goals from Nic Pierog, Trevor Cameron, Michael Stenerson and Drew Best. Rookie Kevan Killistoff made it 5-0 late in the third period, icing the win for the westerners. Next up for the Eagles is a game today (Thursday) against the Brooks Bandits, who are 2-1. Playoff rounds begin Saturday, with finals set for Sunday night.

Thunder collecting clothes, food at Cup When the Umbro Cup Challenge hits the field at South Surrey Athletic Park this weekend, be sure to keep an eye open for members of the Coastal FC U11 Thunder. The youth girls soccer club
will be on hand collecting both food for local food banks, as well as gently worn soccer clothing, which will be donated to children in Haiti. Members of the team will be accepting donations at a tent
onsite throughout the longweekend tournament, which runs May 18-20. For the last month, the Thunder have also been encouraging other participating teams to bring in donations.

When the Earl Marriott Mariners’ senior boys rugby team hits the pitch today against Abbotsford’s Yale Lions, they’ll have more on their mind than just winning another Fraser Valley banner. They’ll also be looking to get a yearsold monkey off their backs. Earl Marriott has won four straight Fraser Valley rugby titles – including three straight over Yale, from 2009 to 2011 – but members of this year’s team have never beaten the Lions, dating back to their junior days, said EMS coach Adam Roberts. “The guys have had a long history against Yale, but haven’t had much luck,” he said. “Now, they need to step up and prove that they’re a championship team.” The game is set for today (Thursday), 3:45 p.m. at South Surrey Athletic Park. In addition to bragging rights and a new banner for the school gym, Thursday’s winner will also be assured a favourable seeding at provincials, which are set for UBC later this month. Both teams have already qualified for the tournament. Roberts’ confidence in his side is buoyed by their performance in Japan earlier this month – the Mariners placed ninth at the prestigious Sanix World Rugby Youth Invitational tournament, which is the best a Canadian team has ever finished. The previous best performance by a Canadian side at the 16-team Sanix event was last year, when Vancouver Island’s Shawnigan Lake placed 10th. “The guys know they can do it now, because they did so well in Japan against teams that were better than Yale,” explained the longtime Mariners coach. “The Japan experience was huge for us. River District opens weekly farmers market
Spring brings visitors to outdoor market Southeast Vancouver is welcoming summer with the weekly farm market at River District, ParkLane Homes’ waterfront community that covers 130 acres and includes homes, shops, green space, restaurants and community amenities. The first market took place on May 4, and saw more than 500 people come out to wander the market and purchase some goodies. “The incredible turnout is a testament to the diversity and quality of this year’s farm and artisan vendors,” says Yosh Kashara, General Manager of Sales and Marketing at ParkLane Homes. “We couldn’t be happier with the support

Everyone has fond memories of their childhood summer vacations, spending time with family and friends and playing outside for hours. EARL AND EVELYN SPEER will be celebrating their 60th wedding anniversary with a private family dinner this long weekend in White Rock. Mr. Speer married the former Evelyn Grant in Vancouver at the West Point Grey United Church on May 16, 1953. After they married, Earl, who moved from Manitoba to Agassiz at age 13 and Evelyn who was born and raised in Vancouver set out on their life together. They spent the next 30 years living in various Canadian cities from Calgary, Alberta through to Cornwall, Ontario, as well as 4 years in Denver, Colorado, wherever the work would take them. They returned back to Vancouver in 1983 and have been settled in the White Rock area for the past 27 years. They are the parents of Lynn (Bill) Lemisko, Dave Speer & John (Erin) Speer. The have five grandchildren, the late Stacey Lemisko & Dan, Shannon, Logan & Corinne Speer.

Born August 14, 1922, passed away April 27, 2013. Born in Bow Hill, Scotland. Lived in New Westminster in his younger years, moved to Burnaby, passed away in Surrey. Predeceased by his brothers William, James, Findley, and niece Libby. He is lovingly remembered by his wife Margaret of 65 years, son Douglas, daughter Karen and grandson Daniel. At his request, there will be no service. Remberances may go to the Heart & Stroke Foundation.
It is with great sadness, we announce the passing of Irene in her 85th year. Irene lost her courageous battle with cancers on May 3rd at Peace Arch Hospital; we give special thanks to the doctors and nurses who gave great compassionate and loving care to her. Born July 7th 1928, in Edinburgh Scotland, survived by her loving husband Vic, Daughters, Valerie Black, and Pamela Murray, son-in-law Neil, and grandsons Sean and Matthew, brother Derek, and many nieces and nephews. Irene will be sadly missed by her many bridge partners, and over the last few years, has missed out on her other passions, golf, and travels to sunnier climes in the winter months. A Celebration of Life Service will be held Wednesday, May 22rd @ 1:00 p.m. at Victory Memorial Park Funeral Centre, 14831 28th Avenue, Surrey.
